Vigil acknowledges massacre of Chetco people

The Tolowa Dee-ni' Nation invited the community to come together in healing remembrances and in loving acknowledgment of the Deeni' lives lost in the Chit-xu village massacre on February 15,1853 that consisted of forty houses at the mouth of the Chetco River.

The Tolowa Dee-ni' Nation held the candlelight event to help heal their past and remember their ancestors who lived at the Chit-xu Taa-ghi at the mouth of the Chetco River at the Port of Brookings Harbor on Sunday, Dec. 18.

The event included the lighting of candles, a welcome and prayer, a history of the massacre and keynote speaker Dr. Virgil Moorehead Jr., a licensed clinical psychologist and director of Two Feathers Native American Family Services. Everyone in the community was invited

Just days after he announced he was retiring from the Legislature at the end of the year, State Sen. Dallas Heard announced he was endorsing State Rep. David Brock Smith to be his replacement. Heard announced he was retiring from the Senate to spend more time with his family. He was elected to serve in the State House in 2015 and appointed to the Senate in 2018.

Since October, Oregon has been dealing with a surge in respiratory viruses. During a press conference on December 8, The Oregon Health Authority detailed the state's need for medical care professionals and the increasing

impacts of RSV, influenza, and COVID. One of the concerns is the uptick in cases for children, where there have been historic levels of respiratory disease.

Much like greater Oregon, Brookings-Harbor School District has felt the impacts of the surge in respiratory cases. Over the last two weeks, Super Intendant David

Marshall said many students have had to stay home sick, particularly younger kids.

"The trend is it's more the younger students. So the elementary has a larger percentage out," Marshall said. "I think over the last two weeks, they've approached even up to thirty percent of the kids out. We don't know specifical-

ly whether it's just flu, or RSV, or even COVID, but we do know that our kids are out sick."

Due to RSV, COVID, and the flu, Oregon has seen hospitalizations and emergency room visits spike to levels not even seen during the pandemic. OHA advises taking precautions such

Photo by Breeana Laughlin/The Pilot Nature’s Coastal Holiday Festival of Lights is brightening the spirits of hundreds of visitors who wander through holiday wonderland each day. The annual event began with a mere 22,000 lights in 1997 and has grown include more than 3 million dazzling lights. The 25-year-old Festival of Lights is a completely volunteer coordinated and staffed event. It is being held at Azalea Park and is open nightly from 5 to 9 p.m. through Dec. 27. The Tolowa Dee-ni Nation states that following the discovery of gold on the Klamath River in 1850, settlers poured into the Dee-ni Territory. “We all need each other in some way and we need to be more open to each other and understand a history we aren’t taught in school,” she said. “I want my kids to know our truth. We were always taught our truth in our homes. We have to acknowledge these things to heal from them.”

The exhibit, on display from December 5th through December 30th, features a collection of work produced by the children who participated in the Manley Art Center’s Children’s Art Program (CAP) throughout 2022.

A wide variety of pieces will be on display showcasing the diverse subject matter taught through Manley’s CAP program.

The Manley Art Center believes it is our obligation to see that the children of this community have access to quality art education that enhances their understanding of fine art and their skills to create fine art.

David Lawrence Bergmann September 22, 1942 - December 13, 2022

David was born in Klamath Falls, OR on September 22, 1942. He resided there for many years, attending Fairview, Fremont, and Klamath Union high schools. In 1960 upon graduation, Dave joined the US Navy. He toured the far east and was honorably discharged. Returning to Klamath Falls, he was employed by Weyerhaeuser Timber and later became involved in the automotive industry in Salem and Klamath Falls. Dave oved to Salem in 1985 where he met and married his wife, Sharon. Dave worked for ODOT in IT procurement and retired in 2011. Dave and Sharon decided to get out of the city and bought a home in Brookings, OR where they resided until his death.

Dave had an eclectic background, being interested in many areas, especially his love of good music, fishing, woodworking, and fast cars.

Dave was a very good friend of Bill W for many years and was eternally grateful for his sobriety. Dave was a patriot and a life member of the NRA. Dave was also very active in the Masonic fraternity. He was a Past Master and life mem-ber of Salem Masonic Lodge No. 4, and a life member of Sydney Croft Lodge No. 206 in Brook-ings. He was also a life member of Scottish Rite, a member of Al Kader Shrine in Salem and the Brookings Shrine Club.

Dave leaves his beautiful wife, Sharon, of 35 years and two wonderful sons: Kenneth David Bergmann and Carl Lawrence Bergmann. He was preceded in death by his parents,

Lawrence and Roberta Bergmann and two sisters: Linda Bergmann and Ellie Zuliani.

resident of Keno, Oregon, passed

away Thursday, September 9, 2021, at the Portland VA Hospital in Portland, Oregon. An honorary TAPS precession was given during his final escort from the VA Hospital floor with the staff of nurses and doctors present along with his youngest son, Marcus, and longtime friend Susan McCollam. He was born in Klamath Falls in 1941 to Edgar and Evelyn Wilcher, the youngest of five children and was a descendant of the Yurok Indian Tribe of Klamath, California. He grew up in Keno and graduated from Henley High School in 1959.

He was formerly married to Hazel Robertson, the mother of their three children, Melanie, Michael, and Marcus. Eddie was a veteran of the United States Army spending his active
duty at Fort Bliss, Texas followed by four years of duty with the Oregon Army National Guard in Klamath Falls. In 1965, he learned the masonry trade and soon began his own company, Eddie Wilcher Masonry Construction which in time grew to include general construction. His entire career was devoted to construction both in the Klamath Basin and in Brookings, Oregon.
Eddie’s projects consisted of beautiful homes, custom natural rock and brick fireplaces to commercial block buildings, churches and his design/build condominium project on the cliffs of the Oregon coast in Brookings, Oregon and many others. He also loved to help others in his community and in the early years he was a volunteer firefighter in Keno along with being a driving force to run Keno’s Frontier Days back in the day. He taught his kids everything he knew about construction and their careers have followed the same path.
Eddie loved life and being outdoors: hunting, fishing, camping, snowmobiling and horses as well as traveling to spend time with family and friends. He was a devoted father, grandfather
and great-grandfather. He was preceded in death by his parents and two older sisters, Norma Biskeborn, and Betty Alcorn. He is survived by his three children and their families: Melanie Wilcher, of Placencia, Belize; Michael Wilcher, of Asheville, North Carolina; and Marcus and spouse Shawna Wilcher, of Tigard, Oregon.; sisters, Gloria Cantwell and Deloris Collins, both of Klamath Falls; five adored grandchildren, Shelby Sanchez, Andrew Wilcher, Zayne Humphrey, Idaly Wilcher, Tru Wilcher; one great grandchild Kaius Elliot Sanchez; numerous cousins, nieces and nephews, and his very special friend, Susan McCollam.
Dave loved life and lived it with gusto. He could always tell a good story and loved to laugh. He was generous to a fault and always enjoyed helping someone less fortunate than himself. He was a good man.

Opinion: Attacks on Press Freedom Are an Attack on Democracy

Remember those names. They are the 13 journalists killed this year in Mexico, a country that the Committee to Protect Journalists says has turned into the most dangerous country for journalists.

Mexico’s drug cartels pose a particular obstacle to independent journalism. Physical threats are a reality for some journalists, while the cartels’ presence in Mexico’s northern states and along the Pacific Coast can lead to journalists censoring themselves.

Unfortunately, Mexican President Andres Manuel Lopez Obrador has not firmly upheld the importance of a free press in a democracy. After the slaying this year of a Mexican journalist, the Inter American Press Association called upon the leader to curtail his harangues against journalists who criticize his administration.

Mexico is far from the only country in the Americas where journalists face personal and professional barriers. Nicaragua. El Salvador. Honduras. Guatemala. Venezuela. They are among the nations that CPJ considers serious abusers of independent journalism. So does Freedom House, which gives those five countries a score of two or lower on its four-point 2022 ratings for media freedom.

For example, longstanding dictator Daniel Ortega suspended 17 radio and TV stations in Nicaraguain September. Two months earlier, his government raided the homes of a reporter and a photojournalist working for La Prensa newspaper. The government also detained two drivers working for the independent operation.

The list continues. In June, authorities canceled the legal status of the independent Trinchera de la Noticia. In March, a judge found the publisher of La Prensa guilty of money laundering after a closed-door trial. In February, another journalist received nine years for conspiring to undermine Nicaragua’s integrity and distributing false information.

These are only some of the attempts to control a free press in Latin America. Increasingly, journalists and media organizations find their ability to provide reliable reporting and in-depth investigations restricted in some countries. The limits are part of a larger unraveling of democracy across Latin America. The question is, what to do about these challenges?

Most important, Latin American civil society leaders who value a free press should embrace efforts

Fortunately, some efforts exist.

During this summer’s Summit of the Americas, the Organization of American States helped launch the Center for Media Integrity of the Americas. The center, which plans on becoming an independent entity, seeks to fight back against pressures on journalists, including from governments, drug cartels and corporate interests.

In September, the center hosted a conference featuring Venezuelan, Cuban and Nicaraguan journalists. The reporters told their stories, explained how attacks on freedom of the press are linked to declines in democracy, and advocated for the cause of independent journalism in the Americas.

The region also needs trained journalists. Here, too, numerous efforts exist.

The Consortium to Support Independent Journalism in Latin America invests in journalists doing investigative reporting in Latin America. University of Texas-Austin’s Knight Center equips future reporters to work in the region. And the Center for Media Integrity of the Americas will host a competition to award Latin American journalists money to pursue their reporting projects.

Training journalists requires money, of course. Private philanthropy, especially, can help provide necessary resources.

Government assistance for getting a vibrant press off the ground in democratically challenged nations can only go so far before it looks like governments are spinning stories.

The United States cannot fix this problem alone, but our voice matters. The Biden administration rightly acknowledged this spring the need for journalistic freedom. The United States needs to continue promoting this idea, and not just on anniversaries like World Press Freedom Day.

The larger reason democrats around the world should stand against the undermining of a free flow of information relates to what Rosental Alves, director of the University of Texas at Austin’s Knight Center for Journalism in the Americas, says: “When you kill a journalist, you also are killing an idea: the right to gather and distribute information.”

We live in a time when disinformation abounds, often through social media or big microphones. Citizens, especially where democracy is in retreat, need access to reliable sources of information and news, the kind that a vibrant free press provides. Without such, democracy cannot take root, much less thrive.

Opinion: Banning Oil Exports Is Not Sound Economics

Just ahead of the midterm elections, the Biden administration and its allies launched a last-ditch effort to shift the narrative around high gasoline prices, pointing the finger at energy companies and threatening new taxes and potential market restrictions. Unfortunately, bad politics breeds bad policies, with potentially devastating results for American businesses and consumers.

It’s a tale as old as Washington: politically motivated “solutions” may sway some, but the facts say otherwise. For example, one idea under consideration by the administration is banning gasoline, diesel and other refined petroleum exports in the hope of mitigating high prices at the pump.

The White House has even requested the Department of Energy to assess the possible effect of banning refined petroleum products. Further, Rep. Ro Khanna, D-Calif., introduced a bill last month that would temporarily prohibit the export of motor fuel during periods when pump prices are high.

In reality, this type of government intervention imposes barriers on free markets, and leads to distortions that inevitably result in less production, continued high prices and grim consequences for our allies abroad.

Increasing prices cannot be solved with naive policies like an export ban. Gasoline and other refined products are globally traded commodities, with the United

States representing 12.1 percent of refined oil exports globally. Basic economics teaches us that a decrease in the supply of a service or commodity — like oil — while demand remains the same means the price tends to rise. More product in the market lowers prices globally, not just in the United States. Alternatively, banning the export of refined products would likely decrease inventory levels — why would a company invest if it can’t sell it? — and place more upward pressure on fuel prices.

According to a study conducted by the American Council for Capital Formation, refined products originally slated for export would be trapped in our coastal refineries, mainly driven by the lack of infrastructure to transport and divert these products from Gulf region refineries to the East and West coasts. This would ultimately lead to refinery capacity decreases domestically and an increase in product prices in the global market. The same study concluded that “more than twothirds of U.S. consumers will see price increases, including average increases of more than 15 cents per gallon.”

Additionally, we cannot turn a cold shoulder to our allies. During the first half of 2022, the United States exported record amounts of petroleum products. For example, U.S. propane exports to Europe increased by 51 percent and set a record of 349,000 barrels a day in June.

And when the European Union’s new refined petroleum products sanctions on Moscow take effect in

February, our allies will look to the United States as a global leader in exports to help fill that void.

Freeing markets from government controls, and relying on private competition and cooperation, enhances efficiencies, investment and production — all subject to consumer sovereignty. Take, for example, the removal of the decades-long ban on crude oil exports in 2015.

ºA study commissioned by the energy industry this year found that this policy reversal led to an increase of $161 billion in U.S. gross domestic product, the addition of a yearly average of 48,000 jobs, and reduced gas prices by an annual average of 4.6 cents per gallon. Clearly, embracing isolationist policies like restricted exports does not work in our economy’s favor.

The United States is facing increased global energy demand, constrained supply and geopolitical instability — a situation that would be made far worse with these misguided policies. Banning or restricting the export of refined petroleum products or crude oil is not the answer in the near term or over the long haul.

The administration and political allies ought to focus on providing tax and regulatory relief for the U.S. energy industry and not meddling in critical international supply chains in the name of politics.

At the regularly scheduled meeting of the Del Norte County Board of Supervisors on Tuesday, December 13 2022, the Board of Supervisors voted to adopt an Ordinance amending the maximum length of stay permitted in County Campgrounds. The new rules will state that no person may stay in a single park in excess of seven nights during any 30-day period. No person may stay in excess of 21 nights combined in all County Parks in any 30-day period. No person may stay in excess of 90 nights combined in all County Parks within a single calendar year.

Environmental Determination: The proposed use is determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 (In-Fill Development Projects) of the CEQA Guidelines.

At the meeting, the discussion of the proposed Conditional Use Permit will be subject to the following procedure: 1) the Planning Department will provide a staff report; 2) the Planning Commission will receive public comment; and 3) the Planning Commission will discuss the Conditional Use Permit application and may approve, and issue, a Conditional Use Permit for the proposed telecommunications tower.

Health foundation gives more than $1 million to support Curry County

Curry County Health Foundation reached a huge milestone at their latest grant-giving ceremony. The foundation has now given more than $1 million in grant funds to community organizations throughout the South Coast.

Leaders from several community organizations joined in to celebrate the occasion, as well collect their grant funds, during the awards ceremony at the Curry Public Library in Gold Beach on Dec. 14. The nonprofit leaders and community volunteers said the grant funds will help them achieve important goals for their organizations.

Curry Health Network representative Alicia Kelly said they will use the grant money to buy medical equipment that alleviates pain in medical diagnosis.

Lena Hawthorne, of Coast Community Health, said grant funds will support medical centers at the Brookings Harbor and Central Curry School Districts to meet the needs of children and families who have little or no health care.

“We don’t have lot of health care access here and we are hoping to change that generationally – and to be able to seek out healthcare before it becomes an emergency,” Hawthorne said during the grant awards ceremony.

Chetco Activity Center representatives said they will use grant funds to repair their handicap accessibility door – and make their offerings more accessible to the community.

Members of the Curry County Search and Rescue Team brought equipment they purchased with past grant funds to the awards ceremony. Past grant money bought rescue bags for overnight survival and lightweight raingear last year. Search and Rescue coordinators plan to finish outfitting their crew of volunteers with the survival packs using newly acquired grant funds.

Curry County Aquatic Safety program manager Luke Martinez said he will use grant money for a first aid trauma kit and an AED for their patrol vehicle out in the field. The Curry County Aquatic Safety program manager used previous grant funds for equipment that aided in a lifesaving rescue mission to save a man whose boat had capsized earlier this year.

“Curry Health Network provided funding for some essential equip-

ment – a rescue board and a rescue tube. They have been used numerous times in the past year. The rescue equipment has been used in our junior lifeguard program. That equipment was also most recently used to save a man’s life in front of the Rogue River,” Martinez said.

“So we thank you very much for your participation and help in saving lives in our county,” he said to Curry Health Network staff and board members.

Curry Health Network Executive Director Janet Hoffman said their board is passionate about improving health in this rural community.

“They work tirelessly all year to bring in donations that support positive health outcomes in Curry,” Hoffman said in a press release published after the grant ceremony. “Even as the board has evolved over the years, ex-board members who continuously work with us and their dedication to this foundation have made all the difference in the world.”
