The Village at Central College

GENERAL The property that is the subject of this rezoning application is comprised of 77.8± acres of land adjacent to and east of Sunbury Road and south of Central College
Road. (All acreages referenced herein will be verified at time of Final Development Plan). The site is bounded on the east and partially on the south by Big Walnut
Creek. A few parcels located along Central College and Sunbury Roads are not a
part of this application. A few homes and ancillary structures on the property will
be removed upon approval of the rezoning request. There are two (2) platted but unimproved streets included in the rezoning area – East and South Streets. These platted streets will be vacated as part of the approval process. The site is
challenging in that there is significant topography as the property drops from
Sunbury Road in an easterly direction towards Big Walnut Creek and also there is a
more gradual grade transition that occurs from north to south.
The proposed development provides substantial benefits for the adjacent area and
the City of Westerville. It will allow for the extension of sanitary sewer to serve not
only this development, but also the NCR property to the north and adjacent
underserved properties. It also provides storm water management options,
allowing remedies for current flooding occurring on adjacent parcels partially
caused by the previous widening of Sunbury Road. The development allows for a large part of the property to be converted and maintained as permanent open
space. A substantial portion of existing site features including major drainage ways and a large woodlot are being retained in the proposed development plan.
The proposed redevelopment is a mixed use development with commercial, multifamily and single family uses. The site is broken down into three subareas where
each will contain described permitted uses and development standards associated
with the development of those subareas. The text is accompanied by a preliminary development plan and a number of other exhibits that detail existing site
information and proposed uses of the property by subarea and the overall project.
The development plan will include a total of 311 dwelling units on the 77.8± acres
for a total density of 3.99± units to acres which comports with similar density 1
