Film screening coming to Curry County Library

An upcoming wilderness documentary film screening follows a group of young Americans who find themselves in the middle of nowhere with no phones, no technology, and up against the greatest challenge of their lives.

The new 28-minute documentary, “A Long Way to

Nowhere,” follows the crew of young people as they backpack and work 26-miles into the 180,000-acre Kalmiopsis Wilderness Area. The film is directed by Siskiyou Mountain Club communications staff member Vince DiFrancesco. The filmmaker lugged his heavy camera equipment deep into the wilderness, capturing eight days of the crew’s three-month tour

restoring trails that were fading from the region’s public lands.

“It evolved into this saga,” said Gabe Howe, executive director of the Siskiyou Mountain Club.

“It’s almost like an odyssey type of experience, where they go in, and when they come out they have really changed,” he said.

The footage also captures rarely-seen landscapes of the Chetco River Canyon and

wildlands of the Kalmiopsis area.

“There’s not too many people who have been in that area with film equipment,” Howe said.

The Siskiyou Mountain Club is a nonprofit based in Ashland that was formed to restore, maintain, and promote primitive trails in the Siskiyou backcountry and beyond.

They coordinate, and have now documented, the hard work it takes to keep trails from

disappearing from the remote corners of Southwest Oregon and Northwest California.

“The challenge for us is bringing people into our mission because geographically our mission is so far away from most people,” Howe explained.

“So what we really tried to do here is give a broader audience a window into our mission, and

activities include restoring natural habitats through native tree and shrub plantings, weed pulls, and mulching projects. Each project contributes to the enhancement of our shared surroundings. With a variety of projects

warmweather celebration will see the downtown Street Market fully booked, with 80 new and returning vendors bringing food, fun, and shopping to the streets.

Friday will kick off with an evening dance party, while Saturday and Sunday are booked with three concerts apiece in Azalea Park. The festival will continue to have its traditional events, while providing tourists and Brookings residents the opportunity to come together and celebrate our community.

To that end, the City of Brookings announced the Grand Marshals for this year’s festival. As is tradition, the marshals are active, long-time members of the community, who’s contributions deserve the bestowment of the festive honor: Dan and Barbara Palicki.

The Palicki’s moved to Brookings in 1994, looking to retire after a combined 52 years of police and public service in Toledo, OH. They soon found retirement wasn’t quite as close

Letters to the Editor

Patrick Hollinger has my vote for Curry County Commissioner

Patrick is, and has been for several years, a small business owner and community volunteer. He serves as a director on the boards of both the Port of Gold Beach and the Central Curry School District. Because he has a young family, Patrick is deeply vested in Curry County being a crime-free safe place to live, with superior schools and thriving businesses. Commissioners Alcorn and Trosk are in great need of someone who, serving as the third commissioner, will put in the time and labor necessary to properly oversee Curry County and prevent us from following in the steps of Portland and Salem.

Curry County needs Patrick Hollinger.

Say No to BOEM

The federal agency known as the Bureau of Ocean Energy Management acting on behalf of a perilously flawed Biden administration policy is about to walk all over Oregon and the will of the people and sadly, they make this look like a done deal. If done, this may be the most catastrophic man-made disaster ever to befall the pacific coast wreaking insurmountable irreversible damage to the environment and the entire ecosystem with incalculable results until it is too late to turn back the clock, and all for a virtually unattainable goal set by misguided science and virtue signaling politics. The only way this monstrosity of an idea might be stopped is an organized demonstration of

thousands of concerned citizens marching on the state’s capital yielding major media coverage combined with an organized effort to recall our current governor if the public’s voice remains unheard. Let’s not wait till the fish disappear off our coast and the whales start washing up on our beaches. Bury Oregon’s legislature and governor’s office in phone calls, emails, letters and feet on the ground in a single bipartisan united voice that this must not happen here! We need parents, students, educators, environmentalists, grandparents and anyone with common sense and a love of our precious Oregon coast to make their voices heard. Say no loud and clear to the installation of floating offshore windfarms off the coast of Brookings and Coos Bay. Say it now while you still can.

Education foundation making a difference

The Brookings Harbor Education Foundation (BHEF) continues to make a difference for students in our community. Brookings Harbor High School was granted funds by the BHEF to recognize students who are making a positive impact. These funds have purchased items to reward students for demonstrating positive skills and behaviors. Five students are recognized each week. Students and their families are appreciative of the recognition and support. BHHS appreciates the excellent community partnership with the BHEF.

21 mental health facts that can help someone you know

I dealt with fear and anxiety for over twenty years and there are 21 facts that I discovered during my mental health struggles that can help anyone who struggles with fear and anxiety.

Knowing these important mental health facts can save someone you know a lot of time and money in the long run.

1. Getting help for your mental health is the best thing you can do.

2. Ignoring your mental health issues will only prolong the problem.

3. Running away from your mental health issues does not work.

4. There is no such thing as a quick fix when it comes to your mental health.

5. There is nothing wrong in asking for assistance for your anxieties and stresses.

6. Your situation is not hopeless regardless of what you may think.

7. Focus on your recovery rather than trying to please others.

8. Go to the nearest hospital if you are experiencing a mental health crisis.

LETTERS TO THE EDITOR:

9. Your mental health is just as important as your physical health.

10. You have to make an effort in finding the answers to your mental health issues.

11. Focus on the facts of your situation rather than your fearful thoughts.

12. Joining a support group is a great way of finding people who can relate to you.

13. Follow the advice from the professionals, rather than your friends.

14. Do not try to manage your mental health problems all by yourself.

15. Determine the source of your anxieties and then find ways to overcome them.

16. Do not make assumptions regarding your current mental health situation.

17. Do not underestimate the power of God when it comes to your mental health.

18. Learning from your past mental health experiences will help you in the present.

19. Drugs and alcohol are not the answers. They just make things worse.

20. It takes practice in managing your mental health. Be patient but persistent.

21. Do not be afraid to ask questions when dealing with your mental health.

If you happen to struggle with fear, anxiety, or any other mental health related issues, it is important to admit that you have a problem and get some help.

Your doctor or other medical professionals in your area will know of some qualified mental health professionals who can give you some assistance.

The key to overcoming your mental health issues is to “learn” effective techniques to manage your anxieties and stresses and “applying” these skills to your life. The best way to learn these techniques is by talking to a mental health professional.

Everyone deals with stress and anxiety sometime in their life. You are not alone and there is nothing wrong with asking someone for advice on how to deal with these mental health related issues.

Former city manager expelled from OCCMA

Brookings, OR - The Oregon City/County Managers Association (OCCMA), in alignment with the guidelines set by the International City/Coun-

ty Managers Association (ICMA), released a public sanction to expel former Brookings City Manager Janell Howard from the association. As an affiliate

organization of the League of Oregon Cities (LOC), OCCMA plays a crucial role in upholding the integrity and professionalism of local government leader-

ship. Members of OCCMA are expected to be dedicated to the organization’s standards, ensuring that appointed city adminis-

trators and managers act in the best interest of their communities, and maintain public trust. However, a recent decision by the OCCMA Board of Directors resulted in the expulsion of Janell Howard from OCCMA membership for violations of Tenants 3 and 7 of the OCCMA Code of Ethics.

According to ICMA Tenant 3, members are expected to exhibit the highest standards of ethical conduct in all interactions with elected officials and the public. This tenant maintains public trust and accountability. The board determined that Ms. Howard’s actions were well outside of the intended code of conduct.

“The board found that Ms. Howard’s actions were egregious, as OCCMA members are held to a higher standard. An uncontested conviction and breach of public trust demonstrate a lack of integrity or a regard for the ethical responsibility of OCCMA members in their public, personal and professional relationships,” states the OCCMA press release.

This would undoubtedly be in reference to the 3rd degree theft charges Howard faced in 2022, which began a long period of

controversy for Brookings City Hall, culminating in her termination at the start of 2024.

ICMA Tenant 7 emphasizes refraining from any political activity that could undermine public confidence in their position. This includes abstaining from participating in the election of members of their employing local government. The tenant is intended to keep city managers and administrators from effecting the outcomes of elections, as it is their job to serve the elected administration, not influence who that elected administration is.

“The board found that Ms. Howard violated this tenant by running for and holding an elected position. After seeking guidance about running for elected office, she still decided to run and hold an elected position in her community,” states the OCCMA press release.

In conclusion, the recent censure of Janell Howard serves as a reminder of the importance of ethical conduct and integrity within any governing body. The OCCMA continues its commitment to upholding these standards and ensuring that its members continue to merit the trust and respect of their communities.

Activities on Federal Lands in the North Coast Region, Draft Order No. R1-20240012 (Draft Federal Lands Permit) and its supporting draft Environmental Impact Report pursuant to the California Environmental Quality Act (Draft EIR).

A workshop on the Draft Federal Lands Permit and Draft EIR will be held during the North Coast Water Board’s regularly scheduled April 4-5, 2024, meeting in Santa Rosa, California. The Board will not take any action at the public workshop; the North Coast Water Board will conduct a public hearing to consider adoption of the Federal Lands Permit and EIR at a later date.

This Notice of Opportunity for Public Comment and Board Workshop includes

1) a brief background on the Draft Federal Lands Permit; 2) how to review and comment on the Draft Federal Lands Permit and Draft EIR; and 3) details and participation information on the April North Coast Water Board workshop.

I. Quick Information You can review the Draft Federal Lands Permit and Environmental Impact Report on the North Coast Water Board’s webpage here: https:// www.waterboards.ca.gov/ northcoast/board_info/ board_meetings/04_2024/ index.html. Send written comments to RB1-Federal@waterboards. ca.gov by 5:00 pm on May 7, 2024. More information on submitting comments is in Section III below. Provide oral comments at the Board workshop on April 4, 2024, at the North Coast Water Board’s office in Santa Rosa, California. More information in Section IV.

II. Background

The Draft Federal Lands Permit proposes to regulate certain land management activities from the three largest federal agencies in the North Coast Region - the United States Forest Service (USFS), Bureau of Land Management (BLM), and National Park Service (NPS). The North Coast Water Board has regulated the discharge of nonpoint source pollutants to surface waters on federal lands through three iterations of a Waiver of Waste Discharge Requirements permit (Waiver) since 2004. Since the issuance of the first Waiver in 2004, many lessons have been learned and environmental conditions have changed. An increasing annual fire regime, new state and federal policies, and other factors affect the North Coast Water Board’s approach to federal land regulation in the North Coast Region. These considerations, in part, prompted the development of the Draft Federal Lands Permit and a new supporting environmental analysis (i.e., the Draft EIR).

The Draft Federal Lands Permit proposes to cover discharges of waste to surface waters from timber harvest, vegetation and fuels management, roads and trails, grazing, emergency actions, fire recovery, and some aquatic habitat restoration activities on federal lands. Activities not covered under the Draft Federal Lands Permit include mining, application of herbicides or pesticides, discharges of hazardous or human waste, third parties conducting activities on federal lands not covered

by this permit, and land disturbance activities unrelated to silvicultural operations that disturb one or more acres.

The Draft Federal Lands Permit relies on permit conditions, existing federal best management practices, and the standards and guidelines contained in federal agency guidance documents to demonstrate compliance with water quality standards. Key requirements of the Draft Federal Lands Permit include the annual treatment of sediment sources across each Administrative Unit, retention of natural shade within designated riparian zones, compliance with monitoring and reporting conditions, and implementation of best management practices designed to prevent and minimize discharges of pollutants to surface waters.

After graduating high school, Janet attended business school in Denver where she met her husband, Keith Rowland. In the early days they traveled for his work and then settled in Grants Pass, Oregon.

After a number of years in Grants Pass, a new business venture took the family to St. Helens, Oregon. After six years in St. Helens, it was time to move south and that brought Janet and Keith to Brookings.

Janet was both a homemaker and bookkeeper for her husband’s businesses.

As a homemaker, she took pride in creating a warm, clean, and tidy home full of love. She grew to really enjoy working with numbers and managing the bookkeeping for her husband’s various businesses including Grants Pass Ready Mix Concrete, St. Helen’s Marina, Margie Gal Commercial Fishing and Page Real Estate Center in Brookings. Her passions included her family, gardening, nature, and Jesus.

She is survived by her daughter, Marjorie Stine (Bob), grandson Luke Rowland (Michelle), great granddaughters Mai and Aria and nephew Gary Williams.

service; we do what we do because we love helping local government thrive,” states the Prothman

The firm maintains a solid track record in smaller towns in Oregon.

In the last 3 years, Prothman has found successful candidates for 30 positions in local Oregonian government. This includes recruitment for cities like Ashland, Cannon Beach, Corvalis, Eagle Point, and Lincoln City, among others.

“We are known and respected for our quality and diverse candidate pools, career guidance, firsthand knowledge of local government, and outstanding customer

City Council voted unanimously to terminate its contract with Janell Howard. This ended a long period of deliberation following a scandal involving the former City Manager and criminal theft charges.

The city will try everything in its power to prevent a similar situation from ever occurring. According to language in the position profile, this is something being prioritized in the search. “Brookings is a closeknit community and the City Manager is always in the public eye. Therefore, the position requires someone who maintains the highest standards of ethics and integrity

and enjoys interacting with members of the community. Accessibility to the public and an open communication style are essential,” states to profile.

Since January the position has been filled pro tempore by the current acting Police Chief, Kelby McCrae. He was chosen for his experience and knowledge of the city and its departments. However, City Hall would like to expedite the process and get McCrae back to their duties as chief as soon as possible.
