Sully-Miller also replaced the reinforced concrete approach slabs over the Sepulveda Boulevard Tunnel. In addition, company workers installed energy-efficient LED lighting on the centerline. The rapid rehabilitation of Runway 7R/25L shows our capacity to work smarter, while minimizing the impact on the airport.”

RMACES Finds New Home in Denver for Its Conference The Rocky Mountain Asphalt Conference and Equipment Show (RMACES) had a new home this year as the show was held at the National Western Complex in Denver on Feb. 8 to 9. The annual event, held since 1973, is sponsored by the Colorado Asphalt Pavement Association along with the Asphalt Institute, American Public Works Association, Colorado Association of Road Supervisors and Engineers, Colorado Contractors Association Inc., Colorado Department of Transportation, Colorado State University, Federal Highway Administration and the Wyoming Department of Transportation. This year marked the show’s return to an in-person format after being presented virtually during the height of the pandemic. In conjunction with the equipment show and conference, the Colorado Asphalt Pavement Association held its awards presentation, this year inducting Kiewit’s Harvey Elger to the Colorado “Asphalt Hall of Fame.” Complete coverage of the awards will appear in the next issue of CEG. CEG
John Rogers (L) and Roger Kisner of Purple Wave Auctions offered advice to attendees about marketing their equipment assets.
Power Equipment Company’s Doug Corley (L) and Bill Stalzer of Bomag presented the Bomag BW 141-AD tandem roller to contractors at the Denver show, along with milling machines and paving equipment offered by the longtime Denver Volvo dealer.
Paving equipment needs to be transported, and heavy haul trailers were prominently displayed at the show. Treye Phelps of Interstate Trailers was on hand to answer questions about their line of trailers manufactured in Texas.
Power Motive Corporation Territory Sales Managers Kevin Sokol (L) and Jay Nielsen are big proponents of Roadtec’s RP-250 wheeled paver. They spent a good part of their time at the show discussing the pros and cons of wheeled vs. tracked pavers.
Mike Sydow (L) and Eric Bielenberg make a great team at 4 Rivers Equipment. Bielenberg is the equipment guy and he’s helped many a Colorado contractor select the right machine. Sydow is all about technology and helps the customer fit their new machine with the right telematics and machine control to meet their needs on the job site.
Lets talk paving. Wirtgen’s Tom Chastain and Honnen Equipment’s Wirtgen Group Sales Manager Andy Nicolas discuss features of the Vogele 1300-3i paver at the Rocky Mountain Asphalt Conference and Equipment Show.
RMACES chose the National Western Complex in Denver as this year’s host venue. Heavy equipment was displayed in the arena area while smaller equipment, technology and other exhibitors were located in the expo hall.

Case Debuts 2022 ‘Kickstart’ Business Development Program Case Construction Equipment is now accepting entries for the 2022 Case Kickstart Contest, a business development program where landscape contractors enter for a chance to win a prize package built to advance the capabilities, expertise and development of their operation. Landscape business owners are encouraged to enter the contest at CaseCE.com/Kickstart by answering a few basic questions, sharing their goals for the year ahead and describing how they will evolve their services if they win the contest. The deadline for entry is March 31, 2022. One grand-prize winner will take home the following package: • One-year business consultation with Ken Thomas and Ben Gandy of Envisor Consulting, including one in-person session and ongoing consultation • A six-month lease on any Case compact track loader (CTL), including the all-new Case TV620B compact track loader • A six-month attachment lease selecting from some of the most common attachments used by landscapers, including the all-new
Case precision grader blade Five runners up will receive a six-month online training subscription from Envisor Academy — the online home of Envisor and its Green Dot Operating System that includes online courses, seminars and workshops. All who enter will receive an exclusive
invitation to the Case Landscape Virtual Summit — an online event similar to the current CASE LIVE series that will feature an educational session with Ken Thomas and Ben Gandy of Envisor, as well as an equipment Q&A with leading Case product and service experts. Representatives of Case and Envisor will
select the winning entrants. Winners will be notified in April 2022. “The landscape industry is fueled by entrepreneurs willing to build a life out of growing their business, developing great teams, and improving the world around us,” said Terry Dolan, vice president — North America, Case Construction Equipment. “Kickstart is designed to help these businesses take the next step with tools and resources that improve key operations and capabilities in the field.” “The future of the landscape industry is in the next generation of leaders who recognize that success is tied both to the skill of the work in the field as well as the intelligence that drives the growth of the business,” said Ken Thomas, cofounder, Envisor Consulting. “With Envisor and Case, we’ve built a program that benefits the contest winners, and all who enter, with practical resources and solutions to improve the work they do.” For more information, visit CaseCE.com/landscaping.
CIM Program Breaks Records at World of Concrete Auction The National Steering Committee (NSC) for the Concrete Industry Management (CIM) program — a business intensive program that awards students with a four-year Bachelor of Science degree in Concrete Industry Management — announced it raised more than $1.740 million in gross revenue at its annual auction, held in conjunction with the World of Concrete on Jan. 19. “This year’s auction was a tremendous success, both in terms of the value of donated items and the auction participants,” said Ben Robuck, CIM auction committee chairman. “The results are indicative of the high value the concrete industry places on the CIM program. We thank the concrete industry for their tremendous support. In addition to a concrete mixer truck donated by Mack Trucks Inc. and McNeilus, a truck-mounted concrete pump donated by Alliance Concrete Pumps, a truck chassis donated by NORCAL Kenworth and Kenworth Truck Co., a high-
performance mixer donated by Con-Tech Manufacturing Inc., an S-485 Laser Screed donated by Somero Enterprises and a Shumaker Industries’ Load and Go Ready Mix Truck Wash system, we had a variety of items targeted specifically for the concrete industry.” “In addition to the above-mentioned items, we were pleased to have cement donations from cement industry leaders like CEMEX, Holcim, Lehigh Hanson Inc., Argos Cement, St. Marys Cement Inc., Roanoke Cement Company, GCC, Martin Marietta as well as admixture donations from CHRYSO Inc., Master Builders Solutions, Sika USA and GCP Applied Technologies,” said CIM Marketing Committee Chairman Brian Gallagher. “Once again, we had incredible support from the World of Concrete show management, Informa and Ritchie Bros. Auctioneers,” said Gallagher. “We also thank the many companies such as Command Alkon, Volvo

Construction Equipment, Beck Industrial, Multiquip Inc., Allen Engineering and the numerous companies that donated items to the auction to make it a complete success.” In addition to the live auction, a
silent auction also was held. This year, CIM had record proceeds from the silent auction. Live and silent auction items included cement, concrete saws, drills, mixers, vibrators, safety equipment, screeds, decorative concrete tools,

Aggregate Production and Recycling Section For more information on crushing, screening and recycling equipment, visit CEG's Web site at www.constructionequipmentguide.com.
Producers Rely On Western Group for Aggregate Equip. Knowing that Paul Miller is weeks away from retirement, one would suspect the reason he keeps one eye on the cell phone placed conspicuously on the corner of his desk is in anticipation of his afternoon tee time. Instead, after 35 years at The Western Group, a supplier of screen media and aggregate equipment to the western states, Miller knows when his phone rings, it’s likely not leisure, yet; rather, it’s probably an important call from an important customer. Companies like Mountain States Constructors, Jobe Materials and Vulcan Materials rely on Miller and his team in Albuquerque, N.M., to keep production on track; and when a machine goes down, he immediately moves into action. It has been that way for 35 years. The Western Group manufactures screen media for aggregate equipment. In addition to supplying wear parts, the company is an authorized dealer of Astec Industries’ line of crushing, screening and material handling equipment in New Mexico and as far west as Texas (El Paso). Miller began his career with Western in 1987 after a few years with Conley-LottNichols, a Texas equipment distributor that would later be bought out by ROMCO. “Screen media was so limited at the time,” he recalled. “We were on a mission to offer quality supplies to the sand and gravel indus-
Nearly a year later, an audit determined that the full tax should not have been collected and the monies were refunded by authorities to The Western Group. While the client had no knowledge of the exchange, Miller presented the $18,000 tax refund check back to the customer immediately. All Hands On Deck Western’s Albuquerque branch employs 10 people and gets the most out of that staff. In all, the facility covers five acres, with four acres of yard for machinery display and one acre under roof, split evenly between a huge parts inventory and vast service area.
Paul Miller (L) will retire this summer after spending parts of his career as the general manager of the Western Group. Sean Kass will take over as general manager of the Albuquerque facility that specializes in aggregate wear parts as well as Astec equipment.
try. We started with belts and wear parts and ultimately began supplying conveyors. That’s what connected us with KolbergPioneer [later KPI-JCI and now Astec] and we took on that line in 1990. “We were then and are now a U.S. company, manufacturing our goods in the U.S. and are proud to have represented another

U.S. company [Astec] all these years.” Miller will step down from his position as general manager later this summer. Sean Kass, a veteran of the equipment industry in New Mexico, will assume the role when Miller retires. Formerly of John Deere dealer 4 Rivers Equipment, Kass will bring a depth of knowledge of highway construction to The Western Group, according to Miller. Guiding Principles Miller said that in addition to being committed to U.S.-made products, there are two other beliefs both he and his company hold true. First, customer service reigns over all other business considerations; and second, honesty and integrity outweigh profit concerns. To illustrate this, Miller recalled a sale of a new piece of equipment to a contractor several years ago. But it wasn’t a clear consensus whether the transaction was subject to the full sales tax amount, even after consultation with state officials. So, being scrupulous, the company decided to charge the customer the full tax and remit the fees to the state.
Companies like Mountain States Constructors, Jobe Materials and Vulcan Materials rely on Miller and his team in Albuquerque, N.M., to keep production on track.
While Miller’s focus is on machinery sales, two other outside representatives serve as product support for the screening media and associated parts business. The balance of the team holds up the service end of the company. Miller said Western’s future lies with Astec. “Whether its Kolberg-Pioneer, KPI-JCI or Astec, we feel very comfortable selling their equipment,” he said. “We don’t want to sell anyone else’s equipment. They always stand behind their stuff.” The Western Group and Astec will remain a part of the equipment landscape in Albuquerque and beyond, but Miller will be riding off into the sunset, likely retiring to a golf course south of town. And at that point, those constant phone calls he receives? Those really will be tee times. CEG

Sully-Miller Rehabilitates LAX Runway By Upgrading 80-Ft. Wide Segment LAX from page 1
Sully-Miller completed the two-month project on time at the cost of $17.37 million. The runway rehabilitation covered approximately 7,000 of the 11,000-ft. runway and the two high-speed exit taxiways. Taxiways are paved roadways for aircrafts to use to get to the runways. The contractor had just completed a $100 million project on taxiway P at LAX before starting on 7R/25L. For 7R/25L, the pavement team used 15,000 tons of a P401 asphalt mix as mandated by the Federal Aviation Administration (FAA). While a typical freeway construction might call for an open graded friction course to keep rainfall off the road, this project required the contractor to make perpendicular saw cuts 1 to 1.5 in. apart in the new asphalt to channel water off the runway. “The P-401 mix is designed to withstand the heavier load required for airport runway traffic,” said Travis Clausen, construction manager of Sully-Miller. The major challenge for Clausen and his crew was to remove approximately 3 in. of asphalt that was laid over a 16-in. concrete base. “The concrete base had failed and was quite difficult to work with,” said Clausen. “In many cases, the base had cracks in it which had to be repaired first or they would eventually reflect upward and degrade the new asphalt pavement we would place on top.” Sully-Miller rejected ordinary crack fillers for the fix. “We used a fine sand asphalt slurry to repair the cracks,” said Clausen. “When we applied the new hot-mix asphalt on top, this mixture would not bubble up like standard crack fillers or rubber might. The asphalt slurry simply became a part of the body of the runway pavement.” Meeting Requirements The company used a Bidwell 6500 paving machine to place 42,000 cu. yds. of lean concrete base. Installing the new LED runway lighting on the new pavement required precision. “The new lights had to be installed at the exact orientation as before,” said Clausen. “This will help ensure good visuals for the pilots as they make their landings.” Sully-Miller ran two crews for two shifts per day but did not do any night paving. “We wanted to meet all the quality control requirements, especially on smoothness, said Clausen. “We thought that would be done best during daylight hours.” Another requirement was to keep the runway clean of

rock that might otherwise get sucked up into the jet engines of airplanes. Sully-Miller had a vacuum sweeper running 24 hours a day to remove any possible debris. This included a section where the work crossed a live runway. LAX’s environmental constraints also challenged the crew. In order to meet some of the guidelines, the paving team faced more stringent exhaust guidelines than in a normal job. The equipment team’s adjustments included switching to biodegradable fuel and using propane-powered sweepers. Sully-Miller owns three asphalt plants and an aggregate quarry not far from the airport. Producing quality asphalt for the job was not a problem. However, getting the product to the runway for paving was not simple. Anyone who has driven in Los Angeles knows the traffic can be abominable. Trucks arriving at LAX also faced heavy security even with their own construction entrance. Trucks usually had to be escorted in and badges checked. This process could take an hour, creating another strain on the logistics of the operation. Achieving a high degree of smoothness was another important requirement that the Sully-Miller team met. “We had a pavement profiler on location at all times so we could make minor adjustments on the fly,” said Clausen. “Our team can’t wait to go back and do more runways at LAX,” said Clausen. “We love the challenge of getting things done right and getting them done on time.” CEG

New Order Requires PLAs for Fed Building Jobs Over $35M President Joe Biden penned an executive order Feb. 4 that would require certain federal construction projects to use project labor agreements (PLAs). The agreements set standards for wages and other conditions with a labor organization prior to a project. Biden touted the move to reduce costs and improve efficiency, although some have argued that PLAs increase costs, Fox Business reported. The president’s order came as part of a broader pledge to help unions. “The executive order I’m going to sign today is going to help ensure that we build a better America, we build it right, and we build it on time, and we build it cheaper than it would have been otherwise,” Biden said in his remarks to the Ironworkers Local 5 union members in Upper Marlboro, Md., according to The Hill. Biden added that the collective bargaining deals are aimed to “help defuse problems before they arise.” “I promised you [that] you’d have a union president, and I am,” Biden said in the speech. The order applies to projects more than $35 million and, according to the White House, could affect $262 billion in federal contracting. It requires projects to involve an agreement with one or more labor organiza-
tions while allowing all contractors and subcontractors to compete regardless of whether they are parties to collective bargaining agreements. Former President George W. Bush previously signed an executive order that said agencies could not require or prohibit contractors from entering PLAs, Fox Business noted. That was later revoked by former President Obama who encouraged agencies to consider requiring the agreements. Following Biden’s announcement, the Associated General Contractors of America (AGC) on Feb. 4 warned that the executive order would inflate costs. “Government-mandated project labor agreements undermine the collective bargaining process by imposing a separate agreement in a specific region that applies only to a limited number of construction firms and unions,” read an AGC press release. “These imposed PLAs undercut the benefits of the collective bargaining agreements that were negotiated in good faith between employers and labor unions and will likely prompt many firms to think twice about participating in the bargaining process in the future.” The White House contended in a state-
ment that the agreements bring “structure and stability to large-scale construction projects “ “Such agreements avoid labor-related disruptions on projects by using dispute-resolution processes to resolve worksite disputes and by prohibiting work stoppages, including strikes and lockouts,” read the White House press release. “They secure the commitment of all stakeholders on a construction site that the project will proceed efficiently without unnecessary interruptions. “They also advance the interests of project owners, contractors and subcontractors, including small businesses. For these reasons, owners and contractors in both the public and private sector routinely use [PLAs], thereby reducing uncertainties in large-scale construction projects. The use of [PLAs] is fully consistent with the promotion of small business interests.” Biden’s Actions Designed to Strengthen Unions The Hill reported that Biden’s executive order also directs both the federal Department of Labor and the Office of Management and Budget to lead a training strategy for the nearly 40,000-person contracting workforce on the implementation of
the new policy. The president has promised that the bipartisan infrastructure law, which he signed in November to provide funding in part for construction projects, also would create good union jobs. “As president of the United States, I award contracts,” he explained. “Unless the project I’m purchasing for the American people was made in America and [all] its component parts were made in America, we’re not buying it. Every single project that we’re talking about is paid for with federal dollars, is a federal project, is going to be [built with] union jobs.” Biden’s executive order builds on one issued by former President Obama in 2009 to use project labor agreements for federal construction projects. The current president told the Maryland iron workers that his new executive order will “ensure that major projects are handled by well-trained, well-prepared, highly skilled workers.” The Hill noted that Labor Secretary Marty Walsh also spoke to the union members, calling PLAs “powerful tools,” and saying they protect taxpayer’s investments, bring projects in on time and guarantee high quality results.
Mattracks Reaches Milestone: Ships Out 100,000th System Mattracks, a world leader, innovator and inventor of the wheel to rubber track conversion system, officially shipped out its 100,000th track system on Dec. 17, 2021. This milestone comes 27 years after the company’s founding in 1994. In this nearly three-decades of innovation Mattracks has gone worldwide, selling its track systems engineered to accommodate virtually any multi-axle vehicle on all seven continents and more than 100 countries. The international company’s headquarters remain located in Karlstad, Minn., where it currently manufactures more than 150 different models which range in price from $2,500 to over $250,000. These systems are utilized on ATV’s, UTV’s, trucks, tractors, agricultural equipment, construction equipment and military vehicles. Mattracks Founder and CEO Glen Brazier holds more than 56 patents and counting, each of which has been engineered for the purpose of allowing Mattracks conversion systems to excel in both

functionality and dependability. “Mattracks are the original track conversion systems; any other track on the market is either an imitator or owes its heritage to Mattracks. Anybody who has ever attempted to copy Mattracks has traditionally been gone by the wayside in swift fashion,” said Brazier. “Our dedication to quality and design is what has kept us at the forefront of the industry since the
beginning, and it’s the very thing that has lead us down the path to shipping out this 100,000th track system. I’m proud to say that the future of Mattracks looks brighter than ever.” With the advent of a new airport in Karlstad on the horizon, business is projected to substantially increase for Mattracks as well as all other area businesses. Another portion of Mattracks that some
may not be aware of is Kick’n Up Kountry, the Midwest’s longest consecutively running music festival, which takes place annually at Wagon Wheel Ridge in Karlstad. An extensive amount of Mattracks real-world product testing also takes place at Wagon Wheel Ridge. The WWR grounds not only house a test track, but Mattracks equipped vehicles also are utilized in the maintenance and development of festival infrastructure. The festival is scheduled for June 15 to 18 in 2022. Recently, Mattracks was awarded contracts by several large-scale original equipment manufacturers (OEMs) to produce track systems to accommodate their own product lines. These OEMs include but are not limited to one of the largest defense contractors in the United States, the world’s largest UTV manufacturer, the largest tracked mower company in the world and the global leader in specialty and access equipment. This increase in OEM partnerships has doubled production in just a few short years, and is pro-
jected to double it again over the next several years as well, according to Mattracks. In addition, Mattracks currently has its sights set on moving forward with several large expansions/additions to three of its manufacturing facilities in Karlstad, an endeavor that is projected to be completed within the next year. Each expansion has been specifically designed for the purpose of increasing productivity throughout the manufacturing process. All three expansions were projected to take place in 2019 but were since postponed due to the pandemic and recent economic climate. In conjunction with the expansion, Mattracks also anticipates increasing its workforce by hiring 100-plus new career-oriented employees over the next five years. These new positions will include a wide-variety of different roles, several of them in the leadership and development category. For more information, call 877/436-7800 or visit www.mattracks.com.

SANY dealers nationwide can now offer customers a variety of Leica Geosystems machine control solutions through a joint Technology Access Program.
Leica Geosystems, part of Hexagon, announced a collaboration with SANY America to simplify the adoption and support of Leica Geosystems’ machine control technology on SANY excavators and motor graders. Enhancing SANY’s equipment with Leica Geosystems’ cutting-edge but easy-to-use machine control technology enables greater precision for excavating and grading work and allows machine operators at various skill levels to increase their productivity while lessening the intensity of tasks, according to the company. This helps keep workers safe and results in less wear and tear on machines. The companies launched a joint Technology Access Program whereby SANY dealers nationwide can offer customers a variety of machine control solutions through their leasing and purchasing agreements, with installation and support by certified Leica Geosystems dealers. “This Technology Access Program will make deploying technology seamless and painless for operators,” said Troy Dahlin, vice president, heavy construction, at Leica Geosystems US/Canada. “Local SANY dealers are now able to retrofit their machines easily with Leica Geosystems technology. This collaboration extends beyond both our companies, stretching deep into local dealer partnerships for both organizations.” The Technology Access Program also offers SANY customers and dealers the ability to experience Leica Geosystems’ machine control technologies at the SANY Digs demo area, located in the SANY America headquarters near Atlanta, Ga. “Our customers and dealers want straightforward, streamlined solutions that make working with a mixed fleet easy and simple,” said Gabe Weiss, director of marketing of SANY. “This program is built on feedback from our dealer partner network and will provide operators with a technology option for grade control and dedicated access to the Leica Geosystems dealer support network.”

Volvo CE Increases Sales, Profitability Despite the continued decline in China, Volvo Construction Equipment (Volvo CE) sustains its solid growth with high infrastructure investment particularly across Europe, North America and South America, and increased revenue from services. The current drop in China is due to a saturated market for excavators following last year’s high sales levels and the overall slowdown in construction and infrastructure investments across the region. In Q4, 2021, net sales increased by 5 percent to SEK 21,812 M (20,810 M). Adjusted for currency movements net sales increased by 2 percent, of which net sales of machines were flat and service sales increased by 14 percent. Primarily impacted by the decline in the Chinese market, global order intake decreased by 24 percent and deliveries decreased by 18 percent for the final quarter. For the full year 2021, net sales amounted to SEK 92,031 M — rising from SEK 81,453 M from last year and demonstrating that the global market is continuing to spring back from the initial hit caused by the disruptions of 2020. Adjusted for operating income, it increased to SEK 12,228 M (10,071),
corresponding to an adjusted operating margin of 13.3 percent (12.4 percent). Market Development The European market showed a continuation of solid growth (27 percent) with a high level of infrastructure investments and a recovery in the rental segment. North America’s growth (23 percent) was supported by investments in commercial real estate and strong housing construction, while South America’s increase of 65 percent was largely driven by a high demand for commodities. The world’s biggest construction equipment market of China, however, reported a drop of 1 percent while all other regions in Asia, particularly in Korea and Southeast Asia, continued its rising market development of 19 percent. Sustainable Outlook The final months of 2021 saw the first shipment of the 20-ton EC230 Electric excavator for the Asian market from the factory in South Korea — setting yet another milestone for Volvo CE’s electric future. Sales of the company’s compact electric machines, the ECR25 Electric
excavator and the L25 Electric wheel loader, continued across key markets with Volvo CE delivering 321 of these machines in the last year. The reveal of a new concept autonomous electric wheel loader, Volvo LX03, also showcased the company’s direction towards decarbonization. “The industry continues to be confronted by the effects of the ongoing COVID-19 pandemic in combination with additional challenges such as transport disruptions, global component shortages and an overwhelmed supply chain,” said Melker Jernberg, president of Volvo CE. “Yet thanks to the dedicated work of my colleagues, partners and suppliers, we have continued to deliver good profitability and took several important steps forward in our efforts to lead the transition to a carbon-neutral construction industry. The greater flexibility, digitalization and innovation across our products and services — not forgetting the stringent targets we have set ourselves in building a better world — have contributed towards a solid performance for 2021.” For more information, visit www.volvoce.com.

Until now, federal regulations allow only those at least 21 years of age to drive semis across state lines. The new regulation will allow anyone at least 18 years of age with a state-issued CDL and a clean record to drive interstate trucks under the direct supervision of an experienced driver. The pilot program is part of the Infrastructure Investment and Jobs Act, signed into law this past November. Here’s how it will work: • An exemption to the normal age restrictions will be issued to each driver admitted to the program, and trucks used will be required to have certain safety technologies. • Those technologies include automatic emergency braking, forward-facing video cameras and a top speed limited to 65 miles per hour. • Apprentice drivers will not be allowed to drive trucks with more than one trailer or trucks carrying hazardous materials. • The experienced driver must be at least 26 years old and have at least five years of experience driving semis. • The supervising driver also is required to have had two years of incident-free driving before training the new driver. Last year, the ATA cheered the Federal Motor Carrier Safety Administration for the pilot program’s development. “ATA supports FMCSA’s efforts to expand on its current work examining younger commercial drivers,” said Spear. “Right now, 18-, 19-, and 20-year-old drivers are driving trucks in the United States.” The pilot program, he said, will “set out a path for these drivers to fully participate in our industry by allowing them to drive interstate.” Spear called the move “a common-sense step” that has support from a broad coalition. “Between FMCSA’s proposed pilot project and the bipartisan support for the Drive SAFE Act in Congress, we hope we will soon create a path for more young people to fully participate in our industry.” Trucking safety advocates are concerned about the potential dangers of putting inexperienced drivers behind the wheel of a big rig. Many also are concerned about the burden of increased insurance coverage required for younger drivers. “We don’t see any benefits to a categorical lowering of the age to 18 across the board for long-haul trucking,” said Norita Taylor, OOIDA director of public relations.
“We would like to see training standards improved and the elimination of the exemption for truck drivers in the Federal Labor Standards Act,” she said. Trucking for Veterans In December, The Biden-Harris Trucking Action Plan was announced. It was developed to expand recruiting efforts and elevate the appeal of careers in trucking. The plan emphasizes apprenticeship programs like the Safe Driver pilot program, but also beefs up efforts to recruit former members of the military for trucking careers. “It’s clear we need more truckers to move the historic volume of goods through our economy,” one official said. “Growing our trucking workforce will require investments in training, safety and job quality to improve recruitment and retention and productivity.” Bill Sullivan, ATA vice president of advocacy, said the association is encouraged that the Biden administration recognized the need for more drivers and created a “robust training opportunity for future commercial truck drivers.” Sullivan said apprenticeships will help jobseekers pursue a career in trucking for good wages and benefits in a safe manner without significant debt many can incur. The plan targets military veterans, encouraging them to consider trucking as a civilian career. Annually, approximately 200,000 service members transition to civilian life. Over the past five years, some 70,000 veterans left the service with military trucking experience, according to the Biden administration. “It’s an incredible opportunity to do right by our veterans and strengthen the trucking workforce at the same time to ensure there are seamless paths to these opportunities for our veterans,” said an administration official. But like construction contractors, independent truckers say the need to recruit is nothing new. Retention is more critical, they believe. The program may draw more young people into trucking, but what’s being done to keep them in the industry? The Owner-Operator Independent Drivers Association believes the driver shortage claim is a myth. “The real problem is high turnover and retention,” said Todd Spencer, OOIDA president. “Compensation has been falling for years and the conditions have not improved. Trucking needs to figure out how to keep drivers instead of burning them out.” The association believes the issues affecting the supply chain today are not due to a lack of drivers, but because of excessive detention time and other inefficiencies. Trucking is plagued by retention issues
and, at times, an unattractive working environment due to long hours and inadequate compensation, according to the group. Addressing compensation, working conditions and the parking shortage would go a long way in improving retention OOIDA’s members, most of whom are small businesses, maintain. “The ‘shortage’ issue is not new,” OOIDA’s Taylor said. “We’ve been hearing about it for decades.” Going Further The Trucking Action Plan includes initiatives to support drivers and improve retention while expanding access to quality driving jobs. The White House gave a status report on its initiatives in January. The White House reports more than 100 employers and industry partners have stepped forward to work to expand apprenticeships over a 30-day period. “Industry has to and is stepping up to partner,” said Secretary of Labor Marty Walsh. “We are already working with more than 100 employers to expand Registered Apprenticeships for drivers, an important step to making this shift a reality.” The Departments of Labor and Transportation launched the 90-Day Trucking Apprenticeship Challenge as a strategy for helping employers and organized labor partners develop and retain a skilled workforce, according to the White House. Beside the 100 employers expanding drive apprenticeships, more than 20 employers are already close to launching brand new apprenticeships. This will put thousands of new skilled and safe drivers on the road in good trucking jobs trained using the “earn while you learn” registered apprenticeship model, according to the White House. Labor, transportation and industry partners continue to meet with employers, industry groups and labor organizations to support the development of apprenticeships across the industry. The Women of Trucking Advisory Board, mandated in the Bipartisan Infrastructure Law, was created to increase the number of women in trucking. The board will review and report on challenges facing woman drivers and those interested in joining the profession, including barriers to entry, on-the-job safety risks, mentorship, quality training and opportunities for advancement. The White House also convened a virtual roundtable to gather input on how to build a more inclusive and equitable workplace for women in the trucking industry. Also created was a mandated task force to
investigate predatory truck leasing arrangements with DOL and the Consumer Financial Protection Bureau. “Too many American truckers are set up to fail with financing schemes or coerced into paying junk fees,” said CFPB Director Rohit Chopra. “To keep our economy moving, we must ensure that truckers who work hard don’t face financial ruin.” The FMCSA, Labor and the CFPB formed a truck leasing task force to identify actions that could make leases more equitable and transparent. The task force will be focused on inequitable terms and transparency in common truck leasing arrangements. It will review truck leasing arrangements for ports that involve a requirement for trucks to convert to zero emissions, as well as loans and other arrangements between incoming driver trainees and training schools or trucking companies to understand instances of outsized and unanticipated debt for incoming drivers. The group also will look into predatory truck leasing arrangements with DOL and in coordination with the CFPB. Two studies to explore issues of driver pay and unpaid detention time were launched. FMCSA released a scope of work for a study on driver detention time and its impact on safety and compensation. This study will use a cross section of electronic logging device data to provide a detailed understanding of wait times for drivers across jurisdictions and industry sectors. Data used will be aggregated and anonymized to ensure driver privacy. The study also will review how detention time influences the likelihood of a crash or an hours-of-service violation. The Safe Driver Apprenticeship Pilot also was launched during the 30 days. And, more than $32 million in funding to improve the CDL licensing process was earmarked for states. FMCSA and the Transportation Research Board will study the impacts of methods of driver compensation on safety and driver retention. The study will review the safety effect of payments made per load or per mile versus payments per hour. The study also will review the amount of time a truck driver spends away from home, driving and detained to determine true working hours, and then determine true hourly wages. “In some parts of the trucking industry, 90 percent of drivers turn over each year,” said Transportation Secretary Pete Buttigieg. “Making sure truck drivers are paid and treated fairly is the right thing to do, and it will help with both recruiting new drivers and keeping experienced drivers on the job.” CEG

Telematics Tackles Details to Enhance Efficiency for Firm They say that the devil is in the details. For a company that has been around since 1923 and employs more than 700 employees, E.R. Snell Contractor Inc. has a lot of details to deal with every day. The family-operated company based in Atlanta, Ga., performs a variety of transportation construction jobs from Augusta to Macon and northern Georgia including roadway work, structural bridge work and asphalt paving and sales. On any given summer day, E.R. Snell is dispatching 150 to 200 asphalt trucks, a vast majority of which are third party truckers. In handling their daily trucking, Executive Vice President Jared Snell knew there had to be a better way to manage the mountain of details that impact his company’s operations. Thankfully, he was right, and in an innovaFleetWatcher’s mobile app continuously relays information from GPS-enabled transponders in trucks to computer screens in offices and mobile phones or tablets out in the field.
overtrucking in real-time. In previous highway projects the team deferred to superintendents and foremen for their opinions on the trucking needs for a particular job. In hindsight, both parties tended to overestimate the amount of trucks needed. Due to its FleetWatcher telematics system, E.R. Snell was able to see where trucks were at all times, eliminate the grouping and generally keep a steady stream from the asphalt plant to the paver. Distinguishing between fact and opinion allowed it to eliminate several trucks a day to get the right number of trucks on the job. “This past year, what we found by using FleetWatcher is that we were able to quickly identify shortfalls… Our managers were able to understand if they’ve got delays or if they’ve got problems, where trucks are and
what they’re doing,” said Snell of the new insight into their asphalt operations. Another such shortfall was E.R. Snell’s ability to not only know the right number of trucks for a job, but that its trucks were where they were supposed to be. Before telematics, trucks would take millings, valued between $60 to $100 for use in future mixes and make unauthorized stops to sell them. Now armed with more information, the E.R. Snell team had a direct line of sight into where all of their trucks were in the field in real-time. Accountability Helps Efficiency For Snell, this information created accountability with drivers. “It’s the accountability of the trucks now that we have…That was what we purchased [FleetWatcher] for, to verify what we were spending was right,” said Snell. With new insight into its trucking operations through FleetWatcher’s Material
tive telematics platform, they found a way to handle the details and exorcise their demons. Fact-Based Decisions Replace Intuition The E.R. Snell team is very familiar with I-285. Whether it’s northbound or southbound, the team has resurfaced stretches of the interstate from the South Carolina border through Atlanta. The asphalt team was working on one particular 3 mi., four to six lane wide, stretch of I-285 at Atlanta’s Hartsfield International Airport when their telematics system helped them make sense out of the onslaught of information involved in the 100,000 ton, four-month project. An immediate way Snell and his managers cut through the noise was to eliminate

Management Solution (MMS), E.R. Snell reduced unauthorized driver stops and quickly identify other problems that weren’t even on its radar. After watching its trucking costs rise year after year Snell was relieved to see them drop and eventually stabilize after implementing FleetWatcher. A large reason for the decline in costs came from how E.R. Snell pays its thirdparty truckers. Before having a handle on its trucking, the company was paying trucks by the ton to encourage efficiency. Unfortunately, E.R. Snell didn’t have an efficient way to track and identify why some trucks got five loads a night while others got two. To make matters worse, all the trucks ended up getting paid the same and high demand drove up costs across the board. Armed with FleetWatcher, Snell and his team were able to ensure when they came back to I-285 that trucks were paid for their exact tonnage and not a pound more. When onboarding its third-party drivers Snell was pleasantly surprised by the response to FleetWatcher. The drivers embraced the new technology not as a bigbrother tool looming over their shoulder but as a tool to help them logistically and save money in the trucking process. Plus, a streamlined implementation process didn’t scare anyone away in the process. Unintended Outcomes Sweeten The Pot More efficient trucking was an intended outcome of E.R. Snell’s investment in MMS. Company wide visibility into trucking performance metrics, was not. The information is displayed on large screens with intuitive graphics at the asphalt plants, and on smaller screens like tablets and smartphones through the app. “I’d say the value add that we got that I didn’t see coming was the managers’ use of the app. They have found it from the foreman, up through the project manager, and even through the executive level. The use of the app has been invaluable for logistics and just, overall, a dashboard view of what’s going on during the day,” said Snell. For more information, visit www.EarthwaveTech.com.

Bargain Hunters Have ‘Fun in the Sun’ at Alex Lyon Sale
Late model mid-sized Cat excavators were of interest to this duo of machine buyers.
A Alex Lyon & Son commenced its 29th annual event by hosting nine days of sales from Feb. 5 to 13 at its facility in Bushnell, Fla.
uction goers descended on the Sunshine State for the first day of the 2022 Florida Auctions and buyers were not discouraged as they perused items up for bid and made their decisions on purchases. Alex Lyon & Son commenced its 29th annual event by hosting nine days of sales from Feb. 5 to 13 at its facility in Bushnell, Fla., featuring acres of used equipment from a variety of major manufacturers. One of the top items at the Alex Lyon sale was a 1954 Kenworth CC523 day cab heavy tractor — a collectible. Another unique item on the block was an 8-wheeler Mudd-Ox amphibious vehicle. A rather unique piece — an 8-wheeler Mudd-Ox amphibious vehicle — was purchased by the guys from Bottom Line Equipment based in Louisiana. (L-R) are Hunter Patin, Leonard St. Germain and Kurt Degueyter. The big dozers brought in a tremendous crowd of onsite as well as online bidders.
The first to arrive every morning for working the auction included some of the staffers of Proxibid. (L-R) are John Berner, Wade Schramm, Dave Gargano and Craig Schlautman.
A terrific lineup of excavators of all sizes was available at this auction. There was plenty of earthmoving equipment for customers to add to their fleets at Alex Lyon & Son’s 29th annual Florida auction.
