Message from the Director

Hello there, Corvallis!

The Parks and Recreation Department is proud to bring you a wide range of programs and activities to suit a variety of interests and needs. We understand that making friends as an adult can be difficult and social isolation and mental health challenges are prevalent. This Spring is the launch of an initiative called “Hello There Corvallis” to help connect you to new programs and new friends. Flip to page 21 to learn more!

We also have a variety of family and youth programming, including Family Fun Nights at the Corvallis Community Center (C3), Summer Concerts and Movie in the Park, Touch-A-Truck, and Planet Palooza. Start planning your summer by selecting from dozens of specialty day camps and classes that will enrich, enlighten, and inspire your child to think and dream big!

And although the indoor pools at Osborn Aquatic Center remain closed due to corrosion discovered in the natatorium roofing structure, we are gearing up to invite the community back to swim in the outdoor lap and leisure pools this Spring and Summer. The situation at the pool is dynamic and we encourage you to sign up for the periodic email updates and check the websites often for updated program schedules. We appreciate your continued support and patience as we work towards a viable solution for repairing and reopening the facility.

As we watch the crocus and daffodil start to peak through the soils, the Parks and Recreation Department is giddy to welcome you back into the beautiful parks, trails and natural areas that will soon be blossoming with new life, activity, and splendor. Don’t be afraid to try something new this year!

Registration Process

To improve equity around our registration process, we have made some changes.

• There will be two SEPARATE REGISTRATION DATES

Spring & Summer Registration: March 15 at 9am

• Registration will open on a Saturday at multiple locations

• Scholarship recipients can use their scholarships to register online

• Payment Plans are available for Summer Camps

We will offer our opening day of registration on Saturday mornings to accommodate with traditional work schedules. We also know that not all community members can afford to register for all of the summer camps at once, so we are offering monthly payment plans.

In addition, community members that have applied and been approved for scholarship funds will have them automatically added to their account as usual. They can then use those funds to register online for activities. Scholarship funds will be applied first.

General Policy

• Enrollment is subject to space availability.

• Full payment is required at time of registration.

• Many programs have a minimum/maximum enrollment requirement.

• Activities may be cancelled if minimum enrollments are not met, so sign up early.

Payment

• All information and fees are subject to change without notice.

• Make checks payable to the City of Corvallis. We also accept credit cards, cash, and gift cards.

• All returned checks will be assessed a $25 service charge.

Payment Plans (Summer Camps Only)

To increase access to Camp programming this summer payment plan options are available and can be selected at the time of registration online, in person, or over the phone. Payment Plan will allow families to enroll in camp programming and manage payment scheduling to meet their needs.

Our policy requires all customers to have an active credit or debit card on file. If you have any questions regarding the new Payment Plan options please contact our front desk.

Scholarship Program

Corvallis Parks & Recreation strives to reduce fees as a barrier to participation. Benton County residents can apply for a scholarship to pay for recreation programs. Applications are available at all Parks & Recreation facilities or on our website .

If your income is between 0 and 150% of the Federal Poverty Guidelines, you can receive up to the $150 maximum in financial assistance per person, per fiscal year (July 1 through June 30).

In-City Discount

• As Corvallis Parks & Recreation is property tax supported, there is a discounted fee for all participants who reside within the City limits.

• The resident fee is listed first and then the fee for participants living outside the City limits. Ex.-$28($35OutsideCity)

Refund Policy

These procedures are in effect at all Parks & Recreation sites:

• Refunds or requests for credit on account can be submitted in person, by phone or on a completed Refund Request Form (available online).

• Refunds will not be issued for the following: accelerated review permit fees, transfer fees, sound or alcohol permits, or inclement weather if the program occurred and the participant declined to attend.

• Refunds or account credit will not be issued for requests made less than 5 business days prior to the first class meeting or date of a scheduled event.

• Refunds will not be issued for requests made less than 30 business days prior to the date of a scheduled facility rental.

• Refunds will be issued back to the payer.

• A $10 processing fee will be charged for all monetary refunds.

• All refunds or credits on account expire 12 months from date of issuance.

• In the event Corvallis Parks & Recreation needs to cancel or change a reservation or program activity a full refund will be offered.

Transfer Policy

A transfer is defined as “taking a participant’s current registration in a class, activity or shelter reservation and moving it into a different class, activity or reservation." A $5 fee will be assessed for transfers.

No fee will be assessed if Parks & Recreation initiates the transfer. Transfers are not guaranteed and are subject to class and instructor availability, enrollment numbers, etc.

Day camps and programs offered by Parks & Recreation are not designated “Certified Child Care” for tax purposes.

Parks & Recreation programs are available to people of all abilities with reasonable accommodation. Please contact our office at least two weeks before the program begins, by phone or using the online digital form, to work with a Coordinator to discuss your needs.

By enrolling or attending any class or activity offered by Corvallis Parks & Recreation, you consent to have your photograph taken and allow use of these photographs by Corvallis Parks & Recreation.

I understand that any sports/recreation program has an inherent risk of being strenuous, or could result in death or injury to me or my child. I assume all risks as a result of participation in this program. If I cannot be reached in an emergency situation, I hereby give permission to the Corvallis Parks & Recreation Department and their employees to arrange for transportation and/or emergency medical treatment if my child or I are seriously injured while participating in this program. Rental Facilities

Corvallis Parks & Recreation offers a wide variety of spaces for rent at the Corvallis Community Center, Osborn Aquatic Center, The Majestic Theatre and at various parks throughout the city.

Community Garden Plots

The garden season runs from March 1st through the end of the following February. Call (541) 766-6918 or go online to reserve your plot.

• Registration for general public opened March 1

• Raised beds: Priority registration for gardeners with mobility difficulties ends April 30

• Water shut off November–April based on temperatures

• Plant removal by February 28 unless renewing

What’s New?

Avery Park Inclusive Playground

Designed with youth and caregivers of all abilities in mind, the new playground offers accessible play equipment, adaptive swings, synthetic turf safety surfacing, free-standing play elements for spinning and balancing, quiet spaces, musical instruments, a toddler play area, and a sand pit with diggers. A brand new restroom and picnic shelter round out the improvements.

This 1.8 mile hike takes you past two lovely waterfalls, Royal Terrace falls and Majestic Falls. Generally considered an easy hike, but there are stairs to climb, including some steep stone steps to the top of Royal Terrace falls. Carpooling recommended.

Beazell Forest Plunkett Creek Loop

This moderate 2.7 mile hike climbs about 660 feet. Climb a few stairs to go by an old cistern, then follow an old roadbed through second growth Douglas fir forest, finally dropping back down to follow a stream through a lush forest. Carpooling recommended.

Mary’s Peak Meadow Edge Trail

This is a wonderful wildflower hike to escape a hot day in Corvallis. The hike is about 2.2 miles through old growth forest, with a short spur that climbs about 400 feet up to the top of Mary’s Peak.

Do you need help paying your monthly City Services bill? The City of Corvallis is enrolling customers in its assistance program to help community members pay their City Services bills. The program will provide eligible customers with a credit of up to $61.30 to be applied to their monthly City Services bills.

*Eligibility is determined based on household income. Applicants will need to show proof of eligibility through enrollment in either the Supplemental Nutrition Assistance Program (SNAP), Oregon Health Plan (OHP), or direct certification through the Corvallis School District. This is an annual program and must be renewed each year by submitting a new application.

Roof Assessment Timeline

September 2024: During routine maintenance on light fixtures at Osborn Aquatic Center revealed rust and corrosion on the steel beams that support the roof over the natatorium (which is the part of the building that houses the indoor pool, restrooms, and staff work areas).

October 2024: The City of Corvallis closed the Aquatic Center on October 2nd, pending further technical evaluation.

November 2024: Contractors installed shoring support in the indoor natatorium to prepare for inspecting the roofing structure.

Osborn

December 2024: Inspections were completed by structural engineers to collect information regarding the extent of the corrosion and damage of the structure.

January 2025: City staff analyzed preliminary findings from the structural engineer.

February 2025: City staff continue to refine cost estimates for the roof repair. Engineer granted approval to operate outdoor pools and some portions of the indoor space.

March 2025-Future: Osborn Aquatic Center opens with modified hours and limited operations in the outdoor pools. City staff continue to work with Corvallis 509J School District and contractors to develop a plan for next steps.
