County District 3 candidates meet at Los Olivos forum

andidates for Santa Barbara County's 3rd District supervisor's seat came to St. Mark's-in-the-Valley Espiscopal Church in Los Olivos on Tuesday, Jan. 30, for a candidates forum hosted by the Santa Ynez Valley Association of Realtors. Incumbent Joan Hartmann, and her challengers, Lompoc Mayor Jenelle Osborne and business executive Frank Troise spent the forum answering questions sent by email and from audience members and moderator Guy Walker, a longtime financial advisor and founder the the Santa Ynez-based financial firm Wealth Management Strategies. Hartmann is running for a third term as 3rd District Supervisor, representing an area that is considered by many a bridge between the north and south parts of Santa Barbara County. poc since 2018, and a member of the City Council since 2016. As a small business owner since 2005, Jenelle provides event planning and professional organizing services. Troise is an internationally recognized financial expert who has lived in the Santa Ynez Valley for over 20 years and has appeared on various financial networks to discuss global financial matters. The first part of the forum saw the candidates answer five questions sent in advance of the forum and that the candidates had already seen. After a break, they would answer questions submitted by audience members in writing, as many as the overall twohour time limit would allow. The candidates would have two minutes to answer in the later segment. The first question read by Walker to the candidates: What is the most critical issue facing the Santa Ynez Valley requiring the assistance,

participation and cooperation from the Board of Supervisors, and what would you do to resolve the issue? Hartmann answered first and said preserving the rural character of Santa Ynez Valley in keeping with its community plans, but that a special focus needs to be made on traffic safety, especially around Santa Ynez High School, where a girl named Carina Velazquez was killed in 2015. The supervisor said she recently held a ribbon-cutting for a new trail named in honor of Carina, and more like it could alleviate problems on Highway 246. "I envision it like Ojai, where a bike's beds and equestrians would all be able to use that trail connecting kids to schools," Hartmann said. "I have $2 million designated for the trail in the county, and this cross-county connector would be transformative. It's my legacy project."

Osborne admitted that everyone in the room probably had a different critical issue, but to her the most critical issue they were all going to face was public safety and the cost of it. "The cost of public safety for Buellton and Solvang, who contract with the county is a 100 percent recovery," Osborne said, "and they've seen the cost nearly double if not triple in some scenarios. And no improvement. We have a shortage not only in officers, but in budget." Osborne said with limited revenue funds, she didn't have a solution yet for the problem but that it's "something we have to deal with." When Troise got the microphone he threw the audience a bit of a curve when, right after introducing himself, he picked up the stack of notes and dropped them on the floor.
