am proud to serve as the mayor of such a remarkable city as Victoria. Our city is comfortably mid-sized in terms of population, yet it offers the community ties of a small town combined with the amenities of a larger city. These amenities include a thriving culture around arts and entertainment; after all, how many cities of our size can say that they have a symphony?

As someone who grew up in this city, I can honestly say that what makes Victoria is its people. Victoria residents embrace their uniqueness and don’t hesitate to take care of each other. This supportive atmosphere is especially reflected in our business community, with many of our local businesses supporting area nonprofits and charitable causes.

Less than a year after the City of Victoria unveiled our new “Growing Victoria” community development approach, that phrase is being put into action through a variety of forwardthinking projects that will make Victoria a better place to live, work, and play.

Our community is eagerly awaiting the start of the Community Center renovation project, which will give Victoria a high-quality venue for residents and visitors alike. The “Growing Victoria” initiative has also been successful in attracting new businesses, which play a vital role in our community by creating jobs, growing our tax base, and improving quality of life.

As mayor, I also join the City in celebrating our local university’s new membership in the Texas A&M University System. The newly renamed Texas A&M University-Victoria will be instrumental in preparing the workforce of tomorrow for high-paying jobs right here in our community.

In addition to working with our education partners to expand local opportunities, we continue to collaborate with Victoria County, the Victoria Sales Tax Development Corporation, the Victoria Economic Development Corporation, the Victoria Regional Airport, the Port of Victoria, the Victoria Chamber of Commerce and Workforce Solutions Golden Crescent to attract new businesses that will create jobs and enhance livability for all of our residents.

I am excited and honored to serve as mayor during these historic times, and I look forward to working further with businesses and government agencies alike as we grow Victoria together and build a bright future for our community!

RICH HISTORY

Victoria was founded by Martin De León “The Empresario” and was Originally named “Nuestra Senora de Guadalupe de Jesús Victoria” it was then changed in 1824 to “Guadalupe Victoria” when the provincial Delegation granted a petition to De Leon. Victoria was among the First Three towns to be granted a charter of incorporation by the new Texas Republic in 1836.

THE MITCHELL SCHOOL

The Mitchell School in Victoria, Texas, has a rich history as a central part of the town’s educational landscape. Originally built in 1902 as Central High School, it was later renamed Mitchell School in honor of J.D. Mitchell. The school has faced challenges, including fires that damaged the original three-story structure, but it remains a significant landmark in Victoria. Today Mitchell School is home to small businesses of Victoria.

VICTORIA COUNTY COURTHOUSE ON MAGAZINE COVER

This masterpiece was designed by Texas architect J. Riely Gordon and completed in just ten months during the year 1892, and replaced the original Courthouse, built in 1849. The Victoria County Courthouse stands as a testament to Victoria’s rich history and civic pride. Much of this rich history is on display throughout the courthouse. Voted one of the ten favorite historic courthouses in Texas, it was named a Registered Texas Historic Landmark in 1961 and listed on the National Register of Historic Places in 1977.

VICTORIA-OPOLY

Victoria-Opoly is a Monopoly inspired game created by the Victoria Chamber of Commerce to celebrate the town’s bicentennial.

It’s just a game, but how well do you really know Victoria? Play the game and roll the dice in the New Victoria-Opoly with over 37 businesses with money minted with honored citizens of Victoria. The most recent edition was created to capture the true essence of Victoria and to highlight the landmarks of Victoria. As the bicentennial year loomed the Victoria Chamber of Commerce decided to celebrate the City’s history and culture by having the monument of the City’s founders on the cover of the game. The statues of Martín de León & Patricia de la Garza are located in the De León Plaza in downtown Victoria and serves as a reminder of the vision Martín de León had and the contributions of its founders. This monument marks the 200th anniversary of the city’s founding in 1824.

It is dedicated to fostering a favorable business climate and enhancing the region’s quality of life. With over 700 members representing numerous businesses, the Chamber serves as an INDISPENSABLE resource for its members. A program held every December featuring speakers who will delve into pertinent transportation topics. For Licensed Professional Engineers, the conference will offer CEU credit hours. The Chamber & Kiwanis Club of Victoria award three Engineering Scholarships to high school students.

AMBASSADORS

The Ambassadors play a vital role in the Victoria Chamber of Commerce acting as the official standing welcoming committee of the Chamber. The Committee works to strengthen relationships with Chamber members and increase awareness of the benefits, programs and initiatives of the Chamber. The Ambassadors are known around town for their friendly smiles and distinctive red attire. We proudly serve the community as dedicated and diplomatic envoys to spread goodwill.

Every Fourth Wednesday of the month The Ambassadors have a luncheon to get together on volunteer opportunities and Ribbon Cuttings. At the end of each year Ambassador Awards are given to the “Ambassador of the Year” & “The Rookie of the Year” at the December Chamber Luncheon.

A cornerstone of the Port’s future strategy is the expansion of its rail infrastructure. With a focus on efficient cargo movement to satellite trans-loading centers, the Port is investing in expanded

rail capacity and the development of new storage yards. These enhancements are designed to accommodate the surge in freight volume expected from both traditional and renewable energy projects. By shifting more cargo movement from road to rail, the Port is improving logistics efficiency, reducing congestion, and supporting a more sustainable freight network.

This rail-focused strategy aligns with broader regional trends, as the Port of Victoria anticipates exponential industrial growth across South Texas. The integration of hydrocarbons with emerging clean fuels gives the Port a unique edge, appealing to a wide range of energy producers, processors, and exporters.

The Port is also laying the groundwork to support expanded maritime access and storage capacity, ensuring that it can seamlessly manage the logistical needs of a growing energy sector. These developments not only enhance the Port’s infrastructure but also create new opportunities for private investment and job creation throughout the region.

By embracing a well-rounded, forward-thinking energy strategy, the Port of Victoria is charting a course for long-term economic growth and leadership in the global energy supply chain. It is poised to be a pivotal force in powering the Gulf Coast’s future.

VICTORIA REGIONAL AIRPORT

Victoria Regional Airport (VCT) is a towered, fully operational FAA Part 139 airport that provides scheduled commercial airline service. SkyWest Airlines d.b.a. United Express currently operates a 50-seat Bombardier CRJ 200 Regional to Houston Intercontinental Airport. VCT is included in the National Plan of Integrated Airport Systems (NPIAS), which identifies existing and proposed airports that are considered significant to the national airspace system. The Airport, owned and operated by Victoria County, is situated on a 1,766-acre site and is classified by the Federal Aviation Administration as a Regional Commercial Service Airport. As a significant transportation, infrastructure, and economic asset to the community, VCT brings great opportunities to improve economic outcomes in Victoria and the region, as well as to make the area more of a business and economic opportunity destination. Recently, VCT finished a Site Preparedness Study that concentrated in future development of three parcels of land located off U.S. 59 Business Highway. The study focused on four major components:

Non-aeronautical land development refers to the development and ground leasing of airport-owned property for compatible commercial or industrial uses that are physically separate from the secured runway zones and typically unrelated to serving the traveling public or aeronautical functions. It is expected that VCT’s non-aeronautical ground leasing will become the central force behind the growth of the region, and the catalyst for turning Victoria County and City of Victoria into one of the region’s most prosperous and vital local economies. While non-aeronautical real estate development will become a crucial source of revenue for the airport, the combined economic impact to the region will grow exponentially from the current impact of $44.7 million in economic activity.

The Victoria Economic Development Corporation Regional Partnership’s (VEDC) key objectives are to recruit new businesses and to retain and expand established ones. We serve the ninecounty Greater Victoria Region, working closely with partners including the Victoria Sales Tax Development Corporation, the City of Victoria, Victoria County, Victoria County Navigation District, Calhoun Port Authority, Calhoun County, the City of Edna, and the City of Goliad.

We proudly provide services for companies moving within or relocating to the Greater Victoria Region, identifying client needs, coordinating development efforts, serving as a liaison with government agencies to secure fast-track permitting, and ensuring projects are completed on time.

Recent announcements in the region include:

• Amazon’s last mile distribution facility on US Highway 59 opening in 2025 to serve the Victoria Region

• First Ammonia’s commercial-scale green ammonia production facility at the Port of Victoria

• Green Energy Origin’s EV battery additive production facility at the Port of Victoria

• X-Energy’s small modular nuclear project in Seadrift to replace cogeneration at the Dow Seadrift Campus

• Lynas Rare Earths purchase of property in Seadrift to develop heavy and light rare earth element processing facilities

• Caterpillar suppliers VictTec and Bogar Industries recent openings in Victoria, along with Zephyros Manufacturing’s announcement to develop a new facility to also serve Caterpillar

• A $26 million rail extension project to provide dual rail service to the South Industrial Park at the Port of Victoria

• Increased prospect activity near Point Comfort as Alcoa continues redevelopment of the Mega-Site on the Matagorda Ship Channel

• Deepening and Widening of the Matagorda Ship Channel

• TxDOT’s plans to rebuild the Hwy. 35 bridge over the Victoria Barge Canal.

The VEDC Regional Partnership’s mission is to enhance and promote economic and job growth that will positively impact the Greater Victoria Region. The projects and announcements we are currently working on represent approximately $27 billion in capital investments and more than 3,000 new jobs for our region.

MID COAST CONSTRUCTION ACADEMY

Why Choose a Career in Construction?

In the Mid Coast Region, there is a critical shortage of skilled labor that is projected to grow over the next decade. Trained plumbers, HVAC technicians and electricians enjoy one of the most stable employment futures in the workforce. Licensed plumbers and electricians experience a current average starting salary of $23 per hour in our area.

Our Mission

The Associated Builders & Contractors, Inc., Mid Coast Construction Academy (MCA) is a 501c3 nonprofit organization. The mission of the Academy is to promote and educate students and jobseekers about the construction industry and develop skilled labor through pre-apprenticeships and

apprenticeships. The Academy will prepare students with career ready job skills to enter the workforce with confidence. The attained skills will promote local and regional job growth that pay wages that are at least equal to the prevailing wage for the applicable occupation in the local labor market area. This program will provide students with job-related skills that will enable unemployed individuals to obtain employment.

The benefits of the services provided include: contributing to the economic development of the Mid Coast region, training of future taxpayers, offering lucrative career opportunities to students (promotes better self-esteem, discourages drug usage and high school dropout), educating local individuals versus paying per diem for commuting labor which drives up construction costs, allowing businesses to bid more work which increases revenue, and fulfilling the need for skilled labor in the construction industry.

The target market is students enrolled in schools in Bee, Calhoun, DeWitt, Goliad, Jackson, Lavaca, Refugio and Victoria Counties, as well as the public seeking education opportunities. The Academy will seek grants and donations and collect tuition to fund the cost of certifications, textbooks, transportation, supplies, materials, administrative costs, marketing and overhead.

MCA High School Program

MCA’s Pre-Apprenticeship program is career education combining hands on lab training and related classroom instruction. Pre-Apprentices are full-time students in a local ISD. During the term of pre-apprenticeship, the pre-apprentice works and studies under the supervision and guidance of a journey person instructor for 10 hours each week without pay during the school term. However, hours spent in the lab count toward state apprenticeship license on-the-job learning hours. Participants in MCA’s High School Program gain training and

NCCER certifications for these in-demand fields while still in high school, allowing them to enter directly into the adult apprenticeship program upon graduation and participate in the on-the-job training partnership with area businesses.

Adult Program

The MCA Adult program allows eligible adult students to earn a living as they attend classes. Combining classroom instruction with paid on-the-job training, after completing the 4-year program successful graduates will be eligible to sit for their journeyman level exam and receive a certificate of completion from the Bureau of Apprenticeship and Training and from *NCCER.

Requirements for the Adult Program include:

• Must be at least 18 years of age

• High School Diploma or GED

• Dependable transportation

• Must interview with committee

• Eligible to work in the United States

• Pass drug screenings

• Pass a sponsor-approved math test

• Complete all paperwork in application process

• Read at a 9th grade level

• Be physically capable of performing the essential duties of the craft

In 2025, Victoria College (VC) proudly marked its 100th anniversary as a cornerstone of higher education and workforce training in the Crossroads region of Texas. Texas A&M University-Victoria is working every day to make a positive impact on its students and the community. We know the importance of drive, and the university has made some exciting changes that will help others connect with the university and its mission.

In May, the Texas Legislature approved and Gov. Greg Abbott signed SB2361, which transferred the university from the University of Houston System to the Texas A&M University System. The change took effect on September 1, 2025. The shift to the A&M System is an exciting development for the university and the community, and it opens up new possibilities for future students. In particular, the Texas A&M System has expressed a willingness to support A&M-Victoria’s efforts to create new programs in agriculture and engineering, which will cater to the needs of regional employers.

In addition to the change in governance, the university recently opened its new Health & Wellness Center. In addition to an activity, workout and learning space for students, the 39,000-square-feet building will include a walk-in clinic run by DeTar Healthcare System.

A&M-Victoria offers more than 50 academic programs in addition to a variety of concentrations and certificates. As the shift into the Texas A&M System continues, the university will add programs that will focus on the needs of the South Texas region.

One new program that is available to students is aviation. The Texas Legislature granted the university more than $3 million during the 88th legislative session to begin the creation of an aviation program in Victoria. Now, the university has launched its aviation minor with the goal of offering an aviation degree in the future. The first classes will be offered in fall 2026.

As the university moves forward into this new chapter, we are excited to see what new things will come and how the university can partner with the community to best serve the needs of industries and employers in the Crossroads. We truly want Texas A&M-Victoria to be our university: those of us on campus and the community!
