ATASCADERO—The Atascadero City Council met for their regularly scheduled meeting on Tuesday, Nov. 14, at 6 p.m. The hybrid meeting was held in the City Council Chambers and was followed by a closed session. The agenda passed unanimously at the beginning of the meeting. City Manager Jim Lewis had a clarification for the second item on the Consent Calendar, Lift Station No. 13, and Force Main Replacement Project Construction Award. On the agenda, the fiscal impact for the item was listed as TBD, which was a clerical error. “The staff report does correctly break down the expenses and funding for the item. After further review, we did determine that the overall fiscal impact of the item will be a little lower than what is reflected in the staff report for this item as well,” Lewis said. “So, to be clear, the fiscal impact of the item is as follows. I wanted to share it with you before you vote. Approving staff recommendations will result in estimated expenditures of $6,620,008 in wastewater funds and $1.3 million in road repair and accountability act funds,” stated Lewis. Mayor Heather Moreno then pointed out that the city has been planning on this, and the item is in their budget. The Consent Calendar was then passed unanimously. In his Updates from the City Manager, Lewis announced that the city’s website has been officially updated with a new look. We’ll continue to work on little bugs here or there or links,” Lewis said. “We wanted to get it out and get people working on it. homeowners insurance crisis sparks executive action after negotiations stall Gov. Newsom’s ‘request’ and proposed regulations bring controversy and debate among stakeholders

CALIFORNIA — It’s the old policymakers’ and interest groups’ song and dance. If the legislature fails to come to an agreement and cannot address an urgent issue affecting citizens, but instead, ends its legislative session, then stakeholders (often a euphemism for lobbyists) sometimes prevail in their efforts to convince the executive branch to act. That’s what happened with regard to the exodus of key players in California’s homeowners insurance sector. Dismayed legislators’ constituents let their representatives know that they needed to intercede after State Farm and Allstate took their balls and went to play elsewhere, refusing to write homeowners policies and decrying how the California Department of Insurance oversees the setting of their homeowners insurance premiums. Those insurers stated that doing business in California in our age of consuming wildfires results in enormous losses attributable to the marked increase in wildfire claims. Farmers Insurance took a less extreme position and currently only writes a limited number of homeowners policies in fireprone areas. Overall, since 2022, seven of the top 12 insurers have paused or restricted new business, according to data compiled by the Department. During the few weeks before the legislative session ended, there were private negotiations between legislators, insurance lobbyists, and other interest groups about whether to change how insurers writing policies in California calculate risk when seeking Department approval to increase their rates. Currently, the insurers are mandated to base their proposed insurance rates based on past experience without regard to two realities they maintain must be included in the premium calculations if they are to garner a reasonable profit. First, they want to use forward-focused models

that account for the risks of climate change to predict future losses. Second, they want to factor into the premium calculations the cost of reinsurance–insurance the insurers get for themselves to cover some of their risks, a cost that insurers maintain is rapidly escalating worldwide. The negotiations broke down. “Deal is dead,” said Sen. Bill Todd, who represents Napa, an area prone to wildfires. “Very frustrating.” Meanwhile, many local homeowners and homeowners statewide are reeling as they face either extremely increased premiums or finding that no insurance company will write them a policy. No policy combined with a high risk of wildfires is enormously stressful for homeowners. The executive order and proposed new insurance regulations On Sept. 21, Gov. Gavin Newsom issued an executive order “requesting” that the Commissioner of Insurance “take prompt regulatory action to strengthen and stabilize California’s marketplace for homeowners and commercial property insurance, and to consider whether the sudden deterioration of the private insurance market presents facts that support emer-

gency regulatory action.” The same day, Insurance Commissioner Lara Ricardo responded by announcing the Sustainable Insurance Strategy, which he characterized as the largest insurance reform since 1988 when Californians passed a proposition requiring insurance companies to obtain permission before increasing their premiums. Lara’s proposed rate-setting regulations would require insurers to cover a certain share of homeowners in most wildfire areas. This figure is summed by calculating a given insurer’s share of the number of policies written in the state and mandating such an insurer to cover homeowners in wildfire-prone areas at 85 percent of their statewide coverage. Consider this hypothetical provided by Lara’s Sept. 21 press release — if an insurer writes 20 out of 100 homes statewide, it must write 17 out of 100 homes in a distressed fire-prone area. Lara’s proposed quid pro quo — the regulations, if fully promulgated and approved, would allow insurance companies to charge more to account for their rising cost of doing business in the state utilizing forward-looking wildfire estimates, insurers’ increased costs of building and their reinsurance costs to cover some of their risk

Not so fast says insurance advocacy group Consumer Watchdog The executive order and Lara’s efforts are not lauded by all, with one key consumer rights group, Consumer Watchdog, maintaining that if insurers can obtain premium rate approvals based on their projected wildfire-related losses, then homeowners will lose. Lara’s “undisclosed deal will allow insurance companies to use secret algorithms to set rates for homeowners’ policies,” and allowing insurers to add in reinsurance costs will hike home insurance rates, the organization’s website said. “The use of catastrophic modeling and adding of reinsurance costs to premiums has pushed Florida’s premiums up 2 to 3 times higher than California’s,” said Jamie Court, Consumer Watchdog President. “Lara has given into industry’s demands, and the consumers are going to be paying the bills for a long time unless he is stopped.” On Sept. 26, Consumer Watchdog released a statement characterizing Lara’s proposal as a “behind-the-closed-doors deal” that will raise home insurance premiums for millions of Californians. Delving further, on Sept. 28, the organization noted that Lara’s announcement of the deal with the insurance industry to use models marketed privately did not acknowledge consumer groups’ recommendation that the Department of Insurance investigate a public model built with full transparency and public participation so as to prevent artificial insurance rate inflation. “California’s insurance protection laws make transparency in rates non-negotiable,” said Carmen Balber, Consumer Watchdog’s executive director, who opined that the two largest risk modelers’ systems are inaccurate and possibly biased. CALIFORNIA — After decades of discussions and delays, a major new reservoir in Northern California is close to becoming reality. Last week, Gov. Gavin Newsom certified the Sites Reservoir project to be fast-tracked for construction, exercising for the first time his power under a new state law to streamline the process to break ground on infrastructure projects. The reservoir, estimated to cost $4.5 billion and hold 1.5 million acre-feet of water, would be the first major reservoir built in California in almost half a century. It would be located about 80 miles northwest of Sacramento on ranchlands in Colusa and Glenn counties. “The project we are considering today will help the state meet key climate change goals and create a more resilient water supply for Californians and the environment,” Fritz Durst, chairman of the Sites Joint Project Authority, said in a statement. Earlier this year, Newsom pushed the California Legislature to pass a package of bills designed to limit regulatory delays to water, energy and transportation infrastructure projects. Senate Bill 149, authored by state Sen. Anna Caballero, D-Merced, requires courts to resolve legal challenges brought under the California Environmental Quality Act within 270 days for certified projects. In the past, such challenges have

delayed infrastructure projects for years. “We’re cutting red tape to build more faster,” Newsom said in a statement. “These are projects that will address our state’s biggest challenges faster, and the Sites Reservoir is fully representative of the goal — making sure Californians have access to clean drinking water and making sure we’re more resilient against future droughts.” The first plans for Sites Reservoir were drawn up more than 40 years ago. The project has gained momentum since 2014, when California voters overwhelmingly approved a bond authorizing $2.7 billion for new water storage projects. About $875 million

from that bond, alongside other state funds and federal loans, would be used for Sites Reservoir, with the remaining balance paid by water agencies and communities benefiting from the reservoir. “Water infrastructure needs to move forward,” said Chris Scheuring, senior counsel for the California Farm Bureau. “It’s in the best interest of all the people in the state of California.” Water users in the state have long expressed frustration at missed opportunities to capture water in wet years — such as this past year that brought historic storms and flooding — and store it for use on farms and in homes during drought years.

“There is no existing infrastructure in place to capture and store excess water flows from the Sacramento River when they happen,” Durst, a Yolo County farmer, said last year. The reservoir will play a key role in managing runoff to support the flood control system in the Sacramento-San Joaquin River Delta, he added. “The reservoir’s storage flexibility, working in concert with our existing water management systems, could also help us respond more rapidly and in an adaptive fashion to the changing hydrologic conditions and the changing needs,” Durst said. On Nov. 2, the U.S. Bureau of Reclamation released its environmental impact report and statement

for Sites Reservoir, finalizing plans for the project and opening it to legal challenges that would now be subject to California’s new time limits on litigation. “We are proud to support projects that will provide operational flexibility and more reliable water delivery to benefit farms, communities and the environment,” Reclamation Commissioner Camille Calimlim Touton said in a statement. The off-stream storage facility, set to become the eighth-largest reservoir in the state, would not sit on a waterway but would have water piped into it from the Sacramento River. The reservoir would increase Northern California’s water storage capacity by up to 15 percent and boost water supplies for 24 million people, mostly in Southern California, and a half-million acres of farmland in the Central Valley. It would also store water that could be used for environmental purposes. The reservoir’s off-channel design means it will not impede fish migration routes. But environmental groups have still criticized the project because it will divert water that nourishes wildlife and natural landscapes. “I would guess we’re going to see some legal challenges,” Scheuring said. “However, it’s nice to know that a fixed time period is now established and that we’ll move through those challenges as expeditiously as possible.” Construction of the reservoir is expected to begin within the next two years and be completed around 2030 or 2031. “The name of the game,” Scheuring said, “is to get done with all the process — the funding, legislation, litigation, environmental review — and get a shovel in the ground to do what we’ve been talking about doing for a generation.”

The incident occurred on Circle Oak Drive in Bradley. Upon arrival, Cal Fire officials discovered that approximately half of the home was already engulfed in flames. The incident began at 3:24 p.m. on Friday along Highway 101 at the top of the Cuesta Grade, north of San Luis Obispo. The fire, located adjacent to the northbound lanes of traffic, prompted the closure of one northbound lane, while all southbound lanes remained open. San Luis Obispo city resident pleads guilty to rape of minor The District Attorney’s office announced that San Luis Obispo City resident Juan Adriel CambrayMiranda, 42, has pleaded guilty to four counts of sexual assault involving two separate children, including aggravated rape of a child under the age of 14, sexual penetration of a child under the age of 14, and two counts of committing lewd and lascivious acts on a child under the age of 14. The crimes occurred between April 2016 and May 2018. CambrayMiranda is scheduled to be sentenced Jan. 22, 2024, in Department 5 of the San Luis Obispo County Superior Court, with the Honorable Jacquelyn H. Duffy presiding. He faces 80 years to life in state prison. On that date he will also be sentenced on a non-related residential burglary which occurred on May 31, 2021 in the City of San Luis Obispo. The child sexual assault case was investigated by the Atascadero Police Department and San Luis Obispo Police Department. The residential burglary case was investigated by the San Luis Obispo County Sheriff ’s Office. Both matters are being prosecuted by Deputy District Attorney Kimberly R. Dittrich of the District Attorney’s Sexual Assault Prosecution Team.

We can’t do any of it without them,” concluded Wemple. The community then showed up, once again, on Saturday, Nov. 11, for the 16th Annual Veterans Day Ceremony at the Faces of Freedom Memorial. The Atascadero Veterans Memorial Foundation sponsors the event. The ceremony started at exactly 11 a.m. with a flyover by the Estrella Warbirds, followed by the Presentation of Colors presented by the Cal Poly ROTC, accompanied

PASO ROBLES — YaYa Yoga, in partnership with Paso Robles Recreation Services, will offer a new four-week Mom & Baby Yoga class series beginning Tuesday, Nov. 28, at 11 a.m. in the Acorn Room at Centennial Park (600 Nickerson Drive) in Paso Robles. These 45-minute classes offer a special time for new mothers and their babies (ages 6 weeks to pre-crawling) to connect and share with other moms, followed by yoga for both mom and baby with an emphasis on yoga for baby. During the class, moms will also learn infant massage techniques to help their baby with congestion, digestion, and sleep. “This is a unique class because it is a mother’s support circle and yoga combo,” said instructor Vanessa Orr of YaYa Yoga. “I’ve

NORTH COUNTY — Kicking off a crucial Giving Tuesday donation drive for Woods Humane Society, the John and Frank Sparacio Charitable Foundation has generously vowed to match all donations up to $20,000 through Nov. 28. The match challenge doubles donations made by the public so that gifts can have twice as much impact for homeless animals. “So far this year, 2,481 dogs and cats at Woods have found loving homes,” says Woods CEO Emily L’Heureux. “Many of those animals first required life-saving surgeries and treatments, which can be very costly and would not be possible without the generosity of our community. Now, with the help of this incredible match challenge, we will be able to transform the lives of so many more animals.” L’Heureux notes that, as prices have gone up in recent months, sheltering expenses have also risen; the average cost of caring for just one animal is $800. “As Woods Humane Society is a nonprofit organization that receives no tax funds, we rely on donations, grants, bequests, fundraising events, and fees for services to conduct our work. This year, more than ever before, we look to the community to help us continue to reach up to 3,000 animals in

need of shelter, medical care, and adoption services.” Woods Humane Society takes in surrendered pets from local community members who can no longer care for them, and transfers animals from overcrowded shelters and animal rescues, both within San Luis Obispo County and throughout the state, to save them from unnecessary euthanasia. Prior to adoption, each animal receives a spay/neuter surgery, microchip, vaccinations, parasite control, and any other needed treatments. As part of the organization’s commitment to managing companion animal populations, Woods also provides low-cost spay and neuter services to San Luis Obispo County Animal Services, other local rescue organizations, and owned animals in the county. Additionally, Woods offers a Pet Pantry program for pet owners in need of assistance, Humane Education Program for local youth, and dog training and behavioral assistance through its Woods University Behavior and Training Department. The Woods Humane Society Giving Tuesday match challenge runs through midnight on Tuesday, Nov. 28. Donations can be made in person, by mail, or online at WoodsHumane.org. ast weekend, I was happy to see that the organized tributes to our veterans were well attended. There were hundreds of people at the Atascadero Faces of Freedom Veterans Memorial, and Master of Ceremony Andy Morris did an exceptional job keeping the program moving and maintaining the event’s focus. Everything, from the presentation of colors by Cal Poly ROTC, along with the Central Coast Pipes and Drums, the singing of the national anthem by Opal Lansky, the Invocation by Cornerstone Church Pastor John Marc Weimann, to the playing of taps by Dr. Alexander Castellanos, was just beautifully done. The Distinguished Veteran Award was presented to RM3 USN Kenneth Craig by SPC Dan Pittaway (ASA). Atascadero Veterans Memorial Foundation member, Vicky Morse had the honor of presenting the wreath at

ave you ever had your wallet “lifted?” It’s a funny word ... “lifted.” Did you know it became a synonym for stealing as a result of building fence? Like any new invention, barbed wire was not universally accepted. In Texas, the railroads and a few big ranchers tried to ban its use by passing a bill in the state legislature making it illegal to use “Glidden’s Wire.” Despite these efforts, the West got in a big hurry to fence itself in. Eventually, the wire became as scarce as the upper teeth in a cow. And any wire that was available was expensive. That is when the practice of “lifting” a wire from another person’s fence became a popular nighttime activity. Usually, only the top wire was taken, as anything more would be

considered common thievery. In this manner, many a young rancher “lifted” himself up by his bootstraps to find fortune and fence. Frank Luther was a popular Democratic mayor of Cimarron, Kansas, and a young rancher during the time this ‘heavy lifting”was going on. In fact, Frank recalled engaging in the practice himself before he became a politician. “There was a long fence,” he wrote, “belonging to a big cattle company. I was working along quietly up a hill. I’d pull out the staples from two or three posts, roll the wire to that point, then go to staple pulling,” Frank recalled. “Presently, I began to notice, once in a while, a tug on the wire I was working on. I couldn’t understand it, so I crawled up to the top of the hill and looked over. What I saw plumb amazed me. Coming up the opposite slope of the hill, swiping the same top wire I was working on, was the Methodist preacher of Cimarron’s only church!” “Such a thing could never happen these days,” you say.

Want to bet? While I was checking on a ranch we leased I came upon a young man removing the boards from my working corrals. He was not just removing the top board but was taking it all off ! The man’s work clothes consisted of a designer shirt with an alligator on the pocket, pants with pleats and loafers without any socks. I recognized the man as a lawyer in our community. “Excuse me sir, but what do you think you are doing?” I had the gall to ask. “Oh, hello. I am redecorating my office and we are going for the rural look. I thought this old wood would have a dramatic effect as paneling in my office.” “But can’t you see that wood is part of my working corrals?” I asked. “These old corrals looked so old and dilapidated,” responded the lawyer. “I thought they were abandoned and didn’t think anyone would mind. I actually thought I was doing someone a favor by tearing the corrals down.” (Which I’ll admit didn’t say much for the shape my corrals were in, but I wasn’t going

I remember thinking at the time this whole episode took place that a lawyer who would steal corral lumber could not possibly remain a lawyer for very long. Sure enough, just the other day, I read that the man is now a judge. A big thank you must go to the Gold Coast Quilters, who presented “Quilts of Valor” to selected veterans. The beautiful quilts were handmade and followed a red, white, and blue theme. They were simply outstanding in their patterns and workmanship. Last but not least, hats off to Boy Scout Troop 51 and Cub Scout Pack 51 who helped set up and take down all the tables and chairs needed for the event. And more hats-off to the Atascadero Kiwanis BBQ crew, led by Mike Schneider, for the meal they served after the ceremony On the same day, John and I attended the Veterans Appreciation Celebration presented by the Atascadero Elks Lodge #2733. he festive holiday season is upon us. Please don’t just allow it to be drowned in commercialism. These can be happy times even though they may feel like depressed or oppressed times. I am convinced that we can choose joy and gratitude. Gratitude is an attitude that will change everything. Oh, that we could learn to foster a grateful heart. A grateful heart can be defined as a “warmly or deeply appreciative kindness of benefits received.” It means finding appreciation in everything around you and looking for blessings everywhere. the present moment, counting our blessings, noticing simple pleasures, and acknowledging the abundance already here. People who have developed a grateful heart tend to find things to be thankful for rather easily. Appreciative people learn to live in the moment. They don’t dwell on the past; neither do they borrow the troubles of tomorrow. Grateful people look deeply into the divine purposes of the present. Gratitude does not just show up, it must be invited and welcomed. Let me offer some suggestions: 1. Establish during this season a gratitude table. Go out of your way to create a table of gratitude, either for yourself or your family. For example: a nice festive tablecloth, candlesticks, some flowers. It may sound kind of cheesy, but my wife has done those things for years and what a tremendous difference it makes.

2. Cook festive things such as a turkey, chocolate chip cookies, apple pie. 3. Light candles. If you have a diffuser, diffuse the scents of the season such as cinnamon, peppermint, and pine. 4. Fill your home with festive or soothing music that reminds you of peaceful times. 5. Open your home up to friends and family for times of laughter. You really don’t need alcohol or artificial stimuli to have a good time. Don’t talk politics, religion, or past hurt. Focus on the future and divine favor. Let Thanksgiving be exactly that, a time of giving thanks for what you have. You may say, “I don’t have much.” Then teach yourself to turn a little into a lot. If we inventoried all our possessions, we may just find life is not as bleak and dismal as we thought. Share what you do have. Be a giver and not just a taker. Grateful people grav-

itate to grateful people. Gratitude will turn a tragedy into triumph. “In everything give thanks for this is the will of God for you in Christ Jesus.” (1 Thessalonians 5:18) A changed heart will create a changed mind and a changed mind will give birth to a changed conversation. A positive changed conversation will destroy anger, hurt, and offenses. We must forget those things which are behind us and press towards a happier life. If I may offer this: 1. Find yourself a good Biblebelieving church. 2. Repent of the past. 3. Ask Christ to live in you. 4. Attach yourself to a healthy spiritual family. Happy Thanksgiving and Merry Christmas! Meanwhile, over on the coast, the Morro Bay Pirates will be heading to the next round of CIF after their 35-25 win against the Orosi Cardinals. Morro Bay fell behind after two Cardinal touchdowns (with two failed two-point conversion

attempts). However, Luca Macari, the sophomore running back, carried the offense in the second quarter with two big runs for a Pirates touchdown. Morro Bay took a 14-12 lead from there and rode the tide to victory over visiting Orosi. The Pirates will be heading on the road to face Bishop Union in a Central Section Division V semifinal at 7 p.m. this Friday. If Morro Bay can win that one, they will face either Liberty or Wasco in the Division V championship game on Nov. 24.
