Indigenous communities are increasingly taking on their rightful roles as powerful social and economic actors in Canada. This understanding is what created the foundation of our company and still drives us every day. A few years ago we set out to build a leading First Nations advisory firm. We saw an opportunity to provide better solutions for Indigenous clients, and since then have been building a team that is completely dedicated to delivering these results. Today we have a staff of 25 and offices in Vancouver to Toronto. The Castlemain Group is dedicated to providing the very best advice and services to Indigenous communities, organizations and programs. And we could not be more excited at the prospect of working with you to advance your community’s vision. We hope this book will help illustrate some of what we do and how we do it, and we look forward to getting to know you. Sincerely,

Stefan & Rob

Strategic Policy We are committed to working alongside Indigenous peoples, governments and organizations to support thriving Indigenous communities in Canada. Our collective experience well equips us to lead or support strategic policy initiatives on issues impacting Indigenous communities.

SERVICE OFFERINGS

Core Governance & Unity Building Together with our clients, we build unity and support or develop robust governance policies that are legitimized by engaged citizens, incorporate appropriate Indigenous legal traditions, and reflect the community’s priorities and vision.

Economic Development

& Governance Increasingly, Indigenous communities are interested in exercising jurisdiction and governance over lands. We work with communities to establish contemporary land and economic governance systems that reflect a community’s priorities and vision.

Negotiation Negotiated partnerships are important tools to maximize opportunities and support a community’s overall vision and priorities. We provide expert leadership in negotiation of a range of partnership agreements, including joint ventures and impact benefit agreements.

Governance & Policy

Land Planning & Development Creating a land plan that both reflects a community’s vision and can also be implemented in a cost-effective way is a combination of art and science, and we are specialists in making this happen.

Highest & Best Use Land is often the key benefit arising to a community as the result of a successful negotiation. We ensure that the land acquired meets a community’s goals and that there are no unpleasant surprises.

Land Planning & Development

Infrastructure & P3 Creating a sustainable economic development strategy that is anchored in a community's goals and financial capabilities will lead to economic diversification, market participation and a realistic approach to own source revenue development.

Project Management Most Band offices are busy places with staff having little time to manage new projects. We serve as an owner’s representative, responsible for a project’s timelines and budgets being met, while ensuring that communication channels remain open.

RESPECT To serve in a respectful, thoughtful, transparent and ethical manner.

Castlemain was first brought in to conduct a feasibility study on whether a commercial building would be financially viable on a small site on Snuneymuxw IR#1. We discovered that a building was physically feasible, but there was commercial uncertainty. In the process of assessing the Nation’s comfort with this uncertainty, a discussion emerged regarding a community building. This discussion turned into an excited visioning session where the combination of a gymnasium, community store, meeting rooms and more came to life. Our role was to deliver on these dreams. By having a full and clear understanding of the many roles required to bring a project to completion, Castlemain served as the owner’s representatives in managing the process (and more than 20 consultants and contractors) on behalf of the Nation, from concept to completion: all on-time and under-budget.

Major energy development in Northern BC is creating opportunities for highly-skilled workers to access well-paid, long term careers. Eager to take advantage of these employment opportunities, a First Nations community hired our policy team to put together an employment and training plan. We successfully accessed funding for data collection and engagement activities to gather evidence and support from key groups. The data-driven strategy we prepared is now being implemented by the community for the long-term benefit of members.

Every 20 years the Splatsin First Nation has an opportunity to renegotiate the fee paid to them by BC Hydro as compensation for a major transmission line located on their territory. This process involves hiring an appraiser and negotiating fair values for the 32 parcels of land in question. Further complicating this process is the fact that the 32 parcels of land are owned by the Band as well as more than 35 individual CP Holders, all of whom need to be informed and consulted as the process progresses. Despite these challenges, over the course of the negotiation Castlemain was able to achieve a direct increase in value of more than 59% for Splatsin and the CP Holders. This increase re ected over 0,000 in additional value to the Nation and its members.

Participating Tahltan members

VOTED 82% IN FAVOUR of ratifying the Impact & Benefit Agreement.

Tahltan leadership and citizens understood that the NTL had the potential to change their lives, bringing industrial grade power to one of British Columbia’s most pristine untouched areas. t the same time, very few Impact Benefit greements (IB s) had been negotiated on transmission lines and the market was not very well understood. With a number of First Nations and stakeholders involved, reaching an agreement would require the expertise of a wide variety of skilled professionals and close work with the Tahltan community to ensure that any agreement fully met the Tahltan peoples’ interests.
