Tourism Reinvented for Eco Agri Stimulus of the Unproductive to Rejuvenate Economy

LGU ADOPTION and JOINT IMPLEMENATION under (PPP) PUBLIC PRIVATE PARTNERSHIP with NISU, ANITOS & MPZ Consult & Associates

WHEREAS, Project TREASURE Tourism Reinvented for Eco Agri Stimulus of the Unproductive is at contributing conceptualized sometime in 2014 immediately after the onslaught of Super Typhoon Yolanda (Haiyan) that hit Northern Iloilo with impunity is adopted as the continuing flagship project by ANITOS Association of Northern Iloilo Tourism Oriented Services a Tourism-oriented NGO NonGovernment Organization based in Estancia, Iloilo with the end in view of transforming the LESS if not totally UNPRODUCTIVE RESOURCES of the Adopting Partners’ locale into POTENTLY PERFORMING and INCOME-GENERATING ASSETS, to be at par with the ASEAN standards and on equal playing field with other ASEAN member States/Countries thru the DEVELOPMENT of a TRULY autonomous Eco-Organic Agri SUSTAINABLE COMMUNITY TOURISM ACTIVITY where EVERY INHABITANT shall PLAY the IMPORTANT ROLE in the OPERATION and MANAGEMENT of the DULY ORGANIZED TOURISM SERVICE SYSTEMS offered to TOURISTS and VISITORS in the adopting partner LGU’s identified tourism attraction/destination with EACH GETTING the FAIR SHARE of the BOUNTY for his LABOR, while serving as the Adopting Partners; MODEST CONTRIBUTION to the country’s COMPLIANCE with the:

WHEREAS, Executive No. 138 on the Total Devolution of Functions to the Local Government Units in accordance with the Mandanas Ruling envisioned to be totally implemented at the start of Fiscal Year 20242025, and thus, this Development Concept of Project TREASURE is OFFERED for adoption by the Local Government Units under the TERM OF REFERENCE hereunder to wit:

I. Obligation of Partner LGU

A. The Adopting Partner LGU shall:

1. By virtue of SB Resolution officially adopt Projesect TREASURE as a continuing Flagship Project in its Annual Investment Plan (AIP), thereby AUTHORIZING the Chief Executive to Execute and Sign MPZ Consult & Associates and Pita Engineering;

2. By virtue of an Ordinance allocate a certain sum of funds in the amount of not less PESOS ONE MILLION (PHP1,000,000.00) out of the Twenty Percent (20%) Socio Economic Development Fund provided under its Annual Appropriation Ordinance as its INITIAL investment in the implementation of the component programs defined under this Concept of Project TREASURE, particularly the “Continuing Tourism Awareness-Key to the Institutionalization Culture of Tourism” which major output is the “Conduct of In-depth Study on the Local Tourism and Ecological Wastes Conditions for the Formulation of the Municipal Inclusive, Resilient and Sustainable Development Master Plan” should there still be none or should there be any “UPDATING and REFINEMENT” of the same to be most attuned and responsive to the post pandemic policy directions vis-à-vis the current needs of the Municipality;

3. By virtue of an Ordinance Creating a Municipal College should there still be none, and should there any ADOPT the Feasibility Study of CREATED Center for Rural Eco Agri Tourism Education and Development Training Center as a Local Economic Enterprise under (PPP) Public Private Partnership with ANITOS and MPZ Consult including any and all tourism related incomegenerating services and products embraced under the Concept of Project TREASURE as a Local Economic Enterprise (LEE) in accordance with the (DBM) Department of Budget Management Guidelines in the Creation of Local Economic Enterprise (LEE) by the Local Government Units.

4. Adopt SB Resolution Authorizing the Chief Executive to Execute and Sign a Memorandum of Partnership with MPZ Consult and Pita Engineering covering any and all the Income-Generating Program Components embraced under Project TREASURE Development Concept, particularly the Income-Generating Infrastructure and Services involving Ecological Waste Management and Tourism Development for which the LGU shall undertake, thereby mandating therein the provision appropriating a certain sum of funds in the amount as there be necessary, and should need there be, by a SB/SP RESOLUTION AUTHORIZE the Chief Executive to SOURCE OUT the same in the form of Long Term Low-Interest Earning SOFT LOAN with domestic or overseas Development Investment Funding Institution thru the ASSISTANCE of MPZ & Associates and Pita Engineering

5. The same amount shall be in the form of Low-interest-earning soft loan that MPZ & Associates/Pita Engineering shall DIRECTLY ACCESS on-behalf of the Partner/LGU for the latter’s settlement of currently existing unpaid loans should there be any and such other payables related to the full implementation of the Development Programs under the Project TREASURE Concept. II. Sharing and Utilization of Income from the Established Local Economic Enterprise/s Except for the Operation of CREATED and the Pita Engineering Integrated Zero Ecological West Management System that are governed by a separate TERM OF REFERENCE, the SHARING

Project SUMMARY/EXECUTIVE BRIEF i. Introduction

OVERVIEW OF THE CURRENT TOURISM and ECOLOGICAL WASTES CONDITIONS

A. The Philippine Tourism

Based on the latest report of The UNWTO-United Nations World Tourism Organizations and the ASEAN- Association of Southeast Asian Nations, the tourism sector is unquestionably the world’s biggest employer of workers while bringing the unequalled amount of cash inflow infused to the local economy of countries with tourist attractions in a well-managed destination and the tourism service systems are duly organized and ready to serve the visitors and tourists.

In the Philippines tourism is only felt in very few areas that were once upon a time isolated from the mainstream of development in urban areas provincial centers. These are the communities situated in island provinces lately discovered and eventually developed into the country’s major tourist destinations. The phenomenal rise to prominence of these destinations transformed the lives of the locales from antiquity to modernity amidst economic prosperity. This is so, because the recorded average per capita income of local inhabitants is currently almost on the level of a middle-class income in Philippine standard from the level that is way below the poverty line before tourism was developed. These are the likes of Boracay Island in Malay, Aklan, El Nido in Palawan, and Panglao in Bohol.

However, it is worthy of note that tourism development in these areas are mainly based on beach and sea resources and none have ever considered the development of modern eco-agri tourism as a potent tool for sustainable rural/community-based tourism. The Philippines is a country where unspoiled, bare and unproductive soils and marine as well as human resources abound in almost all the nooks and corners of her island provinces.

Ironically, the natural attractions and topographic features of these already developed and tourist frequented destinations are not too far extra-ordinary than those found in other island provinces situated within the periphery that is few hours away from these currently developed destinations.

Incidentally, the inhabitants in these communities are still languishing in abject poverty brought about by retrogressing economy as they are still fully dependent on the very much antiquated traditional livelihood activities rendered to obsolescence by the ever-changing times in recent modernizations.

B. The Ecological Wastes Conditions

The mismanagement of Solid Waste disposal is prevalent in almost all Local Government Units (LGUs) in country, even in leading island tourist destinations and attractions, in the likes of Boracay Island in Malay, Aklan, El Nido in Palawan and Panglao in Bohol. This is despite the effectivity of Republic Act 9003, otherwise known as the Ecological Soled Waste Act of 2000, declaring the illegality of Open Dumpsite, thereby, requiring all LGUs the installation of Engineered Sanitary Landfill, that until currently, only a handful urban centers complied. However, the Sanitary Landfill has its own limitation and still are considered posing a continuing threat to health and environmental hazards on top of their no-return of LGU’s enormous fund investment.

And, despite of the construction and installation of Sanitary Landfill in these leading island tourist destinations, solid wastes accumulation continuously accumulated resulting for their temporary closure very recently, in the likes of Boracay, El Nido and Panglao islands.

To arrest the recurring problem and afford a ray of hope to the poorest of the poor in these communities to live a life worthy of human dignity this project is hereby offered as a modest contribution

to the sustainable development of tourism to secure the supply chain and continuously support the Poverty Alleviation and Economic and Livelihood Creation and Security Risk Mitigation in the countryside, Project TRERASURE, therefore is OFFERED for ADOPTION and IMPLEMENTATION in PARTNERSHIP with the Local Government Units (LGUs) contribution to the country’s FULL COMPLIANCE mandated under the corresponding laws, regulations and international statutes and policy directions.

II. OBJECTIVE

Project TREASURE is aimed at the adopting partner LGU’s contribution in the country’s FULL COMPLIANCE with:

1.) R.A. 9003 Ecological Wastes Management Act of 200o;

2.) R.A. 9593, otherwise known as the National Tourism Policy Act of 2009;

3.) DBM Guidelines on Operation of Local Economic Enterprise 2016

4.) 2015 ASEAN Economic Integration MRAs-Mutual Recognition Arrangements in Tourism Standards and Tourism Professionals;

5.) UNWTO United Nations World Tourism Organization Tourism Education Guidelines 2022; and,

6.) ASEAN Indonesia 2023 ASEAN LEADERS JOINT STATEMENT ON THE ESTABLISHMENT OF AN ASEAN VILLAGE NETWORK.

The adoption and implementation of Project TRERASURE is with the end in view of transforming the UNPRODUCTIVE RESOURCES of the Adopting Partners’ locale into POTENTLY PERFORMING and INCOME-GENERATING ASSETS, to be at par with the ASEAN standards and on equal playing field with other ASEAN member States/Countries thru the DEVELOPMENT of a TRULY autonomous Eco-Organic Agri SUSTAINABLE COMMUNITY TOURISM ACTIVITY where EVERY INHABITANT shall PLAY the IMPORTANT ROLE in the MANAGEMENT and OPERATION of the DULY ORGANIZED TOURISM SERVICE SYSTEMS offered to TOURISTS and VISITORS in the IDENTIFIED DESTINATION with EACH GETTING the FAIR SHARE of the BOUNTY for his LABOR.

III. The Program Components

Project TREASURE-Tourism Reinvented for Eco-organic Agri Stimulus of the Unproductive to Rejuvenate Economy has the following Program Components:

A. “Continuing Tourism Awareness-Key to the Institutionalization Culture of Tourism”.

This program is aimed at the following:

1. Creation and Operation of the Center for Rural Eco-Agri Tourism Education & Development Training Center (CREATED) with Modern Eco-organic Agri Farm Resort Theme Park in partnership with the adopting LGU as the latter’s Local Economic Enterprise (LEE) under PPP Public Private Partnership.

CREATED shall be operated specializing in tourism and hospitality related technical/Vocational and academic Higher Education Institution (HEI) which course curriculum is aligned with the ASEAN Integration MRA-TP Mutual Recognition Arrangement for Tourism Professionals the CATC-Common ASEAN Tourism Curriculum; and the ASEAN Indonesia Summit 2023 on the Creation of ASEAN Village Network:Ihttps://vir.com.vn/asean-village-network-to-promote-regionalcomprehensivecooperation-101826.html and; pursuant to the UNWTO Guideline on Tourism Education

https://www.unwto.org/UNWTO-ted-qual , that shall serve as the country’s premier HEI Higher Education Institution academic and training center as a modest contribution to the country’s full compliance with the international policy statutes. Please See Development Concept and Feasibility Study is marked as Annex “A”, hereof;

A. Institutionalization Culture of Tourism in all sectors, particularly the Local Government Units, the Academe and the local inhabitants of the impoverished communities badly-hit by natural catastrophes and future disasters thru continuing tourism awareness seminars and workshops utilizing on the process the books Compendium in Tourism & Hospitality Studies and the Philippine Tourism Laws and Related Statutes as the major reference learning tool;

B. Creation of the Student and Alumni Welfare Fund, for which, not less than Three Percent Per Cent (3%) of the Net Income of CREATED shall inure and reserved for the welfare of students of CREATED, particularly Insurance and Health Coverage while enrolled and the less-fortunate graduates for other Charity Projects/Programs, particularly the Long Term Poverty Alleviation and Livelihood component program. The same welfare fund shall be managed by the Project TREASURE Foundation that shall be hereinafter organized and established.

C. Organization & Operationalization of Project TREASURE Foundation - The foundation shall be organized in accordance with the existing laws, rules and regulations which main purpose is to manage and administer all funds derived from the share in income out of the operationalization of the Local Economic Enterprise (LEE) by the Adopting Partner LGU under the Concept of Project TREASURE in accordance with the TERMS OF REFERENCE (TOR) corresponding to , that shall be governed by the Board of Trustees to be composed of Seven (7) members as follows:

1. Chairman – The Author

2. Co-Chairman – The Sitting President of the Adopting Partner LUC; and,

3. Five (5) Members composed of:

a.) The sitting president of ANITOS;

b.) One (1) Nominee of MPZ Consult & Associates;

c.) The Sitting Tourism Officer of the Partner Adopting LGU;

d.) The Partner Adopting LGU’s Chair SB Committee on Tourism, and;

e.) One (1) Nominee of the Adopting Partner SUC.

2. Sustainable Ecological Balance and Environmental Preservation thru the Integrated Zero Waste Management and Conversion System Facility to be Operated as Local Economic Enterprise under PPP Private Public Partnership with Pita in accordance with the Ready-Made Project Development Feasibility Study

Compliant with R.A. 9003 Ecological Solid Waste Management Act of 2000, this facility shall be operated by the adopting partner LGU as a Local Economic Enterprise, therefore requires an investment as it is an Income-Generating project to support other Socio-Economic Programs most needed for the inhabitants.

One Set of Integrated Sorting Line System for Assorted Waste per CLUSTER capacity of 20 Tons.

Detailed Project Feasibility Study with Projected Cash Flow as mandated under the DBM Guideline on the Operation of a Local Economic Enterprise (LEE) is ready for submission upon

C. Long Term Poverty Alleviation and Livelihood Development for the Impoverished Victims of Natural and Man-made Calamities and Disasters.

This program component is aimed at:

1. Organization of Community Tourism Cooperative to operate and manage the following:

i.) Community-based modern eco-organic agri farm tourism, utilizing on the process the world renowned Israeli Greenhouse Technology/Smart Farming for a whole-year-round production of high valued cash crops and vegetables, making this technology as the major attraction in an inland farm campsite resort for wholesome family enjoyment.

Communal Fish Farms by way of utilizing fish cages to be installed adjacent or underneath the floating cottages/cabañas with solar powered light at night so to attract school of fingerlings with different varieties endemic in the area to enter the fish cages where they will grow until harvested. These fish cages shall serve as attraction for the guests using the floating cottages where they may enjoy swimming, snorkeling, hook-line and sinker fishing;

Duly organized supplemental services, i.e., outrigger paddle and sail boats for boating, hook

iv.) Production of preserved delicacies and souvenir items for sale to the visitors/tourists.

2. Creation of Cooperative Trading Center to:

a) Serve as the sales outlet where all the produce of the communal agro-fishery farms shall be traded to the public;

b) Where the grocery shall be operated to be the source of supply for all the basic needs of the members; and,

c) Where the Micro-Lending business shall be operated to lend cash to members in times of emergencies at minimal interest rates.

C. Program BUKAS-Bayan Uunlad Kabataan Ating Subaybayan (Country’s Progress with our Guidance of the Youths). This is a periodic Summer Youth Camp open for Grades 10 and 11 students of public and private high schools nominated/endorsed by school principal that shall participate in a 3-day Youth Camp, where they will undergo Seminar-Workshop to be conducted by authorities/experts on the following:

i.) Importance of the ASEAN Villages in Nation Building;

ii.) Anti-Drug Addiction;

iii.) Filipino Culture, Arts and tradition;

iv.) Career Guidance;

v.) Effects of Tourism Development; and,

vi.) Community Leadership

Private Swimming Area Safe for Children

After completion of the youth camp the participants upon their return to their respective school has the obligation to submit a written report to the school head that contains among others the Recommended Activities for consideration aimed at disseminating what they learned, observed during the Summer Youth Camp.

D. Creation and Establishment of ASEAN Villages within the open unused/unproductive portions of an area in the Partner Partner SUC or in any privately-owned properties in partnership with the private owner within the former’s territorial jurisdiction to serve the very purpose of the ASEAN Indonesia 2023 ASEAN Leaders Joint Statement on the Establishment of ASEAN Villages Network.

V. Benefits for Adopting Partners

A. For the Adopting Partner LGU College Operated as LEE Local Economic Enterprise

As Adopting Partner LGUC shall enjoy the benefits as follows:

Create the Functional Office of Municipal Local Economic Enterprise Fully Compliant with DBM Revised Manual on the Operation of Local Economic Enterprise Guidelines 2016 to Operate, Manage and administer all currently Income-generating assets and idle non-performing, less an/or unproductive resources should there still be none yet, and should there be any currently existing, introduce innovative strategic actions aimed at transforming the same assets and resources into potently corroborative, effective and functional agency which major focus is on how to make all the existing natural assets into income-generating resources to augment the LGU financial capacity most needed for socio-economic development, to achieve the transformation of idle, nonperforming and less it not unproductive resources into potently income-generating assets adding value to its educational system and a tangible contribution for long term sustainable socio-economic development of the locality and the country;

With the coordination and assistance by the Adopting Partner Local NGO and MPZ Consult & Associates undertake the Conduct of In-depth Study for the FORMULATION OF INCLUSIVE, RESILIENT and SUSTAINABLE TOURISM DEVELOPMENT MASTERPLAN should there is still be none, and should there be any the UPADTING and REFINEMENTS of the same to be most attuned to and in harmony with the current national and international tourism policies directions and most responsive to the needs of the Municipality.

Create the Local Economic Enterprise (LEE) related to Eco Agri Tourism, Education, Integrated Zero Ecological Waste Management System and other Social, Economic concerns under the Public Private Partnership with greater positive impacts and benefits to the communities, more particularly Human and Physical Infrastructure to include among others but not limited to:

a. Local Water System,

b. Tourism Facilities;

c. Low-Cost Housing;

d. Modern Land and Aqua Farming Agriculture;

e. Modern Multi-Purpose Transport and Food Terminal Markets;

f. Slaughter House; and,

g. Cold Storage.

Transform its solid wastes into fertilizers and other high-valued construction material;

 Earn a Sizeable Share in the Net Income in the operation of the Local Economic Enterprises under the Concept of Project TREASURE with the Partner Implementing SUC within its territorial jurisdiction as provided under the TERM OF REFERENCE (TOR);

 Closely partner and establish mutually beneficial relationship with the Academe (SUC) local NGO and Private Sector in the most profitable and economically meaningful operation of the LGU’s Local Economic Enterprises;

 Adopt the ASEAN Indonesia 2023ASEAN LEADERS JOINT STATEMENT ON THE ESTABLISHMENT OF ASEAN VILLAGE NETWORK full compliance with its objective and wisdom;

 Establish a Local Academic and Training institution through the operation of CREATED as a Local College offering both short term technical/vocational and Formal Academic Programs compliant with the ASEAN Integration Mutual Recognition Arrangement on Common Competency Standards for Tourism Professionals in accordance with the LEP Ladderized Education Program;

 Establish an academic institution with its own published textbooks in Tourism and Hospitality related technical/vocational and academic programs;

 Adopt in its Academic and Training Institution the UNWTO Tourism Education Guidelines 2022;

 Establish an academic institution turning over Highly Competent graduates with highest employment rate within the tourism sector in the country and other member states/countries across the ASEAN Region and beyond;

 Achieve easy access to both International Agencies/Bodies (ASEAN/UNWTO) and Domestic Funding/Financial Institutions for any available funding assistance; and,

 Level up its duly organized TOURISM SYSTEM into world-class standards and achieve the title of being the leading Eco-Tourism destination in the country and the ASEAN Region.

VI. Sources of Funds

Contemplated as sources of funds are the following:

 Portion of the 20% Development Fund appropriated for Tourism and Environment of the Adopting/Partner LGU should there be any;

 Portion of the realized income from the operation of CREATED Center for Eco-organic Agri Tourism Education & Development Training Center and Eco-Agri Farm Resort and Theme

Park that is offered for adoption and operation as a Municipal College a Local Economic Enterprise;
