In the school year’s first quarter — through early October — Cherry Creek School District told more than 1,200 students and more than 150 staff members to quarantine, the district’s head official announced in a video message to the community.

The district has sent letters alerting families about COVID-19 cases or observations of symptoms — both of which triggered quarantines or other student dismissals under state guidelines — regarding roughly three dozen schools and a couple of programs as of Oct. 21, according to the district’s website. At that time, 72 letters had been sent.

Not all of the letters announced quarantines — some cases were expected to have no impact on other students or staff. Eventually, the district changed its policy on letters to “only communicate regarding cases that have an impact on the school,” such as causing a quarantine.

The number of students quarantined in the first quarter represents about 2% of the district’s student population of roughly 55,000 students. The second quarter began in mid-October.

Working up a spooky sweat Families flock to annual Halloween-themed 5K race

avorite superheroes, otherworldly personas and cute kids’ costumes livened up the trail at deKoevend Park for the annual Hoofin’ It Through the Hollows 5K race in west Centennial.

South Suburban Parks and Recreation’s Halloween-themed event also featured a roughly mile-long “Trick or Treat Trail,” where kids 12 and younger collected candy at designated “spooky spots” on the trail map.

The Oct. 24 event’s costume contest took place online this year — photos were uploaded to a Facebook album for people to vote on.

Parks department staff dressed up for the race, too, donning costumes based on characters in “The Wizard of Oz.” “Get those robotic legs going!” yelled assistant race director Heidi Somer, dressed as a scarecrow, cheering on a runner in a robot costume.

After enduring a shutdown of parks-and-recreation programming in the spring, Somer relishes seeing crowds enjoy activities together at events such as the 5K. “It’s wonderful even with all the modifications,” Somer said, referring to coronavirus precautions.

“That’s OK — we can live with that.”

Health department extends mask order Requirement lasted 90 days, now to continue until pandemic ends in metro area

Tri-County Health Department will extend its public health order requiring mask-wearing in public spaces “for the duration of the COVID-19 pandemic,” the agency has announced.

The order on mask-wearing initially took effect July 24 and requires masks in indoor public spaces. It also requires them in outdoor spaces whenever 6-foot distancing from those who are not members of a person’s household cannot be maintained.

Tri-County is the local health agency for Adams, Arapahoe and Douglas counties.

No other changes were made to the order other than the extension, according to an Oct. 20 news release. The July order was set to expire at the end of Oct. 22.

The extended order will last until the pandemic ends in Tri-County’s area or until Tri-County possibly amends or cancels it for other reasons.

“This approach is consistent with the one taken by many counties and municipalities in the Denver metro area,” John Douglas, the health agency’s executive director, said in the release. “As we enter our ‘third wave,’ we believe this is the best course of action since masks remain one of our most important tools in the fight against the spread of COVID-19 and will likely be needed until effective vaccines are widely available and utilized.”

If a municipality or county opted out in July, they remain opted out of the extended order, according to the news release, but Gov. Jared Polis’ statewide mask order still applies in those areas.

Colorado requires masks for all “outdoor events” under the state’s safer-at-home order, according to a Tri-County fact sheet. Individuals in cities and counties that opted out of Tri-County’s order must still wear a mask outdoors when attending such events, according to the sheet.

“Any municipality or county that opted-out of (Tri-County)’s order can always opt back in as a means to help contain the spread of the virus,” TriCounty said in the news release.

How orders compare To avoid confusion, Tri-County amended its mask order in July to mostly align with the statewide mask order that took effect July 16. TriCounty’s order, like the governor’s order, requires people to wear masks in public indoor spaces.

The difference between the TriCounty and state orders is still the duration — Tri-County’s mask order initially lasted 90 days rather than the state’s 30 days. The state’s order has been renewed monthly.

Many students this year are enrolled in the district’s online program. As of July 29, more than 9,400 students had registered for fully online school.

The roughly 150 staff members who were quarantined also represent about 2% of the district’s 9,000 staff.

Under guidance from the Colorado Department of Public Health and Environment, depending on the situation, COVID-19 symptoms — not just cases — can trigger a dismissal of students. The entire sixth grade at Falcon Creek Middle School was moved to online classes through Sept. 11 after a student exhibited major COVID-19 symptoms after exposure to a person who tested positive, according to the district.

Of the total number of those quarantined, “only six individuals became COVID positive during quarantine,” said Scott Siegfried, the district’s superintendent, in the Oct. 19 video message to the community. That represents about 0.5% of the total number of those quarantined, he added. The six individuals are a mix of students and staff, according to the district.

But Siegfried’s statement only takes into account the number of individuals who tested positive, leaving out those who may have had asymptomatic cases or did not decide to seek testing.

John Douglas, head of Tri-County Health Department, which covers Adams, Arapahoe and Douglas counties, said it’s “quite striking” how few recorded cases there have been in schools.

“What we can say is the following: We look pretty carefully at cases of

new infection by age group,” Douglas told Colorado Community Media.

“New infections are going up in school-age kids but not as high as in older populations. It’s really people between 20 and late 40s where increase is.” That tells him the problem is the spread of the virus in the broader community, not in schools, he added.

Douglas noted Cherry Creek’s low percentage of cases. But he acknowledged that asymptomatic transmission of the virus is a possibility.

The school district offers free

COVID-19 testing for all staff, but its number of staff members tested may have been less than 40% in September and early October, according to district data.

“I think the question (about asymptomatic virus spread) … is more likely to be true for students since they aren’t getting tested regularly,” Douglas said.

Douglas said on Oct. 9 that ascertaining how much the virus is being transmitted in schools “is still a work in progress.”

But “at least based on the best ability we have to quantify it,” in-person class doesn’t appear to be increasing community transmission, Douglas said on Oct. 16.

A presentation to the school district’s Board of Education — the group of elected officials who vote on district policy — noted that as of Oct. 5, zero staff members had tested positive for COVID-19 during quarantine.

“I want you to understand that schools are safe compared to everything else in that’s in our community and society,” Siegfried said in his Oct. 19 video, referencing the district’s mask-wearing requirement, increased ventilation, COVID-19 testing and emphasis on hand-sanitizing.

Since early September, Arapahoe, Adams and Douglas counties saw their first notably sustained increases in rates of new COVID-19 cases since July, according to Tri-County data. As cases in Arapahoe and Adams counties spiked, Tri-County issued new public health orders for Arapahoe and Adams on Oct. 16 that move up the last call for alcohol and tighten limits on personal gatherings — and, for Adams, prohibit spectators at high school sporting events.

“As I follow the data in Arapahoe County and around our state, I am concerned,” Siegfried said in the video. “But I’m also hopeful. I’m hopeful that we continue to level out and to get better in Arapahoe County so we can continue schools. My greatest hope is that we don’t go remote at any point, that we continue in person, because it’s safe, and I know and you know it’s the best thing to do for our students.”

Colorado lowers limit on gatherings from 25 to 10 people Douglas County among those affected by action

Roughly a month after raising the limit for personal gatherings in some counties to 25 people, Colorado has cut that number back down to 10 for the vast majority of counties in the state, citing “an alarming increase in hospitalizations due to COVID-19,” the state public-health department announced in a news release.

The Colorado Department of Public Health and Environment on Oct. 23 again amended its safer-at-home order to change the limit on personal gatherings in counties at all levels of the safer-at-home restrictions. Only a handful of Colorado counties have qualified for the looser “protect our neighbors” phase of restrictions, which leaves personal gathering limits up to local guidance.

The state’s Oct. 23 action also limits personal gatherings to people from no more than two households, according to the news release.

“Recent case investigation data show that since July, attending social gatherings and community exposures have become more common among new cases,” the department said in the news release. “This suggests people have relaxed their precautions and are interacting more closely with a greater number of households.”

In counties with low disease transmission, slightly larger gatherings are (OK) if attendees are wearing masks and practicing physical distancing. If possible, gatherings should be outside.”

Suburban women are key in 2020 political races Demographic has shifted between parties in past elections

Cathy Lees, a stay-at-home mom in Highlands Ranch, is picking candidates this year based on her values, and that includes how they treat people. She’s been put off for four years by President Donald Trump’s language and demeanor.

“I have a 14-year-old daughter, and I would never want her to put up with someone speaking to her like he speaks to women,” she said. “Nor would I want my 16-year-old son speaking to anyone the way he speaks to people.”

In Grand Junction, Rose Pugliese is voting with her two children in mind, too. But two of her biggest concerns are the economy and law and order.

“Grand Junction hasn’t had quite the protests or the riots, but we are still watching it as moms and we want to make sure that it doesn’t come here,” said Pugliese, a Republican Mesa County commissioner who lives on the outskirts of Grand Junction. “We want to be prepared if it does.”

The two suburban women are a target demographic for candidates from the top of the ticket down to the local contests, and the way candidates try to sway them is often through concern for their kids. That’s nothing new. But while their top worries in past years

were school shootings, gun laws and foreign terrorism, in the 2020 election candidates are trying to woo the women by talking about COVID-19 and public safety in the wake of sometimes violent protests.

The Colorado Democratic Party, meanwhile, called out U.S. Sen. Cory Gardner with a mailer on abortion rights. “Cory Gardner supports criminalizing abortion and putting doctors in jail for up to five years,” it says, referring to a failed Senate vote. “Four years of medical school. Five years in jail.” The mailer refers to 2018, when Gardner voted in favor of opening debate on a proposal to ban abortion after 20 weeks of pregnancy.

The suburban-women vote — also known as the middle-class, whitewomen vote — is a target because it’s traditionally a persuadable group that can swing between party affiliations.

And this election cycle, the suburbs are more racially diverse than they were four years ago.

In 2016, Democratic presidential candidate Hillary Clinton barely won the suburban-women vote, according to Pew Research Center. And research shows that the portion of women identifying with the Democratic Party has increased significantly since Trump’s election.

In general, more women vote than men. In the last presidential election, 63% of eligible women voted, compared with 59% of men, according to Pew. Trump made it clear during a rally in Pennsylvania last week just how much he needs their support. “Suburban women, will you please like me? I saved your damn neighborhood, OK?” he said in front of a cheering crowd.

“We saved suburbia.”

So far the message is not resonating in Colorado. Two polls in recent months showed a substantial gap in the women’s vote for president, with Biden receiving 58% support and Trump at 36% or less.

The gap is even more pronounced among suburban women — upwards of 36 points more support for Biden than Trump, according to a survey conducted recently by Keating Research, a Democratic firm that is one of the state’s leading pollsters.

And Rick Ridder, a veteran Colorado pollster, said a survey he released recently showed Biden with a major advantage in Colorado — one built on the women’s vote. For women under age 50, he said, Biden gets 69% support and Trump 25%. “That’s a stunning number,” Ridder said. “This is one of the most amazing polls I’ve ever done. These people have made up their minds.”

Seeking mothers’ votes In the 1990s, the target was socalled soccer moms — the suburban women hauling their kids and gear bags to practice, many of whom were persuaded to vote for former Democratic President Bill Clinton. Security moms were the post-9/11 mothers concerned mainly about terrorism as they went to the polls and favored former Republican President George W. Bush.

More recently, in 2016, “Walmart moms” were defined as those with kids at home who shopped at Walmart at least once a month. Now “rage moms” are the ones so fed up with racial injustice and Trump that they’ve joined the street protests. And then there are “Zoom moms,” the women bearing the brunt of the pandemic as they manage online work meetings alongside their children’s cyberlearning.

The buzz term this election cycle, though, is the more general: “suburban women.” It’s inclusive of women without children, and moms who aren’t soccer moms or, as former Republican presidential candidate Sarah Palin used to call them, hockey moms.

They’re all pretty much the same demographic.

“It’s a coded way to say middle- and upper-class white women,” said Sara Chatfield, an assistant professor of political science at the University of Denver. “The way Trump has used this term has been very racialized: `You don’t want minorities moving into your neighborhood and ruining them’ seems to be his underlying message.”

Research has shown that moms — more than women who are not moms — are more concerned about law and order, and more supportive of police, said Chatfield, who teaches a course on women and politics.

And while moms in the past several years have been concerned about gun laws and protecting kids from school shootings, 2020 has pushed other problems to the forefront. “They are more worried about whether their kids can go to school at all,” Chatfield said.

This is why Democrats are focusing much of their messaging on the pandemic and how they will get kids back in school, and why Republican candidates are amplifying the violence in the streets, including some of the Black Lives Matter protests across the country.

Abortion rights are on the line this year, too, as Colorado votes on a proposal to ban abortion after 22 weeks of gestation, without exception for a lethal fetal diagnosis or the health of the mother, and as the U.S. Senate decides whether to confirm a new U.S. Supreme Court justice to replace abortion rights advocate Ruth Bader Ginsburg. But contrary to assumptions, Chatfield said, the abortion divide in the United States is not based on a gender gap — it’s primarily a Democrat-Republican line.

Outgoing state Rep. Lori Saine, who is knocking doors in Weld County as she competes for a spot on the county commission, said the potential for violent protests is “the No. 1 concern I’ve heard at the door lately.”

Saine, a Republican, said she keeps hearing from “women who are pretty afraid the riots are coming up here to their neighborhood.” They are looking at local and national news footage and feeling anxious. Many are talking about getting trained to carry a gun, she said.

‘Law and order’ debate Pugliese, who has two kids ages 9 and 6, said the Mesa County women working to reelect Republican U.S. Sen. Cory Gardner and elect 3rd Congressional District candidate Lauren Boebert are concerned about the riots and protests.

“Obviously, law and order,” she said. “They want to make sure their kids are safe when they drop them off at school.”

Her Western Slope community has a big “back-the-blue” effort to support law enforcement, and that matters to moms who see firefighters and police officers coming into schools to talk about safety, she said.

As for the coronavirus pandemic, it’s a concern, but Pugliese doesn’t blame Trump.

“This pandemic was unprecedented and nobody was prepared for it,” she said. “People may not agree with how the president handled it. There are people who don’t agree on how the governor handled it.”

The issues she hears women talk about most often, she said, are the economy and transportation because they drive their children to various activities across town. “They want to make sure they can take care of their family,” she said.

Mary Dambman, president of the Republican Women of Broomfield, said COVID-19 is the latest fear tactic in politics. The mother and grandmother, and lifelong Republican, has been around long enough to see how candidates have used fear of war, terrorism, the county’s direction and

now the pandemic to sway voters, she said.

“I think I share with everyone, no matter what her age, the economy is No. 1,” Dambman said. “You are concerned about the needs of the family.

As you grow older, you think of your retirement. You hope that the cost of living doesn’t go crazy.”

“COVID is the fearmonger at the moment,” she added. “It will pass when we get a vaccine.”

But Lees, the Highlands Ranch mom, said she’s annoyed that conservative candidates, as she views it, are trying to use the protests around racial reckoning to evoke fear in women. “I’m not scared of violence in the streets,” she said. “I’m not scared of it coming to the suburbs.

“They are not here to take away my stuff,” continued Lees, who has taken her children to some of the Black Lives Matter protests in Denver and Highlands Ranch. “They are protesting because they don’t have the same options that we do.”

And whether or not candidates are talking about it, Lees is still concerned about gun violence. “We haven’t been in school so there haven’t been any school shootings,” she said, noting that Americans typically talk gun politics in the wake of a mass shooting.

Darien Wilson, also a Highlands Ranch mom, first became involved in politics five years ago by working to replace Douglas County School Board members who enacted a nowrepealed school voucher program.

Then she signed up to help elect Democratic U.S. Rep. Jason Crow in 2018. And this year, she put her own name on the ballot, for Douglas County commissioner.

Wilson calls 2016 “a dark time”

— the year her dog died, a family member was struggling with mental health issues, and Trump was elected. “I literally woke up every day after the election for months just nauseated to realize how many people are OK with sexual assault and how my daughters are not safe,” she said, refering to the then-candidate’s comments on an “Access Hollywood” tape.

As a candidate for commissioner, she tweeted in support of Black Lives Matter. In return, Wilson said, she’s been called a Marxist and a communist by supporters of her opponent, incumbent Republican Commissioner Lora Thomas. “The fear of this rioting is all about racism,” Wilson said. Scaring voters about riot violence works only if they are “primed for it,” she said.

Wilson’s campaign wasn’t getting that much traction until the current commissioners moved to withdraw from Tri-County Health Department after the department ordered a COVID-19 mask mandate. “My campaign just blew up,” she said. “I didn’t sleep for two weeks.”

Her campaign has focused on the pandemic and science, which is a “huge divide right now,” she said.

“Imagine if a terrorist had killed 60 people in Douglas County since March?” referring to the 63 coronavirus deaths in the county.

Thomas said her constituents aren’t concerned about whether Douglas County breaks up with TriCounty Health Department — they want to talk about how to keep the historically conservative county safe, she said.

“I have had many people ask me if they are safe here” and whether the protests will move to the suburbs,

she said. Thomas, a former county coroner now fighting her first competitive race against a Democrat, said voters care most about “quality of life,” including public safety and open spaces.

“I’ve been knocking on doors since 2004 and what I’ve found through all of my years knocking on doors and talking to voters, is that there is no one-size-fits-all for a suburban woman voter,” she said. “They’re conservative, they’re liberal … They love Douglas County the way it is.

And they want to keep it that way.”

Karen Middleton, president of the abortion rights organization Cobalt, has been making phone calls to women in the suburbs to ask if they will vote against Proposition 115, the abortion ban measure.

One woman cut her off and said, “I’m not at all into politics,” before hanging up. Middleton felt like the woman meant “politics is a yucky thing that other people are involved in,” and it reminded her of the times she’s knocked on doors for various campaigns — including her own for state representative in 2008 — and women would take her fliers and promise to ask their husbands.

This year, though, Middleton has been encouraged not just by the numbers of women fired up about politics, but by their enthusiasm.

“This time,” she said, “I’m seeing people come out of the woodwork.”

Tri-County’s order aligns with the governor’s order on all aspects aside from the duration and the outdoor requirement. That includes exempting children 10 and younger from wearing a mask.

Tri-County will continue to monitor the science and data pertaining to mask-wearing and its impact on the pandemic and will adjust the order as needed, the release said.

Agency responds as cases spike New social distancing restrictions for Adams and Arapahoe counties, announced on Oct. 16, marked the first public health orders Tri-County Health Department had issued regarding COVID-19 since its order on maskwearing in July.

Tri-County issued the new orders for those two counties in an attempt to slow the spread in Adams and Arapahoe and keep them from moving to even more restrictions under the state’s safer-at-home order, which would mean reduced capacity for businesses, places of worship and gatherings. If virus spread in a county becomes dire enough, it could ultimately be placed under a stay-athome order like the ones in effect last spring.

Douglas County’s trend is more concerning than Tri-County would like, but it wasn’t alarming enough to warrant a new public health order there, Douglas, the health chief, said.

Since early September, Arapahoe, Adams and Douglas counties saw their first notably sustained increases in rates of new COVID-19 cases since July, according to Tri-County data.

The agency warned earlier in October that the three counties must slow the spread or face tighter restrictions.

Health insurance rates in Colorado hold steady Numbers barely budge amid uncertainty linked to pandemic

Amid a historic public health crisis, something curious has happened with health insurance prices: Nothing.

When state officials this month unveiled the approved rates for next year’s health insurance plans, they announced the smallest change in years. Average prices for plans in the individual market — where people shop for insurance if they don’t get coverage through an employer — are set to decline by 1.4%. Average prices in the small-group market — where small employers buy plans for their workers — are set to rise by 3.8%.

Given that prices in both of these markets were increasing annually by double-digit percentages not long ago, the non-news of next year’s rates comes as welcome news for consumers. But it also raises a question. Why hasn’t the coronavirus pandemic — and all the costly medical care that can go along with it — led to higher insurance prices?

The answer can be found in dozens of pages of regulatory filings that insurance companies submitted to the state when seeking approval for next year’s rates. The upshot is that health insurers seem to be as unsure as the rest of us about what next year will look like.

Some companies project a modest increase in the amount of medical care they will have to cover due to coronavirus — on the order of 1% or so. Others think people will continue to avoid seeking treatment for nonurgent conditions, resulting in lower expenses. And some companies openly say they don’t know and don’t want to guess.

“It kind of nets out once you look at the savings that came from this year and you try to forecast that forward,” said Michael Conway, Colorado’s insurance commissioner.

Nationwide trend What’s happening with health insurance prices in Colorado matches what’s happening nationwide. When the Kaiser Family Foundation, a nonpartisan health-research organization, looked at filings across the country, it found an average 1.1% increase in prices for individual market plans next year. Digging deeper, the organization found that COVID-19 had an average 0% impact on next year’s prices.

“The term `uncertainty’ came up a lot,” said Nisha Kurani, a senior policy analyst at the Kaiser Family Foundation.

Part of that uncertainty is trying to figure out how much medical care unrelated to coronavirus people are going to need next year. When the pandemic hit this spring, hospital and doctor’s office visits for elective and non-urgent medical care plummeted. Even people potentially experiencing heart attacks stopped showing up at hospitals — possibly leading to an increase in cardiac arrests at home.

Michael Kleinrock, a research director at the health care analytics company IQVIA, said hospital patient volume nationwide has rebounded after steep drops earlier this year.

Overall for the year, the system is seeing about 20% less utilization than expected pre-pandemic. Patient volume is close to normal but not enough to make up for all those missed visits earlier in the year.

“The system appears to be learning how to walk and chew gum, learning how to manage COVID in this environment and still deliver necessary health care for other people. Which is positive,” he said. “But there’s still that lingering issue of the where-didthey-go people.”

Colorado hospitals have also seen a rebound in patient visits, but not enough to make up for earlier losses.

Julie Lonborg, a spokeswoman for the Colorado Hospital Association, said inpatient discharges are down 12% for

the year and emergency room visits are down around 25%.

Hospitals expect that lower volume to persist through the end of the year and much of next year, far longer than what the hospital association thought when the pandemic first hit the state.

“We all thought at the time, `Oh gosh, surely by October life will be a little back toward normal,’” she said.

“I think we all recognize now that that is not the case and will continue not to be the case for some time.”

The certainty of ‘uncertainty’ But there are also other factors that make it complicated to project how coronavirus will impact medical costs next year. How much will the virus spread? Will there be a safe

and effective vaccine and when will it be ready? Will new treatments be approved and how much will they cost? Will the election mean a change in the White House and a different approach to fighting the virus? Will pandemic-related job losses cause more people to buy coverage in the individual market — or drop coverage altogether?

“We note,” the Denver Health Medical Plan wrote in a filing with the state, “that there is substantial uncertainty regarding the impact of the COVID-19 pandemic on premium rate development, including whether the pandemic will increase or decrease costs in 2021.”

Fast-casual chicken spot to open on Smoky Hill Slim Chickens aims for ‘Southern hospitality’ in east Centennial

Byron and Kristen Wheeler have been in the restaurant business for years, amassing a large number of fast-food locations they run in the Denver metro area.

“It’s been part of our lives as long as we’ve known each other,” said Kristen Wheeler, 37. “It’s something that is a passion of ours and that we’re good at.”

The husband and wife team’s latest project: bringing a chicken restaurant that’s little known in the Denver area to east Centennial.

The Wheelers, who live in Castle Rock, met the founders of Slim Chickens and “fell in love with the brand and the heart behind it and wanted to bring it to Colorado,” Kristen Wheeler said. Slim Chickens opened in 2003 in Fayetteville, Arkansas.

Asked what set the couple’s hearts on Slim Chickens, Kristen Wheeler said: “Oh, gosh, well the food is delicious, first of all. But we love

the atmosphere of the restaurants, the Southern hospitality and really the family feel that Slim Chickens has.”

It’s a fast-casual restaurant — a term that means a server brings the food out to the customer rather than handing it off at the counter as in a fast-food joint — and it offers “100% all-natural chicken

tenderloin, and the tenderloin is a very small part of the chicken,” Wheeler said.

The restaurant buttermilk marinates its chicken tenders, lightly hand-breads and fries them, she added.

The Wheelers, who run LOVE Restaurant Group, also plan to open a third Colorado location in Colorado

Springs before the end of the year. Overall, the brand has opened 100 locations around the United States as well as international locations in Kuwait and London, according to the news release.

In their years in the business, the Wheelers have come to run 13 Burger King locations in the Denver metro area. The Centennial Slim Chickens location is a former Burger King, one of the Wheelers’ locations that closed about half a year ago.

Running fast-food restaurants taught Kristen Wheeler the “value of hard work and the value of people,” she said.

“Our whole philosophy in our company is to love our people,” Wheeler said, adding, “so that our team can extend that same love to the guests. Really learning the value of a strong team and loving them well.”

Food enthusiasts might also catch the Wheelers in their food truck that travels up and down the Denver metro area.

“We hit breweries and neighborhoods and local parks from Denver to Colorado Springs,” Wheeler said.

She, her husband and their team all help operate the truck, which they started up about a year ago, she said.

The truck is branded under the Slim Chickens name too.

CCSD has made a commitment to connecting each of its 55,000-plus students with an excellent education. That means making sure students at all levels and from all backgrounds have access to the latest technology, up-to-date tools and constant innovation.

This approach has been successful thanks to our amazing teachers, professionals who are committed to staying ahead of the curve so they can prepare all learners. As CCSD has faced continued cuts from the state level, our teachers have persisted in this work, making the most of fewer resources — in the middle of a pandemic.

Their commitment can only go so far. Once again, CCSD is facing unprecedented budget cuts from the state. The district is facing a new, $25 million cut from the state this year due to COVID-19. things. Maybe you’ve noticed your tolerance for failures in civility and common sense has diminished in 2020?

There’s a dog that’s let out at night and yaps about the time I’m writing or painting.

And yaps.

The yap is piercing; it penetrates walls — solid walls — and enters my eardrums like darts.

These are, mostly, little things. But an accumulation of little things can become a problem.

Richard Carlson beat me to it. He’s the author of “Don’t Sweat the Small Stuff ... and It’s All Small Stuff.” It was published in 1997.

It spent over 101 weeks on the New York Times Bestseller list.

In December 2005, on his way to promote “Don’t Get Scrooged: How to Thrive in a World Full of Obnoxious, Incompetent, Arrogant and Downright Mean-Spirited People” he suffered a pulmonary embolism on

There is “small stuff ” everywhere.

Unless someone isn’t paying attention, there are at least “Six Good Reasons to Stay Home and Bolt the Door.”

That’s the subtitle of Lynn Truss’ book “Talk to the Hand.” It was published (2005) long before COVID-19; none of the six, therefore, is related.

Quoting from it would only depress me — and you too. I bought it knowing it would only deepen my existing grievances.

That’s called “confirmation bias.”

While it is reaffirming, it generally leads to a limited view of things.

Truss has a sense of humor, so her complaints about the “apparent collapse of civility” are both insightful and entertaining.

Oriented toward action and focused on results

roactive or reactive. I did or did not. I can or cannot. I will or will not. When we look at those statements quickly, which words resonate with us personally? What I typically see is that people who connect with the words “proactive,” “I did,” “I can” WINNING and “I will” tend to be more WORDS action-oriented and resultsfocused.

There is no right or wrong answer here. Those of us who may have felt more comfortable with the words “reactive,” “I did not,” “I cannot” and “I will not” are sometimes less actionoriented and not as worried about the results. Some of us Michael Norton in this group are comfortable letting others take the actions necessary to achieve the results we are seeking.

One of the best lessons that I have learned that has impacted my personal life and my career has been to understand the difference between “Will” and “Skill.” In most cases, “Skill” can be something we acquire over time. Yet no matter how proficient we become at a certain “Skill”, if we do not have the “Will” to actually use the skill, we will always come up short when it comes to the achievement of our goals and dreams. Action orientation begins with “Will.”

“Skill” without “Will” usually manifests itself with poor performance and low productivity. “Will” without “Skill” does not really help either. We would be left with awesome desire and a positive attitude, but no knowl-

edge of what to do and how to get things done.

When this happens, it could lead to inaction, which consequently compromises our results.

Over the years I have interviewed, hired, trained, managed and led hundreds of people. And I would say that more often than not, when a new hire didn’t work out, as I looked back at the reason why, it was because I hired based on perceived “Skill” instead of “Will.” If given a choice today, I would always hire for “Will” before “Skill” assuming that there was the right onboarding and learning pathway to help develop the skills necessary for success.

As an example, when I interview people today, for any role or position in a company, I try and get to both “Skill” and “Will.” Skill shows up easily in resumes, on LinkedIn profiles, in certifications, and in reference checks. And the way I try and identify “Will” is to ask questions like, “Tell me about a time where being proactive helped you in your previous position.” “Have you ever been in a situation where you had to make a decision to take action or choose not to take a specific action?”

“Can you share a time where having a ‘can do’ attitude made a difference for you and the results that you achieved?”

This applies to our personal life as well.

How many times have we looked back on a time in life where we said things such as, “I wish I had said …” or “I could have asked …” or “If only I had done …” This type of reflection usually occurs when we choose inaction over taking action. Or when we were reacting instead of being proactive. And in our

Time to plan in fourth quarter

T

hird quarter is in the books, and we are heading into the last few months of the year.

And what a year it has been.

Investors have been on the edge of their seats with the election in a few short weeks and no end to COVID-19 in sight. It is difficult to make many year-end plans, but time is running out FINANCIAL to stay ahead of STRATEGIES your 2020 goals.

The calendar pages don’t stop turning, and soon we will be out of time to make important financial decisions.

Use this time while you are waiting for the election to be determined, or for a Patricia Kummer vaccine, to take care of things you may have postponed.

Start with updating your financial plan. You may have put this off waiting for in-person meetings to resume. In reality, you can see your own screen easier with web sharing capabilities these days so take advantage of this down time and update your financial advisor. It could have a significant impact on investment decisions going forward. But first you need to see where you stand on income, expenses, taxes and goal planning.

Next take a deeper look at taxes.

Hopefully, you have filed your 2019 tax return by now, and you immediately get to turn around and address 2020 taxes. There are only a few months left to take advantage of year-end tax planning such as: • Maximize your 401(k) plan contributions at work • Fund your self-employment fund for earned income this year • Pay your estimated taxes if needed • Look at your portfolio and tax loss harvest or realize gains while you are in a low bracket • Consider Roth conversions if you are in a low bracket this year, or if you believe taxes will increase.

Don’t forget about open enrollment at work or for Medicare. Once you have your plan updated, it should provide clarity around what benefits

Estate and elder care planning are also important pieces of your financial picture that often get pushed to the back burner. Review your estate documents, health care agent and financial power of attorney. Verify your beneficiaries on all of your accounts, including your bank accounts. Did you purchase something this year outside of your trust or your will? Property, vehicles and collectibles all need to be identified in your estate planning documents to ensure proper passing of ownership.

This is also a good time to determine if you have the right insurance coverage for your household items, such as artwork, jewelry, antiques and collectibles.

Review your elder care plan with your family members. Do you have proper insurance or family support?

Have you made your wishes known and do you know the wishes of your parents? There may be little or no warning when extra care is needed so it is important to have a plan in place.

Finally assess your current portfolio and see if it still addresses your goals. Determine if you are on track for retirement, travel, large purchases, education funding and other significant wishes. Revisit your risk tolerance for expected volatility in the coming weeks and months. Keep your eye on the long-term strategy to avoid making emotional decisions in the short term that may derail your goals over time.

Don’t wait for things to happen to you, take a proactive view of where you are and keep your house in order.

This will help you adjust as needed once you have a solid plan in place.

Proposition EE is a win-win for the future of our children. If passed, it would increase taxes on tobacco products and initiate taxes on nicotine vaping products. It would help decrease youth vaping and offer preschool to all children.

If passed, beginning in 2023 the majority of tax revenue would be permanently dedicated to a universal preschool program for Colorado,

Underprivileged youths earn bikes, skills, hope

Making wheel change

ernando Ibarra couldn’t figure out how to fix his bike.

So he took it to Lucky Bikes Re-Cyclery, a nonprofit community bike shop a block from his house in west Denver.

He couldn’t afford the repair price, but the shop manager offered another option. Ibarra, then 15, could volunteer around the shop, work off the cost of the parts he needed, and learn how to do the repair himself.

“I came in every day after school and kept at it, and before long I had a great bike,” Ibarra said.

Now 20, Ibarra works as a mechanic at Lucky Bikes, and said the shop brought far more to his life than just a couple wheels under his feet — he calls his coworkers his “bike family.”

“The folks here got me into mountain bike racing,” he said as he ran new brake lines on a BMX bike. “I’ve raced in Leadville, Granby — beautiful places I wouldn’t have seen otherwise.

I’m so grateful for this place.”

Lucky Bikes is one of several nonprofit bike shops in the Denver metro area, working to connect underprivileged youths with their own transportation, the skills to repair bikes themselves, and even start careers.

Bringing bikes to the masses Bicycles can be transformative for young people, said Jon Pasquini, the executive director of Lucky Bikes and its sister organization, Trips For Kids.

“There’s a sense of adventure on a bike,” Pasquini said. “As a kid, that freedom is amazing. There’s independence, there’s health and exercise, and it’s good for the environment, too.”

A former teacher, Pasquini wrote a curriculum for Learn to Earn a Bike, a 10-hour program where youngsters learn not just how to repair a bike, but also about the physics behind biking — levers, pulleys, force — and at the end get to keep their bike, a helmet and a set of tools.

The shop has lots of other programs, including three-month internships where local youth can learn customer service skills in addition to repairs. The pandemic put the kibosh on many of the shop’s fundraising efforts, but thankfully a boom in sales of refurbished bikes is keeping the shop afloat.

Now, Pasquini is working on a mountain biking team for local kids.

“Cycling is seen as an elitist sport,” he said. “Lots of kids on those teams are riding $10,000 bikes. We’re going to provide kids with bikes on that level.

We’re bringing it to the masses.”

‘It kept me going’ For others, nonprofit community bike shops are an integral part of the community, and a lifeline in tough times.

Julie Messa of Golden found herself out of work in mid-March as the pandemic forced the shutdown of the Golden Community Center’s senior program. Facing an uncertain future, Messa wanted to fall back on her favorite pastime of biking, but her bike was in shambles.

“Since I was out of work, I didn’t want to spend a bunch of money on a new bike,” she said.

Mask store capitalizes on moment in history Customers seek show of style as pandemic requires unwanted fashion accessory

Darcy Velasquez, 42, and her mother, Roberta Truax, were walking recently in the Park Meadows mall in Lone Tree, looking for Christmas gifts for Velasquez’s two children, when they spotted a store with a display of rhinestone-studded masks.

It’s an immutable truth of fashion: Sparkles can go a long way with a 9-year-old.

The store is called COVID-19 Essentials. And it may well be the country’s first retail chain dedicated solely to an infectious disease.

With many U.S. stores closing during the coronavirus pandemic, especially inside malls, the owners of this chain have seized on the empty space, as well as the world’s growing acceptance that wearing masks is a reality that may last well into 2021, if not longer. Masks have evolved from a utilitarian, anything-you-can-findthat-works product into another way to express one’s personality, political leanings or sports fandom.

And the owners of COVID-19 Essentials are betting that Americans are willing to put their money where their mouth is. Prices range from $19.99 for a simple children’s mask to $130 for the top-of-the-line face covering, with an N95 filter and a battery-powered fan.

Almost all shops and many pop-up kiosks in the Park Meadows mall now sell masks. But COVID-19 Essentials also carries other accessories for the pandemic, in a space that has a more established feel than a holiday pop-up store; permanent signage above its glass doors includes a stylized image of a coronavirus particle. Nestled beside the UNTUCKit shirt store and across from a Tesla showroom, it has neither the brand recognition nor the track record of a JCPenney. But longevity doesn’t seem to have helped that clothing chain or many others escape industry upheaval during the pandemic. According to analysts at S&P Global Market Intelligence, retail bankruptcies from January to midAugust reached a 10-year-high.

Not that the COVID-19 Essentials

owners want their products to be in demand forever.

“I can’t wait to go out of business eventually,” said Nadav Benimetzky, a Miami retailer who founded COVID-19 Essentials, which now has eight locations around the country.

That seemed to be the attitude of most of the customers who walked into the store on a recent Friday afternoon. Most understood the need for masks — face coverings are required to even enter the mall — and thus they recognized the business case for a COVID-19 store. Still, they hoped masks would soon go the way of bellbottoms or leg warmers. For the time being, they’re making the best of the situation.

Opportunity seized Nathan Chen, who owns the Lone Tree store with Benimetzky, previously ran a different store at the Denver airport, but as air travel declined, a COVID-focused business seemed a much better venture. The pandemic giveth and the pandemic taketh away.

Benimetzky opened the first COVID-19 Essentials store in the Aventura Mall in suburban Miami after seeing the demand for N95 masks early in the pandemic. “They’re ugly and uncomfortable, and everybody hates them,” he said. “I piggybacked off of that.

If you’re going to wear a mask, you might as well make it fashionable and pretty.”

That could mean a sequin or satin mask for more formal occasions, or the toothy grin of a skull mask for casual affairs. Some masks have zippers to make eating easier, or a hole for a straw, with a Velcro closure for when the cup is sucked dry.

The chain has locations in New York City, New Jersey, Philadelphia and Las Vegas, and is looking to open stores in California, where wildfires have only added to the demand for masks.

Initially, the owners really weren’t sure the idea would fly. They opened the first store just as malls were reopening following the lockdowns.

“We really didn’t grasp how big it would get,” Benimetzky said. “We didn’t go into it with the idea of opening many stores. But we got busy from the second we opened.”

“I lived through the polio epidemic,” Caeti said, as her latex-gloved hand inserted her credit card into the card reader. “It reminds me of that, but that I don’t think was as bad.” She recalled how her mother had lined her and her siblings up to get the polio vaccine, and said she’d be first in line for a COVID shot.

That perhaps is the one essential the store does not carry. It hawks keylike devices for opening doors and pressing elevator buttons without touching them. Some have a built-in bottle opener. There are ultraviolet-light devices for disinfecting phones and upscale hand sanitizer that employees spray on customers as if it were a department store perfume sample.

But the masks are the biggest draw.

The store can personalize them with rhinestone letters or the kind of ironon patches that teens once wore on their jeans.

Upon entry, customers can check their temperature with a digital forehead scanner with audible directions: “Step closer. Step closer. Temperature normal. Temperature normal.”

The store also has added a sink near the entrance so customers can wash their hands before handling the merchandise.

Passersby puzzled Some mallgoers walk by the store in bewilderment, stopping to take photos to post to social media with a you’ve-got-to-be-kidding message. One

older white couple in matching masks noticed a mask emblazoned with the slogan “Black Lives Matter” in the storefront display, and walked away in disgust.

The store takes no political sides; there are three designs of President Donald Trump campaign masks, two for Democratic presidential candidate and former Vice President Joe Biden.

One woman, who declined to give her name, came in wearing a mask below her nose and wondered whether a Trump mask would fit her smallish face. The Trump masks are among the more popular sellers, Chen said, so he keeps them in a bigger cabinet to accommodate the extra stock. It’s not clear if that will forecast the election results, as some have posited with Halloween mask sales.

He said that he normally wore a vented mask but that not all places allowed those. (They protect users but not the people around them.) He bought a $24.99 mask with the logo of the Denver Nuggets basketball team.

“It takes away a little bit of our personalities when everybody is walking around in disposable masks,” Chen said. “It kind of looks like a hospital, like everybody is sick.”

Most of the masks are sewn specifically for the retail chain, including many by hand. One of their suppliers is a family of Vietnamese immigrants who sew masks at their Los Angeles home, Benimetzky said. Chen said that it was hard to keep masks in stock, and that every day it seemed some other design became their best seller.

“I had to back up and say, `What the heck is this?’” she said. “I’ve never seen a mask store before.”

She perused the display case, noting she needed to find a better option than the cloth version she was wearing.

“I can’t breathe in this one,” said Lovett, who is white, before deciding on her favorite. “I like the Black Lives Matter mask.”

Flannel, family and Flat Acres Farm

Over the past 11 years, Mike Smith has built Flat Acres Farm into a Parker institution.

The 40-acre property at Dransfeldt and Twenty Mile roads has become an almost indispensable part of thousands of families in eastern Douglas County. Families from as far as Denver travel to Flat Acres Farm. A handful of families come week after week, Smith said.

“This allows families to check out and have some fun with the kids,” Smith said.

He motioned to the entrance of the farm.

“You don’t see too many unhappy kids until they’re right there, and they got to go,” he said.

Flat Acres Farm has been synonymous with fall in Parker since 2009.

The farm has a pumpkin patch with gourds of all sizes, a hay bale maze, haunted house, rubber duck races, a petting zoo, carnival rides and a pony ride.

Caroline Lundstrom, 3, picked a few petite pumpkins from a box at Flat Acres on Oct. 18, showing it off to her mother and aunt, who remember once roaming the grounds of the farm when they were girls.

Caroline did not hesitate when asked her favorite part about the season: “All of it,” she said.

Smith keeps the capacity at 400 people, per state health requirements, and said he sometimes has to turn people away. Half his customers, he said, are first-timers.

Some of the information that companies provided to the state is redacted to protect business confidentiality, and it is possible that the insurers were more candid with their assessments of the pandemic in those sections. But, just like the Kaiser Family Foundation saw nationally, the word “uncertainty” keeps popping up in insurers’ public filings.

“Due to the limited information available on the pandemic,” the insurance company Oscar wrote in an actuarial memo filed with the state, “any analysis is subject to a substantially greater than usual level of uncertainty.”

nary rates earlier this summer, they asked the state to approve an average 2.2% increase for the individual market and 5.7% increase for the small group market. But the state Division of Insurance, led by Conway, knocked those rates back before final approval.

When coming up with proposed rates, insurers have to make calculated guesses on how much certain components of health care costs will increase or decrease in the coming year. For instance, insurers will estimate how much rising prices or how much frequency of health care utilization will impact their costs. This is called “trend” in regulatory parlance.

One reason regulators knocked next year’s proposed rates down is that the state imposed a cap on how much of an increase insurers could predict for health care utilization — setting the amount at no more than 1%. Conway said that was done because the state last year approved projected utilization increases that were way higher than what insurers have actually seen, because of the pandemic. That meant rates were likely set higher than ulti-

mately needed last year, which could lead insurers to having to refund money to customers in the coming years.

“It just really hadn’t come to fruition, the increase we had approved last year,” Conway said. “So we didn’t think it would be appropriate to grant a typical utilization trend.”

Amanda Massey, the executive director of the Colorado Association of Health Plans, an insurance industry trade group, said the Division of Insurance also limited how other coronavirus-related costs could be factored into the 2021 rates. She said it’s important that the long-term costs of coronavirus be fully accounted for.

Not doing so, she said, “could have serious consequences for health insurance premiums in the future if not accurately reflected in rates.”

A place for art and creativity Shop owners Daneen and Bob Terrell are eager to bring in neighbors

It’s tough to say exactly what Carousel Emporium is.

Is it an antique shop? A makerspace? A consignment shop? An art gallery? A community gathering place?

How about all of the above?

Daneen and Bob Terrell opened the Englewood shop at 3665 South Broadway in August, after a long journey to get the place up and running.

“We had everything lined up last spring,” Daneen said. “Our grand opening date was supposed to be in April — we had a band lined up and everything. Then, of course, COVID hit, and we just hunkered down and waited.”

The couple used their time well, lining up unique local artists like oil painter Stacy Harrigan and watercolorist and jewelry maker Nancy Thorn to line the walls with paintings.

They also stocked the shelves with curios and antiques, some gleaned from their other business running estate sales. Bob brought in his collection of antique clocks and radios, and crowned the shop floor with a 1951 Sears & Roebuck canvas canoe.

But perhaps the most exciting part of the shop isn’t yet fully realized: a versatile classroom and makerspace

“We could see it being used for guitar lessons, cooking classes, art groups — there’s a lot of possibility there,” Daneen said, though much of that will probably need to wait until the pandemic is in the rearview mirror. “In the meantime, we might see what we can do via Zoom — I’ve got friends learning to cook from chefs in Italy. It can be pretty neat.”

The shop’s aesthetic has a retro flair, perhaps an outgrowth of Daneen’s childhood helping relatives operate a shop and milk delivery business in Northglenn back when Denver’s north side was still home to barns and cows.

Bob, also a Colorado native like his wife, grew up in Kiowa, still something of a cowboy town far southeast of Denver.

Despite the challenges of opening a shop during the pandemic, Daneen said word has been getting around about the wonders behind the door of the little storefront.

“We really love the word-of-mouth we’re getting,” Daneen said. “That’s the whole idea — we want to be part

Boy Scouts take strides for those less fortunate Led by champion fundraiser Josiah Myers, the boys of Troop 36 trudge the trails

For most Americans, food is often no farther away than the refrigerator.

But for people in the developing world, getting something to eat or drink can require walking miles a day.

Those are the people on Josiah Myers’ mind every year as he undertakes the annual CROP Hunger Walk, in which participants walk miles as part of fundraising efforts to feed the world’s hungry.

Myers, 12, has been participating in the walk since he was 4, becoming the star fundraiser of the Littleton chapter — now called the Foothills CROP Walk.

This year, he brought along some friends: his fellow Boy Scouts of Troop 36, who trudged five miles up Waterton Canyon on Oct. 24 to recognize struggles faced by people far less fortunate — with several of the boys carrying gallon water jugs to symbolize how far people in the developing world must walk for clean water.

“So many people in the world face hardships and hunger, and it’s easy for people who have food to forget,” Myers said. “I’m just trying to do what I can for them.”

“This problem is global, but also very much local,” said Megan Rudolf, who coordinates the Foothills chapter with her sister Michelle. “We have people in our city who are homeless.

We have kids going hungry.”

Rudolf said Myers is consistently

a top fundraiser for the group, and this year she challenged him to raise $5,000. She lined up a matching grant of $2,500, meaning Myers was on the hook for the other half. He was at $1,730 by the time the walk started, and had until Nov. 10 to raise the rest.

The money, Rudolf said, will go to help a variety of groups, including some that combat hunger locally including the Action Center, Love INC

and Sharing with Sheridan.

Myers has a consistently giving spirit, said his mom Kim Myers — he came up with the idea to keep chickens and sell their eggs to raise money for an Ethiopian child he sponsors.

“I’m just really thankful to have so many people walking with me this year,” Myers said. “It means a lot, and hopefully it means something to hungry people too.”

Gallery reopens with members’ exhibit Guild makes home in restored depot with accompanying caboose

Painter Pat Dall has created images of some of her glass and pottery treasures from her home. Both are longtime Littleton Fine Arts Guild members and former presidents of the organization, which started to gather and paint in the 1950s in the now-gone Grange Hall that once stood at Orchard Road and University Boulevard.

The Littleton Fine Arts Guild raised money and restored the 1899 Atchison, Topeka and Santa Fe Railway depot to its happy red color in 1976, with a Bicentennial grant and help from the late Varian Ashbaugh, who moved it over from a location where is sat, empty and languishing, in Bega Park.

It once was busy as daily trains carried people and freight, including milk cans.

Artist/member Brigitte Runnals, who lives in Castle Rock, is featured as “Artist of the Month” at the Depot Art Gallery, since the downtown Littleton gallery opened again Oct. 2, with a “Best of the Best” exhibit of art by Littleton Fine Arts Guild members, who responded to a call to “bring in

Creek rolls over Grandview in the cold, rain Bruins win 37-0 in contest at Stutler Bowl

Top-ranked Cherry Creek played No. 8 Grandview in a Centennial League football game on a chilly, rainy night at the Stutler Bowl on Oct. 22.

Creek’s first drive after taking the opening kickoff set the tone for the game as the Bruins went 80 yards in five plays to score and went on to record a 37-0 victory to remain unbeaten at 3-0 for the season.

The two minute, 50 second first drive ended when quarterback Julian Hammond tossed a 22-yard scoring pass to Chase Penry.

“I thought we handled tough conditions pretty well,” said Bruins’ head coach Dave Logan. “The defense tackled well and offensively I thought our execution was for the most part good.”

Hammond threw four touchdown passes during the game which featured five intercepted passes, three

by Creek and two by the Grandview Wolves, and several dropped passes.

Penry, who has committed to play next season for the University of Colorado, hauled in two of Hammond’s TD passes and finished with five catches for 94 yards. Gunnar Helm also had two TD receptions including a 60-yard strike in the third quarter. Helm had eight catches during the game for 137 yards.

Bruins’ defense.

Creek is scheduled to play Overland on Oct. 30 at the Stutler Bowl while Grandview, which lost 43-42 to No. 5 Eaglecrest in the second game of the season, faces Smoky Hill on Oct. 30 at Legacy Stadium.
