MAKING CARE BETTER A new support service is being launched in Cornwall to give greater support to foster carers and the children they look after. The new Specialist Support team is made up of social workers, family supporter workers, youth workers, family therapists and educational psychologists from Cornwall Council’s Together for Families.

The aim of the 10-strong team is to provide an unparalleled support network for carers and those in their care.

Fostering Service Manager, Julie Goodwin, said: “Over the last few months we have undergone a process of change, which has been informed by our feedback from foster carers and internal experience. We have a renewed focus on targeted and early support to foster carers, children and young people, creating more stable and nurturing environments for children in care.

Trauma and abuse experienced by young people in their early lives can lead to challenging behaviours that can place additional stresses on their placement and relationship with carers.

Working closely with wider support teams will allow the Specialist Fostering Support Team to develop a deeper level of understanding of any

potential issues, allowing for earlier intervention.

Referrals to the Specialist Fostering Support Team will come from the council’s existing Fostering Supervisory Teams and where appropriate the Placement Hub, with the most suitable support and intervention being decided upon based on every individual situation.

The wide skills and experience of the new team mean it will have the ability to work across all age ranges and situations to better equip foster carers to therapeutically parent children and young people who have experienced trauma.

In addition, the role of the Specialist Support Team will be to enhance the training and development strategies for existing foster carers by providing regular group work and learning opportunities for them.

The new Specialist Support Team will launch activity dates for children and young people in care at key points throughout the year, as part of their combined role supporting both foster carers and those in their care.

Saltash Bakery, a local independent micro-bakery in Saltash has become the second local business to be awarded the Plastic Free Champion award

by Plastic Free Saltash as part of the Surfers Against Sewage Plastic Free Communities initiative.

Saltash Bakery is run by Luisa George from her kitchen at home in Saltash.

She spends two days a week baking and spends the other days having quality time with her young daughter.

Luisa said “I started baking bread for my family and friends but never thought it could be a business. I was made redundant and thought maybe a few weekend fairs selling bread would help the situation so I did a fair at St Stephens Church and discovered that there was a gap for having good bread in Saltash, especially if it was delivered.”

Luisa doesn’t drive so all of her bread is delivered on foot helping to reduce her carbon footprint.

Other environmentally friendly initiatives that

• asking customers to supply their own reusable bags for transporting the bread • all ingredients are delivered to Luisa’s house without carrier bags or plastic • all waste from ingredients are re-used • eggs, honey and spices are bought from a local supplier to reduce plastic and food miles along with supporting a fellow local business In order to receive the Plastic Free Champion award a business must commit to give up a minimum of 3 single-use plastic items in their business. “ESSAYONS” RUGBY FANS! I stupidly thought that “Essayons” was to do with Essa, the Cornish name for Saltash.

I have now been educated to know it actually means Let us Try – a clever motto for a rugby club!

Saltash Rugby Club have been making tries and enjoying increased success for the past 50 years, thanks to many loyal officers, players and volunteers, and is looking forward to a grand 50th Anniversary this month. Below are some facts to lead you into the celebrations by taking you down memory lane over the last 50 years.

The Club was founded in 1969 following a meeting at the former Wheatsheaf Inn on the waterside. Rugby was enjoying success at the new Comprehensive school and the town was continuing to expand following the construction of the road bridge.

Early games were played on the site of the former Grammar School. For a brief spell the team played on a field acquired at Carkeel before relocating to its current base at Burraton.

Within a few years a Second Xv was playing followed

soon by an Under 18 team as players joined from the school. By this time the original colours of navy blue had given way to the now familiar black, gold and red. And there has been steady growth of a youth section which now caters for all age groups from 7 to 17+. Many have gone on to higher honours while a few have achieved international recognition.

In 1982 a clubhouse was built and later changing rooms, both with the aid of grants. This is now home to the Tamar Trotters running club and a newly formed Rugby League team which plays in the summer.

The club is twinned with a club in central France while the youth teams regularly tour or host visiting clubs.

The senior team aka Ashes currently plays in the Western Counties League. Supporting teams have over the years achieved regular success in local cups and leagues on both sides of the Tamar.

In 2018 the 1st XV won through to a cup final at Twickenham, home of the RFU.....aaaah so near!

The ethos of Elmer’s diversity and inclusivity is one we all embrace and the project has enabled St Luke’s to reach out to support schools when they are tackling the subjects of loss and bereavement. The amount raised during Brunel’s Elmer Day was an amazing £412.81! Thank you so much!”

PEAK INTO CIVIC LIFE

On Thursday June 13 Saltash Town Council held another of its historic ceremonies, when Councillor Gloria Challen signed the book of Oath’s at the Mayor Making Ceremony.

Around 100 especially invited guests witnessed the signing and were invited to a small reception which followed.

The Mayor and Deputy Mayor, (Councillor Peter Samuels) were elected at the Annual meeting of the Town Council in May of this year (as required by the Local Government Act).

The Civic party of The Mayor, Town Clerk (Mr Ray Lane) Chaplain (Prebendary Brian Anderson, RAFAC) and Deputy Mayor were led by the Town Sergeant (Steve Down) and Mace Bearer (Darren Standlick) and warmly applauded into the Saltash Guildhall, by invited guests and visiting dignitaries, so too, were the Councillors.

The Mayor thanked Councillors Jean Dent and Bill Phillips who had previously nominated and seconded

Gloria to be Mayor of Saltash for the ensuing year 2019/2020. They had praised Gloria’s ability and strong track record over many years and said had put her in good stead to take on such a demanding and honourable role as leading citizen of Saltash.

After the presentation of the key to the Town presented to the Mayor, pennies and fruit were tossed from the upper window of the Guildhall, by the Mayor and Deputy Mayor to the many young people who had excitedly gathered in the street below.

The Mayor invested Councillor Brenda Samuels as Deputy Mayor’s consort.

There were presentations to the Mayor’s Cadet, Saltash Lions May Fair Queen and Princesses.

In addition, Mrs Stephanie Yates presented the Mayor with a book from Plougastel, and the Deputy Mayor presented the Mayor with a special gift of Gavel and Sound Block.

The wonderful ceremony ended with a rousing ‘Trelawney’ with the waving of Cornish Flags.

MEMORIES THAT LINGER

A service took place in St Stephen’s at the end of June to mark the end of World War 1 with the signing of the peace treaty of Versailles in 1919, organised by the Great War Commemorative Events Committee.

At the end of the Service, the Civic Party and the congregation gathered at the War Memorial for the laying of the wreath by the Mayor, The Last Post, and Reveille and Prayer.

Over the past 18 months the Committee have organised events and projects to commemorate the 100th Anniversary of the end of the Great War, which have involved hundreds of people, clubs and organisations. Over 25 projects have been completed, with arguably, Saltash leading the way with the largest events programme in Cornwall and possibly in the Country. Highlights include pebble painting acknowledging the 140 men from or associated with Saltash that died in the Great War…….Installation of the Silent Soldier in the Saltash Memorial Peace Garden ……Community creation of 17 poppy carpets with over 60,000 poppies entwined into hessian ……. Installation of memorial plaques and pictorial

boards of Troops leaving Saltash in 1914 to fight on the Western Front ……..WW1 films and WW1 singa-longs ……Hands across the River Tamar and reenactments …..Displays of Perspex Soldiers placed in Church Pews in Churches around Saltash….. Creation of WW1 Anthology of poetry and prose by school children and community members.

The Committee’s work will continue with the installation of another WW1 plaque and pictorial board at Wearde, Saltash, where 5,000 Troops were stationed and trained in preparation for their perilous journey to the Western Front and where dozens of them that survived returned to recuperate. This event will include a re-enactment with a dramatic and musical performance to mark what happened at the Wearde Camp at that time.

Wearde camp is unrecognisable now as the site of Saltash Community School and hundreds of homes.

Although the memories may yet linger.

Marina has lived in Cornwall, first in Luckett and Metherell, then Callington, for thirty years.

“Her father moved his family down here for a better quality of life. They used to holiday in Cornwall, a nice break from working upcountry. I moved here for similar reasons, I just love living here,” says Mark.

Running a thriving family business and building on its success is hard work, and together with his brother Nick, Mark and the staff provide super

Tamar Crossings are improving the picnic and viewing areas adjacent to the Tamar Bridge to make them more accessible and enjoyable for local residents and visitors to use.

The improvements are part of a wider scheme to upgrade the Bridge offices, which includes the opening of the new ‘Bridging the Tamar’ Visitor and Learning Centre. The Centre, which is open daily to the public between 10am - 4pm, free of charge, tells the story of the bridges and celebrates their engineering legacy. The former Tamar Bridge and Torpoint Ferry service has also been renamed Tamar Crossings to reflect the two crossings of the River Tamar.

Tamar Crossings is committed to using local businesses wherever possible and has commissioned Saltash contractors Southwest

Surfacing Specialists Ltd to carry out the works. These include making the pathways around the picnic areas and the memorial safer and more accessible with the use of new anti slip surfacing. Decorative resin bound materials have also been used on and around the main surfaces.

The team, led by managing director Wayne Hambly, have also used specialist materials to recreate the Tamar Crossings logo in the middle of the amphitheatre area.

Here I went on to learn about the other resin products, which are now so popular in this industry. At this point with my groundworks, tarmac and resin knowledge I made the decision to take the plunge, and start my own business laying residential surfaces.”

We made the stage at Glastonbury literally!

by Corlissa Waites Students at Saltash Community School have played their part in protecting our environment by recycling plastic litter as part of a major project across Somerset, Devon & Cornwall.

This saw students save 10 tonnes of plastic litter from ending up in landfill (or in our sea!).

Responding to an initial request from Hilary Frank, representing the community of Saltash, our student ambassadors Ellie Bloodworth, Rebecca Ball, Lucy Cotton and Elli Knight, assisted by Ms Lesley Porch and Ms Sue Best, rose to the challenge of becoming #LitterHeroes.

Most of the plastic went off to be recycled, but some of it was used to produce the building materials that formed the Shangri la Gas Tower stage at the world famous Glastonbury Festival in July. So Saltash students can proudly boast they made the stage at Glastonbury!

Lesley Porch said, “I am very proud of the girls who engaged in this, also our cleaning team who contributed daily with great enthusiasm. Their willingness to contribute to our community was absolutely wonderful.�

The scheme was run by Keep Britain Tidy, Orca Sound Project and Shangri La as part of the #RoadToGlasto2019 project- an initiative whose success is hopefully to be repeated in future years.

STUDENTs celebrate SUCCESS Students have celebrated an incredibly successful year and raised money for charity at a special celebration.

Cornwall College Saltash has held its annual celebration of success for Access to Higher Education students.

The evening, held at the Social Club, Saltash, celebrated the success of the current students in what has been another exceptional year.

Each year Access students choose a charity to raise money for throughout the year. This year the groups choose Children’s Hospice South West after a visit to Little Harbour in December 2018.

Team Lead for Access to Higher Education at Saltash, Kevin Smale, spoke about how proud the college is of its students, adding it was “a wonderful event, bringing together current l e v e l two Progression Diploma and Access to Higher Education learners to share in their successes this year”.

“We are extremely proud of what our students achieve every year. We have exceptional staff and students at Cornwall College Saltash and we are already looking forward to another brilliant year of learning from September,” he added.

TURNING PIPE DREAMS INTO REALITY A local student is celebrating after having her hard work recognised at a recent awards ceremony.

Construction student at Cornwall College Saltash, Gemma Burbridge, enrolled on the Level 2 City and Guilds plumbing diploma in September 2015, which she completed in just under a year. During that summer Gemma gained an adult apprenticeship with Cornwall Housing. Over the next year she completed the Level 2 NVQ in the workplace and on 2017 started the Level 3 plumbing apprenticeship covering advanced plumbing and gas engineering.

Curriculum Lead for Construction, Jamie Rowley, said it has “been great to see Gemma achieve her ambition of retraining and gain a career in the industry which is a traditionally male dominated environment.”

“We welcome everyone on our courses and we are seeing more and more women looking to work in the lucrative construction industry, of which currently only 14% is female. There really are some great opportunities and the time has never been better to change careers”.

This year Gemma won the Jim Beattie Cup for outstanding achievement at the Cornwall College star awards.

community news 12 friends of Thomas Demaine cycled 240 miles from Bristol to Land’s End in his memory, to raise awareness of young cardiac deaths and fundraise for free heart screening for young people in East Cornwall. In 2015 Tom was one of 12 young people that week who lost their lives from a hidden cardiac cause. Only heart screening could have picked up the underlying defect, as 8 out of 10 have no prior symptoms, which allows for appropriate treatment which will save lives.

Many thanks to Scott Mann, who waited 2 hours for the cyclists, but had a good chat with Ann Demaine and Jayne Smith. Scott and fellow MP, Sheryll Murray have signed the Pledge in Parliament to provide a national heart screening programme for young people.

It was the hottest weekend of the year, so the cyclists did brilliantly to keep to the itinerary in good cheer despite big hills and searing heat.

Lanivet provided the most amazing facilities for chilling out and all slept well on the mattresses kindly provided by Julie Ball from Cornwall Scouts.

B&M Bristol Manager Chris Robinson and his staff gave a warm send off with a generous donation of food and presentation of £250 collected by staff.

Tom’s old Manager, Chris Letheridge, of B and M Redruth provided lunch and a collection from the staff before the final and by now hot and demanding last leg.

Lunch was provided by a volunteer Sally Lewis from Chumleigh at the stop at West Monkton.

The sun was still shining when they crossed the finish line together, all team members having supported each other. One minute’s silence was held to remember Tom and Helen Ralph made a short moving speech.

The staff at the Buckerell lodge hotel looked after the team brilliantly overnight in Exeter, giving space and ice to physio Rob Durant to provide free massages to the riders.

On day 2 the weather was just as hot and the Salmon Leap cafe at Buckfastleigh gave the van and support team space by the stream to cook the bacon baps provided by Paul Bray butchers of Tideford.

But the idea of drawing in those who may not think of themselves as ‘artists’ has continued. As part of their exhibitions, visitors have been challenged to look closely at well-known paintings such as Forbes’s The Pier Head and Renoir’s Luncheon of the Boating Party. During the show, visitors copy the shapes and tones of small square sections, which are then reassembled as a kaleidoscopic version of the original.

It all started in 2009 with some 50 Saltash people creating 150 images to mark the 150th year of the Brunel Bridge. A followup the next year celebrated the Waterside. From these community projects, a dozen artists from Saltash and the surrounding area emerged as Ashtorre Artists, working together to enrich each others’ work and staging annual exhibitions at a high level.

The group has also engaged with local schools, running workshops and giving over a wall of their final show to paintings by the pupils. This year, they will be showing the children’s interpretations of New Journey, exploring patterns in nature, especially those associated with journeys and migration. In turn, the young artists and their relations can visit the exhibition to see their own work and to discover exciting and high-quality work being produced in and around Saltash.

When is a gift not a gift… when the Inland Revenue exemptions are exceeded

by Melanie Cotterill A question frequently asked by my clients is ‘ How much can I give my children or grandchildren in my lifetime?’

The answer is whatever you would like, subject to the allowances set by the Inland Revenue.

The Revenue cannot stop you gifting whatever amount you can afford, but they can take the figure into consideration, in the event you die within seven years of the gift when calculating the Inheritance Tax liability on your estate, unless the gift can be shown to be out of your excess income, rather than capital.

The only exception to this are gifts to Registered Charities or Political Parties which pass tax free or gifts within the allowances set below:• £250 to an individual in a tax year that has not benefitted from your annual exemption • £3000 in any one tax year, or up to £6000 if you have any unused allowance from the previous tax year • £5000 per parent to a child as a wedding gift • Any amount gifted to an old, or infirm relative for their maintenance (Figures correct at date of this publication) However, if you are intending to exceed these allowances please be mindful of the following factors:• Gifts in excess of the above allowances, can be seen as Deliberate Deprivation of Assets by the Local Authority, in the event that you are assessed for the payment of your care, if you require Residential or Nursing Care in the future, however long ago the gift was made.

• Lump sum gifts to children or grandchildren to help them on to the property market should be accompanied by a Declaration of Trust. This can ensure that your loved ones retain your generous gift if their relationship were to break down in the future, rather then be taken into consideration in the financial division of assets.

• Gifting your home to your children in your lifetime whilst retaining the right to live in the property is not only seen as Deliberate Deprivation of Assets by the Local Authority but can give rise to Pre-owned asset tax during your lifetime if you do not pay your children a full market rent whilst you remaining living there.

• Once you have given a lump sum away, you cannot be sure that it would be returned to you, if you asked for the funds to be paid back if your needs changed in the future.

• Gifts are not conditional on a loved one looking after you in the future, so if you part with your money prior to needing help in your twilight years, you cannot assume the recipient will support you later in life.

Much has been seen in the media recently about an intended high rise in the cost of obtaining a Grant of Probate after your death. Whilst this legislation has not yet been implemented, were the changes to be made, it would be worth considering a substantial lifetime gift prior to your death, if your life expectancy was short due to a terminal illness, as this could substantially reduce the Court fee charged on your Probate application.

Taking practical legal advice prior to making any lifetime gifts is always essential to protect yourself and your family.
