Brookings council moves to terminate city manager

The Brookings City Council directed their city attorney to initiate the separation of Janell Howard from her position as city manager during a special council meeting on Monday, Oct. 17.

The motion was passed after a series of difficult conversations between council members which involved two separate public workshops and two executive sessions held behind closed doors.

Howard last appeared in court on Aug. 1 on a third-degree theft charge that reportedly originated from a citation with the Brookings Police Department and Fred Meyer loss team. Her case has since been delayed multiple times. While she hasn't been working, she has been continuing to receive tax-payer paid wages for her position of at least $125,000 annually – according to her employment contract.

employment with the city with an agreement with Ferraris Investigations and Consulting company during a special council meeting on Tuesday, Sept. 6.

What made you interested in running for this position?

I have been asked by community members over the years if I would consider running for commissioner here in Curry County. My observation of the Board of Commissioners over the past six years is the lack of diverse representation, and damaging behaviors. I believe I have a more nuanced and "boots on the ground" understanding of the breadth of issues we face in Curry County. I can work with a broad spectrum of ideologies to identify common ground, creating goals to succeed in addressing housing, food and utility insecurity, infrastructure upgrades/repairs and expansion to achieve balanced, responsive growth.

What makes you stand out as a candidate?

I have the capacity to work with cross-sector representation to seek funding opportunities Curry County currently leaves on the table.

What skills and expertise would you bring to this position?

I am a grant writer, project manager, and program developer. I have a background in emergency management, public transportation, planning, and implementation. I am a 2013 graduate of the Ford Family Foundation Leadership Development program. To this day, I use the experiences, tools and skills I gained in this program to work across diverse groups of people & agencies to find common ground.

If elected, what issues would you focus on?

ture repairs and expansion, support for Adapt to develop a robust mental and behavioral health system of care, emergency management and public transportation.

What would you like to change or improve upon?

We have to address our housing crisis. In order to do that we need to ensure infrastructure is adequate for development, permits are issued and development fees are affordable.

I will strengthen the County's relationship with the Coos Curry Housing Authority, and work to encourage a focus on multi-family development.

I will improve upon decorum and civility in the BOC hearing room.

I believe when we mitigate extreme poverty, food, housing and utility insecurity we can have a collective impact resulting in lowered crime rates, increased school attendance and graduation rates. I want to see Curry County become a thriving, health-accountable community for All.

What made you interested in running for this position?

It would be an opportunity for me to serve, protect and be a part of the future of Curry County.

What makes you stand out as a candidate?

I am a proud father, husband and grandfather. Many of you know my wife, Jennifer Alcorn, she is executive director of the South Coast Humane Society. Jennifer also retired as the undefeated Lightweight World Boxing Champion. We were co-owners of the small business Team Jab Fitness.

We moved to Curry County after I completed 34 years at the Fresno, Cali. Police Department where I was a uniform officer, K9 handler, SWAT. I was also on the violent crime suppression unit, a night detective, a sexual assault detective, a robbery felony assault detective, homicide detective, auto theft detective, neighborhood watch investigator of the year and a Metal of Valor recipient.

Today in Curry County, I am currently a Brookings city counselor, chair of the Curry County budget committee, volunteer reserve deputy with the Curry County Sheriff Office, and volunteer sheriff K9 coordinator.

What skills and expertise would you bring to this position?

I have a lifetime of making decisions, hard decisions, that effect a lot of people. I will use those problem-solving skills as I work through the many issues we face here in rural Oregon.

Our city is currently experiencing two important issues. I have experienced the processes necessary to see us through to a smooth transition in personnel matters and infrastructure improvement projects.

I decided to run for Mayor after observing what I consider to be ineffective leadership and inability to take action on the Project Turnkey issue. Issuing a strong letter to the state about “concerns” rather than communicating it will not be accepted by the community. This was the weakest response possible. This issue was already addressed and a Mayor resigned over a similar project; it has no business being forced down our citizen’s throats, by the state or anyone.

Homelessness: We must address the root causes of homelessness. I believe in a hand up not just a hand out. I do not want Curry County to turn into a place like Portland where the homeless situation has been mishandled with their housing first philosophy, in Curry County we need a strategy of compassion with accountability first instead.

I have been a volunteer on Gold Beach Fire for 5 years now, and while it has been a major time commitment, I would like to do more in our community. I have wanted to participate at the City Council level, but have been unable to get my name into the ring for the last two appointments we have experienced. Currently we have three councilors that have been appointed to the council, so I am also striving to give folks the opportunity to choose their representatives directly. Finally, I have participated in our council meetings, but it can be difficult to express solutions in the format of public comment.

Environment and Economy: We need to protect our families and small businesses. I oppose locating hundreds of wind mills off our Curry County shores. We must not let our fishing, tourism, timber, ranching, farming industries and small businesses be sacrificed because of misguided decrees

and several road projects.

If elected, what issues would you focus on? What would you like to change or improve upon?

The biggest challenge facing us today is the Housing Crisis. It’s not new. The City of Brookings commissioned a study in 2017 that reported that our city was at least 450 units short of affordable housing for its residents. That was 5 years ago.

The problem has gotten much worse, and is not being addressed by our current leadership. In fact, one of the things that contributes to our housing shortage is the unbridled conditional use permits being approved for short term vacation units.

There have been nearly 50 approved in the past 2 years, which represents 50 housing units taken off the rental market for our citizens.

At the very least, we need a moratorium on issuing CUPs until we can accurately assess

candidates for mayor that have sufficient experience obtained from sitting on the city council.

If elected, what issues would you focus on? What would you like to change or improve upon?

I am not looking to make changes in the direction of the city on issues of public safety, city infrastructure, financing and administration.

Our city is a fine running machine able to handle the bumps and hiccups that routinely occur. City staff are among the best professionals that can be found. If they

Stopping Project Turnkey: It is a failure before it begins and will attract the same problems that other such projects have had elsewhere. This “project” is a way to provide a safe haven for homeless in a community that has no services for such people and does not want Salem’s or Portland’s problems transferred to Brookings due to “rooms available.” The crime increase alone will destroy our city; the current impact is significant now. A solution to the homeless problem starts with stopping the people inviting a majority of them here, it will stop when a proper plan is implemented that will give a hand up and not handouts. Brookings does not even have sufficient Mental Health services to provide the existing populace, let alone more coming in due to this ill-advised project.

During the first open public meeting on Oct. 17, Mayor Ron Hedenskog made a motion asking his fellow council members to agree to keep Howard on with employment by the city, but under a new “administrative” position that would be responsible for overseeing and applying for grants. This position would be supervised by a new city manager, he said, arguing it would absolve Howard of financial control from city assets but would allow the city to keep her institutional knowledge.

“The compensation would be set at the highest level of payment according to the adopted management comp plan, and all of her accumulated benefits such as sick and vacation pay would roll

Park and Rec improvements: Self Explanatory. Start getting our kids out of the house and into recreational activities sponsored by the city to alleviate already cash-strapped parents. If this means an enclosed pool needs to happen, then I plan to make it happen.

Businesses: How about we start shifting resources to our businesses, many whom are still suffering from the illegal COVID lockdowns? I would like to see at least some of the COVID money received by the city directed to the local businesses that are still struggling. The beautification upgrades on Chetco Avenue are awesome, more can be done.

St. Timothy’s and its neighborhood effects: St. Timothy’s is a nightmare shielded in a supposed tax shelter. It has had an extremely negative affect on its neighbors and surrounding community with its homeless advocacy and clinics, all housed in a residential area and staffed by people who could care less about the effects on its neighbors. To be clear: in a council meeting, the responsible party for ST. Timothy’s clearly stated he would NOT abide by the laws of the city and then filed suit against the city.

The people responsible for it do not even live in Brookings and are still given a voice in council or commission meetings. This will end. Further, a voting audit will be conducted as to the nature of those registered to vote at the church that is not a residence.

“I would agree with your statement that Janell does offer experience that is very desirable with local experience and knowledge of what she has done for the city, so retaining her as an asset would be good, but I would probably put a limited term contract on it or something like that and also some stipulation that it absolves city of any (legal) responsibility,” he said.

Councilmember John McKinney was the first to speak up opposing Howard's employment with the City of Brookings.

“I think this is blatant favoritism,” McKinney said. “The city functioned just fine before Janell got here and it will function just fine after she leaves.”

“To have an employee that has displayed dishonesty and blew up public trust – I am angry that we are all here right now having to make this crap decision. Why? Because of her behavior,” councilor McKinney said.

Councilor McKinney said he promised citizens of Brookings that he would represent them all.

“I am not here to just represent someone I like. So I will in no way shape or form agree with this – at all,” he said.

Councilor Brad Alcorn agreed with McKinney.

“The definition of professionalism is setting personal differences aside to do what is right and I would not feel comfortable making the decision to offer Janell a position to bring her back given the totality of the experience,” he said.

Councilor Michelle Morosky said she was torn between both sides but ultimately said she couldn't support Howard's employment with the city.

“I don't want to lose her experience and knowledge. I think it is valuable to the city. But this report is pretty harsh,” Morosky said, referencing a confidential city document.

“It's hard to take and I am concerned about public trust in the city,” she said.

Mayor Hedenskog's motion to consider Howard's reassignment to a new job position failed to 3-2. McKinney's motion directing the city manager to initiate conversation with Howard regarding termination passed with a 3 to 2 vote in favor. Howard continues to be on paid leave with the City of Brookings.

What made you interested in running for this position?

I have a long history in Brookings. My grandparents owned a successful logging company here for over 40 years. My father owned a successful local accounting firm for the same amount of time. This is my hometown, and I am deeply invested in our community. It’s my love for our city that has driven me to get involved in city government.

What makes you stand out as a candidate?

As I’ve mentioned, Brookings is my hometown. I believe my history and experience in our city gives me a valuable perspective on where we’ve been, past mistakes and successes, and effective solutions for the future.

What skills and expertise would you bring to this position?

As a local real estate agent, my expertise in the housing industry provides the council with a well-informed perspective on addressing our current housing issues. My knowledge in this field allows me to share current trends, issues, and roadblocks to assist the council in creating effective solutions to address our housing needs.

I have also served on the Brookings Planning Commission and currently serve as a City Councilor. This experience has provided me with in-depth knowledge of how our city government works and the ins and outs of the current issues the city faces.

In addition, I have management level experience in the health care industry and have served as a board member, employee, or volunteer for several non-profit agencies.

If elected, what issues would you focus on?

My primary concerns as a city councilor are public safety, housing and infrastructure, and support for local businesses.

We have experienced a recent increase in property crime and drug related

incidents. It’s critical that we support our public safety department and their ability to keep our citizens safe. They are our first responders; the custodians of our public safety and I appreciate the work that they do.

I am also committed to the creation, maintenance, and safety of our public spaces like Azalea Park, Bud Cross Park, and the swimming pool. We need these to be safe spaces where our children and families can gather, celebrate, and enjoy public recreation.

Housing is an issue that is not unique to Brookings. The state of Oregon estimates we have a shortage of 20,000-30,000 homes across the state. In Brookings we struggle to find land available to build new homes.

Our council has been dedicated to providing the infrastructure needed to allow housing growth in the city. This is a huge investment that I believe will be key to securing future housing development in the city.

I have a track record of supporting these issues and will continue to do so if elected.

What would you like to change or improve upon?

We are lacking the behavior health services needed in our community. I would like to see the city council work with other stakeholders serving our area to address this issue.

I also believe we can work more closely with our county and state governments to craft better solutions to the issues that cross those boundaries. Many of the issues we face are not exclusive to our city limits and require that we coordinate our response with the county and, in some cases, other government entities to provide a successful result.

Man dies after being hit by truck

On Sunday, October 9, at about 4 p.m., the Curry County Sheriff’s Office Dispatch received information from the Brookings Police Department regarding a vehicle verses a pedestrian accident in the county on Pacific View Drive in Brookings. The initial information was that a pedestrian was hit by a paint striping truck.

Sheriff’s dispatch advised a sheriff’s deputy who responded. Brookings dispatch advised they had one of their officers on scene and that the victim was transported to Sutter Coast Hospital in Crescent City, Calif.

During the initial investigation, the sheriff’s deputy learned that the truck and crew involved that were doing paint striping on the

roadway were Hicks Striping and Curbing out of Salem, and contracted by the Curry County Road Department. While painting stripes on a section of the roadway, the driver of the truck encountered a man and a woman near the edge of their driveway and when the truck got close, the male resident, 73-year-old Chester Leonhardt stumbled forward and fell in front of the paint striping truck and got ran over.

Later, the Curry County Sheriff’s Office was notified that Leonhardt died of his injuries.

What made you interested in running for this position?

I am a very curious and enthusiastic citizen of Brookings.

My interest in public service has grown over the last six year as I have become more involved and informed about the operations of the city government. The process from citizen to running for city councilor has been driven by my financial curiosity, professional experience, and sincere concern for Brookings.

What makes you stand out as a candidate?

My civic involvement and passion for Brookings, combined with my professional financial experience are my strongest qualifications, for being an involved, informed and effective City Councilor.

I have a Bachelor’s Degree in Accounting, with over 26 years of experience as a financial auditor and analyst.

I am currently a senior project accountant for the Tolowa Dee-ni' Nation. I have extensive experience in financial audits, acquisitions and mergers.

My career has included critical industries such as healthcare, construction, real estate, telecommunications, manufacturing and non-profit.

What skills and expertise would you bring to this position?

I am a “professional money follower” and “certified numbers geek.” Practically speaking my expertise is finding out what works and what needs to be improved through deep analysis of financial reporting. I audited a company that was a potential acquisition.

The financials at first glance looked respectable, however they were only telling part of the story. Most of the cost of the operations was embedded in the parent company and the operation was actually losing money. The owner when presented with my findings was shocked, but agreed with my analysis. His comment to our CEO was that he had no idea he was losing money, he really thought it was profitable.

If elected, what issues would you focus on?

Housing is critical for Brookings future. The continued financial stability and management of the City is also a serious concern.

The city has recently finalized a USDA Wastewater Project loan/grant, total project for $30 million, and almost 90 percent is a loan that Brookings taxpayers will be paying on for the next 40 years.

This is a long-term debt that needs serious financial understanding and oversite by the city council. This comes at a time when the city management is uncertain. Brookings has been the most

financially solid government in Curry County up till now, we need to assure that continues to be true.

If we the City of Brookings do not become more actively involved in encouraging the right kind of development, we will have no affordable homes for our police officers, nurses, teachers, cooks, construction workers and fisherman.

Basically the only people who will be able to afford to live here will be retired people. How are we going to staff our schools, city and businesses? Brookings housing and financial future is at a crossroads.

What would you like to change or improve upon?

Brookings needs a major housing initiative. The city council for the six years I have lived here, has treated housing as an issue for developers, land owners and the free market to work out. Supply and demand work great for most economic activity, however housing is not one of those areas in most resort communities, Brookings included.

As a city councilor I will find the resources to entice developers, encourage accessory dwelling units, and advocate for some sensible restrictions on short term rentals.

When wealthy Californians buy average homes in quiet neighborhoods, 1 to 4 days after it goes on the market, and turn them into vacation “investment” rentals, I have real concerns. Brookings is too wonderful to be sold off to the highest bidder.

Our limited housing is being bought up by wealthy outsiders, who don’t care about our community.

Short term rentals have been discussed by the city council multiple times in the past year, and each time they have choose to do nothing. Popularity of many resort communities is a growing problem.

When the wages in the local economy do not reflect the very high cost of housing caused by outsider investors with big pockets, the workers move out. Brookings we have a problem.

Other similar resort towns have this same issue, and most city governments are addressing it.

One bite at a time, we need to start somewhere. One duplex built, one accessory dwelling unit added, one less vacation rental.

My hope is to be able to be a participant at a discussion level to strive for solutions to community needs.

I believe my four years of staff level experience gives me a strong advantage as a candidate because I have seen behind the curtain.

Additionally, I currently hold certifications for state building inspector, which combined with my staff time spent in the planning field, provides me with a strong base on what the government expects for development.

About a year ago I ended my employment at the city and ventured into full time commitment to my investment property endeavor. This endeavor has resulted in the hopeful completion of an additional four housing units this year combined with a previous three completed working with my family. My hope is to complete some certifications to push these investments to a development business level, and thereby hopefully alleviating one of the overarching issues that has plagued our area, housing. These experiences and knowledge, I believe, makes me an ideal candidate for our current needs as a community, and allows me to connect the dots between community development needs and private developer incentives.

The question of “what issues would you focus on if elected,” is one that constantly comes up. Simply placed, I wish to focus on what issues that if solved would provide the greatest relief to the community. Currently the focus has been on housing.

As above I believe myself an ideal candidate to solve that issue. I wish I could state a

program through the hospital in Victoria, BC. I recruited, trained and supervised volunteer university students and community members who lead groups in supported conversation. I was a speaker at aphasia workshops and trained nurses and hospital staff. I am well trained as a leader and as a supportive member.

I am currently on a committee working on the issues around shelter for the unhoused in Gold Beach. I am also the liaison with the fair board. It seemed a particularly good fit. The Gold Beach city council has been working on meeting the ongoing housing needs of our current and future population. I am concerned about quality of life in Gold Beach, in expanding the arts, in education, health care, healthy affordable housing for seniors as well as working people. Gold Beach relies on tourism.

It is a destination as well – a great place to work and play and raise happy healthy kids, and to age in place.

simple solution to express that, but when a community suffers a major issue it is rare for there to be a single solution to resolve it. That is why I wish to serve on the council, because it is not a sprint to solve many of our problems, but a marathon. That said, I believe there are ways to simplify some of those marathons. The way I hope to do that is to re-establish our relationship with neighboring jurisdictions, especially Curry County. At the end of the day we all want the same thing, for our communities to thrive. I believe by working with others like the Commissioners at the County, we can distribute the labor to meet each other’s needs and ensure we do not waste resources repeating the same tasks.

Finally, my major and overarching goal is to increase citizen involvement and knowledge of events happening in their area. Too many times we find ourselves partway into an activity only for citizens to come in saying they had no idea of the preliminary work being completed. This often results in putting us a step in the wrong direction as we have to reaffirm prior decisions. More so, the council is but five citizens that are able and willing to volunteer their time, which is to say that the spark to drive a solution or positive change in our community is more likely to be derived from the public, and it is the task of the council to nurture that spark and coax it into what it could be.

What made you interested in running for this position?

I grew up in Brookings and am a longtime local resident and business owner. I love Brookings and want to keep this a great place to live, raise a family, retire to and own a home in. I’m concerned about the growing homeless population here, and its impact on our community.

I want to make sure the city council thoroughly supports law enforcement and public safety agencies. The Brookings Police Department must have the funding and resources to retain and recruit quality officers and maintain 24/7 patrols. I am running because at least one of the five members of the city council should be a local small business owner, and have experience in the private sector. Several people in the community have asked me to run, and I am doing so because I want everyday citizens to have a voice in city government.

What makes you stand out as a candidate?

I know the history of our area well. I’ve seen how the community has changed, and grown. I embrace the heritage of our area as a mill town and commercial fishing mecca that has grown to a desirable place to live and retire. I own a fishing charter business and tackle shop, and know the challenges the private sector – builders, retailers, restaurants, service providers – face in dealing with local governments. I come from the school of hard knocks and have experience you can’t get

sitting at a desk or working outside of private industry.

What skills and expertise would you bring to this position?

I am very familiar with local governments, a beat I used to cover when I was a newspaper reporter and editor. I know how to budget and control expenses, and have a background in marketing and event promotions. I’ve served on chamber of commerce boards locally and in other areas I’ve worked.

Over the years, I’ve developed relationships with state legislators and agencies and industry groups, and have been a strong advocate of fishing seasons, public land access on federal forest lands and Travel Oregon tourism promotions for our area. I have unique experience and insight to tourism and the economic contribution it makes to local business, and local governments.

If elected, what issues would you focus on?

As a homeowner, parent and longtime resident, I am not in favor of a large homeless shelter in Brookings, especially at taxpayer expense. Failed state policies have not addressed substance abuse or mental health and have contributed to transients in rural areas. I do not think enabling people who lack the desire to work or be contributing members of society deals with the root of homelessness. I would continue the city’s strong support of the Azalea Festival, summer concert series, and spectacular city parks.

What would you like to change or improve upon?

Residents want an indoor municipal pool, and that’s something I’d like to see explored more. Funding will be difficult, however, but it’s not out of the question.

At the recent League of Women Voters forum in Gold Beach and again in the Voters’ Pamphlet, Brad Alcorn made a very confusing statement: “I will NOT defund the police.” Although there are many crucial issues facing our board of commissioners, this is NOT one of them. Not a single candidate for any office in Curry County has stated that they want to defund the police.

The other candidate for Curry County Board of Commissioners, Beth Barker-Hidalgo, has publicly spoken of her support for funding a robust public safety response in our county. She simply goes one step further in pledging to work for funding that will train and support our officers in dealing with mental and behavioral health related de mands, as well as the general public safety.

It is disappointing to see scare tactics being used by a candidate who claims to want to earn the trust of Curry citizens. But there is a choice. I urge a vote for Beth Barker-Hidalgo for Curry County commissioner.

I have nothing against Dou glass Baker and respect him for volunteering his time as a budget committee member for the past two years, but I must ask, what has changed from the time he was appointed two years ago and quit three days after he was appointed, till now?

There is only one name on the ballot for Treasurer and that name is David Barnes. I hope you join me in voting for David Barnes.

Thank you to Brookings-Harbor Education Foundation for providing the Brookings Harbor Christian School a grant to attend Outdoor School at Wolf Creek Educational Center at the beginning of October. We had an amazing time.

Living in cars

I was struck by the ad that ran in the Pilot about the homeless nurse and decided to research if that could be true. I found this headline from a British paper online - "California's hidden homeless: Teachers, chefs, nurses and other middle class work ers living in cars because of the states crazy property prices." The paper is the Daily Mail, a highly respected publication.

Then, yesterday I stopped to talk with a woman I had seen several times on my walks, who was living in her car. I got an education. She works at a Brookings restaurant. She's not the only one employed, but living in a car.

This trend is now in Brookings because our city and county leaders will not recognize the problem, much less do something. I also remembered that one of our city councilors is a real estate agent, so I realize there is not a lot of incentive to change anything as long as peo ple are raking in the money. More research - a shortage of affordable housing is not unique to Brookings, but other towns are finding solu tions that are working. Brookings just needs to step up to the plate.

Yes, there are different levels of homelessness. And no! We do not want to elect leaders who propose we run them out of town. I would like to think we are more concerned about our town than to let this bad trend continue with bad ideas that obviously are not solving the prob lem. The city is being sued, that should tell you something - it's bad. Something needs to change.

Support for David Barnes

I write this letter of support for David Barnes for Curry County Treasurer. David Barnes stepped forward after the retirement of Deb bie Crumley and offered his exper tise to be the Treasurer. The County Commissioners at the time selected Douglass Baker and after only a few short days, Baker resigned say ing he wasn’t comfortable with the position. Baker said he felt Barnes would be a better fit for the Trea surer position. The Commissioners then unanimously appointed Barnes as the Curry County Treasurer, a position he has held for almost two years now and has done a remark able job at it.

It is no secret that Commissioner Court Boice hates Barnes and is actively trying to get Barnes out of the Treasurers position. When Boice’s grandstanding in the BOC meeting on September 21, 2022, to get Barnes to resign, backfired and failed to gain any support from the other two commissioners, he sought

Our 3rd through 8th grade stu dents had the chance to learn about the Redwoods and go on discovery hikes. They learned about water sheds and their inhabitants. We were able to use the time to bond student relationships with each other and have them work together to accomplish goals. The students all had a great experience and it was because of Brookings-Harbor Education Foundation that made it possible.

I am pleased to be able to en dorse Douglas Baker of Port Orford as a write-in candidate for Curry County treasurer.

Douglas Baker has the key ed ucational and professional back ground in accounting that Curry County needs to professionalize and update our treasurer’s office. Additionally, Douglas Baker has served on the Curry County Budget Committee and developed profes sional working relationships with the county’s department heads and elected officials.

By contrast, the current “appoint ed” treasurer has used this appoint ment as a soapbox from which he spews vitriol and calling for the res ignation or termination of any other employee who disagrees with him. The current treasurer has called for the termination of two county coun sels and the road master and the resignation of three other elected officials. This appointee promised NOT to run for the treasurer’s po sition, saying he was only helping out until the election. Two qualified candidates stepped forward to run for treasurer, but after talking to the appointee determined it would not be worth the vitriol.

Now is an opportunity to put a true professional in the treasurer’s office by writing in Douglas Baker and put an end to two thirds of the vitriol and dysfunction at the county.

A Word, Please: Headquarter as a verb

When I was a young editor, I was taught that “headquarter” isn’t a verb — that the word exists only in the plural and only as a noun. So a company can have its headquarters in New York, but it can’t be head quartered in New York.

I didn’t bother to look it up. Why would I? Right or wrong, my boss had the authority to tell me how to do my job, so I just changed every instance of “headquartered in” to “with headquarters in” without question.

If I had looked it up, I would have probably gone straight to the Associated Press Stylebook, the manual for my editing job at the time, and I would have seen my boss’s instructions affirmed. “Do not use ‘headquarter’ as a verb,” AP instructed at the time.

But if I would have checked a dictionary, I would have discovered a disconnect between AP and the real world. Reference guides at the time, for example Webster’s New World College Dictionary, had long recognized “headquarter” as a verb.

Style guides and dictionaries have different jobs. Unlike dic tionaries that simply report how people are using the language,

style guides tell editors what to do, helping ensure consistency and readability. When readers think a word is wrong or just poor usage, it can get in the way of the message. So style guides sometimes prohibit controversial language.

And the use of “headquarter” as a verb was indeed controversial.

Unlike the noun “headquarters,” which dates back to the mid-1600s in the meaning of the residence, or quarters, of a military command er, the verb “headquarter” didn’t show up in print till 1903. It took another 50 or so years to become common and another 15 or 20 years to capture the attention of the panel of experts at the American Heri tage Dictionary. They didn’t like it, according to Merriam-Webster’s Dictionary of English Usage. The American Heritage panel voted in 1969 to reject the verb in formal English. They continued to reaffirm their distaste for the verb into the 1980s. By 1985, the Harper Dic tionary of Contemporary Usage, as cited in Merriam’s, warned that the verb “can still cause careful users of the language to shudder.”

“While we do not doubt the truth of that observation,” Merriam’s editors write, “we suspect that there are also many careful users of the

language who wonder, as we do, what the shuddering is about.”

Merriam’s argues that the verb “headquarter” meets the most important criteria for any word: It’s easily understood by readers. If you write that a company “is headquar tered in New York City,” everyone will immediately get your meaning.

“‘Headquarter’ is a clear, concise verb that is guilty of no offence oth er than newness,” Merriam’s writes. Today, even the editors of the Associated Press Stylebook agree. I can’t pinpoint the exact year that AP’s style authorities changed their mind about the verb “headquarter,” but I can confirm that, at some point, they changed course. My old 2004 edition of the AP guide says you can’t use “headquarter” or “headquartered” as a verb, but by the time they printed the 2011 edi tion, they had tossed out that rule.

The “headquarters” entry in AP today says only that, if you use it as a noun, it can take a singular or plural verb, depending on which works best in your sentence. So you can say “headquarters are” or “headquarters is,” depending on which best fits your context. And if you want to say a company is “headquartered” someplace, that’s fine too.

I hear that there is a write-in campaign for county treasurer against David Barnes. Mr. Baker was once appointed by the board of commissioners, resigning within a short time is now mounting a write-in campaign for the position.

David Barnes volunteered to fill the position and was appointed shortly after that. We need someone who is competent and honors his commit ments.

I support David because he is brutally honest and doesn’t mind speaking up when the county’s money is being misspent or frittered away.

Our county is in dire financial straights and we need someone like Dave who is fiscally responsible and is willing to stand up to those in power when things are not being done in the best interest of the citi zens of Curry County.

We need an honest bulldog in office, not a rubber stamp.

Post office disaster

Yes, another hole in our ever-de teriorating infrastructure. But this one affects us all in very special ways.

It compromises the very integrity of our mail that we’ve entrusted to the United States Post Office. It violates that sacred trust.

People in Brookings can’t be sure they’re getting their mail any more or that someone else isn’t. It seems there is a total breakdown at our post office, a shortage of critical staff and resources and undoubtedly some serious management issues and when you don’t get your mail, the mail that was addressed to you, all the lame excuses they may dream up pale by comparison to the damage that’s been done by missing or misdirected financial statements or credit card communiques or personal correspondence or God knows what other sensitive infor mation that may have been in your mail, and lost with no explanation.

We hope that they repair what’s wrong with our broken local postal system and we hope it’s soon. Hey, this is the MAIL we’re talking about and the sacred trust we give the United States Post Office to deliver it. Let’s hope they fix this before the problem gets any worse. This is one they can’t blame on Putin.

The overall purposed of the project is to improve juvenile salmonid passage, winter rearing habitat, and native riparian vegetation along the creek by 1) removing four crossing, two of which will be replaced and upgraded, 2) installing an engineered log jam, 400’ of willow baffles, 5 large wood structures, and 5 beaver dam analogs, 3) recontouring the channel to enhance connection to the Smith River, and 4) controlling invasive and enhancing native riparian vegetation and installing cattle exclusion fencing. Special studies prepared for the project address the existing biological and botanical resources in the area.

The pandemic had a severe impact on our operations because 9 out of 10 volunteers at our senior center are seniors themselves.

Also during October, The Manley Art Center will display the Art at the Port award-winning paintings.

OSP seeking help identifying person involved in elk poaching

On October 7, OSP dispatch received a report of an elk carcass found in the area of “Big Bend” Illahe. Troopers arrived on the scene of a 6x5 bull elk that was shot and left to waste.

An investigation determined the elk was killed sometime between October 5 at 5:45 p.m. and October 6 at 8 a.m.

OSP is urging anyone with information about the identity of the person (s) or vehicle in the area of “Big Bend” in Illahe, to call the OSP tip line at 1-800-452-7888, *OSP (*677), or email at TIP@osp. oregon.gov. Please reference case number SP22270502.

Oregon Mayors Association announces plan to address statewide homelessness

An Oregon Mayors Association task force submitted a letter last week to Oregon’s three gubernatorial candidates and the Legislature, outlining its plan to successfully address the current statewide homelessness crisis.

The plan calls for a partnership between the state and Oregon’s 241 incorporated cities to provide comprehensive funding for local homelessness response and prevention programs. This would require direct allocations to each incorporated city in Oregon, totaling $123,575,800 annually. In addition to direct, annual allocations, coordinated capital construction investments for specific shelter and transitional housing projects statewide would also be required.

The task force, consisting of 25 mayors from across the state, was created in May to develop a response to homelessness that would help all communities statewide, regardless of size or location, to address the issue.

North Bend Mayor Jessica Engelke is among the 25 mayors on the task force. The letter submitted reads: We write to you as leaders, partners and voters seeking collaboration and action. Cities are facing a crisis as we respond to the emergency of homelessness across Oregon.

Last week at the League of Oregon Cities conference, Mayors came together from across the state to discuss critical policies and programs that impact Oregonians. The number one issue throughout Oregon – in both rural and urban communities, large

and small – is homelessness. We know this humanitarian crisis is impacting both the individuals directly experiencing homelessness as well as communities at large.

Many jurisdictions have developed new programs, expanded service efforts, built regional partnerships, and are making substantial investments of local general fund and American Rescue Plan Act (ARPA) funds to respond to the unhoused emergency. Yet, this humanitarian crisis exceeds our individual capacity. While active projects, programs, and partnerships are in place in many cities in Oregon, the state has an opportunity to partner with local governments to build upon these efforts to make an immediate and impactful difference.

Cities cannot be left to

solve this statewide crisis by ourselves. No one single approach is effective without a collaborative and coordinated strategy to work together to create the quality of life we all want for everyone who lives in our cities and state. Cities are one part of what must be a statewide approach. We need state leadership to allocate direct funding that is scaled to respond to the gravity of this crisis facing cities statewide.

This past May, the Oregon Mayors Association formed a Taskforce on Homelessness. Twenty-five mayors, representing cities of all sizes from around the state, studied Oregon’s homelessness crisis.

And while the crisis may seem insurmountable, given that the symptoms and solutions look different between

urban and rural communities and vary based on a city’s size, geography and available service providers, local government leaders have developed a solution to Oregon’s crisis of the unhoused.

The solution is that the State of Oregon and its 241 cities must come together in partnership to establish and expand local, community-based responses. Time and time again, local programs, which are community-centered, are the programs that provide immediate shelter, needed services, and secure safety for unhoused Oregonians.

For this crisis to be humanely and timely addressed, the State must partner with cities to fully fund local homelessness response

and prevention programs. Fully funding local programs requires direct allocations to each incorporated city in Oregon, totally $123,575,800 annually. In addition to direct, annual allocations, coordinated capital construction investments for specific shelter and transitional housing projects, statewide, is also required.

Oregon’s mayors are leading the on-the-ground response on homelessness, but we cannot do so alone and need joint leadership from state government to support cities and our county partners. We call on Oregon’s next governor and legislature to fund the services and housing needed to make an impact on Oregon’s homelessness crisis.

Local film premiers at the Orlando Film Festival

The family-friendly feature film, A Small Town Nutcracker Story, has been selected to screen at the Orlando Film Festival this month. Written and choreographed by Wild Rivers Dance owner, Sky-Marie MacDonald, directed by New York cinematographer, Robert Douthat, and produced by Wild Rivers Coast Foundation for Dance, the film has already taken awards for best first time director of a feature (New York Cinematography Awards), along with best cinematography and best feature film (Pure Magic International Film Festival).

Shot in some of the area’s most scenic locations, from Pistol River to Stout Grove in the Redwoods, director of photography, Bryan Wolfinger, and sound engineer, Liam Fox O’Brien, help create a sense of magic with the local cast and the Wild Rivers Dance Company.

Sarai Ell plays the lead, Rosie, a young dancer who has been preparing for her first Nutcracker performance. Jack Sorenson plays her brother, a teen who is disillusioned by the reality of the pandemic.

Their parents, (Chris Ell and Annemarie Berg), are doing the best they can to hold things together. But when the annual Nutcracker performance is cancelled due to COVID, something unexpected occurs, leading the Nutcracker, (Korinne Luis) and Clara (Meriwether McDonald) on a journey where everyone must learn to navigate new territory.

Now in its 17th year showcasing the best in new independent cinema from around the globe, Orlando Film Festival has been named

one of the Top-25 “Coolest Film Festivals in the World" by Moviemaker Magazine. This year, OFF will host an immersive eight-day experience that includes more than 350 films along with industry panels and workshops, all geared to the 300+ indie filmmakers.

With an expected audience of 12,000, the festival will culminate in an award ceremony, with prizes valued at more than $1 million.

A Small Town Nutcracker Story has been supported through grants by the Oregon Cultural Trust, the Curry County Cultural Coalition and Allcare Health. Major donors include Ione Trapp, Amanda McVey, the Ell Family, David Brock Smith and Sarah Racho.

Bella is the sweetest and most joyful pup to be around! She was in foster care in California before being transported up here. The foster house reported she loves to snuggle and is great with people and other dogs. She has a real chill demeanor and is very calm!

Pets are valued members of many families, and their owners typically do everything they can to ensure their furry friends live as comfortably as possible.

Care becomes even more important as pets get older. Just like people, aging pets may eat less and sleep more. They may have reduced stamina and even experience stiffness when

getting up from sleep. Certain pets may experience failing eyesight, hearing loss and/or incontinence.

According to an American Pet Products Association survey, 67 percent of U.S. households have a pet and will have to cope with that pet becoming a senior at some point. Senior animals might need a little extra help as they age, particularly with regard to comfort. These tips can help.

• Visit the vet more often. Senior pets may need to see the vet more frequently than they used to. Pets typically visit the vet every year. Senior pets may require two visits per year. Speak with a veterinarian about how often your aging pet should come in for checkups. Checkups can help identify illnesses earlier and ensure any aches and pains are addressed immediately.

• Invest in comfort devices. Pets may

need items that can accommodate aches and pains or other conditions. For example, aging pets may bene t from a high quality orthopedic pet bed. Pet strollers and raised food bowls also can make aging pets’ lives a little more comfortable.

• Address mobility issues. Aging pets may need help getting around. Non-skid carpet runners in high-traf c areas can help pets walk around securely. Steps or ramps can make it easier to get on or off beds or in and out of vehicles.

• Install doggie doors. Senior pets may need to relieve themselves more frequently. A doggy door can allow for faster access to the outdoors. Similarly, a litter box with a lower opening makes it easier for aging cats to use the litter box.

• Ensure ample protection against the elements. Aging pets may feel the

weather more than younger pets. They may need sweaters and coats or booties to protect their paws from the snow and ice. Cooling or heating mats may improve comfort indoors.

• Purchase animal diapers. Some senior pets may not be able to control themselves. Diapers and absorbent pads can keep them dry and prevent soiling around the house.

• Help the animal lose weight. Pets should maintain a healthy body weight, which can relieve pressure on joints and reduce risk for certain illnesses, including dif culty breathing and skin irritations. Speak with a veterinarian about the right foods and types of exercise for your pet to keep its weight in check.

Aging pets need extra patience and care. Pet owners can improve comfort and accessibility for their senior pets.
