Underground Parking proposed for 76 Main St.

revised plan for a mixeduse three-story building on the property at 76 Main St. now includes a proposal for an underground 30-space parking garage. The property is owned by Paul Mastroianni of REC Hopkinton, LLC and currently is zoned as downtown business. Revisions to the major project site review of Mastroianni’s application were introduced at a continued public hearing at the town Planning Board meeting on April 22. “We are proposing to take the basement area that we had shown at the start and change that to an underground parking garage that would provide 30 parking spaces that would be dedicated to the residential apartments.” explained Kathi Sherri of REC Hopkinton LLC. Besides adding a parking garage, office space is no longer 76 Main St. | 5

Start Line Brewing expansion running on time Start Line Brewing owner Ted Twinney is excited to offer his patrons more seating and more menu options.

tart Line Brewing’s muchanticipated expansion project is nearing the finish line. Due to its popularity and success over the last three years, the Hayden Rowe Street brewery soon will be offering its patrons additional seating, live entertainment and more menu options, all in time for the summer season. Twinney opened the business in November 2016 on the Water Fresh Farm property and jokes it is his “retirement business,” but says these days he’s working quite a bit more than the typical

retiree, much to his delight. “I’ve been a big fan of craft beers my whole life, so I’m really enjoying this,” he said. Start Line offers both yearround and seasonal handcrafted beers that are made with hydroponic hops grown on the premises. Hydroponics is a science that grows plants in non-soil media and using nutrient-enriched water. Twinney said his two “excellent” brewers, Chris Locke and Patrick Ross, help create Start Line’s popular crafted beers. The Brewery also makes its own hop raw honey on site, and it’s sold there and used in some of the Start Line Brewing | 4

n May 6 at 7 p.m. at the Hopkinton Middle School auditorium, residents will have the chance to attend another Annual Town Meeting, which has been described by Secretary of the Commonwealth of Massachusetts William Galvin as the purest form of democratic governing. From his “Citizen’s Guide to Town Meetings,” Galvin writes, “In use for over 300 years and still today, it has proven to be a valuable means for many Massachusetts taxpayers to voice their opinions and directly effect change in their communities. Here in this ancient American assembly, you can make your voice heard as you and your neighbors decide the course of the government closest to you.” There are a total of 55 articles on the warrant this year. The town’s fiscal 2020 operating budget totals $92,698,222.88 and represents a tax impact of 2.5 percent. Articles are broken down by categories that include Capital Expenses and Projects, Community Preservation Funds, Zoning Bylaw Amendments, General Bylaw Amendments, Land Acquisitions and Dispositions and Administrative. Some of the key articles include: • Article 10: Fiscal 2020 operating budget • Article 25: Purchase of ladder truck, $1,200,000 — approval at ballot also required • Article 42: One-year growth restriction — citizens’ petition • Articles 43 and 44: Change Board of Selectmen to Select Board in general and zoning bylaws — citizens’ petition • Article 45: Kennel licensing bylaw Town Meeting | 10
