This public exhibition is an opportunity for you to review our initial proposals and let us know your feedback, we would like to understand the views of those who live and work in the area as we progress the plans. What is Uplands Business Park?

Uplands Business Park is located within the Blackhorse Lane Strategic Industrial Location (SIL), in the London Borough of Waltham Forest.

The area has good public transport links which is a significant benefit for the area’s current businesses and organisations, but can also act as a catalyst for future growth.

Blackhorse Road Station is a short distance away which provides access to the Victoria Line and the Gospel Oak-Barking Overground Line, connecting the site within 20 minutes to central London. The wider area also benefits from good cycle and pedestrian connections but within Uplands Business Park these are more limited with poor access.

BlackRock ownership extends to over 5 hectares and houses an increasingly diverse mix of businesses across 35 units (which vary in height up to 3 storeys. There are currently a number of vacant units on site. Buildings occupy approximately half the site, with external areas occupied by hardstanding, access roads, storage yards and vehicle parking interspaced between the buildings.

The estate currently supports tenants covering a range of light industrial, commercial and creative uses including coffee roasters, a microbrewery, a vegan food producer, an education facility, creative workspace and artists’ studios.

The History of Blackhorse Lane

Uplands Business Park forms part of the wider Blackhorse Lane Strategic Industrial Location (SIL) and has a rich industrial history.

Whilst some of the more traditional industries remain, the area is increasingly becoming home to a diverse mix of businesses including artisan food and beverage manufactures, creative industries and non-industrial uses such as education providers.

There is also a growing presence of co-working space and customer facing activities drawing people in to the area. In recognition of the diverse and exciting mix of businesses the area has been designated a Creative Enterprise Zone by the Mayor of London.

The Blackhorse Lane Masterplan Process In recognition of the area’s changing nature towards more creative, artisan industry, Waltham Forest Council has allocated Blackhorse Lane SIL as an Opportunity Zone, Housing Zone and Creative Enterprise Zone.

Waltham Forest Council and the GLA want to support the area which is providing much-needed jobs and activities and will be an important asset in encouraging growth following Covid-19.

To help guide any future development the Council is currently consulting on a Masterplan for the whole area which will act as a framework and guidance on what is suitable for future developments.

It aims to safeguard the future success of the area and maximise its potential for the local community and the wider economy. The above image shows Blackhorse Lane SIL divided into three sub areas delineated based on the SIL’s character areas, access arrangements and land ownership.

Uplands Business Park is within the ‘Central’ sub area.

• Promote sustainable methods of transport through new pedestrian and cycle routes and provision of electric vehicle charging points.

• Create new connections between Uplands Business Park, Walthamstow Wetlands, transport links and local residential neighbourhoods.

• Establish inviting public spaces for sitting, meeting and playing.

• Enhance broadband connectivity for high-speed internet access

Initial Proposals The intention is for the development to capitalise on the emerging creative sector within the Blackhorse Lane area and, through the integration of modern industrial uses and the introduction of a new office, leisure, retail and community offer, redefine the area as a vibrant creative and mixed use neighbourhood at the heart of Blackhorse Lane.

We are proposing: • An increase in industrial floorspace • Innovative stacked industrial buildings • Up to 2,000 new homes including affordable housing, private rent and for sale • 1,000+ net gain in new high quality jobs • Variety of new public spaces open to all • Publicly accessible link to Wetlands A development of this scale takes years to complete. The phasing will allow time for development to integrate with the existing communities.

The first Phase will see the reprovision of modern intensified industrial floorspace alongside around 150 new homes. The rest of he scheme will be built out in phases.
