or six months now, Westminster has been using the “lot-by-lot” approach to try to build a new 105-acre mixed-use downtown area out of the rubble of the Westminster Mall. To date, only an Alamo Drafthouse — offering drinks, dinner and a movie to patrons — has signed on, though the downtown backers continue to plan big. While the plans are in place, future development of the site depends on the results of the Westminster City Council elections. The current seven-member council supports the downtown area plan, but the election could change that. Three candidates, Debbie Bergamo, Jason Blanckaert and Mike Melvin, oppose the plan and, if elected, would want to change the way it is being handled. “This project will be a major qualityof-life liability for Westminster citizens,” Bergamo, Blanckaert and Melvin said in an email bearing the names of all three candidates. “The plan is to squeeze 2,300 apartments, housing 4,500 people, into the old Westminster Mall space, with a Progress continues on Page 7
