ATA S C A D E R O — Atascadero Unified School District (AUSD) met for their regularly scheduled board meeting on Tuesday, March 15, at 7 p.m. following their 6 p.m. Closed Session. Paloma Creek High School was recognized for being a Model Continuation High School. Spartan Race Comes to North County

SANTA MARGARITA — Over 8,000 racers from all over the world showed up at the Spartan Race in Santa Margarita on March 12 and 13. The race originally was to take place in March of 2020 and finally made its

North County appearance after being shut down due to initial COVID lockdowns. “We set the course up, everyone was ready to go, and pretty much the day before the event went off, we ended up having to pull it because of COVID,” said Spartan’s Head of Media, Christine De La Rosa-Stotz, of the 2020 Spartan Race. Local racers, racers from all over the United States, and racers worldwide participate in Spartan Races. March

12 racers competed in the 12k BEAST with 30 obstacles or the 50K ULTRA with 60 obstacles. March 13, the 10K SUPER with 25 obstacles took place. There was also a 1-3k kids race with smaller obstacles on both days. “Every single time that we come to an event it’s amazing. You get to see the community here. You get to kind of see; it’s just something that you can’t really explain about coming to a Spartan Race until you actually come. It’s just a general kind of feeling you get

when you walk up on the course, and you start to see all the racers getting ready. Everybody’s seeing each other, meeting each other for the first time, or a lot of people, obviously, who race all the time with us, they’re seeing their friends. It’s a really good vibe as soon as you walk up. It’s such a nice moment to take it all in and be able to see everybody for the first time after a while,” De La Rosa-Stotz said of getting everyone back together CONTINUED ON PAGE A16

Atascadero Kiwanis Remodels North County Kitchen for Meals That Connect The project was completed in early February 2022 By CHRISTIANNA MARKS christianna@atascaderonews.com

ATASCADERO — At the beginning of the year, the Kiwanis Club of Atascadero donated a complete kitchen remodel to Meals That Connect. The project was completed in a week, and the kitchen at the Atascadero Senior Citizens Center (which is used by Meals That Connect in the North County) was completed in early February 2022. Many members of Kiwanis help Meals That Connect deliver meals to local homebound individuals. Including the elderly, physically disabled, veterans, and wives and widows of veterans. uncovered and spearheaded the remodel. “Ben Mendoza, who owns Mendoza Meat ­— he’s also a Kiwanian — asked me to go in and take a look at the kitchen, and it needed a lot of work,” said Kiwanian Tony Villa. Though most of the food is cooked in the main Meals That Connect kitchen in San Luis Obispo (SLO), lots of prep work, packaging, and the heating of food happens in Atascadero before being delivered to the people who need it in our community. “Our focus, generally is the youth, but when we see something that needs to be done in the community, we go ahead and do it,” said Glen Casey, who’s in charge of Community Services at Kiwanis. Liz D unn, the North County site manager for Meals That Connect, was asked by Villa what she would wish for if she had a wishlist. Dunn simply asked for

help cleaning and painting the kitchen space, but Villa decided that wasn’t enough and took the kitchen remodel project to Kiwanis. After a trip to the site by Casey, Mendoza, and Villa, it was decided that the entire kitchen would be remodeled, free of charge. “So what we did, we did a complete removal of everything in the kitchen. Put new floors down, replaced some

sheetrock that was necessary, brought in new countertops, brought in new cabinets. We were able to ascertain two industrial stainless steel sinks. So we did a complete revamp of the whole kitchen area. From floors to everything,” added Villa. The Atascadero Kiwanis Club currently has close to 100 members, and 28 of the members worked and contrib-

uted to the project. “Getting people involved with something as important as this is a really, really good feeling,” said Casey. Casey had a relationship with the people at Home Depot from a previous project. And when prompted, Kiwanis put together a grant proposal to Home Depot to help with the project. Paloma Creek High School Gifts Garden Shed Made By Students to Atascadero Middle School The eight-foot by eight-foot garden shed was built as part of Paloma High’s Career Technical Education (CTE) training

son instructed the students. “I’ve been retired for a few years, but I’ve volunteered with, first Del Rio, and then Paloma Creek, for seven years now. And this is just one of the great joys of my life to be able to help students. My goal is to help them look at options for career paths,” added Johnson. As of 2017, Paloma Creek High School is located in South Atascadero. It was known as Del Rio High School when it was previously in North Atascadero. “It was just fabulous to see students who have virtually never touched a tool, put a nail into a board, or use a measuring tape measure fractions. They’re learning math; they’re learning geometry and squaring up things,” continued Johnson. Students came away from working on the shed with knowledge, skills, teamwork ability, and an awareness of possible future careers for themselves. Donn Clickard, Trustee, Atascadero Unified School District, said of the project, “Some of these students have never even held a screwdriver or a hammer. The shed project demonstrates one of the many reasons why Paloma Creek High is worthy of and received multiple Model Alternative Education High School awards. It shows what the community, along with the school, can do for our students.”

ATASCADERO — On March 10, Atascadero’s Paloma Creek High School students delivered a garden shed they built themselves to Atascadero Middle School. The eight-foot by eight-foot garden shed was built as part of Paloma High’s Career Technical Education (CTE) training, which is a part of the school’s curriculum. The team started building the shed at the beginning of the school year, back in September 2021, and worked on it two days a week until its completion in March 2022. Paloma Creek High School is Atascadero’s Alternative Education High School. The students who attend Paloma Creek’s educational setting find the alternative curriculum more productive than a traditional academic setting. “[Alternative education] gives students a different way to approach learning that may not have worked well for them in a normal setting, it’s an awesome school; they’ve got multiple year awards for being a model alter-

ECHO’s Empty Bowls Coming Back April 28 Organizers are still looking for soup donations By CHRISTIANNA MARKS

ATASCADERO — On Thursday, Apr. 28, El Camino Homeless Organization (ECHO) will be holding its 11th Annual Empty Bowls luncheon. The event will take place at Atascadero Bible Church from 11:30 a.m. to 1:30 p.m. The church has donated venue space for Empty Bowls’ sit-down luncheon over the years and is still the home of the event, even as it’s switched into drive-thru mode during COVID. “In traditional years, we actually served the soup. The community comes together, and we have a giant luncheon. With COVID on its way out, but not knowing exactly what it’s going to be doing in April, we’re going to have it be where people come, park on sight, and are able to get out

pick out a handmade, artisan bowl, and then it’s going to be a family-style to-go meal with soup and deserts and bread,” said ECHO’s president and CEO, Wendy Lewis. At the Apr. 8 Atascadero City Council meeting Lewis addressed the City about the event stating that they had an overabundance of bowls provided for this year’s Empty Bowls but are still looking for soup providers. “We’re still looking for restaurants in our area to donate soup to the event. We have; it’ll be 12 soup providers already, and we need 18. So we have a little bit of a gap,” added Lewis. Two local artists, Cristy Anderson and Pam Cavaliere, are donating their creativity and time to ECHO by gathering and making bowls for the event. “The bowls are donated by amazing artists within the community. And we have two artists that are leading that. And they’ve done such a fabulous job of collecting bowls that we have more than we traditionally would. So there’ll be a lot of pretty bowls to select from,” continued Lewis. Anderson and Cavaliere have over 64 years of pottery work between them, and Empty

ATASCADERO — The Veterans of Foreign Wars (VFW) 2814 has crowned the best chili makers of the 2022 VFW 2814 Chili Cook-off. Of the 13 chili entries, first place was won by Kristy McGill, second place was won by VFW Post Member Mark Mallory, third place was won by Terry Granstrom and People’s Choice was earned by DeDe Davis. Attendees had the chance to enter to win raffle prizes including a set of chef ’s knives from Edge Works Sharpening, a car detail kit from Davis Auto Body, wine from Sarzotti Vineyards and Donati Family Vineyard, gift card and coffee gift basket from Starbucks, Atascadero

Chamber of Commerce gift bag, Ancient Owl Beer Garden gift card, Miner’s Ace Hardware Gift Card plus a variety of gift bags. PASO ROBLES — The Wine and Spirits Education Trust (WSET) program in Paso Robles, which has already helped hundreds of Paso Robles wine industry professionals achieve their certifications, is returning with in-person classes this spring at Broken Earth winery, including the WSET Level 3 Award in Wines course, one of the industry’s most rigorous and respected wine certifications. The internationally recognized program is the only fullyapproved (APP) resident Wine and Spirits Education Trust (WSET) program in Paso Robles. A satellite of The Wine House, the Paso Robles WSET program offers courses and certifications for wine beginners, connoisseurs, service professionals, and advanced wine students. The WSET is considered to be among the

most prestigious wine industry qualifications in the world. Course levels 1, 2, and 3 will be offered this year: The WSET Level 1 Introduction to Wine is a six-hour course that establishes a strong wine education basis, culminating with an exam for certification. The WSET Level 2 Award in Wine dives deep into a broader world of wine through blind tasting, winemaking, growing, and a wide range of appellations, while the Level 3 Award in Wine and Spirits covers the major wine regions of the world in greater depth and includes more detailed study of viticulture and vinification. “I am very excited to again help wine professionals and wine enthusiasts in the Paso Robles/SLO area advance their wine education with local and in-person, access to the WSET program and certifications, as

Supervisors Take Step Toward Repealing Housing Ordinance

SAN LUIS OBISPO COUNTY — The San Luis Obispo County Board Supervisors met for its regularly scheduled meeting on Tuesday morning, March 15. The meeting began with the consent agenda (Items 1-25), which came with some public comments, mostly from the supporters of the Bridge Café at the new Government Center in San Luis Obispo. Item 14 was a request for capital improvements for the café. Also, District 3 Supervisor Dawn Ortiz-Legg commented on Item 9, congratulating Dr. Rene Bravo for being named Citizen of the Year by the San Luis Obispo Chamber of Commerce; and District 2 Supervisor Bruce Gibson acknowledged the appointment of Leslie Santos as District 2 representative for the Civil Service Commission (Item 13). After Ortiz-Legg pulled Item 8 from consent, the rest of the agenda passed by a 5-0 vote. Ortiz-Legg pulled Item 8 for a separate vote to acknowledge Kassandra Dee for her appointment

to the Commission on the Status of Women and Girls. The board passed Item 8 separately by a 5-0 vote. The next three items (26-28) were resolutions read by board members. District 1 Super visor John Peschong read the resolution honoring Debbie Soto for 30 years working in the County counsel office. County counsel Rita Neal commented to the board afterward that Soto “is the County Counsel’s office.” Gibson read the resolution proclaiming April 2022 as “Month of the Child” and “Child Abuse Prevention Month.” Ortiz-Legg then read the resolution proclaiming March 2022 as American Red Cross Month. All three resolutions passed by 5-0 votes. Item 30 was brought before the board to approve the funding plan for the American Rescue Plan Act small business and child care grants, including $500,000 in ARPA funds to go towards the COVID-19 Small Business Grant Program and $3 million for child care projects to the County Office of Education. County Economic Development Manager Laura Fiedler said the small business grants are eligible to small businesses all across the county, with those of 10 employees or fewer eligible for $5,000 grants and those with 11-25 employees eligible for $10,000 payouts. The grants, meant to mitigate the effects of the COVID-19 pandemic, are available until April 30. For the child-care grants, Fiedler said a consortium of child-care organizations has been formed to manage the the distribution of the $3 million in funds through 2024.

After the presentation, OrtizLegg moved to accept the funding plan, saying the money “is a change agent for our economy,” and the board passed the motion 5-0. For Item 31, the board heard the 60-day update on the county’s drought conditions and the possible direction of staff to develop a contract with the Central Coast Water Authority to transfer state water. Anita Konopa of the County Office of Emergency Services said the county is currently in moderate drought status, expected to continue through May, with the area moving into extreme drought status by the end of the summer. Kate Valentine with Public Works then informed the board the department is working on a transfer opportunity with the Central Coast Water Authority. The staff recommended a one-time transfer of 1,000 AF of stored water to CCWA for 1,000 AF of capacity to address drought conditions. After a question from Compton, Valentine explained that the trade with CCWA was a case of the county “trading wet water [to the CCWA] for the ability to move more water into our county.” In public comment, alternative ideas were introduced. Jeff Edwards suggested a longer-term deal with CCWA that would open up access to Table A water and more capacity; Lindy Owen advocated the use of composting toilets and recycling of water; and Becky McFarland of Los Osos said there needs to be a moratorium on new builds in her area because of the scant access to water. Compton moved to approve the update and direct staff to develop

the deal with CCWA. The motion passed by a 5-0 vote. Next, Item 32 was a hearing to receive and file a 3-year review of the county’s Inclusionary Housing Ordinance and provide staff direction. Airlin Singewald of the County Planning and Building Department made a presentation on the ordinance. Singewald pointed out part of the ordinance was the requirement for subdivisions that 8 percent of the residences need to be affordable housing. Singewald touched on the 2019 update that was now up for review. One of the components of that was a tiered fee (up to $7 per square foot for new homes) that would be a big issue in later discussion. He mentioned three options for the board: Retaining the current IHO, retaining the IHO, and finding alternative (broad-based) funding options, or repeal components of or the entire IHO. In public comment, speakers representing the home building industry criticized the updated in-lieu fees, which they called unfair and ineffective. Atascadero developer Max Zappas spoke out on the IMO. “Charging extra fees to homebuilders to support other homebuilders is discriminatory, unfair and counterintuitive,” he said. “If we asked firefighters to pay a fee for the fires they put out, how would they react?” Meanwhile, Lindy Hatcher, executive director of the Homebuilders Association of the Central Coast talked about the “missing middle” of residents who are having trouble buying homes.

PASO ROBLES — As of Tuesday, March 15, Heritage Ranch man Clayton Endes (32) remains missing. Search efforts continue in the Heritage Ranch area thanks to community effort. The San Luis Obispo Sheriff ’s office told Paso Roblets Press their Sheriff ’s Search and Rescue (SAR) team was involved with searches, covering approximately 20 square miles using the county’s SAR team as well as teams from neighboring counties, K9s, boats, drones, and a helicopter. Despite efforts, the Sheriff ’s office has no updates at this time. On March 6, the San Luis Obispo County Sheriff ’s Office received an at-risk missing person report for Endes. He was last seen on March 4. Endes’s parents, Erin and Michael, flew to Paso Robles from Idaho to help look for their son. Michael Endes says he last spoke with his son, Clayton, on Friday, March 4, but he couldn’t get a hold of him the following Saturday or Sunday. He then called the Sheriff ’s

office to file a missing person report for their son. Endes is described as a 32-year-old white male adult. It is believed Endes was having a mental health crisis at the time of his disappearance. When deputies arrived at his residence, he was not at the location, but his vehicle, personnel and work phones were home. However, neighbors reported to authorities that Endes had asked them to watch over his dog for a few days while he went on a walkabout. The Sheriff ’s Office says Endes was last seen by his neighbors in a creek bed near his backyard in the 4900 block of

Pretty Doe Lane in Heritage Ranch. On Thursday, Search and Rescue ended their search for Endes because they hadn’t found any clues. Yet, the community continues to search for him. Hundreds of flyers around Heritage Ranch, neighboring communities, and nearby hospitals. Banners have been hung throughout the county as well. Since no clues have been found to Endes’s whereabouts, the family and community have extended their search efforts outside of Heritage Ranch. His parents say he is an avid hiker, but he has never been gone for this long. It did not appear Endes took the proper

supplies with him to be gone this long. He was also reportedly having a mental health crisis at the time he was reported missing. Endes was last seen wearing all black clothing, including a black jacket and beanie. He is 5’ 10 ”tall, 190 pounds, bald with blue eyes. A Facebook page has been created, Clayton Endes Search and Rescue, to coordinate search efforts among friends, family, and community members until he’s found. Gibson opposed the repeal, saying he would be in favor of it if there was an alternative, but he didn’t want to support a new policy direction without quantitative criteria. The motion passed 4-1 with Gibson dissenting. Item 33, the final one of the day, was a resolution implementing increased vehicle registration fees to sustain the CAL ID program. SLO County Sheriff ’s Chief Deputy of Investigation Aaron Nix spoke and explained that the Sheriff ’s Office was the steward of the program, and in 2014, a doubling of the vehicle license fee to fund CAL ID to $2 for passenger vehicles and $4 for commercial vehicles was passed by Assembly, but the sheriff committed to not implementing the increase until there was a considerable need. Nix said the Sheriff is going to be short about $207,000 for this fiscal year, so the time for the increase is now. The motion passed quickly by a 5-0 vote.

TEMPLETON — Templeton community members can expect to see an adjustment of approximately 6.6% to their refuse rate beginning in April 2022. This annual adjustment is based on the California Consumer Price Index (CPI) for the prior calendar year, as reported by the Bureau of Labor Statistics. This rate adjustment is higher than has been seen in previous years due to the increase in inflation during 2021. Templeton CSD’s Franchise Agreement with Mid-State Solid Waste and Recycling allows the rates to adjust each April based on the CPI for the prior calendar year. Customers were advised of the future CPI adjustments in the Proposition 218 notice that was sent out in March 2019. Residents and businesses should also be prepared for additional increases to the refuse rates later this year. These adjustments are anticipated due to tipping fee increases at Chicago Grade Landfill, IWMA fee increases, and SB 1383 (mandatory organics recycling) implementation costs that are anticipated to be incurred by Mid-State Solid Waste and Recycling. GARY L. PELLETT 1962 - 2022

ary Louis Pellett, born to Marvin and Edna Pellett on June 25, 1962, moved to his forever home on February 24, 2022. He was 59 years old. Gary was a beloved husband, brother, son, uncle, friend as a respected community member. He had a tremendous heart and, with it, a willingness to selflessly assist family, friends, or even those he did not know whenever the need arose. He was known for his work as a Certified Auto Body Repair Techni-

cian and a Master Certified Welder. Gary had a strong passion for cars that allowed him to hone his craft to become a successful restoration technician. Gary believed in being self-sufficient and strived to achieve this every day. He lived a quiet lifestyle, and in his rare free time, he enjoyed ocean fishing with his lifelong friends as well as participating with his OHV groups. Gary Pellett was a lifelong resident of Atascadero; being born here, he was quite vocal when prompted on issues of community needs. He put community first. He was truly a gentleman as well as a gentle man and will be deeply missed by those who knew him both by love and in friendship. Gary’s services will be held on Saturday, March 19 at noon at Chapel of the Roses in Atascadero, CA.

She volunteered at church activities, fed the homeless, was on Cinco de Mayo Committee, participated at Paso Robles High School PTSA events, and was a dedicated Bearcat fan even long after her children had graduated. Maria’s legacy is her children and grandchildren. She loved nothing more than taking care of her family MARIA FERNANDEZ and being surrounded by family. She exuded with 1935 - 2022 pride as she recounted her children’s accomplishments in college, careers, and raising families of their own. aria was born to Jesús Ortiz and Maria Maria was preceded in death by her parents, Jesús Benjamin Tapia in Estación Díaz, and Maria Ortiz, brothers Ricardo, Diego, and Jose; Chihuahua, Mexico. She was the oldest sisters Guadalupe and Gracia; and husband, Benito of 10 children. Fernandez. She is survived by four sisters – Martha, Maria met and married the love of her life, Benito Rosa, Sofia, and Teresa; her children Elodia (Ray), Fernandez, in Ciudad Juarez, Mexico, in 1959. They Lourdes ( Jorge), Linda (Ernesto), Estela ( Jim), Espeimmigrated to the United States in 1963 and moved ranza (Cesar), Benito (Roxanne), and Jesus (Amy); their young family to Pahrump, Nevada. unne Harris, age 90, gathered her children to her side and passed peacefully in her sleep on February 21, 2022, in Atascadero, CA. She is survived by her sister, Melissa Lawrence, and her children; Robbie Janay Strong, daughter; Anthony Joseph Gravance, son; and Laurie Jane Gravance, daughter.

She lived a life full of joy. She loved babies and all animals. She enjoyed gardening and spending many life events with her children. She so loved her “kids.” A beautiful soul both inside and out, she spread kindness and love to those around her. We shall all meet again. Forever in our hearts. There will be no services held.

BUD MCCOY 1935 - 2022

ud McCoy was born in Ventura, Ca., moved to Parkfield as a small boy, and later moved to Paso Robles. He attended Paso Robles High, and after graduating, he went to Cal Poly. He was on the Cal Poly Rodeo Team, and Bud loved rodeo. He rode bareback horses and bulls. While there, he started team roping. He took a colt class at Cal Poly

and broke all his horses for roping. In 1957, he married Lorlei Silva. They were married for 65 years. They had four children. Ken, Mike, Bob, and Karen. Bud took his family with him everywhere he went. Bud and Lorlei were blessed with seven grandchildren and seven great-grandchildren. Bud was a very kind and tough happy cowboy. He was self-employed for forty years at McCoy Pump Co. He retired his father and went on to drive truck for 30 years. Bud was loved by all and will be missed. God Bless you, Bud. Mass will be held at St. Rose Catholic Church on March 19, 2022, at 10:30 a.m.

t was one of those beautiful afternoons in North County last Saturday when over one hundred friends and family members of Bill Pluma gathered at the Estrella Warbirds Museum to celebrate the life of a man who was a major influence in Paso Robles and surrounding areas. Bill passed on December 21, 2021, but it was obvious that he had left his mark on Paso Robles and those of us who knew him. I worked with Bill and the Toy Bank of Greater Paso Robles committee for years when our Coats for Kids partnered with them for the “Day of Giving” distribution during the month of December. We were welcomed at the service by Pastor Shawn Penn

of the Paso Robles Community Church, followed by Military Honors performed by members of the Central Coast Leatherneck Honor Guard. Always an emotional ceremony, it was beautifully presented. Those who were unable to attend had paid tribute to Bill and his volunteer work through a video, while those present were also able to share their memories of him. Bill was recognized many times for his volunteer work on behalf of children and families in need. In addition, he was a loving husband, father, and grandfather. He loved his family, and he certainly loved Paso Robles. His wife Janice and other family members are to be commended for their part in planning such a special tribute to a man who will be missed by so many. I know I will miss working with him. However, Bill will live on through the people whose lives he touched. This week’s recipe for frozen

“The only person who really likes change is a wet baby.”

P

ersonally, I’m fairly adaptable to change, but occasionally I’ve been hurt by being on the cutting edge. Take, for example, the first battery-powered tool I ever bought. Please. It was a Craftsman drill somewhere around 9 volts that couldn’t drive a screw through angel food cake. It might start a hole, but I’d always have to resort to my corded drill to finish the job. I swore I’d never buy another battery-powered tool. Fast forward several years and a friend gave me a battery-powered DeWalt drill made in the USA in the 18-volt range, and I was blown away by its performance. Ever since my corded drills have been in deep hibernation. Then I went to an estate sale

where there was a brand new battery-powered hedge pruner for ten bucks! The concept really appealed to me because I used to have to prune a lot of hedges, and every time I did, I managed to cut through the power cord, causing an electric spark festival and blowing a fuse. I started with a 50-foot extension cord every year, and by the end of the year, I had it cut down to a ten-foot cord. So the idea of a battery-powered hedge trimmer really charged me up. Unfortunately, I didn’t take into consideration the fact that the $10 pruner didn’t come with a charger or battery, which only cost me $200! But it was worth every penny because a smaller one-handed pruner came with its bigger brother, and my wife loved trimming all the hedges and bushes with it. She got so good she was soon making topiaries of horses and cows! So now I don’t have to prune anything! I’ve owned my own chainsaw since I was 22 and have used several brands. I grew up using a McCulloch® to cut walnut, orange, and lemon trees on our

place, and once a year, we’d cut oak for the fireplace. Those old McCullochs were bulletproof, and so naturally, the first chainsaw I bought was a McCulloch®. It cut through old railroad ties like butter. I heard that McCulloch® went bankrupt, so later, I bought a Craftsman chainsaw which was one of only two things I’ve sent back in my life. (The other was my favorite potato soup from Marie Calendars, only to discover that instead of potato flakes, they’d accidentally used all onion flakes. Yuck!) The last two-cycle chainsaw I ever bought was a Husqvarna, and it was a very good saw, but it too came with the mandatory crappy carburetor, and I had to replace the fuel lines regularly. So when I was in the hardware store, I was intrigued by a display of battery-powered chainsaws made by EGO®. (Not to be confused with the Echo® brand.) The salesman raved about his EGO®, so I checked them out online. No rope to pull and no gas/ oil mix, what’s not to like? I have to cut a lot of trees on our place, and mostly they are Manzanita, a very tough wood. But the EGO®

Laughter is Good Medicine

priest, a rabbit, and a minister walk into a bar. The rabbit says, “I might be a typo.” Did you laugh? Studies have shown that laughter releases endorphins that reduce pain and the symptoms of stress, can increase job performance, and connect people emotionally. In addition, laughter has a beautiful way of pulling one into the present moment, dissolving thoughts, and propelling us into a state of joyful bliss. The NeuroLeadership Institute tells us, “Laughing swaps the cortisol in our bloodstream with highly sought-after chemicals in the brain: dopamine, oxytocin, and

endorphins.” Dopamine can enhance learning, motivation, and attention, oxytocin creates feelings of relatedness, and endorphins trigger feelings of pleasure. Laughter is a great spiritual practice to balance the solemnity of our life experience as spiritual beings having a human experience. So call your funny friend, watch a funny movie or your favorite stand-up comedian, read some funny jokes, and let yourself laugh. Or you can set a timer for sixty seconds and laugh continuously until the timer goes off. We practiced this at our gathering last Sunday, and it was beautiful. You can engage in this practice with your family and friends. I encourage you to check in with yourself before practicing - what is your mood, what are the sensations felt in your body? Then check in again after your laugh session. Notice how a little

bit of laughter transforms you. At our experiment on Sunday, we all noticed a lightness of being and a magnificent shift in the room’s energy. You can also practice laughter with laughter yoga - it’s a thing. There are online and in-person classes available, as well as YouTube videos that will guide you in the practice of laughter. Get creative with activating joy in your life through laughter. Take giant steps or small steps with a friend, blow some bubbles, or make something else up to laugh. Did you hear about the Buddhist monk who leaned over to another and quietly asked, “Are you not thinking what I’m not thinking?” We are all disturbed by the Russo-Ukrainian war and the horror that war brings, and we do not forget about the suffering of the Ukrainian people. However, we can hold multiple Truths at

cuts right through it, dare I say, better than any gas-powered saw I’ve used since the old McCulloch® era. And one charge will last four hours, which is about all I want to work these days. That EGO® chainsaw made a believer out of me, but I realize that such change isn’t easy for everyone. When I was in the hardware store the other day, the salesman who sold me the EGO® said, “Lee, I gotta tell you a good story I heard on the radio about a person who bought an electric chainsaw but tried to return it the next day. The buyer said the blade got too hot, it squirted oil all over the saw, making a gooey mess, and so naturally, the saw collected rocks and dirt with a magnetic-like attraction. It turned out the customer had put the old two-cycle mix of gas and oil in the receptacle for the bar oil!” Like I said, some people are going to have more trouble adapting to change than others. Laughter is good medicine for the soul. If we can learn to laugh at ourselves, not only will we experience less stress, worry, and fear, we will never cease to be amused! Dr. Ernest Holmes wrote, “Have the will to be well, to be happy, and to live in joy.” Happiness is your natural state, and it’s a good day to let it be present in your life. And so it is. Rev. California Mid-State Fair names new CEO Colleen Bojorquez began career with Events Center as ticket operator 30 years ago STAFF REPORT

PASO ROBLES – The California Mid-State Fair Board of Directors announced the appointment of Colleen Bojorquez as the new chief executive officer (CEO) of the California Mid-State Fair and Paso Robles Event Center, effective March 1. Bojorquez was named interim CEO in 2020, at the start of the COVID-19 pandemic. Bojorquez began working for the Paso Robles Event Center in 1992 as a ticket operator. During this time, she also received her Bachelors of Science in ecology and systematic biology (2000) and a Master’s of Education (2003). Bojorquez has held many positions at the Paso Robles Event Center, but spent the majority of her career as a business assistant. In that role, she worked closely with past CEOs and the Board of Directors, and has overseen staff, special projects, and funds. Over her 30-year career, she gained a unique perspective and brings a diverse knowledge of not only the industry, but the organization as well.

“We feel fortunate to have someone with Colleen’s experience, integrity, creativity, and passion for the Fair and our community,” said Krista Sabin, president of the Fair Board. “For the past two years, Colleen served as the interim CEO and through the difficulties and challenges of the COVID-19 pandemic she demonstrated excellent leadership, resourcefulness, and vision that successfully sustained the Fair and the Paso Robles Event Center. Colleen takes great pride in her work and puts people first.” During her time as interim CEO, Bojorquez partnered with community members who could support the Paso Robles Event Center, whether fiscally or by communicating with local, state, and federal officials to keep the doors open. Bojorquez was born and raised on the Central Coast and is part of a fourth-generation pioneer ranch family. Her family includes husband Tim, and children Curran (17) and Bailey (13). Bojorquez will be responsible for overseeing the annual 12-day California Mid-State Fair ( July 20–31, 2022) and the interim events and facility rentals and the infrastructure of the Paso Robles Event Center.

Grande High. Just to name a few of their accolades this year. The whole Trustee Board had nothing but high praise for Paloma Creek, and everything Principal Madding is doing on campus. Oral Communications from the Public included six members of the community coming forward. Some made grievances against board member trustees Ray Buban and Terri Switzer for comments made at the March 1 Board meeting. Other members of the community stated their support for the Board. “It came to my attention at the last Board meeting; President Terri Switzer and Mr. Buban made some comments. These comments were equating the Holocaust to mask mandates and to vaccine requirements. And to equate the experience of African-Americans and slavery to the same thing. That completely wrong,” John Skinner said. Rebekah Koznek showed up in support of The First Amendment and the Right to Free Speech. “Whether I agree with what Mr. Buban and what Mrs. Switzer said, that doesn’t matter, but that is your choice and your right to free speech.” During Oral Communication from the Public, the Trustee Board was also served with papers by April Tarantino. “Tonight, I will be serving each

That means you could lose your house, your cars, your job, your retirement, etcetera if you do not pay attention. You are in violation of multiple state, federal, and international laws, and based on this most recent case in Illinois, you could be facing time in Federal Prison for your actions if you do not cease and desist. I do not want to see any of this happen to any of you; all I want to do, all I want is what’s best for my child and for all of you. So, you’ve been served, March 15, 2022.” The details of the filing were not made public at this time. The Board stood in solidarity with all of their Trustee members after public comment. “I think just the fact that we have people from our community emailing us, writing us letters, coming down to the podium and asking

for the removal, the resignation, the retraction of their [Switzer and Buban’s] statements is proof alone that we’re at a point in society that’s really scary. Our God-given right as Trustees doesn’t stop when we walk in the door; we do have our own personal opinions, we will express them,” said trustee Mary Kay Mills. “We are voted on and elected by members of this community, and all of us have been re-elected many times, so I challenge any of you that continue to think that we’re doing a horrid job, put your money where your mouth is and get on the ballot come November.” Approval of the minutes and the consent agenda passed unanimously. Superintendent Butler presented revisions to the district’s AUSD Plan for the Opening of Schools in Response to COVID-19 and the Injury & Illness Prevention Program. Changes include maskchoice, exposure notifications instead of contact tracing, and no longer having to stay six feet apart. The documents are in constant flux, and changes might need to be made again in the future. The revisions were approved by the Board. Don Vert, Chairman of the Bond Oversight Committee, presented the Audit Report Findings to the Board. “Do take a look at the report; you should be very proud of

it,” stated Vert. Director of Support Services Brant Lloyd, presented two items to the Board. The first is a Deferred Maintenance Project at Creston Elementary in which a large HVAC unit on the Multi-Purpose room needs a replacement. Lloyd recommended that the project be awarded to J.R. Barto for the bid of $49,687. The motion passed unanimously. The second item was the Atascadero High School Building B Demolition/Quad/Fire Alarm Project. This item is an ongoing project with three phases, but Fire Alarms were what was discussed. The school has been asked to replace all existing fire alarms on campus for $626,076. The motion passed unanimously. Assistant Superintendent of Business Services Jackie Martin, gave a Second Interm Budget Report for 21-22. It passed unanimously. E.J. Rossi, Assistant Superintendent of Educational Services, presented on the A-G Completion Improvement Grant Plan, which was initially brought to the Board at the Mar. 1 meeting. It was brought back in front of the Board for approval. Approval for the plan passed unanimously. The Atascadero Unified School District’s next regularly scheduled meeting will be held on Tuesday, Apr. 5, 2022, at 7 p.m.

Regardless of community input, you have failed to differentiate our small district from large districts. Your complacency and

dismissiveness regarding masks for our students, even admitting the work to find science in both directions, was evident with your unwillingness to take action for the students. We need solutions. Not a complacent empirical board.” The letter of intent notified the three board members of the intent to file for their recall with the San Luis Obispo County Clerk-Recorder. All three of the board member’s term expires in 2024. Dubost has been a board member since 2016, Swan since 2020, and Yamagata was a board member from 2010-2014, and again from 2016 to the present. The remaining two board members, Matt Vierra and Jan Nimick, have terms expiring this year and could face reelection this November if they

choose to run. Local Officials Recall Procedure (elections.cdn.sos.ca.gov/recalls/ recall-procedures-guide.pdf ) After filing the letter of intent with the county clerk, a recall petition will be circulated. If an officer of a city, county, school district, county board of education, or resident voting district is sought to be recalled, the number of signatures must be equal in number to not less than the following percent of registered voters in the electoral jurisdiction: Thirty percent if the registration is less than 1,000. Twenty-five percent if the registration is less than 10,000 but at least 1,000. Twenty percent if the registration is less than 50,000 but at least 10,000.

Fifteen percent if the registration is less than 100,000 but at least 50,000. Ten percent if the registration is 100,000 or above. Then if required signatures are met, within 14 days of receiving the certificate of sufficiency, the governing body must issue an order stating that an election will be held to determine whether or not the officer named in the petition shall be recalled. If the governing body fails to issue the order within 14 days, the county elections official, within five days, shall set a date for holding the election. The recall election must then not be less than 88 nor more than 125 days after issuing the order. If all requirements are met, Yamagata, Swan, and Dubost will face a recall election.
