Welcome & Introduction

Welcome to Sovereign Hill Partnership (SHP) public consultation and co-design events where your voice can help shape the transformation of the former Camrose Football Ground into a vibrant new community of around 100 affordable homes—designed to meet local needs and celebrate the site’s legacy.

This is more than just a consultation - it’s your chance to co-create the future of this important space!

Get involved and help to co-design the landscape and play areas, and develop ideas to preserve the legacy of the site.

• Co-design the landscape and play areas - Help shape the green spaces and places for play.

Your ideas and feedback will be carefully considered and, where possible, built into the design before a planning application is submitted to Basingstoke and Deane Borough Council in early 2026.

The Project Team

Sovereign Network Group

SNG (Sovereign Network Group) was formed in October 2023 through the merger of Sovereign and Network Homes.

We provide over 85,000 homes and invest in communities across London and the South of England, as well as aiming to create thousands of new affordable places for people to live every year.

Sovereign Hill Partnership

Sovereign Network Group (SNG) have formed a partnership with Hill Group called the Sovereign Hill Partnership. The partnership brings together our experience and expertise to deliver high quality developments.

Site Context

The site was formerly the home ground of Basingstoke Town Football Club and has now been vacant since 2019 and is in a poor state of repair. The site previously had outline planning permission for new homes and a care home obtained by the previous owner at appeal in 2022.

The decision has since been made not to implement the earlier scheme in order to create an improved proposal that delivers 100% affordable housing and creates better places for people to live and connect.

Sovereign Network Group are bringing forward a

revised planning application for an affordable housing development to benefit the local community.

1. Site Access:

Car access is limited to the southwest corner of the site via Western Way.

2. Noise:

Possible source of noise and air pollution from the Winchester Road. Potential impact on houses along this edge will be carefully considered alongside boundary treatments.

3. Trees:

Existing trees and shrubs on site will be carefully considered and retained where possible.

4. Utilities - Foul Sewer:

Location of existing foul sewer crossing site.

5. Surface Water Flood Risk:

Medium/high risk identified and localised to northeast corner of the site.

The site slopes downwards from the southwest to northeast. The change in level is approximately 4m.

2.03 Constraints Summary

7. Neighbouring Properties:

Proximity to neighbouring houses on Mansfield Road. The design will ensure privacy is retained and new homes do not impact on these properties.

1. Site Access: Car access is limited to the SW Western Way. This could restrict potential for corner of the site.

8. Existing Ecology:

2. Noise: Possible source of noise and air pollution road, Winchester Road. Potential impact on Boundary treatment to be carefully considered.

Existing habitats and ecology on site are being investigated and any important or protected species will be protected. The site will also meet Biodiversity Net Gain requirements.

3. Trees: Existing trees and shrubs on site.

4. Utilities - Foul Sewer: Location of existing foul needs mapping and coordination to either accommodate minimise diversion works. The sewer needs or highways, with a 3m easement each side.

5. Utilities - Other: Existing on-site utilities, including diversions, or easements required.

6. Existing Buildings: Demolition required.

7. Surface Water Flood risk: Medium/High risk North-east corner of site.

8. Site levels: the site slopes downwards from northeast. The change in level is approximately AOD to 96.33m AOD.

9. Neighbouring Properties: Proximity to neighbouring consider back to back offset distances for privacy.

10. Existing Ecology: There is an existing population the site; these will be translocated when the in is cleared. There is existing biodiverse scrubland make it difficult to meet the Biodiversity Net

Our Vision and Key Design Principles:

1. A strong sense of place, for all

A design-led sustainable neighbourhood of houses and a small number of maisonettes.

2. Connections

A central, accessible play area for residents of all ages.

New routes and access points to key local amenities.

3. Healthy homes and streets

Encourage safe walking and cycling routes and design comfortable homes.

4. Landscape-led

Inviting play and recreational areas, with opportunities to integrate the legacy of the site.

7. Central loop road to ease flow around site

An efficient route to reduce congestion and ensure easy access for residents, visitors, and service vehicles.

8. Shared surface roads to prioritise pedestrian and cyclists

Streets designed as shared spaces that calm traffic and encourage interaction and safety for all users.

5. Character

Homes are entrance gateway markers alongside short terraces. Gable ends of homes placed facing Winchester Road to reduce impact of noise.

9. High quality elevations to integrate with surrounding properties

Building materials and detailing complement the existing character of the area, ensuring a cohesive streetscape and long-lasting appeal.

Connections and Movement

The plan highlights the wider opportunities within the local area. This includes access to local amenities such as:

We are utilising Basingstoke and Deane Borough Council’s Green Space Standards to inform the design of open space and play space. Whilst there are open space and play areas in the surrounding area, we are also delivering a new space within the site.

• Refine landscaping and play spaces

• Improve access and connections

• Ensure the design reflects local priorities

We’ll share updates on our website to show how feedback has influenced the plans before we submit a planning application to Basingstoke & Deane Borough Council.

What to expect after that

• We’ll finalise the masterplan and submit the planning application.

• A Statement of Community Involvement  will accompany the application, summarising what we heard and how we’ve responded.

• Once submitted, the Council will run its own formal consultation before making a decision.

• If approved, construction will begin in line with agreed timelines.
