Tributes La Royce Brogdon

November 7, 1937 - September 18, 2011

La Royce Brogdon entered this world Nov. 7, 1937 in Matador, Texas. She was taken into God’s healing arms Sept. 18, 2011.

She is survived by her husband of 58 years, Cecil Brogdon; three children, Debbie (Troy) Sanders of Tucson, Lisa ( Jeff) Childrey of North Carolina and Troy (Amy) Brogdon of Oracle; seven grandchildren, Matthew Sanders , Jeremy (Barbara) Sanders, Stephanie Sanders, Jennifer (Michael) Nichols, Christopher Bruno, Mario Brogdon and Ashley

Brogdon; and six greatgrandchildren, Kaitlyn, Nathan, Lilly, Hunter, Haley and Christella.

She came to San Manuel with Cecil in 1955 where she raised her children.

Loving music, she played the piano for local churches.

She was a clerk in the Justice Court for 14 years.

Mrs. Brogden had a sense of humor and always had a smile on her face. She loved spoiling the grandchildren and great-grandchildren, making cookies with them and taking them to church.

She also loved planning

parties with friends, and family get togethers.

She was a beloved wife, mother, grandmother, greatgrandmother and friend.

Services and celebration of her life were held at the Community Presbyterian Church Saturday, Sept. 22, at 2 p.m.

John F. Cubbage John F. Cubbage, age 81, of Mammoth, passed away on September 22, 2011.

He was a teacher at Central Arizona College and a computer engineer at General Electric.

He is survived by his wife, Caralee, his four children and their spouses, and five grandchildren.

Service to God through his churches and the Lay Witness Mission family was an important part of his life. He was a member of Community Presbyterian Church of

San Manuel.

Music was a joy in his life. He sang with the Phoenicians, played his harmonicas in several church groups, and liked to sing tenor.

He donated platelets through the American Red Cross.

Services were held at San Manuel on Sept. 24.

Donations may be made to Community Presbyterian Church and/or American Red Cross. Arrangements were entrusted to Desert Sunset Catalina.

awards. I would like to thank them for their actions and courage, sometimes against overwhelming odds, both in the field and back in our poor court system.

One of my problems with this ceremony is the County’s Honor Guard. Where is the money coming from, for this? Wouldn’t those officers be better out on the road, doing their job? We have many military units in this part of the State that have fine Honor Guard units. The County Sheriff’s Office is not a military organization, nor is any other police or fire department.

My main concern is the use of the Purple Heart as an award. In 1997, Congress passed legislation prohibiting future awards of the Purple Heart to civilians. I do not want to take anything away from these officers and what they did but I do feel this is another case of valor stolen from the military; just change the name Purple Heart to something else.

Per United States Army Regulation 600-8-22, the Purple Heart is awarded in the name of the President of the United States to any member of the Armed Forces of the United States who, while serving under See Letter, Page 3

Guest Editorial Correcting the PCCEG ‘Town Hall’ on the Oracle Schools bond issue

By Boyd Bosma The Pinal County Citizens for Excellence in Government held a “town meeting” at the Golder Ranch Fire Department Training Center on Monday, Aug. 29. The room was actually scheduled for the monthly meeting of the Eagle Crest homeowners group. This was announced as the first of four such meetings to be sponsored

by PCCEG. The purpose of this paper is to provide a response to some of the more egregious statements by two of the PCCEG leaders.

MacKenzie, the PCCEG chairman, and by Ted Kennedy, a long-time conservative who runs a blog dedicated to the removal of Barack Obama as President in 2012, followed by my response.

Ted Kennedy: “We wanted to help, because we thought we could make contributions.”

Response: “Lie! PCCEG members learned about the bond issue in late May when Bob Skiba, another long-time conservative from Oracle, read in the San Manuel Miner that the Oracle school board, after a nine-month study process and input from a citizens’ committee chaired by a SaddleBrooke Republican and recommendations from two consultant groups, was considering recommending a bond issue, which they did nearly two months later by a 4-0 vote.

The PCCEG group responded immediately, improperly using HOA#1 and HOA#2 communications to stir up resistance to the bond issue in SaddleBrooke and sending around 15 residents

to each school board meeting over the next few months.

They had several meetings and at least three tours of the district in addition.

Public comments by PCCEG were positive and promised cooperation. At the same time, their private communications on their own website and that of the SaddleBrooke Republican Club were derisive and insulting, and bragged of their “success” in blocking new taxes on SaddleBrooke residents.

MacKenzie publicly complimented the administrators, but privately called them incompetent and referred to Mountain Vista’s outstanding principal as a jerk.Their goal from the beginning was to block the bond issue.

Ted Kennedy: “We saw repairs were needed.”

Response: “Misleading!”

The point that repairs are needed is granted, but they have done nothing to give the district the capacity to make needed repairs on its outdated buildings. Instead, they have consistently tried to prevent the district for

Ted Kennedy: “We wanted more time to plan, to look at, to see if there’s a better way. We didn’t get a chance to do that.”

Response: “Lie!” The PCCEG strategy was to

delay any action, and ultimately to kill the proposal. One proposal was for the Board to delay a decision until next January.

Another was to merge with the Mammoth-San Manuel district, which has had to

Mammoth to have recall, general election in March

By Jennifer R. Carnes It’s possible that the Mammoth Town Council will be completely different come March.

At the shortened September Mammoth Town Council meeting,

Town Clerk Rachelle Sanchez called for a recall election against Councilman Bart Goff and Councilman Robert Koch. The election is set for March 13, 2012.

voters will be asked to fill four council seats in the general election.

Seats open are those currently held by Mayor Craig Williams, ViceMayor Frances Wickham, Councilman Al Barcelo and Councilman Bart Goff.

Recall organizers, the Mammoth Committee for

the People, filed recall petitions on July 21, just days before the deadline to file.

Citing Arizona Revised Statute 9-240, the Committee said that Councilmen Goff and Koch has “not (taken) seriously the responsibility of being a town council member.”

They have “made decisions that do not represent what is best for the entire town, but only a select few.”

Additionally, the Committee said, “Councilman Koch has on at least one occasion violated Arizona Revised Statute 38-503.”

ARS 9-240 outlines the general powers of the town council. ARS 38503 addresses conflicts of interest regarding public officials.

Both Koch and Goff have categorically denied the allegations.

“I would like to make clear that my alleged violation of ARS 9-240 General Powers of Common Council is a false statement against me,” wrote Goff in his defensive statement. “I have dutifully served on this council for more than 10 years, and I have never done anything more than serve this community and its best interest. I believe that I have served the citizens of this community with good decision making and voting on issues and projects that are fiscally sound.”

He continued, “As a lifelong resident of this community, I am here to serve this community as a councilman with no agenda but what is in the best interest of our town.”

Koch said the allegations against him are false.

“Firstly,” he wrote in his defensive statement, “I have no family or personal benefit in connection with the Town of Mammoth, or with my duties as a councilman that would violate ARS 38-503 Conflict of Interest.

I have supported the town’s welfare through giving and purchasing during a building program and I am committed to community action, education and preservation by substitute

teaching and volunteering, as well as performing my councilman duties with honesty, integrity and fairness.”

He continued, “Secondly, the charge of my misuse of entrusted powers as a councilman stated in ARS 9-240 General Powers of Common Council are absolutely false. In my time on the council, I have helped with the long awaited changes, for the future of Mammoth businesses and its citizens through support of sound fiscal, procedural and economic growth, that were often held back by council members who were not forward thinking.”

Mammoth Town Clerk Rachelle Sanchez explained that the election was called for March 13, 2012, and not November 8, 2011, because of when the petitions were submitted to her office.

Pinal County Elections Director Steve Kizer confirmed that the latest date for petitions to be submitted that would have guaranteed a November election would have been May 10.

Mammoth residents wishing to run in the Recall Election against Koch and Goff can pick up a nomination packet at the Mammoth Town Hall.

Completed forms must be submitted between December 14, 2011 and January 13, 2012.

The recall election will have a fiscal impact on the Town of Mammoth’s budget, although it will be minimized somewhat with the addition of the general election. Two ballots will need to be printed, Sanchez said. Budgeted for the two elections is $16,000: $10,000 for the recall election and $6,000 for the general election.

OFD receives $24K grant to create community fuel break

By John Hernandez The Oracle Fire Department (OFD) has been busy improving the safety of Oracle from fire damage by creating a “community fuel break” in one of the most hazardous spots in the area.

A $24,000 grant allowed them to create a mile long leg, 132-foot wide fuel break that extends

from Mount Lemmon Road heading north past the Waste Management transfer station. The area borders Oracle State Park and homes along Blazing Star Road. It is part of an 18-mile long community fuel break that is being worked on.

posed a severe fire hazard.

“It was so thick, you couldn’t walk through it,” said Larry Southard, OFD Battalion Chief and Fire Prevention Officer.

The Oracle Fire Department, working with the Arizona State Forestry Division and their Wildland Fire Crew from the Arizona Department of Corrections, were able to clear the vegetation and build the fuel break.

“The purpose of a fuel break isn’t to stop the fire, but to change the type of fire behavior making it more manageable,” said Southard. “It makes it easier for fire suppression; it puts the brakes on the fire.”

About six homes in the immediate area are directly impacted by the fuel break and many houses west of these homes are being indirectly protected.

The Oracle State Park forest area is also protected from the structures should they catch fire.

Assistant Fire Management Officer Karl Sieglaff and Larz Garcia, Grants Specialist for the Arizona State Forestry Division, were in Oracle on Monday, Sept. 13, to

inspect the fuel break.

They were pleased with the work that had been done and felt that the objectives

of protecting structures were met.

Larz also spoke about the impact of fuel break on the

natural habitat of the area.

Dudleyville dairy one of two in Arizona

By John Hernandez John and Crystal Foote live on a farm with 36 goats. Each goat has a name and the Footes know them all by sight.

The goats are an eclectic mix of Alpines and Nubians. There are 32 females and 4 males.

The Footes also have two horses, one mustang and five working dogs.

Twenty of the goats have

to be milked twice a day.

This keeps them busy throughout the day. They also make natural raw milk goat cheese at Foote’s Hold Dairy. They are one of two dairies in the state certified to make raw milk goat cheese.

John starts milking the goats early in the morning and again in the evening.

Crystal then starts turning the milk into cheese.

“The milk is 107 degrees and I lower the temperature to 86 degrees,” Crystal explained. “At that point I add the culture and let it set for an hour. I drain the whey, add spices and sea salt and then hang it in cheesecloth anywhere from 6 to 24 hours. The whey goes to the Double Check Ranch where it is fed to the pigs. It makes their meat sweeter. The cheese is pressed and then placed in the refrigerator for two to six months. After it is aged we seal it in natural bees wax and it is ready for market.”

Miners keep Vandals at bay 27-6; move on to a 5 – 0 record

By Frank Smith The San Manuel Miners varsity high school football team kept the visiting Miami Vandals at bay by defeating them by the score of 27 – 6.

With the homecoming win, the Miners move on to a 5 – 0 record - a record not seen in recent Miner memory thus far in the season. San Manuel sits at an AIA State Power Ranking of # 7 in Division V and at number # 3 in Section III. In the first quarter, the Vandals took their opening drive in for a touchdown after marching down field 38 yards in eight plays - capping off the drive with a 26 yard run into the end zone. The two point conversion failed for a score of 6 – 0 with 8:06 on the clock. The Vandals drove 64 yards in nine plays taking 3:06 on the drive.

The Miners were forced to punt on their opening possession in six plays, giving the ball back to Miami at their own 16 yard line, after a nice kick by Miner punter Josue Alvarez.

Miami traded punts with the Miners as the San Manuel defense held the Vandals to a three and out as the Miners lined up at their own 33 yard line after the Miami punt, only to punt the ball away again after yet another three and out.

The Vandals lined up at their own 24 yard line, moving the ball up the 50 yard line in four plays. On first and 10 to go, Miner linebacker Jesus Torres came across the line of scrimmage-meeting the running back in the back field, knocking the ball loose and recovered the ball for the Miners at the 49 yard line.

Now in the second quarter, it began to be a game of field position when the Miners were forced to punt the ball away in six plays.

The punt would pin the Vandals deep in their own territory at the 15 yard line.

On the second play of the drive, the Miners defense came up strong again forcing another fumble where the Miners would recover the ball at the Miami 18 yard line.

The Miners were looking to capitalize on the miscue as they lined up at the Vandals 15 yard line. The first play of the drive went to running back Daniel Perez for a gain of five yards. Then running back Vincent Valdez ran the ball down to the three yard line picking up 10 yards on the play - plus a personal foul penalty, moving the ball up the one yard line on a half the distance to the goal line spotting of the ball.

Quarterback Marcos Sierra would call his own number on the third play of the drive, taking the ball in for the one yard touchdown run. Sierra also converted on the two point conversion play to take the lead at 8 – 6 with 5:25 showing on the clock in the second quarter. The Miners drove 18 yards in three plays taking 1:09 on the drive.

Both teams traded punts on the next two possessions to end the half with the score San Manuel 8 – Miami 6.

In third quarter, San Manuel wasted no time as they would take their second half opening drive in for a score. The Miners’ offense lined up at their own 35 yard line. On the first play of the drive Sierra handed the ball off to Valdez who hit the left side of the line and sprinted 65 yards downfield for the touchdown.

The two point conversion failed for the score of 14 – 6 with 11:40 on the clock. The Miners drove 65 yards in one play taking :12 on the drive.

The Miners started out at their 31 yard line and were forced to punt after five plays – the Vandals returned the favor after lining up at their own nine yard punting the ball away after three plays, the Miami punt was short giving the Miners good field position at the Vandals 38 yard line.

San Manuel’s offense went to work. Perez carried the ball down to the 19 yard line picking up 19 yards on the run plus a face masking penalty moved the ball up to the Miami 14 yard line. On the second play of the drive, running back Jared Gonzalez took the ball and hit pay dirt 14 yards later, scoring the touch down with 8:58 remaining on the clock in the fourth quarter. The point after touchdown kick by Jose Damian was good for a 21 – 6 lead. The Miners drove 38 yards in two plays taking :17 on the drive.

The Miners’ defense continued to put pressure on the Miami quarterback with defensive end Anthony Garcia forcing a pass that went incomplete and Perez this time from his line backing spot nearly picked off another pass forcing the punt on fourth and long.

The Miners lined up at their own 32 yard line. Valdez got the first call picking up 25 yards to the Miami 43 yard line. Valdez got the call again picking up 15 yards to the Miami 28 yard line. This would set up one of the most spectacular runs of the night, Gonzalez took the hand off heading to the right side of the field – seeing the Vandals defense closing in near the sideline – Gonzalez cut back across to the left side of the field heading toward the other sideline picking up key blocks

Key plays by defensive end John Croci and safety Adami kept the Vandals from scoring. Croci came across the line hitting the quarterback knocking the ball loose for a four yard loss and Adami forced a fumble on the next play - after the ball was caught down field and recovered the ball for the Miners to secure the 27 – 6 win.

The Miner offense totaled 326 yards all on the ground.

Vinnie Valdez had 114 yards with one touchdown on seven carries; Daniel Perez had 60 yards on nine rushes; Jared Gonzalez had 50 yards with two touchdowns on five rushes; Marcos Sierra had 25 yards with one touchdown on six rushes; and John Ruiz had seven yards on three rushes.

Defensively, Phil Adami was the Defensive Player of the week with 13 tackles, one caused fumble and one recovered fumble. Daniel Perez had 10 tackles and one interception; Fernando Torres had 11 tackles and one quarterback sack; Marcos Sierra had six tackles, one caused fumble and one recovered fumble; and Vinnie Valdez had seven tackles, one caused fumble and two recovered fumbles.

Coach Steve Elmore said, “It was a good game overall.

We started out slow, but came together as a team at halftime and took it to Miami in the second half. The defense played extremely well after the first quarter and shut Miami’s run game down.”

Mammoth church to celebrate anniversary Saturday

By Mildred E. Bailey Once again, First Southern Baptist Church in Mammoth is celebrating the anniversary of its founding on Sept. 30, 1956. The mission was sponsored by the North Tucson Baptist Church, which also provided the first pastor, Arthur Rodgers, who remained as pastor for some six years, helping the church to grow. He resigned

to pastor a church in Dudleyville.

Some 10 years later, the church was still housed in its original mission building which measured 10 x 30 feet. the building had fallen into disrepair until John O. Casement was called as pastor. He encouraged the members to make some repairs, do some painting and bring the payments up to date.

In ensuing years, a new structure was built during the pastorate of Dale Keith who vowed to hold Easter services there, even though it had no roof or pews.

A fellowship hall was added on the west side of the sanctuary when Bill Wells was pastor and the hall was named to honor his dedication to the project. The addition was dedicated in 1987

and the fellowship hall was added in the late 1990s.

The latest addition to the church plant is an older home adjacent to the existing complex which is being renovated for use as a parsonage. It was acquired in 2010.

This 55th anniversary celebration will be enhanced by the performance of the Noisemakers Band, directed by Drew

Mansager. Gospel singers will perform and there will be face painting, hand printing, bubble fun, as well as games. Memories will be shared. Free coloring books will be given to the first 25 children ages 6-12. Hot dogs and hamburgers with side dishes will be served.

Door prizes will be awarded by drawing. A George Foreman grill will be raffled with

tickets selling for $1 each or six for $5. Pastor Ray Lott of the Oracle First Baptist Church will be the guest speaker.

The public is cordially invited to attend the event which begins at 10 a.m. on Saturday, Oct. 1, with music by the Noisemakers.

Memorabilia will be on display and the traditional guest book available for signatures.

They also suggested renting an empty junior high building in San Manuel for a dollar a year; an idea that San Manuel rejected.

Ted Kennedy: “There will be no attempt to say vote this way or vote that way.

That is up to you voters.”

Response: “Untrue.” The entire purpose of PCCEG since learning of the pending decision has been to sway voters against the bond issue, consistent with

Fred MacKenzie: “Kissick and Blauser….have been gentlemen to us.”

MacKenzie was bragging about blocking the bond issue from day one of their involvement. He called the principal a jerk on the Internet even while praising him at Board meetings. He has repeatedly called the administration incompetent.

Fred MacKenzie has been no gentleman to Kissick and Blauser.

Fred MacKenzie: “We are nonpartisan.”

Response: “Misleading.”They are nonpartisan only in the sense that the Tea Party is nonpartisan. PCCEG is a spinoff of the SaddleBrooke Republican Club, which publishes their messages without reservation.

MacKenzie himself is an atlarge board member of the SRC and vice-chair of the Pinal County Republican Party. He speaks to and meets with the Tea Party regularly.

Fred MacKenzie: “Focus on improving education, and maybe leave the recreational activities….for times when we have more money in our community.”

Response: “Misleading.”

MacKenzie knows well that bond money can

only be used for capital improvements. It would be nice to focus on improving education, but budget cuts by the Republican state legislature have virtually crippled school districts across the state.

Last year a quarter of the teachers left after three years without a pay raise and were not replaced, and class size in the elementary school increased from 19 to about 30.The district is not permitted to ask for more funds for instruction, and its only recourse is to ask for funds for improvement of physical facilities, reducing some of the pressure on the M & O budget.

MacKenzie says the state average is $7609, but that cite was for the 2007-08 school year. Even that figure is questionable, because the National Center for Education Statistics reported that the average per-student expenditure in public schools was $8,310 in the 2003-04 school year.

In Oracle, the real instructional cost per student, when fixed

expenses and transportation (remember high gasoline prices) are removed, is about $6200, far below actual state and federal averages.

The current national average cost per student is $10,239. In 2004, Bob Skiba of Oracle divided the number of K-8 students at Mountain Vista to get an average cost almost as high as the current figure he has been using. When corrected, he quit claiming the high cost, but came back with the same mistake this year.

Repeating the same error makes it a lie, not just a mistake and raises a serious

Vince Leach was even worse. He used the wrong figures at both ends to come up with a figure of nearly $14,000 per student, still ignoring the need to include high school student costs.

San Manuel Building Maintenance Coordinator – Full Time The Building Maintenance Coordinator works in cooperation with all departments to coordinate the safety and maintenance and equipment needs of facilities in which clinic services are provided.

The Building Maintenance Coordinator contributes to efficiency by maintaining cleanliness and appearance of the clinic and maintaining and distributing supplies as requested.

• Tickets are on sale now for the San Manuel-Oracle Lions 49th annual Quail Hunters’ Breakfast set for Sept. 30 through Oct. 2. • Wednesdays, ARCHERY CLASSES Desert Fox Archery youth meet every Wednesday afternoon at the archery range next to the airport. This drugfree program is for all youth ages seven to 17.
