Landslide closes Highway 101 in both directions

A section of U.S. Highway 101 remained closed as of Tuesday, Jan. 10, about 12 miles south of Port Orford after a landslide caused a collapse in the highway.
The landslide caused a roughly 200-yard segment of highway to drop as much as 12 feet in some spots. The Oregon Department of Transportation was working to keep the stretch of Highway 101 just south of Port Orford open when it started moving more significantly early Monday morning.
“Our crews were able to maintain a lane under gravel… but overnight the roadway had significant failure which resulted in a highway closure around 3 a.m. Monday morning,” reported Glen Pederson, ODOT interim District 7 manager.
“We understand the great impact this has on our local communities and want to ensure you we are working as quickly as we can to evaluate this site and set ourselves up to get the road open as soon as we can safely, even if under a single lane and gravel for a time,” Pederson reported.
“The strategy will be similar to what we implemented for the Hooskanaden Slide back in 2019,” he said.
With the current forecast, ODOT employees are hopeful to have a single lane under gravel open for emergency services within the next week, if it is safe to do so. The next step would be to continue to progress toward opening the road to the rest of traffic soon after, according to

The Brookings City Council met for the first time in 2023 on Monday, Jan. 9.
Newly elected council member Andy Martin took the oath and was sworn in by Municipal Court Judge Gary Milliman. Incumbents Mayor Ron Hedenskog and councilor Michelle Morosky were also sworn in and began their new term on the city council.
Last month, a newly appointed councilor, Isaac Hodges, joined the Brookings City Council as well. He replaced former city council member Brad Alcorn.
Alcorn left the Brookings City Council after being elected to the Curry County Board of Commissioners. Alcorn won the seat after a three-person race that ended in the November general election.
Curry County is governed by three elected commissioners, serving four year terms and together are the Board of Commissioners or commonly referred to as the "BOC."
Alcorn attended his first official meeting with the Board of Commissioners on Wednesday, Jan. 4.
He replaces Christopher Paasch, and joins Commissioner Court Boice and Commissioner John Herzog.
Sheriff reports surge in fatal drug overdoses

The Curry County Sheriff’s Office is reporting several fatal drug overdoses of suspected Fentanyl in the southern portion of the County.
There have been several instances where multiple people fatally overdose in the same residence, Sheriff John Ward reported in a press release on Jan. 6.
“The ‘Big City’ drug epidemic has made its way to Curry County,” reported Sheriff Ward.
Curry County Sheriff’s deputies have reportedly been responding to multiple overdoses every week. Often the person overdosing is administered Naloxone (commonly referred to as Narcan) prior to the arrival of EMS personnel.
Narcan can reverse the central nervous system depressant effects of an opioid or synthetic opioid –and potentially save someone from a fatal opioid overdose. The issue with Narcan is that it has a half-life (remains active in the body) for 30 to 80 minutes depending on the person and the amount of opiate or synthetic opiate they have ingested, the Sheriff said.

overdose as of late, sometimes up to eight doses. If the person who is in active overdose does not seek immediate medical attention, it is possible that the Narcan can dissipate while there is still a fatal amount of opiate or synthetic opiate in the persons system, causing them to overdose again.
“The true number of overdoses we are experiencing is unknown because many go unreported due to fear of being arrested,” Ward stated.
The Curry County Sheriff’s Office is reminding the public that Oregon has a “Good Samaritan law” meaning if someone overdoses and you call for help, you cannot be arrested or prosecuted for
possessing drugs or drug paraphernalia, being in a place where drugs are used or sold, or parole/probation violation.
“The Curry County Sheriff’s Office prioritizes the preservation of life over any possible criminal investigation so please call for help,” Ward said.
Naloxone is provided for free by several organizations along with Fentanyl testing equipment. It is not required, but each Sheriff’s Office patrol deputy has an emergency supply of Narcan not only for administering to overdose victims, but also for self/buddy aid should they suffer an exposure to Fentanyl while on the job, according to the sheriff.
Sheriff Ward said the scope of the drug-related overdoses was unheard of prior to the passage of Measure 110. Since the passing of Measure 110, law enforcement throughout the county
and 199 to communicate the closure and restrictions to drivers. Motor Carrier has also put an emergency restriction in place to help in this effort.
“We are hoping this will
help reduce trucks and other travelers from continuing on to a closed section of road and minimizing impacts to travel,” Pederson said.

Local emergency declared in Curry County

The Curry County Board of Commissioners declared a state of emergency after a landslide caused a closure of Highway 101 between Port Orford and Ophir.
The Curry County BOC held an emergency meeting on Jan. 9 to declare the local emergency, siting impacts to the local economy, transportation impacts for those seeking medical care, and the diversion of all deliveries, including fuel, through Highway 199.
The proclamation also states that emergency services have been severely impacted due to limited access between the central and
northern portions of Curry County.
The emergency declaration reports that the extent and severity of the incident is beyond the resources and response capability of Curry County and all local resources have been utilized; and further that the potential damage, loss and risk of injury and death exceeds the capability of the County’s resource and response.
The emergency declaration requests that the governor of Oregon declare a state of emergency and provide assistance to Curry County through resources available through the state, and through the president of the United States, if needed.

Fentanyl has taken over the drug market and has become the preferred drug over heroin. The last several seizures of heroin submitted to the State Crime Lab by CCSO have proven to be Fentanyl disguised as heroin. Fentanyl has been found to contaminate all other popular street and party drugs, including marijuana.
Fentanyl is cheap and easy to smuggle as it can be formed to look like anything. The ways Fentanyl can be disguised is limited only by the smuggler’s imagination.
It has been made to appear like frozen produce, sidewalk chalk, candy, over the counter medication and prescription medications.
“A common counterfeit prescription pill we have seen is what is known on the street as a ‘Dirty 30,’” Ward reported.
The Dirty 30 fentanyl is colored blue and pressed into the form of a legitimate 30 milligram oxycodone pill. Other counterfeit pills commonly seen are Xanax, Adderall, and Vicodin. It is estimated that 6 out of 10 counterfeit pills contain a lethal dose of Fentanyl.
Fentanyl has taken center stage due to its lethality, but the local law enforcement team reports they are experiencing an exponential rise in the use of all other street drugs as well.
“With that comes the rise of person, property, and public nuisance crimes such as harassment, trespassing, theft, and disorderly conduct,” Ward said.
While the use of street drugs has been decriminalized in Oregon, the sale of them has not. “It was humbling to see the list of grant recipients for our Community Fund grants this year,” Tribal Chairman Brenda Meade said. “The incredible amount of work happening by our non-profit organizations reminds us how lucky we are to live here in Southern Oregon. On behalf of the Coquille Tribe we feel honored to be able to support their hard work.”
The Community Fund awarded its 2023 grants to 121 organizations in Coos, Curry, Douglas Jackson and Lane counties. The $815,000 total nearly triples last year’s $280,000. The fund has distributed about $8.1 million since 2001.

Denise Nadene Davidson, 68 years of age, passed peacefully on Monday, December 26, 2022, at her residence. Denise was born February 8, 1954, in Hillsboro, Oregon to the late Dale Barnes and Lois Nelson. She was the oldest of five children, one preceded her in death.
Denise married the late Brian Davidson in 1993 and joined their families as one in Brookings, Oregon.
She is survived by her four children Melissa Jeppesen, Richard "Ricky" Shine, Jeremy "Isaiah" Davidson, Greg Davidson and countless grandchildren and great grandchildren.
Denise professed her life to Christ and cherished praising the Lord. She loved

working in the church, but her greatest joy was working with the children.
Through Sunday school, Awana's and the summer church program, Denise ensured the children's love of the Lord and in return, the children grew her love of the Lord as well.
Denise loved to read her Bible, praying for and with others, singing, spending time with family, laughing and always wearing a smile on her face. She was a loving and caring person, devoted wife, mother, grandmother, and friend, always thinking of others first. "To know her was to love her."
At this time the family will not be having a formal service, but the church

Wendy was born in Ottawa, Canada. She lived in Massachusetts until the age of 10 and then moved to Seal Beach, California. She completed high school at Huntington Beach High. After that she lived in Redondo Beach, Hawthorne, San Pedro, and Los Angeles. She moved to Brookings, Oregon, in 2019 to live with her boyfriend. She worked as a loan processor in the finance services industry.
Wendy loved to dance and perform with the drill team. She played hockey when she was young. She loved
to rollerblade and was an excellent swimmer. She rode dirt bikes and partied on the southern California rivers.
She worked at Fred Meyers for a time and was liked and well received by customers and co-workers. Wendy liked to contribute to all the local Brookings food and toy drives. She enjoyed visiting with her friends at the farmer’s market. Her friends in town said she should be on tik-tok, for her energy and love of dance. She is survived by her father James Bauer and two brothers, Kelly, and Darryl Bauer.

Gregory Curtis Damen, 76, of Brookings, died December 7, 2022, in the warmth of his home and surrounded by his music. He was born September 19, 1946, to William Rees Jr. and Margaret Mary Eck Rees.
Adopted by Leland Louis Seghetti of Vallejo, California, following the marriage of Margaret and Leland in 1956. The family moved to and built their first family home in La Mirada, California area where Leland continued his engineering career. It is here that Greg became a big brother to his first sister.
In 1959, the growing family returned to York, Pennsylvania, just in time to welcome Greg's youngest sister.
Greg graduated from York Catholic High School, May 29, 1964, York, Pennsylvania with many scholastic awards including National Honor Society. While a student he broadened his natural love of music by playing clarinet, bass cello, guitar, and drums. He played in the high school marching band, dance band, and orchestra. He sang and performed in the choir and school operetta and performed in school plays. In his Senior year, he directed the band and lead the dance band. At 6'-4" he was a welcome addition to their intramural basketball and volleyball teams, but, his adoration for all aspects of music and stage productions would guide him, his entire life.

Moving west, Greg lived in Reno and Las Vegas, NV, working for Vari Lite as their Lighting Director and Manager. During his career, he enjoyed working directly with all performers who appeared in Reno and on the Las Vegas strip, including, for many years, at MGM Grand.

Greg retired in Brookings, at its coastline, living out his retirement years. He would return to New England to visit cousins, classmates, and family. He continued to enjoy his extensive music, coin and stamp collections
and a simple life.
Devoted, loving, and protective brother to Cynthia Ann Bruning, New Hampshire and Katrine Rose Seghetti, Missouri; fun-loving and thoughtful Uncle to Ryan Daniel and Michael Lee Bruning, New Hampshire; Angela Perry, Krista Braun, and Clayton Braun, Missouri; and Great Uncle to several.
Preceded in death by his grandparents, parents and stepfather, and several cousins. He is survived by his sisters, nieces and nephews and great nieces and nephews.
Greg's final wish was to be laid to rest at sea. The ocean always called to him, and the west coast is where he found repose. Cremation is under the direction of Redwood Memorial Chapel, Commitment to the sea by Father Bernie of St. Timothy’s Church, both of Brookings, Oregon.

Stop this scourge
Two persons passed yesterday in Brookings; both from a drug related overdose. Perhaps this isn't a concern to the community at large - the one presented in city council meetings, the persons that vote.
However, the undercurrent of drug abuse by homeless people is not an issue that should be ignored. The two people that died in the early morning hours of January 5: a male and female victim of not just their addiction to methamphetamine, but fentanyl poisoning.
The poison is loose in Brookings. Someone should take note, and give the less fortunate folk of your community fair warning of what they are up against. It would be immoral to just let this happen to people that have severe mental health and drug abuse issues. Their lives matter too.
I learned of these deaths from an unrelated person who lost their child. Honor their grief by warning of the true threat that now exists. More people will die if nothing is done. Try to get the word out. Please.
I didn't know what else to do but contact you. Brookings is beautiful but needs to get real about real issues.
It doesn't affect you til it affects your own- but everyone in Brookings should claim their townshipand be able to do so with pride.
If for no other reason than caring about the community, as a whole.

What's up with Janell Howard?
My first question is why did the Pilot not have the story on Janell Howard's court case? I found out the outcome from Lost Coast Outpost, an online publication, last week. Did the City of Brookings have anything to do with the silence? Do we really have a free press in Brookings?
Here's the story: Janell Howard
pleaded no contest to a reduced charge and had to pay a $500 fine and $15.98 in restitution to Fred Meyers. In other words, she is a crook, but to a lesser degree. It's semantics.
Does the reduced charge mean she can be trusted to handle millions of our hard earned tax dollars? I would say, no. She has still violated the public trust and should not be rehired by the city. I believe the investigation ordered by the city bears that out. As I remember, the Pilot reported that Councilor Morosky described the investigative report into Ms. Howard as "Harsh." But, the way Mayor Hedenskog and others have been covering for Ms. Howard brings other questions to my mind. It would be nice if the report, or at least part of it, was released to the public. It's our money. And for the $150 thousand a year or so salary she's being paid - we deserve better.
So, what's up with Janell Howard? Where's the news?

Opinion: It’s Time for Men to ‘Man Up’

To “Man up” means to “demonstrate toughness or courage when faced with a difficult situation.”
That’s precisely what men need to do. Face up to a changing world and redefine what it is to be a man.
In his recent book “Of Boys and Men,” Brookings Institution scholar Richard V. Reeves details how American men face a crisis of enormous proportions. The evidence is abundant.
Three of every four who die of suicide or drug overdoses, “deaths of despair,” are men. Men face a widening gap in higher education and a diminishing portion of the labor market. Women now constitute nearly 60 percent of university students and, more telling, graduate at 50 percent, while men complete their college education at a disappointing 33 percent. At every level, high school, associate degree, fouryear and post-graduate level, men graduate at a lower percentage than women.
Women, freed from former societal constraints, show greater ambition, motivation and initiative. Opportunities are more gender-neutral, and women are stepping up to the full range of positions while many men are not. They appear stuck in antiquated stereotypes.
Men are taught to withhold their emotions, stoically tolerate pain, and be tough on the outside. It’s been a bar that measures manhood. It’s an outdated measure in a society where women have advanced into new fields while men seem adrift, unable to see the full range
of possibilities.
“Make America great again,” attractive to a wide swath of American men, can be seen as a wish to return to the male dominance of the past. The expansion and growth of women’s roles have left many men uneasy. Legislation against transgender people, sex-neutral bathrooms in our public schools, violence against gays, and the growth of militia groups reflect men unhappy with changing gender definitions.
Historically, masculinity has been built on three pillars: provide, protect and procreate. When families are smaller, the conventional picture of a male is a thing of the past. When women come to compete or outproduce men economically, the traditional definition of manhood is obsolete. When male protection is rarely needed, the definition of maleness is outmoded.
Jobs dominated by men just two or three decades ago are now open to both sexes. Women entering virtually every occupation during the last 50 years support that fact.
Veterinarians, pharmacists, psychologists and physicians are among the most high-profile careers, and the tip of the iceberg of women’s infusion into previously male-dominated professions.
Meanwhile, elementary school teachers, airline stewards and nurses are in demand, with solid-paying careers that many men refuse to enter because of masculine stereotypes. It’s not because of a lack of male capability but because men fear the stigma of femininity. We have endured centuries pro-
hibiting women from fulfilling their talents because of prejudice against their gender. Now men limit their opportunities because of self-inflicted attitudes — beliefs that it’s not manly to show empathy, caring and emotional vulnerability. Such characteristics are plentiful among men, but we need to accept them as qualities of strong, wholly masculine men.
“Man up” today still means demonstrating toughness or courage when faced with a difficult situation. But today’s difficult situation is to abandon outdated stereotypes and for men to embrace and employ all their healthy qualities. It is time for men to break the shackles of a narrow definition of masculinity that confines their emotions and even limits their longevity. Women are living, on average, about six years longer than men.
In less than 100 years, women in most Western societies have expanded their nations’ culture, science and leadership, with talents suppressed for centuries. We can’t put women’s gains back in the bottle. Nor should we want to. We’re the better for it.
Wake up, men. It’s time to recognize that expanding the definition of manliness to include empathy, caring and emotional vulnerability will make us healthier and ultimately stronger.

Opinion: Americans Deserve a Safe, Secure Postal System

When the “flag goes down” and the mailman whisks away a letter, consumers expect it to arrive safely and relatively quickly at its destination. Unfortunately, a rash of robberies has exposed serious shortcomings in postal security.
Over the last four years, 3,000 mail carriers have been attacked and 200 “arrow keys” (to access collection boxes, cluster box units, etc.) have been stolen.
Rep. Elise Stefanik, R-N.Y., recently accused the agency of allowing employees or contractors to steal $20,000 in mailed campaign contributions. These trends and troubling accusations don’t bode well for the U.S. Postal Inspection Service (USPIS), which is tasked with maintaining a safe delivery system. Postal leadership and Congress must ensure that the USPIS is doing all it can to bring mail thieves to justice.
USPIS has an expansive mandate and receives $500 million yearly in taxpayer money to secure the mail. There needs to be a more
substantial sum to ensure smooth operations. According to a 2021 inspector general audit of the USPIS’ Washington division, “postal inspectors did not attach required field notes for 14 of 40 cases (35 percent)” examined during the 2020 fiscal year.
This is a significant omission because “when postal inspectors are not adequately documenting investigative activities through field notes, they risk relying on alternative documentation when testifying to recall events that occurred months or, sometimes, years ago, which could affect their testimony (during court proceedings).” Additionally, half of all cases lacked the required electronic communications necessary to keep national headquarters in the loop about field investigations.
Even these communications wouldn’t be enough to get the USPIS back on track. Serious mission creep seems to plague the agency’s investigators. According to the inspector general, about a third of USPIS’ investigative activities “do not directly support protection of Postal Service assets, Postal Service
employees, or the mail system.”
In April 2021, Yahoo News reported that the service runs an investigation unit known as the Internet Covert Operations Program (iCOP; since renamed the “Analytics Team”) that spies on Americans via social media. Yahoo noted, “The work involves having analysts trawl through social media sites to look for what the document describes as ‘inflammatory’ postings and then sharing that information across government agencies.”
Congress showed little interest in investigating this grave misconduct. It is hoped the new Congress can make things right and demand accountability.
One solution could be postal leadership doing a better job sanctioning employees who fail to keep track and report missing keys right away. Facilities could also reduce the number of stray keys and, in the long run, adopt keyless technologies such as electronic keypads and fingerprint readers.
But ultimately, these reforms won’t amount to much unless postal employees have a reliable partner in the USPIS.

Brookings Flying Club offering scholarships
THE PILOT
The Brookings Flying Club is offering financial scholarships of up to $1,500 each to Curry County and Del Norte County, California high school graduates who are interested in pursuing a career in the field of aeronautics.
The purpose of the scholarship fund is to provide local students with financial support and an incentive to enter a field of study in aviation. The aviation field is in need of qualified employees in most branches of their
industry, and offers many occupations to choose from.
Students can apply for a scholarship from the Brookings Flying Club through the online application found under scholarships at www. brookingsflyingclub.org.
The online applications must be submitted at least 90 days before the start of the term they are applying for. Students may also apply through their local scholarship foundation or high school scholarship/guidance counselors by following their specific guidelines and due dates. Applications will be
reviewed, and a final decision on recipient(s) will be made by the board of directors of the Brookings Flying Club.
The flying club welcomes all local graduates interested in continuing their education in the field of aviation to apply for a Brookings Flying Club scholarship “to start them on their journey in to one of life’s most satisfying careers.”

Home Share Oregon announces bill aimed to increase access to affordable housing
Home Share Oregon recently announced a bold initiative to expand access to affordable housing for middle – lower income Oregonians by actually cutting taxes.
Home Share for All is simple. If a home is owner-occupied, and that homeowner agrees to rent a spare bedroom for $1,000 per month or less, long term, they are absolved from the state income tax liability on the additional, earned income.
“The lack of access to affordable housing has become a humanitarian crisis.
At Home Share Oregon, over 800 homeowners have signed up to rent a spare bedroom for an average cost of $735 per month. This reduces the need for 800 apartments and is affordable for many people who would otherwise be at risk of displacement. Currently, there are 1.5 million owner occupied homes with a vacant bedroom—a 2 percent penetration would house
30,000 people affordably with no new infrastructure.
Incentivizing homeowners to rent vacant rooms is the most cost-effective thing we can do and is just common sense,” said Tess Fields, Executive Director.
Homer Williams, Home Share Oregon founder explained, “We are in a crisis, and we need to be innovative. We cannot just build our way out of this problem. We need to complement our strategies to increase housing infrastructure by maximizing the housing stock currently available.”
Home Share Oregon is a non-profit organization designed to increase access to affordable housing through the home share model. We envision a world in which every person has a clean, safe home, a world where home sharing is normalized as a lifestyle preference, and homelessness is uprooted.
