Ransomware attack disables county computers

Curry County officials are keeping a close watch on the county’s server network following what officials are calling a ransomware attack.
On Wednesday, April 26, 2023, Curry County offices began to experience difficulty accessing internal documents. The county’s technical
consultant (IT) was called and responded onsite immediately. It was determined that the Curry County server network was generally inaccessible. All County departments had been affected.

Oregon has paid tribute to 193 fallen law enforcement officers, and their families left behind.
The Oregon Fallen Law Enforcement Officers’ Memorial Ceremony is a significant event that the Department of Public Safety Standards and Training (DPSST) is proud to host each year in partnership with the Oregon Law Enforcement Memorial Fund, Oregon Concerns of Police Survivors (C.O.P.S.), Oregon Fallen Badge Foundation, and Oregon’s various statewide law enforcement associations, according to a release.
The memorial honors 193 fallen Oregon law enforcement officers who have died in the line of duty since the 1860s. This includes officers from city, county, state, tribal and federal law enforcement agencies who have served
as law enforcement officers, corrections officers, and parole and probation officers.
The name of one fallen Oregon law enforcement officer was added to the state memorial and honored at this year’s ceremony; Sergeant Brian J. Gaunt of the Beaverton Police Department, End of Watch (EOW)10/24/21.
Gaunt died as a result of contracting COVID-19 in the line of duty. Gaunt was a United States Coast Guard veteran who served 21 years with the Beaverton Police Department and had been assigned as a patrol officer, detective, and canine handler. He is survived by his wife and three children.

“The County has confirmed that the affected servers were impacted by a ransomware attack. The
attack has been attributed to the Royal ransomware group.” County officials have reported the incident to state and federal agencies. A
coordinated response team including state and federal experts was to be assisting with the county’s effort to securely restore the Curry County network.
Following the attack, many systems and data were temporarily inaccessible. County telephone service had been uninterrupted, but email communications were not immediately available.
The response team wad to be working around the
clock to restore operations, the release stated. But the officials could not estimate when full access and services would be restored. The county was prioritizing service returns to public safety and public facing departments. No part of the vote counting process, or the integrity of the upcoming election, has been impacted by the incident, according to the release.

The Oregon memorial is held ahead of National Police Week events in Washington, D.C. so that family members and coworkers can attend both memorial ceremonies. More than 23,000 officers who have died in the line

SNAP benefits stolen electronically to be replaced

The Oregon Department of Human Services will replace Supplemental Nutrition Assistance Program (SNAP) food benefits for victims of electronic theft who have had benefits stolen from their Electrotonic Benefit Transfer (EBT) cards. Electronic theft includes card skimming, card cloning and other similar methods.
The replacements to replace SNAP benefits that were stolen electronically on or after Oct. 1, 2022, is scheduled to begin May 22.
After May 22, people in Oregon whose SNAP benefits were stolen should request replacement benefits immediately.
People who know their SNAP benefits were stolen between Oct. 1, 2022, and May 22, 2023, must request replacement benefits by June 21, 2023. ODHS cannot replace benefits that

People who discover their SNAP benefits were stolen after May 22 will have 30 days from the date they discover the theft to request replacement benefits.
“We know that many individuals and families in Oregon rely on the food assistance they receive through their EBT cards to meet their basic needs and to get enough healthy food for themselves and
their families,” ODHS Self-Sufficiency Programs Interim Director Claire Seguin said. “We are glad to be able to replacement benefits that were stolen due to EBT card skimming fraud and we encourage
people to take steps to protect their benefits.”
ODHS officials said the replacements can be conducted following the Consolidated Appropriations Act, 2023.

The Curry Campus of Southwestern Oregon Community College is inviting the community to a Veteran’s Brain Injury Workshop and Town Hall meeting on Friday, May 19. Each week in Coos and Curry County, juries make decisions that change lives. They provide justice for victims and families, ensure that businesses honor their obligations, award damages to people injured through the negligence of others, and determine whether an individual is guilty of a crime.

This fundamental pillar of our democracy — the right to a trial by a jury of our peers — depends entirely on those who answer the call to service.
I know it can be tempting to see a jury summons as an inconvenience, but jury service is one of the most important civic duties you can participate in. When
you report for jury duty, you are helping our courts ensure that everyone in our community receives the rights they are guaranteed by the Constitution. May is Juror Appreciation Month, and your local judges and court staff would like to extend their gratitude to those who have responded for jury duty. In Coos County, that is nearly 2,000 jurors and in Curry County that is nearly 850 jurors who report for jury service each year. Beyond serving out of obligation, many who answer their jury summons also see the opportunity as an interesting learning experience. Jury service is a unique opportunity to witness firsthand the inside of our courthouses and how court proceedings work.
Additionally, jury service is not a long commitment for most people. For most of those who do serve, trials typically last one to two days. The vast majority of those who report for service
do not actually serve on a jury. However, just their presence in the jury assembly room helps move many cases to resolution. The prospect of a trial becomes very real when parties know that jurors are ready and waiting.
Also, Oregon law protects workers by barring employers from firing, threatening to fire, intimidating, or coercing employees because of their jury service. We would like to thank the many private companies, government agencies, small businesses, school districts, and all those who encourage and support their employees when they are called to jury service. Your local courts — and your fellow community members — depend on your service. Thank you for doing your duty!

The reparations hoax
California’s Gavin Newsom has overplayed his Black hand. His promise of reparations has rallied the AfricanAmerican community like nothing else.
They are thrilled and overjoyed at the prospect of millions of dollars in reparations for the horrors of slavery that California had nothing to do with.
California’s Democrats are so driven to buy the Black vote they have promised an unrealistic and unfulfillable goal.
California is broke. California has over 2 Trillion in unfunded pension liabilities. California’s tax base is leaving. There is no way the promise of reparations has any hope of being realized.
Gavin Newsom’s worst nightmare, the Blacks are now chanting, no reparations, no vote.
Hopefully the African-American community has finally acknowledged the scam and will vote for real opportunity and equality instead of the Democrat’s decades of endless hollow promises.

Broadband correction
On May 8, the Pilot published a letter from Georgia Cockerham titled “Candidates Support.”
In that letter, Ms. Cockerham writes that I, “announced there is a 100% possibility that Beacon will enter the cell phone industry.”
This is incorrect. Beacon Broadband has never made such an announcement.
Beacon Broadband is working hard to inspire and enable rural prosperity. Today that means bringing the high-speed fiber experience where no one else will go. In the future, it may mean offering security camera services or it may mean looking for reasonable ways to fill some of the cell service gaps throughout the beautiful south coast region.

I am supporting Sue Gold and Gayle Wilcox for election to the Coos-Curry Electric Cooperative (CCEC) Board of Directors.
Our CCEC is built on the historically solid values associated with Cooperatives across the USA. There is no question our Board’s most important task is to ensure Member well-being in all phases of decision-making and business operations. Yet, for years our current board majority appears to have often stonewalled Members.
First, the Board disallowed Members participation in Board meetings, which fostered an aura of secrecy in the CCEC dealings. Then, to appear to be fixing the situation, the Board said we could request attendance at Board meetings. But to gain entry, the request is first reviewed by the CCEC.
Then if Members were viewed as competent to speak on points which mattered to the Board, a request could be granted. Further, for some significant amount of time Board Members no longer returned phone calls or email messages from Members. Another thing, in my mind transparency between Members and the CCEC Board is the vitality of our Coop. Yet today there is no transparency. An example, the Board authorized significant amounts of CCEC money to be used to fund the initial capital costs associated with

the startup of our new internet broadband company. But they never widely disclosed this. Nor asked Members if we supported the redirection of CCEC operating income from the core electric utility business to the broadband business. The didn’t let us know redirecting revenue depletes funds which could instead go to our Member Capital Credits pool. Bigger still, the Board authorized loans, secured by me and all other Members, in the amount of $10’s-of-millions to enter a very expensive, extremely risk, extraordinarily competitive high tech internet business.

State lifts COVID response measures as emergency ends

In alignment with the federal COVID-19 public health emergency ending May 11, state health officials today announced the lifting of healthprotective measures that helped reduce COVID-19 infections, hospitalizations and deaths, and expanded access to services during the pandemic.
The changes affect a wide range of programs and services. Some changes are effective May 11, and others will take effect in the coming weeks. Other changes put in place during the COVID-19 emergency will continue after the end of the federal emergency.
“These changes are an acknowledgement of the progress we’ve made over the last three-plus years,” said Dean Sidelinger, M.D., M.S.Ed., health officer and state epidemiologist at OHA. “However, we know COVID-19 will remain a part of our lives for years to come, so we need to continue taking steps that prevent its spread, such as staying up to date with vaccinations. My thoughts go out to those sick with COVID-19, mourning a loved one, or still suffering with symptoms following their acute infection.”

resulting from the ending of the federal public health emergency are as follows:
Vaccination requirements
Effective Thursday (May 11), workers in health care settings will no longer be required to be vaccinated against COVID19 under state rules, OHA announced today. A similar vaccination requirement for teachers and school staff in private and public education settings will lift June 17, the end of the last week of school, to support consistency in student instruction through this school year.
Exposure, isolation guidance
A five-day period of isolation for those infected with COVID-19 also will no longer be recommended for the general population, including people in K-12 education settings. Oregon public health officials believe widespread population immunity due to vaccination and repeated infections means many COVID-19 infections are now likely asymptomatic or mildly symptomatic, and the five-day isolation period is doing little to reduce transmission.
Instead, officials say, the recommendation for the
general population will be to stay home until fever free for 24 hours and symptoms are improving; avoid contact with individuals at increased risk for severe disease, including older adults and those with underlying medical conditions; and consider masking for 10 days.
School testing
Diagnostic testing resources for students and staff with symptoms or exposure to COVID19 in schools will remain available through July 31, 2024. iHealth self-tests will remain available for K-12 schools to request and distribute to their school communities until current stock is depleted. Weekly opt-in “screening” testing for K-12 students and staff without COVID19 symptoms will end July 31 as funding for the effort wraps up. The endings of the vaccination, isolation and some testing measures are
among a spate of impending changes over the coming weeks as Oregon, and the nation, continue the long, careful transition out of the pandemic. A number of “flexibilities” put in place during the pandemic will remain in effect.
The following are among the COVID-era activities and requirements that will continue after May 11:
An extension of a 90-day “reasonable opportunity period” for non-citizens to verify citizenship or immigration status to 180 days so they can enroll in Oregon Health Plan (OHP).
A requirement that OHP providers, including coordinated care organizations, continue to cover COVID-19 vaccinations and treatment without cost sharing, and that commercial health insurers cover vaccinations without cost sharing. In Oregon, vaccinations are covered no matter where someone gets a shot. Oregonians should contact their health care provider
about where they can get vaccinated.
A requirement that Oregon health care providers be reimbursed for language interpreter services (spoken or signed) provided during an office visit.
A requirement that OHP providers offer access to telehealth services.
In addition, state officials are currently implementing previously announced changes in access to Medicaid coverage and other human services programs administered by the state and federal governments. The following are among many other changes taking effect May 11:
COVID-19 reporting
A change in how OHA monitors COVID-19. Epidemiologists will transition to a more sustainable and effective model that focuses on measures that indicate transmission, and continue monitoring for severe outcomes, including hospitalizations and death. Case data, which is based on individual laboratory test reporting and is heavily biased, will be retired. The changes align with CDC recommendations and mirror how influenza is monitored.
A change in how OHA reports COVID-19 data. Epidemiologists will streamline data reporting
to a smaller number of dashboards updated weekly. Data visualizations will include graphs showing statewide percent positivity, wastewater levels and trends, distribution of variants, hospitalization rates and capacity, death counts, emergency department visit and vaccination trends. Dashboards with case counts and county data will be archived.
Health coverage, support
The end of extended health coverage, services and supports for people with disabilities and older adults, and extra food benefits that were provided during federal emergency. Continuous coverage for Medicaid also is ending. Oregon began a “redetermination” process April 1 to help people renew their OHP membership and other Medicaid benefits, and stay on the plan, and is encouraging members to keep mailing addresses, phone numbers and email addresses current to ensure they receive information about their benefits in the coming months.

OBITUARIES Patrick Wendell Dodgen
Patrick Wendell Dodgen of Brookings passed away at home surrounded by his family on May 2, 2023, after a recent diagnosis of pancreatic cancer. He was 61.
Patrick is remembered for his dedication to his family and love of the outdoors. He enjoyed long hikes, lively conversation over special meals, laughter and playing his ukulele.
Patrick is survived by Susan, his wife of 39 years; daughter Justine and son-in-law Stefan; daughter Brianne; sister Betsy Wilcox; brothers David, Rodney, Andrew, Devon, and Daniel Dodgen; and a large extended family. He was predeceased by his son, Nathaniel, and his parents.
Patrick was born April 11, 1962, in Newport Beach, CA. He graduated from

UC Davis in1984 and USC School of Physical Therapy in 1986. Patrick moved to Brookings with his family in 1998 and brought Active Life Physical Therapy to the community in 2006.
Patrick was passionate about his work as a physical therapist, especially his aquatic therapy program. He was an advocate for the overall wellbeing of his patients and employees. He enthusiastically modeled and encouraged an active, healthy lifestyle. A memorial service will be held on June 3rd at 2:00 pm at Brookings Harbor Christian Church. All are welcome.

Lloyd D. Whaley was born April 30th, 1943, and passed away peacefully on Saturday morning April 29th, 2023.
Lloyd was a wellknown and nearly lifelong member of the Brookings community, graduating from BHHS in 1961. Shortly after graduation, Lloyd enlisted in the Army and moved to Fort Campbell, Kentucky where he joined the 101st Airborne Division as a Private First Class Paratrooper. After 2 years away, they returned to Brookings where he began a career and started a family. People around town knew him for his infectious laugh and sense of humor, always knowing where he stood on issues, and his signature license plate “LSFF”.

struggle. He would often tell stories of only affording chicken backs and necks for meals, while following up with his trademark humor of being “down to the stems and seeds”. He juggled working nights at the lumber mill while pursuing his eventual career during the daytime: commercial fishing. The long hours and lack of sleep eventually paid off when he was able to buy his first salmon trawler, the Marilyn A. Some years later, he sold the Marilyn A and bought a slightly larger trawler, the Kristy. Unfortunately, the risk of fishing caught up with him and the Kristy sank. Instead of becoming discouraged, he remained devoted to commercial fishing and built a boat that could handle harsher weather conditions and diversify into other fisheries such as crab, shrimp, and bottom trawl, the Cape Sebastian. From there he grew to a second vessel, a 90-foot gulf shrimper the
BJ Thomas (later sold to his granddaughter Sarah and husband Justin). Finally, in 1987 in a partnership with his son, they built a combination trawler crabber in Alabama and named it the Miss Sarah after his granddaughter. Additionally, Lloyd gave 20 years of service to the Port of Brookings Harbor as a commissioner.
In his free time Lloyd was an avid traveler, hunter, and gun enthusiast. His hunting adventures allowed him to see most of the United States, as well as several foreign countries across 5 continents. He kept his memories of his travels on full display in his trophy room, an impressive display to say the least. This room was also his place of peace where any day you could find him working on a new custom load and listening to the only kind of music worth hearing, country western. Lloyd always shared these adventures with family and friends, never traveling
alone. He passed on this passion teaching several of his grandkids to shoot and safely handle a firearm, as well as guiding them on their first hunts.
Lloyd is survived in love by his wife Jean of 25 years, sons Todd and Joe Whaley, and stepdaughters Stephanie Lippert and Angelique Reel. Seven receive protection grants from Watershed Enhancement Board

The Oregon Watershed Enhancement Board (OWEB) has approved seven grants that will permanently protect some of Oregon’s most important farm and ranch lands, including a project at Wahl Ranch in Gold Beach. The awards are the first round of funding from the Oregon Agricultural Heritage Program (OAHP)
which protects Oregon’s farm and ranch lands from fragmentation and conversion.
Created by the Oregon Legislature in 2017, the OAHP was funded in 2022 with $5 million in general funds. The program funds land conservation through voluntary conservation easements and the execution of management plans that support fish and wildlife habitat on farm and ranch lands.
In October 2022, OWEB received seven applications for conservation easements to permanently protect 12,480 acres. Yesterday, the OWEB board voted to award all seven grants, representing diverse geographies, from sage grouse habitat to a family farm outside of Terrebonne. In addition to the state funding it provides for land conservation, the OAHP also provides a source of state match funding for
the federal Agricultural Conservation Easement Program, funded through the Farm Bill. This year, Oregon received 1,000% more federal funding for agricultural land conservation as a result of the OAHP.

Legislators in Oregon are working to ensure investments in the OAHP continue. The bipartisan House Bill 3366 requests an additional $10.8 million to fund the program into the next biennium; it is currently under consideration in the Ways and Means Committee.
