I want to thank everyone who put in many, many extra hours to care for our patients who suffered in the Whakaari/White Island tragedy; from our surgical and clinical teams who worked tirelessly around the clock, to so many others across the organisation. And, of course, our thoughts are with those who lost their lives and those who still face many months of recovery. The kindness, generosity and outpouring of love that we witnessed from so many who wanted to help has been overwhelming. As an organisation we have never had to face so much sadness and, as CEO, I have never felt more proud of our staff and our community. Thank you. As at 24 February, we still have 3 patients remaining in our care.

On behalf of Counties Manukau Health (CM Health) I want to express my condolences to those who have sadly lost their lives as a result of the coronavirus outbreak. At the time of writing, I can confirm that we have had no confirmed cases at CM Health. All four DHBs in the Northern Region (Northland, Waitematā, Auckland, and Counties Manukau) have continued to monitor the situation closely and planning a coordinated approach. We are prepared to manage patients suspected of or with COVID-19 (novel coronavirus) in our region.

Please be assured that our teams have well developed protocols for managing any cases of infectious disease such as this. They are in contact with the agencies leading the response, including the Ministry of Health and the World Health Organisation. As with many other respiratory infections, any suspected or confirmed coronavirus cases admitted to CM Health will be managed with appropriate precautions, in line with the latest recommendations from both agencies.

As many of you know, we have our new Board in place and I can now confirm and welcome Paul Young, Garry Boles, Pierre Tohe, Tipa Mahuta and Lana Perese. As CEO, I am really looking forward to working with such talented and dedicated people. Their shared expertise will bring a renewed energy and thinking to CM Health. As an open and transparent organisation, I would like to remind everyone that staff and members of the public are welcome to attend the public sessions of these meetings. You will understand there are some confidential matters that we are not able to discuss for many reasons, and these are covered in the public excluded session. Details of the meeting dates can be found on our website: www.countiesmanukau.health.nz While talking about our leadership team, I would like to welcome Dr Pete Watson as our new Chief Medical Officer. Pete has been a member of the Counties whaanau for a number of years, previously as Clinical Director, Mental Health Services.

As CEO I care passionately about providing the best care for our patients and making improvements to the way our services are delivered. I am pleased to report that we have been making good progress in this area, as you will see on page 9. We know that we are on a journey and there will be no end point if we are to continue making continuous improvements. Thank you to everyone who is playing a part in this.

As we head towards cooler months, I want to let you know that planning is in place to meet our winter demand and we are doing all we can to meet winter pressures.

Planning for the flu season is also well underway and we are thinking hard about how we might improve our vaccination rates year on year. Do please make sure you have yours.

PETE WATSON,

CHIEF MEDICAL OFFICER It was a busy and challenging time for teams across the CM Health whaanau through the Whakaari/White Island eruption in December. I want to acknowledge our staff’s incredible mahi (work) throughout.

Multidisciplinary teams across the country worked together, including doctors, nurses and other staff in Whakatane, Tauranga, Waikato, the Hutt, Canterbury; as well as Middlemore and Auckland Hospitals.

It was an amazing effort from everyone on the frontline to those behind the scenes; staff went above and beyond to deliver exceptional care for these patients.

We were also really blessed with donations of all kinds. Food was donated, people called and asked what they could do, and there were lots of stories of people coming to assist. We are very grateful for the time and effort and people’s willingness to help where they could.

Thank you to the staff who worked tirelessly, especially our burns team who face many more weeks of full-on work to provide the expert treatment and recovery for those injured in the eruption. Our Counties values shone throughout and I am incredibly proud of our team.

PLANNING FOR A MAJOR INCIDENT

We undertook a major incident team exercise early in December 2019 which was the largest exercise to have been practised across New Zealand. More than 130 members of staff from across all our services took part and were joined by Fire, Police and St John. While the intensity of the exercise could not be underestimated, it was of paramount importance (and timely) with what was to transpire days later with the Whakaari/White Island tragedy.

TE TOHU PAETAHI TIKANGA RANGATIRA AA-TAPUHI AND TE ARA ORANGA PROGRAMMES AVAILABLE AT MIT

CM Health has proudly partnered with Manukau Institute of Technology (MIT) to support the new three-year Te Tohu Paetahi Tikanga Rangatira aa-Tapuhi (Bachelor of Nursing (BN) Maaori).

The programme incorporates the fundamentals of Te Ao Maaori (the Maaori world) in both academia and clinical praxis. Find out more here: www.manukau.ac.nz We’re committed to providing a sustainable pipeline which will grow our own and service the needs of our community. MIT is also offering the Te Ara Oranga programme - designed to re-engage 500 Maaori and Pacific youth into tertiary health studies. This will provide a pathway for qualified health professionals leading to employment.

FACILITATING BETTER SERVICES We’re making great progress on the Scott Building recladding.

Towards the end of last year we celebrated the completion of Stage 1A of the Scott Building.

Since then we’ve completed Stage 2A and 2B and wards are back to normal. We are now on Stage 3, which is the largest part of the project, and due to be finished by July this year (possibly even sooner).

Completion of the project is expected early in 2022.

More mental health patients to benefit from new state of the art facilities.

We’re delighted to announce that Stage 2 of the Tiaho Mai Mental Health unit is soon to be completed, bringing a further 38 beds, making a total of 76, along with the much needed therapy spaces. This is great news for our patients and will mean transferring those currently receiving care on one of our old and tired inpatient wards into new state of the art facilities.

“With the old Tiaho Mai building we were constrained by the number of beds, not for funding reasons, but because the old facility literally had nowhere else to go to build extra beds,” says Wanda Condell, Service Manager for Mental Health.

“What we have developed is a first for New Zealand and we are all very proud of what we are achieving,” says Chester Buller, Consultant to Facilities Service (formally Manager Capital Works).

OUR BOARD Vui Mark Gosche (Board Chair)

Mark Gosche is of Samoan heritage. He was previously the Chief Executive of Vaka Tautua, a role he took up in July 2014 after 5 years on the governance board. Vaka Tautua is a not for profit ‘for Pacific by Pacific’ community health and social service provider working in the areas of disability, mental health, older people, family violence and elder abuse. He was also Chief Advisor Strategic Relationships at the Ministry of Pacific Island Affairs in Auckland; a Member of the NZ Parliament (1996- 2008) who held Cabinet ministerial portfolios of Housing, Pacific Island Affairs, Transport, Corrections and Racing; and for 15 years he was a trade union leader representing service industry workers, also setting up 4 health centres which provided lowcost primary health care services.

Since leaving politics Mark has held a number of governance roles including NZ Rugby League, TYLA Trust, COMET Auckland, Vaka Tautua, Brain Injury Association, Talklink Trust, Fonua Ola and Lifewise.

He is also the Chair, Kainga Ora Homes & Communities and serves on the Mt. Wellington Licensing Trust which owns and operates hotel and conference centres – the profits of which are returned to the community via a charitable trust.

Pierre Tohe

Ko Taupiri te maunga.

Ko Waikato te awa, Ko Te Wherowhero te tangata.

Taupiri is the mountain.

Waikato is the river.

Te Wherowhero is the ancestor.

Pierre, as highlighted in this pepeha (tribal saying) hails from the iwi of Waikato. He is currently General Manager – Engagement at Tainui Group Holdings, the commercial intergenerational investment arm of Waikato-Tainui managing almost $1b of assets for the iwi. Pierre manages the stakeholder engagement and company secretary functions at Tainui Group Holdings. Pierre brings a depth of commercial and stakeholder management and relationship experience to the Counties Manukau DHB from his current role and previous role as the national Head of Māori Business at BNZ. Pierre also has many years of legal experience as an in-house legal counsel at the BNZ and prior to that as a senior solicitor at national law firm Buddle Findlay. Raised in Otara, and of Waikato descent (Ngāti Mahuta and Ngāti Whāwhākia), Pierre is a proven leader in Māori business and passionate about his culture and community. Pierre is currently a trustee at Taniwha Marae (near Te Kauwhata) with family links to Waahi and Kaitumumutu Marae in Huntly.

Pierre holds a Bachelor of Arts (Māori) and Masters of Laws (LLM) from the University of Auckland.

Tipa Mahuta (Deputy Chair)

Tipa Mahuta is of Waikato and Ngapuhi whakapapa and attended secondary school and University in Auckland. She is mother and grandmother, committed to Kaupapa Maori education. She has a background in research, policy and community development complemented with over 20 years in Iwi governance experience.

She has served on a wide range of community, tribal and commercial boards including Radio Tainui, Waikato Raupatu Lands Trust- settlement entity and Tainui Group Holdings.

Tipa’s environmental interests have seen her serve on the Waikato Conservancy and she is a current elected member and former deputy chair of the Waikato Regional Council.

In 2017 Tipa became a member of Te Maruata representing Maori members in Local Government. She holds a Bachelor of Social Science and Post Graduate Diploma in Strategic Management.

She brings to the DHB her commitment to work in a way that supports community lead outcomes, provides for Kaupapa Maori approaches, prioritises the needs of our most vulnerable communities and places Rangatahi futures at the centre of design outcomes. She continues this commitment as a Youth and Whanau coach and mentor in community programmes.

Dr Lana Perese

Dr Lana Perese is a New Zealand born Samoan - her parents hailing from the villages of Magiagi and Fasito’o Uta. She has strong analytical and research skills obtained from more than 20 years in academic and government research. She is experienced in designing and conducting research projects of all types, including qualitative, longitudinal, cross-sectional and mixed methods studies. Her strengths include translating research and evidence into policy implications. Lana is currently a Director and the Auckland Manager at Malatest International, where she leads evaluation and research projects with a focus on the Auckland community and Pacific peoples. Previous positions include Research Manager at the Ministry of Pacific Island Affairs (now Ministry for Pacific Peoples), Pacific Health Research Manager at The University of Auckland (Faculty of Medical and Health Sciences), Research Fellow at The University of Auckland and Auckland University of Technology. Lana is also currently a Board Director for Vaka Tautua, Malologa Trust, and Emerge Aoteroa Limited, and a Trustee of Emerge Aotearoa Housing Trust.

Dianne Glenn, ONZM, JP

Dianne Glenn is Vice President of National Council of Women NZ and liaises with the NCW Health Committee as well as serving on the International Health Committee for Business and Professional Women. Dianne is a Justice of Peace and has been a Counties Manukau District Health Board member since 2013. While on the Board, Dianne has taken an avid interest in the health of older people, improving health services to disadvantaged sectors of the community, promoting the “First 2000 Days” encouraging women to register early in their pregnancy to utilise wraparound services, improving health literacy and promoting the “Healthy Together” Strategy. For 12 years Dianne represented Franklin and Papakura on the Auckland Regional Council, the last six as Chair of Environmental Management and Resource Consent Hearings. In the New Year’s Honours, January 2016, Dianne was awarded the Officer of the New Zealand Order of Merit (ONZM) for services to women with disabilities and the environment.

Apulu Reece Autagavaia

Apulu Reece Autagavaia is a lawyer practising in Manukau. He started his legal career at large city law firms, having worked on a range of civil and commercial disputes. Apulu Reece is active in the community including being elected on to the Otara-Papatoetoe Local Board, sitting on the Tangata o le Moana Pacific Health Network steering group, and the Trust for the Aganu’u Fa’asamoa 101 community programmes. He was bestowed the matai title of Apulu from his maternal family in Faleasiu, Samoa. Apulu Reece is married, with two sons, and lives in Papatoetoe.

He brings to the DHB a local perspective of the Counties Manukau community to help inform the decisions made at the governance level.

Catherine Abel-Pattinson

Catherine Abel-Pattinson is a registered nurse who has worked extensively within the biotechnology and healthcare sectors, as an Executive Officer. MBA qualified, Catherine’s healthcare roles have spanned primary care, homecare, ambulatory care, eldercare, hospitals (public and private) and the homecare sector. Previously Catherine was the Deputy Chair of the New Zealand Nursing Council.

In 2016 Catherine was appointed to the Health Promotion Agency Board. Catherine has special interests in the health of older people, providing health services sooner and closer to the home while maintaining a focus on highquality healthcare with improved access to health services for disadvantaged sectors of the community. Catherine is married with two young children and aims to bring the board patient-focused care while maximising the health dollar through effective planning and utilisation of resources.

With the growing local population and rapid advances in healthcare, Catherine has an understanding of healthcare services and needs in the region.

Katrina Bungard

Katrina Bungard is passionate about ensuring the quality of community healthcare services. As Chairperson of the Manukau East Council of Social Services, Katrina is a strong advocate for effective integration between community health and social service agencies. As a child cancer survivor, having lost her left leg at age 11 to bone cancer, Katrina has been involved throughout her life in a range of cancer and disability support organisations. She is passionate about disability advocacy and wants to ensure that we continue to lead the way in the development of equal opportunities to enable those with disabilities to reach their full potential. As the Deputy Chair of the Howick Local Board, Katrina successfully leads the Community Development and Arts and Culture portfolios. She also oversees the Healthy Howick, Fruit Trees in Schools and Smokefree initiatives on her Local Board, which align with CMDHB Healthy Families policy.

Paul Young

Paul Young is a New Zealand politician who is an Auckland Councillor. He immigrated from Taiwan in 1989 and now operates his own business “Paul Young International” in addition to his political activities. He studied marketing at the University of Auckland and is married with two children. He is Auckland’s first Chinese councillor.

Colleen Brown, MNZM JP

Colleen Brown lives in Hillpark Manurewa.

She is proud to be a member of the Counties Manukau Health Board and believes that this health board is the most progressive in the country. “We face particular challenges in our area and need strong advocates at the Board table putting the community’s concerns at the centre of all discussions, and to take those concerns to government level if required.” Our youth, people with disabilities and the elderly are a top priority for Colleen. As the mother of a young man with Down Syndrome, Colleen understands how challenging it is to access and understand the health system.

Colleen has advocated for nurses in schools, supports the Board’s programme to ‘Grow our Own’ workforce and to deliver quality health care as close to a family’s local area as possible.

Garry Boles

Garry Boles brings a wealth of experience to this role along with local knowledge of Counties Manukau having lived in the area for 56 years. Garry is a Police officer and has served our communities for the last 25 years. He recently served as a local board member for 6 years. Further to this, he is a proud father to three children; Harry, Lilly and Molly and husband to Hilary.

NEW STATE-OF-THE-ART DENTAL TEACHING FACILITY FOR SOUTH AUCKLAND The soon to be opened Otago Dental School sits proudly on the grounds of the Manukau SuperClinic. The dental teaching facility and patient treatment clinic is a partnership between the University of Otago and CM Health.

The 33-chair facility features specialist equipment to support teaching and high-quality, lowcost dental treatment for the south Auckland community. Up to 48 students in their final year of the University of Otago’s Bachelor of Dental Surgery will be assigned to the facility at any given time.

CELEBRATING LUNAR NEW YEAR AND DIWALI

Lunar New Year (LNY) and Diwali celebrations in Counties brought friends and colleagues from different cultures together. These festivals not only offered CM Health the opportunity to celebrate cultural diversity, but as an organisation we were also able to learn more about Asian cultures by participating in a range of activities such as quiz draws, sustainability and best dressed competitions, special menus offered by the staff cafeterias at Middlemore Hospital and Manukau Surgery Centre sites, the release of the Chinese Cultural Toolkit by Mental Health and Addictions and promotion of the CALD cultural competency training.

HIGH QUALITY, EQUITABLE AND SUSTAINABLE HEALTH CARE

WHAT’S HAPPENING AT OUR COMMUNITY SITES? Mangere/Otara Community Hubs

Our patients deserve the best care we can provide, and our staff should work in a system that enables them to provide that.

With the development of the Manukau SuperClinic, we have an opportunity to revisit our models of care and how they may work more efficiently for staff and patients, including streamlining our system to help us improve patient and staff experience. It is important, therefore, that we optimise our space, resources and funding to deliver on our goal of achieving health equity for our community.

Small scale improvement will help us enhance our services, but we need to work ‘bigger’ to transform our system to fit the needs of our community and staff, now and in the future.

We have a special culture at CM Health, and we need to be bold in challenging the way we currently work. We can all play a part in delivering high quality, equitable and sustainable health care to our community by: • ensuring ‘Every Hour Counts’ by working smarter with the systems and resources we have, e.g. linking testing and appointments on the same day to save patients’ and staff time • making sure ‘Every Dollar Counts’, like printing in black and white not colour • ‘Choosing Wisely’ by reducing tests and procedures that do not add value to patients or staff.

Thank you to those who have already contributed, highlighting opportunities for change. We look forward to working with you all as we strive to achieve health equity for our community.

Developing Community Hubs is a key strategy for CM Health so that more services can be delivered in the community to support integration and improve access for patients and whaanau.

Clinics have been delivered from our Mangere and Otara Community Hubs for the past two years, and the installation of a new digital X-ray unit in Mangere will support more clinics over time. Planning is underway to expand both Community Hubs throughout 2020.

Pukekohe Hospital

Pukekohe Hospital has expanded the number of outpatient clinics.

Brenda Dewstow, already an experienced Patient Care Assistant has been fundamental in supporting the development of the additional services being offered locally. With 18 clinic and consultation rooms available running at 74% occupancy, we offer a variety of specialist services including mental health.

Auckland Spinal Rehabilitation Unit

This year we are looking forward to collaborating with the New Zealand Spinal Trust to upgrade our Harrison Centre. This project aims to provide client-focused resources for Spinal Unit patients and their whaanau/families, which will assist them to lead independent, confident and productive lives.

Through providing high quality resources and information services, we hope that we will reduce some of the barriers in patient connectivity both during their stay, and following reintegration into the community.

SEARCHING FOR BETTER OUTCOMES FOR OUR TAMARIKI

Our CHiPS study

Chris McKinlay, Neonatologist, Kidz First “The focus of our work is on lifting our healthcare performance and outcomes both for babies and also for lifelong health. We know that what happens in early life can have a large impact throughout life and that there are sensitive windows in development, particularly during fetal life and in the first few months after birth, where a lot of the body’s function and capacity is determined. In other words, a lot of the patterns of how our bodies will work are laid down in that critical period.”

Michael Meyer, Consultant, Kidz First “If we can get baby into good shape straight after birth they tend to do much better in later life. Research is showing us that if you can support babies to breathe on their own they do much better. For many years we have tried to avoid the use of breathing machines, rather opting to use continuous positive airway pressure (CPAP) to deliver constant air pressure into a baby’s nose, which helps to keep the lungs open.”

CHiPS (Counties Manukau High Flow vs. Pressure Support) Study And this is where our most recent study comes in. CHiPS (Counties Manukau High Flow vs. Pressure Support) has been looking at whether we start using the HFNC once babies get over the initial period using CPAP. 120 babies were included in the study, all of whom were born at

less than 30 weeks. Although results have not yet been published, what we can say is that it’s nicer for the babies, mothers and families and, of course our nurses, for whom it means less support is needed, leaving them to spend more time on others.

“CPAP requires skilled nursing with a lot of attention to detail to ensure it is attached properly. After a week or so, babies start getting better, and a simpler method of respiratory support high-flow nasal cannula (HFNC) means It’s much easier to apply than CPAP, it’s less invasive on baby’s face and theoretically, they don’t feel it, something that’s important for mothers and families.”

“CHiPS is important in the care of the family and baby as it could mean a shift toward a form of respiratory support (high flow), which will allow for the ability to introduce earlier suck feeds to babies, which in other studies has been shown to lead to reduced time in hospital. Also, just as important, high flow allows for parents to have better interaction with their newborn infants, leading to greater parental satisfaction during their stay in the NICU,” says Michael Meyer.

Joanne will be presenting the findings of the CHiPS study at two major conferences within the next few months – one in Australia and the other in Philadelphia.

A LOVELY NEW PLAY ROOM THANKS TO THE KINDNESS OF OTHERS We are extremely grateful to LIFE Church for their generous donation towards the makeover of our play room at Kidz First. Their donation funded the newly painted walls, new toys and furniture, decals, and an area for parents to sit and the newly revamped vinyl floor.

Our gratitude also goes to the Baby Factory who kindly gave us a discount on all the toys we purchased.

“Quite a few children go from this area to MRI, so we’ve incorporated the same Tui bird theme which features throughout the MRI Unit,” Jenna McTague, Project Coordinator, Facilities.

The YourDecal Shop team, Hawkes Bay used bird decals as wayfinding on the windows from the waiting room through to the play room to help whaanau find their way.

“The decals are visible on both sets of windows in the play room, giving a little more privacy. Parents and staff assisted with the Kiwiana design which still allows people to see into the room. Thank you to everyone who supported this very worthy cause – the children are loving it.”
