This Year’s Azalea Festival Grand Marshal Selected

Long-time local community member Les Cohen has been selected as the 2025 Azalea Festival Grand Marshal. Les and his wife, Liz, have been Brookings residents since 1988, moving here from Sun Valley, Idaho with their three sons Jason, David and Sam.

Les is a well-known member of the Brookings-Harbor Community. He is active in the local Rotary Club and has played a huge role in that organization over his many years and the many events they have organized and hosted.

Since 1993, Les has served as president of the Brookings Area Council for the Arts and the American Music Festival, which coordinates the yearly free summer music concerts in Azalea Park.

He is the retired CEO of the Brookings-Harbor Chamber of Commerce, having held that position for over 21 years, during which time he helped promote Brookings-Harbor and the Southern Oregon Coast as a destination for tourism. He oversaw the coordination of the Azalea Festival for all those years.

As CEO of the Chamber, he helped facilitate the America's Wild Rivers Coast branding of Curry and Del Norte Counties with other area Chamber, government, and business leaders. He served on the Board of Directors of the Wild Rivers Coast Marketing Consortium until his retirement.

Les is a graduate of the U.S. Chamber of Commerce Institute for Organization Management. He has served as a Board Member of the Southern Oregon Visitors Association as well as the Oregon State Chamber of Commerce, of which he served a term as President. He also served 6 years as a member of the South Coast Leadership Council of the Oregon Community Foundation, helping direct tens of thousands of grant funding dollars to area cultural projects.

We would like to thank Les for all of his hard work and acknowledge his contributions to our community.

As a powerful Pacific storm system wreaked havoc across Southern Oregon, causing widespread road closures and travel disruptions, one local tree service took it upon themselves to lend a helping hand.

Tanner Harvey, owner of Tilikum Tree Care, spent his Sunday clearing downed trees and debris from roadways, making them passable for stranded motorists in Brookings. His wife, Crystal, joined him, providing assistance and documenting their efforts.

"This morning, seeing all the problems people were having getting around, I decided to cruise around with my equipment to see if I could help at all," said Harvey.

Based out of Gold Beach, Tilikum Tree Care serves the broader Southern Oregon region. While they don't yet have a website, their services can be found on Yelp, Facebook, and Angi's List.

Paul Duane Hook

5/27/1955 – 3/9/2025

Paul Duane Hook was born May 27th, 1955, in Gold Beach, Oregon. Paul passed away at home with his family by his side on March 9th, 2025, after fighting cancer for 5 years.

Paul lived in and attended school in Gold Beach but spent most of his time with his grandparents Bob & Mildred Ismert in Pistol River. Fishing and hunting were his passions, starting at an early age.

After graduating high school in 1973, Paul joined the Oregon Dept of Transportation where he would work for 39 years. In 1981 Paul married Jean Van Pelt and they had 2 amazing sons, Avery and Trevor. Paul passed his love for fishing to his boys and said, " The best days of my life were fishing on the Pistol River with my two boys." He loved the outdoors. Hunting, fishing, clamming and being in the hills, either with his Jeep or later, riding in a convoy of ATVs.

Paul is survived by his wife Jean Hook; sons Avery Hook and Trevor Hook; Aunt and uncle Carole and Wes Feasel. He was preceded in death by his mother Donna James; father Clarence Hook; brother Stephen Hook; sister Darla Hook; grandparents Bob and Mildred Ismert. He will rest in the Pistol River Cemetery.

Orvan 'Dale' Munson

7/1/1935 – 9/15/2024

Orvan ‘Dale’ Munson of Gold Beach, Oregon died September 15th, 2024, at Asante Hospital in Medford, Oregon after 3 years on comfort care at home in Gold Beach.

Dale was born in Etna, California July 1, 1935, into a family that owned a local mill. He learned every aspect of the logging business; from working out in the woods as a choker setter as a teen to becoming Supervisor at the Champion Plywood plant & later the Agness Mill up Jerrys Flat Road.

Dale was honorably discharged from the Army’s 519th Signal Corps in March of 1960 after serving in Oki-

nawa, Japan as a cryptographer Specialist Four.

He married Lonni Poe from Grants Pass July 25, 1987, at the family home in Marcola, Oregon though they resided for 38 years in Gold Beach.

An avid fisherman his whole life & a quality craftsman in woodworking after retiring at 52, Dale claimed he worked harder after retiring.

He is preceded in death by his parents, Orvan & Fern Munson & by his brother Lorin ‘Scoop” Munson.

The world has lost a truly decent, kind & loving man.

Born March 11th, 1942, in Santa Barbara, CA. Died February 20th, 2025, in Gold Beach, OR. Identical twin to brother Pete (deceased). Long Haul Truck Driver for Zacky Foods and PMT Trucking Company. He was also a member of The Teamsters Union. Bill was an avid fisher; on September 19th, 2007, he caught the largest salmon of the year on the Rogue River at 43.5lbs. Brookings to Build Police Storage Facility with Donation

The City of Brookings is moving forward with plans to construct a new police storage facility at the Public Works upper yard, located at 715 Railroad Street. The project is made possible by a generous donation from the John G. Atkins Foundation, specifically earmarked for the city to build the facility.

City officials announced the plans at a recent council meeting, detailing the project's progress and the challenges overcome in the bidding process. The proposed facility will be constructed between two existing equipment storage buildings and will provide a dedicated space for storing police training equipment.

“The facility will be used for storage of equipment vehicles and trailers as well as materials for streets water, storm, and Wastewater projects,” said Anthony Baron Public Works and Development Services Director. “The proposed police storage facility will be constructed between the two equipment storage buildings and will provide a location for storage of police training equipment.”

A donation from the John G. Atkins Foundation was received in June 2024; however, the initial bid process for the project encountered a setback when the city received only one bid, which was over budget.

Undeterred, the city decided to act as its own general contractor and re-advertised the project for bids from subcontractors in December 2024. This strategy proved successful for the city in the past, resulting in significant savings on projects such as the Occasion Hall at Salmon Run Emergency Operations Center, the restroom and concession buildings at Azalea Park, and shop buildings at Azalea Park.

"The city has completed projects in the past acting as its own general contractor resulting in considerable savings," Baron stated. "Even though we're calling this a police storage building, we’re actually also using it for police training."

At the council meeting, three subcontractor bids exceeding $25,000 were presented and approved. City staff recommended entering into agreements with the responding low bidder and anticipates breaking ground in early April, with project completion expected in July or August of this year.

Specifically, it will house the Milo system, a training simulator currently stored in the Emergency Operations Center.

"I just want to say how fortunate the city is to be able to have that as a resource and have people who care enough about our law enforcement and safety of our city to chip in like that," said Council Member Clayton Malmberg.

With the necessary approvals secured, the City of Brookings is poised to begin construction on the new police storage and training facility, enhancing its resources for law enforcement and public safety.

“I thought that was just outstanding,” said Council Member Phoebe Pereda.

”I'm grateful for that too. It helps stretch what we can do as a city in much greater ways. I’m very appreciative of that, and just like we saw last time with the swimming pool, you know where you feel strongly about things in our community.

RE: Opposition to the Proposed Overlapping Super Health District and Forced Redistribution of Services

Dear Senator Smith and Representative Boice,

As Chief Executive Officer of Curry Health District, I am writing to strongly oppose the proposal being circulated by United Food and Commercial Workers (UFCW) Local 555 regarding the future of Bay Area Hospital (BAH) and its potential impact on healthcare access in Curry, Coos, and Douglas counties. While we recognize the financial challenges BAH is facing, the proposed solution the creation of a new multi-county health district that would overlap existing, independently governed health districts without first allowing residents a vote on whether it should exist—is unacceptable.

The UFCW proposal suggests combining the entirety of Curry County including BrookingsHarbor, Curry General Hospital (Curry Health District), Southern Coos Health, Coquille Valley Hospital, Bay Area Hospital, and Lower Umpqua Hospital into a single “Super” Health District, which would impose a new property tax on residents to bail out Bay Area Hospital’s $50 million debt. Although the proposal states that the tax levy itself would be subject to voter approval, it does not give residents the opportunity to decide whether they want to be included in a new regional health district in the first place. This fundamentally undemocratic maneuver would force our constituents many of whom already struggle with rising living costs to accept a new government structure that they did not approve. Additionally, the proposal’s intent to forcibly shift profitable service lines from hospitals like ours to BAH would not only jeopardize the financial stability of the affected hospitals but also create an undue burden on patients, who would be forced to trave l unnecessarily for care that is currently available locally.

Our Key Concerns:

• Rushed District Formation Without Public Input – The proposal would create an entirely new, overlapping health district without allowing voters to first determine whether they want to be included in it. While a tax levy would appear on the ballot, residents would not have a say in whether a new government entity should exist in the first place. This approach sets a dangerous precedent, stripping communities of their ability to decide their own healthcare future.

• Forcibly Removing Revenue-Generating Services from Critical Access Hospitals (CAHs)– The proposal openly states that profitable service lines from rural hospitals would be transferred to BAH to improve its financial position. This would severely impact hospitals that rely on these services to maintain financial stability especially Critical Access Hospitals like Curry General, which depend on a balanced mix of services to continue operations.Eliminating these revenue streams could threaten the long-term viability of affected hospitals and, ultimately, reduce access to care for rural communities.

We Support a Viable Solution for BAH, But Not at the Expense of Other Communities

We fully support efforts to stabilize Bay Area Hospital, but we believe solutions must be equitable, transparent, and respect the autonomy of local health districts.Creating a new regional health district without first allowing residents to decide whether they want to be part of it followed by a tax levy vote after the fact is a backward approach. Rushing into a forced regionalization scheme while stripping healthcare services away from stable, locally controlled hospitals—is not the answer.

Furthermore, it is important to highlight that Bay Area Hospital (BAH) has aviable alternativeto this drastic action and is actively engaged in negotiations with Quorum Health to explore sustainable solutions. This ongoing effort suggests that BAH is not without options, making the proposed Super Health District an unnecessary and potentially disruptive initiative.

We urge you to oppose any legislation that would:

• Create a new health district that overlaps existing, independent health districts without first allowing residents to vote on whether they want to be included.

• Forcibly shift revenue-generating and profitableservices away from financially stable hospitals to BAH, jeopardizing the ability of rural hospitals to sustain critical healthcare servicesand creating unnecessary travel burdensfor patients.

• Impose new property taxes on residents of Curry, Coos, and Douglas counties to bail out BAH.

We appreciate your leadership and commitment to protecting local control and accessible healthcare in Southwest Oregon. We ask for your continued support in preserving the integrity of local healthcare districts and ensuring that any solution for BAH does not come at the expense of the residents and hospitals that have successfully managed their own resources.

Gold Beach Celebrates

A vibrant crowd of over one-hundred fifty people gathered at the Gold Beach Community Center on Friday, February 28th, to celebrate the grand opening and open house of the Curry County Master Gardener Association’s new demonstration greenhouse and learning garden.

The event, a testament to community spirit and

horticultural enthusiasm, featured delicious food, educational stations and the opportunity to purchase spring bulb planters, all accompanied by lively conversations and music.

The new facility, a collaborative effort with Oregon State University Extension, marks a significant milestone for the Master Gardener volunteers, community members dedicated to sharing sustainable gardening knowledge.

"Facilities like this are a staple of Master Gardener projects in Oregon and across the nation," said Master Gardener Julia Bott.

The 24x48 foot greenhouse, boasting an indoor teaching area, was constructed amidst challenging weather conditions last fall and early winter.

The adjacent learning garden, slated for development over the next two years, will showcase various planting beds, offering practical examples and information on growing vegetables, flowers, pollinators and native plants.

This new space will allow the Master Gardeners

to expand their educational outreach, particularly for adults. While the volunteers have been active in local school gardens, public access has been limited due to safety concerns.

The greenhouse and garden at the Gold Beach Community Center will now provide a dedicated space for enhanced educational programs.

The first major event at the new site will be the Curry County Master Gardener Association’s annual plant sale, scheduled for Saturday, May 10th, from 10 a.m. to 1 p.m. Educational workshops, open garden days and communi-

ty projects will be phased in over the next two years.

The project’s success was made possible by grants from numerous foundations, proceeds from the annual Master Gardener Plant Sale and generous contributions from individual Master Gardeners and community members.

Bott emphasized the program's commitment to providing research-based, sustainable gardening information derived from Oregon State University research.

Master Gardener volunteers, trained by the Curry County Extension Office, play a crucial role in

disseminating horticultural knowledge. They answer gardening inquiries, staff plant clinics and sales and engage in various community outreach activities, including speaking to local groups and serving on advisory committees. The Curry County Extension Office, in partnership with the Master Gardener program, continues to provide invaluable resources and opportunities for the public to learn and engage in the art and science of gardening. Introduce Legislation to Reverse Damage from Trump Administration's Egregious

Senators Ron Wyden and Jeff Merkley said today they have joined Senate colleagues in introducing comprehensive legislation that would protect veterans, military spouses and VA employees in Oregon and nationwide indiscriminately targeted in the Department of Government Efficiency’s (DOGE) cuts at VA and across the federal government.

“Veterans and the benefits they earned with their service to our country are under indiscriminate and unjust attack by Trump, Musk and their flunkies at DOGE,” Wyden said. “The Putting Veterans First Act would ensure these unduly fired employees are returned to work and ensure that service for veterans is not interrupted for one day longer.”

“There is no making sense of the Trump Admin-

istration’s cruel, reckless plans to fire over 80,000 VA employees, many of them veterans themselves. Our veterans and military families deserve the full measure of our appreciation, not this stunning betrayal by President Trump,” Merkley said.

“All my colleagues should support this bill to reinstate and protect these heroes from Trump and Republicans’ illegal and reckless cuts.”

Veterans make up 30 percent of the federal workforce, with about 640,000 veterans working in federal agencies. For decades, administrations of both parties have made hiring veterans and military spouses to work in the federal government a priority—including Donald Trump’s previous administration. Just this week, an internal memo leaked the Trump administration’s plans to cut more than

80,000 VA employees, which would include at least 20,000 veterans, who make up 25 percent of VA’s workforce. The Putting Veterans First Act would do the following:

Ruth Tarantino Cavaliere

11/14/1927 – 3/1/2025

Ruth Tarantino Cavaliere, 97, was peacefully called home by the Lord on March 1, 2025, where she was reunited with her beloved husband of forty years, Frank J. Cavaliere. Ruth was born and raised in Pittsburg, California. While working as an usher at the local movie theatre when in high school, she met Frank, who told her she was too young but that he would re-turn after the war and marry her. Always a man of his word, after serving in the Navy at Saipan, he returned and found her working at Wells Fargo Bank. He married her, she quit working, and they started their family, raising two daughters, Carolyn and Marilyn. As Frank’s career as a General Contractor expanded to real estate development, they later moved to the Monterey Peninsula. Once their daughters were grown, Ruth returned to banking and advanced to the management team of Wells Fargo Bank at the Del Monte Center where she worked for many years. This was an all-female trail-blazing management team, which was

way ahead of its time, before women in man-agement were the norm.

After they both retired, the couple relocated to Bellingham, WA, where they built their home on the bay. It was here she had the opportunity to perfect her Italian cooking and baking skills, while she and her husband together enjoyed mastering their gardening skills in their spacious yard surround-ing their home. Frank, not one to stay idle, began yet another career in his retirement, owning and operating a commercial fishing vessel, fishing for salmon and crab in Bellingham Bay, salmon in Alaska, and herring in San Francisco. Ruth excelled in preparing all the fresh seafood he always brought home and loved sharing it with others.

Ruth was incredibly social, with a dazzling smile, who never met a stranger, and loved entertaining. Her oldest daughter, Carolyn, and her family moved to Bellingham as well. Frank and Ruth so en-joyed those special times with their grandchildren. Life was good until Frank, the love of her life, passed away in 1985, at the age of 64. (She remained a widow for the next 40 years.) Five years later, Ruth moved to Brookings, Oregon, where her youngest daughter, Marilyn, lives. The Chetco Community Public Library

Received Bequest from Napa Valley Resident

The Chetco Community Public Library District has announced a generous bequest of nearly $124,000 from the estate of Dorothy Anne Fagundes. While Mrs. Fagundes and her husband, Ron, resided primarily in Napa Valley, California, they maintained a home in the Brookings area and held a strong connection to the community.

The substantial gift of $123,947.74 will significantly boost the library’s ongoing efforts to enhance community engagement and expand access to resources.

“We are deeply grateful for this significant contribution from Mrs. Fagundes,” said Julie VanHoose, Director of the Chetco Community Public Library District. “Her commitment

to our community and belief in the power of public libraries will have a lasting impact on our services and programs.”

The bequest will support several key initiatives outlined in the library’s strategic plan, including the development of a makerspace, a creative hub equipped with tools and technology for hands-on learning and innovation.

The library also plans to upgrade its Forest Room into a state-of-the-art teleconference room to facilitate virtual meetings, workshops, online streaming, and remote learning opportunities.

Additionally, a new keycard-building access system will allow for expanded before-and after-hours use of meeting rooms, accommodating diverse schedules and

community needs.

These projects align with the library’s mission to serve as a community hub that inspires new ideas, fosters connections, and promotes lifelong learning. VanHoose emphasized the importance of such donations, explaining that while the library’s tax base covers most operational costs, major projects rely on external funding sources like donations and grants, which feed the Library Improvement Fund.

“Dorothy Fagundes’s legacy serves as a reminder of the profound impact that individual generosity can have on community institutions,” VanHoose said.

The library is encouraging others to consider including the Chetco Community Public Library District in their annual giving and estate planning.

The region has been battered by severe weather recently. The Oregon Department of Transportation (ODOT) issued multiple warnings throughout the weekend. ODOT warned travels that due to persistent heavy precipitation and high winds, travelers can expect impacts on all highways throughout southwest Oregon. They advised against travel if possible, citing hazards such as landslides, flooding and downed trees.

While ODOT crews worked to reopen many roads, the storm's intensity led to ongoing challenges. ODOT urges travel-

The weather conditions were indeed severe. Reports detailed moderate to heavy rain with thunderstorms, with rainfall totals reaching 9.55 inches. Winds were strong, with speeds reaching 37mph and gusts of 53.3mph. High humidity levels were also observed.
