SQF - RELATÓRIO PARCIAL – 1º SEMESTRE DE 2021

Sumário Executivo O SQF é a ferramenta institucional da CNseg para a coleta e respectiva compilação dos dados necessários à geração dos indicadores para quantificação da fraude.

Por intermédio deste sistema, alimentado pelas próprias seguradoras, em todos os ramos de seguro, com exceção de Saúde Suplementar, Capitalização e Previdência Complementar, desde 2004 são gerados anualmente indicadores de fraude contra o seguro, compondo-se assim uma inédita série histórica dessas ocorrências no segmento de Seguros Gerais.

Os resultados consolidados do 1º Semestre de 2021 apontam que os Sinistros Ocorridos somaram aproximadamente R$ 18,12 bilhões. Deste total, R$ 2,8 bilhõesforam classificados como Sinistros Suspeitos, o que corresponde a 15,6%. No que se refere à quantidade de Sinistros Suspeitos pela quantidade de Sinistros Ocorridos a relação foi de 4,4%.

O valor das fraudes que puderam ser comprovadas neste período somou R$ 349,3milhões, o que representa 12,4% do valor dos Sinistros Suspeitos e 19,1% quando se relaciona as quantidades.

Já o 1º Semestre de 2020 apresentou um valor de Sinistros Ocorrido de aproximadamente R$ 16,1bilhões. Deste total, R$ 2,1 bilhões foram resultado de Sinistros Suspeitos, o que correspondeu a 13,5%. No que se refere à quantidade de Sinistros Suspeitos pela quantidade de Sinistros Ocorridos a relação foi de 4,1%.

Nesse mesmo período, o valor das fraudes que puderam ser comprovadas somou R$ 329,5 milhões, o que representa 15% do valor dos Sinistros Suspeitos e 19,9% com relação às quantidades.

Ao se comparar o quociente obtido pelo valor das Fraudes Comprovadas dividido pelo valor dos Sinistros Ocorridos (1,9%) no 1º Semestre de 2021 com o mesmo período de 2020 (2%), observa-se uma diminuição de 0,1 pontos percentuais das fraudes comprovadas. Neste mesmo período, ao se comparar as quantidades, pode-se verificar também que houve um aumento de 0,02 ponto percentual de fraudes comprovadas (0,82% em 2020 e 0,84% em 2021).

Vale ressaltar que a quantidade de sinistros ocorridos para todos os ramos no período amentou aproximadamente 4 pontos percentuais, com destaque para o ramo de automóvel que variou aproximadamente 11 pontos percentuais entre os primeiros semestres de 2020 e 2021.

Atuar na redução das fraudes é agir a favor do consumidor.

Esta pesquisa representa uma contribuição nesse sentido.

Executive Summary The SQF is the CNseg´s institutional tool for collecting and compiling the data required to generate the fraud quantification indicators.

Since 2004, this system, which uses annual information from insurers in all insurance lines, except for Supplementary Health Insurance and Plans, Capitalization and Pension Funds, has been producing Insurance fraud indicators, having compiled an unprecedented historical series of such occurrences on the General Insurance segment.

The consolidated results for the first half of 2021 indicate that Losses totalled approximately R$ 18.1 billion. Out of this total, R$ 2.8 billion was the result of Questionable Losses, which corresponds to 15.6% of the total value of Claims.Regarding the number of Questionable Losses by the number of Total Claims, the ratio was 4.4%.

The total amount that proved to be fraudulent in this period totalled approximately R$ 349.3 million, which represents 12.4% of Questionable Losses and 19.1% with respect to number of claims.

On the other hand, the first half of 2021 showed an amount in Losses of R$ 16.1 billion. Out of this total, R$ 2.1 billion was the result of Questionable Losses, which corresponds to approximately 13.5% of the total value of claims. With respect to number of claims, the ratio was 4.1%.

In this same period, the amount of fraud that could be confirmed totalled R$ 329.5 million, which represents approximately 15.0% of the value of Questionable Losses and 19.9% with respect to number of claims.

By comparing the quotient obtained from claims that proved to be fraudulent by the Total Insurance Losses in the first half of 2021 (1.9%) with the same period of the previous year (2.0%), there was a decrease of 0.1 percentage points of confirmed frauds. In this same period, making the same comparison in terms of number of occurrences, it can also be observed an increase of 0.02 percentage points of Confirmed Frauds (0.82% in 2020 and 0.84% in 2021).

It´s noteworthy, therefore, that the number of claims for all insurance lines in the period increased by approximately 4 percentage points, with emphasis on the motor insurance, which varied by approximately 11 percentage points between the first half of 2020 and 2021.

Taking measures to reduce fraud is an action that brings benefits to the insured.

This survey is a contribution toward that objective.

Pesquisa Survey

Os resultados apresentados neste relatório expressam a consolidação dos dados coletados junto às seguradoras, por intermédio do SQF – Sistema de Quantificação da Fraude.

A representatividade da pesquisa é expressa por três índices: Seguradoras Convidadas, Seguradoras Participantes e Seguradoras com Respostas Consideradas (válidas), confome descrito abaixo. Os três índices são medidos em relação ao prêmio ganho dos ramos e períodos correspondentes.

SEGURADORAS CONVIDADAS Representatividade das seguradoras que foram convidadas a participa da pesquisa. Foram convidadas todas as seguradoras que operam nas carteiras pesquisadas e que haviam indicado interlocutores para o tema junto à CNseg.

SEGURADORAS PARTICIPANTES Representatividade das seguradoras que responderam à pesquisa, mesmo que informado “não disponível” como resposta.

SEGURADORAS COM RESPOSTAS CONSIDERADAS (VÁLIDAS) Representatividade das seguradoras, cujas respostas foram consideradas na compilação dos resultados.

The results presented in this report express the data collected from the Insurance Companies through the SQF – Fraud Quantification System.

The survey representativeness is expressed using three indicators: Invited Insurances Companies, Participating Insurance Companies, and Insurance Companies whose answers were accepted, as described below. The three indicators are measured in relation to the earned premium of the corresponding insurance line and period.

INVITED INSURANCE COMPANIES Insurance Companies’ representativeness, which have been invited to take part in the survey. All insurance companies which operate with the surveyed insurance lines and have appointed representatives to participate in the CNseg´s survey.

PARTICIPATING INSURANCE COMPANIES Insurance Companies’ representativeness, which have answered the survey, even when they have informed “not available” as an answer.

INSURANCE COMPANIES WITH CONSIDERED ANSWERS Insurance Companies’ representativeness, whose answers have been considered in the consolidated results. “Not available” and inconsistent answers have not been considered.

Indicadores de Fraude Detalhamento da Formação dos Indicadores para a Quantificação da Fraude Sinistro Ocorrido Somatório dos valores dos sinistros ocorridos, apurados, a partir das estatísticas da SUSEP, levando-se em consideração somente os ramos, períodos e as seguradoras que informaram no SQF os valores que compõem o indicador em questão.

Sinistro Suspeito* Somatório dos valores dos sinistros com características típicas de fraudes sejam elas indicadas por filtros automatizados, pelo analista de sinistros ou por outros tipos de procedimentos internos.

Sinistro Investigado* Sinistros com características típicas de fraude e que foram alvo de alguma ação de investigação, seja por serviços de auditoria de sinistro – internos ou externos à seguradora – ou por outro tipo de investigação. Não são apenas os sinistros que sofreram auditoria, pois o sinistro pode ter sido investigado durante a própria regulação, pelo analista de sinistros, por exemplo.

Sinistro com Fraude Detectada Somatório dos valores dos sinistros com fraude detectada pela seguradora, podendo ter sido ou não comprovada.

Equivale a:

•sinistro com Fraude Comprovada + sinistros com Fraude NÃO Comprovada.

Sinistro com Fraude Comprovada* Somatório dos valores dos sinistros com fraude detectada e comprovada pela seguradora, tendo sido os sinistros negados.

Sinistro com Fraude NÃO Comprovada* Somatório dos valores dos sinistros com fraude detectada, mas NÃO comprovada pela seguradora, tendo sido os sinistros pagos.

Prêmio Ganho Somatório dos valores dos prêmios ganhos, apurados a partir das estatísticas da SUSEP, levando-se em consideração somente os ramos, período e as seguradoras que informaram no SQF os valores que compõem o indicador em questão.

Fraud Indicators Detailing of the Indicators Composition for Quantification of Fraud Occurred Losses Sum of the amount of occurred losses, selected according to the SUSEP’s statistics, only considering the lines, periods and the Insurance Companies that have answered the SQF with figures that compose the indicator under analysis.

Questionable Losses* Sum of losses with typical distinguishing marks of frauds, whether disclosed through automatized filters, by the claims’ analyst, or other types of internal procedures.

Investigated Losses* Sum of losses with distinguishing marks of frauds, and that have been target of some investigation’s action, whether by the claims’ analyst, through external investigation services – or any other type of investigation.

This figure refers not only to losses that have been object of external investigation services, as a claim may have been investigated, during the handling procedure, for example.

Identified Fraudulent Losses* Sum of losses that have been marked with fraudulent flag by the Insurance Company, whether they have been confirmed or not.

It corresponds to:

Confirmed Fraudulent Losses + NOT Confirmed Fraudulent Losses.

Confirmed Fraudulent Losses* Sum of losses that have been marked with fraudulent flag and also classified as fraudulent losses: losses that have been refused.

NOT Confirmed Fraudulent Losses* Sum of losses that have been marked with fraudulent flag but NOT confirmed as fraudulent losses: losses that have been compensated.

Earned Premiums Sum of earned premiums, selected according to the SUSEP’s statistics, only considering the insurance lines and periods, as well as the Insurance Companies that have answered the SQF with figures that compose the indicator under analysis.
