Marvin Allen Burnam Jr. February 20, 1932 - July 3, 2013

Allen Burnam, beloved husband, father, grandfather, great grandfather, and friend, passed on peacefully at his home in Riverside, AZ,

age by his grandparents, Myrtle and Denzil Crew Burnam, in Hayden, AZ. He married his high school sweetheart, Deloris Idler Burnam, and raised five children at their ranch at Old Fort Grant at the confluence of the Gila and Aravaipa rivers. With help from friends and relatives, they built a log cabin at Hawley Lake in the White Mountains, where many fun-filled summers were spent.

Allen worked at ASARCO from the age of 20 until his early retirement at age 55.

Through this job, he met, fell in love with, and married his wife and soul-mate, Patricia Wixom

Allen’s love for the outdoors and nature fueled his passion for many hobbies: ranching, gardening, hunting, and exploring. Reflecting his respect and interest in ancient American Indian

culture, Allen created stunning art: replicas of Native clothing, drums, gourd masks, ornaments.

Elvira ‘Vera’ Jones July 27, 1934 - July 1 2013

Elvira Jones “Vera” was born July 27, 1934 in Magdalena, New Mexico.

She moved to Kearny, Arizona in 1996. She passed away in peace on July 1, 2013 at the age of 78.

She was preceded in death by her husband Leonard I. Jones and her

daughter Carlotta Chavez.

She is survived by her son, Ignacio Chavez Jr.; daughters, Rosemary Halvorson (Dennis) and Louisa Chavez; grandchildren, James Chavez, Tima Martinez (Antonio), Mike Maldonado (Casey), Stanley Russell (Shanel),

Erica Ratliff (Matt), David Maldonado, Stacey Babb (Tyrell) and Bradley Halvorson (Jennifer); and 19 great-grandchildren.

She loved her job working in the Rod Plant in Miami, AZ as a forklift operator. She was nicknamed Dynamite!

She loved crocheting,

HWUSD public hearing scheduled on tax increase

The Hayden-Winkelman School District will be having a public hearing at 5:30 p.m., on July 10, 2013 at the HWUSD Board Room at 824 Thorne Avenue to discuss the District’s

need to levy an additional $118,000. The increase is above the qualify tax rate and requires Governing Board approval. This additional funding will increase the primary tax rate on a

$100,000 home from $578 to $630.02 or $52.02 per year. The Governing Board welcomes all members of Hayden-Winkelman to this hearing and Governing Board Meeting.

Hayden Police Report According to state law, there are two methods by which police may arrest suspected offenders.

The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven

guilty in a court of law.

Only criminal citations are listed. All damages are estimates. Items for this report are submitted by the Hayden Police Department and reflect information available at the time of the report.

HPD responded to ASARCO for a civil matter.

A tree was reported down in the area of Utah and Fourth, Hayden. Hayden and Winkelman fire departments responded and removed the tree from the roadway.

Information on a possible burglary in the Indian Hills area of Dudleyville was turned over to Pinal County Sheriff’s Office.

Estevan Garcia, 29, Winkelman, was arrested and charged with driving on a suspended license.

He was transported and booked into the Gila County Jail in Globe.

July 2 Several stolen rocks of miscellaneous ore were located by Hayden Police.

ASARCO was contacted.

HPD responded to Winkelman Town Hall for a civil matter.

Winkelman Animal Control was requested to retrieve a dead dog in the 200 block of Randall.

HPD assisted a town employee at the Hayden Public Library.

July 3 Theft was reported in the area of Winkelman Flats.

HPD assisted a resident by serving an order of protection.

Forums answer many questions regarding Resolution Copper; one set for tonight in Superior

By Mila Besich Lira Resolution Copper has hosted two community forums to help the public understand the complexities of the pending mining project.

The first forum was held on June 12 and shared the economic benefits and impacts that the Resolution Copper project will have on Superior. The presentation was made by Danny Court who is an Economist for the Elliot D. Pollack Company. The company has completed an economic study and has determined that the project will create 1,400 direct jobs with Resolution Copper and 2,700 indirect jobs. These

numbers do not include the construction jobs that will be created prior to the mine opening. Court also explained how the project will save the local tax payers by reducing their property taxes to the school district and the county.

The second presentation was held on June 26, the topic of this forum was about the National Environmental Policy Act (NEPA). This particular subject has been highly controversial and opposition groups have said that current land exchange legislation will allow the company to avoid the NEPA process.

Tech explained how the the NEPA process is used to regulate mining and other development projects. The NEPA looks at a project in a holistic way to determine what affects a project will have on the environment as well as cultural and other socioeconomic concerns.

McGrath explained that even if the project is constructed on private land a NEPA will have to be conducted. The NEPA or Environmental Review will need to be conducted because other public lands are near the project or roads, pipelines, or power lines will cross into those public lands, that alone will require the entire project to have a NEPA

review regardless of land ownership.

McGrath was not fully versed on the Southeast Arizona Land Exchange bill but was able to explain the NEPA process and share how the company will have to comply with the act. Vickie Peacey the

Forest Service officials will determine and initiate the necessary environmental studies needed. Peacey explained that Resolution Copper is expecting to have the Mine Plan of Operations completed later this year.

Overall both forums have allowed for ample time for those in attendance to have their questions and concerns addressed and discussed openly.

Resolution has four more community forums scheduled to address other project concerns such as the mining method, water use, tailings management and the land exchange legislation. CAC passes property tax increase, half than proposed

By Chase Kamp Copper Area News The Governing Board of the Pinal County Community College District (PCCCD), also known as Central

Arizona College, passed an increase in primary property taxes, though the increase was only half the amount initially proposed.

The Governing Board set to increase the primary

property taxes about 23.7 percent. This would mean the tax increase on a $100,000 home would go from $161.18 to $216.18, a bump of $55.

The Governing Board

voted 3-1 on June 18 to cut back the increase, instead moving in favor of an increase of 28 cents per $100 of assessed property valuation. For example, those in the district with a $100,000

home would only see a $28 increase, from $161.18 per year to $189.18, in primary property taxes.

This proposed increase is exclusive of increased primary property taxes

received from new construction. The increase also is exclusive of any changes that may occur from property tax levies for voter approved bonded indebtedness or budget and tax overrides.

Reduced fees for cosmetology program announced at GCC Dr. Stephen Cullen of Gila Community College announces a significant reduction in course fees for the Gila Community College Cosmetology Academy (GCCCA) effective July 1, 2013. This means a total cost reduction of more than 50% for both the Cosmetology and Nail Technician Programs.

“We are able to offer this significant savings to students and their families who wish to enroll in the one-year program,” Cullen said. “This is a result of sound fiscal management and our

continued commitment to the deserving adult learners of Gila County.”

The training provides the opportunity to prepare for the state exam and transitioning in the beauty industry. The curriculum is the same as previously offered. The curriculum is approved through Eastern Arizona College.

The costs reductions are included in the required student kits and course fees. The cost reductions will make the program more affordable for students and within financial aid awards for

those who qualify through the Free Application for Federal Student Aid (FAFSA). FAFSA is a program that provides students with financial assistance.

There is a call for admissions for the program on July 9th at 6:00 p.m. at the Gila Pueblo Campus.

Blazers finish off summer league with a win and Fourth of July community softball game On Monday the Blazers traveled to Mammoth to face team Adrenaline at their home field. The first inning started off with both teams playing defense and retiring the sides 1-23. The second inning, the bats started warming up, and the Blazers scored two runs and Adrenaline one run. The third inning the Blazers scored three runs while Adrenaline added one run. In the fourth and final inning the Blazers added two more runs with Adrenaline unable to score on their final at bat. The Blazers pulled off a 7-2 win.

Starting on the mound Daniella Hinojos (0K/4W/1ER) and relieving Nikki Baldenegro (2K/0W/1ER) pulled out a win. Leading the batting for the day Tara Lorona (2-3, triple), Nikki Baldengro (2-3), Julie Meza (1-2) and Emma Alvarado (1-3).

On Thursday, as part of the Fourth of July festivities, the Blazers participated in the Third Annual Community Fastpitch game.

The Blazers team made up of coaches and past/present ASA players challenged a team of Hayden town employees, the mayor, vicemayor, council members and friends. The past two years the Blazers have lost to the community team.

This year was different. The Blazers were able to sneak out a win after six innings of play, 10-8.

Up next for the Blazers, the 14u team will be traveling to Prescott to play in the Best of the West ASA tournament and then off to Payson to play in the End of Summer Madness ASA tournament. Both tournaments will allow the Blazers to test their skills against other ASA teams from around the state.

Winkelman Elementary summer program great success this year

By Nina Crowder The Hayden Winkelman Unified School District has held a successful threeweek summer school for the students in Preschool through sixth grade at the Hayden-Winkelman Elementary School. With more than 80 participants of the 120 students enrolled in the school, participation was nearly 70 percent for the small school.

The program started June 10 and just ended June 27.

The funding for the program was made available through a Math/Science Federal Grant that Hayden-Winkelman Unified School District applied for. The school district had an outstanding turn out for the summer program with over eighty youth participating.

The students in the Preschool program were focused on the importance of learning goals, being nice, playing together, following directions and taking responsibility for their actions. Some of the teachers began with learning letters of the alphabet and names.

The teachers also worked with the young students reading and talking about books, performing drawings, finger paints and playing card games. The children all seemed to have a fun time and are enjoying learning a variety of matters.

The remainder of the students, Kindergarten through sixth grade worked with teachers and focused

on math and science. The students performed an array of hands-on experiments including: making s’mores in our hot Arizona sun; making sail boats out of tin foil and seeing how many pennies they would hold before sinking; making geysers out of soda and Mentos and to top it all off making homemade ice cream in a bag. The ice cream was so easy to make in a small zippable bag: you add milk, vanilla and sugar, seal it, then in a larger zip bag add ice and rock salt and seal it with the smaller bag and shake it for a few minutes and amazingly it turns to ice cream!

The youth enjoyed all the experiments and learning they had during this program.

Hayden-Winkelman Unified School District is dedicated to excellence and student achievement. Shipman Fire threatens town of Kearny; one home destroyed

By Mila Besich Lira Monday evening about 5 p.m. a lightning-caused fire forced evacuations for many residents of Kearny.

The fire began near the Gila River which has been dry for several weeks. Those dry conditions helped the fire to spread quickly,

advancing towards the Town of Kearny. Pinal County Sheriff’s Office assisted the Kearny Police Department with notifying

The evacuation of the Steven’s Trailer park is still in effect and further evacuations have not been ordered.

In early reports it was said that the fire had spread to 200 acre. However by Tuesday morning the State Forester had reported that the fire had only spread to close to 100 acres and at press time the fire was only actively burning on five acres. Twenty fire agencies were on hand to assist with the blaze overnight. The State Forester also ordered a type 2 command team and an air tanker to help combat the blaze. Those crews were expected to arrive at the fire Tuesday morning. Once the Type Two Command team is in

place they will take over command of the fire.

Pinal County Animal Care & Control mobilized its emergency response trailer, which includes kennel space for dogs and cats whose owners may be seeking shelter. Livestock affected by the fire or smoke are being cared for by neighboring ranchers.

On Tuesday afternoon the fire advanced and burned the power lines between Kearny and Hayden. Due to the power outage the Hayden Town Hall was closed. At press time it was unknown when the power would be turned back on.

One residence and an out building were burned in the blaze. Thankfully there have been no reports of casualties or injuries.

Cell phone communication also remains limited due to damage of the Verizon Tower near Kearny.

The crews at the Copper Basin Railway also worked through the night to keep the tracks and land around the rail road wet. Highway 177 was closed for a while on Monday night but opened with the use of pilot cars around midnight.

The Highway closed again Tuesday after the fire blazed up a second time.

The American Red Cross opened a shelter for those who were evacuated at the Ray Elementary School. The shelter did not officially open until 1 a.m., it took a while to get volunteers staffed at the Red Cross Shelter because a Fire, Page 20

The Central Arizona College First Step is a summer program for Pinal County high school students completing their sophomore, junior or senior year of high school and meet in-state residency guidelines. The program allows high school students to enroll in college courses before graduating from high school. Students who enroll in the program may enroll in up to seven college credits and receive a tuition waiver. The CAC First Step summer program started May 28 and classes last from five to eight weeks.

Pastor’s Corner: There is pain without a Father

By Joe PalmerPastor, Fellowship Baptist Church The myth is being propagated by some that fathers are important only for the conception of children and for nothing more. Statistics tell us something different.

When a father is not present and engaged with his children bad things can happen. 63% of youth suicides, 90% of kids who are homeless or runaways, 85% of diagnosable behavioral disorders, and 71% of high school dropouts are associated with fatherless homes.

Fathers are as important to children as are mothers.

State Senator Barbara McGuire, a Kearny resident, has maintained contact with Pinal County Emergency Management since the fire began. “I want to commend all the first responders who are on scene here. Fire crews from Kearny, Hayden, Winkelman, Dudleyville, Globe, Superior, the state forest crews, County Sheriff’s office and the Red Cross are here working hard. Helicopters are also on scene dropping water on the advancing fire. It is very unnerving because the fire is so near my home but I am putting my faith in knowing that these crews are doing all they can.”

Supervisor Pete Rios has also visited the evacuation center through the early morning hours. “Agencies and first responders have

trained for many years for just this type of scenario.

Although wildfire response resources are stretched thin across the west, I have been impressed with the response to the Shipman Fire so far,” Rios said. “This is a beautiful but vulnerable part of Pinal County and I pray that we can keep the property and vegetation loss to a minimum.”

Pinal County Public Health officials recommend that people who have respiratory difficulty, asthma or other lung conditions remain indoors and take every effort possible to avoid the smoke. People with swamp coolers should limit their use to avoid bringing smoky air into their homes or businesses.
