PASO ROBLES — The final weekend of the California Mid-State Fair (CMSF) wrapped up with the CMSF

Rodeo Finals and then with the action-packed Tractor Pull and Freestyle Motocross show. On Saturday, local cowboys and cowgirls competed in the Country Rodeo, with the finalists moving on to the CMSF Country Rodeo Finals in the Grandstand Arena. Entries were up from last year with over 150 competitors over seven events, including barrel

racing, double mugging, and ladies breakaway, among others. This year’s rodeo finals returned to the Grandstand Arena after having to spend the 2021 rodeo in the covered arena. Colter Negranti was named the 2022 All-Around Cowboy after placing in the open draw team penning, double mugging, mixed ribbon roping, and the ranch rope and brand.

PASO ROBLES — After another delay, the Kristin Smart murder trial moved into its third week on Monday, Aug. 1. Paul and Ruben Flores are on trial for the murder of 19-year-old Cal Poly student Kristin Smart, who disappeared following an off-campus party over Memorial Day weekend in May 1996. While Kristin’s remains have not been found, she was legally declared dead in 2002. Paul is charged with her murder and his father Ruben is accused of helping him cover up the crime. The trial was moved to Salinas after San Luis Obispo County Judge Craig van Rooyen ruled the father and

I didn’t know how much it spread,” Place said. “I think everybody knew about it by the end of the day.” Over 100 4-H and FFA members came to the PRPD for a chance to speak with officers for a chance to earn the add-on. Members from all over the county asked to be involved, and Place says there was no way they could deny the kids, so the add-on sponsorship was opened to more than just Paso Robles fair kids. “To be able to meet the youth that we’re going to end up having to engage with and contact, and hopefully it will always be in a positive way. It was good to meet them,” said Place. Officers wanted to know three things from the members: how they became interested in showing, what they wanted to do with their add-on money, and a fun fact about their animal. ‘Exquisite Poison’ is released on Thursday, Aug. 4, by Phantom House Press By CAMILLE DEVAUL

ATASCADERO — Atascadero News’ very own Christianna Marks has a short story publishing in an anthology releasing today — Thursday, Aug. 4. “Exquisite Poison” is an anthology — a collection of short stories — published by Phantom House Press (PHP). Started by a husband-and-wife team in 2021, it is an independent book publishing company. The founders said, “Phantom House Press was born out of the fog dwelling between genres. We are a house for the hybrid, the pioneer, and the peculiar. If an author’s work doesn’t quite seem to fit other places, they might just find a home in our house.” When PHP announced its intentions to publish the anthology, it asked writers to send in their samples for a chance to be featured in the published book. “We wanted a collection of works from authors who write in various genres, all pointing toward

Her short story, “Snake Skin and Pleather,” takes place in the early 2000s and suspiciously ties in the anthology theme of poison. Young Local Rider Takes State Title at California 4-H State Horse Classic This was Kaydence Deurloo’s first time competing in Gymkhana By CHRISTIANNA MARKS

ATASCADERO — At the end of June, local horsewoman Kaydence Deurloo competed at the California 4-H State Horse Classic in Gymkhana. The competition took place June 24-26 at the Diamond Bar Arena in Ceres, California. While the local gymkhana competition was canceled this year, meaning Deurloo went straight into competing for State, everything worked out because riders were not required to qualify for the 4-H Classic. “I had never competed in gymkhana before, and my trainer [Laurie Ridgeway] said, ‘well, good luck, we’re going to do it.’” Deurloo said. “And so we threw me and my horse in the deep end, and it was actually a really good and fun experience.” She ended up taking the State

Championship in gymkhana, riding Ridgeway’s horse, Romke. Deurloo took four first places in Single Stake, Speed Barrels, Clover Barrels, and Big Teeth. She also took 2nd place in Pole Bending. In addition to taking the State title, Deurloo

also took All-Around Title for the County and was Reserve All-Around Champion. “I feel like overall, the State competition and the 4-H competitions, in general, have just been a really good experience,” Deurloo said. “I feel it’s

taught us a lot about life in general and taking the wins with the losses, the good days with the bad, and it’s been a good experience overall.” She added that she looks forward to getting involved with the California Gymkhana Association in the future.

“I definitely want to continue competing in gymkhana. I want to branch out to rodeo,” Deurloo said. “I also compete in English and Western Pleasure and showjumping. I really want to get involved in more competitions in general and be a good rider all the way around and see what all I can explore.” Deurloo, who graduated from Atascadero High School in June, has been riding horses for the last six years and has been training with Ridgeway for the last four. She’s also been involved with the Creston 4-H’s horse group for four years. “The community in Atascadero, they’ve supported me a lot through my competition at State,” she said. “My family owns Perry’s Parcel in Atascadero, and I was working there, and I had little donation jars out, and all the customers helped fund my gas money to take me to State and everything. It really gets you involved in the community, and all of these people are so kind and loving. And my family has been so supportive.”

Local Boxer Becomes Golden Gloves State Champion

JJ Subia has been competing in amateur boxing tournaments since the summer of 2021 By CHRISTIANNA MARKS

ATASCADERO — The California State Golden Gloves has a new champion, and he hails from Atascadero. On July 23 and 24 at McLane High School in Fresno, local boxer JJ Subia competed in the amateur boxing competition and beat out both the Northern and Southern California champions in the 125-pound weight class, becoming the California State Champion. Golden Gloves tournaments are held all over the U.S. and are some of the most prestigious boxing events in the country. Many of the nation’s top professional boxers started off competing in and winning Golden Gloves before becoming pros. “Everything that we’ve been doing and training super hard, seeing it all pay off to be able to compete at such a high level so soon is really humbling and just makes me think about the future and how if I just keep working

hard and staying disciplined we really can achieve anything,” said Subia, who competed in his first tournament in the summer of 2021 after graduating from Atascadero High School. On Saturday, July 23, Subia went up against the Northern California champion, Emilio Dimas, from Sacramento. “The fight Saturday, it was a tough fight against Northern California champion. I was definitely a bit nervous for this one. I hadn’t competed since June 5. I knew the

opponents were at a very high level, and this was my biggest fight yet,” said Subia. “The fighter, Emilio Dimas, who I fought on Saturday, he had a record of 7-1, and I knew he was a really good fighter, super tall, but I just put it all together Saturday and let my hands go really well and made it a tough fight for him. That fight went my way, and [it was] a really good experience. Didn’t get hit much. Felt good to fight again the next day.” The next day, Sunday, July 24, Subia

fought against the Southern California champion, Roger Villenuava, from Los Angeles. Villenuava trains at the famous Wildcard Boxing gym in North Hollywood and is coached by Manny Pacquiao’s trainer, Freddie Roach. Roach has produced numerous world champions in the boxing world. “I felt like the first fight Saturday was more of a warm-up for me and got me feeling good and loose and not as nervous when I stepped foot in the ring,” Subia said. “And then when we started to fight, I felt much stron-

His sponsors are: Kenneth’s Heating & Air, Angela Cisneros Jewelry Concierge, Rob Davis Construction, Kennedy Club Fitness, and Jenni Cisco Realty. Subia also added that his goals for the future are to get nationally ranked in the next year or two, and competing in the Olympic qualifiers that start in January of 2023.

then began a significant renovation and restoration, to which it re-opened in 2005, reflecting its history with modern conveniences. The clock tower that was installed in 1952 remains a city landmark to this day. The nearly 100-year-old hotel has most recently been home to the Nautical Cowboy restaurant and Back Porch Bakery, with a Tuscany-style courtyard on the third floor. According to LoopNet, the three-story building includes approximately 2,500 square feet of meeting space, a fitness room,

and a business center. The retail space holds many options with regard to future leasers, which could all coincide with what is relevant to the area — a wine tasting room of a local winery, a pizza eatery, or a bar and lounge. The Carlton Hotel is located close to wineries, breweries, and retail businesses, not to forget the Sunken Gardens, which are within walking distance and provide an opportunity for out-of-towners to come and stay, while enjoying what the downtown has to offer.

APD Respond to Vehicle Burglary with Pursuit Atascadero Police officers responded to a vehicle burglary on El Camino Real on the evening of Tuesday, July 26. At about 6:28 p.m., Atascadero Police received a report of a vehicle burglary in the 8600 block of El Camino Real. An officer responded and learned the victim’s vehicle had been broken into while it was parked unattended. The theft was accomplished by breaking a window. While the officer was on the scene, the victim checked her bank activity and found someone had attempted to ATASCADERO use the card in the 2200 block of El Camino Real. An additional officer Highway 101 Paving Project to Start in was dispatched to that location and contacted an employee at the busiAtascadero

ness. The employee pointed to a female leaving the store as the suspect who had attempted to use the stolen card. The female, later identified as Megan Nicole Hosman (37), years from Bakersfield, attempted to flee from the business to an awaiting vehicle. She was taken into custody as she was attempting to get into a Toyota pickup. The pickup fled southbound from the location at a high rate of speed and was observed traveling at a high rate of speed on El Camino Real between San Jacinto and Rosario. APD units attempted to catch up with the vehicle as it got onto US 101, traveling northbound. Due to the traffic in the area and the suspect’s reckless driving, the units lost site of the vehicle. At approximately 7:05 p.m., an APD unit was canvasing the southern portion of the city when he observed the suspect’s vehicle on Viejo Camino being pursued by a San Luis Obispo County Sheriff ’s unit. The APD unit followed the vehicles as they left the city towards Santa Margarita. The unit’s lost sight of the suspect in the area of El Camino Real and Carmel Road. Shortly after losing sight of the vehicle, it was reported that a Toyota Tacoma collided into a residence in the 22400 block of H Street in Santa Margarita; however, APD units responded to the scene to assist and found that the Toyota was the same one involved in this incident, but had not collided into the residence. San Luis Obispo Sheriff ’s Deputies, Sheriff ’s K-9 units and the CHP responded to search for the suspect; however, the suspect had fled the area and was not located. The suspect was described as a Hispanic male adult between 20 and 30 years of age. The vehicle was impounded

CRIME

Paso Robles Man Charged with Second Degree Murder of Emilio Velci of Atascadero

Timothy Wolfe (24) is indicted in Federal Court on charge of selling fentanyl causing death STAFF REPORT

PASO ROBLES — The United States Attorney’s Office in Los Angeles has indicted Timothy Clark Wolfe (24) of Paso Robles on the charge of selling fentanyl causing death. This federal criminal case will supersede local prosecution of Wolfe for second-degree murder of Emilio Velci (19) of Atascadero. District Attorney Dan Dow announced on Thursday, July 28 that the United States Attorney’s Office for the Central District of California has filed a criminal indictment against Timothy Clark Wolfe (DOB 04-02-98) of Paso Robles for allegedly selling fake pharmaceutical pills containing fentanyl to 19-year-old Atascadero resident Emilio Velci resulting in death. The fatal incident occurred on March 8, 2020. May 20, 2020, the San Luis Obispo County District Attorney’s Office charged Wolfe with second-degree murder for the incident. It was alleged that Wolfe sold the victim three pills that appeared to be 30 milligram Percocet (a mixture of oxycodone and acetaminophen). However, the pills

TIMOTHY WOLFE sold by Wolfe contained fentanyl, a powerful synthetic opioid known to be 50 to 100 times more potent than morphine. The 19-year-old took one pill and died from fentanyl intoxication. A search of Wolfe’s residence located alprazolam pills, believed to have been possessed for the purpose of illegal sale. Today, Wolfe was arrested after a federal grand jury returned an indictment for the crimes of distributing fentanyl causing death and possession with the intent to distribute alprazolam. The federal charge of distributing fentanyl causing death carries a mandatory minimum sentence of 20 years and a maximum sentence of life in federal prison. The charge of possession with the intent to distribute alprazolam carries a maximum sentence of five years. The San

Luis Obispo County District Attorney’s Office will dismiss existing state charges in light of the federal prosecution. Wolfe is expected to be arraigned in the United States District Court for Los Angeles on Friday, July 29, 2022. The federal law that criminalizes the distribution of fentanyl causing death is a powerful tool in tackling the national fentanyl epidemic by holding drug dealers accountable at a very high level. The state charge of second-degree murder requires proof that the accused was personally aware that taking the drug they sold created a high likelihood of death, whereas the federal law more broadly prohibits the unlawful providing to another person a listed drug that results in the death of the user. “Buying and selling illicit prescription drugs on the street is deadly dangerous. While a purchaser may believe they are buying a pharmaceutical-grade painkiller, there is no way to know who made them, where they came from, or what is in them. Sadly, it often leads to overdose and death,” said Dow. “We will continue to work closely with our federal law enforcement partners to protect our community by aggressively pursuing fentanyl dealers for their reckless behavior.” According to the DEA, crimi-

nal drug networks in Mexico are mass-producing illicit fentanyl and fake pills pressed with fentanyl in clandestine, unregulated labs. These fake pills are designed to look like pharmaceutical grade prescription pills, typically replicating opioid medications such as oxycodone (brand names Oxycontin and Percocet) and hydrocodone (brand name Vicodin); sedatives such as alprazolam (brand name Xanax); and stimulants such as amphetamines (brand name Adderall). Pills purchased outside of a licensed pharmacy are illegal, dangerous and potentially lethal. For more information, visit dea. gov/onepill. This crime was investigated by the Atascadero Police Department with the assistance of the Paso Robles Police Department and the District Attorney’s Office Bureau of Investigation. Investigation by the U.S. Drug Enforcement Administration continues. If you or someone you know is addicted to opioids, please visit the County of San Luis Obispo Behavioral Health Services webpage at slobehavioralhealth.org or call (800) 838-1381. It is important to note that criminal charges must be proven in a court of law by proof beyond a reasonable doubt. Every defendant is presumed innocent until proven guilty.

C

ancer Support Community – CA Central Coast joins its Cancer Support Community (CSC) and Gilda’s Club network partners in the launch of a new #GetScreened campaign, to encourage people to take a pledge to get their routine cancer screenings and urge their friends and families to do the same. The #GetScreened initiative comes as a response to the relaunch of the White House’s Cancer Moonshot, in which the President and the First Lady announced a call to action to prioritize a return to routine cancer screenings. It is estimated that nearly 10 million screenings were missed over the course of the pandemic. Routine screenings are a critical part of a person’s healthcare. Missed screenings may result in cancer being detected and diagnosed at a later, more advanced stage. “[Had] I not had the screenings, I would not have found it,” said Jennifer, who was diagnosed with breast cancer after a routine mammogram. “It was way deep inside, and I had no other signs or symptoms. So, I was grateful that

I was able to have a mammogram to catch it quickly and get into my treatment quickly, and right now I am cancer free.” Routine screening education and support is a key aspect of the #GetScreened campaign because distress, such as anxiety and depression, is commonly experienced by people impacted by cancer. Distress can also prevent individuals from seeking cancer screenings. For this reason, Cancer Support Community

From the Right and the Left: ‘Will the Inflation Reduction Act Reduce Inflation?’

LANCE SIMMENS COMMENTARY

From the Left

L

et me begin by stating right up front: I am not an economist — you know, one of those academics who constantly begins sentences with “on the one hand … but on the other hand” and then proceeds to pontificate for an hour using enough statistics to completely befuddle the mind while never reaching a definitive conclusion. Furthermore, I refuse to follow the path of a political economist who abides by the mantra “statistics don’t lie, but liars use statistics” either. So the huge task before me in this column is to try to make sense of a piece of legislation that has gained significant traction for Congressional passage known as the Inflation Reduction Act (IRA) 2022. Congressional staff, including yours truly at one point in time, spend considerable effort at coming up with clever names for legislation that often have little bearing on any ability to accomplish its designated purpose; however, it does make for entertaining shorthand. But make no mistake, IRA is in the immortal vernacular of former vice president and now President Biden a BFD (for the uninitiated a Big Friggin’ Deal). It addresses demand by raising revenues $313 billion through a 15 percent corporate minimum tax, $124 billion through better IRS tax enforcement, and $14 billion by closing the carried interest tax loophole. It increases supply by investing in domestic manufacturing and deployment of reliable clean energy. It reduces consumer

expenses by capping Medicare beneficiaries’ out-of-pocket costs for drugs at $2,000 per year, and provides money for home energy rebates, consumer tax credits for energy-efficient homes and vehicles, and grants to make affordable housing more energy efficient. These measures would help reduce energy costs for families by more than 10 percent on average. It is projected to reduce the budget deficit by over $300 billion over the next decade. It contains $385 billion in spending and tax breaks for efforts to combat climate change by curbing carbon emissions by 40 percent by 2030, the largest commitment in history, and allows Medicare to negotiate drug prices for the first time. While the bill is considerably reduced from the initial $3 trillion Build Back Better bill proposed by the Biden administration a year ago and effectively stalled by opposition from West Virginia Senator Joe Manchin and Arizona Senator Kyrsten Sinema. Assuming their support, the now-required 50 votes for passage will be secured, although it is likely to draw consternation if not ire from more progressive Democrats in both houses of Congress. With the looming midterm elections this fall, it is emblematic of the degree to which negotiation, compromise, and consensus are such integral components to the mosaic that is the American form of representative democracy. Inevitably, certain groups within the Democratic Party will have to bite their collective tongues and hold their noses in order to support the legislation; however, there is little doubt this is the best deal that can be struck at this juncture. Whether or not it will forestall what often is viewed as an inevitable slowdown or outright recession is likely to be the subject of vigorous debate moving forward. One thing that is for certain, however, is the economy and the travails that

have been visited upon it by the COVID pandemic, accelerating climate change, and the Russian invasion of Ukraine render the current economic picture clouded with uncertainty. But this much is certain: The U.S. economy grew faster last year than in has in nearly 40 years. The number of jobs added to the U.S. economy since January 2021 is approaching 9 million, while 96 percent of jobs lost at the start of the pandemic have since been regained, and projected 2022 real GDP growth, according to the Congressional Budget Office, is 3.1 percent. According to the International Monetary Fund, the U.S. economy will grow faster this year than most other advanced economies. This is not your grandfather’s economy. In the meantime, traditional standards of identifying a recession, namely when there are two consecutive quarters of negative GDP growth is competing with the fact that the unemployment rate and layoffs remain at historic lows, while job openings are at near-record highs. Such anomalies cast a considerable degree of argumentation over the likelihood that we are either in or entering a recession. Further, because of various lag times in some of the variables that are also looked at by the National Bureau of Economic Research (NBER), the official recession scorekeeper, oftentimes a recession is not even apparent until it is over. Quite simply, it is too early to gauge the success or failure of the Biden administration’s efforts to tame inflation, but it is safe to say that we all should be wishing that it works. That is the American “can do” spirit at its best, so buckle up it promises to be an interesting ride. Lance Simmens is an independent columnist, he along with Don Schmitz write a bi-weekly column on national topics from the perspective of their political leanings. DON SCHMITZ COMMENTARY

From the Right

P

olitical labeling is often creative, sometimes deceptive, and the Inflation Reduction Act (IRA) title appears to be both. The bill’s proponents declare that it will reduce inflation, but they’ve been astonishingly wrong on inflation to date. In July 2021 Biden asserted that the inflation pain was “temporary,” stated his policies would raise wages, and “take pressure off inflation.”Subsequently, the producer price index rose to a stunning 8.3 percent annually, the highest in 40 years. Nobody is pretending inflation is temporary anymore, and the Fed is raising interest rates to try and reign it in, which has thrown the economy into a two-quarter fall in gross domestic product, a classic recession. There’s more creative labeling from the Biden administration on that front too, stating that because there has been job growth, this recession really isn’t a recession. Of course, millions are returning to work post-pandemic, but that doesn’t change the fact that by every historical definition we are in a recession. Recession plus inflation, or stagflation, is very painful for the American family, who with inflation-adjusted averages have seen their income drop 3 percent in the last year. With midterms looming, polling consistently shows that inflation and the economy are by far what voters are most concerned about. Climate change doesn’t even register in the top 10 list. Polling predicts a bad election night for the Democrats, who by owning all three branches

of the government, are being held accountable for the inflation woes. They need to demonstrate they are effective in addressing this problem, hence the IRA title. Their problem is that they lack credibility. They denied that real inflation was happening, then they blamed it on the Ukrainian war, which didn’t start until February 2022, almost a year into this inflationary cycle. It was their $1.9 trillion American Rescue Act in March 2021 that triggered this inflation. They blamed spiking gas prices on the war, yet gas averaged $2.58 when Biden took office, and had already jumped to $3.34 before the war (now at over $5.00). Energy costs are soaring, supercharging inflation. In his first day in office, Biden canceled pipelines, created onerous regulations, and has stated “We are going to get rid of fossil fuels.” He endorsed a carbon tax, a fracking ban, and said petroleum executives should be put in jail. Of course, energy prices have spiked — it was by design. Natural gas, crude oil, and coal meet 70 percent of our energy needs; if you go to war against its production, there will be consequences, namely increased energy costs creating inflation. This isn’t popular with voters, however, so Democrats are dancing and spinning before the election. Biden released vast quantities of our strategic oil reserve, which not only didn’t reduce gas prices, millions of barrels were shipped to Europe and China. Depleted, Biden wants to replenish the reserve at $90 a barrel, yet two years ago Democrats blocked restocking the reserve at $19 a barrel because it was “bailing out big oil.” Our government is urging OPEC countries to increase production, which is tough to reconcile with their climate agenda. Only 5.6 percent of our energy comes from wind and solar. I strongly support developing these energy sources, as I support dramatically expanding our nuclear energy production with

empathetically stated America is in an economic recession and the Biden/Democrat’s latest spending plan to “fight inflation,” the Inflation Reduction Act, will actually increase inflation. The $700 billion proposal spends $369 billion on energy and climate change initiatives, $300 billion in green loan guarantees, $80 billion to hire 86,000 additional IRS agents to conduct audits on middle class Americans and small businesses, $60 billion more for environmental justice initiatives (whatever that means), $9 billion to help wealthy Americans to buy electric vehicles (those who earn $300,000 a year), $2.6 billion to preserve coastal habitats and another $1.5 billion to plant trees. I like trees and coastal habitats as much as anyone else but that should be a separate, stand-alone item and voted on its merits. Biden is also proposing tax increases, a cardinal sin in a recession. The administration says they aren’t raising taxes, just closing loopholes by adding a 15

percent minimum floor corporate tax. This proposal if passed, guarantees jobs will be lost as corporations flee to tax haven countries and prices for everything will increase: corporate taxes get passed thru to consumers, but Democrats never seem to understand this. Unfortunately, many jobs are already on the chopping block due to Biden’s push for greener economic policies. The United Auto Workers projects that 35,000 union jobs will be lost in the auto industry as GM transitions to build electric vehicles (EVs) to meet Biden’s demand for millions more EVs that most Americans can’t afford to buy. EVs have fewer parts, requiring fewer workers. Ford Motor Company plans to lay off 8,000 workers to meet Biden’s latest EV production quotas. This is ironic as the success of the Ford Motor Company was Henry Ford’s visionary policies of making cars that his workers could afford to buy, not just the luxury cars that were originally produced in the early 1900s

during the nascent years of the auto industry. Added irony is that EVs aren’t green over their lifespan, from production to their end-of-life disposal, creating an entirely new host of environmental problems. EVs actually produce more greenhouse gasses than fossil fuel powered vehicles, a fact well documented for those willing to read and maintain an open mind. As a for instance, what do you think those rubber tires on an EV are made of? Manufacturers aren’t really backing up their current crop of green vehicles with adequate maintenance infrastructure: good luck getting that new 1,000-lb battery replaced after five years or so at a reasonable price, if it’s available at all. Some of these batteries can cost $10,000 or more due to the dramatic rise in prices for the materials required to manufacture them. Internationally, Biden’s policies have alienated most of our former, reliable allies and Kow Tows to those who despise us. Our military capabilities

modern, safe facilities. We need to dramatically reduce carbon emissions, but how we do that is a valid debate. The mislabeled IRA will increase corporate taxes $450 billion dollars, but corporations don’t just pay taxes, they pass the increased costs to consumers, which is of course, inflationary. A total of $369 billion will go towards decarbonization over the next decade, and should make a huge difference in our carbon footprint. Good, but please own it, and be truthful with a rightfully skeptical American public. With wind and energy prices for production plummeting, we just might make this transition work. It does beg the question, though: If renewables are now as cost-effective as fossil fuels, why does the government need to tax and spend to accomplish the transition? A valid argument is that we need to accelerate the transition to address climate change; however, we need to handle it adroitly. Consider our strategic interests in a dangerous world, plan how to transition our auto fleet from petroleum without spiking transportation costs, and cease rash policies which jar our economy and literally create world hunger. Sri Lanka adopted a national policy shift from petroleum fertilizers to “organic” farming, contributing to a complete collapse of their economy. Chaos and hunger now reign. Senator Manchin helped stop the 2 $trillion new green deal in 2019, and is to be applauded for negotiating a more reasonable bill. However, will the Inflation Reduction Act reduce inflation? No. The best we can hope for is that it won’t make inflation and the recession that much worse. have atrophied since Obama’s systematic hollowing out of our military. China is escalating tensions in the western Pacific and advancing its timetable to invade Taiwan, threatening to attack American bases, ships and aircraft in the region. They’ve engaged in a massive military build-up and the former Director of National Intelligence stated new intelligence indicates China may attack Taiwan within the next 18 months. A war with China has unpredictable consequences for America, both economic and military. We are not prepared for such a conflict and great power wars tend not to be short wars and bankrupting empires. With Putin’s Russia allied with China we could face major conflicts in two major theaters of operation. That’s called a world war and Biden is leading us down a dark path to destruction. Pursuant to the Contract Documents, the successful contractor will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, said bonds to be secured from Admitted Surety insurers (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year). The surety insurers must, unless otherwise agreed to by Owner in writing, at the time of issuance of the bonds, have a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies. Owner reserves the right to ap-

prove or reject the surety insurers selected by the successful contractor and to require the successful contractor to obtain bonds from surety insurers satisfactory to the Owner. The contractor will be required to furnish insurance as set forth in the Contract Documents. The Owner will not consider or accept any proposals from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the contractor shall have a Class “B” license and shall maintain that license in good standing through Project completion and all applicable warranty periods. Contractor shall state the California contractor license number on the Designation of Subcontractors form for all subcontractors doing more than one-half of one percent (0.5%) of the contractor’s total proposal, unless otherwise specified in the RFP. Subcontractors shall maintain their licenses in good standing through Project completion and all applicable warranty periods. Owner reserves the right to reject any proposal if contractor or any subcontractor is not licensed in good standing from the time the proposal is submitted to Owner up to award of the Contract, whether or not the contractor listed the subcontractor inadvertently, or if a listed subcontractor’s license is suspended or expires prior to award of the Contract. Owner also reserves the right to reject any proposal if a listed subcontractor’s license is not in good standing to perform the work for which it is listed from the time of submission of the proposal to award of the Contract. The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Copies of the required rates are on file at the Owner’s Facilities Office and are available to any interested party on request. hese are not the best of times in America. Our country is in tatters. It feels like the greatest experiment in democracy the world has ever seen is dying a slow and ugly death. Perhaps it cannot be helped because great societies flare and flame, but their soaring flight has always been fleeting. Sadly, great societies are never born again. But let it be remembered that there was once a time when we could grow our own food, make our own clothes, cars, and tools; when the words “Made in USA” meant something. During the throes of World War II, when over 291,557 American soldiers died on foreign killing fields, five million American civilian women were helping to produce two-thirds of all the Allied’s tanks, planes, ships, and armaments. We won the war because we suffocated the Nazis and Japanese with a barrage of production, the likes of

which the world had never seen before or since. Now we can’t even produce our own baby formula. There was a time in this country when kids could walk to school safely, or parents could drop them off without having to worry that they might be massacred by a deranged classmate that day. Believe it or not, there was a time when we could live without cell phones, there were no robocalls, you could get a cup of coffee for a dime, and refills were free. When criminals went to jail, socialism was disavowed, comedians could be funny without being filthy, and you didn’t go into debt to go to college but got a job instead. There was a time that when you went to work, you worked, and you didn’t talk on the phone while getting paid. When kids did not sit indoors all day texting imaginary friends on the Internet and playing video games, most of which involved shooting things. There was a time in this country when grandma or grandpa got old and needed help we didn’t warehouse them, but they came to live with us. We knew that climate changed, but we didn’t shut down our economy to “fix” it. There was

a time when there were two sexes, males and females. Sure, we’ve always had our share of loafers, deadbeats, oddballs, tramps, and misfits, but for Heaven’s sake, we didn’t elect them to Congress. There was a time when we said the Pledge of Allegiance every day in school and always stood for the national anthem. We left our backdoors unlocked, and a middle class family could live off one income, even if it was driving a truck, owning a small business or being a cowboy. Kids weren’t “gravitationally challenged” because they played baseball in the street all day, dug in the dirt or climbed trees. We were allowed to have heroes. Admittedly, we were a melting pot and that pot sometimes boiled over. Sure, bigots lived amongst us but never forget that 360,222 Union soldiers, 94 percent of them white, paid the ultimate price and died violent deaths so that black people could have their inalienable right to live free. There was a time when immigrants came here legally by the boatloads. They worked and studied hard, learned our language, and took a test to become citizens, and on that day, as they stood with their fellow new American citizens and took the oath, they often

e have become a society of counting and tracking everything. Previously our obsession with counting was limited to bank accounts and our years of existence on the planet. However, with the invention of activity trackers, smartphones, smartwatches, and the development of software applications, many of us are now tracking our daily activity in steps, exercise minutes, mindful moments or meditation time, calories, water intake, and more! I cannot call it a day without having closed all three of

my activity rings on my Apple Watch. It’s a healthy habit, and I feel accomplished and complete when that third and final ring is closed, and my watch displays its glorious animation of spinning rings that explodes into fireworks. There’s even a way to monitor how your thoughts affect your body with emWave technology. Using an emWave device, you can learn to shift into an optimal state by changing your thoughts. You don’t need to own something like this to transform your thoughts. You can do a quick test to determine how you are feeling right now, trace the feeling back to the thoughts you are thinking to create the feeling, and then choose a different idea to focus on that will alter your feelings. I’m not saying you don’t need to feel your feelings. Indeed, we are called to reveal, feel, and heal.

However, sometimes the repetitive thoughts are old tapes from the past being played out of habit because there haven’t been any new thoughts introduced to replace them, so the old feelings perpetuate and bring you down. Dr. Ernest Holmes observed: “Just as water purifies itself as it flows, the impure stream of our mental life becomes purified by applied constructive thinking.” So the question to ask yourself is, are the thoughts producing these feelings based on a vintage pattern and way of being that no longer serves me? If the answer is yes, it’s time for a shift. As with tracking calories, exercise minutes, meditation, and mindful moments, only you can make the necessary change to produce the desired outcome. Try this on for size: I live, move, and have my being in a Universe that works for me. Nothing is

cried and said it was the greatest day of their life. There was a time when we read books by Twain, Steinbeck, Shakespeare and Emily Dickinson. I wonder, how many Tweets or Facebook posts will be remembered or quoted 50 years from now. Where will our inspiration, sense of adventure or knowledge come from, Instagram? Remember when we listened and sang along to songs with melodies, notes and soaring choruses instead of rapper’s hate-filled speech and F-bombs? There was a time when whole families uprooted themselves in the dust and depths of The Depression, loaded up the old jalopy with four bald tires and headed out across the country with little else but hope for a better future. Where did all that faith and hope go? Yes, there was a time when we thought our country was at least headed in the right direction. We weren’t always perfect but we were proud to be this once noble, hardworking and creative creature called... “An American.” Lee Pitts is an independent columnist for The Atascadero News and Paso Robles Press; you can email them at leepitts@leepittsbooks.com.

California Mid-State Fair Wraps Up The 77th Annual CMSF is scheduled for July 19-30, 2023 By CAMILLE DEVAUL Photos by Brittany App

PASO ROBLES — The California Mid-State Fair has officially wrapped up its 76th year of bringing the county the best our “biggest little fair anywhere” can provide. Fair board members were “Full Steams Ahead” this year, bringing back all our favorite concerts and activities after two years of modified events. We kicked off the 2022 CMSF with a good flashback from the ‘70s with Journey, and later in the week, fans young and old headed to the Grandstand Arena for Santana. 4-H and FFA members gave it their all with their livestock projects, and local cowboys and cowgirls gave their all in the annual Country Rodeo on the last Saturday and Sunday night of the fair run. As usual, the fair comes and goes in the blink of an eye but not without plenty of memories made and good times had. See you next year, July 19-30, 2023, for the 77th Annual California Mid-State Fair!

August Events Submission deadline is Monday at noon. Please email submissions to: c/o Calendar Editor, to office@13starsmedia.com

JT Camp District Attorney Investigator James ( JT) Camp was the first to take the stand on Monday. Camp himself attended Cal Poly in the ’90s, later became a DA investigator in 2012 and began investigating the Kristin Smart case in 2021. Camp’s testimony focused on the layout of the Crandall Way house — the location of the party Kristin and Paul attended the night of her disappearance. On one occasion, Flemming recalled that on his way to basketball practice, he saw Kristin’s door open and Paul was standing a few feet inside the dorm room and Kristin was near the back where the desks were. According to Fleming, her body language showed she was not OK with the situation. Peuvrelle asked Fleming if Paul was memorable. He said other girls in the dorm would say Paul made them feel uncomfortable. Fleming testified that he never saw Kristin reciprocate Paul’s interest in her and that he never saw Paul in the Muir Hall again after Kristin’s disappearance. Teschendorf was Kristin’s dorm roommate and described their relationship as friendly but not close. The night of Kristin’s disappearance, Teschendorf said she and her friends made plans to go to a different party before parting ways with Kristin and Margarita Campos for the evening. Teschendorf testified that she never saw Kristin again after that but became concerned after not hearing from Kristin and realizing she left behind all of her personal belongings. She and several other residents decided to contact law enforcement on Sunday, two days after they last saw Kristin, and again on Tuesday after she did not show up for class. However, Teschendorf said law enforcement didn’t take her concerns seriously at first.

Fleming responded by saying he grew up in Oakland and was taught to distrust the police and not speak to them — which he noted as ironic since he later went into the military and then became a law enforcement officer. But Fleming admitted that being silent through the investigation made him feel like a bad friend.

Ketcham and said he had not known or spoken to Paul before that night. When leaving the party, Toomey said he recalled seeing Kristin laying on the lawn outside of the Crandall Way house. He asked her if she needed help getting home, but Kristin rejected his offer and told him to leave her alone.

Matthew Toomey Former Cal Poly student Matthew Toomey was the second witness to take the stand on Tuesday. Peuvrelle asked Toomey to recall details about the Crandall Way house party the night Kristin disappeared. Toomey testified that Kristin approached him and his roommate Ross Ketcham at the party. He recalled Kristin told Toomey that she thought Ketcham was attractive and asked if he had a girlfriend. Toomey then testified that Paul came up to him to ask about his conversation with Kristin and

Trevor Beltor With minutes to spare, the final person called to testify Tuesday was another former Cal Poly student, Trevor Beltor. During the spring of 1996, Beltor was a sophomore at Cal Poly and lived on Toro and Mill streets. He recalled arriving alone at the Crandall Way party after 10:30 p.m. Beltor said that at the party, a tall girl came up to him, kissed him, and took him into the bathroom. He identified that person as Kristin Smart. Beltor will continue his testimony on Wednesday morning. The trial is expected to last into October. Paso Robles Press will be following this story and update as new information becomes available.

(Olsen/South Chandler Ranch — Services (the “Resolution Declaring Results of Election”) Resolution 2022-2N was entitled to 158 votes — all of the votes were in favor of the resolution. Agenda Item 12, Resolution 2022-1N, was very similar to Item 11. This item was approved for the infrastructure-related services regarding things like

park and recreation improvements and facilities. The cost is estimated at $4,200 to $7,500 per year with no escalation. Council unanimously approved similar resolutions, and there were no protests or comment from the public. The result of the special election for the item resulted in a unanimous passing the relating ballots.

Agenda Item 13 was deferred for the next City Council meeting due to Councilmember Maria Garcia being absent. Her vote is needed due to two of the council members needing to abstain from the vote for conflict of interest. The next Paso Robles City Council meeting is scheduled for Tuesday, Aug. 16 at 6:30 p.m.

hopes to sponsor a fair animal for a 4-H or FFA member and make the project an annual tradition for the department. “It reminds us that there is a positive of law enforcement,”

Place added. The POA is looking forward to creating more traditions with the community, including their first “Shop with a Cop” happening this December.
