the FCC starting in 2011 and it was completely transitioned by 2013. This deadline is the result of an effort that began almost two decades ago to ensure more efficient use of the spectrum and greater spectrum access for public safety and non-public safety users, according to the FCC. Narrowbanding affected two-way radio communication, diminishing the clarity at which com-

munication could be sent and received. Complete dead spots in some areas were also created as result of the broadband to narrowband change.
