Construction of the new Pearl Harbor Memorial Bridge in the Nutmeg State forms part of the 20-contract $2 billion Connecticut Department of Transportation (CTDOT) I-95 New Haven Harbor Crossing (NHHC) Corridor Improvement Program. The program is the largest project ever undertaken by CTDOT and not only includes the rebuilding of the Pearl Harbor Memorial Bridge but also reconstruction of the I-95/I-91/Route 34 Interchange. Brian Mercure, assistant district engineer at the CTDOT District 3A, described the bridge job as “definitely a unique project in the fact it involved a major interchange of two interstate highways.” The bridge spans the Quinnipiac River and carries I-95, which forms part of the New York to Boston corridor. The bridge is now more than 60 years old and in this area carries more than 140,000 vehicles daily, more than triple the number of users for which the bridge was designed. Initial work on the I-95 NHHC Corridor Improvement Program began in 2000 with work on State Contract 92-529, covering construction of a new commuter rail station on New Haven’s State Street. SPRING MILLS, PA. (AP) Gov. Tom Corbett signed a bill that will pump billions of dollars into improvements to Pennsylvania’s highways, bridges and mass-transit systems, a major achievement that could energize Corbett’s 2014 re-

election campaign. Dozens of state and local officials looked on as the Republican signed the legislation in shivering temperatures at a ceremony Nov. 25 in the parking lot of a Veterans of Foreign Wars post in Spring Mills along busy Route 322 near State College. Goethals Bridge Set for $1.5B Replacement NEW YORK (AP) A deal has been finalized to pay for a $1.5 billion replacement for the Goethals Bridge between Elizabeth, N.J., and Staten Island, N.Y. It’s a public-private deal in which a group of developers will make equity contributions and receive payments over 35 years. The amount of the payments depends on the performance of the contractors hired by the Port Authority of New York and New Jersey, which owns the bridge. A $461 million bond and a $474 million loan also are part of the deal. The Port Authority said it’s the first public-private partnership of its kind in the Northeast for surface transportation. It will also be the first new Port Authority bridge in 80 years. It’s expected to open in 2016 and be complete in 2017.
