Cyflwyniad

Introduction

Mae’r ymchwil a wnaed ar gyfer yr atodiad hwn at gynllun ‘Rhuthun: Tref Farchnad y Dyfodol’ 2012 yn anelu at adolygu cynnydd y cynllun a’i ddiweddaru gan gyfeirio at y tirlun polisi sy’n newid yng Nghymru a phrosiectau a gyflawnwyd yn y dref ers 2012.

The research carried out for this addendum to the 2012 ‘Ruthin: Market Town of the Future’ town plan aims to review the progress of the plan and update it with reference to the changing policy landscape in Wales and projects undertaken and delivered in the town since 2012.

Mae canllawiau’n awgrymu y dylid adolygu cynllun yn ffurfiol ar ôl pum mlynedd, gan wneud nawr yn adeg ddelfrydol i ail-edrych ar y prosiect. Guidance suggests a plan should be reviewed formally after five years, making this an ideal point to revisit the project. While much of the original research presented in the 2012 document remains relevant, this document revisits aspects that have changed and addresses some shortcomings in the original document. The project consisted of two stages: Stage 1 : Review of progress Review of the town plan against current policy frameworks Review projects undertaken in the town since 2012 and potential future projects emerging in the town Stage 2 : Addendum to the town plan To engage residents in the development of the plan through a second Ruthin Future Week Create an addendum to the town plan document to reflect new aspirations, challenges and opportunities. Production of addendum document This report is to be read in conjunction with the original ‘Ruthin: Market Town of the Future’ report. The information in this addendum supplements the original document and charts in progress five years on.

A changing policy context

Ers 2012 mae’r cyd-destun polisi yng Nghymru wedi newid yn ddramatig. Mae Deddf Cynllunio (Cymru) 2015, Deddf Teithio Llesol (Cymru) 2013 a Deddf Llesiant Cenedlaethau’r Dyfodol (Cym-ru) 2015 wedi ymrwymo awdurdodau lleol i wella lles cymdeithasol, economaidd, diwylliannol ac amgylcheddol. Mae Deddf Cenedlaethau’r Dyfodol yn cyflwyno saith nod llesiant, gan greu gweledigaeth ar y cyd i gyrff cyhoeddus weithio tuag at gefnogi unigolion a chymunedau i gynnal a gwella eu hiechyd a’u lles. Mae’r pum ‘Ffordd o Weithio’ a amlinellir yn y Ddeddf yn annog in-tegreiddio, cydweithio a chynnwys a gosod lles wrth wraidd polisi adfywio.

Since 2012 the Welsh policy context in which the town plan is situated has changed dramatically. The Planning (Wales) Act 2015, the Active Travel (Wales) Act 2013 and the Well-being of Future Generations (Wales) Act 2015 have committed local authorities to improving social, economic, cultural and environmental well-being. The Future Generations Act introduces seven well-being goals, creating a shared vision for public bodies to work towards to support individuals and communities to sustain and improve their health and well-being. The five ‘Ways of Working’ outlined in the Act encourage integration, collaboration and involvement and place well-being at the heart of regeneration policy.

Mae Polisi Cynllunio Llywodraeth Cymru yn nodi: ‘Mae defnydd dethol o Ganllawiau Cynllunio Atodol (CCA) yn fodd o osod canllawiau thematig neu ganllawiau penodol i safle manylach ar y modd y mae polisïau Cynllun Datblygu Lleol (CDLl) i’w dehongli a’u cymhwyso mewn amgylchiadau neu ardaloedd penodol’ (Llywodraeth Cymru, 2015 t.21). Mae hyn yn arbennig o berthnasol i’r prosiect hwn ac mae’n cynnig llwybr i roi rôl statudol i gynllun y dref yn y polisi cynllunio. Mae’r tabl isod yn awgrymu llwybr ar gyfer cyflawni hyn.

Alongside these strategic policies, the Positive Planning Implementation Plan (2015) aims to further engage local people in influencing the future of their built environment through the development of ‘Place Plans’, led and authored by local communities and adopted as Supplementary Planning Guidance. Welsh Government’s Planning Policy Wales states that: ‘Selective use of Supplementary Planning Guidance (SPG) is a means of setting out more detailed thematic or site specific guidance on the way in which the policies of a Local Development Plan (LDP) are to be interpreted and applied in particular circumstances or areas’ (Welsh Government, 2015 p.21). This is of particular relevance to this project and offers a route to give the town plan a statutory role in planning policy. The table below gives a suggested route map to achieving this.

• Ruthin Art Trail: Ruthin Art Trail designed by Fred Baier and Lucy Strachan aims to encourage visitors to Ruthin Craft Centre to visit the centre of town, and to link the community of Ruthin with the Craft Centre. • Cae Ddol Safer Routes scheme: Improved pedestrian access to Cae Ddol. •

School provision: Relocation of Welsh-language Ysgol Pen Barras and English-language Rhos Street School to Glasdir Farm, opened March 2018

• Renewal of the War Memorial: To mark the centenary of the end of the First World War, the memorial has been cleaned and the lettering has been highlighted again in 2018 • Street furniture: The maintenance and provision of street furniture has recently been transferred from the local authority to the town council. This gives the town council the opportunity to appraise the condition and location of benches, bins and planters and to establish a long term plan for improvements. • The Town Council has formed a working group to revisit the ideas in Ruthin: Market Town of the Future.

Denbighshire, through sustainable development, will have a vibrant urban coast, with thriving market towns and rural areas. The housing and employment needs of the County will be met, the high quality environment protected and enhanced and a high quality of life maintained for all communities with full recognition that we have a strong Welsh language and culture that should be maintained and protected throughout the County. Denbighshire’s LDP identifies the aim that within the LDP period the market towns of Denbigh, Ruthin and Corwen will have been strengthened through the development of new market and affordable housing and employment sites to meet local needs. It identifies Ruthin as a market town and rural service centre serving a rural hinterland. The priority for the town is to strengthen this service role and reduce the need to travel.

As of the 2011 census, the population of Ruthin was 5,461, representing about 17% of the total population of Denbighshire. As with many market towns, the age profile of Ruthin shows a lower than average number of young people (18-29 in particular) and a higher percentage of older residents (65-90). This is an indication many young people are leaving the town to study or find employment in cities, while others retire to the town in later life. Overall, the town is dominated by residents born in the UK (94%). Over half identified themselves as Welsh.

The residents of the town are well educated compared to the national average, with above average numbers of residents with Level 4/5 qualifications (Degree, NVQ levels 4 and 5; HNC; HND; Qualified Teacher or Qualified Healthcare roles).

Mae’r Cyngor Sir yn berchen ar nifer o safleoedd ac eiddo yn Rhuthun ac fel rhan o ymarfer ehangach i leihau maint ei bortffolio eiddo yn gyffredinol, bydd y cyngor yn ystyried opsiynau i leihau nifer yr adeiladau y mae’n berchen arnynt ac yn eu cynnal yn Rhuthun.

The County Council owns a number of sites and properties in Ruthin and as part of a wider exercise to reduce the size of its property portfolio overall, the council will be considering options to reduce the number of buildings it owns and operates in Ruthin.

There will be different approaches for different buildings. Some may be rented out to other organisations, some may be transferred to the community or third sector where there is a viable business case which demonstrates how the operation of the building can be sustained in the long-terms, whilst others may simply be sold on the open market to secure a capital receipt which would then help fund other council activity. When considering options for sites and buildings, the Council will undertake a Well Being Impact Assessment to ensure that the long-term implications of any proposal are understood.

Nid yw teithio llesol yn cynnwys teithiau a wneir yn unig ar gyfer hamdden neu resymau cymdeithasol.”

“Active Travel means walking and cycling (including electric wheelchairs and mobility scooters) for everyday short-distance journeys, such as journeys to school, work, or for access to shops, services and bus/rail stations. Active travel does not include journeys made purely for recreation or social reasons.”

As part of the requirements of the Active Travel Act, each Local Authority has to map active travel route in their jurisdiction.

Yn Rhuthun, dylai llwybrau teithio llesol gysylltu’r ardaloedd lle mae pobl yn byw, yn gweithio, yn siopa ac yn treulio eu hamser hamdden. Ystyriaeth bwysig yw’r ysgolion newydd, a agorwyd ym mis Mawrth 2018 yng Nglasdir. Fel lleoliad ymylol, mae gan hwn botensial i effeithio ar y modd y mae plant yn teithio i’r ysgol a gallai gynyddu traffig oriau brig os bydd mwy o bobl yn gyrru. Mae’r llwybrau teithio llesol yn adlewyrchu pwysigrwydd y cysylltiad â’r ysgol newydd. In Ruthin, active travel routes should link between the areas people live, work, shop and spend their leisure time. An important consideration is the new schools, opened in March 2018 in Glasdir. As a peripheral location, this has potential to impact on how children travel to school and could increase rush hour traffic if more people drive. The active travel routes reflect the importance of the connection to the new school. However, issues have become apparent with the designated safer routes combined cycle/footpath, with parents and pupils expressing numerous concerns about safety, convenience and the speeding of traffic using this road. It is important that any issues are dealt with quickly and in a way that involves the community and users in developing more appropriate solutions, rather than an automatic ‘off the drawing board’ traffic engineered response. There are also a large number of crossings between the town and the school that children will need to navigate. Many of these are entrances to industrial units which are accessed by heavy goods vehicles. Consideration must also be given to the safety and accessibility of the existing Borthyn School which is now being impacted by increased school traffic along Borthyn & Denbigh Road in connection with the new schools at nearby Glasdir.

There is potential for the creation of safe routes through a network of green spaces, for example along the river. Perhaps more detailed consideration of green ribbons through the town or green infrastructure could support Active Travel, Well-being and create safer routes for all. Furthermore, this could connect with work currently being undertaken by Denbighshire CC as part of the Countryside Access Improvement Plan.

What you told us An important aim of the ‘Market Town of the Future’ project is to engage with the people of Ruthin and to let your ideas inform the plan for the town’s future. Engagement took place at each stage of the project and combined orthodox public engagement activities with ‘soft’ consultation techniques that use alternative, subtle methods to gather feedback about the town. Presented here is a sample of responses we received through the consultation events. A full list of events can be found in Appendix 1.

Ruthin is a town of distinctive character, with a strong sense of history and community. The range of assets the town possesses- historic buildings, green spaces, tourist attractions, a renowned craft centreshould be celebrated. The aim is to establish existing potential and to build on it rather than creating new projects.

The development of a plan for Ruthin acknowledges that the town has limited funds and is based on maximising the impact of change. An approach of incremental regeneration- as and when funds become available and not requiring large pots of money to implement- offers the town the best chance of pushing forward.

The vision statement has been developed from engagement with a large number of people in the town through the Market Town of the Future Exhibition and Ruthin Future Week 1 & 2. The aims of these engagement events was to understand what mattered most to the community to ensure the plan represents their needs. The initial plan identified three themes: Public spaces for public life: Creating a heart for Ruthin; Centre, Periphery & Hinterland; and A distinctive Ruthin. While these provided a framework for strategic thinking in the initial plan, in this phase of work these have been further refined into three strategic areas of focus for the next stages of the town plan. This development has been guided by the principles highlighted on the next page and feedback from residents, businesses, community groups and councillors collected through Ruthin Future 2. This has resulted in three key priority areas for the town:

The town square and the surrounding medieval core is the main commercial heart of the town and historically its civic and community focus. However, it is dominated by vehicles and provides a poor experience for pedestrians. There is significant potential to regenerate the town centre; increasing the business, retail and community ‘offer’ with enhanced experiences and a higher quality environment will increase the reasons for people to visit and encourage them to stay longer. This will in turn increase footfall for existing businesses and attract new businesses, revitalising the heart of the town. The town needs an accessible, friendly square with community uses close-by to once again provide a vibrant focus for town life.

There are significant opportunities for more civic uses in the town centre: for example, re-thinking the use of the Town Hall; the opportunity presented by the Old Court House; and the possibility of a flexible space for community (non-religious) events at St Peter’s Church. These projects offer the opportunity for a renewed focus for town life, supporting civic life and bringing more people to the town centre.

1.1 St Peters Square Create a pedestrian friendly heart for Ruthin, used for public events, markets and everyday meetings. The market square was the medieval heart of the town, but this heart is now dominated by the car. With ongoing discussions about the removal of the roundabout and implementation of a one way system, the square could become the heart of the town once again. Re-thinking how the Old Courthouse and Town Hall could be open up for community and civic uses could bring functions and events into the heart of the town. The development of the Art Trail has helped link the square to the Craft Centre and encourage tourists into the town centre. The square should once again become the focus of the town and be used as a space for events, civic activities, socialising and exchange. To progress this project, a concept design should be developed that considers the role of the square, its renovation, parking and traffic, uses, sympathetic signage, landscape and materials. The following projects should inform thinking about the function of the square and its role in the town’s life.

1.2 Yr Hen Llys Mae’r Hen Lys yn wag yn cynnig cyfle i’r gymuned ddiogelu adeilad yr Hen Lys a sicrhau perchnogaeth yr adeilad ar gyfer y dref. Mae adeilad yn un rhestredig ond mae’n meddu ar botensial i’w ddefnyddio at ddibenion dinesig gan y Cyngor Tref fel adeilad cyhoeddus. Gallai’r briff ar gyfer yr adeilad integreiddio defnyddiau sy’n ategu ac yn gwella busnesau sy’n bodoli eisoes ac yn cynyddu’r niferoedd sy’n dod i’r sgwâr a chanol y dref. 1.2 The Old Courthouse

Vacancy of the Old Courthouse offers the community an opportunity to safeguard the building and secure ownership of the Old Courthouse for the Town. The building is listed but has potential for civic use by the Town Council as a public building. The brief for the building could integrate uses which complement and enhance existing businesses and increase footfall on the square and Town Centre. For example, the Courthouse could provide a central location and focus for: • • • •

Civic facilities Community spaces Central Visitor information / orientation Exhibition / gallery space

The use of the building is also guided by accessibility limitations. Full disability access will be required to the ground floor and an accessible WC will need to be maintained. A step to progressing this project would be to explore the business plan for the building and what uses it may host.

1.3 One way system A one way traffic with street parking could reduce congestion, slow traffic and create pedestrian friendly public spaces Denbighshire County Council’s proposal for a one way system around the town would have a significant impact on the town centre. Removal of the roundabout in St Peter’s Square would create additional public space and reduce the impact of traffic on the public realm. A partial one way system has been implemented on Wynstay Road which could be extended. Traffic calming would be needed to slow traffic approaching the square. A one way system with integrated parking and planting that is designed to respond to existing materials, as seen in the example of Cockermouth, could dramatically improve the experience of the pedestrian. By reducing carriageways to single direction traffic speed would be reduced through the town centre. The proposal would also distribute parking around the town centre, resulting in an integrated parking strategy with parking outside more retail stores than is currently the case. A step to progressing this project would be to undertake traffic analysis to test potential options.

It was evident from the Future Weeks that Ruthin has an active, ambitious and engaged community. With a number of active groups, organisations and campaigns, it is evident that a place is needed in the heart of the town for discussion, meetings and networking. gathering, meeting, activities, entertainment and learning.

Currently the Town Hall contains the Town Clerk, Registrar of Births & Deaths office, Registry office, a poorly used Assembly hall, lots of toilets, many small rooms, the Citizens Advice & Market Hall.

1.5 Gwagleoedd llai a dodrefn stryd Er bod Sgwâr Sant Pedr yn ffocws amlwg ar gyfer bywyd cyhoeddus, mae ansawdd mannau cyhoeddus llai a dodrefn stryd o gwmpas y dref yn bwysig wrth wneud i bobl fod eisiau aros yn y dref. In the short term this facility could also help Canolfan Awelon, (an existing well used community space that will soon be unavailable due to redevelopment) maintain their user base by providing a temporary hall, or even allow it to become a permanent operator of a revitalised Town Hall community facility, allowing Awelon redevelopment plans to focus on their extra care housing element. There is potential to consolidate council assets and Canolfan Awelon operations subject to agreement to create a Multi-generational Hub that could be used by a cross section of townspeople. Could it contain: • • • • • • •

a library? community rooms and spaces? enterprise spaces? meeting rooms? youth facilities? nursery/creche/after school clubs? multi purpose hall / community cinema?

Developing a business case, lease and brief for the building should be considered a priority to address the consolidation of council assets and the need for a community focus in the heart of the town.

1.5 Smaller spaces and Street furniture While St Peter’s Square is an obvious focus for public life, the quality of smaller public spaces and street furniture around the town are important in making people want to linger in the town. Opportunities to refresh public spaces should be sought: for example, the centenary of the first world war offers a fantastic opportunity to refurbish the Cenotaph. Mapping the public realm has shown the town has many types of street furniture, signs, planters and bollards. Many of these are in a state of disrepair, while others are located looking away from views or

1.6 Tîm Tref Taclus Rhuthun Fel rhan o ddeilliannau Menter Dyfodol Rhuthun, mae Cyngor Tref Rhuthun wedi sefydlu Tîm Tref Taclus ac erbyn hyn mae cnewyllyn o dros 50 o wirfoddolwyr sydd wedi cytuno i ymrwymo i fynychu o leiaf 6 o’r 12 cyfarfod y flwyddyn . Cynhaliwyd y cyfarfod cyntaf ym mis Medi ac ar ôl dwy awr roedd gwaith clirio planhigion oedd wedi tyfu’n wyllt, chwynu, casglu sbwriel a phaentio meinciau a chanllawiau wedi gwneud gwahaniaeth cadarnhaol ac amlwg iawn ar hyd Rhodfa’r Rheilffordd. Sefydlwyd y tîm gyda buddsoddiad o £1,500 gan Gyngor Tref Rhuthun wedi’i gyfateb gan ostyngiadau hael a chyfraniadau gan sector preifat y dref yn darparu offer garddio, tŵls a deunyddiau addurno. Bydd y Tîm yn cael ei reoli gan Bwyllgor Amwynderau’r Cyngor Tref, a bydd prosiectau / ymgyrchoedd clirio deunyddiau ac ati yn cael eu cytuno gydag Adran Strydlun Cyn-gor Sir Ddinbych.

at points where there is little need to stop. Repairing furniture is a simple and cost effective method of quickly updating the streetscape. Ruthin Town Council are in the process of taking on responsibility for maintenance of the town’s street benches and some street furniture. This offers the potential for the town to appraise and assess the state of the public realm. Selecting a ‘Ruthin standard issue’ pack of street furniture for use whenever items are replaced, and also refurbishing items to a similar ‘look and feel’ would be a cost effective way of slowly uniting the town’s public realm.

1.6 Ruthin Tidy Town Team As part of the ongoing outcomes of Ruthin Future Initiative, Ruthin Town Council have progressed the establishment of a Tidy Town Team and now have a core of over 50 volunteers who have each agreed to commit to attend at least 6 out of the 12 meets a year. The first meet took place in September and after 2 hours work clearing overgrown plants, weeding, litter picking and painting benches and handrails, had made a very positive and noticeable difference along Railway Walks. The team have been established with an investment of £1,500 from RTC matched by generous discounts and contributions from the Town’s private sector in providing gardening equipment, tools and decorating materials. The Team will be managed by the Town Council’s amenities committee, and projects / clearance of materials, etc agreed with Denbighshire County Council’s Street-scene department.

Nododd gweledigaeth wreiddiol Tref Farchnad y Dyfodol yr angen i gysylltu canol y dref yn well gyda’i siopau a’i gwasanaethau i’w maestrefi a’i chefnwlad. The original Market Town of the Future vision identified the need to better connect the town centre with its shops and services to its suburbs and hinterland. This remains an important issue; there are limited cycle routes around the town and active travel routes need improvement. While the art trail has succeeded in creating a route from the craft centre to the town centre, the relocation of the school to the periphery means that safe connections from housing areas to this community facility is now a priority. Provision of safe pedestrian and cycle routes around the town and along the river will encourage active travel and reduce reliance on vehicles.

Connecting areas of green space around the town would improve connections between the town centre, Cae Ddol and the suburban areas around the town. Attractive and well connected outdoor space would encourage use of the superb green spaces the town possesses. • Could a linear park be created which connects the town centre and its southern and eastern communities and in particular Glasdir and the new school site? • Could this increase use of active travel such as walking and cycling? • Can it be designed in a way that it is deliverable in small parts as funding becomes available? • Could feature trees and unified signage define entrances to green spaces and help them connect? • Could it connect to walking routes and green spaces beyond the town? • Could it provide locations for learning experiences such as food growing or forest school?

Linked to the riverside park is the need for improved safe routes around the town, in particular linking the school sites at Glasdir and Ysgol Borthyn to residential areas. Developing an attractive and safe network of public routes will encourage increased use of public spaces and active travel methods such as walking or cycling for all ages.

Linking the periphery of the town to the centre will help to bring residents, tourists and visitors to St Peter’s Square and the commercial and retail heart of the town. These new routes can be linked into existing footpaths beyond the town leading to the hinterland: Coed Cilgroeslwyd nature reserve, National Walking Route 84 to Wrexham via Llandegla, Coed Ceunant (Woodland Trust), and to woodland to the South West of Ruthin (Coed y Gawen, Coed y Galcyog, Graig Lom, Coed Aston & Rhyd y Gaseg).

The examples of What If? Projects Mini-Holland project for Waltham Forest shows the value of joined up thinking in delivering a network of safer routes, public spaces and promoting active travel. A series of distinctive cycle lanes, a new bridge, playful objects, greening , new signage, cycle parking and cycle training have led to a reduction in traffic and increase in cycling in the borough.

Ruthin Castle was highlighted in the Ruthin Future Week engagement as an important asset for the town, both as a tourist destination and a place that residents enjoy.

Mae Ymddiriedolaeth y Castell yn ymgynghori ar weledigaeth ar gyfer y Castell sy’n canolbwyntio ar ddehongli creadigol a llwybrau o gwmpas y safle. Gallai dehongli creadigol gynyddu mwynhad y safle, datgelu hanes brith y castell, cynnig profiad cofiadwy i ymwelwyr, cynyddu cysylltiadau lleol a chael effaith cadarnhaol yn economaidd. The Castle Trust are consulting on a vision for the Castle focused on creative interpretation and trails around the site. Creative interpretation could increase enjoyment of the site, reveal the chequered history of the castle, offer a memorable visitor experience, increase local connections and have a positive economic impact. An artist-led approach would compliment the town’s reputation as a centre for applied arts and crafts. The Castle Trust are also consulting on opening up public walks through the grounds (from the entrance arch, down towards the standing stones and on to meet a public footpath linking around to Cae Ddol). The castle could be much better connected to the town and its green routes. This could be easily achieved through an enhanced connection to the Cunning Green, linking the Castle into the network of routes around the town. A ‘viewing wall’ could be created for walkers to look back at the castle from the Cunning Green, offering a unique view of the castle on its outcrop that is otherwise obscured.

Around Ruthin there are parcels of land which could be used to address housing need in locations that offer walkable and convenient access to the town centre, rather than developing new estates on green field land.

From engagement events, starter homes and small family homes were identified as under-served by the existing housing provision in the town. While homes for ageing were identified as well served, there was some concern that this is a growing sector and further provision may be needed in the future. Extra-care in particular was identified as a provision lacking in the town centre.

The existing buildings and their playing fields provide a major opportunity for possible additional housing close to the town centre. The site would be suited to a mixed use development focused around healthy living, improved facilities at the hospital including a clinic and improved parking, educational space and housing for older people. This would benefit from close connection to the adjacent hospital but would minimise parking and traffic issues.

3.2 Canol y Dre / Hen Lôn Parcwr There are opportunities to consider the long term future of the areas in and around Canol y Dre and Hen Lon Parcwr. This area is very accessible from the town centre and has a good setting near the river and with views over the fields around the town.

3.3 Mount Street Clinic The existing clinic on Mount street is a building that his no longer up to standard and is an unsightly

property which impacts a key site within the Town Centre Conservation Area. With appropriate relocation of the Clinic to another location, this site could provide a fantastic site for additional walkable housing which repairs the character of this area.

3.4 Smaller sites A number of smaller sites that could be considered are located around the town: • 46 Clwyd Street: This has been made available for Sale or to Let for a number of years, but remains vacant. Would it appeal more to landlords or developers of suitable housing if it included some additional outdoor space behind that could provide some outdoor amenity space for tenants / homeowners? • The Drill Hall: The Drill Hall site is well located with access off the main road, and could provide a convenient location for housing as flats or a terrace of houses with gardens which matches in with the character of nearby properties. • Scout Hut: Whilst the Scout Hut adjacent to the Cunning green was considered as part of ideas for housing in the public exhibition, since the consultation it is understood that the Hut is being purchased and refurbished for the Scouts.

3.5 Developing housing briefs The following questions should be considered when developing briefs for housing in the town: • • • •

What sort of housing is needed in the town? Where should this housing be? What mix of tenure is needed? How does it connect to the wider community and community facilities?

There are numerous examples of high quality housing that responds to and respects its context, both at a small scale and larger sites. The examples shown here combine contemporary living with materials, house forms and details that respond to the towns they are built in.

Argymhellion allweddol Dylid ystyried yr egwyddorion a nodir yma fel strategaeth arweiniol ac yn agored i’w newid a’u datblygu wrth i’r amser fynd heibio. Gall blaenoriaethau a phrosiectau newid a gallai cyfleoedd neu fentrau newydd ddod i’r amlwg a all gefnogi gweledigaeth y dref yn y dyfodol. Mae’n bwysig nad yw gweithredu a buddsoddi yn cael ei atal oherwydd nad yw rhywbeth wedi’i gynnwys yn y ddogfen hon. Dylai’r Cyngor Tref a phartneriaid y prosiect ddefnyddio’r ddogfen hon ynghyd â’r cynllun tref gwreiddiol i wneud cais am grantiau a chymorth ar gyfer prosiectau unigol yn y cynllun a cheisio buddsoddiad gan ddatblygwyr sydd â diddordeb yn yr ardal. Dylai’r cynllun hefyd gael ei ddefnyddio i ddylanwadu ar bolisi defnydd tir y Cyngor a Chynlluniau Datblygu Lleol. Mae’n darparu tystiolaeth o ymgysylltu a blaenoriaethau cymunedol helaeth sydd wedi deillio o’r sgyrsiau a’r digwyddiadau hyn.

Y Camau nesaf Awgrymir y canlynol fel y camau nesaf wrth ddatblygu’r weledigaeth:

1) Cymuned sy’n Gweithredu

Adeiladu ar gefnogaeth y gymuned yn ystod Wythnos y Dyfodol i lunio criw o randdeiliaid sy’n barod ac yn gallu gyrru prosiectau ymlaen. Ailsefydlu Tîm y Dref i gydlynu cyfathrebu rhwng rhanddeiliaid.

2) Trosglwyddo Asedau Cymunedol

Dylid edrych ar y cyfle i fanteisio ar asedau cynhyrchu incwm posibl yn y dref fel yr Hen Lys a Neuadd y Dref trwy bartneriaethau cydweithredol. Byddai hyn yn cyflawni nod allweddol y cynl-lun trwy greu presenoldeb dinesig dan arweiniad y gymuned yng nghanol y dref. 52

Making it Happen The two stages of the project have shown that energy, enthusiasm and a sense of pride are abundant in Ruthin. However, a clear delivery process and collaboration between partners is needed to make these proposals happen.

Key recommendations The principles identified here should be seen as a guiding strategy and open to change and development as time passes. Priorities and projects may change and new opportunities or initiatives may emerge which can support the town’s future vision. It is important that activity and investment are not curtailed simply because something is not contained in this document. The Town Council and project partners should use this document along with the original town plan to apply for grants and support for individual projects within the plan and seek investment from developers interested in the area. The plan should also be used to influence Council land use policy and Local Development Plans. It provides evidence of extensive community engagement and priorities which have arisen from these conversations and events.

Next steps The following are suggested next steps in developing the vision:

1) A Community of Action

Build upon the community of support around the Future Week to build a coalition of stakeholders who are willing and able to drive projects forward. Re-establish the Town Team to co-ordinate communication between stakeholders.

2) Community Asset Transfer

The opportunity to take on potentially income generating assets in the town such as the Old Courthouse and Town Hall through collaborative partnerships should be explored. This would achieve a key goal of the plan by creating a community led civic presence in the town centre.

3) Progress public space improvements

Public space projects have significant potential to significantly benefit the town, economically,

4) Canllawiau Cynllunio Atodol

Gellid datblygu’r syniadau a drafodwyd yn y ddogfen hon yn ganllawiau cynllunio yn benodol ar gyfer Rhuthun. Yna byddai’n hysbysu polisi ar lefel sirol a sicrhau bod datblygiad yn cyd-fynd â’r canllawiau a nodir. Dylai’r ddogfen fod yn rhan o ymgynghoriadau’r Cynllun Datblygu Lleol ar gyfer y dref.

5) Tîm Tref Taclus Rhuthun

Mae’r Cyngor Tref wedi creu Tîm Tref Taclus fel is-grŵp cymunedol dan Bwyllgor Amwynderau Cyngor Tref Rhuthun. Bydd hyn yn ymgymryd â’r dasg o adnewyddu meinciau, biniau a phlannu. Bu ymgysylltiad cymunedol cadarnhaol ac mae pobl leol yn awyddus i gymryd rhan. Er mwyn gwneud y gorau o effaith dull dilyniannol o adnewyddu dodrefn stryd, dylid cofnodi cyflwr yr eitemau hyn sy’n bodoli eisoes. Gellid gwneud hyn gyda phobl leol, grwpiau cymunedol ac ys-golion.

6) Côd Dylunio / Briffiau

Gellid ymestyn y prosiect i archwilio cod dylunio ar gyfer datblygiadau newydd yn y dref yn ogystal ag ar gyfer gwaith parth y cyhoedd a wneir gan y cyngor neu eraill. Byddai hyn yn sicrhau bod gan y dref hunaniaeth ac nid yn efelychu datblygiadau safonol mewn mannau eraill. Mae hyn yn arbennig o bwysig ar safleoedd datblygu mawr megis Stryd y Rhos, lle bydd datblygiad yn cael effaith sylweddol ar gymeriad y dref. Dylai datblygu ystyried graddfa, màs, mynediad, teithio llesol a llesiant, i gyd-fynd gydag egwyddorion y cynllun hwn.

7) Tref Celf a Chrefft

Mae syniad y Dref Gelf - a ddisgrifir yn y ddogfen wreiddiol Tref Farchnad Tref y Dyfodol - yn par-hau’n berthnasol. Dylai Cyngor Tref Rhuthun, gydag eraill, ddatblygu cynllun i wella proffil y dref fel Tref Celf a Chrefft, sy’n gysylltiedig â Phafiliwn Celf Eisteddfod Genedlaethol yr Urdd Sir Ddinbych yn Ninbych yn 2020.

environmentally and socially. Transformational projects such as St Peter’s Square need design work, but smaller projects such as refurbishing the Cenotaph could be ‘quick wins’. These projects will make the town centre more attractive and increase stay times, supporting businesses.

4) Supplementary Planning Guidance

The ideas discussed in this document could be developed into planning guidance specifically for Ruthin. It would then inform policy at county level and ensure development fits within the guidelines set out. The document should form part of the Local Development Plan consultations for the town.

5) Ruthin Tidy Town Team

The Town Council is creating a Tidy Town Team as a sub-community group of RTC’s amenities committee. This will take on the task of refurbishing benches, bins and planting. There has been positive community engagement and local people are keen to be involved. To maximise the impact of a sequential approach to renewing street furniture, further recording of the condition of items should be carried out. This could be carried out with local people, community groups and schools.

6) Design Code / Briefs

The project could be extended to explore a design code for new development in the town as well as for public realm works carried out by the council or others. This would ensure the town has an identity and is not a clone of standard developments elsewhere. This is of particular importance on major development sites such as the Rhos Street, where development will have significant impact on the character of the town. Development should consider scale, mass, access, active travel and wellbeing in its development to align withe principles of this plan.

7) Art & Craft Town

The idea of the Art Town- described in the original Market Town of the Future- remains relevant. RTC with others should develop a plan to enhance the profile of the town as an Art & Craft Town, connected to the Urdd National Eisteddfod Art Pavilion in the 2020 Eisteddfod in Denbigh.

Tuesday 24th April, Ruthin Craft Centre This will show what was achieved and what has changed since the original initiative, and provide an opportunity for the community to have their say on new ideas and projects, including Ruthin Town Council’s proposals for the Old Courthouse (former Nat West Bank).

Wednesday 25th April Bringing together professionals, the community, local groups and businesses to discuss the challenges facing the town and to discuss ideas and initiatives that can ensure a positive and sustainable future for the town and it’s historic buildings (see report, appendix 2).

Cyflwyniad Yn 2011, cymerodd pobl Rhuthun ran yn ‘Wythnos Dyfodol Rhuthun’ - rhaglen o ddigwyddiadau ac ymgynghoriadau a oedd yn gwrando ar eu barn a’u syniadau ar gyfer y dref fel rhan o fenter ‘Rhuthun, Tref Farchnad y Dyfodol’ ynglŷn â siapio’r dref ar gyfer y dyfodol. Roedd yn brosiect Beacon i Gymru ac enillodd wobr bwysig ar gyfer Trefi Marchnad yn 2012, ac erbyn hyn mae’n ffurfio’r templed ar gyfer ymarferion Cynllunio Lle Cenedlaethol ar draws Cymru. Mae Cyngor Tref Rhuthun, gyda chefnogaeth Cyngor Sir Ddinbych a phartneriaid eraill bellach yn cychwyn ar Ddyfodol Rhuthun 2 - diweddariad o’r cynllun i helpu’r dref wynebu heriau newydd megis dod o hyd i ddefnyddiau hyfyw ar gyfer adeiladau banc gwag, cynyddu prysurdeb canol y dref a sicrhau dyfodol cynaliadwy ar gyfer y cyfleusterau a’r amwynderau mae’r dref yn eu cynnig ar gyfer ei chymuned. Introduction In 2011 the people of Ruthin participated in Ruthin Future - a programme of events and consultations that listened to their views and ideas for the town as part the award winning Ruthin Market Town of the Future initiative about shaping the town for the future. It was a Beacon for Wales project and won a prestigious Action for Market Towns Award in 2012, and now forms the template for National Place Planning exercises across Wales. Ruthin Town Council, with support from Denbighshire County Council and other partners are now embarking on Ruthin Future 2 - an update of the plan to help the town face new challenges such as finding viable uses for vacant bank buildings, increasing town centre footfall and ensuring a sustainable future for the facilities and amenities the town offers for it’s community. A key part of the initiative is to look at some locations and buildings which are potentially impacted by once in a generation change, and which through open and transparent discussion involving different partners, can allow fresh ideas and opportunities to be identified which maximise the potential for re-use, development and improvement for the benefit of Ruthin. Example sites include old Pen Barras/Rhos Street school, Ruthin Town Hall, former Nat West at the Old Courthouse. This discussion will involve representatives from public organisations such as DCC Assets Management, Ruthin Town Council, private house builders and developers, local community organisations, housing associations, local landowners, urban designers & architects, and representatives from the Ruthin community.

Challenges: • Lack of affordable housing, homes for first time buyers or housing for families • Ageing population- how is this served in Ruthin? Are existing facilities fit for purpose? A lack of extra care housing • Primary care in Ruthin is struggling to meet demand • Ruthin is relatively affluent and is perceived to struggle in attracting funding • Ruthin is a good place for business- but is not seen as open for business. There is potential to develop places to work but there is a perceived lack of a joined up vision to achieve this. Existing industrial units are oversubscribed. • A bilingual community, perceived as divided on language grounds. Opportunities to connect such as carnival and festival should be embraced • How can Glasdir be made into a connected community?

Opportunities: • Could Ruthin apply to be a Dementia Friendly community? This would need to be led by local people and businesses • Hospital and School sites: There is the opportunity to create a focus on health and wellbeing, perhaps with homes for ageing alongside health provision on the School site. • Mount Street: Welsh Ambulance want to maintain a presence in Ruthin but are open to relocating, which could free the Mount Street site for redevelopment. The current building is sub-standard. • The town centre: How can better use be made of the buildings in the town centre? For example, increasing residential opportunities or creating residential on the upper floors of shops. • The leisure offer in the town is good, but often busy at peak times

Cyflwynodd Sabine brosiect Gweithredu Diwylliannol Llandudno a gyllidwyd gan Gyngor Celfyddydau Cymru trwy’r rhaglen Syniadau, Pobl. Nod y prosiect yn hwyluso adfywiad a arweinir gan brofiad a diwylliant yn Llandudno, gan ymgorffori’r celfyddydau a datblygiad diwylliannol yn natblygiad hirdymor ac esblygiad y dref. Yn wreiddiol, canolbwyntiodd y prosiect ar ddefnyddiau newydd ar gyfer lleoedd ac adeiladau segur yn y dref ‘Gofodau Coll’ - gan gynnwys Capel y Tabernacl, ty tref Fictorianaidd a man agored ar ystad dai.

Sabine presented the Arts Council Wales Ideas People Places-funded project, Cultural Action Llandudno. The project aims to facilitate the culture and experience-led regeneration of Llandudno, embedding the arts and cultural development in the long term progression and evolution of the town. The project initially focused on new uses for disused spaces and buildings in the town- ‘Lost Spaces’- including a Tabernacle chapel, a Victorian townhouse and an open space on a housing estate.

Under the Shape My Town strand of work, a series of short artist residencies have explored different aspects of the town through different artistic means: a mobile beach hut collecting people’s thoughts of the town, exploring materials, temporary sand sculptures, a people’s map, photomarathon, a centre for creative activism and a pop up museum. Sabine concluded by highlighting the value of creative practitioners in bringing new viewpoints on places that residents know well and provoking people to think again about their environment.


Amanda Spence. Design Commission for Wales

Amanda Spence, Comisiwn Dylunio Cymru

Amanda introduced a preview of a film recording the process of a one day intensive workshop, called a charrette, which explored big ideas for Merthyr’s industrial heritage. Bringing together professionals from architecture, urban design, planning and the arts with local people and policy makers, the event held in Autumn 2017 aimed to create a vision for the future of the Cyfarthfa Castle site. The event generated several ideas: Merthyr as the cathedral of South Wales’ industrial heritage; the importance of reconnecting the various parts of industrial heritage and the landscape; Merthyr as a cultural centre with a coordinated series of events and activites throughout the year; and the re-imagining of Cyfarthfa castle as a community and cultural centre.

The project demonstrated the importance of having a strong vision for a place which can then help to define projects that follow. Amanda identified that the event created a sense of excitement and energy around the future of Merthyr and has created political interest in the future of the castle and the industrial heritage of the valley.
