The heavy-duty XL Series of hydraulic rock breakers from Port St. Lucie, Fla.based Mazio Attachments LLC performs in the most demanding applications — from quarries and mining, to tunneling and trenches, to demolition and more.

Designed for carriers from 1 to 140 tons of operating weight — including mini excavators, skid steer loaders, backhoe loaders and excavators — Mazio XL breakers will withstand the brutal conditions faced in these applications, providing reliable performance day in and day out, according to the manufacturer.

Mazio hammers feature a closed case built from 100 percent Hardox steel to protect the body from wear and impact. In addition, a number of standard features also lend to the breakers’ durability, including anti-blank-fire technology, which minimizes wear; an energy recovery system that reduces the required oil flow; and the breakers’ double-damping system that results in less vibration.

Variable impact speed and power can be manually tuned using an Allen tool, allowing the operator to adjust the breaker for correct productivity. A lower breaker speed provides greater power, while higher speed reduces the power, depending on the application needs.

All Mazio breakers come with a fiveyear warranty. They also are available with the company’s vibration-activated digital hour meter, which accurately measures the tool’s operational hours, differentiating from the carrier hours, ultimately providing better tracking for preventative maintenance activities and billable hours.

A 12-year integrated, sealed battery powers the meter as it automatically and autonomously tracks the tool’s impulse during operation, calculating its true work hours. A fiberglass-reinforced heavy-duty rubber case protects the meter from harsh working environments.

Mazio offers six XL breaker models for 30- to 140-ton mining-duty excavators, with tools ranging from 3.4 tons (3 metric tons) in weight and 9.8 ft. (2,980 mm) in length to 11 tons (10 metric tons) in weight and 16.4 ft (5,000 mm) in length. For excavators 11 to 36 tons, five breaker models range from 1 ton (.9 metric tons) and 6.7 ft. (2,050 mm) to 2.6 tons (2.4 metric tons) and 8.7 ft. (2,650 mm).

For compact carriers, there are six breaker models available from 287 lb. (130 kg) and 3.2 ft. (990 mm) to 1,279 lb. (580 kg) and 5.9 ft. (1,800 mm).

During the program’s pause, contractors can research domestic construction material sources and stockpile supplies for federally funded transportation construction projects.

The DOT concluded that avoiding the disruption to civil infrastructure (particularly transportation and transit) projects constitutes a rare and appropriate use of the agency’s authority, said John Smolen and Steve Park, Ballard Sphar law firm.

Commonly Used Materials

The IIJA, signed this past November, included a crucial provision that imposes Buy America requirements for construction materials.

The materials list includes stone, sand or gravel, non-ferrous binding agents, plastic- and polymer-based products, glass, lumber and drywall.

Smolen and Park said the rule requires, generally, that all iron and steel, all manufactured products and construction materials used in federally funded infrastructure projects must be produced in the United States.

The AGC outlined domestic sourcing requirements in the guidance, issued in April: • Steel and Iron — manufacturing processes from the melting stage to applying coatings occurs in the United States; • Manufactured Products — an end product must be manufactured in the United States and that 55 percent of the total cost of components are sourced from the United States; and • Construction Materials — all processes for manufacturing construction materials are taking place in the United States.

These items include non-ferrous metals, plastic and polymer-based products, glass, lumber, drywall and more, according to the law partners.

But final guidance on the exact meaning of the term “construction material” has not yet been released, said AGC.

The provision requirements are observed by contractors and subcontractors, project sponsors, builders and design and construction professionals.

The White House also “provided preliminary guidance in an OMB memorandum highlighting that a public-interest waiver may be appropriate where a procuring agency determines that the requirements are inconsistent with other important policy goals,” Smolen and Park noted.

The industry reacted quickly. The AGC issued a statement saying the administration’s move to “place unrealistic limitations on firms’ ability to source key materials” when the industry is struggling makes no sense.

But the association believes the Biden administration is doubling down on failed procurement policies with its new Buy America mandate, he said.

“This is the kind of red tape initiative that undermines American’s confidence in the federal governments’ ability to effectively use their tax dollars.”

He noted that supply-chain shortages are already prompting firms to avoid bidding on new projects.

He cited as an example an Army Corps of Engineers project that received zero contractor bids because of regional concrete scarcities.

Worse, said Sandherr, the new mandate requires individual federal agencies to run waivers by the White House for materials not made in America.

“This means that contractors, in addition to facing a patchwork of inconsistent, and likely conflicting, guidelines from individual agencies’ waiver processes, will also have to wait as the highest office in the land verifies them.”

He likened the scenario to asking the Department of Education to verify each child’s permission slip to miss a day of school.

“Instead of improving infrastructure for the benefit of communities across the nation, firms will have to spend more time waiting for federal officials to decide whether a project is in compliance with the administration’s latest layer of red tape,” said Sandherr.

Any gains in construction material production the mandate might generate will be offset by the cost of new construction, slower building schedules and hamstrung projects, he said.

“Americans were right to be excited about the potential for the Bipartisan Infrastructure Law to make our economy more efficient, our commutes faster, our water safer and our economy stronger,” said Sandherr. “But this new mandate will leave too many taxpayers wondering where the trillion dollars went

Construction industry organizations believe the provision puts unrealistic limitations on construction firms’ ability to source key materials, which they say makes no sense.

The AGC noted that federal agencies had voiced concern over whether project sponsors would be able to complete projects with the Buy America provision’s requirements.

The recycling facility consists of an extensive line up of CDE solutions, including the R4500 primary scalping screen, M4500 mobile washing plant, AggMax 253R modular logwasher, Shear Clean Attrition Cells, DS60-6 scrubbing and washing equipment, Counter Flow Classification Unit (CFCU200) density and size classification system and EvoWash sand wash plant.

CDE from page 57 plant integrates feeding, screening, sand and aggregate washing and stockpiling on a single chassis.

The pioneering AggMax logwasher incorporates aggressive attrition of agglomerates to release sands through scrubbing and organics removal, as well as recovering fines and removing filtrates, while the ShearClean Attrition Cells technology further enhances the process as it consistently provides efficient contaminant removal for high quality sand products.

The Counter Flow Classification Unit (CFCU200) provides an effective system for removal of lightweight contamination from fine material fractions and CDE’s dual pass EvoWash employs tried and tested modular hydrocyclone technology, giving control of silt cut points.

Among the materials the plant will produce are washed C33 Concrete sand and fine sands as well as ready mix aggregates like #8 Stone, #57 Stone and #3 Stone. Being modular by design, the plant can be adjusted, and therefore the final product output can be fine-tuned to meet the market’s needs and the customers’ own specifications.

The CD&E solution also will enable Repurpose Aggregates to partner with public and private entities to process material from local construction and infrastructure projects. Over time, these recycling efforts will help establish a full cycle materials economy, thereby moving the industry and region towards a more sustainable future.

Results That Make Difference

Since commissioning in April 2022, the plant has been delivering a number of highquality recycled materials for the local construction industry, including 1 in. recycled asphalt, 1 in. and 3¼ in. gravel, 1 in. and 3¼ in. recycled concrete and recycled drain concrete.

The project marks a major step forward for sustainability in the Washington metropolitan area (DMV) construction industry and a steadfast commitment from Repurpose Aggregates to lead the way in this space. In a few short months, significant progress is already being made.
