The Enhance programme has been created to support social enterprise network growth and development across Somerset & Devon. Community buildings, not-for-profit community shops, trading charities and CIC’s are all examples of a social enterprise.

We want to ensure that all social enterprises across Somerset flourish! The COVID-19 pandemic unfortunately stopped our blossoming networking events - we are hoping to start these up again as soon as it is safe to do so – but in the meantime we are hosting online webinars to support Social Enterprises through this difficult period.

TRAINING AND WEBINARS COMMUNITY BUILDINGS TRAINING The Community Buildings Team at CCS are running free weekly webinars for community buildings throughout Somerset. These cover a wide range of topics including managing COVID-19, trustee roles and responsibilities and fundraising. They are suitable for all forms and sizes of community buildings including village halls, community centres and church halls. These webinars have been funded through the Somerset Community Foundation’s Coronavirus Fund.

CORONAVIRUS BOUNCE BACK LOAN The Bounce Back Loan Scheme (BBLS) enables smaller businesses to access finance more quickly during the coronavirus outbreak.

The scheme helps small and medium-sized businesses to borrow between £2,000 and up to 25% of their turnover.

The maximum loan available is £50,000.

The government guarantees 100% of the loan and there won’t be any fees or interest to pay for the first 12 months. After 12 months the interest rate will be 2.5% a year.

If you need a larger loan, you may be entitled to other government support.

- is based in the UK - was established before 1 March 2020 - has been adversely impacted by the coronavirus - If your business was classed as a business in difficulty on 31 December 2019 you’ll need to confirm that you’re complying with additional state aid restrictions.

WHO CANNOT APPLY Businesses from any sector can apply, except: l Banks, insurers and re-insurers (but not insurance brokers) l Public-sector bodies l State-funded primary and secondary schools l If you’re already claiming funding You cannot apply if you’re already claiming under: l Coronavirus Business Interruption Loan Scheme (CBILS) l Coronavirus Large Business Interruption Loan Scheme (CLBILS) l COVID-19 Corporate Financing Facility If you’ve already received a loan of up to £50,000 under one of these schemes you can transfer it into the Bounce Back Loan scheme. You have until 4 November 2020 to arrange this with your lender.

The length of the loan is 6 years, but you can repay early without paying a fee. No repayments will be due during the first 12 months.

HOW TO APPLY There are 11 lenders participating in the scheme including many of the main retail banks. You should approach a suitable lender yourself via the lender’s website.

£1.57BN EMERGENCY SUPPORT £1.57BN PACKAGE FOR THE ARTS SECTOR A £1.57bn emergency support package to help protect the future of theatres, galleries and museums will not be enough to save every job, the culture secretary says.

Oliver Dowden said grants and loans would aim to preserve “crown jewels” in the arts sector, and many local venues.

Independent cinemas, heritage sites and music venues will also be eligible.

Mr Dowden said the grants and loans were all “new money” and were “designed to last through this financial year”.

He said the two broad aims of the package were to preserve “crown jewel” venues such as the Royal Albert Hall and national galleries, while also helping local institutions across the UK. The culture secretary said institutions would have to apply through industry bodies and would be asked to prove how they contributed to wider economic growth.

The £1.15bn support pot for cultural organisations in England is made up of £880m in grants and £270m of repayable loans. The government said the loans would be “issued on generous terms”.

A further £100m will be earmarked for national cultural institutions in England and the English Heritage Trust.

There will also be £120m to restart construction on cultural infrastructure and for heritage construction projects in England that were paused due to the pandemic.

The government said decisions on who will get the funding would be made “alongside expert independent figures from the sector”.

EXPRESSION OF INTEREST FOR NEW PAVEMENT CAFE LICENCES SWT is working to support pubs, restaurants, cafés and takeaways across the district with their preparations to reopen from 4 July as COVID-19 restrictions are eased.

Officers are currently implementing temporary changes to licensing laws to allow more premises to sell and serve alcohol and food for consumption off the premises, making social distancing easier.

SWT will aim to process applications for Pavement Café Licenses within 10 working days and will continue to ensure that communities are consulted on applications for Pavement Cafés, that waste is disposed of responsibly, and that pavements and pedestrianised areas are still accessible and able to support social distancing.

The application process for new Pavement Café Licenses will be up and running on the Somerset West and Taunton website shortly including full information and guidance Any business wishing to apply for a new Pavement Café licence should submit an expression of interest to openinghighstreets@somersetwestandtaunton.gov.uk.

Businesses that have expressed an interest will be sent full details and links to the application form and guidance. An officer from Somerset West and Taunton Council may also contact you to discuss your plans.

NEW RESEARCH UNVEILED ON EXMOOR’ EXMOOR’S RURAL ECONOMY 60 per cent more businesses are operating in the National Park than previously known, according to new findings from one of the largest ever surveys undertaken into the rural economy on Exmoor.

It reveals a total of nearly 1,300 businesses operating within the National Park, many of which had been previously missing from national datasets that can overlook micro-businesses and sole traders, which comprise most of business activity on Exmoor.

The research has been undertaken by Wave Hill, an independent social and economic research firm, as part of the Rural Enterprise Exmoor Initiative – created

by Exmoor National Park Authority to better understand the local economy and bring together partners to support sustainable economic development in harmony with the area’s special status as a National Park.

It was compiled following an audit of business activity across the moor via an in depth survey of businesses, supplemented by additional workshops and focus groups, to gain a deep understanding of the unique challenges and opportunities facing businesses operating within one of the most iconic and deeply rural areas of the country.

Dan James, Sustainable Economy Manager for Exmoor National Park Authority, said: “As we emerge from lockdown, the findings of this report will provide an important baseline to understand the issues affecting Exmoor’s rural economy and how we can best plan our recovery.

The National Park Authority is primarily charged with conserving and engaging the public with Exmoor’s special landscape, wildlife and cultural heritage. But we also have an important role to play in fostering economic and social wellbeing and these findings will be invaluable in helping us better support communities to thrive, while living and working in such a deeply rural place.”

The findings show that the accommodation and food and drink services are the most common line of business, representing 38% of the total number of businesses and 44% of all employment (compared to 8% and 11% of employment across Somerset and Devon respectively). Agriculture and retail are the next largest sectors each representing 14% of all business on Exmoor and each providing an estimated 9% of jobs.

SHEPTON MALLET TOWN COUNCIL GRANTS Are you involved in a local organisation that requires funding towards a local project?

Shepton Mallet Town Council operates two schemes which award grants or donations to local organisations to help them achieve their aims and objectives.

These can be used to fund either new projects or continued services and may also be used as matched funding.

The Town Council has a policy of assisting local community groups and applications must be from a properly formed group, club, committee or charity, which must show that the group has charitable/community aims whilst benefiting the residents of Shepton Mallet.
