Tribal officials frustrated with solar developer

wo cease and desist orders were filed earlier this month against Grasshopper Energy to stop construction of a 2.4-megawatt solar farm between Wilson Street and Cedar Street after allegations were made by the Narragansett Indian Tribal Historic Preservation Office that artifacts sacred to the tribe’s culture were destroyed.

“The Narragansett Indian Tribal Historic Preservation Office had done an investigation of the site and found some items of historical significance that they felt it was important to preserve on the ceremonial hill,” explained John Gelcich, the town’s principal planner. “There is a condition in the special permit that says that, if they find any new resources that they bring it before the Planning Board.”

ifelong Hopkinton residents Emma Burke and Sadie Morgan, friends since childhood, both were impacted by the effects of epilepsy. They decided to team up last summer to respectively write and illustrate a children’s book on the condition as part of Burke’s capstone project at Boston University.

“I’m Just Like You! Kali’s Story about Living with Epilepsy” is set in Australia. Published in September 2020, it depicts the life of Kali, a cheery 6-year-old koala from Australia with rosy cheeks and an orange bow in her hair.

She describes her life of living with epilepsy in poetic fashion, explaining the condition and encouraging others to accept her for who she is.

Burke, who has epilepsy, recently graduated with a degree in health science from Boston University with a minor in Spanish. She expects to receive her master’s next year.

hen members of the Hopkinton High School organization Beachlex head to the ocean this summer, it’s usually for something more than soaking up the sun or going for a swim.

Members are making trips to beaches around Southern New England to beautify the areas and protect the ocean’s inhabitants by picking up trash.

“We both want to provide knowledge and promote awareness for the ocean’s creatures, hoping to educate the general public so that in turn these creatures can be conserved and protected,” explained Beachlex founder Gabe O’Brien. “Through beach cleanups we hope to push past the educational piece for our organization and actually get our hands dirty and do some activist work. Now with COVID restrictions being lifted, in-person events such as cleanups are able to happen, and clean-ups are a great way for people to get involved with ocean conservation efforts.”

The group’s first trip was to Rocky Neck State Park Beach in Connecticut, where they met up with a similar student-run group called Teens for Sharks. The Beachlex representatives — rising seniors O’Brien, Sreya Ravi, Chaitrali Samant and Jacob Waxman — picked up four bags of trash in two hours.

INDEPENDENT “This was the first cleanup in a series of cleanups that we plan to do this summer,” O’Brien said. “Our next stop is going to be THOUGHTS at Onset Beach in Wareham, the Buzzards Bay area. We hope to JERRY SPAR do five this summer in New England.”

Trail signage improved The Hopkinton Open Space Preservation Commission (OSPC) recently improved the signage on the trails within Cameron Woods, which is located off Wood Street. The work was performed by Hopkinton Area Land Trust (HALT) volunteers, led by OSPC vice chair Steve Levandosky and HALT president Morrie Gasser. Cameron Woods can be accessed from the parking area on Whisper Way. The OSPC and HALT, along with Friends of Whitehall (FOW), also recently spruced up the Whitehall Conservation Area. Wood chips in the parking area were donated by Joe Regan of Joe Regan Tree Work and spread by members of FOW. “As the wood chips decompose and are crushed into the ground by vehicles we expect that process will help to keep the soil around the sugar maple loose, which will be beneficial for the tree,” explained volunteer Ed Harrow.

In the spring, members of HALT and the OSPC, under the guidance of Chuck Dauchy and with assistance from Mike Boelsen, spent a day doing invasive removal work in the meadow area of the Whitehall Conservation Area.

The Hopkinton Center for the Arts celebrated the opening of its new temporary dance studio at 22 South St. on July 1. Two weeks later, the HCA hosted an open house for dance students and their families to check out the new facility.

Under the direction of Jessica Wilson, the dance program has seen tremendous growth in the past few years. The HCA had rented a building downtown just before the pandemic, then shifted the program back to the HCA building on Hayden Rowe Street. The eventual plan, executive director Kelly Grill said, is to construct a new building between the HCA’s main building and the Terry farmhouse, which is being renovated.

“The program is big enough that it warrants its own space,” Grill said.

Electric Youth to perform on Town Common A pair of talented Hopkinton teenagers will make an appearance on the Town Common this Sunday (5 p.m.) with Electric Youth, a high school performing arts group. Kelsey Breslin and Finley Doherty are members of the prestigious 14-person ensemble, whose shows consist of singing and dancing to hit songs, with backing by the Boston Show Band.

Electric Youth is coming off a four-week tour of Austria and Italy, where the group performed 14 shows.

Breslin, who graduated from Hopkinton High School in the spring and is headed to the University of Tampa, is in her fourth year with Electric Youth.

Doherty, a rising sophomore, is completing her first season.

The group, which is based out of the Franklin School for the Performing Arts, will perform in town as part of the Parks & Rec Concerts on the Common series.

Powers takes Bay State discus title Hopkinton High School rising senior Kate Powers blew away the competition in the Bay State Games scholastic discus competition on July 10. Powers recorded a throw of 130 feet, 1 inch, which was almost 35 feet farther than her nearest competitor. It also was the longest throw in any division (including adults).

Powers is the reigning Tri-Valley League champion in the discus and shot put.

Classmate Sarah Furlong was on the Southeast region volleyball team that finished in second place, losing a hard-fought, three-set match to the Northeast in the gold medal game.

Coincidentally, Furlong was the TVL champion in the javelin this spring.

ConCom chastises housing developments after water issues

T

he Conservation Commission at its July 13 meeting rebuked two projects for allowing violations that caused flooding and instability on their sites.

A cease and desist order was filed against The Trails, Hopkinton, a 55-andover housing development located off Legacy Farms North Road, last Friday after violations of the order of conditions were observed. This continues a history of site violations dating back to 2018.

“We had a pretty significant violation of the order of conditions this past weekend,” ConCom chair Jeff Barnes said as conservation agent Kim Ciaramicoli displayed images of the flooded site from July 9. Barnes noted that violations had been observed as early as Nov. 1, 2018. There also was a violation on April 6 of this year preceding the rain-

storms that deluged the site on July 2 and July 8-10.

“It’s my assessment that the commission has reasonably worked with the applicant to correct these violations,” Barnes continued. “And although they have been responsive and cooperative, we continue to see these recurring events at this development.”

At a May meeting, project engineer Peter Bemis was reprimanded for the April violation of the order of conditions issued under the bylaw. Fines of $6,000 from 2018 were held in abeyance but then were charged at the May meeting in response to the 2018 and April violations.

Over the past few months, Barnes said that he noticed a trend of developers being willing to accept fines for violations rather than taking swift corrective measures.

“My sense is there’s a rush to get these developments and houses con-

structed in order to take advantage of kind of the very bullish housing market in Hopkinton,” he opined. “And in the rush to get these houses constructed and sold, there’s been situations where the construction sequence hasn’t been followed properly. The construction sites have been very sloppy.”

Several entities have been involved in this process, including Ashland’s Conservation Commission and Water Department because of the infiltration of sediment into its water system in the Hopkinton Reservoir, which a representative said caused concern about the ability of the water treatment plant to function properly and efficiently.

In addition to the cease and desist order, there were a number of conditions ordered, including updating and revising the erosion control plan to the commission. Plans should be designed and stamped by a professional engineer, and best management practices (BMPs)

should be implemented. Erosion control blankets should be installed. The fines are being retabulated and will be discussed at an upcoming meeting.

“The site is totally unstable,” said member Jim Ciriello. “The site is a mess in terms of being wide open.”

Bemis was late in attending the hearing, saying he had to attend to a family matter. He wasn’t present when the conditions were read.

“I just want to say that those photos are particularly appalling and insulting,” said member Ted Barker-Hook. “And I find it particularly galling that Mr. Bemis has nothing to say to us.”

After he eventually joined the meeting, Bemis said work had been done since the most recent storm.

“We were overwhelmed with much of the erosion control measures that we had in place,” he explained.

Barnes said that he believes Bemis understands the gravity of the situation, telling him to “get everything in order at the site.”

Ciaramicoli noted that a cease and desist order also was issued by Hopkinton’s Building Department. Biweekly reports will need to be submitted by Bemis until the mitigation work is complete.

Resident Katie Towner did not think this went far enough, noting that there were two years when the company didn’t file reports.

“I think what we’re seeing here is the result of no planning for two years,” she said.

“I’m very disappointed in the commission,” Towner added. “That they have not followed up on the two years of absence of planning for these conditions and absence of reporting. I would like to see more action by the commission.”

Responded Barnes: “There hasn’t been inaction. … [The measures are] just inadequate.”

Leonard Street project also criticized Developer Lou Petrozzi of Wall Street Development Corporation was not present at the beginning of the meeting when his hearing was called.

However, he was able to present toward the end of the meeting regarding the inability of the erosion controls at his Leonard Street development to hold back the flooding from this past week’s storms.

“I’d say the site is pretty well stabilized,” he said, noting the high groundwater table.

Matt Varrell, the town’s environmental consultant, said that while erosion controls were functioning, the BMPs previously requested were not put in place. He called the site “a ticking time bomb.”

“My fear is that eventually, because that pipe hasn’t been installed … it’s going to form a channel that will carry all of that material offsite somewhere,” Varrell said.

Petrozzi reiterated that the site is “functioning properly” and has prevented some flooding issues.

Ciaramicoli asked when the schedule for the drainage would be put in place. The work was approved in the spring but has not been started. Petrozzi said his crews couldn’t perform the work because the land was too wet.

Parks & Rec programming close to pre-pandemic levels

ummer programming through the town’s Parks & Recreation Department was near pre-pandemic levels after its first week and was expected to rise, director Jay Guelfi announced at the Parks & Recreation Commission’s meeting July 7.

The boys and girls basketball clinics were at near capacity, and the track clinic was full.

In addition, the non-contact football clinic was expanded to accommodate the demand.

“We are at just about back to pre-COVID levels for our playground groups,” Guelfi added. “What I think is going to happen is that typically, once we get through the first week and the word spreads that it’s fun, we’ll see another boost for Weeks 3 through 6.”

He added that program revenues were almost at pre-pandemic levels as well.

There was initial concern that families would not be as enthusiastic about allowing their kids to attend summer programs because of lingering concerns from the pandemic, he noted. However, registrations swelled, which allowed the department to hire 60 young adults to help with summer staffing.

Movies on the Common has resumed on Thursday nights and will run until Aug. 5, concluding with “Toy Story 4.”

Chair Dan Terry said the commission will analyze in September how well the summer program performed.

Fruit Street fields being assessed Guelfi said he was to be meeting with a turf consultant earlier this month to assess the condition of the turf at the athletic fields off Fruit Street prior to them undergoing a 12-point testing analysis.

“By the end of July, we will hopefully have the field groomed and tested and a plan to go forward,” Guelfi said.

The study, which should be ready in a few weeks, will allow the commission to decide whether to go forward with renovations to the 12-year-old field.

“The other dynamic here is that, when we constructed this field originally, there were limited types of sub-surfaces available,” Terry pointed out. “What I think is a possibility is that the town will encourage us to go with a safer technology that has been developed in the past decade.”

He added that if the field were to need replacement, it likely would resemble the high school field, which is a couple of years old. The assessment will determine if the current field will be able to last with repairs or require a complete overhaul.

Fields typically last 8-12 years.

The testing will determine the condition of the fibers and subsurface. The cost can’t be determined until the survey is complete, but the money likely will come from several sources, according to Guelfi.

“We’re taking an important first step,” said commissioner Cynthia Esthimer.

“We’ll see where that leads us.”

In the meantime, there is a tear on the field that will be repaired.

Sandy Beach has been well attended by residents so far since the institution of resident passes. The beach is open seven days a week from 10 a.m. to 5 p.m.

“We’ve exceeded our revenue goals, which is a good thing,” Guelfi said. He had expected a dip because of the loss of out-of-town residents. He attributed the success to the ability to purchase passes online, which brought in about 80 percent of the revenue.

The entry point, which is now at the parking lot rather than the beach entrance, caused confusion for some visitors, but it seems to be working out well overall.

“I think parents feel safe bringing their kids there, knowing that there are certified lifeguards,” he added, as there have been a spate of drownings around the state in the past two months.

The partnership between the commission’s subcommittee members and the Lake Maspenock Preservation Association has contributed to the beach’s success, Terry said, calling the effort “commendable.”

Dog park work continues

colorful crowd gathered June 26 at the Hopkinton High School outdoor track and took a short walk as part of a much longer journey — one for LGBTQIA+ recognition and acceptance.

The inaugural LGBTQIA+ Pride Parade drew town leaders, representatives from local organizations and those who just wanted to show support for the movement. The groups walked around the track while about 150 people watched from the stands.

The event was organized by the Hopkinton Freedom Team, with help from the Hopkinton Youth Commission.

Lead organizer Freya Proudman, a 2018 HHS graduate who is attending college in London, said in a recorded message that her father (who served as master of ceremonies for Saturday’s event) started taking her to Pride Parade events in 2014, and it was “so important to my own personal journey.”

“To all our LGBTQ+ people here today, I want you to know that whatever stage in your journey you are on, we see you, we hear you, you are valid, and you are loved,” said Proudman, who identifies as queer. “Everyone here today is here because they want you to know you are not alone. And whenever you’re ready to share your whole beautiful, authentic self with us, the Town of Hopkinton is here with open arms, ready to welcome you.”

Among the speakers was first-year Rep. Jake Auchincloss. The Democrat from Newton discussed the origins of the multicolor pride flag, which debuted in 1978 in San Francisco, and talked about the need to continue to fight for equal rights.

“As we look back at how far we’ve come, let’s not be complacent, and let’s remember how far we have to go,” said Auchincloss, noting that Massachusetts “has always led the way on progress.”

HHS student Madison Loos, president of the school’s Gay-Straight Alliance and a member of the Freedom Team, credited the individuals who took part in the Stonewall riots in New York City in 1969, an event that is recognized as a transformational moment in the LGBT rights movement. She also expressed pride in how the community has made

her feel comfortable.

“I feel so blessed to live in a place where I can walk this track and stand on this stage a proud LGBTQ+ teenager and speak my truth the way I know so many can’t,” she said.

State Sen. Karen Spilka took pride in being “a very early and vocal supporter of LGBTQIA rights” and in how the state has led the way on so many LGBTQIA+ issues.

“Over my career as a state legislator, our community and our state has made historic progress in giving people the freedom to be who they are,” she said. “It’s basically as simple as that — which sometimes, as we know, is not so simple. Our diverse characters are worth celebrating and embracing as we share so much in common.”

Added Spilka: “You have helped change the way and opened hearts and minds. You and the organizers and the attendees of the Pride events across the nation have been catalysts to move us forward. And more rights and freedoms, as we know, cannot come fast enough, especially for our trans brothers and sisters across Massachusetts and the United States.”

Spilka and state Rep. Carolyn Dykema thanked the many Hopkinton dignitaries in attendance, including Town Manager Norman Khumalo, Select Board members Irfan Nasrullah, Amy Ritterbusch, Muriel Kramer and Mary Jo LaFreniere, Police Chief Joseph Bennett, Fire Chief Steve Slaman, town clerk Connor Degan and Hopkinton Public Schools superintendent Carol Cavanaugh.

“There’s been a lot said about the power of this moment,” Dykema said. “And when I stand here today, looking at truly a grass-roots movement from this community to support equal rights, justice, tolerance and love for everyone, it’s incredibly powerful. And it reminds me of the proud tradition we have in Massachusetts. Because in Hopkinton we know it all starts here. But we also know and we also take great pride in our legacy as a commonwealth and the leadership that we have shown in so many issues, but in particular civil rights and support for the LGBTQIA community.”

Concluded Dykema: “Love is love, and love always wins.”

Longtime friends produce children’s book about epilepsy awareness Book | from page 1

epilepsy, so we weren’t really sure that they were seizures. I kind of thought I was zoning out or something like that.”

There are more than 40 different types of epilepsy, a neurological condition that affects the central nervous system. According to Epilepsy Foundation New England’s website, there are 3.4 million people in the United States with epilepsy, and 1 in 26 will develop the condition at some point in life.

“I was actually diagnosed with epilepsy on my first day of college,” Burke said. “I had MRIs [magnetic resonance imaging] and EEGs [electroencephalograms]. It was not the best time in my life to be diagnosed, but I received the diagnosis at a Boston hospital near BU, so I could just walk there.”

Although the diagnosis was challenging for her, “In some ways it wasn’t,” she said. Her doctor was very supportive, encouraging her that she “could pursue a quote-unquote normal life even though I have epilepsy.”

“When I have seizures, I get really tired. That can be frustrating,” Burke said, noting that managing medications is important. “Not being able to drive a car and losing a sense of independence were frustrating. I go through phases when I can drive and when I can’t.”

In Massachusetts, a person must be seizure-free for six consecutive months in order to drive, according to the Massachusetts Medical Society handbook.

Burke noted that the past few years have been about coming to terms with the condition and making the public aware of what epilepsy is and what a person can do to assist someone having a seizure.

Burke said her children’s book was an opportunity to engage children and adults in the discussion of the disability as well as a means to come to terms personally with the illness. It also served as her final project for the honors program.

Originally, she had planned to study mental health in different communities in Alaska, but the pandemic changed her course.

“My grandmother was an English teacher, and reading was always really important to me,” she said.

“Often children are told that there is something wrong with their brains, but they aren’t really told about the specifics of epilepsy,” she continued. “I wanted to explain it in a child-friendly way that would help de-stigmatize it.”

Burke credited her sister for coming up with the Australia theme. The book comes with a boomerang cutout. Karen Jacobs, a BU professor who coauthored

the book with Burke, had contacts in Australia who provided the cultural context. Kali’s neurologist is a kangaroo named Dr. Sue. Morgan, a student at Massachusetts College of Art and Design, is studying jewelry-making and film. But she described illustration as a lifelong passion that she was proud to utilize in this project.

“I’ve known Emma since first grade,” Morgan said. “So I think it was just kind of natural for her to reach out to me. I was really excited to take part in this because it’s every artist’s dream to illustrate a children’s book.”

Morgan noted that while she doesn’t have epilepsy, she knows people close to her who do, including Burke. This made the project even more meaningful to her.

Morgan added that the pandemic actually helped with her creative process because she was able to spend time at home and focus on digital art.

“Sadie was the first person I thought of for this project because she is so talented,” Burke added. “And we have both been affected by epilepsy in our own ways, which made it even more meaningful.”

It took about three months to write the book, and then some time last fall doing the editing. Morgan spent most of last summer working on the illustrations and collaborating on Zoom.

“Sadie and I would meet up in Hopkinton State Park occasionally to discuss the book and catch up,” Burke said.

The biggest message she wanted to teach people is that someone with epilepsy can do pretty much everything anyone else can do.

“Epilepsy is definitely an obstacle in people’s lives,” Burke said. “It’s important to understand the differences. But those differences don’t define a person with epilepsy.”

Morgan added that anyone affected by a disability can relate to this book.

“It’s just a different perspective,” she said.

There are two copies of the book in the Hopkinton Public Library, and the Marathon School has requested some. It was difficult to distribute the book more widely before the COVID-19 restrictions were lifted because of the fear of spreading the virus, Morgan said. The book also is available via Amazon.

Burke noted that the book is a teaching tool for both children and adults to facilitate discussions.

Morgan said she has discussed collaborating with Burke, perhaps on a sequel.

“We’ve definitely considered this and talked about it,” Burke said.

first by the tribal office and the second by the town, to stop work in the area of the ceremonial hill, which sits on the southwestern corner of the site.

“My understanding of the town’s cease and desist order is just to bring the historical resources to their attention and to do what needs to be done to protect those resources,” Gelcich explained.

“This will bring all parties to the table to discuss that.”

Narragansett tribal historic preservation officer John Brown was more direct in his criticism of the company.

He said items of cultural significance were destroyed, including some large stone formations. Brown said the stones would have been used “several hundreds of years ago to hundreds of thousands of years ago” as table-like structures on which ritual ceremonies were performed.

“We sent a cease and desist order because [Grasshopper] did not comply with the special permit issued by the town,” said Brown, whose organization is based in Charlestown, Rhode Island.

“Several areas of the stone wall have been pulverized.”

Brown said he received a letter on June 28 from Grasshopper dated June 23 notifying him that work on the project was to commence on June 24. This prompted the issuance of the order. He said that he gave Gelcich a list of concerns and that the tribal office was in the process of compiling a report on the site along with an evidentiary finding.

He added that the report would have been filed sooner, but that an employee had a medical emergency in the family

that led to the delay.

“Although the new plan was not submitted to the developer, we did inform them verbally of the situation,” Brown said. “It bothers us that the other parcel is destroyed. We only asked to preserve 20 to 28 percent of the land.

“We wanted to make sure we were clear as to what they were doing,” he added, alleging that a Grasshopper representative told town officials that the tribe was trying to stop the project. “We feel they were putting us at odds with the town. We had a very adult conversation with the town planner about it. We were trying to work with the developer.”

Brown indicated much of the damage cannot be fixed.

destroyed the stone figures,” he said.

“They just blasted them to rubble. We told them we would ignore what they did if they preserved the 0.8 to 1.2 acres on the ceremonial hill, out of 17 acres, as long as they were being cooperative.”

Cora Peirce, the tribal affairs officer, said she investigated the site twice on behalf of the tribal office in preparation for preparing a report.

“This was one of the most disturbing sites I’ve ever witnessed, and I have been doing this for more than 20 years,” Peirce said, noting that the large stones were pulverized. “They did not keep the stone wall intact. There were trees piled on top of the stone wall.”

Peirce’s main concern now is the preservation of the ceremonial hill,

which is about 3.4 acres in an area near the Cedar Street side of the property.

“I wanted to work with them to reconfigure where things should go,” she said of the solar panel mounting racks. “But financially they said it was not profitable for them without that little piece of land on the ceremonial hill.”

Peirce said she visited the site originally on March 12, and then a second time with her daughter on April 21.

“All the work was supposed to be done by hand,” she said. “The contractor had electrical equipment. My daughter had come to be an observer for the tribe.

We always bring youth with us so that they will know the history and what was there. The lease for the solar farm will be up in 25 to 30 years, so we want them to remember. It really upset her to see what was done.”

She said the two workers on the site told her they had never worked with a tribe before.

“They said, ‘We are doing what we want,’ ” she stated. “They said they were going to grade the hill.

“I understand the need for green energy and for it not to be interfered with,” Peirce continued. “This is not so much for progress; they had to cross through wetlands. They bulldozed the wetlands.”

She returned on April 27 and 28 to speak to the contractors, and also with Brown on May 13 to assess the damage.

Peirce noted that the wetlands have “wild and scenic status.”

Brown said that he plans to address the wetlands crossing with the Army Corps of Engineers. Peirce said she is bringing up the matter with other tribes throughout Massachusetts.

Peirce and Brown also raised questions about the owner of the property.

Southborough-based The Preservation Trust leased the property to Grasshopper despite a mission statement that the organization would “acquire and preserve natural resources and wildlife areas for the use and enjoyment of present and future generations” as well as “preserve and protect historic sites.” A call to The Preservation Trust seeking comment was not returned.

“It’s a bizarre property on a good day,” Peirce said of the 37-acre site.

“Now 15 to 17 acres have been cleared. I would be listening to the pound, pound, pound on the site while I was talking to John Gelcich on the phone.”

She added that she had submitted an initial report on the site to Grasshopper project development director Grace Russell.

“But she kept saying she needed more information,” Peirce said.

“The cease and desist order was directed to him,” she said. “This is all on Grasshopper.”

Peirce called the situation “tragic.”

“All for the benefit of one generation’s wealth,” she said. “They are going to erase something that has been there for tens of thousands of years for one generation’s wealth. Now we are at the risk of the land being destroyed.

“It’s sad,” Peirce added. “I’ve seen this throughout New England. There’s a ‘You can’t stop me’ attitude.”

A representative from Grasshopper, which is based in Canada, insisted the company wanted to “further cooperate” with the tribe and stated that “no indigenous historical monuments or landmarks have been destroyed.”

“As it relates to indigenous communities, Grasshopper has always remained respectful of their history, their culture and social values, and way of life,” stated Tudor Ulianovschi, Grasshopper’s senior vice president, global government relations. “We recognize the importance of engagement with Indigenous leadership including members of the Narragansett Tribe of Rhode Island.

“Grasshopper has developed, in many of its projects in different jurisdictions, strong relationships with Indigenous partners based on trust and understanding. Grasshopper has taken due diligence to ensure local Indigenous treaties and land claims have not been violated. …

“Grasshopper has invited the local Indigenous community to jointly address any potential concerns and we look forward for their availability to have an open dialogue.”

Brown agreed that discussions should take place to find a consensus, but he said the developer is late to the table.

“Grasshopper could have done much better,” Brown said. “Even if they couldn’t fully understand where we were coming from, and we couldn’t fully understand where they were coming from, we could have met in the middle.”

The issue is to be discussed at an upcoming Planning Board meeting, potentially July 26.

Planning Board approves new member, discusses proposed developments

T

he July 12 Planning Board meeting began with a joint session that included the Select Board. This was for the appointment of a new member to the Planning Board to replace Muriel Kramer, who vacated her seat when she was elected to the Select Board.

Following speeches by both candidates and some questions for each, members of the two boards voted to select Shahidul Mannan over Curtis Smithson by a 7-5 count. Mannan then was unanimously approved.

Mannan has served as a member of the Growth Study Committee and Appropriation Committee and has been an engineer for the past 25 years. He stressed “building a more value-revenue stream for the town.”

Smithson, who has served on the Zoning Advisory Committee and the Permanent Building Committee since last year and has a 30-year planning and zoning background, said one of his concerns was protecting the town’s green space.

Questions arise on Leonard Street Developer Lou Petrozzi updated the board on the subdivision plan on Leonard Street. This resulted in a lengthy discussion about the existence of a formerly abandoned road marked on the plan, as well as a small lot that was unmarked.

Initially there was a question about a small lot on the lefthand side of the plan not having been designated with a unique lot number. Gelcich said that the board could approve it with the condition that the lot number be updated.

Chair Gary Trendel noted that the plan referenced Bucklin Street, which is a non-existent paper road. Petrozzi explained that the engineer had to record the name and there will be a release of any rights to Bucklin Street. He noted that it was never a public road but was an abandoned private way.

Gelcich asked if the request to discontinue the road would be brought forth at Town Meeting, but Petrozzi said this was not a necessary step, as the road was not public in the first place.

“There’s nothing to discontinue with result of a town action,” Petrozzi said, noting the town had voted to discontinue Bucklin Street in 1998, even though it had not been constructed.

Gelcich said the plan would be “cleaner” if the plan designation “formerly Bucklin Street” was removed.

Petrozzi said he would need to consult with the engineer in case this action is precluded.

Trendel recommended that the plan be approved with the understanding that the two conditions be met. Petrozzi was amenable if the engineer agrees.

Gelcich explained that this could not be done, because he would have to be directed to make the changes. He said the application should be withdrawn and a modified plan be submitted.

“Just to make everything clean, you don’t want me to hand write the changes in,” he said. Gelcich noted that, if the board directed him to strike the language, it could be voted upon without the engineer’s approval. However, if a new plan is presented with the engineer’s modifications after the approval,

it would not be proper because it would not reflect what the Planning Board approved.

After a lengthy discussion, the plan was withdrawn by Petrozzi, and the hearing was continued until the next meeting on July 26. The vote to withdraw without prejudice was approved 7-0.

Connelly Farms subdivision discussed The Planning Board had an hour-long discussion of modifications to the Connelly Farms subdivision at the corner of Hayden Rowe Street and College Street, and the hearing was continued until Aug. 9 after a lengthy review. The decision would need to be extended until Aug. 16 for the Open Space and Landscape Preservation Development (OSLPD).

Later in the meeting, the Chamberlain-Whelan subdivision project’s amended plan was approved by a 6-0 vote.

The town’s principal planner, John Gelcich, announced that the modifications requested for the project were made and reviewed by the town’s engineering consultant, BETA Group, and met with its approval.

The board’s next meeting on July 26 will have a packed agenda. The Equestrian Realty Trust project off Ash Street and Chestnut Street — introduced as a five-lot subdivision but acknowledged to actually be a planned solar development — will be heard.

Also, the issue of the alleged disturbance of Indigenous artifacts on the Wilson Street solar project will be discussed with the developer, Grasshopper Energy, and members of the Narragansett Indian Tribal Historic Preservation Office.

Select Board hesitant to play hardball with solar developer

A

resident’s push for the town to take aggressive measures to prevent a solar development on forested land off Frankland Road was not well received by the Select Board at its July 6 meeting.

Ann Karnofsky, chair of Save the Forest citizens group, spoke about the former Liberty Mutual property, where Seaboard Solar was granted a permit by the Planning Board to build a solar array.

Some abutters have sued to prevent the development, and Karnofsky encouraged the town to take advantage of the delay and stop the forest from being cleared.

“We are determined that they won’t be doing it, because if they intrude on the forest they’ll ruin it for everyone,” Karnofsky said. “We don’t want any solar in there.”

Karnofsky noted that the City of Newton recently acquired some forested land from Boston College by the process of eminent domain — which still requires the town pay for it.

“What I would like to suggest is that the town have the forest parcel appraised and then have town counsel think about taking that parcel by eminent domain, prescriptive easement or adverse possession for the welfare, health and safety of the town residents and for the benefit of the town’s master plan,” Karnofsky said.

Among those supporting Karnofsky’s idea was Bob Ionta, who lives on an abutting property on Frankland Road.

this side of Hopkinton that’s not host to a development,” said Ionta, a longtime resident. “[The town] is in danger of becoming a few isolated islands of forest and lake surrounded by masses of development now,” Ionta added. “I’m afraid that destroying one more piece of forest — actually a pretty significant piece of forest — is really going to be decimation for this particular part of the town, this neighborhood on the east side. So I really hope that the town can find a way to acquire that land in spite of the fact that the developer that now owns it is really not very cooperative.”

Select Board members expressed concern with an aggressive approach, especially invoking eminent domain.

Brendan Tedstone noted that the town reached out to the owner of the property to discuss a potential sale, but “they were unwilling to even entertain an offer.”

who own their own property don’t want other people telling them what they can do with it. As much as I feel we need rules and regulations and bylaws and that sort of thing, if these people don’t want to sell us their property, I don’t see really how we can make them do it.”

Muriel Kramer noted that the Planning Board worked with the developer to preserve many of the trails in the site, although she acknowledged it wouldn’t be the same after it’s developed.

Town hires new assistant senior services director A t the July 6 Select Board meeting, Jessica Migneault was confirmed as assistant senior services director. She replaces Ashley Shaheen, who left last July for another job.

Migneault NEWS BRIEFS has worked for the housing authority in Lincoln, Rhode Island, since 2012. Her responsibilities have included working with seniors and disabled adults.

“The references did confirm that this is an individual who is resourceful,” Town Manager Norman Khumalo said. “For this kind of work we are always looking for employees who are able to identify additional resources that our seniors can benefit from. We also hear that she is very friendly, outgoing and very easy to relate to, and that is exactly what our seniors have asked us for.”

Migneault said she has been working with seniors for about 10 years.

“It’s truly a passion of mine, so I am very excited to take on this role,” she said.

The board also approved Lucas Ferreira as the town’s new data and applications support specialist.

Ferreira, a native of Milford, is a recent graduate of Worcester State.

Additionally, the board voted unanimously to lift the hiring freeze that was instituted during the pandemic.

Town manager, police chief goals discussed The Select Board continued its discussions about the upcoming year’s goals for Khumalo and Police Chief Joseph Bennett.

tance of achieving a work-life balance for positive mental health. He included Bennett and Fire Chief Steve Slaman in that group as well.

“It’s great that they’re devoted and dedicated to the town, but there’s a whole lot more to life than the Town of Hopkinton,” Tedstone said.

Bennett said he wants to improve communication, which he said could help with the issue of self-care.

“I want to be a strong communicator, and I want the community to know what we do and how we do it, especially in crises,” he said. “Every review of any major incident, every review of a crisis, communication is always found to be — could be better.

If I can improve that, maybe it will take a little stress off.”

Select Board member Muriel Kramer encouraged Bennett to reach out for assistance and “make sure that we’re helping you, however we need to help you, whether it’s with professional support or whatever it is. If there’s a way that the town can be more supportive actively, we want to be.”

Added Tedstone: “You guys need to know that myself and the board have your back, bar none, no matter what. You’re our team, and we have your back no matter what.”

Numerous positions approved Among those named to board and committee positions at the July 6 Select Board meeting were: Nelicia Bowen to the Personnel Committee, Nancy Drawe to the Council on Aging, Kenneth Parker to the Sustainable Green Committee and the Upper Charles Trail Committee, and Nancy Peters to the Woodville Historic District Commission as the Historical Commission nominee.

Office building owner appeals town ruling The owner of the former Liberty Mutual building and parking lot on Frankland Road — which Seaboard Solar separated from the forested parcel it is planning for a solar array and sold for $4 million last year — appeared before the Zoning Board of Appeals on July 14. The town’s zoning enforcement officer in May issued a cease and desist order to stop the owner — Feeney Brothers Utility Services, a Boston-based contractor — from using the grounds to work on construction equipment, as it is a professional office zoning district.

The owner appealed and was given until Oct. 30 to complete the work, which a representative said consists of installing cameras and GPS units in vehicles.

The 15-acre property continues to be listed as available for rent. It consists of 93,628 square feet of office/industrial space and 100 parking spaces, according to an online listing.

Schools Ali mentors high school students H

opkinton’s Zain Ali, an introduction to data science (IDS) curriculum and instruction major at Lasell University in Newton, was acknowledged as a mentor for high school students taking dual-enrollment college-level courses in the 2020-21 academic year.

Ali partnered COLLEGE HONORS with high school students who might otherwise not easily access Advanced Placement or dual-enrollment courses to guide them in college-level studies and career exploration.

“The mentors were Lasell students majoring in that subject area, who supported the high school students with course content and shared information about further studies in that field,” explained professor Claudia Rinaldi.

“The goal was to encourage more career and higher education exploration among the high school participants.”

The program, made possible by a grant from the Massachusetts Department of Higher Education, was designed to offer high-level course access across various fields to underrepresented minorities in local partner high schools.

Those schools are part of eight school districts involved in Lasell’s Pathways to Diversity program: Nantucket, Waltham, Lawrence, Andover, Marlborough, Milford and the Lexington and Lincoln-Sudbury METCO programs.

More than 130 students in those school districts participated in biology, education, global studies, business, criminal justice, American Sign Language, psychology and communications courses, all taught by Lasell faculty.

Hopkinton schools enrollment numbers continue to rise

T

he School Committee on July 8 discussed a number of issues at its hybrid meeting from the HCAM studio, including enrollment figures for the upcoming year and the importance of growing the Special Education Parents Advisory Council (SEPAC) to help address the issues faced by parents of students with disabilities.

Superintendent Carol Cavanaugh gave an update on enrollment numbers. The number of students who have indicated they will be leaving the Hopkinton Public School system is 49, with the highest number in Grade 9 at 17 students. The current enrollment is down four from the previous year for the ninth grade, but the superintendent explained that is normal for students transitioning to high school.

“As kids leave middle school and go off to high school, there are some who make different educational choices,” she said.

The total new student enrollment is 491, compared with 328 who graduated, and it is expected to increase. Six students who were educated at home will be returning to the school system.

Nineteen students are returning to the system from public, private or charter schools elsewhere.

Numbers also were released for students studying outside the school district. There will be 26 Hopkinton students enrolled at Keefe Tech, four at the Norfolk County Agricultural School in Walpole, and 23 who will be attending out of district. These numbers are consistent with the previous year.

Chair Nancy Cavanaugh pointed out that the budget only allocated for a gain of 72 students. Right now there is a net gain of 163, with more expected to enroll over the summer.

Committee member Amanda Fargiano asked about the increase in enrollment for Grades 1 and 2. There is an increase of 27 students in Grade 1, with an additional 16 students in Grade 2. She asked if there might be a need to create another class.

“Are we currently feeling like we’re all set to absorb those kids?” she asked.

The superintendent said she will be keeping an eye on enrollment numbers, and if a hire were needed, it would be addressed.

In a separate matter, the superintendent announced that an additional $5.5 million in federal funding will be coming to Hopkinton. The money can be spent in Fiscal Years 2022 and 2023 and during the first six months of FY ’24.

Mask requirement for younger grades debated Another issue that was discussed was the need for students to wear masks during summer programming.

Carol Cavanaugh said that there is a discrepancy between the current mask policy of the Department of Elementary and Secondary Education (DESE) and the Centers for Disease Control (CDC).

DESE’s policy is that there is no official guidance, but that masks are encouraged for those who are not vaccinated.

By contrast, the CDC has been recommending mask use for those who have not been vaccinated.

As of July 1, 93 percent of those age 16-19 have been vaccinated, which the superintendent called “an incredible percentage.”

“It felt like it might be excessive to keep our students who are coming to our programs masked, especially given the fact that they’ve all had the opportunity for vaccines,” she said of students in Grades 6-12. Masks will be optional for them, especially because they are in buildings that are not air conditioned.

For Grades K through 5, the superintendent recommended that those students wear masks in the summer programs.

Member Joe Markey disagreed with the mask requirement, noting that children are playing in close contact in other situations, as well as going shopping. He called schools “the last bastion of masks.”

The superintendent said that it sends a confusing message to young students to recommend masks, because some will while others won’t.

“It just strikes me as not just cautious but bureaucratic to continue to require masks for children ages 12 and under, when they can experience every other element of life without masks,” Markey said.

“I feel comfortable going with the advice of the CDC and our public health official [Shaun McAuliffe],” Cavanaugh replied.

the classroom for more than 100 hours helping students either in groups or individually. It was funded by DESE and facilitated by a company called MassHire Metro South/West. Among the 10 interns, one did presentations on coding while three were involved in helping students with engineering.

Because of the program’s success, it is continuing this summer. There will be three paid interns and two volunteers.

The goal of HSSIEP is to encourage students who want to become teachers to gain practical experience and potentially increase the future population of teachers of color.

Nature’s Classroom trip approved The committee unanimously approved two requests for overnight field trips to Nature’s Classroom that were requested by Hopkinton Middle School principal Alan Keller.

Traditionally the trip is for Grade 6, but because it was skipped this past year due to the pandemic, Grade 7 also will go. The Grade 6 trip will be from Oct. 12-15 in Charlton, and Grade 7 will go from Nov. 8-10 in New Hampshire.

SEPAC looks to grow Jen Halliday, chair of SEPAC, addressed the committee. She said she had been asked to take over the program in May of 2020 to ensure that it would be able to continue, as it had planned to disband. Despite only being a district resident for a year and a half, she took on the role.

“What helped me most, as the parent of a child with a disability, is the connections I made with other moms and dads who were experiencing similar problems,” she noted. “A common feeling for parents with disabled children is a feeling of isolation.”

Last year, she created a welcome brochure and a resource list. She also hosted presentations from the Department of Developmental Services (DDS) and a financial planning workshop with the law firm Fletcher Tilton.

The biggest need, according to Halliday, is for parents to join the board and to volunteer. There are 650 students who are involved in special education, and more than half of parents surveyed said they wanted to see more activities for their children.

School Committee members offered suggestions to increase involvement. They included reaching out through public awareness campaigns, holding elections in the near future, and asking parents of graduates of special education programming to participate.

“W

e are a team with a vision!” Dr. Steven Perryman says about Hopkinton Vision Center, which has been serving residents of Hopkinton and area towns for 22 years.

Perryman, the founder and owner, has seen many positive changes over the past two decades, and he has focused on remaining a “small, personal office” that takes the time to understand its customers’ needs.

In an effort to remain the type of business that has made it successful, Hopkinton Vision Center recently announced an important change regarding insurance. The company will stop accepting VSP (Vision Service Plan) insurance as of Aug. 1, primarily so that staff can keep its focus where it belongs — on customers rather than red tape.

“As I hope you have appreciated, I never feel rushed to get through an exam; I don’t ignore your questions or skip testing because of time constraints,” Perryman explained in a letter to customers. “I like the relaxed pace that allows me to address all of your visual and ocular needs. This can only continue if my office remains small and personal. We are making this decision to keep our office the place you have enjoyed coming to. We hope you will support us through this.”

Limitations to services covered and complexities in billing have made VSP unwieldy, Perryman said, adding that staying with the insurer would mean “becoming an office that resembles a mill, just pushing patients through to get to the next.” Hopkinton Vision Center is unwilling to compromise patient experience, so it decided to move away from VSP. While vision-specific insurance is out, regular health insurance remains an option. “Almost all medical insurance will cover a routine eye exam,” Perryman said. Hopkinton Vision Center can confirm coverage via phone or email, he added.

Hopkinton Vision Center offers routine care and services for contact lenses, astigmatism, cataracts, dry eye treatment and laser vision correction. Lately, the business has added diagnostic equipment that can photograph the inside of the eye without it being dilated.

“There is no substitute for showing someone the inside of their own eye right in front of them and explaining a problem or concern,” Perryman said.

A 1998 graduate of the New England College of Optometry, Perryman originally started his work career as a lobster fisherman and truck unloader. One day, while repairing a boat, he sustained an eye injury. His treatment and healing process inspired him to learn more about eyes.

When he opened his practice, Perryman was all alone.

“I answered my own phone,” he said with a laugh. “I still do sometimes, when everyone else is busy.”

Now, Hopkinton Vision Center has four staffers in addition to the doctor.

The employees at Hopkinton Vision Center love hearing that they have made a difference in their patients’ lives.

Sports HHS baseball advances to state final before bowing

By Jerry Spar Managing Editor “Our motto is, ‘Take care of the ball,’ ” mused Hopkinton High School baseball coach Steve Simoes, minutes after a frustrating 5-2 loss to St. Mary’s of Lynn in the Division 2 state championship game July 1 on the HHS turf field.

The fact that the winning run scored on a wild pitch, with an insurance run scoring on an error on the same play, made the loss tougher to take.

Additionally, St. Mary’s first run came on a bases-loaded walk and its second scored shortly after an error on a potential double-play grounder.

Give a good team that many chances, and it’s not likely to end well.

“This is the first game all year we [struggled so much on defense], Simoes said. “I attribute a lot of that to nerves.

And I fully understand that. But very few kids get the chance to be nervous, having that experience [of being in a state championship game].”

Two years ago, HHS also lost the state championship game to St. Mary’s.

That time, the Hillers could only muster one hit and fell 2-0.

This time it was a much different kind of game. First off, due to changes caused by the pandemic, Hopkinton hosted the game, which normally is played at a neutral site. About 1,000 fans turned out to watch, lining both sides of the field and clumping around the outfield.

The fans were fired up early on, after HHS starting pitcher Vinnie Purpura, a junior left-hander, showed poise in settling down to escape further damage after walking four batters to force in a run.

The Hillers answered immediately

against St. Mary’s junior right-hander Aiven Cabral. In the bottom of the first, Conor Kelly walked, Ronnie Shamus smoked a ground-rule double that onehopped the fence in left, and Dylan Locke followed with a two-run single to left. After Nick Paharik singled to center and stole second base, Hopkinton had runners on second and third with none out. However, Cabral shut the door, sandwiching a pair of strikeouts around a soft liner to short.

Hopkinton would not score again.

Meanwhile, St. Mary’s tied the score in the third on a sacrifice fly, two batters after an error.

In the fourth, the Spartans had the bases loaded with two outs. Tad Giardina then scored from third a wild pitch, and the catcher’s throw to home got past Purpura, allowing Dante D’Ambrosio to race home and make it 4-2. Terence Moynihan followed with an RBI single to center for the final tally of the day.

nings into this one, and the Hillers had surrendered five.

Junior right-hander Michael Burney was summoned to relieve, and he delivered two shutout innings, followed by 1 1/3 scoreless innings from Kelly.

Hopkinton’s bats were mostly quiet the rest of the afternoon against Cabral and sophomore right-hander John Nowicki, who got the final two outs. A leadoff walk was erased by double play in the fourth. The Hillers left a pair on base in the fifth, went 1-2-3 in the sixth, and managed just a walk in the seventh.

Looking past the disappointment of the day, Simoes appears to have built something special here, with the Hillers now finishing second in the state two tournaments in a row (last year’s season was canceled due to the pandemic).

“We’ve always just tried to play with character and try to do the right thing,” the coach said. “This was an interesting year because it was a missing year of leadership, not having played last year. Normally the seniors do more coaching than I do, pass down the tradition. This group is great. Because the conditions were hard we got the most Baseball | 19

Hillers earn TVL honors for spring season T

he Tri-Valley League recently handed out awards for the spring season, and a number of Hopkinton athletes, coaches and teams were recognized.

H a i l e y To l s o n was named MVP for girls track and field. Sarah Furlong, Shelby Jones, Kate Powers and Autumn Tumbleton were named All-Stars.

Jean Cann was named Coach of the Year for the TVL Large Division champions.

For boys track and field, which also won the TVL Large, Ethan Champlin, Sean Golembiewski, Aidan Morin, Aidan Rowell and Craig Salois were All-Stars, and Brian Prescott was Coach of the Year.

For baseball, Josh Fischer was named Pitcher of the Year, Dylan Locke was named an All-Star, and Conor Kelly and Nick Paharik earned honorable mention. Additionally, the team won the TVL Large Sportsmanship Award.

For softball, which won the TVL Large, Shannon Allberry-Yerardi was named Coach of the Year. Caroline DeSimone, Tara Kester and Kristin McCluskey were All-Stars.

Katherine Morse and Julianna Ceddia received honorable mention.

For boys lacrosse, Brian Keefe, Owen MacDonald and Nick Leccese were named All-Stars, and the team won the TVL Large Sportsmanship Award.

For girls lacrosse, Julianna Lucas and Tiffany Mikulis were named All-Stars, Lillian York and Emma Dacey earned honorable mention, and the team won the TVL Large Sportsmanship Award.

For wrestling, Lucas Dionne, Sebastian Losada, Hayes PearsonWoodruff, Jake Sokol, Will Tedstone and Mo Zaidi were named All-Stars.

For girls tennis, Maya Storm, Madison LaMachia, Riley Krattenmaker, Sophie Kaplan and Vani Sharma were named All-Stars. The team reached the Division 1 South sectional championship match.

For boys tennis, Mike Miller was named Coach of the Year for the TVL Large champs and Division 2 South sectional finalists. Aidan Yagoobi, Lex Kaye, Rex Lind and Spencer Smith were named All-Stars.

the dean’s list all four years and was a twotime NEWMAC Academic All-Conference honoree.

A basketball standout, Pucci was named to the New England Women’s Basketball Association honor roll and earned all-conference honors in 2019. She was a three-time captain for the Lyons.

Pucci volunteered with the College Bud Program working with adults in the community with disabilities while also serving as a tutor in the Math Department. Additionally, this past school year she returned to Hopkinton High School and worked as as a long-term substitute math teacher.

Pucci nominated for NCAA award Hopkinton’s Mikayla Pucci was nominated by Wheaton College to represent the New England Women’s and Men’s Athletic Conference (NEWMAC) as its NCAA Woman of the Year nominee. The conference was to announce the winner in late July.

The NCAA Woman of the Year award honors student-athletes based on academics, athletics, service and leadership.

Pucci, who graduated Wheaton this past spring as a double major in mathematics and secondary education, was the recipient of the Banning-Ford Prize in Education as well as the Madeleine F. Clark Wallace Mathematics Prize. She was on

out of our ability, and I attribute that to high-character kids.”

Following the trophy presentation, the Hillers seniors carried their award to the stands behind home plate and presented it to Dick Bliss, who coached multiple sports at the high school for decades, most recently golf, before retiring after the 2019 season. Bliss’ wife recently passed away.

“We dedicated it to Coach Bliss.

Unfortunately we gave him the runnerup trophy,” Simoes said. “He is what high school sports is all about.”

The Hillers reached the state final following another impressive pitching performance from senior left-hander Josh Fischer in the Division 2 South

sectional championship game on June 28. Fischer tossed a shutout in leading Hopkinton to a 2-0 victory over host Milton.

Fischer, who will pitch for Fairfield University next year, allowed just four hits with seven strikeouts. Cam Jerrett and Kelly knocked in the runs. Jerrett and Cam Mulvaney each had two hits.

In the top of the fourth, Shamus was hit by a pitch and Matt Cooper walked. With two outs, Jerrett delivered an RBI single to left for what would prove to be the winning run.

In the seventh, Mulvaney singled, advanced to second on a passed ball, and scored on a single to right by Kelly.

Hopkinton finished the season with a 16-4 record.

Obituaries Donald Sears Donald Quentin Sears, 95, of Hopkinton passed away at his home on June 29. Born in Newton, he was the son of the late Edith (Hubbard) and Chester Hunt Sears. He was the beloved husband of 68 years to Margaret “Peg”(Schermerhorn) Sears of Hopkinton.

Don and Peg raised their family in Wellesley, then resided in Holliston for nine years before retiring in Yarmouthport on Cape Cod for 23 years. Donald was a graduate of Phillips Exeter Academy and Harvard University. He served in the Army Air Corps during World War II. Don and Peg loved to travel in the United States and Canada, visiting national parks in their motor home. Don loved family visits, enjoyed woodworking and photography and was an avid golfer, whose favorite courses were the Nehoiden Golf Club in Wellesley and the Kings Way Golf Club in Yarmouthport.

Besides his wife, Donald is survived by his children, Jane Sears Pierce and partner Daniel Goodwin of Holliston, Laura Sears Brady and husband Paul Francis Brady Jr. of Eastham, and Margaret Lynne “Mardy” Sears and husband Venkatesh Gopal of Evanston, Illinois. He also leaves behind his sister, Carol Veum and husband James of Franklin; grandchildren, Christopher Donald Pierce and wife Amanda Elizabeth of Blackstone, Sarah Jane Pierce of Wrentham, and Ashwin Sears Gopal of Evanston, Illinois; and great-granddaughter Penelope Elizabeth Pierce of Blackstone; as well as many nieces and nephews.

He is predeceased by siblings Richard, Douglas and Bruce Sears.

A funeral service was held July 7 at Chesmore Funeral Home of Hopkinton, followed by interment at Massachusetts National Cemetery in Bourne. In lieu of flowers, donations may be made in Don’s name to The American Heart Association (heart. org).

Edouard Bouvier Edouard S.P. “Ed” Bouvier Jr., 63, beloved husband of Jacquelyn (Ambrogio) Bouvier, passed away at Emerson Hospital in Concord on July 6 after a valiant fight with multiple myeloma.

Ed was a loving and doting father to son Jonathan Martin Bouvier of Hopkinton and daughter Noelle Christine Bouvier of Stow.

Ed grew up in Hamden, Connecticut, graduating from Hamden High School in 1975. He was a 1979 graduate of Boston College and earned his

Ph.D. in chemical engineering from Yale University in 1988. After a year as a postdoctoral researcher at Sandoz AG in Basel, Switzerland, Ed went to work for Millipore/Biosearch in Bedford. In 1992, he joined Milford-based Waters Corporation where, at the time of his death, he was a principal consultant for business developmentearly technologies and a member of the prestigious Jim Waters Society.

Ed holds a number of patents and is highly respected in his fields of high performance liquid chromatography (HPLC), liquid chromatography-mass spectrometry (LC-MS), and materials and polymer sciences.

Ed was happiest when spending time with his family. He was an avid photographer and an accomplished chef. He loved the beach and enjoyed summers on Martha’s Vineyard and at Cornfield Point in Old Saybrook, Connecticut. Ed traveled frequently and especially enjoyed his time in Japan. For the last few years, he has delighted in long walks through Stow.

In addition to his wife and children, Ed leaves to cherish his memory his mother, Jane (Mansfield) Bouvier of Hamden, Connecticut; his father, Edouard S.P. Bouvier of Montgomery Village, Maryland; brothers David (Kathleen) of Wallingford, Connecticut; Joseph (Anna) of Merchantville, New Jersey; and Daniel (Tricia) of Pittsfield; sisters Dianne of Athens, Ohio; and Nicole (David) of Olney, Maryland; and his aunt, June Brice of Riverside, Connecticut. Ed also leaves his many adoring nieces and nephews who all will miss him greatly. He was predeceased by a sister, Virginia (James).

Family and friends gathered to honor and remember Ed on July 11 at the Fowler-Kennedy Funeral Home, Maynard. His funeral Mass was celebrated on July 12 at Saint Isidore Catholic Church, Stow. Burial was private.

Gabriele Heale Gabriele Heale passed peacefully on April 17 after an unexpected illness. She is survived by her two daughters, Susan Heale Craig and spouse Clinton Craig of North Grafton, and Kristina Heale and fiancé John Perotti of Montgomery, Alabama; her siblings, Inge Toner and spouse Patrick of Toronto, and Peter Strauch and spouse Debbie of Prince Edward Island, Canada; five beautiful grandchildren, Thomas Heale of Loveland, Colorado, Brooke and Melanie Craig, and Seralyn and Jonathan (JT) Perotti; her nieces, Brigid Flook and Jennifer Heale, and nephews, Matthew Toner, Aric Strauch and Rob and Jeff Heale (all from Canada) as well as many other extended family members in Canada.

She is predeceased by her parents, Edith and Frederick Strauch. She also is fondly remembered by her loving family still in Germany.

Gabriele was born Feb. 4, 1946, in Mühlhausen, East Germany. At the age of 4, she escaped East Germany with her favorite doll filled with the family’s savings. She then spent three years with her family in West Germany until they boarded a large ship (Titanic style) to start a new life in Ontario, Canada.

In 1964, at the age of 18, Gabriele married Richard Heale and they moved to the United States, where they welcomed two daughters: Susan and Kristina. In 1978, Gabriele proudly became a U.S. citizen. After 23 years of marriage, Gabriele and Richard parted ways. She later welcomed her ex’s new wife, Patti, to the extended family. Gabriele and Patti enjoyed sharing holidays, recipes and opportunities to tease Richard throughout their close relationship.

Gabriele eventually welcomed five beautiful grandchildren. As their “Oma,” she doted on them and talked about them with everyone she met. Prior to retirement, Gabriele also worked at EMC in Hopkinton, where she made many friends. She loved to decorate her office space for holidays and share delicious goodies with coworkers.

About five years ago, Gabriele was diagnosed with cancer. During her treatments she always made doctors and nurses smile with her quick wit and easy banter. Her treatment was harsh but effective, and she celebrated her remission with a visit to her extended family in Germany, the place of her birth that she had never been able to see since she left in 1952. While her health never fully recovered after her diagnosis, Gabriele lived a joyful life full of family, good food and celebrations. She was one of those rare, generous people who always made everyone around her smile and feel comfortable.

The loss of Gabriele is felt keenly by so many. She will be missed by her family and so many close friends and co-workers as well. In lieu of flowers, donations may be made in her name to the Children’s Dyslexia Centers, 460 Newtonville Ave., Newtonville, MA 02046.

George Jongeling George Behrend Jongeling, 78, of Milford passed away June 29.

George was a generous, wise and kind man whose life was truly a blessing to his loving family and his many friends.

Born in 1943 in Sioux Falls, South Dakota, George was the eldest child of George and Evelyn Jongeling. His childhood was spent on his family’s dairy farm in Chancellor, South Dakota, where he had many adventures and helped his parents with every aspect of the farm’s operation. eighth grade, George graduated from Chancellor High School in 1961.

George went on to graduate from the South Dakota School of Mines and Technology in 1966 with a degree in mechanical engineering.

George started his engineering career in the field of power generation with the General Electric Company. Business travel for his various management positions took him all over the United States, Europe and Africa during his 25 years with GE. In 1989, George joined the Swiss Company ABB as vice president of turbine power generation. He completed his professional career as vice president of gas operations for Keyspan Energy of New England, retiring in 2005.

During their 28-year marriage, George and his wife, Judy, traveled the world, both on business and during their retirement. They enjoyed many winters in Naples, Florida, always welcoming their family members to join them. George was an outdoors enthusiast, and enjoyed annual fishing and hunting trips with his best friends in Alaska, Colorado, Missouri and South Dakota. George treasured the special trips he made with his children to Egypt, Spain and Greece.

George is survived by his wife, Judy, daughter Kristi (Worcester), son Steven and partner Rita (Clifton Park, New York), grandson Alex and wife Sarah (Latham, New York), former wife Vera (Sioux Falls, South Dakota), brother Charles and wife Barbara (Sioux Falls), sister Darline (Charlotte, North Carolina), stepdaughter Lisa Vega and husband Joseph (Napa, California) and their two children, Roger and Jolie, stepdaughter Lana McAuliffe and husband John (Hopkinton) and their children, Tommy, Sam, Jack, Zachary and Lisa, and many beloved nieces, nephews and cherished friends.

George was a beloved husband, father, grandfather, brother, uncle and friend — always there for everyone, with an easy smile and a helping hand.

His was a life well-lived.

A memorial service will be held at a later date in Chancellor, South Dakota. Local arrangements have been entrusted to the Callanan Cronin Funeral Home, Hopkinton.

Michael Parnell Michael Francis Parnell, 67, of Hopkinton died July 3 at Brigham & Women’s Hospital in Boston after a brief illness. He was the husband of Maureen E. (Davis) Parnell for the past three years.

Born in Chelsea on Nov. 29, 1953, the son of Donald Parnell of Holliston and the late Theresa (Mahoney ) Parnell, Mr. Parnell was raised in Somerville and Holliston and had lived in Hopkinton for the past 30 years.

Michael had been a heavy equipment operator for First Colony Development for several years. He previously had worked for Certified Sales

Michael loved to take cruises, to go camping, the New England Patriots and hosting many Super Bowl parties for friends and family.

Anyone who knew him would say he could fix anything. He spent the last 30 years building and remodeling his dream home, mostly by himself and with the occasional call for an extra hand from his brothers, sons and close friends.

In addition to his wife and father, he is survived by his children, Kristi Baldini of Bangor, Maine, and Jason Parnell of Whitinsville. He was the father of the late Justin Parnell.

He was the stepfather of Danielle Partlow and Geoff of Upton, and Eric Spellman of Bellingham.

He also is survived by his siblings, Gary Parnell of Webster, Kathy Trombly of Peterboro, New Hampshire, Nancy Askins of Orleans, Kevin Parnell, and Stephen Parnell of Holliston.

He also is survived by his grandchildren, Michael, Abby, Rylin, Mason, Connor, Luke, Hayden and Jacob.

Mike was truly loved by all of the Davis family.

Robert Campion J u d g e Robert “Bob” Campion, 91, of Brewster and formerly of Framingham, died July 5 in his home surrounded by his family. Nothing was more important to Bob than his family, faith and friends.

Judge Campion was predeceased by his wife and best friend, Mary (Carlson) Campion, with whom he shared 58 years of marriage, his daughter Ann Campion, who died in 1982 at the age of 26, his parents, Gertrude and Francis Campion, his two brothers, Francis Jr. and James, and his sister, Joyce.

He is survived by his children: Daniel Campion (Kim) of Ashland, Robert C. Campion Jr. (Jay, deceased) of Nampa, Idaho, Susan Jackson (John) of Brooklyn, New York, Michael Campion (Cindy, deceased) of Yarmouth, Kathleen Donahue (Bill) of Chelmsford, Carol Keefe (Jerry) of Hopkinton, and Timothy Campion (Maura) of Ashland.

He also is survived by 18 grandchildren, 19 great-grandchildren and many nieces and nephews.

Bob was born in Ware on April 26, 1930. He lived with his parents and siblings until they moved to Framingham in the mid-1930s. Bob graduated from Framingham High School in 1948. He attended Boston University and Boston College Law School and graduated with his law degree in 1953. The professional accomplishment he was most proud of

was being a lawyer for 68 years.

In the late 1950s, his lengthy legal career at the Framingham District Court began. He served for many years as the assistant clerk magistrate, and in 1982, he was appointed associate judge. In 1986, he was appointed as the presiding judge of the Framingham District Court, a position he held until his retirement in 1998. During his career, he and his colleagues became involved in programs that stressed treatment of the underlying issues rather than incarceration. This type of approach by Bob and others has led to the current trend of specialty courts, focusing largely on substance abuse and rehabilitation. After his retirement, the Honorable Robert C. Campion Award for Public Service was established in his honor.

Bob enjoyed a full life after retirement, which included a busy schedule of travel in and out of the country alongside his wife and family. His family provided Bob with much joy, and he often remarked about how he was the happiest because his children were all friends. He loved to watch movies and was an avid sports fan, with a specific love for Tom Brady and the Montreal Canadiens. Volunteering also was an important part of Bob’s life, and he spent hours helping others at many different organizations, including the American Cancer Society, Framingham Detox Center, Newton-Wellesley Hospital, Brewster Ladies’ Library, Our Lady of the Cape Catholic Church, and FISH (Friends in Service Helping).

Bob may most be remembered for his sense of humor. He could see the humor in almost any situation and could lighten the mood with a quick comment or joke. Most everyone who met Bob really liked him, and his eight children’s friends became his friends. He enjoyed so many friends throughout his life, and his friendships were never as important to him as they were over the last years of his life. And for that, he considered himself a very lucky man. His family would like to thank all of his friends, especially Dave, Gene, Kevin, Sarkis, Bill, Jack and Joe T. His funeral Mass was celebrated July 10 at St. Bridget Church, Framingham, followed by interment at Edgell Grove Cemetery, Framingham. Services were under the care of the Norton Funeral Home, Framingham.

Robert Davis Robert (Bob) Barry Davis, formerly of Hopkinton, passed away peacefully at his home in Naples, Florida, on July 3.

He will be dearly missed by his devoted wife, Camella Davis, his children, Diane Patry and husband Norm, John Doherty and wife Malu, Lynn Davis, and Glenn Davis and wife Bethany.

Bob also will be missed by his older sister, Marie Davis. His seven grandchildren and two great-grandchildren

Rosemarie Phipps Rosemarie Phipps, 82, of Hopkinton passed away June 28 at Golden Pond Assisted Living in Hopkinton, surrounded by f a m i l y. B o r n Sept. 22, 1938, in Natick, she was a longtime resident of Framingham and Hopkinton.

Rosemarie worked hard her whole life at many jobs, retiring from Keefe Technical school so she could spend more time with family and friends. She was a wonderful mother, grandmother, aunt, cousin and friend. Not a day went by that she did not speak to one or many of her loved ones. She loved to travel with her family, especially to see Nubble Light, listen to and sing music, as she did in the St. Tarcisius choir, and be with her family and friends on holidays. In her spare time she enjoyed cross-stitching, ceramics and reading, and she attended every Boston Marathon from her front yard in Hopkinton for over 20 years. Her ever-spoken mantra “Make the memories” defined her life.

She is survived by her three loving children, Deborah Pennie and husband Robert of Millville, Michael Phipps and fiancée Debbie Brodeur of Mendon, and Matthew Phipps and wife Heather of Lowell. She also leaves behind five grandchildren, Shannon Pennie, Brian Pennie, Derek Pennie, Samuel Phipps and Dominic Phipps, her sister Lorraine, lifelong friend Mary Greenwood, and Rosemarie’s longtime partner, Calvin Greenwood.

She was loved by so many and had a way of making an entire room laugh.

Not a day went by that she didn’t speak to her loved ones. She is survived by her five beautiful sons: Robert Schiloski and wife Jill of Franklin, Peter Schiloski of Mendon, Philip Schiloski and wife Jody of Hopedale, Richard Schiloski and wife Sandy of Upton, and David Schiloski of Hopkinton. Walter Hanscomb Walter G. Hanscomb, 91, of Hopkinton and formerly of Ashland, passed away June 21 at his home with his family by his side. Born Nov. 17, 1929, in Plymouth, New Hampshire, he was the son of the late Walter and Charlotte (Hazelton) Hanscomb and husband to the late Mildred (Harrington) Hanscomb.

He worked as a facility manager at McLean Hospital until his retirement in 1993. Walter served his country honorably in the Air Force during the Korean War from 1951-53. He was a longtime member of the American Legion in Ashland.

Mr. Hanscomb is survived by his children, Cynthia Hancomb of Hopkinton, Cindy Markou of Westborough, Ramona Nee of Braintree, June Welch of Newton, Robert Welch of Allston, Sandy Nieves of Wilmington, North Carolina, Rose Matthews of Bad Axe, Michigan, Richard Welch of Boston, and the late Lawrence Welch, 13 grandchildren, 20 great-grandchildren and eight great-great grandchildren.

Three people were transported to UMass Medical Center. Officer Tyler Brabham followed the ambulance to the hospital and subsequently arrested a 27-year-old Front Street resident and charged him with OUI liquor, marked lanes violation, speeding, and drinking alcohol from an open container. Property damage to a Chestnut Street residence and a Springwood Estates sign were found.

The Hopkinton Independent • July 21, 2021 • 23 a report of a youth bleeding from the stomach, possibly from a fight. Officers found a 14-year-old male bleeding from the stomach, possibly due to a stabbing.

Two suspects fled the scene. An ambulance was requested and transported the teen to UMass Memorial Medical Center. An investigation was underway.

9:39 p.m. The suspect from a previous incident turned himself in at the station and was taken into custody.

July 2

4:03 a.m. Officer Brian Sanchioni came across an unoccupied vehicle in a West Main Street parking lot with heavy front end damage and a deployed air bag. The State Police were notified, and they reported the vehicle was involved in an accident and towed to the parking lot.

8:20 a.m. Walk-in parents were concerned a high school student sold contraband to their middle school student son. Officer Ryan Polselli assisted and took a report.

2:01 p.m. A caller reported a fallen tree on wires on Hilltop Road. Officer Ryan Polselli responded and contacted Eversource.

7:11 p.m. A Front Street resident reported a coyote was hanging around his backyard. The animal control officer was notified.

8:48 p.m. Dell EMC security on South Street reported 40 cars were in the company’s garage. Officers Robert Ekross, Brian Sanchioni, Philip Powers and Kevin Sager responded and reported a group was having a memorial service.

Teen arrested after stabbing A 14-year-old boy from Hopkinton was charged with stabbing another 14-year-old, Hopkinton Police announced.

The juvenile was charged with assault and battery with a dangerous weapon.

At 1:48 p.m. on July 1, police responded to a report of a stabbing involving teens at the Windsor at Hopkinton apartment complex on Constitution Court, which is located behind the Lumber Street shopping plaza.

According to a police statement: “Upon arrival, police found a 14-yearold Hopkinton boy had suffered injuries that are serious but not believed to be life-threatening. He was taken by ambulance to an area hospital.

“The suspect voluntarily turned himself in to police [that] night. No bail was posted after he was booked and he was released into the custody of his parents overnight. He is expected to be arraigned in Framingham Juvenile Court later [the next day].”

The statement also noted, “Police report there is no perceived threat to the public and all parties involved are known to each other.”

6:47 p.m. An Alprilla Farm Road resident reported a coyote walking in a circle in his yard and unfazed by attempts to scare it off. The animal control officer responded and subsequently put the animal down.

Saddle Hill Road. Sergeant Arthur Schofield and Officer Brendon Lyver responded and took a report.

6:53 p.m. Officers Brian Sanchioni and Kevin Sager responded along with the Fire Department to a report of a shed that was struck by lightning on Pleasant Street.

6:59 p.m. A caller reported a fallen tree in the roadway of Lumber Street.

Sergeant Arthur Schofield responded and found a tractor-trailer involved with power lines. The Fire Department responded.

7:09 p.m. A caller reported a tree fell on power lines on North Mill Street and there was a fire. Officers Brittany Firth, Brian Sanchioni and Kevin Sager responded along with the Fire Department and Eversource.

7:37 p.m. A Stewart Street resident reported his house was struck by lightning. No smoke or fire was present. The Fire Department responded.

7:59 a.m. A caller reported construction equipment was stolen from Poplar Lane. Officer Philip Powers responded and took a report.

9:00 p.m. A caller reported a large party on Front Street and people shooting off fireworks. Officers Ryan Polselli and Robert Ekross responded and spoke to the parties, and they were to pack it up for the night.

July 6

9:55 a.m. A caller reported a school bus with students in it was heavily damaged in an accident on East Street.

Officer Moira McGaffigan responded and took a report. No personal injuries were reported.

2:05 p.m. Milford Regional Hospital reported a dog bite that occurred on Hillcrest Drive. The animal control officer was notified.

6:32 p.m. A caller reported a motor vehicle accident on Granite Street involving one car and no personal injuries. Officers Brendon Lyver, Brian Sanchioni and Kevin Sager responded and took a report.

10:44 a.m. A caller reported a motor vehicle accident on Granite Street involving two cars. No personal injuries were reported. Officer Philip Powers responded and took a report.

3:53 p.m. A walk-in reported receiving threats after exchanging paperwork following a minor motor vehicle accident. Officer Brian Sanchioni assisted and took a report.

6:46 p.m. A caller reported a hitand-run motor vehicle accident on

9:42 a.m. A caller reported a tree leaning into the roadway of Winter Street causing a hazard. Officer Moira McGaffigan responded and notified the DPW. 12:10 p.m. Officer Philip Powers came upon a vehicle on Hayden Rowe Street that was hit by a rock from a lawnmower. Officer Powers assisted the involved parties with paperwork exchange.

July 9

10:06 a.m. Officer Philip Powers reported a smoking pole on Pleasant Street. The Fire Department responded and reported the power was out. Eversource was contacted.

10:33 a.m. A Wood Street caller reported outside smoke in the area.

Officer Ryan Polselli responded along with the Fire Department and reported a resident was burning cardboard in his backyard. The fire was extinguished and the homeowner was advised of the law.

11:28 a.m. A caller reported East Main Street was flooding. Sergeant Timothy Brennan and the DPW responded. The DPW attempted to clear the roadway.

11:39 a.m. A walk-in reported a manhole cover on Legacy Farms North was lifted and water was coming out from it. Officer Moira McGaffigan responded and reported the DPW was on scene.

11:51 a.m. A caller reported flooding on Fruit Street. Officer Philip Powers responded and reported the DPW was on scene and clearing water.

1:40 p.m. A caller reported a downed power line on Grove Street.

July 10

Sergeant Timothy Brennan and Officers Moira McGaffigan and Philip Powers responded and confirmed the power line was blocking the road. Eversource was contacted, and a temporary detour was set up.

2:22 p.m. A caller reported a fallen tree on Ash Street. Sergeant Timothy Brennan responded and notified the DPW, which removed the tree.

2:35 p.m. A McNeil Circle caller reported the inside odor of natural gas.

The building was evacuated. Officer Philip Powers responded along with the Fire Department, and positive readings were found in one building. Eversource responded.

4:15 p.m. Officers Brian Sanchioni and Kevin Sager responded along with the Fire Department to a report of fallen and smoking wires on Williams Way.

11:17 a.m. Officer Jay Deiana reported a sinkhole on Mount Auburn Street. The DPW was notified.

3:37 p.m. A caller reported her husband’s stone on Wood Street was knocked down, and she was unsure if it was damaged. She wanted the incident logged.

4:32 p.m. A caller reported being harassed while delivering packages on Pleasant Street. Officer Ryan Polselli responded and took a report.

7:18 p.m. A caller reported a motor vehicle struck a deer on Granite Street and the deer died. Officer Ryan Polselli responded and took a report. A message was left for the animal control officer to pick up the animal.

11:04 p.m. A caller reported a person sitting in a car in front of a Lumber Street restaurant. Sergeant Arthur Schofield and Officer Cody Normandin responded and located the intoxicated person and placed the individual into protective custody.

July 12

6:50 p.m. A Heartwood Way resident reported an injured duck in his back yard. The animal control officer was notified.

8:05 p.m. An employee of a West Main Street business reported a female stated she was lost and needed the police. Sergeant Arthur Schofield and Officer Brian Sanchioni responded, and a Golden Pond representative responded to pick up the woman.
