County to create substance-abuse treatment position

Members of the Curry County Adult Parole and Probation and the Juvenile Department got the goahead from county commissioners to develop a position for a full-time substance abuse treatment profes-

sional.

The person hired for the position would be responsible for providing in-house substance abuse disorder counseling for clients in the jail, adult parole and probation department and juvenile department youth.

director Dave Denney addressed the Curry County Board of Commissioners at their meeting on Wednesday, Nov. 16.

“We understand that there are some opioid recovery funds that are coming into the county and they are earmarked for a specific purpose,” Denney said. “So we are just asking

if there is a way that we can use those funds for this purpose.”

Denney was joined at the Board of Commissioners meeting by Curry County Sheriff Department Captain Phil McDonald and Juvenile Department director Wendy Lang.

“You have a team of qualified individuals that are ready to take on

this project,” Lang told the commissioners. “To me this is a simple yes, yes, yes and let us get moving on a solution.”

Nature’s Coastal Holiday Festival of Lights is growing bigger and brighter with each season.

From its small beginnings in 1997 with 20,000 lights, Nature’s Coastal Holiday-Festival of Lights now boasts over 3 million brilliant LED lights and hundreds of displays.

Now in its’ 25th year, the time honored family-tradition takes visitors on a 45-minute stroll through Azalea Park. The unique venue is ran by community volunteers who plan, prepare and set up the venue each night,

from opening night on Nov. 25 through Dec. 27. The cost is $3 for adults (cash only) and children 12 and under are free.

“It is a large task requiring hundreds of man hours to pull the show off each year” said Klaus Gielisch, president of the non-profit Nature’s Coastal Holiday.

“But the return is so worth it,” added Steve and Martha Kerr, the group’s newest board members.

This year, visitors will get to meet Santa at his Santa House. Santa visits each Friday and Saturday night from 6 to 8 p.m. The

The culmination of a three day law enforcement training in Gold Beach was hectic, chaotic and intense. The simulation exercise was only roll play – but the scene was designed to be scary.

“He’s in there!” a group of students yelled as they ran from the inside of Riley Creek Elementary School.

Law enforcement officers entered the school – guns drawn – in special formation. Moments later, a perpetrator is identified and apprehended and the officer begin to assist victims.

A total of 40 officers took part in the three-day training in Gold Beach from Nov. 11 to 13 including Brookings, Gold Beach and Port Orford police and Curry County law enforcement officers.

The local law enforcement officers from Curry and Coos County took part in the active shooter training with former Special Operations Forces, including a retired Navy Seal, Chicago SWAT team member, local retired Marine Corp and others.

Santa House is a welcome addition to the event offering an opportunity for families and children to get pictures with jolly old St. Nick and engage in the important “wish list” chat.

The Santa House was funded in part by Southwestern Oregon Workforce Investment Board, South Coast Business, Alternative Youth Activates with materials supplied by Cascade Home Center.

There are also new light displays this year following a theme of Santa enjoying the great outdoors.

“Travel Curry Coast, the tourism arm of the Curry County Economic Development Department, has contributed new displays to our event this year and we are happy to welcome them aboard as one of our sponsors,” said Nature’s Coastal Holiday board member Leslie Wilkinson.

Other displays have also been added through the refurbishing efforts of several members of the volunteer team. These displays will be sprinkled throughout the park.

“We try and keep things fresh and exciting each year” said Susan and Terry Dunn.

The Dunns’ said they are

always up for adding more lights and displays to the show.

To go along with the Azalea Park light display, Brookings-Harbor High School Honor members will be decorating Hwy 101 and Fifth Street again this year, according to Erick Sill, who heads up the downtown decorating.

“There is a large Christmas tree, the traditional manger display and some fun blowup decorations – plus the lights the kids strung in the bushes,” said Sill.

Nature’s Coastal Holiday is an event that is held for the community by the community, “Our success solely rests on their support – which includes volunteers helping to string lights, set up the displays, man ticket booths and finally helping put this show to bed in January,” said Wilkinson.

Nature's Coastal Holiday has pledged $30,000 this year to contribute to the rebuilding of Kid Town in Azalea Park.

Alcorn has 34 years’ experience with the Fresno Police Department and 15 years on the Fresno Police Department SWAT team. He planned the training along with Gold Beach resident and business owner Josh Stout – who also happens to be retired United States Marine Corps.

“The training is designed to give officers more confidence in approaching these difficult types of situations. We don’t get that kind of training here in this County. This is the kind of training you would see in the big cities with major police departments,” Alcorn said.

$6.1 million going to small cities for roads, sidewalks

Small cities around the state are receiving $6.1 million in funding after the Small City Allotment Advisory Committee approved the latest round of recommendations in the 2023 Small City Allotment program. The

approved 27 projects range from adding sidewalks to chip-sealing roads, from paving city streets to improving intersections – all in communities with populations of 5,000 or less. Included in the funding is

$250,000 for Gold Beach. For this sixth round of funding, ODOT received 84 applications requesting a total of $18,920,300. The annual amount available for the program is $5 million. For this round, additional funds were available from projects canceled due to high construction costs.

“Also due to inflation, we increased the maximum award amount from $100,000 to $250,000," said SCA Program Manager Deanna Edgar. “That resulted in fewer awards - but these awards can really make a difference in today's environment.”

OBITUARIES

Thomas Edward Broock (11/23/41 - 11/5/22) grew up in Montebello, California, the son of Leon and Evelyn Broock, teachers who retired to Brookings in the 1960's.

He had the distinction of being an Eagle Scout.

Tom's wife, Paula, first met Tom during one of his visits to Brookings while he was on leave from the Army. She had quite a crush on him. He moved to the Boston, MA area, where he met his first wife, Janey, and they were married for 40 years. He was a member of ATA (American Translators Association) and worked as a translator of Indonesian (primarily), Thai, Malay, and German documents, and publications. He worked with translation team members in other parts of the country and in Indonesia.

He learned German at UC Santa Barbara, where he earned a BA in German, and lived in Germany for a time as an exchange student, where he also helped conduct church services in German. Since he had shown an aptitude for learning a foreign language, the Army sent him to The Institute of Modern Languages to learn Malay and he learned Thai at AWA Language Center while stationed in Thailand. He later received a master’s degree (MBA) at Babson College in Massachusetts.

Tom and Paula reconnected after their spouses passed on a month apart in 2010. His sister and Paula's parents had harbored secret hopes that they would finally get together. When told of their engagement, Paula's mother said they were making her the

happiest mother-in-law in the world.

Those who have known Tom will be able to relate to the words Paula wrote to Tom in her third anniversary card to him: "I just have to try to tell you - even though words are totally inadequate in any language, that you have become such a huge integral part of my life. I absolutely love every moment I'm with you. You are joy, and love, and thoughtfulness, and caring, and lovingkindness personified. You define exactly what a 'support system' should be. You bring clarity to all of our activities and discussions. You are fun to be with - whether we're out among other people or by ourselves in whatever setting. You inspire me. You bring such meaning to everything. I want to grow into eternity with you. I love you; I adore you; I respect you; I cherish you. Heart surges have grown to new heights and have taken on a whole new meaning. My heart has had to expand to accommodate being with you. What a joy!!! I love you more each day."

When asked about special highlights in Tom's life, the easy answer is "the way he lived his life in general." He was an old-world gentleman, he was loyal, honest, loving, kind, intelligent, supportive, thoughtful, a genuine bright light. He was loved and respected by virtually all who met him. What a privilege and joy to have had Tom in our lives. He was a man of deep faith, and lived his life accordingly, following the Golden Rule, in his professional, religious,

and private life. He was beloved in his church family as well as in the community.

When Tom first moved to Brookings, Paula's niece and brother talked him into taking on the small singing role of a British naval officer in a pirate play. Ever since, when Tom would encounter grazing deer around their home, he would sing the pirate song to them, and they would settle right down. The looks on their faces was "Oh, him again." Those deer were standing by as Tom left his home for the last time.

Tom is survived by his wife, Paula Broock, and his sister, Carolyn Self.

James Kevin McKinzie, 70, passed away peacefully at the Indiana Masonic Home in Franklin, Indiana, on Sunday, November 13, 2022. He was born in Crawfordsville, Indiana, on December 13, 1951, to the late James Franklin McKinzie and Barbara Jean (Vice) McKinzie.

He was a 1970 graduate of North Salem High School and attended Edison Community College in Fort. Myers Florida. James had worked as a self-employed painter for many years. He really enjoyed fishing and being outdoors.

He was also very musically talented and was known for playing the drums and the harmonica, among other abilities. In his youth, he was a member of North Salem Christian Church.

In the early 1970s,

James was in the United States Navy, stationed in Jacksonville, Florida. He also spent several years residing in Fort Myers Beach, Florida before moving back to Indiana. In 1990, he moved to Brookings, Oregon where he lived the last 25 years of his life before returning to Indiana for care during the end of his journey.

Survivors include children, Amanda Jo (Giss) Sawyer of Plainfield, Indiana and Jamie Lee Neal of Clayton, Indiana; grandchildren, Ava Gabbard, Ian Gabbard, Isaac Gabbard, Kinzlee Neal, Giss V. Sawyer, and soon a new granddaughter as well; step grandchildren, Landyn Sawyer and Layla Sawyer; and sisters, Christi (Myron) Clark and Vicki Wright of Danville, Indiana.

Recreational crabbing closed in bays and estuaries on southern coast

The Oregon Department of Agriculture (ODA) and ODFW closed recreational bay and estuary crabbing from eight miles north of Winchester Bay (43 degrees 47’ at Tahkenitch Creek) to the California border. Recent test results show domoic acid, a marine toxin, is above the human health closure limit.

Recreational bay and estuary crabbing remains

open from eight miles north of Winchester Bay to the Washington border.

Recreational ocean crabbing is closed until Nov. 30 per permanent regulations. Reopening ocean crabbing Dec. 1 may be delayed pending additional toxin test results.

Recreational bay clam and mussel harvesting also remain open along the entire Oregon coast. However,

razor clamming is still closed coastwide.

ODA tests for shellfish toxins twice per month, as tides and weather permit. Reopening an area closed for biotoxins requires two consecutive tests with results below the closure limit.

Domoic acid is produced by algae and originates in the ocean.

It is recommended that recreational crab harvest-

ers always eviscerate crab before cooking. This includes removing and discarding the viscera, internal organs, and gills.

Commercial Dungeness crab season delayed in Oregon

The ocean commercial Dungeness crab season opener is delayed until at least Dec. 16 for the entire Oregon coast. Pre-season testing shows crabs are too low in meat yield in some areas. Elevated domoic acid also was detected in some crab viscera (guts).

Targeted to open Dec. 1, Oregon’s ocean commercial Dungeness crab season can be delayed so consumers get a high-quality product and crabs are not wasted.

The next round of crab meat yield and biotoxin testing will occur in the coming weeks. Results help determine if the season opens Dec. 16 or is further delayed or

split into areas with different opening dates.

ODFW tests crabs out of Oregon’s six major crabbing ports in partnership with the Oregon Dungeness Crab Commission, Oregon Department of Agriculture (ODA), and the commercial Dungeness crab industry.

Weekly season opening updates are posted online until the decision to open the season is made.

Oregon, California and Washington coordinate Dungeness crab quality testing and the commercial season opening dates. California and Washington are delaying their commercial seasons until at least Dec. 16. A history

Due to elevated levels of domoic acid detected in crab viscera samples, ODA designated a biotoxin management zone (BMZ) from eight miles north of Winchester Bay (43°47’ N) to the California border (42° 00’). All commercial crab harvested from bays in this BMZ must be eviscerated.

Public land — a true blessing

At every Thanksgiving dinner, my family asks everyone around the table to say what they’re grateful for. It puts new guests on the spot, so sometimes they just thank the hosts — an easy out that makes it harder for anyone else struggling for a good answer. I’ve been in that position, but this year I know what I’m grateful for.

That’s because after years away, I’m back in the West, living in western Colorado, near millions of acres of public land. If the love of wide-open spaces defines a West erner, then our region gives us lots to love.

Alaska, which is 95.8% public land, may be king among all states, with so much wide-open space available to everyone, but Nevada is close behind at 87.8%, and Utah is next at 75.2%. Idaho ranks third at 70.4%, and Colorado has 43.3%, with most of that land west of the Continental Divide.

Until moving back West, I hadn’t thought about public land being vital for anything as basic as cutting firewood. Yet in most states without much accessible public land, fire wood is an expensive proposition. Here, from May through October in Colorado, it’s ours for the permit, which costs about $4 to $10 for a cord of wood. That’s enough to fill a full-size pickup bed four feet high.

How much do you need? I’m told three cords add up to “just getting by” in Montana or Wyoming, but true winter wealth is more like six cords. While you’re gathering wood, you can also scout for a Christ-mas tree. That requires just an $8 permit — a world away from pricey conifers grown on a tree farm.

Writer Dave Stiller’s fire wood-gathering advice is to take blowdowns or the slash piles left by logging companies. Once you’ve finished gathering, according to the Forest Service, “revisit and mon itor the effects of your harvest... Become a steward of that place as you study the plants and how they respond.” In other words, think like an owner who cares about the land over the long haul.

Patrick Hunter, a Sustainabil ity Studies student at Colorado Mountain Community College in Carbondale, thinks our public lands embody a “generational legacy” that’s become a cornerstone of our democracy. From young to old, the diehard fans of public lands are volunteers from nonprofits who “adopt” a trail, constructing and advocating for them.

Political cartoonist Rob Pudim tells of hiking a trail he’d worked on for several summers and feeling an onrush of possessiveness: “I own

this land,” he recalls thinking. In a way, he’s right. We do own this land, though it is managed — even if we rarely see a ranger — by fed eral agencies.

No one knows how many people have gone to public land with one solemn purpose: to throw ashes of their dead into a stream or launch them into the air from a moun taintop, a practice that’s allowable in most Western states’ national forests. It forever connects someone to that particular place outdoors.

And for a lot of us, the best of life can be what happens during a summer of camping, mushroom hunting, fishing, wildlife watching or just “getting out there.” Some hunters also become advocates for wildlife and public lands, champi oning public access.

Still, the damage we’ve done to public lands in the West is visible and remains — mining, drilling, dam building, nuclear bomb testing, dumping nuclear waste piles along rivers and other sensitive places. Be-cause of that legacy, the Super fund program, finally established in 1980, aims to restore these lands, some so altered that no real fix is possible.

Public land also serves as a link to modern history. Throughout the West we can still see architectural marvels built by Indigenous peoples hundreds of years ago. And ghost towns that were once small cities continue to fascinate us as we think about the economic jolt that trig gered their abandonment.

Today, we’re experiencing a sim ilar jolt as increasing aridity alters how the West works. Or doesn’t work. Meanwhile, as we struggle to figure out what we’ve got to do to adapt, at least I know what I’ll say this Thanksgiving. I am forever grateful to the public land that gives us room to breathe.

City of Brookings fails in home inspection

I write this in hopes of saving anyone looking to build a home in Brookings heartache, and urge everyone to be proactive, as for me, the process was a disaster.

errors Dennis Tibbets made. If you are building a home in Brookings, be aware that the city of Brookings does not do what they are supposed to do to protect the consumer. We need a more qualified inspector.

Once you have decided to build, do your homework when selecting a contractor to build your dream home. Check the contractor’s board, check the licensing and hopefully get recommendations and referenc es. The building process is exciting and you as homeowners should follow along closely to ensure you are getting what you paid for. It is not only the contractor that can make mistakes.

The city of Brookings failed in inspecting my home. The inspector himself, Dennis Tibbets, knocked on my door and handed me my certificate of occupancy and told me I was clear to move in. I was told that by receiving my certificate of occupancy, it is implied that the city inspector did a complete review of the file and all items were complete and the home is ready for occupan cy. Subsequently, I discovered that the defects that came to light in my home could have been avoided if the city had done the job they are supposed to do. I moved into my home, complete with certificate of occupancy, only to discover that my HOME never had any plumbing inspections after the initial rough plumbing. Once the city was put on notice that my home did not have any final plumbing inspections, an inspector was sent out to do a final plumbing inspection. The inspector failed the plumbing for multiple reasons, including an improperly installed master soaking tub, and an improperly installed hot water heater. These are two very large

It is my firm belief that if Dennis Tibbets did his job the way he should have, I would not have the issues with the home or the expense to have everything corrected. If I had the needed inspections, the failed systems would not have hap pened. If Dennis Tibbets actually looked at the file he would have seen I was missing inspections and he should NEVER have issued a certificate of occupancy.

We should not be obligated to keep homeless

Despite the "let's all fall over backwards" ruling of the 9th District Court, we are truly not obligated to welcome anyone and everyone with malice intent, onto our property, and neither should our cities be obligated to do so.

Public defecation, urination, rampant thievery, brush fires and a myriad of other crimes are directly related to the huge uptick in local homelessness. To deny this correlation would require one to be completely naive, or totally self serving, as to a coalition, an industry, which procures it's funds through more and more homeless population into a given area.

What we should be doing is arranging more of the homeless and transient listening sessions locally, and with much larger seating capacity.

We don't have city, or county budgets, or police, or fire, or

infrastructure or housing needed to service the ever growing homelessness demands, nor should we.

'Thank you so very much' to our hard working and dedicated local police, sheriff, fire, and emergency medical personnel. They are, even when overworked and overwhelmed, our first line of defense and protection against an onslaught of crime that homelessness has ushered into Curry County and much of the state of Oregon.

Work together for the homeless

The Veteran' Administration, according to statistics, has done an amazing job in reducing veteran homelessness, reducing it by more than half in ten years.

You would think that any large scale program to change the plight of people experiencing homeless ness in our own state might be the result of a combined effort by CA, OR and WA, following the same VA working model to get it done. Even though it may seem that non-veteran homelessness is dif ferent, has different causes, it does not. A lot of it is born from trauma. This does not excuse crimes committed by anyone. Rather, it means that there is far too little support for the homeless, creating a gap and a terrible stigma--too much for them to overcome individually. Let's join together and find a reasoned solution to homelessness in our state and country.

The Janell Howard kerfuffle

I’m going to step over that invis ible blue line separating the Golden State from the Beaver State and weigh in on the unfortunate reality impacting the City of Brookings and its current City Manager/Fi nance Director Janell Howard.

There are some who may believe why would a Californian venture his opinion in an area outside of his geography. With all due respect to those who hold that opinion, the circumstances around this kerfuffle are hardly unique to Brookings.

On July 5, Janell Howard was cited for theft. The citation issued is an arrest not unlike a traffic ticket. The charge was not for speeding, but for shoplifting after exiting the Fred Meyer Store.

Upon learning this news, the Brookings City Council agendized the Howard incident and what I then observed was a rush to judge ment discussion of termination. This was proffered which remains

an option per Ms. Howard’s contract and includes a general separation package. Discussion also revealed an internal transfer option to other city department.

I spoke with Mayor Ron Hedenskog about the haste on which the city was moving and quietly asked the mayor about Ms. Howard’s Constitutional right under the Fifth and Fourteenth Amend ments for due process. Howard has not being convicted on any charges. The mayor reminded me of Janell Howard’s Employee status as “at will.” Indeed, any contracted employee can be dismissed for no reason, subject to a clearly defined separation package.

Apparently, the council has re-thought the entire matter and has deferred to the prudent role of following the path of due process.

I don’t know or even met the city manager but I’m relieved the city is decelerating this rush to judgement.

Janell Howard was hired by the City as its finance director in 2005 and continues to hold that position

to date. In 2018, Howard was given additional responsibilities and hired as Brookings city manager. She continues to hold this city position to present.

Howard has been ordered to re main off city premises and be avail able during her normal business day to assist the city on any related matter. Suspended in her oversight on the police department and any and all staff, Howard continues to be compensated for her role as finance director and city manager.

This past Friday, Howard’s court procedure in Gold Beach was postponed without plea entry due to Curry County District Attorney's need for additional research. A new plea date is scheduled for Decem ber 30.

The Brookings City Council has flown a city manager pro temp posi tion and is interviewing applicants.

The Chetco Activity Center is looking to fill volunteer positions in Reception and the dining room waiting on tables. These are lunchtime positions and training is available. Meals on Wheels is part of our service to seniors who cannot leave their homes. Meals to go are always available from 11 to 1 pm on weekdays. The pandemic had a severe impact on our operations because 9 out of 10 volunteers at our senior center are seniors themselves.

Brookings Tax-Aide seeks volunteers

Brookings Tax-Aide is recruiting volunteer tax preparers for the upcoming AARP Foundation Tax-Aide season. Volunteers do not need to have any experience in tax, accounting or even math to assist. Non-tax preparer greeter and scheduler positions are also available.

Two information sessions are planned. The first will be held on Thursday, December 1 at 1PM.

Alternately, you can attend on Tuesday, December 6 at 10AM. Both sessions are being held at the Chetco Activity Center, 550 Chetco Ln., Brookings (above Subway Restaurant).

Attendees will learn details

and responsibilities of the program, as well as benefits of volunteering. Volunteer training will begin with self-paced internet training modules. The Tax-Aide season runs from Feb. 1 through April 15.

All volunteers pass certification tests to prepare them to provide tax help.

Every single tax return is reviewed by the most experienced tax preparers in the program to ensure correct returns.

New volunteers will be provided additional time and training as well as personal mentors to ensure their comfort in the process. Also, volunteers receive free tax

• Abyssinian: A popular cat breed, abyssinians are elegant and regallooking. While affectionate, they tend not to be lap cats, but are known for their curiosity and playfulness. These cats come in four different ruddy colors.

• American Bobtail: This cat has a short tail and tufted ears and toes. It resembles the wild bobcat. Some say these cats are dog-like in their personalities. They may enjoy greeting family and some can even be leash-trained.

• Bengal: Bengals look like a wild cat with their spotted coats. They are extremely intelligent and require much energy to stimulate them mentally.

• Burmese: Burmese cats like spending time with their families

and bonding with people. They hail from Thailand, although it was rumored the cats were from Burma, and come in American and British variations.

• Devon Rex: With its oversized ears, the Devon Rex can look like a cartoon character. And a character he or she is, preferring to curl up on a warm lap or follow people around the house. The breed also has a hint of mischievousness, so watch out.

• Himalayan: Puffy and beautiful, these cats desire petting and grooming. They were bred by crossing Persian and Siamese cats to produce a striking mix. Himalayans are affectionate, intelligent and extroverted.

• Maine Coon: These cats got their name from the legend that they’re a cross between a cat and a racoon.

This isn’t the case, but Maine Coons are among the largest cat breeds in the world and have fur and tails that resembles a wild racoon’s. Peopleoriented, intelligent and easy-going are some traits associated with this breed.

• Persian: Persians have scrunched faces and silky, owing coats. They tend to be quiet and gentle, and will offer unconditional love to owners. They can take a while to warm up to new people.

• Siamese: These cats look similar to Burmese, and also hail from Thailand. Brown paws and blue eyes give them a striking look. They’re quite talkative and very intelligent.

With scores of cat breeds, people can undoubtedly nd felines that t their lifestyles.
