owntown Solvang was awash with Christmas cheer and Hollywood flair as the latest edition of the Julefest Parade was held on Dec. 2, kickstarting the more-thanmonthlong holiday celebration.

This year parade organizers picked the theme of "My Favorite Christmas Movie" and many of the sponsored floats showed their inspiration.

Parade-goers saw several holiday film staples represented throughout the parade, which totaled 44 entries. There were a couple "Grinches." There were two floats styled after "The Polar Express." Solvang Spice Merchants rode by displaying a scene from the Island of Misfit Toys in "Rudolph, the Red-Nosed Reindeer." Summerset Farms of Santa Ynez rode a vintage firetruck with a cutout of Clark Griswald from "Christmas Vacation," and even a gentleman dressed like Cousin Eddie was spotted elsewhere in the parade.

The Toyota of Lompoc car dealership, in its second year particpiating in the parade, went with "How the Grinch Stole Christmas" for its float, and had employees personifying the characters in the now-classic film based on Dr. Seuss' book.

"We decided on the movie

we wanted, and just got everything organized within a couple weeks," said Lupe Zavalla, a customer relations manager with the dealership. "We got it designed and found the people to do the characters."

Angela Guzman, another Toyota of Lompoc employee, was

picked to ride in the parade as Cindy Lou Who, the little girl who reaches out to and befriends the Grinch in the movie.

City to hold annual Solvang Christmas Tree Burn on Jan. 5 The City of Solvang (www.CityofSolvang. com) and the Santa Barbara County Fire Department (www.SBCFire.com) will, weather-permitting, hold the annual Solvang Christmas Tree Burn on Friday, Jan. 5, 2024, from 5 to 7 p.m., in the empty field adjacent to Old Mission Santa Inés (1760 Mission Drive, Solvang). The tree burn will be the 32nd annual for the City of Solvang, which did not host the event in January 2021 due to COVID concerns, or in January 2023 due to weather constraints.

The Solvang Christmas Tree Burn is usually held in early January as a wrap-up of the monthlong Solvang Julefest celebration, and is considered to be one of the largest fire safety demonstrations along the California Central Coast. It will include music, a retirement of American Flags led by Boy Scout Troops 007 and 41, a fire safety demonstration from Santa Barbara County Fire, refreshments for purchase from Rudy's Restaurant food truck, activities coordinated by Solvang Parks & Rec, with the grand finale of igniting the gathered trees.

Christmas trees for the bonfire may be dropped off at any time up until 4 p.m. on January 5. The City of Solvang asks that residents and businesses please do not drop off flocked or artificial trees, or trees with ornaments, tinsel, other decorations, or treestands. All Solvang residents may also leave their Christmas trees curbside from Dec. 26 through Jan. 14, and Waste Management will pick them up on respective trash service days as part of their Holiday Tree Recycling program. Residents may also place cut trees inside their green organics cart (lids must

close completely). Natural holiday wreaths may also be recycled in the green organics cart, with metal frames removed.

Santa Barbara County Supervisor Joan Hartmann announces she will run for re-election

Santa Barbara County Third District Supervisor Joan Hartmann files papers for re-election at the county election office.

SANTA BARBARA COUNTY — Joan Hartmann has declared her candidacy for re-election to a third term representing the 3rd District on the Santa Barbara County Board of Supervisors.

Hartmann announced Dec. 11 she has officially filed papers to run for re-election to the Third District, representing the Santa Ynez Valley, the Gaviota Coast, and the cities of Lompoc, Buellton, Solvang, and majority

of the City of Goleta. The election is March 5, 2024.

“I am proud of my record, but there is much more to do," Hartmann said. "I remain committed to empowering our communities, building resilience, and leading with vision and integrity. With your support, I will continue to make Santa Barbara County a better place for all of us. Together, we can continue the positive transformation of our beloved region.”

Hartmann has served as the Third District County Supervisor since 2017. Before that, she served three years as a county planning commissioner. As supervisor, she has focused on transitioning to a renewable energy economy; protecting open space, especially along the Gaviota Coast; promoting parks, trails and active living; expanding economic opportunities, including Broadband for All, advancing the welfare of children and seniors, and addressing homelessness in our community.

Joan has lived in Santa Barbara County since 1999. She served for six years as a Court Appointed Special Advocate (CASA) for children in the foster care network. She also served on the Wildling Museum's Board of Directors, the Fund for Santa Barbara's Grant Making Committee, and the Santa Barbara Foundation's LEAF Advisory Committee.

Solvang City Council approves overdue Housing Element Outcry continues over proposed development at Alamo Pintado Road and Old Mission Drive

T

he controversy over a proposed housing complex at the so-called Site C at Alamo Pintado Road and Old Mission Drive cropped up again at the Solvang City Council's Monday, Dec. 11, meeting before the council approved the city's Housing Element about 10 months after it was due.

The council operated as a group of four at this meeting with the absence of Councilmember Robert Clarke.

The issue over the complex, which has been strongly opposed mostly by residents of the city's Mission Oaks area, also caused a member of the General Plan Advisory Committee, Lansing Duncan, to announce his resignation from the panel.

The current Housing Element was adopted in April 2015 and covered the period from Feb. 15, 2016, to Feb. 15, 2023. The next cycle of the housing elements covers the period of Feb. 15, 2023 to Feb. 15, 2031. This new Housing Element will encompass housing policies and programs to be implemented through the year 2031.

Solvang missed its Feb. 15 deadline for the Housing Element to be reviewed and approved by California Department of Housing and Community Development (HCD), triggering the ability for project applicants to utilize new state laws to facilitate housing developments outside of the city’s local control, including projects that do not conform with zoning but do meet policies in the existing General Plan and adopted Housing Element, known as “Builder’s Remedy.” At

this time, the city has received the application for Site C contained in the Draft Housing Element.

Adoption of the 2023-2031 Housing Element will not have any bearing on this submitted application, however, failure to adopt the Housing Element would allow for additional Builder’s Remedy applications to be filed and processed by city staff.

The council chambers drew a larger-than-usual crowd, many of whom were there to speak out against the proposed development.

Mayor Mark Infanti reminded the audience that because the specific project was not on the agenda, council could not take a motion on it, but that citizens were welcome to oppose it in Public Communication for non-agenda items.

Twelve speakers came up during Public Communication to oppose the three-story, 109-unit project, citing traffic and congestion concerns, the size of the complex, and the belief that the building is just not right for Solvang.

However, it was Lansing Dun-

can, a former Solvang planning commissioner and current member of the General Plan Advisory Committee, whose action spoke louder than words.

"Obviously, I believe in protecting our natural and man-made heritage and the importance of the public planning process, or else I would not have devoted so much of my life to it,” Duncan said. "When I see that tossed aside and the results trampled on, I am flabbergasted.”

"The city, and yourselves, seem to be sweeping this outrageous Builder's Remedy proposal under the rug," he said. "Solvang's vision of the future is being discarded in favor of Oakland and Sacramento's lack of vision; therefore, I tender my resignation from the General Plan Advisory Committee."

Later on Zoom, John Everts a former member of the Santa Ynez Valley GPAC gave his summary of why the proposal runs into so much opposition.

"This isn't NIMBY-ness or antipathy to low-cost housing," he said. "It's a project that does not

deliver on affordable housing, and is the epitome of poor planning."

After the public comment, the council eventually got to the discussion item, 5b, Public Hearing to consider adoption of Resolution No. 23-1238 Approving a General Plan Amendment.

City Planning Manager Rafael Castillo, along with Contract Planner Laurie Tamura presented their report.

Castillo pointed out the that their have been "110 new state laws" that have been passed concerning housing since the element deadline passed, which is why it's imperative to approve the Housing Element now.

He also pointed out consequences if the council failed to adopt the Housing Element, including one that the city is dealing with on the Site C proposal. They include facing legal challenges to land-use decison ("That's on our doorstep now," Castillo said), as well as having to pay fines or fees, losing grant funding opportunites, and a state-mandated moratorium on all permits.

Tamura then explained SBCAG's Regional Housing Needs Allocation (RHNA), which had 191 affordable units for Solvang, with 64 to be classified as Assumed Accessory Dwelling Units (ADUs). She suggested strategies to meet the RHNA, including priority processing, fee waivers, incentives to build ADUs, and partnership with nonprofit builders to apply for funding.

Councilmember Elizabeth Orona asked Tamura about the 64 figure used for as Assumed Accessory Dwelling Units (ADUs) and how they got there. Tamura said they took an average and projected them out over eight years, after which Orona asked why they weren't reaching numbers that were rather low for the county.

"The RHNA numbers are targets," Castillo said. "We need to show good faith in reaching those targets. That starts with rezoning some of those sites. We rezone, put them at a buy-rights and reduce barriers. That's all we can do; we're not in the home-building game.

We're not builders."

After Orona praised both Tamura and Castillo for their efforts in meeting the housing targets, Castillo said, "to put it baseball terms, because I'm a baseball fan, I'm the closer; I'm just trying to take it home."

Eventually, Councilmember Claudia Orona moved to approve the Housing Element (Councilmember Dave Brown seconded) and the motion passed 4-0 with Clarke's absence.

There will be no City Council meeting next week as next Monday is Christmas Day, and in the Dec. 11 meeting City Manager Randy Murphy mentioned the possibility that the meeting after that, set for Jan. 8, may not happen because of a lack of agenda items. Murphy did not cancel the Jan. 8 meeting, but said they would look into that.

Santa Barbara County supervisors adopt 2023-2031 Housing Element Public speakers stress need for housing that's affordable and available to locals Staff Report

SANTA BARBARA — The Board of Supervisors adopted the County’s Housing Element Update 2023-2031 (HEU) at a hearing on Tuesday, Dec. 5.

The Board of Supervisors considered the analysis, policies and programs in the Draft HEU, and adopted the Final HEU. The board did not consider or take any actions on the rezones during this hearing.

Rezones will be considered in early 2024.

At the public hearing, several speakers addressed the need for affordable housing and a preference that any housing built be available to locals. The Final HEU includes a program that directs the county to study the feasibility of developing a Local Preference Housing program that prioritizes people who live and/or work within Santa Barbara County who wish to rent or purchase affordable units.

The State Housing and Community Development Department (State HCD) will review the Final HEU to determine that it is in substantial compliance with state requirements. The county received formal notice from the State HCD on Oct. 16 that the county’s Draft HEU was preliminarily in substantial compliance with state requirements.

sites will take place early in 2024 after the release of a draft Program Environmental Impact Report (PEIR) analyzing potential impacts associated with the potential rezones. During the public comment period on the Draft PEIR, the department will hold two public comment hearings; one in North County and one in South County.

“This Housing Element cycle was more complex than any previous cycle with hundreds of pages of requirements and instruction," said Planning and Development Director Lisa Plowman. "I am very

proud of the job our team did producing a document that the state found in substantial compliance very quickly, and that identified more sites than required so the Board of Supervisors will have a range of options to choose from at hearings next year on the rezones.”

For this cycle, State HCD requires that Santa Barbara County identify sites to accommodate 5,664 new housing units in unincorporated portions of Santa Barbara County between 2023 and 2031. This is an eight-fold increase from the last cycle. That housing-needs allocation, the Regional Housing Needs Allocation (RHNA), is further broken down to require 4,142 units in the South Coast region and 1,522 units in the North County region. This breakdown attempts to address the current jobs-housing imbalance.

The state requires the county’s Housing Element to accommodate 2,818 very low-, low- and moderate-income units.

The county submitted the Draft HEU to State HCD for review on March 31. After receiving preliminary comments from the state on June 30, the county worked with the state to address their questions and comments over the summer and submitted a formal revised draft on Sept. 22.

The Planning Commission considered the Draft HEU at a public hearing on Nov. 8, and recommended the Board of Supervisors adopt the Draft HEU. The Housing Element Update is one of the mandated components of a General Plan. It directs local governments to plan for the existing and projected housing needs of all economic segments of the community. This is the sixth Housing Element cycle, covering 2023-2031.

Volunteers needed for the 2024 Homeless Point-In-Time Count Yearly tally takes place next on Wednesday, Jan. 24, 2024. Final day to sign up is Jan. 19 Staff Report

SANTA BARBARA — The Santa Maria/ Santa Barbara County Continuum of Care (CoC), in partnership with the County of Santa Barbara and The Santa Barbara Alliance for Community Transformation (SBACT), invites volunteers to participate in the countywide 2024 Homeless Point-In-Time Count from 5:30 a.m. to 9 a.m. on Wednesday, Jan. 24, 2024. The Point-In-Time Count is the annual count of individuals and families experiencing homelessness on a given day.

Teams of volunteers will canvas assigned routes throughout Santa Barbara County and will briefly document who is experiencing homelessness. This information is used to plan local homeless assistance systems, justify funding, and raise public awareness.

All volunteers are required to attend a training session. In this one-hour session, volunteers will learn more about the importance of

The Director of Child Support Services oversees crucial operations related to parentage establishment and child support enforcement throughout Santa Barbara County, playing a vital role in Board initiatives.

Richardson, a public servant with nearly 20 years of experience, has been a part of the Department of Child Support Services since 2016. Her extensive service history includes roles in various departments within the County of Santa Barbara and positions in nearby cities and counties. Richardson's experience also extends to her role as the finance director of the City of Grass Valley, where she played a key role in labor negotiations and implemented innovative payroll and human resource systems.

In her current role as Assistant Director of the Department of Child Support Services, Richardson has provided direction and support to staff, collaborated with the director, and contributed to the implementation of the department’s strategic vision and goals.

It is important we have an accurate count, and we cannot do that without the help of volunteers. Homelessness is a community problem that requires a community-wide solution."

The Point-In-Time count is only possible with a community-wide effort by the increding fiscal health, independence, and stability. Her efforts led to the implementation of cost-saving efficiencies across multiple departmental areas.

Regarding her appointment, Richardson expressed her excitement, stating, “I am thrilled to lead our exceptional child support team at this critical juncture. State-level changes in the coming year present unprecedented opportunities to offer flexible, more customized child support services.”

County Executive Officer Mona Miyasato expressed confidence in Richardson, saying, “Mette Richardson's commitment to excellence, demonstrated through her accomplishments as assistant director, reflects her passion for public service. Los Padres announces new Santa Lucia District Ranger Benjamin Gray comes to district from Mendocino National Forest in Northern California Staff Report

SOLVANG — Los Padres National Forest officials announced the arrival of a new, permanent district ranger for the Santa Lucia Ranger District. Benjamin Gray was selected for the position in October and assumed the position Dec. 4. Gray replaces Tony Martinez, who left for a position on the Angeles National Forest earlier this year.

Gray comes to Los Padres from the Mendocino National Forest in Northern California, where he served as a district recreation officer. He recently completed an assignment as the interim deputy district ranger on the Shasta-Trinity National Forest and is a graduate of the U.S. Forest Service’s Middle Leader Program. Gray previously served on the Cleveland National Forest in Southern California, where he managed recreation for the San Diego River Watershed.

“We are excited to have Ben join the forest leadership team and to have a permanent

ranger on the district who can continue the important work that lays ahead while cultivating relationships with our partners and volunteers,” said Los Padres Forest Supervisor Chris Stubbs.

Gray is a native of Orlando, Florida. He holds degrees from Rollins College in Winter Park, Florida, and the University of Kansas. Prior to joining the Forest Service, Gray performed research about natural resource decision-making, community resilience to natural disasters, and how partnerships between the states and federal government can reduce the spread of wildfire across jurisdictions.

“I am very happy to be a part of the Santa Lucia District of the Los Padres National Forest,” Gray said. “There aren’t many places in the world that have the beauty and charm of this area. I look forward to developing relationships with the forest’s visitors and partners and serving the people of today while protecting the forest resources for tomorrow.”

Gray and his wife, Alecia, have a son named Ben. When not at work, Gray enjoys spending time with his family, camping, disc golfing, hiking, racquetball, and music.

SYV Humane Society/DAWG helps save over 40 dogs from hoarding case Local nonprofit teams up with LeWoof Rescue, other agencies to rescue canines from high-kill shelter Staff Report

BUELLTON — In a remarkable display of collaboration and commitment to animal welfare, SYV Humane/DAWG has united forces with LeWoof Rescue, START Animal Rescue, Oregon Humane Society, and Kennels 2 Couches. Together, they successfully rescued over 40 dogs from a dire hoarding case in a high-kill shelter.

This joint effort was urgently initiated in response to a distress call from Jen Curtis, the owner of LeWoof Rescue, as more than 100 dogs faced an uncertain fate in a facility where time was of the essence.

Julie Cousino, executive director of SYV Humane/DAWG, expressed the vital importance of collaborative efforts in addressing the challenges faced by animals in distress.

"Rescue takes a village, and collaboration is at the heart of our mission," she said. "One organization would not be able to accomplish this alone. Together, we can make a significant impact and provide these dogs with the love and care they deserve. This rescue is a testament to the power of unity in the world of animal welfare.”

Cousino emphasized the significance of pooling resources, expertise, and networks to make a greater impact on the lives of animals.

"When organizations come together with a shared mission, the possibilities for positive change are limitless," she said. "In this case, our combined efforts have not only saved lives but have also given these dogs an opportunity for a brighter future."

SYV Humane/DAWG was able to take in 15 of these dogs in need.

LeWoof Rescue, renowned for its dedication to animals, particularly those on euthanasia lists, and its commitment to finding loving homes for pets in need, expressed gratitude for the collaboration with SYV Humane/DAWG. "It just really takes a team effort to help all of the different shelters and rescues, especially those dogs who need our help," Curtis said.

"So thankfully, through continued networking and building relationships, rescues like this can happen. These dogs now have the chance to thrive and experience the love and care every animal deserves."

The rescued dogs, mostly small poodles, terriers, and Chihuahuas are currently at different stages of their recovery. They are undergoing veterinary assessments, vaccinations, and behavioral evaluations to ensure they are ready for adoption into loving homes. Some are already available for adoption, while others are still decompressing and require additional care. SYV Humane/DAWG is actively seeking foster homes to aid in the rehabilitation of these dogs and facilitate their journey to forever homes.

Special thanks are extended to Curtis for spearheading this rescue and her dedicated efforts, START Animal Rescue for transport assistance, and the invaluable support from Oregon Humane Society and Robin Unander-La Berge at Kennels 2 Couches in rescuing these 40 dogs.

Shannon Douglass elected to lead Farm Bureau The election took place at the organization’s 105th Annual Meeting Dec. 1-6, in Reno, Nevada

CALIFORNIA — Shannon Douglass, a diversified farmer from Glenn County, has been elected as the new president of the California Farm Bureau.

Douglass, who served three terms as first vice president, becomes the first woman to head the organization, which was founded in 1919.

The election took place at the organization’s 105th Annual Meeting Dec. 1-6, in Reno, Nevada, a conference in which Douglass emphasized unity and collaboration as the Farm Bureau works to sustain agriculture in the state.

“This is an exciting moment,” Douglass said after the vote. “Farm Bureau has provided me with tremendous opportunities as a first-generation farmer. I’m excited to be part of the leadership of this organization, which represents the diversity of farmers and ranchers in our state.

“The California Farm Bureau has long played an important role in working to protect the future of America’s most productive agricultural economy,” Douglass said. “We face abundant challenges in farming and ranching today. But California remains a great place to grow food, and Farm Bureau is committed to helping our state farmers, ranchers and agricultural businesses thrive for generations to come.”

Douglass succeeds Jamie Johansson, a Butte County olive and citrus fruit grower who served three terms as president, beginning in 2017.

Douglass is an owner of Douglass Ranch in Orland, which raises cattle and grows walnuts, corn and forage crops. She also co-founded CalAgJobs, an online listing of employment opportunities in California agriculture.

Having dedicated 20 years to the organization, Douglass has served as a director of the Glenn County Farm Bureau and as chair of the California Farm Bureau’s Young Farmers & Ranchers State Committee.

She is a graduate of the Leadership Farm Bureau program and the California Agricultural Leadership Program and participated in

the American Farm Bureau Federation Partners in Advocacy Leadership program. Douglass earned a master’s degree in agricultural policy, a bachelor’s degree in agriculture and a minor in agriculture business from California State University, Chico.

Addressing delegates, she called for “collaboration” and “teamwork” to advance the cause of agriculture in California. She called Farm Bureau “the greatest ag organization in the state,” declaring that “all of California agriculure relies on our strength.”

Shaun Crook, vice president of a family timber business and a real estate agent specializing in ranch, commercial and residential properties, was elected as the Farm Bureau’s first vice president. Crook has served three terms as the organization’s second vice president. He was first elected as president of Tuolumne County Farm Bureau in 2015.

Addressing delegates, Crook said visiting with members in the counties “reenergizes me about our shared mission and acknowledgment of how important every single one of you are to the success of California agriculture. You are the grassroots that make this organization special.”

Ron Peterson, a member of the Stanislaus County Farm Bureau, declined the nomination for first vice president but accepted the sole nomination for second vice president and

was elected to the position.

A member of California Farm Bureau Board of Directors and chair of the organization’s finance committee, Peterson is past president of the Stanislaus County Farm Bureau.

He is a cattle rancher and dairy farmer who grows silage crops and almonds in Hilmar.

“I’ve served this organization for 27 years, and Farm Bureau is family,” Peterson said in addressing delegates. “I look forward to working with this team. I will work very hard for you, and I appreciate the confidence in your vote.”

After two standing ovations from delegates and attendees, Johansson thanked the group for his six years as California Farm Bureau president.

“I’ve loved every minute of it,” he said. “Let’s go make a difference and make some changes for the betterment of California because California needs agriculture.

“Our vision is: California Farm Bureau protects California’s diverse farming and ranching legacy and enables the whole agriculture community to thrive,” he said. “It is our diversity that makes us stronger, and we have an opportunity to change this state and have a greater influence into changing this country.”

In other business, and for the first time in 39 years, delegates admitted a new Farm Bureau to membership in the organization. The San Francisco Farm Bureau is the 54th Farm

Bureau and follows Inyo-Mono County Farm Bureau that was approved in 1984.

The idea to create the San Francisco Farm Bureau was spearheaded by California Treasurer Fiona Ma, who served in the California State Assembly representing San Francisco.

She traveled to Reno to personally pitch delegates on the proposal.

“We want to do more to educate our young people in terms of Ag in the Classroom and Ag Day, and make sure that they have the same opportunities so that they appreciate all of the hard work that you all do,” Ma told attendees.

“I wanted to make sure that we protected our farmers and our ranchers, so we don’t have to depend on other countries or other states for our food.”

Before approving the new Farm Bureau, Douglass said proponents applied for membership into the organization and met bylaw requirements.

Four new board members were also elected at the annual meeting: Mark Lopez of Fullerton represents Los Angeles and Orange counties; Kevin Robertson of Corcoran represents Kern and Kings counties; Lorna Roush of Riverdale represents Fresno County; and Jake Wenger of Modesto represents Stanislaus and Tuolumne counties.

Seven members of the board were re-elected to new, two-year terms: Clark Becker of Biggs represents Butte, Nevada and Yuba-Sutter counties; Taylor Hagata of Susanville represents Lassen, Modoc and Plumas-Sierra counties; Ronnie Leimgruber of Holtville represents Imperial and San Diego counties; Jay Mahil of Madera represents Madera, Mariposa and Merced counties; Joe Martinez of Winters represents Alameda, Contra Costa and Solano counties; Ron Vevoda of Ferndale represents Del Norte and Humboldt counties; and Johnnie White of Napa represents Marin, Napa and Sonoma counties.

Trelawney Bullis of Fresno was elected to chair the statewide Young Farmers & Ranchers Committee and will serve as a member of the California Farm Bureau board. Kern County farmer Jenny Holtermann of Wasco will advise the board as chair of the Rural Health and Safety Committee.

LOS OLIVOS — David Garcia, a high school senior at Midland School in Los Olivos, has been admitted to Northwestern University and has been awarded a full, four-year QuestBridge National College Match Scholarship.

During his four years at the boarding school on Figueroa Mountain Road, David has become a formidable student leader and currently serves as head prefect. David was

interested in electrical and computer engineering, stating “I always liked building things, focusing on the little things. The technical part really appeals to me.”

On receiving news of the scholarship, Midland’s Director of College Counseling Leah Hebie said, “Beyond his strong grades and graceful leadership this year, the stories David shared with me illustrate the depth of meaning in every moment. Andrew Hans Andersen 1940 - 2023

A

ndrew Hans Andersen, one of Solvang’s beloved residents, died on Saturday, December 9th, at the Atterdag Village Center in Solvang. He was 83. Andrew (Andy) was born January 30th, 1940, in Chicago, Illinois, to Christian and Nathalie Andersen. When Andy was 20 years old, he and his parents moved to Walnut Creek, where his brother was attending college. For his mom and dad’s 25th wedding anniversary, they decided to visit Solvang before moving back to Chicago. They fell in love with the Danish town and decided to pack up what they had and move west.

It wasn’t long before Andy met his sweetheart, Thora Mae Nielsen, while folk dancing. Andy loved to dance. He had met his dancing and life partner. In March of 2023, the couple celebrated their 60th anniversary. He was very proud of introducing his wife of 60 years.

Andy worked alongside his brother-in-law, Alton Nielsen, running the family business, Nielsen Building Materials, Inc. During their tenure, they saw the valley grow. Andy served the valley in many ways, including as the President of The Danish Brotherhood, The Danish Rebild Society, Atterdag Village of Solvang, and as a council member for Bethania Lutheran Church.

He was also the leader of the Danish Family Folk Dancers for many years and was a strong supporter of the 4-H program.

Andy and Thora had two children, Donna and Ken. Their childhood was filled with many traveling adventures, and they raised many animals. They built their home in Janin Acres in 1963 and have been there ever since. They created many lifelong friendships in Janin Acres and within the Santa Ynez Valley.

Andy enjoyed gardening and painting watercolors. He grew the most beautiful flowers and the most delicious tomatoes. He also was the master of making agurkesalat (cucumber salad). Participating in the Danish Days Parade was something Andy could not pass up. He was always ready to celebrate and help build the festive family floats he was always so proud of. True to form, he was in this year’s parade waving and smiling at the crowd. It was this celebration that put him on the front page of the local paper, something he said had not happened in all the years he had participated.

Andy’s most beloved role was being Bedstefar (grandfather). He has seven grandchildren, whom he adored. Upon his retirement, he became a full-time babysitter and the biggest fan at his grandchildren’s sporting events. He loved every minute of it. Andy is preceded in death by his parents, brother Chris, sister-in-law Betty, and niece Cindy. Andy is survived by his wife Thora, his children Donna (Rick) Ineman and Ken (Allie) Andersen, and his seven grandchildren Brett, Russell, Kurt, Emma, Mia, Owen, and Nolan, and his nephew Chris.

A memorial will be held at Bethania Lutheran Church, 603 Atterdag Rd., Solvang, CA, on Wednesday, December 20th, 2023, at 11 AM. In honor of Andy, contributions can be made to the Bethania Lutheran Church.

County Board of Education to begin appointment process to fill open trustee seat Vacancy comes with passing of Board Member Maggi Daane of Santa Maria Staff Report

SANTA BARBARA COUNTY – The Santa Barbara County Board of Education voted on Friday to begin the appointment process to fill the vacancy created by the passing of Maggi Daane, 77, a longtime, countywide youth advocate and volunteer who had served on the board since 2016.

Daane’s seat is up for reelection in 2026.

At its Dec. 8 meeting, the board reviewed a timeline for the appointment process and finalized an application and interview questions for qualifying candidates. The application and all further details are available on the County Board of Education webpage (sbceo.org). Applications are due on or before 5 p.m. on Wednesday, Dec. 20.

Applicants must reside in Trustee Area 7 (outlined on maps posted on the board webpage). The area contains portions of the City of Santa Maria and surrounding North County territory.

The board must make a provisional appointment by Jan. 24, 2024. If the board fails to make a provisional appointment by that date, the county superintendent must order an election to fill the vacancy.

Board President Judy Frost shared that she and Daane served on multiple nonprofit boards together over many years.

“I will sorely miss Maggi and will never forget her. She was a rare find," Frost said.

"Maggi was sometimes sassy, maybe even a little brassy, but always a classy spitfire of a lady.”

“Maggi was known for her charm and lightheartedness and was also respected as a fierce and courageous leader when it came to standing up for all children and youth in our county,” Salcido said.

Daane resided in the Santa Maria Valley for nearly five decades. A Santa Barbara High School graduate, she was a member of the Santa Barbara High School Alumni Association. Following a 25-year career with Lockheed Martin at Vandenberg Air Force Base, she retired in January 2006 as their public relations/protocol/ethics manager.

She served as the president of the Allan Hancock College Foundation Board and was a longtime community volunteer with such organizations as the Santa Maria Valley Chamber of Commerce, the Santa Maria Valley Industry Education Council, the Marian Regional Medical Center, and the Women’s Fund of Northern Santa Barbara County.

Daane served as a member of the CASA Board of Directors, and Orcutt Children’s Arts Foundation, and was actively involved in fundraising efforts for CALM, North County Rape Crisis and Children’s Center, Santa Maria Valley Boys & Girls Club, Santa Maria Valley YMCA, and North County Special Olympics.

Daane was recognized as a “Woman of Excellence” by the Santa Maria Valley Women’s Network and as a designated Santa Maria Valley community honoree of the Santa Barbara Foundation’s annual “Celebrate Philanthropy” event.

Pirates boys basketball loses to nearby Dunn School in home opener Girls basketball squad wins two games at Lompoc Tournament

he Santa Ynez High boys basketball team finally got to play a home game on Dec. 13. However, the team from Los Olivos, the Dunn School, ruined the homecoming by beating the Pirates 72-31 on Dec. 13.

Jayden Mendoza led SYHS with 12 points, while Ikenna Ofiaeli had a teamhigh 11 rebounds.

The Pirates now have a 4-6 record after dropping six of their last seven. For the season, Ofiaeli leads the team in points per game (13.4) and rebounds per game (9.2), while Mendoza is averaging 11.9 ppg.

Meanwhile, the Dunn Earwigs, led by Seal and Latif Diouf, now stand at 6-5 after an 0-4 start. They will begin Tri-Val-

ley League play against St. Bonaventure on Jan. 8.

Two days before the Dunn game, the Pirates faced off with Righetti in the Warriors gym, losing 56-54 in a backand-forth battle. The Pirates were led by Jude Pritchard, with 20 points, and Ofiaeli, with 11.

Pirate wrestlers travel to open 2023-24 season Malia Ortiz reaches championship match at Channel Islands, while Santino Alvaro wins four matches at Newbury Park Staff Report

T

he Santa Ynez Lady Pirate wrestlers kicked off their 2023/2024 competition season wrestling on Friday, Dec. 1, competing at the Channel Island High School Raiderette Invitational.

The Lady Pirates took five athletes to the event.

Junior Malia Ortiz led the squad, winning her first two matches by fall and earning her a place in the championship match. Ortiz wrestled a tough three-round final match, losing by fall, but earning a second-place finish.

Sophomore Ariela Contreras earned herself an opportunity to wrestle for third place in the medal rounds after winning her first match 8-5, losing her second match, and winning her third match by fall in the final round. Contreras was dominant in the third-place match earning a 14-point lead before getting caught and unfortunately losing by fall in the final round. Contreras finished the tournament in fourth place.

Also representing the Lady Pirates was sophomore Sinai Lara, finishing 1-2 and earning her first pin of the season; senior Kylie Franson, finishing 1-2; and senior Elianna Loera, finishing 0-2.

"We are a small team with athletes at all levels. This tournament offered a great opportunity for everyone to get much needed experience at their own level," SYHS head coach Chantalle Castellanos said. BOYS WRESTLING The Santa Ynez High boys wrestlers attended the 42nd Annual Newbury Park Invitational tournament on Saturday, Dec. 2. The Pirates had nine athletes competing in the event.

At 132 lbs., junior Santino Alvaro won four of his six matches to finish in fourth place and earn the Pirates 20 team points in the tournament.

After winning his first two matches by fall and third by major decision, Alvaro lost by decision in the semifinals and eventually advanced to the third-place match, where he lost by fall.

"Alvaro had a solid first tournament against tough competition, wrestling a total of six matches for the day," Pirates head coach RaulOmar Sandoval said. "I am excited to watch him improve and develop with each tournament as we get ready for our postseason in February."

Also distinguishing himself at Newbury Park was sophomore Anthony Herrera, wrestling at 285 lbs.

Herrera finished the day 2-2, earning 7 team points.

"Herrera had a good showing for his first varsity tournament and shows promise for the season to come," Sandoval said. "As a young wrestler Herrera continues to show development match by match."

COMMUNITY Vikings host over 600 special-needs children for holiday luncheon Solvang civic group has been hosting Christmastime event since 1981

C

ontinuing a cherished Christmas season event, the Vikings of Solvang, a social and philanthropic organization that provides help for medically related needs of qualified individuals and health care organizations, hosted more than 600 special-needs children and their teachers/caregivers Dec. 4 for a luncheon at the Santa Ynez Valley Marriott hotel.

The event is a holiday staple for the group, with the first happening in 1981 for a small group of 40 children. Since then, the Vikings have hosted hundreds of kids and their chaperones each year. This year's total was given as 655 attendees.

Event Chairman Jim Cassidy, one of 100 Vikings to volunteer for the luncheon, said the event is enjoyable for everyone involved.

"I've been doing this for, I think, 12 years, and it never gets old," he said. "It's Christmas every day when we get to meet with these kids."

Cassidy was also pleased with the turnout and how things were going, because last year's event hit a logistical snag.

"We had a little bit of an transportation issue outside the program: Teachers and the schools didn't have the number of bus drivers they thought they would have," he said. "So, right at the end, kids couldn't come because we didn't have the transportation.

"This year, we worked directly with the school districts on where they stood with their drivers, so we had an idea of we needed, and were able to bring more kids in."

Those who came to the luncheon were treated to live music performances, a visit and photo with Santa and Mrs. Claus (who bore a striking resemblance to current Vikings Chief Don Cassara and his wife, Bridget) and a present. Also, the accompanying teachers received a gift each requested for use in the classroom.

was Jessica Parker's special ed class from Libbon Elementary School in Santa Maria. Hers was one of the group that missed last year's event because of the transportation issue.

However, they made it this year, all sporting matching green T-shirts with "Parker" on the backs.

"The kids enjoy it so much; it's a really happy upbeat event," Parker said. "It's great the kids can participate, because there's so much that our kids aren't able to do and this is their opportunity to have fun and be themselves."

Julie Solis brought her third- and fourthgrade students from Liberty Elementary School, and it was her first time at the event.

"It's my first year I've been able to take my class down because I'm new to the district this year, but everybody talks of it and the work of the Vikings, too," she said.

Like Parker, Solis believes the luncheon was a great opportunity for the kids.

"They don't have a lot of chances to get out of Santa Maria," she said. Downtown tree lighting kicks off Julefest in Solvang Large crowd treated to music, dancing, and light show for Solvang Park event

O

n a cool, crisp first day of December, the City of Solvang, many of its residents and visitors from out of town ushered in its annual morethan-monthlong Julefest celebration with the annual tree lighting at downtown Solvang Park.

The ceremony featured Christmas music sets by the Santa Ynez Valley Wind Ensemble, under the direction of guest conductor Jessica Husselstein, as well as a performance by the Santa Ynez Valley Jazz Band, under the direction of its founder, Kay Dominguez, and comprising students from three different Santa Ynez Valley schools, all in grades four through 12. Two different dance numbers — ballet and tap — from students of the Fossemalle Dance Studio, under the direction of Christine Fossemalle and assisted by Sonia Ibarra Corona, added to the tree lighting festivities. Fossemalle Dance Studio students have contributed to the Solvang Tree Lighting happening for more than three decades.

The crowd was led through the festivities by the father-daughter duo of Susan Lee, the manager of the Solvang Visitor Center, as Solvang Ambassador Dean Klitgaard.

Lee began the ceremony by requesting cheers from out-of-town visitors, and then those who are locals, getting a healthy response from both.

"Well, that is fantastic," Lee said. "We have a lot of visitors and a lot of locals. We love this so much and we want to welcome all of you here tonight."

the meaning of a word in Danish ("The language of heaven," he called it).

"The word is 'hygge,' and its hard to describe it. There is no definition, but it's a feeling of warmth and coziness," Klitgaard said. "People come in and say 'What is this "hygge" word,' and we tell them it isn't a word that can be defined, but it is a feeling — and so we say we have it here and we have it tonight."

After the speeches and entertainment (peppered with a few admittedly corny Christmas jokes), Solvang Mayor Mark Infanti came up to introduce the "Mayor for a Day" local contest winner, Solvang Elementary School student Finley Henderson. Infanti then turned the celebration over to Santa Ynez Valley-based recording artist and music instructor, Dewey Roberts, founder of Valley Music Magic, who — with Infanti, Finley, Lee, and Klitgaard, led the entire crowd in a singalong edition of "Jingle Bells," replete with the accompaniment of authentic ringing sleigh bells, before turning the program back to Mayor Infanti, who, with Finley’s

Finley said she was looking forward to banging the gavel when the Mayor for a Day comes; as far

as the tree that she helped light up, she had a short, but positive, response: "I love it."

And it also reminded her mother of a task still needed to be done.

"We haven't gotten our own tree up yet," Jennifer Henderson said. "That's something we'll have to take care of this weekend."

It's a snow day (and evening) at Buellton Winter Fest Residents, out-of-towners flock to Village Park for prewinter festivities and 20 tons of the white stuff

olks from the Santa Ynez Valley got to see a bona fide Winter Wonderland the evening of Dec. 3 as Buellton held its annual Winter Fest at Village Park, off McMurray Road and behind the Tractor Supply Co. shopping center.

The highlight of the Fest, like every year is the arrival of about 20 tons of snow which is set up at the end of the park for people of all ages to frolic in. The snow was brought in by Arctic Glacier Ice of Bakersfield.

Also at the event were a number of vendors and nonprofits from the community a food truck from nearby restaurant California Tacos, and Robby Hargreaves, owner of the Solvang Skate Shop, even had a skateboard ramp set up for skateboarders to try.

Kathy Vreeland, executive director of the Buellton Chamber of Commerce, was

enjoying the whole spectacle and said it was the biggest turnout for the Fest in a few years.

"I think it's gone so good; I think this is the eighth or ninth year we've done this," Vreeland said. "We had about 30 vendors sign up, and Glacier Ice was good enough to bring this snow over again like last year. It's been a great day with the Breakfast with Santa this morning and all the stuff here tonight. It's a great community event."

Breakfast with Santa kicked off the day at the nearby Buellton Rec Center. Those who signed up got to have a breakfast and then a photo op with Santa Claus, and took home a gift bag with Christmas crafts to make at home.

Back at Village Park, Winter Fest attendees also got to get pictures taken with Santa and Mrs. Claus later in the evening, and the event culminated in the lighting of the park's Christmas tree, counted down to with the help of Buellton Mayor Dave King.

Back at the snow area, which included a main larger lot, and then a smaller area nearby for younger kids, San Jose resident Kristine Temple was enjoying the event along with her 2-year-old daughter Sophia.

"We had heard about the snow that was being brought in for this and she [Sophia] hadn't been in the snow before, so I'd bring her in and let her experience this," Temple said.

"She seems to be enjoying it, and they've really done a good job putting this all together."

The Winter Fest was just one stop for Temple and her family during a trip to the

Santa Ynez Valley she planned in October.

"A co-worker back home told me about the area and the things they were planning for the holiday," she said. "So we came down to check it all out; we went to the tree lighting and parade in Solvang, and then found out about this too. These towns do a great job of celebrating the holidays."

SANTA YNEZ — The Santa Ynez Band of Chumash Indians recently presented a check for over $10,000 to Ridley-Tree Cancer Center to help the nonprofit deliver superior care to its patients through breast cancer treatment and research. The donation is part of the Chumash Casino Resort’s annual Project Pink campaign, which showcases expertly crafted pink food and beverage creations, all in honor of Breast Cancer Awareness Month.

For the entire month of October, the resort’s various eateries sold pink-colored snacks, sweets, specialty desserts and drinks, with a portion of the proceeds going toward the campaign. This year’s effort generated $5,085.50, and the Santa Ynez Band of Chumash Indians Foundation matched that amount, dollar for dollar, resulting in a $10,171 donation to Ridley-Tree Cancer Center, which is supported by the Cancer Foundation of Santa Barbara.

They poured countless hours into recreating the familiar lineup of Project Pink sweets, including the popular chocolate molds of highheel shoes, flat shoes and purses, and featured an assortment of other one-of-a-kind creations.

Highlights from this year’s campaign included strawberry vanilla cake, cherry blossom, and matcha cake, red velvet with cream cheese mousse and limoncello almond and raspberry cake.

"We did it last year for the first time, and I wasn't sure what to expect then," she said. "But this year it was pretty much 'we're going to get it done to where it's really good,' and we did."

Santa Ynez Cottage Hospital was one of the entries that went with "The Polar Express" as its float. SYCH Vice President Katie Gorndt said planning for the parade entry is an annual thing for the hospital.

"We start in November, and this year we had a few ideas to

kick around," Gorndt said. "We wanted something easy to incorporate all our kids being a part of it, and we thought this was the funnest way to do it."

Christie Pimentel, an RN at Cottage whom Gordnt called the "mastermind" behind the parade planning, said all the effort to prepare for the parade is worth it.

"We do this one, and the 4th of July parade every year," Pimentel said. "It's so good for community outreach, and it's great to see everybody come together. It's really nice. Solvang does a great job with this."

Of course, the Julefest Parade wasn't just about the floats as all sorts of entries, some very familiar made their way down Mission Drive, and then eventually going back the other way on Copenhagen and up Alisal.

Parade staples like the Santa Ynez Valley Jazz Band, the Fossemalle Dance Studio, the Garcia Dance Studio, the Solvang Trolley (carrying members of the City Council), and many others that have made an annual appearance in the parade.

And what would a parade in Solvang be without the Vikings organization and their familiar ship.

Members of the group were seen at the staging area by the Solvang Veterans Hall having a toast to another successful parade ride.

"Just trying to keep the old traditions alive," said Don Cassara, who's nearing the end of his year as Viking Chief. "Next year, we'll be celebrating our 50th anniversary and we still look forward to participating in all these local events."

The Christmas parade was just the beginning of the Julefest, which starts the day after Thanksgiving and lasts until early January.

Upcoming Solvang Julefest entertainment options and activities include ongoing events such as the nightly Light & Music Shows in Solvang Park (through Jan. 6, 2024, on the hour starting at 5 p.m., last show at 9 p.m.); the Nisser Adventure Christmas "gnome" scavenger hunt; and photos with Santa in his Solvang Park "Village," which run Saturdays through Dec. 23 (12 to 4 p.m.).

Solvang Julefest Candlelight Tours will also continue to run through Dec. 23 (all dates are currently sold out; however, a wait list is in place), as well as this year's new Julefest addition, Solvang Trolley Christmas Light

Tours, which ferry passengers throughout the Santa Ynez Valley to spy some of the area's best Christmas light displays (Solvang Trolley Christmas Light Tours are also currently sold out; however, a wait list is in place).
