Robert Hendrickson July 27, 1936 - January 25, 2013

Robert “Black Cloud” Hendrickson passed away Friday, Jan. 25, 2013 in Oro Valley at the age of 76. Robert was born July 27, 1936 on Highway 77 between Mammoth and Tucson. He married Nedra Wasson in 1962, attended school in Hayden and went on to graduate from the University of Arizona. He retired from Magna Copper Company, owned Black Cloud Electric and

was a constable in Pinal County from 1998 until his passing. He resided in Oracle since 1969 and previously lived in Copper Creek, Tiger and Mammoth. He enjoyed hunting, fishing, camping, football and family gatherings. Robert is preceded in death by his parents, Harry and Rosalie Hendrickson, siblings Pete, Arthur, Maryanne and David. He is survived by his

Mental health help not any better than what it was a decade ago Our son passed away May 28, 1992 and he was only 22 years old. For seven years, he suffered a mental disorder, having been diagnosed with schizophrenia. Even with daily medication, his everyday struggle was an ordeal, but still he managed to function normal enough that most people were not aware of his illness. What is easy for most of us was difficult for Gerardo. Regardless of how stable and “normal” he appeared on the outside, he was emotionally distraught on the inside. When Gerardo was diagnosed as schizophrenic, he automatically adopted a stigma for life. He had to deal with the fact that it would be difficult to find and maintain a job with his illness. A social issue that troubled him so

was that of finding the “right girl” that would be willing to understand and deal with his mental disorder. Perhaps, though, his most difficult task was trying to lead a so-called “normal” life while being tormented by the “voices “he would hear. Some days were worse than others, but never did the voices completely disappear. They would only fade away and soon be back to again confuse him. He had questions that most of us have, but are usually afraid to ask. Questions about life and why certain things happen. Unlike most people who accept and deal with the inevitable parts of life, he wanted specific, clear-cut answers. That was all that he wanted, just answers.

Despite his illness, Gerardo had many friends and most knew about his schizophrenia. They accepted him as he was and enjoyed his company. He had fun like most young people do, but it was only a temporary thing. After the fun, reality would set in or the voices would start up. Again, schizophrenia would get the better of him. The word schizophrenia itself is an intimidating term. Many people have no idea what it means. Others assume that it’s another word for “crazy” or “insane.” And, yet, there are even people who have never even heard the word schizophrenia. Schizophrenia, in simplest terms, is defined as a major mental disorder of unknown cause most typically characterized by the inability

to distinguish between fantasy and reality, and is often accompanied by delusions, hallucinations and peculiar behavior. Schizophrenia is a mental disorder that does in fact exist in our Tri-community. This illness is not confined to the urban areas such as Tucson and Phoenix. It exists here, amongst us. It is said that one in every ten individuals has some form of mental disorder. That means that our chances of knowing, working or having to deal with someone who has such a disorder is not as far-

fetched as it may sound. There is help available, however. The Tri-Community Counseling Services, located in Oracle, is a resource that should be fully utilized if the need for any kind of counseling should arise. However, Arizona ranks as one of the worst in the United States in programs and funding for mental illness services. This factor obviously affects the Tri-Community Counseling Services center. Their funding is limited. In our Tri-community, we need to become more aware of mental illness. It’s an

illness that cannot be ignored. Perhaps had Gerardo not had schizophrenia, he would have been able to cope with life’s troublesome times, and perhaps also he would have made a rational decision and not taken his own life. We, his family, do not by any means condone his suicide, but rather we try to understand his pain and suffering during the last seven years of his life in an effort to try to help others understand, or at least become aware of schizophrenia. /s/ Mr. and Mrs. Gerardo C. Funding picture not bright One would have hoped that the funding picture would look brighter after all these years. However,

sadly, just the reverse is true. With Arizona’s financial problems have come

reductions in funding to support public, nonprofit mental health services. Prevention programs, which provide public education related to mental illness, were severely impacted. Two years ago, Arizona Department of Health Services was forced to significantly reduce available services for seriously mentally ill individuals not qualifying for AHCCCS. Were Gerardo still alive, this would have been his State Designation; his services today would be much less comprehensive than they were at the time of his suicide. The recent tragic shootings highlight a need for more comprehensive services to those individuals struggling with serious mental illness. We encourage our fellow citizens to let their voices be heard with our local legislators. Social services network in Hayden to benefit the Copper Corridor By Mila Besich-Lira Along with several other community leaders, Hayden’s Senior Center director has been working to develop a Copper Corridor Social Services Network. The group has been meeting for a few months and the purpose is to help

the agencies who provide social services in the area to network and discuss how to further serve the communities of the Copper Corridor. The group is planning on hosting the first ever regional health fair in April for the communities of the Copper Corridor.

The health fair will be held at the Hayden Town Hall on Saturday, Apr. 6. More details will be provided as the group confirms all details. The network meets once a month for lunch and membership of the group includes health care providers, food banks, utility assistance, substance abuse prevention groups, hospice and home health care providers and other groups who provide social services to communities throughout the Copper Corridor.

Supervisors approve $1 million reorganization of Pinal County Attorney’s Office By Chase Kamp Copper Area News The Pinal County Board of Supervisors approved a reorganization proposal by County Attorney Lando Voyles that will ultimately add a total of 30 new paralegal and administrative positions to the office at a cost of about $1 million this fiscal year. Voyles told the Board the additional employees would allow for more trials and prosecutions of violent crime suspects. He amplified his election claim that the previous administration was soft on violent crime, alleging that since 2010, 67 percent of violent cases charged by the office with mandatory prison-time did not serve any jail time. During the election, Voyles asserted the number was around 61 percent. Among the changes, the move will expand the office from three to six bureaus and expand the number of paralegals to ensure more cases are taken to trial, Voyles explained. The Board voted in a 3-2 split. Chairman Steve Miller, a Republican, said he supported Voyles’ efforts but argued for a slower and less costly revamping of the office, saying the added cost to the court and prison systems could bolster the actual bill by several million dollars. “It goes farther than just this million,” Miller said before voting against the measure. “I want [Voyles] to succeed in the worst way but ... I want to achieve it with a smaller machine,” Miller said. District 5 Supervisor

Todd House, voting in favor of the proposal, argued for prioritizing public safety in the budget. “We want to be known as a safe County,” he said. The office restructuring comes weeks after Voyles let go of a dozen County lawyers and attorneys upon taking office in what some in the Arizona law community dubbed “the Pinal massacre.” In early Jan., Voyles said his office was investigating a theft by a former employee and

cited the incident as proof of mismanagement by the previous administration. Supervisors of the employee were terminated. Previous County Attorney James Walsh said he alerted the Voyles campaign of the situation during the transition period and that the new County Attorney was wrongly criticizing his staff. Walsh said his office discovered the theft in the adult deferred prosecution and diversion program, when a supervisor

uncovered irregularities in collected fees. It was determined that an employee was responsible for a missing check, one Walsh estimated to be less than $1,000. The Casa Grande Police Department was brought in for an investigation, as well as a forensic expert, and the employee was put on administrative leave. The employee resigned on the spot when told of the investigation, Walsh said. The investigation was not complete by the time

Walsh left office. Walsh said the new County Attorney is entitled to hire or fire at will, but he framed Voyles’ comments as defamatory. “Don’t accuse my office and the people that worked there of mismanagement,” he said. “You can’t just fire at-will employees and then start besmirching their reputations and character.” Richard Wintery, Voyles’ chief deputy County Attorney, is being targeted for an investigation by the State Bar of Arizona on the

league under Little League International. Little League was developed as a way to help foster the love of baseball and provide a safe and fun environment for youth. It has grown into its own organization with thousands of charted leagues across the country. Each League adheres to a high level of child safety regulations including national background checks on all volunteers and safety plans in place should an accident happen on the field. The San Manuel Little League offers seven different levels of play, beginning with T-ball, which is where the youngest players are introduced to the sport at 4-5 years of age. They experience being on the field and playing

as a team. All players are placed on the field and they’re given a chance to hit the ball in their half of each inning. Coach Pitch is the next step, for children 6-8 years of age. This level is for the child that is ready to hit a ball pitched to them by a coach. This level is where some basic fundamentals can start to be established and reinforced. Next is the Minor level for 7-12 year olds to work on honing their baseball skills for Little League play in the Majors. In the Majors level, 9-12 year olds are drafted up from the Minor level through a try-out. The Junior League is next and it is for 13-14 year olds, and Senior League is for players’ ages 14-16 years.

The last level of play is Big League and it is for 16-18 year olds, which hasn’t been utilized in the past several years. It is important to note that all ages are approximate and level of play depends on the child’s experience. Registrations will be starting on Feb.11 and ending Mar. 15, which provides individuals nearly five weeks to do so. The Board has discussed the importance of a registration deadline, to allow time for teams to be established and get the season rolling. The goal of the board is to offer clinics for the players/ coaches and to allow for a longer season which will better prepare the players for All Stars. Fees this year are the same

as last year: $55 for the first child, $45 for the second, and $35 for the third on down. The fees are used to cover SMLL charter and insurance fees that are required to be paid to Little League International. It also covers uniforms consisting of shirt, pants, hat and socks. As there is a tremendous amount of cost associated with running a league; the SMLL Board requests an honest effort in the payment of registration fees. For Little League to continue to be a part of the community, aside from fees being paid in a timely manner, the community needs to get involved. Donations of money to SMLL would be used to scholarship a player. Time and materials are also great options, for those who wish to donate but are on a limited budget. The League needs volunteers to get the field cleaned and ready for the new season. If you are able or know of someone who is willing and able to volunteer their time or donate materials/ money, please let them know about the San Manuel Little League, which is a non-profit organization and can provide a tax ID number if necessary. Death of Constable Robert Hendrickson creates vacancy FLORENCE – Constable Robert Hendrickson who served as Justice Precinct Constable for Oracle for the past 14 years died unexpectedly on Friday, January 25. “Constable Hendrickson will be missed and hard to replace. During his many years of service, he developed an extensive knowledge of the people and communities we serve,” said Justice of the Peace Robert Kent who presides over the Oracle court. The law that covers vacancies in county offices makes a distinction between whether the vacancy occurs

within the first two years of an official’s term or afterwards. In the case of a mid-term vacancy that occurs after the completion of the first two years of service, Arizona Revised Statute 16-230.A.2 is invoked. This states: If a county office becomes vacant, the board of supervisors shall appoint a person of the same political party as the person vacating the office to fill the portion of the term until the next regular general election. If the person vacating the office changed political party affiliations after taking office, the person who is appointed

to fill the vacancy shall be of the same political party that the vacating officeholder was when the vacating officeholder was elected or appointed to that office. Mr. Hendrickson was elected as a Republican so the Pinal County Board of Supervisors is accepting applications from registered Republicans for the Constable position. To be eligible for appointment as Constable, Arizona law specifies that the following criteria be met by each potential candidate: • Must be a legal Arizona resident living within the Oracle Justice Court District

Sexual harassment complaint filed against Clerk of the Court Roche Martinez assisted with Roche’s campaign in 2010, and the complaint claims Roche frequently shared personal information with her in conversation. She was offered the Deputy Clerk position shortly after he took office in Jan. 2011. On two separate incidents, the complaint alleges, the two were driving together to training sessions when Roche allegedly invited Martinez for a drink, which she declined both times. After these incidents, Martinez claims Roche “began neglecting to invite [her] to business and social functions, excluded [her] from meetings, and diminished [her] authority.”

Martinez decided to submit a sexual harassment complaint to County human resources after Roche allegedly made another romantic advance toward her in his office which involved him rubbing her arm. The claim was submitted May 17. The complaint alleges County human resources received a silent whistleblower complaint against Martinez and she was terminated on May 25. According to the complaint, Martinez received her Notice of Right to Sue from the Equal Employment Opportunity Commission on Oct. 12. Roche claimed that a complaint filed by Martinez with the Equal Opportunity

By Chase Kamp From the Southeast Valley Ledger A former staffer of Chad Roche, the Pinal County Clerk of the Court, has filed a civil lawsuit charging Roche with sexual harassment and wrongful termination. Roche has publicly denied all charges. According to complaint documents, former Deputy Clerk Linda Martinez claims Roche made several unwanted romantic advancements toward her, diminished her authority after he was rebuffed and then wrongfully terminated her in May 2011 after she filed a sexual harassment claim with the County human resources department. The County has been named in the suit, which was filed on Jan. 3, 2013. “I believe all of these claims will be proven false,” Roche told the Ledger. Martinez is seeking an undisclosed sum for charges of creating a hostile work environment, quid pro quo sexual harassment, retaliation for filing a complaint and wrongful termination.

Miner football players earn honors Six San Manuel High School football players have received honors from the Arizona Interscholastic Association (AIA). The AIA recognizes outstanding student athletes for their performance on the field each year. This year’s Division V, Section III All Section Second Team included Jonathan Croci (receiver/tight ends), John Ruiz (running back), Bryce Main (defensive lineman), and Andre Sierra (punt returner). San Manuel players making the First All Section team were Anthony Garcia (defensive lineman) and Danny Quijada (linebacker). The Division V All Division Second team selection from the San Manuel Miners were Bryce Main (defensive line-

man) and Anthony Garcia (defensive lineman). Danny Quijada was named the First Team All Division linebacker.

The All-Section and AllDivision teams are chosen by the coaches. Each head coach nominates athletes from their

Miner wrestlers advance to the Arizona State Championships The miners competed in the Division IV Section III tournament this past weekend. Eleven wrestlers made the trip with eight placing in the top four which qualifies them for the state tournament. Morenci repeated as Section Champions with Benson finishing as runner up champions. The Miners placed fifth out of 14 teams. “We almost had a perfect tournament. Everyone wrestled their hearts out

and that’s the effort we wanted to see. We have one week left to prepare for the best wrestlers in Arizona. We will be ready,” said coach Daniel Najera. Wrestlers of the week: Cisco Medina, a sophomore who wrestles at 126 lbs started the season as a third string wrestler. Never giving up or being satisfied motivated Cisco to work hard every day at practice. Cisco has placed at two Varsity tournaments and qualified for state. He

has done everything we’ve asked him to do and is a great teammate with strong leadership skills. Martin Rodriguez, a senior who wrestles at 132 lbs has been the anchor of our team. Bouncing back from two serious knee surgeries shows the commitment and desire Martin has to be the best. His positive attitude and willingness to help the team is any way possible makes Martin a very valuable asset.

Showing some love: Hayden Senior Center to host Valentine Luncheon; local seniors invited By Nina Crowder There are amazing things that go on in the Copper Corridor. One perfect example is a traditional Valentine’s Luncheon at the Town of Hayden Senior Center located at 520 N. Velasco Road in Hayden. This year the Valentine’s Day Celebration will be held on Friday, Feb. 8, 2013 from 11 a.m. to 1 p.m. Entertainment will be provided by Tom Chestnut, who’s singing, dancing and interaction with the crowd is delightful. Annie Hinojos, director of the center, has been working for the Pinal-Gila Council for Senior Citizens (PGCSC) since 1982 and thoroughly enjoys her job. Annie grew up in Hayden and remembers people she met when she was two years old, running around with her hair in pigtails. Annie says many of the people she met back then are her clients now. Taking pride in the work she does, Annie is a very compassionate person who strives to provide the upmost, caring services for the Senior Citizens of the Copper Basin area. Annie is also on the Community Action Board (CAP) for Gila County and on the Board for the Town of Winkelman. One of Annie’s co-workers described Annie as going above and beyond the call of duty. Annie along with her Administrative Assistant, Paula Romero, the area Case Manager, Lisa Martinez and Mr. Gambell, her longest volunteer, work diligently to assure that a good time will be had by all. Annie is very complimentary of her staff. When she is putting on an event such as the Valentine’s Day Celebra-

tion, there are many steps including, the processing of paperwork, purchasing the meal items, meal preparation, decorations of the Senior Center, goodie bags, purchasing items for goodie bags, preparing the goodie bags, arranging transportation for people who need it, arranging the entertainment, just touches the start of the “todo” list. Annie has minimal help including one volunteer, Gambell. At one time Annie said she had between 70 and 75 volunteers, but now she is down to just one. She would appreciate having other volunteers, but said people are soured because of having to pass a background check and fingerprint clearance, which would be paid for by PGCSC. This event will be a great way to start off the Valentine’s Holiday. The fantastic staff of PGCSC will be providing a nourishing lunch that will consist of green chili burros, garden salad with tomato wedges, corn medley, pinto beans and orange wedges. There will be raffles, goodies, chocolates, laughs, music and fun for all those in attendance! Give it a try and you don’t have to be a Senior Citizen to attend, the more the merrier! The PGCSC has six different holiday events every year, consisting of a Halloween Party, Thanksgiving Celebration, Christmas Party (including Santa Claus), Valentine’s Day, Easter Party and Mothers/Fathers Day Celebration. is the Pinal-Gila Council for Senior Citizens (PGCSC)? In 1965 Congress passed the Older American Act (OAA) to address the lack of community social services for older persons. OAA provides funding and authorizes an array of services from nutrition, home care, Respite, home delivered meals, mobility management, behavioral health, legal services and recently added is the tax aide. Not only do they hold the six different holiday events during the year, but on a daily basis the Senior Center is open for lunch, the meal menu is put together by a state dietician, meals are prepped, cooked and presented. Food is delivered to homes on a weekly basis to approximately 115 homebound clients. The clients are given a hot meal on the day of delivery and four frozen meals. There are exceptions available if additional meals are needed. The meals are well rounded and healthy. The meals are delivered by Annie and her staff. The service area they are responsible for is Eagle Crest, SaddleBrooke, Oracle Junction, Oracle, San Manuel, Redington, Mammoth, Dudleyville, Winkelman, Hayden, KearnySilver Springs, Superior and Dripping Springs. Lisa Martinez is the Case Manager for the Pinal-Gila Council. For five years now she has been the person who

evaluates the home situations and works closely with Annie to process the appropriate paperwork for the help that will be provided to the client. Client criteria consists of the clients to be at least 60 years of age and functionally impaired or disabled individuals 18 to 59 years of age who have a diagnosed disability that substantially limits an individual’s ability to perform activities of daily living. Once a client makes a call asking about the services available, Lisa will go out and assess the needs and make her suggestions. Meals can be provided as quickly as seven days once the paperwork is processed. The initial assessment takes about two hours; then a yearly assessment will occur along with reviews every three months. The personal care, attendant care, home meals, minor home repair, caregiver support, routine housekeeping, transportation, legal and tax help are just a few of the services available. The purpose of the PinalGila Council for Senior Citizens (PGCSC) is to assist people achieve and maintain self sufficiency with dignity and to offer choices of appropriate care by providing a wide range of community and home services. In my opinion this organization is a wealth of information and here to help! If you would like to donate any items for the goodie bags, you can take them to Annie at the Hayden Senior Center. Free income tax assistance for struggling households coming countywide Pinal County – Saturday, Feb. 9, 2013 marks EITC Awareness Day, a nationwide effort to increase public awareness about Earned Income Tax Credit (EITC) and free tax preparation sites. Individuals in Pinal County who work but don’t earn a lot of money may be eligible for free income tax assistance where they can go find out if they qualify for EITC. Volunteer Income Tax Assistance (VITA) locations provide free tax filing services to help these taxpayers avoid

unnecessary fees and receive every dollar back in Earned Income Tax Credit and other tax credits. The Earned Income Tax Credit is the largest antipoverty campaign of the U.S. government, lifting millions of families out of poverty since its enactment in 1975. The EITC supplements wages, reduces the recipient’s tax burden, and encourages employment. This year, taxpayers with dependents must have had less than $51,000 in

2012 income and with no dependents, less than $25,000 in 2012 income. The credit may be worth between $2 and $5,666 depending on the taxpayer’s individual circumstances. “The EITC is a valuable but somewhat complicated tax break for workers with modest incomes,” said Frances Ortez, VITA program manager at United Way of Pinal County. “Many people need, but can’t afford certified assistance to claim it. That is when free tax preparation

assistance at VITA sites can be a tremendous saver.” Past IRS estimates were that twenty to twenty-five percent of qualifying taxpayers failed to claim this credit which helps struggling households catch up on utility bills, rent, and to afford car maintenance among other uses. This is especially true in rural communities, for taxpayers that are self-employed, and those who qualify without dependent children. Increased VITA awareness efforts which began in

ABILITIES AND KNOWLEDGE: • Minimum typing skill (tested speed of at least 45-50 wpm and accuracy). • Computer literate and competent skills in word processing MS Word, MS Publisher, and data base software. • Ability to understand and carry out oral and written directions with minimal supervision. • Ability to ask for clarification on projects and assignments. • Ability to prioritize work and meet established time lines. • Writing ability to compose letters, prepare narrative minutes of meetings and prepare reports. • Ability to exercise a high degree of initiative to ask for projects and other work and demonstrate the responsibility in completing the assignments as requested by staff. The historical Steward House in Oracle once was an apartment building and at the turn of the century housed eastern visitors seeking the healthy climate and care that Oracle became renowned for. Once again, the Steward House will become known for health care, but under the name Grace Manor. A one of a kind home originally built around 1900, Grace Manor Assisted Living and Respite, LLC will be opening in Feb. The house has several private rooms, with a few that are couples ready, and some that are semi-private. There is a unique apartment with all the amenities to provide for your needs.
