PASO ROBLES—Paso Robles City Council met for a regularly scheduled meeting on Tuesday, Feb. 1. The City continues with hybrid public meetings, which allow residents to attend the meeting in person or participate remotely. Councilman John Hamon requested Item 9 from the consent agenda be pulled for separate discussion and approval: Item 9: Approval of Downtown Parking Advisory Commission Program Recommendations and Modification to Commission Bylaws Modify the terms and conditions for future senior permits starting Apr. 1, and revise the Downtown Parking Advisory Commission bylaws based on the recommendation of the Downtown Parking Advisory Commission as outlined in options 2 and 3 collectively. Some of the recommendations included the cost of parking permits and senior parking permits. In Mar. 2021, Council approved the sale of senior parking permits for $5, but those permits were later paused in Apr. 2021. Some of the recommendations made by staff were the following: 1. Limit sales of senior permits to full-time residents of Paso Robles 2. Require proof of vehicle ownership to the applicant in the application process, consistent with parking industry standards for permit programs 3. questions is SIGMA 14; PI = 1. On Saturday, Jan. 29, THS students competed in a regional competition via Zoom against like-minded students throughout the State. Although the team did not place in the top three, their coach and teacher at THS, Jason Diodati, tells
us the students had a lot of fun. This year’s competition was hosted by the Sandia National Laboratories. The students competed against 18 teams, mostly from the San Jose area. Launched in 1991 by the U.S. Department of Energy, the National Science Bowl® (NSB) is a highly competi-

tive science education and academic event among teams of high school and middle school students who compete in a fast-paced verbal forum to solve technical problems and answer questions in all branches of science and math. Each team is composed of four students, one alternate student, and a coach. The First Place team from each state regional will be invited to compete in Washington D.C. in May to be the best team in America. The Science Bowl Team is composed of students who excel in STEM (Science, Technology, Engineering, and Mathematics). “The students love it,” says Diodati. “They really enjoy the challenge. It is very difficult. To be good at a science or math class is one thing, but to be able to do the questions and the calculations in under five seconds is another thing.” He continues, “I don’t have any one student who knows them [questions] all. Paso Robles Remembers Bill Pluma Pluma’s volunteering career began in the early ‘90s in Paso Robles

PASO ROBLES—If there was a cause in Paso Robles that needed volunteers or awareness to be brought to people’s attention, chances are Bill Pluma was involved. At the age of 81, Pluma passed away at his home on Tuesday, Dec. 21, 2021, in Paso Robles. He was born in
Los Angeles, on Jan. 9, 1940, to William and Martha Pluma. Pluma’s volunteering history began in Paso Robles in the early ‘90s after settling here with his new wife, Janice. While the two enjoyed world travels throughout their years together, his heart was in his home and community. Pluma himself said, “Volunteering opens the door to learning, camaraderie, and community service.” He was instrumental in building several programs for Paso Robles, giving 1500 to CONTINUED ON PAGE A15
