ecently, India has decline to join the Regional Comprehensive Economic Partnership (RECP). The RCEP bloc comprises 10 ASEAN members namely, Brunei, Cambodia, Indonesia, Malaysia, Myanmar, Singapore, Thailand, the Philippines, Laos and Vietnam and their six FTA partners - India, China, Japan, South Korea, Australia and New Zealand.The purpose of RCEP was to make it easier for products and services of each of these countries to be available across this region. Various textile bodies were not in favour of signing treaty and had already conveyed their apprehensions to the Government that the Indian market would have been swamped by cheap Chinese imports including textiles and garments as half of India’s textiles and clothing (T&C) trade in RCEP is with China. It is to be noted that China’s share in India’s textiles and clothing exports is more than 70% and China is the dominant player amongst the 16-member RCEP.The ongoing US-China trade war and border tension with India, China would be looking for new markets for its products. Textile bodies in India are anticipating that Chinawould easily re-route its textilesproducts into India through RECP countries, which would be detrimental for our domestic textile industry. However, there is a good chance that bilateral trade ties with RCEP member nations may affected as RECP members may be more inclined to focus on bolstering economic ties within the bloc.The move could potentially leave India with less scope to tap the large market that RCEP presents. India is trying to compensate this loss by aggressively pursuing the bilateral free trade agreements with several RCEP members. Moreover, option is open for India to join RECP at any time in future. At this stage, it is better to wait and watch at which direction our market is moving in absence of RECP treaty. Based on that next course of action would be decided.

Textile Industry hails PLI scheme for MMF and Technical Textiles

T

he Union Cabinet chaired by Prime Minister Narendra Modi has given its approval to introduce ProductionLinked Incentive (PLI) scheme in 10 key sectors, including textiles, for enhancing India’s manufacturing capabilities and enhancing exports. Textile industry associations have welcomed the scheme.

“The PLI scheme will be implemented by the concerned ministries/ departments and will be within the overall financial limits prescribed. The final proposals of PLI for individual sectors will be appraised by the Expenditure Finance Committee (EFC) and approved by the Cabinet. Savings,

if any, from one PLI scheme of an approved sector can be utilised to fund that of another approved sector by the Empowered Group of Secretaries,” an official release said.

For ‘Textile Products: MMF segment and technical textiles’, financial outlay of Rs.10,683 crore has been approved for a five-year period. The Indian textile industry is one of the largest in the world and has a share of ~5 per cent of global exports in textiles and apparel.

But India’s share in the manmade fibre (MMF) segment is low in contrast to the global consumption pattern, which is majorly in this segment. “The PLI scheme will attract large investment in

the sector to further boost domestic manufacturing, especially in the MMF segment and technical textiles,” the release said.“The PLI scheme will help the Indian apparel sector to build the much-needed scale. It will also bring specialisation as a strategy to garner focus on top MMF products which are in great demand globally. MMF apparels is a Rs. 3 lakh crore opportunity in the US market alone,” said ITF convenor Prabhu Dhamodharan. “We are confident that the Indian apparel sector will use this opportunity to build capabilities in MMF sector to achieve double digit growth in exports.”

the textiles ministry has revealed that ₹13,000 crore worth machinery was being imported by India and the country has reached nowhere in terms of technology upgradation except in the spinning segment.

He said the government is also willing to offer capital investment subsidy for setting up machine manufacturing plants to textile industry players interested in forging joint ventures, provided the foreign partner agrees to supply machines to domestic firms at a particular price.

“We want to make India a very strong base for technical textiles,” Capoor said, adding that a Focused Product Scheme offering production-linked incentives was “almost ready” and will lay special emphasis on the MMF and technical textiles segments.

He said the ministry was in a “very advanced stage of encouraging some

mega textile parks”, starting with about five such parks with integrated facilities and quick turnaround time for minimising transportation losses, eyeing big ticket investments in the sector. He also said the ministry will soon consult industry players on the new Textiles Policy, which lays out the future roadmap for India to move ahead in the sector.

Capoor said a report by the International Cotton Advisory Committee projects that by 2025-2030, the share of cotton in the global market will be limited to about 16 per cent, whereas the remaining 84 per cent will come from MMF and blends, and India must be in sync with this global trend. Technical textiles include textiles made for automotive applications, medical textiles, geotextiles, agrotextiles, and protective clothing, among others.

he Centre is working on major interventions to position India as a global hub in the manmade fibre and technical textiles segments, including setting up five integrated mega textiles parks, a state-of-the-art world class testing lab and bringing a Focused Product Scheme, a top official said.

Emphasising that India must explore the USD 150 billion global manmade fibre (MMF) market, Textiles Secretary Ravi Capoor also said he is in talks with the Department of Higher Education for introduction of courses in universities and technical institutions like engineering colleges for creation of specialised manpower in the MMF and technical textiles segments.

SIMA hails PLI Scheme announced by the Centre

Indian textiles industry being one of the largest in the world and has huge potential for employment creation, boosting exports, the sector has been allocated Rs.10,683 crores focusing on MMF apparel and technical textiles.

In India AF is known as poor man’s wool due to its affordability. He said that the continued imposition of ADD on AF for more than two decades , against almost

all the exporting countries , makes the raw material- AF costlier for domestic Acrylic yarn producers eventually making the value added downstream sector uncompetitive. As a consequence, it blocks the progress of downstream value added segments thereby affecting the growth and livelihoods of lakhs with bleak future growth.

The Acrylic Fibrés value added downstream segment includes sweater and shawl making with huge growth potential both in our domestic and export markets. These are mostly in the unorganized sector employing about 10 lakhs people in India. The imposition for ADD on Acrylic Fibre has been pressed by 3 players in India, and all of them operates with huge revenues and profit margins employing only about 3500 persons.

As a concluding remark, President NITMA , Shri Sanjay Garg expressed his profound admiration towards the vision of The Hon’ble PM Shri Narendra Modi & deep gratitude towards the Ministry of Finance , Ministry of Textiles , Ministry of Commerce & Industry for handholding the industry at this difficult juncture.

NITMA supported removal of the anti-dumping duty ( ADD ) on Acrylic Fibre

hri Sanjay Garg, President ,NITMA said that NITMA wholeheartedly welcomes the Government’s decision to revoke the antidumping duty on Acrylic Fibre originating in or exported from Thailand and imported into India as per the Government Notification No.36/2020-Customs (ADD) dated 11th November, 2020 of Ministry of Finance, Department of Revenue. He further added that removing the Antidumping duty on Acrylic Fibre, which was long overdue , will be a game changer to the Indian AF sector and it will go a long way in boosting the growth of the MMF Industry . He also said that this move will act as an impetus to this labour intensive sector with generation of additional employment and hiking the competitiveness of entire value chain of the Indian Acrylic Fibre sector, which is going to be a big fillip to value addition.

Sh. Garg also informed that NITMA has been pursuing relentlessly with the Government and made several representations, to Ministry of Commerce & Industry and also to Ministry of Textiles, for removal of the antidumping duty on the Acrylic Fibre.

Indian fabric to replace Chinese clothing for military uniforms

D

efence Research and Development Organisation (DRDO) is helping Indian textile industries produce yarns to end the reliance on imports of Chinese and other foreign clothing for making military uniforms.

Director of Directorate of Industry Interface and Technology management (DIITM) at DRDO, Dr Mayank Dwivedi said that for Indian army’s summer uniform alone, the approximate requirement of the fabric is 55 lakh metres and if all the requirements of Navy, Air Force and Para Military forces are added then the requirement may go well beyond 1.5 crore metres per annum.

“We’re following our Prime Minister Narendra Modi’s call for Atmanirbhar Bharat or self-reliance in all the products in India and particularly in defence products. If these yarns and fabric are manufactured in India for the purpose of uniform making for the armed forces, then it will be big achievement as it will help us move one step ahead towards Atmanirbhar Bharat,” Dr Mayank Dwivedi said. The advanced fabrics can be used

for future requirement of the parachute and bulletproof jackets as well. The DIITM Director further said that the scope of technical textiles such as glass fabric, carbon fabric, aramid fabric and advanced ceramic fabrics is enormous in defence application. Some industries in Ahmedabad and Surat are manufacturing advanced fabrics being used in defence applications.

In a recent digital interaction organised

by Confederation of Indian Industries (CII) with the industries of Surat on September 17, the challenges faced by the textile industry were projected.

During the interaction, Dr Dwivedi had talked about opportunities in the areas of textile in the defence sector. He expressed his views on various possibilities of advance textile material and fabric used in the Indian Armed Forces. “We are working to make technical textile for rocket motors and composite structure for the missile system. We are using technical textile in bullet-proof jackets as well. Similarly, I shared the idea of making blends like nylon 6,6 yarn, lycra fibre, viscose,

polyester to make army uniforms at the CII webinar in the Surat industry recently. For a particular requirement of the Indian armed forces, the uniform can be made in a much better way,” Dr Dwivedi said. The major application of advanced textile is required in the uniform worn by the Indian Armed Forces as well as all their accessories such as bags, shoes and tents which are used by the Forces.

It was emphasised that the use of advanced textiles blends using yarns of polyester/ nylon 6,6 / cotton/ polyurethane/rayon will enhance operational capabilities and comfort of Indian Armed Forces. Pointing towards the initiative and the participation of Indian companies, he said, “In the webinar, more than 200 companies were interested in getting into this business.

Textiles Park in Odisha’s Bhadrak to be unctional in 2023-24 “IOCL has been set up with the efforts of many individuals. It has been trying its best to do its bit for nation building and bringing positive changes in everyone’s lives and livelihood,” he said.

IOCL’s Business Development (Petrochemicals) Dhananjay Sahoo said the 900-ton per day (TPD) textile industry to be set with an investment of around Rs 1,971 crore will be functional in 2023-24. It will create huge investment opportunities in the area.

Highlighting the investment opportunities in downstream plastics and textiles in IOCL, he shed light on utilisation of plastic products and employment opportunities in the plastic industry.

On the ‘Plastic Park’ in Paradeep, he said the Ministry of Chemicals and Fertilizers sanctioned over 120 acre on

the IOCL premises for it in 2013. While the total estimated cost of the project is Rs 106 crore, the Centre has contributed Rs 40 crore.

While the state and country hold immense potential to invest in textiles and plastics industry, the demand will grow by 20 to 25 per cent in the coming years, said IOCL’s CGM (Petrochemicals Strategy & Project) A V Raghunandan.

Startup develops software for displaying garment images in 3D

startup incubated by IIT Madras and NASSCOM has developed a software to convert flat images of traditional Indian garments into photo-realistic 3D images on e-commerce websites. The software, its developers say, is a game changer for small and medium enterprises as it does away with the need of expensive model photoshoots. The software, TRI3D, is aimed at helping SMEs survive the economic challenges brought about by COVID-19.

According to the team, as many as 80,000 garments have been digitized and sold using TRI3D’s Technology in India, Sri Lanka and Abu Dhabi in the last one year alone. More than 100 new generation entrepreneurs from across 50 locations in India have already deployed this technology. “Our unique apparel visualization technology converts flat images of garments such as sarees into beautiful photo-realistic

3D images on models, mannequins and creative representations. We have developed a software substitute for conventional model photoshoots, convenient for even the small boutique designers and weavers who cannot afford photoshoots,” said IIT Madras alumni and startup co-founder Krishna Sumanth Alwala.

“The images generated by TRI3D are acceptable on most of the popular e-commerce websites. This digital technology will go a long way in ensuring small and medium businesses do not get behind in the digital revolution and are able to re-invent themselves for the pandemic era. “The painstaking task of arranging a day-long photoshoot with models having to constantly change in and out of sarees, is easily bypassed. The desired image is generated in a matter of minutes, without any compromise. The quality of

the generated image is on par if not superior to the images taken by a photoshoot,” he added.

Elaborating on their technology, Nitish Reddy Parvatham, Co-founder, TRI3D Startup, and an IIT Bombay Alumnus, said, “A simple picture of a flat piece of a saree is automatically draped onto a model with unchallenged realism, by the power of technology. “The photo could also be one of an unstitched dress material and our software will not only ‘stitch’ the fabric but also visualise it as a finished garment draped onto a model, in a variety of poses”.

“Many top retail companies have encouraged us and helped us shape the product and its realism. We worked closely with one of the biggest fashion e-commerce players in India besides a major brand in South India, a couple of the largest saree retailers in Chennai,” he added.

Finance Minister announces measures on AatmaNirbhar Bharat 3.0

nion Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman has announced 12 key measures, as part of Government of India’s stimulus to the economy, under AatmaNirbhar Bharat 3.0. The net stimulus announced amounts to Rs. 2.65 Lakh crore. While addressing the Press Conference, SmtSitharaman also informed that the total stimulus announced by the Government and Reserve Bank of India till date, to help the nation tide over the COVID-19 pandemic, works out to Rs. 29.87 lakh crore, which is 15% of national GDP. Out of this, stimulus worth 9% of GDP has been provided by the government.

5) Support for Construction & Infrastructure – Relaxation of Earnest Deposit Money & Performance Security on Government Tenders To provide ease of doing business and relief to contractors whose money otherwise remains locked up, performance security on contracts has been reduced from 5-10% to 3%.It will also extend to ongoing contracts and Public Sector Enterprises. EMD for tenders will be replaced by Bid Security Declaration. The relaxations in the General Financial Rules will be in force till December 31, 2021.

6) Income Tax relief for Developers & Home Buyers Differential between circle rate and agreement value in real estate income tax under Section 43 CA of IT Act has been increased from 10% to 20%. This is for primary sale of residential units up to Rs. 2 Crore (from date of announcement of this scheme, till June

30 2021). Consequential Relief up to 20% shall also be allowed to buyers of these units under section 56(2)(x) of IT Act for the said period. The Income Tax relief provides incentive to middle class to buy homes.

7) Platform for Infra Debt Financing Government will make Rs. 6,000 Crore equity investment in debt platform of National Investment and Infrastructure Fund (NIIF), which will help NIIF provide a debt of Rs. 1.1 Lakh Crore for infrastructure projects by 2025.

8) Support for Agriculture: Rs. 65,000 Crore for subsidized fertilizers As fertilizer consumption is going up significantly, Rs. 65,000 Crore is being provided to ensure increased supply of fertilizers to farmers to enable timely availability of fertilisers in the upcoming crop season.

9) Boost for Rural Employment: Additional outlay of Rs. 10,000 Crore is being provided for PM Garib Kalyan Rozgar Yojana to provide rural employment. This will help accelerate

rural economy.

10) Boost for Project Exports Rs. 3,000 Crore boost is being provided to EXIM Bank for promoting project exports under Indian Development and Economic Assistance Scheme (IDEAS Scheme). This will help EXIM Bank facilitate Lines of Credit development assistance activities and promote exports from India.

11) Capital and Industrial Stimulus Rs. 10,200 Crore additional budget stimulus is being provided for capital and industrial expenditure on domestic defence equipment, industrial infrastructure and green energy.

Atmanirbhar Bharat 3.0 will give rise to New India: AEPC Chairman

The Chairman congratulated the government for extending the Emergency Credit Line Guarantee Scheme (ECLGS) till 31 March 2021 and

expanding the outstanding credit limit up to Rs 500 crore for the stressed sectors with no turnover ceiling.

“Both extension of ECLGS till the end of the current fiscal and increase in outstanding credit limit have been our demand and we thank the government for the comprehensive relief. This will go a long way in propping up many of the struggling industries.

“The government has taken several measures including key structural reforms since the outbreak of coronavirus which will increase investments, strengthen the manufacturing prowess of the country and generate employment for the youth,” Dr Sakthivel said.

He also thanked the government for the

provision of Rs 3,000 crore to EXIM Bank and for the Atmanirbhar Bharat Rozgar Yojana, which promises to bear both employee’ and employers’ EPFO contributions for new employees in firms with less than 1,000 employees and employee contribution in case of more than 1,000 employees.

India extends ADD on imports of fully drawn polyester yarns from China

A

ccording to a recent notification by the Central Board of Indirect Taxes and Customs (CBIC), India has extended the anti-dumping duty (ADD) on imports of fully drawn or fully oriented yarn, spin drawn yarn or flat yarn (FDY) of polyester from China and Thailand till December 31. The duty was first imposed in October 2015 after the Directorate General of Trade Remedies (DGTR) had found that the imports were impairing the domestic industry.

The duty was then extended till November 30, last month, and now has been extended further by a month. FDY is used in making shoe upper fabrics, luggage/bag and curtain fabrics.

The Board added that DGTR, the designated authority, had sought for continuation of ADD after conducting a review of the same that was initiated in April this year.

MANTRA develops ozone treatment method to reduce water contamination

S

urat-based-Made Textile Research Association (MANTRA) has developed an ozone treatment method that reduces not just the textile processing time but also the generation of wastewater with lower levels of COD (chemical oxygen demand) and TDS (total dissolved solids). Currently, textile wash processes consume substantial amounts of water about 2,500-6,000 liters, which generates large amounts of wastewater with high potential of causing pollution.

The ozone treatment saves 10-15 per cent of the water used besides drastically reduces water contamination caused by the textile mills during the wet dyeing process. Ozone reacts

with inorganic and organic substances dissolved in water generating a variety of free radicals. There is no need to use sodium or alkaline agents during the ozone treatment, thereby reducing the chances of water pollution. For this method, ozone gas is generated with the help of electricity, which converts oxygen into ozone.

Munjal Parikh, Senior Scientist, MANTRA says, a lot of dyestuff, chemicals, auxillaries etc are applied in the water baths, creating ecological problems due to water contamination. The ozone treatment is the best answer to solve the pollution issue in the industry.

India’s apparel export grows impressively in October ’20

I

ndia’s apparel exports in October ’20 have seen massive uptick both on monthly as well as yearly note.

According to the data released by Ministry of Commerce, India, the country clocked US $ 1.17 billion in its RMG exports during October ’20, marking 10 per cent surge from October ’19. Markedly, India was also up by huge 79.67 per cent as compared to September figures when it shipped apparels to the world worth just US $ 651.16 million.

The increase in exports, especially Y-o-Y increase, signals

towards revamping export industry following recovery in its major as well as non-traditional export destinations.

However, the fresh wave of new lockdowns in some major countries may put a haul on India’s exports in coming time.

As far as April-October ’20 period (two quarters of India’s fiscal year 2021) is concerned, the country was still down by 29.41 per cent from the same period of 2019 to clock US $ 6 billion from export revenues, making a total loss of US $ 2.49 billion from 2019’s figures.

Yarn exports increase mere 1 % in October

ndia’s yarn exports increased a meager 1 per cent to $289 million in October 2020 from the corresponding period last year. Bangladesh was the largest importer of spun yarns with 11 per cent increase in value of imports, followed by China.

These two markets accounted for about 35 per cent of total yarn shipment during the month. Export of cotton yarns however, declined to $238 million. Yarns were shipped to 78 countries at an average price of $2.72 a kg. Bangladesh was the top cotton yarn market, followed by China, Peru, Portugal and Vietnam.

Export of 100 per cent man-made fibers reached 7.49 million kg. These mainly included export of 3.23 million kg of polyester yarn, 2.07 million kg of viscose yarn and 1.76 million kg of acrylic yarn. The export of polyester yarn was

worth $6.6 million. The US was the largest market followed by Brazil and Turkey. Export of viscose spun yarns reached $6.39 million. These were exported at an average unit price of $3.08 a kg. Bangladesh was the largest importer of viscose yarn, followed by Turkey and Iran.

Blended spun yarns worth $33 million were exported in October, including 10.2 million kg of PC yarns and 2.3 million kg of PV yarns. Peru was the largest importers of PC yarn from India followed by Peru while Turkey was the largest importer of PV yarns from India followed distantly by Brazil.

Overall, the export of basic textiles comprising fibers, spun and filament yarns increased by 22 per cent YoY to $575 million. It accounted for about 2.3 per cent of total merchandise exported from India during the month.

Manufacturers seek reduction in raw material costs for MMF garments

arment manufacturers in India believe, to compete in the fast-growing global MMF garments market, India needs to reduce the cost of raw materials. At a webinar on ‘Increase in Exports of MMF Garments’ by AEPC, Reliance Industries and Alcis Sports, A Sakthivel, Chairman, AEPC urged manufacturers to increase the capacity of MMF garments and also price them accordingly. RD Udeshi, President (Polyester Chain), Reliance Industries, explained Indian MMF exports have remained constant over the last decade as its downstream processing

capacity is inadequate. Ravish Nanda, Co-founder, Alcis Sports opined, India does not have the required R&D centers for MMF garments. Moreover, the anti-dumping duty (ADD) on viscose staple fiber needs to be scrapped. The antidumping duty on VSF has stirred large-scale import of viscose spun yarn by the country, he added. Post withdrawal of ADD on PTA, there has been increase in production of polyester spun yarn (PSY) in India and imports have fallen, benefiting weavers, knitters, dyers and other players in the PSF value chain.

Cotton production to decline by 4 lakh bales

he Cotton Association of India predicets, India’s cotton production will decline by 4 lakh bales to 356 lakh bales during the 2020-21 season, reports Textile Beacon. Total supply till end of the 2020-21 season is estimated to be 477.50 lakh bales, including opening stock of 107.50 lakh bales, crop at 356 lakh bales and imports at 14 lakh bales. Domestic consumption is estimated to be 330 lakh bales, while cotton export will of about 60 lakh bales.

Retail policy to help generate 30 lakh jobs by 2024: CII

A

cohesive national retail policy would go a long way in reviving the sector and help generate up to 30 lakh additional jobs by 2024, according to Shashwat Goenka, chairman of the Confederation of Indian Industry (CII) national committee on retail, who recently said such a policy would help the sector bounce back and grow exponentially in the future.

Goenka, who is also head of retail and fast moving consumer goods at the RP-Sanjiv Goenka Group, was speaking at the CII India Retail Summit 2020.

“Moving forward as the industry revives from its slump, new and emerging models need to be deliberated in order to accelerate the recovery process. The industry is still hampered by the loss in the demand therefore proactive steps need to be taken in order to revive consumer confidence as well,” Goenka noted.As per industry estimates, around 5 crore people are employed in the organised retail sector in India. To address these challenges and bottlenecks faced by the sector across formats, retail industry leaders under the ambit of CII believe that the government should come up with a cohesive

model retail policy, he was quoted as saying by a news agency. He added that research indicated that an investment of just Rs. 6,500 crore in retail related infrastructure, including warehousing and cold storage facilities, can create two or three lakh additional jobs. Department for promotion of industry and internal trade joint secretary Anil Agrawal said the government is working on the retail policy.

“We have a discussion paper (on retail policy) and we are refining it and I am sure inputs from the report will give us some good insights as how do we fine-tune the retail policy,” he said. He added that the government is also conscious that retail and e-commerce need to be looked in an integral manner so that the entire ecosystem grows together.

A report titled ‘National Retail Policy—To Enable the Next Wave of Retail Growth’, was also released during the day-long event. The CII-Kearney report details the critical areas that the retail policy needs to pay attention to, across five building blocks including streamlining approvals and compliance mechanisms to improve ease of doing business.

by Barclays to 8.5 per cent from the earlier 7 per cent. “The prospect of an effective vaccine in the near future and high seroprevalence of antibodies across the population support the case for a more durable economic recovery,” Barclays said in a note. India would return to normal faster than expected as the COVID-19 curve starts flattening.

The brokerage, however, revised down its gross domestic product (GDP) forecast for the current fiscal to minus 6.4 per cent from minus 6 per cent earlier. It expects GDP to fall by 8.5 per cent in the

second quarter of the current fiscal, almost in line with the Indian central bank’s forecast.

The Reserve Bank of India (RBI) recently projected GDP to contract by 8.6 per cent in the July-September quarter. Barclays said it expects growth in GDP will resume in the third quarter of the current financial year, a quarter earlier than the RBI’s projection.

It also lays emphasis on improving access to capital, especially for traditional retailers and smaller players, rapid adoption of technology and modernisation by traditional retailers, bridging logistics and supply chain infrastructure gaps, and enhancing labour participation and productivity.

Iran: Garment output up 70% in 8 months on year

roduction of garments in Iran increased 70 percent during the first eight months of the current Iranian calendar year (March 20-November 20), compared to the same period of time in the past year, according to the Majid Nami, vice-chairman of Iran Textile Exporters and Manufacturers Association (ITEMA).Majid Nami said the ban on foreign brands import and the closure of borders due to the spread of the coronavirus and the reduction of smuggled garments have contributed to this success.

Since the beginning of this year, garment production has fluctuated, but in general, the production situation has been satisfactory for the producers, he stated.

Today, the share of Iranian brands in the market has increased significantly compared to the last year, Nami underscored.According to the last data released by the spokesman of the Islamic Republic of Iran Customs Administration (IRICA), Iranian garment manufacturers exported $35.19 million worth of clothing items to 29 foreign destinations in the first five months of the current Iranian calendar year (March 20-August 21).

According to the chairman of Tehran’s Union of Garments Manufacturers and Sellers, domestic units are supplying 70-80 percent of the requirement for clothing inside the country.“After the ban imposed on the imports of clothing, domestic units are taking all endeavors to boost the quality and quantity of their products in a way that we saw no shortage in clothing market before the new year holiday (early March),” Abolqasem Shirazi said.

Bangladesh: Gets $256.5 mn from Green Climate Fund

angladesh received $256.5 million from the UN Green Climate Fund (GCF) to promote private sector investment through large-scale adoption of energy-efficient technologies in the textile and garment sectors. The fund was approved at a GCF board meeting. The Infrastructure Development Company Ltd (IDCOL), as the direct access entity (DAE) of GCF, received the approval.

This is the first concessional credit line for Bangladesh and the first private sector financing from GCF in the country, IDCOL said. It is the largest approved funding proposal for any DAE of the GCF accredited globally, Idcol said in a press release.

GCF is a fund established within the framework of the United Nations Framework Convention on Climate Change as an operating entity of the financial mechanism to assist developing countries in adaptation and

mitigation practices to counter climate change.

Under the programme, IDCOL will get $250 million concessional loan for 20 years with a grace period of five years for financing energy-efficient equipment.

Another $6.5 million will come as technical assistance to develop enabling environment by covering areas such as capacity building, awareness, support in loan disbursal and monitoring and evaluation of the programme parameters.

Out of $250 million loan, $100 million will be utilised to finance textile sector energy efficiency projects, while $150 million will be channeled to four local financial institutions for financing energy efficiency projects in the readymade garments sector.

The total programme size will be $423.50 million, including co-financing from IDCOL, local financiers and the

project sponsors, IDCOL said.

The fund for the garment sector would be distributed through three banks and one non-bank financial institution.

Lenders would get the fund at a flat rate of 1.75 per cent for 20 years. Industries would get the loans at 4.75 per cent.

The Sustainable & Renewable Energy Development Authority is also implementing a component of the programme to strengthen the regulatory and institutional framework at the national level to overcome the operational constraints related to implementing energy efficiency and conservation in the country.

Presently, the industrial sector in Bangladesh accounts for 47.8 per cent of commercial energy consumption.

Bangladesh: Wants duty-free entry of 42 products into Nepal

Bangladesh: Home textile export witnessing a boom

ecent data from the Export Promotion Bureau (EPB) showing that in the July-October period the home textile export climbed 47.86% to $354.25 million this year from $239.59 million last year.

The export number also indicates an 18.24% growth than the quarterly target of $299.61 million set by the government earlier.

In the previous fiscal year, Bangladesh’s home textile sector earned $758.91 million.

Besides the everyday items such as bedsheets, curtains, kitchen linen, napkins and covers for quilts, blankets, comforters and cushions; items like hospital bed sheets and gowns have skyrocketed amid the COVID-19 pandemic worldwide.

As more and more people are staying home, and even at hospitals, is resultant in a thriving trade for the seemingly inobtrusive fabric.

of home textiles a lot, said the official of the country’s major home textile exporter with annual figures reaching some $200 million. Though sales of garment items declined in retail stores in the European and American markets, that of home textiles improved, he said.

As the tourism industry came to a halt with hotels shut – decreasing the home textile with it – but this, in turn, is countering the reduction in sales of fabrics and sheets used in hotels and airplanes during the pandemic.

Industry experts say Bangladesh has become the main source for home textile because of massive investments made by local entrepreneurs. As a consequence, Bangladeshi manufacturers can also supply a massive quantity of requirements of buyers.

According to Monsoor Ahmed, secretary of the Bangladesh Textile Mills Association (BTMA), more than Tk 25,000 crore has been invested in the homes textile sector over the last couple of decades in Bangladesh.

Monsoor also said local exporters would end up shipping more than $1 billion worth of home textile from the country in a year. The dyeing and other businesses associated with the home textiles sector are employing thousands of workers across the country, said Ahmed.

Bangladesh: Govt may ease the rules of dutyfree imported fabric use

angladesh government may ease the rules on use of duty-free imported fabrics in making high-end apparels to boost export earnings as manufacturers have to waste more fabrics to produce a high-fashioned apparel.

Commerce Secretary Md Jafar Uddin said, “If needed, we will amend the rules”. “We will examine it, and if we can observe that it is necessary to increase our export, we will amend the rules soon.”

It came after garment manufacturers and exporters demanded the bond commissioner in Dhaka to increase the ratio of waste in garment manufacturing as the local apparel exporters are shifting to high-end items that need more waste of yarn and fabrics.

In 1998, the commerce ministry set the waste ratio for garments between 7 to 9 per cent. Even at that time, local manufacturers and exporters had said that the limit was far too little considering the amount of material used for a finished product.Since more fabric inevitably gets wasted in the making of high-end garment items, both manufacturers and exporters have urged the government to increase the limit to up to 30 per cent or more. The government is involved in dictating the waste ratio as most fabrics and yarns used by the sector are imported duty-free under a bonded facility. It imposes additional taxes on garment makers who end up generating more waste than what was permitted while exporters often face harassment from customs, they said.

Customs offices sometimes delay releasing goods from ports because of a mismatch in the amount of fabric imported and its consumption for making finished apparel goods for export under bond licences. About 40 per cent of all garment items shipped from Bangladesh are high-end products. The local garment industry is gradually shifting away from basic and semi-high-end products, and at this time, manufacturers find it difficult to maintain the existing limit on waste. This is because high-end products are subject to three important facets of the manufacturing process: sampling, development and approval

from buyers, they added. When it comes to high-end garment making, the volume of fabric used is less, but the value is high. As a result, these products require more fabric compared to basic garment items since apparel makers need to provide small details in their samples. Sampling is one of the key elements of the pre-production process. It includes details like colour specifications, composition, description, quantity, and details of embroidery for the buyer. Experts have agreed with the demand of the exporters.

“The demand made by local garment manufacturers is not invalid. The waste level has increased over the years due to complexities in production,” said Md Abul Kashem, vicechancellor of the Bangladesh University of Textiles.

The amount of waste currently generated by apparel makers seems very high when considering all the variables. However, it is, in truth, not as bad as it seems. For instance, wastage occurs at every facet of the manufacturing process. This includes procuring yarn, dyeing fabrics, cutting, sewing, grading, finishing and packing.

From start to finish, about 5 or 9 per cent of the materials used in each step is wasted.

“This means that if the total waste is added together, the real percentage of waste generated might even cross 30 per cent,” Kashem said.Many people find it unbelievable that 30 per cent of the materials used is wasted, but in actuality, it is not quite that astounding if calculated separately.

The percentage of waste generated varies from factory to factory because of the use of modern technologies, skilled workforce, efficient use of raw materials and better quality control, he added. Local manufacturers and exporters approached the Customs Bond Commissionerate (CBC), Dhaka to demand an increase in the waste ratio. CBC Dhaka is a field office under the National Board of Revenue.

“Relaxing these rules is not CBC Dhaka’s issue. Instead, the related ministries can decide based on revisions,” said Md Shawkat Hossain, commissioner of the CBC. The CBC Dhaka

The permitted waste ratio for fabrics should be updated in view of the practical situation as buyers seek products of various designs, Hossain added. A Matin Chowdhury, a former president of the Bangladesh Textile Mills Association, said nearly 40 per cent waste was found in a test involving some factories with the best production practices. This was done so that the actual percentage could be determined.

“The percentage of waste increased because local garment manufacturers have been shifting to high-end garment items so that they can get better prices from retailers and brands,” he said. The Bangladesh University of Textiles could carry out a study to determine the actual waste, he added. KM Rezaul Hasanat, chairman and CEO of Viyellatex Group, a leading

garment exporter, said composite mills usually end up wasting around 40 per cent of its materials.

For instance, from yarn to fabric (knitting, dyeing and finishing) 12-15 per cent waste was generated.

The amount was 15-18 per cent for pattern designs, 5-8 per cent during the print, embroidery and wash phase and 2-3 per cent during sewing, he said.

At the meeting with bond officials, garment exporters showed that a prominent local manufacturer’s waste was calculated at 40.24 per cent between 2015 and 2018.Visible waste accounted for 8.43 per cent, invisible waste 9.72 per cent, cutting waste 15.38 per cent, cut panel waste 5.66 per cent and rejected garment waste 4.95 per cent, according to a document submitted to the bond office by garment exporters.

Bangladesh: RMG units to get loans for COVID safety measures

eadymade garment (RMG) factories in Bangladesh will get low-cost funds up to Tk 30 crore for investment in improving their workers’ safety to overcome the crisis induced by the COVID-19 pandemic. The pre-finance credit facility is offered to eligible factories under social upgradation aiming at improving the safety, health and hygiene of workers and workplace environment, according to a circular issued by the Bangladesh Bank.RMG owners will get the fund under the government’s ‘Programme to Support Safety Retrofits and Environmental Upgrades in the Bangladeshi Readymade Garments Sector Project (SREUP)’.

The fund was constituted in March last year with a corpus of $17 million sponsored by Agence Française de Développement (AFD). Its initial objective was to provide funds to RMG factories for safety retrofits and environmental upgradation. The maximum limit for each factory is Tk10 crore or equivalent of €1 million at an interest rate of 7 per cent, according to SREUP fund guidelines. The ceiling may be extended up to Tk30 crore or equivalent of €3 million in case of major environmental upgradation or any other duly justified and documented case. Borrowers will get loans usually for three to five years, which may be extended up to seven years.

Bangladesh: BGMEA for cut in source tax on cash incentive

he Bangladesh Garment Manufacturers and Exporters Association has demanded reduction in the source tax on cash incentive against export earnings to support the readymade garment sector in maintaining export competitiveness amid the coronavirus outbreak.

The National Board of Revenue should reduce the source tax, also known as tax deduction at source, on cash incentive to 5 per cent from the existing 10 per cent to facilitate the sector which is suffering from the negative impacts of the outbreak, BGMEA president Rubana Huq said in a letter sent to NBR chairman Abu Hena Md Rahmatul Muneem.

In the letter, she said that receipt of export payments from many shipments had become uncertain for exporters as many international buyers from the United States, China, the United Kingdom and other European countries had been declaring themselves bankrupt since the outbreak began in China.

The impact of the outbreak has been devastating on the country’s RMG sector and consequently many apparel factories have been shut down, she said.

International buyers have become worried amid the fear of a second wave of the infection, deteriorating the situation further, she added.According to the BGMEA, foreign buyers have stopped payment of already exported products along with a slowing down in orders.Exporters are also facing problems in releasing money in cash incentives from the

Bangladesh Bank due to not receiving export payments from foreign buyers, it said.

RMG exporters are also facing a liquidity crisis and other problems amid the situation.

Earlier in the budget for the fiscal year 2019-2020, the revenue board increased the TDS rate to 10 per cent from 3 per cent in previous years.Although the NBR halved the tax rate to 5 per cent following the exporters’ demands in January 2020, the tax rate has been again increased to 10 per cent in the budget for FY2020-2021. Since then, exporters from all sectors have been demanding withdrawal of the tax or a reduction in the rate, saying that the tax would make the country’s export less competitive on the global market. They also argued that source tax should not be subjected to tax as the government gave the money as grants to encourage exports. The government in the budget for FY20 also introduced cash incentive at the rate of 1 per cent for all RMG exporters irrespective of export products and destinations.

mall energy efficiency working groups (SEEWGs) of three top tier garment companies in Bangladesh—the Tusuka Group, the DBL Group and the Mohammadi Group—recently presented energy efficiency action plans to their top managements under the regional digital small energy efficiency group programme, which was initiated in September in the country.

The programme comes under the framework of the German government development agency GIZ’s internal sector network called TUEWAS and is being implemented in

Bangladesh, India, Nepal and Vietnam.

Three companies per country have participated in the programme and formed SEEWGs in each company with personnel from different departments like maintenance, planning, procurement and management. International and national experts developed capacity of the SEEWGs on energy auditing, economic analysis and prepared action plans for energy efficiency over three months.

The Bangladesh part of the programme is being supported by the Renewable Energy and Energy Efficiency programme (REEEP II) of GIZ Bangladesh in collaboration with the Bangladesh Garments Manufacturers and Exporters Association (BGMEA) and the Sustainable and Renewable Energy Development Authority (SREDA). During an online event, the SEEWGs delivered presentations on the results of energy audits conducted at their respective facilities and shared the time-bound activities that would enable them to implement energy management system according to ISO50001:2018, according to a BGMEA press release.

Managements of the three companies in their remarks have shown deep interest to undertake the presented measures to enhance energy efficiency and bring behavioral changes on energy consumption to further move towards sustainability.

China: Aapparel sector stages faster recovery than other countries: USDA

China: Curbs on exports to China may cripple Oz wool industry

T

he Australian wool industry may witness a crippling effect of restrictions on its wool exports to China along with the lack of viable alternative markets, according to a report released by the country’s Rural Bank that outlines China’s share of Australian agricultural exports and the potential effect if any trade sanctions were put in place.

China is Australia’s largest market for wool exports and has been since the early 1990s, with two-thirds of all Australian wool production exported to China. China accounted for 77.4 per cent of the value of Australian wool exports in 2019-20, totalling $1.9 billion.This makes wool an agricultural commodity in Australia that is the most heavily reliant on China.At the recent Australian Wool Innovation’s (AWI) annual general meeting, chief executive officer Stuart McCullough told the meeting the maximum demand for Australian wool came from China place this year. But AWI has had an emerging market strategy in place for the past eight years with decent success, he said.That has witnessed an increase in processing and consumption of wool in countries like India, Vietnam, Bangladesh and Sri Lanka, McCullough.

“Emerging markets remain a key strategy of the company and something we will push forward with in the years to come,” he said. Given the significant proportion of Australian wool that is exported to China and China’s dominance as a woollen textile

manufacturer, it is no surprise that there are few viable alternatives for Australian wool exports.

Italy, Australia’s second largest market for wool, only accounted for 5.8 per cent of export value in fiscal 2019-20.

India and the Czech Republic are also small markets for Australian wool, accounting for 5.4 per cent and 2.9 per cent of export value in 2019-20 respectively.

According the Rural Bank’s report, given the scale of woollen textile manufacturing in these countries, there would be a very low possibility of being able to purchase the volume of Australian wool that currently is shipped to China.

However, the report stated the outlook for wool prices are already unfavourable as the impacts of COVID-19 already reduced demand for high-value woollen clothing.

Reduced demand is set to be met by increased supply on the back of improved seasonal conditions and carry-over stocks from last season. This has already seen wool prices drop to the lowest level in over five years in recent months.

Given China’s mutual reliance on the trade of Australian wool it would be unlikely that China would impose significant trade access restrictions on Australian wool.

But any reduction in access would likely lead to a further decline in prices given the current subdued demand and increased supply environment.

China: RCEP consensus reached during China-Japan dialogue

usiness executives and former officials from China and Japan reached a consensus during a bilateral dialogue to jointly implement the Regional Comprehensive Economic Partnership (RCEP) and to promote a higher-level free trade agreement (FTA) between China, Japan and South Korea as soon as possible. Bilateral cooperation needs to be strengthened in areas of fighting against the COVID-19 pandemic, scientific and technological innovation, digital economy, green development, and cultural exchanges, according to Zeng.

Further progress in promoting a China-Japan-ROK free trade zone and the CPTPP (the Comprehensive and Progressive Agreement for Trans-Pacific Partnership) should be put on the agenda, the think tank leader highlighted. ®

China: OECD expert says global growth now more reliant on China

he world is now more relying on China for growth as China is expected to account for over one-third of global gross domestic product growth next year, Margit Molnar, head of the China Desk of the Organization for Economic Cooperation and Development, said.

“From the point of view of securing a certain level of growth at the global level, it is good to know which countries are the engines of global growth,” Molnar said. “It appears that once again, China is driving the global economy out of the trough.”

“In the past years China’s contribution to global growth was 28-29 percent, the current one-third is a significant increase.

The world is now more relying on China for growth,” she said.

The chief China economist of the Paris-based organization also noted that the 2021 growth rates forecast by the OECD are “unusually high” because all those economies have a very low base in 2021 as they were all hit by the pandemic to different degrees. “But not all have already or are projected to recover by next year. China is the only major economy that has recovered already to pre-pandemic output levels, thus its 8 percent growth rate will look high due to the low base this year,” she said.

“In contrast, the other economies’ growth rates will not be

high next year as they are not projected to recover to preCOVID-19 output levels even next year. Their recovery is forecasted to be more protracted. So, China will stand out with its robust growth throughout our forecast horizon,” she said. “In that sense, China will likely remain a greater contributor to global growth than it was in the couple of years prior to the pandemic,” she said. The OECD Economic Outlook released projected that vaccination campaigns, health policies and government financial support will lift the world economy by 4.2 percent in 2021 after a fall of 4.2 percent this year.

The report projected that China will register a 1.8 percent growth in 2020, the only major economy to record a positive performance. The growth will jump to 8 percent in 2021 before slowing to 4.9 percent a year after.

The OECD report noted that “the contribution of Europe and North America to global growth will remain smaller than their weight in the world economy.” The US GDP will grow by 3.2 percent in 2021 and 3.5 percent in 2022 after seeing a 3.7 percent contraction in this year, whereas the eurozone’s will shrink 7.5 percent in 2020, before growing by 3.6 percent and 3.3 percent in the next two years, the report said.

China: US bans cotton imports from Chinese producer XPCC

he U.S. Department of Homeland Security announced that U.S. Customs and Border Protection (CBP) personnel at all U.S. ports of entry will detain shipments containing cotton and cotton products originating from the Xinjiang Production and Construction Corps (XPCC).

CBP’s Office of Trade directed the issuance of a Withhold Release Order (WRO) against cotton products made by the XPCC based on information that reasonably indicates the use of forced labor, including convict labor. The WRO applies to all cotton and cotton products produced by the XPCC and its subordinate and affiliated entities as well as any products that are made in whole or in part with or derived from that cotton, such as apparel, garments, and textiles.

The WRO on XPCC cotton products is the sixth enforcement action that CBP has announced in the past three months against goods made by forced labor from China’s Xinjiang Uyghur Autonomous Region. In July 2020, the U.S. Government issued an advisory to caution businesses about the risks of forced labor in Xinjiang, where the Chinese government continues to execute a campaign of repression targeting the Uyghur people and other ethnic and religious minority groups.

“The human rights abuses taking place at the hands of the Chinese Communist government will not be tolerated by President Trump and the American people,” said DHS Acting Deputy Secretary Ken Cuccinelli. “DHS is taking the lead to enforce our laws to make sure human rights abusers, including U.S. businesses, are not allowed to manipulate our system in order to profit from slave labor. ‘Made in China’ is not just a country of origin it is a warning label.”

“China’s systemic abuse of forced labor in the Xinjiang Region should disturb every American business and consumer,” said CBP Acting Commissioner Mark A. Morgan.

“Forced labor is a human rights violation that hurts vulnerable workers and introduces unfair competition into global supply

chains. CBP will continue taking decisive action to prevent goods made with forced labor from entering the United States.”

Federal statute 19 U.S.C. 1307 prohibits the importation of merchandise mined, manufactured, or produced, wholly or in part, by forced labor, including convict labor, forced child labor, and indentured labor. This WRO will require detention at all U.S. ports of entry of all cotton products produced by the XPCC and any similar products that the XPCC produces.

Importers of detained shipments are provided an opportunity to export their shipments or demonstrate that the merchandise was not produced with forced labor.

CBP issued 13 WROs during Fiscal Year 2020, including eight

WROs on goods made by forced labor in China. All WROs are publically available and listed by country on the CBP’s Forced Labor Withhold Release Orders and Findings page. The Forced Labor Division, established in 2018 within CBP’s Office of Trade, leads the enforcement of the prohibition on the importation of goods made from forced labor.

CBP receives allegations of forced labor from a variety of sources, including the general public. Any person or organization that has reason to believe merchandise produced with the use of forced labor is being, or likely to be, imported into the United States can report detailed allegations by contacting CBP through the e-Allegations Online Trade Violation Reporting System or by calling 1-800-BE-ALERT.

China: GDP likely to increase by 7.5% in 2021

he Chinese economy is likely to witness normal growth next year, as the economic effect of the COVID-19 pandemic may diminish, and the government will continuously boost domestic demand, support innovative development and improve the business environment, experts said. The BOC Research Institute, established by Bank of China Ltd, expects China’s GDP to grow by around 7.5 percent on a yearly basis in 2021, up from around 2.1 percent expected this year. Looking ahead, infrastructure and real estate investment will maintain rapid growth, promoting continuous economic recovery. It is estimated that fixed asset investment will increase by 6.5 percent next year－especially infrastructure investment in key projects and fields, including transport, energy and water projects, as well as investment in “new infrastructure” projects, such as 5G, big data centers and artificial intelligence. At the same time, investment in the manufacturing sector will continue to recover, and its growth may turn positive next year, said a report released by the BOC Research Institute. With new infrastructure supporting the operational framework of industrial internet, China will usher in revolutionary innovations for the digital economy next year. Digital transformation will be widely used by various participants in economic activities. Moreover, digital technologies will become the cornerstone of upgrades of the quality of life and also drive the strong growth in demand, said Cheng Shi, chief economist at ICBC International. China’s plan for a new type of urbanization will generate higher consumer demand from a larger section of residents. As the focus of consumption upgrade shifts to lower-tier cities and towns, the room for growth will hopefully increase for a

greater number of cost-effective domestic brands, Cheng said in a research note on Nov 20. Total retail sales of consumer goods, which have become an important driver of economic growth, are estimated to increase by around 10 percent in 2021, compared with a projected decline of 4.4 percent this year, said the report from the BOC Research Institute. “According to our estimates, the average annual growth rate of China’s GDP will range from 5 percent to 6.1 percent over the next five years. In the future, fiscal policy will play an active role in boosting economic growth. The government will launch measures on a regular basis to ensure fiscal funds will directly benefit businesses and individuals,” said Chen Weidong, director of the BOC Research Institute. Chen urged the government to focus on improving the local government bond issuance mechanism and optimizing the corporate structure.

The research institute expects total social financing to rise by 12 percent on a yearly basis in 2021, down from a projected increase of 13.5 percent this year. “China should put more emphasis on its structured monetary policy to push for the financial sector to better serve the real economy, with a focus on providing funds－especially medium-to long-term funds－to support fixed asset investment, manufacturing investment, science and technology startup financing, and rural revitalization,” Chen said. He also reminded policymakers to pay close attention to problems that may occur in China’s financial markets in 2021, such as the intense exposure of nonperforming assets, increased defaults in China’s corporate bond market, and negative effects of a rapid appreciation of the renminbi on exports.

Tariff quotas A major point of concern is the proposed modifications to tariff rate quotas (TRQs) and its apportioning between the UK and rest of the EU.

Since TRQs allow products within a certain pre-fixed limit to be imported at lower tariffs into the EU, which included the UK before Brexit, its distribution between the two could potentially reduce the flexibility for trading partners to use these quotas and may lead to commercial losses.

The United Kingdom imported approximately £8 billion worth textiles and apparel products from eligible countries last year. This accounted for 30 per cent of all textile and apparel imports into the United Kingdom.

he cancellation of VAT refunds came as a major shock to UK luxury brands and retailers that have come to depend on spending by foreign travelers as a critical part of their annual sales. Although they make up only 5 per cent of non-E.U. travelers in the United Kingdom, Chinese tourists tip the scales in terms of high-end spending, accounting for nearly a third of VAT refunds. For luxury retailers, the concern for 2021 and beyond is that, even if Chinese tourists are able to resume international travel, they may eschew luxury shopping in London for Paris, Madrid, or somewhere else (including, as we’ve seen this year, at home in China).

The fashion sector is worth £32 billion annually to the UK economy, but most clothing and almost all textile and yarn are imported. The Covid-19 pandemic has highlighted the fragility of these supply chains and the UK’s dependency on them.

In the new £5.4 million project, researchers at York, alongside the Universities of Leeds, Manchester, Cranfield, Cambridge, and University College London, will use household waste, crop residues and used textiles to develop new products that can be produced in the UK.The project is based on a technology developed by a team at the University of York’s Department of Biology, which uses enzymes to deconstruct materials containing cellulose, such as natural and semisynthetic fibres, crop residues, and solid waste products.

The enzymes help breakdown these materials into simple sugars, which can then be converted back into new cellulose by bacteria. This new cellulose is used to spin fibres that can be woven to produce high quality textiles to supply the UK’s fashion and clothing sector.

Professor Simon McQueen-Mason, from the University of York’s Centre for Novel Agricultural Products (CNAP), said: “The clothing and fashion sector is currently one of the most polluting, responsible for 10 per cent of global greenhouse gas emissions and 20 per cent of global waste water.”

Rwanda’s garmenttextile exports grow by 83% in 2 years

wanda’s textile and garment sector grew 83 per cent in value between 2018 and 2020. The growth occurred despite the United States suspending the duty-free status for Rwandan apparel products in 2018 under the African Growth and Opportunity Act (AGOA) following a decision by Kigali to raise tariffs on second-hand clothes to protect the domestic industry.

Statistics from the ministry of trade and industry indicate Rwanda exported $5.9 million worth of textile and garment products in 2018. By 2020, that value increased to $34.6 million, implying raised volume of garment exports to markets like the Democratic Republic of Congo, Belgium, Germany and Hong Kong, according to media reports in the country.

The value of garment products DR Congo was $30.4 million in 2020, up from $636,578 in 2018.

According to Utexrwa, the oldest garment manufacturer there, the country has seen a rise in domestic demand of between 10 per cent and 20 per cent since 2018, maybe because most citizens prefer buying local.

When the AGOA suspension came into force, products from a Chinese-built factory at the Kigali Special Economic Zone destined for the US attracted tariffs as high as 30 per cent. But the company, whose operations were acquired by Pink Mango C&D, a Hong Kong-based textile manufacturer, has since ventured into new markets.

Pink Mango now serves several European markets like Belgium, Germany, Spain, United Kingdom, Turkey, France and the Czech Republic. Subsequently, the value of Rwanda’s textile products to the United States dropped from $2.5 million in 2018 to just $224,294 in 2020.

Nanomaterial-based fabric coating for future textiles

R

esearchers at Monash University in Australia have created a new fabric using nanoparticles that they say could potentially replace current clothing textiles. Features include improved thermal comfort, reducing body temperature by 4.5°C, shielding harmful UV rays, and improving washing durability.

Population growth and improved living standards require solutions for textiles with new functions to meet changing needs,” the researchers say. “Imagine having clothing that can keep us cooler on those sweltering hot days and has the ability to prevent UV radiation from damaging our skin.”

The researchers have developed a nanomaterial-based coating for fabric that could potentially replace conventional clothing material and pioneer the future of textile development across the world.

Based in the Australian Research Council (ARC) Hub for Computational Particle Technology, and Monash University’s Department of Chemical Engineering, the research team created thin nanoparticle films using cesium-doped tungsten oxide (CsxWO3) capable of shielding near-infrared rays.

When applied or integrated into cotton fibres, the CsxWO3 nanoparticles were found to be thermally efficient, reducing body temperature by 4.5°C, achieving a high range of UV protection, and preventing harmful dermatological diseases, Monash says. The fabric was also able to maintain colour quality and durability across numerous wash cycles.

Researchers say there is potential for these nanoparticles to be used in other textiles, such as household curtains or outdoor tents and shelters, to insulate homes and reduce UV exposure when outdoors.

“Continuous growth in the world’s population and improvements in living standards have required textiles with new functions to meet these changing needs.

“This study highlights the great potential CsxWO3 nanoparticles have in decreasing thermal transfer from the clothing item to the skin, while maximising comfort on hot days.”

Researchers analysed the colour characteristics, the shielding capacity of near-infrared rays and surface temperature under solar radiation of the coated cotton fabrics.

In addition, colour fastness to washing was employed to evaluate the adhesive strength of CsxWO3 nanosheets on the cotton fabric. The nanosheets didn’t negatively influence the colour or longevity of the cotton fabric.

“Our research provides an extremely promising step for the creation of affordable and long-lasting UV-repellent textiles that can withstand some of the harshest weather and protect the body from cancer-causing rays,” Ms Peng said.

The research team will conduct further studies using CsxWO3 nanoparticles this year to further advance the development of new, protective clothing fabric.

The research team comprises: Associate Professor Xuchuan Jiang and Professor Aibing Yu (Monash University), Dr Bin Su (Huazhong University of Science and Technology, former ARC DECRA Fellow with Monash University)), and others including Ms Linghui Peng (PhD candidate, Monash University).

UNREPA’s Livipro masks pass tests for TESTEX label

he Livipro community mask from the Swiss company, Universal Reusable Packaging (UNREPA), has successfully passed the tests for the ‘TESTEX Community Mask’ label. The fabric mask is reusable and provides adequate protection against viruses and bacteria even after 20 washes by combining the high safety levels of a respirator mask with a hygiene mask.

Agion achieves 99.99% inactivation of SARSCoV-2 in lab tests

ciessent has announced that its Agion antimicrobial treatment completely inactivated SARS-CoV-2, the virus that causes COVID-19, in a lab test conducted on Agion-treated medical textiles. Not only was Agion 99.99% effective (4-log reduction) in inactivating SARS-CoV-2 in five minutes on newly treated medical textiles, Sciessent reports, but its efficacy was maintained even after 20 launderings of the textiles.

According to the company, the research was conducted in accordance with ISO 18184 protocols, which require the controls to exhibit high levels of the pathogen tested (less than 1-log reduction) throughout the course of the study. In studies of other antimicrobial brands, the controls exhibited as much as 99.9% reduction of SARS-CoV-2, which according to ISO standards invalidates the results, Sciessent says.

“Conversely, the control medical textiles that were tested in Sciessent’s study maintained high levels of the SARSCoV-2 virus after five minutes, while no live virus could be detected on the textiles treated with Agion after the same

time period,” the company said in a statement.

The Agion antimicrobial can be applied to knit or woven medical textile as a finish, as was tested in this study, or incorporated into the polymer itself for nonwovens (melt blown process). Paul C. Sandro Mandrino, Head of Design for Moncler Grenoble, was the first designer at the luxury fashion brand to incorporate Dyneema into one of his creations through the Moncler Genius project. The Moncler Genius project advocates radical co-creation where multiple designers create their own signature collections in collaboration with the house. Together, these collections translate into one vision of the future and, as one of the nine designers, Mandrino’s interpretation of the future of fashion features Dyneema Composite Fabric.

Using variations of the fabric in both white and black allowed Mandrino to bring his vision to life by merging skiwear, space suits and technology all in one. “Moncler Grenoble is first and foremost about performance,” states Mandrino, who integrated constructive solutions with fabric technology to develop a line that was meant to perform both on and off the ski slopes.

According to DSM, Dyneema is the world’s strongest and lightest fibre and is 15 times stronger than steel yet light enough to float on water. The unmatched performance and protection of products made with Dyneema have made it the material of choice in critical applications where failure is not an option for more than 30 years, the company says. In fabric form, Dyneema is available in composites, denim, knits, wovens and hybrids for composite reinforcements. And because Dyneema fabrics are made using Dyneema fibre, they intrinsically provide high strength, low weight, waterproof and breathable properties – allowing designers to fuse the technical performance of ultra-light products with aesthetic design that doesn’t sacrifice strength or durability.

The Moncler team used the Grenoble collection as an opportunity to experiment and further understand the nature and behaviour of Dyneema fabrics, while simultaneously incorporating material performance with practical design. “Future collections will focus on expanding to new designs and fabric options in collaboration with DSM,” adds Mandrino.
