Celebrating Spring Birthdays Atascadero Style

March is always an exciting month for me because it is my birthday month, and I like to celebrate all month long. Atascadero has many options, and I want to share my top picks with you.

Mason’s Beauty and Gifts on Traffic Way has an array of facials, like their Signature Facial and O2 Facial, that sound great. Michelle, the owner, has her own skincare line along with her other products and gifts. Booking online makes it easy.

I can’t forget books for my birthday. I have been able to add books to my collection and discover new ones at The Book Odyssey on Traffic Way. I am looking forward to finding my next read.

Are you a wise owl? The Central Coast Charles Paddock Zoo is having its 4th annual Zoo Trivia Night on March 9 from

5 to 8 p.m. at the zoo. You can meet the zookeepers, test your animal knowledge, enjoy food and beverages, and, of course, see the exotic animals from around the world. Tickets are $30 per person, or get a table of five for $125. Interestingly, the Central Coast Charles Paddock Zoo is one of about 233 total institutions that are accredited by the Association of Zoos & Aquariums (AZA) out of over 3,000 zoos in the United States. That means it is held to the same standards as the big zoos. When you buy a family pass to the Central Coast Charles Paddock Zoo, you also get great discounts at other zoos and aquariums in the United States and worldwide. If you are planning summer vacations, getting a zoo pass can be a money saver. I love hanging out at the zoo, so this is on my list of options.

Entrada Street will be closed for the annual At Her Table Street Festival on March 10 from 11 a.m. to 8 p.m. This festival brings together over 160 women-owned and co-owned businesses in SLO County for a jam-packed day of delicious food, refreshing drinks,

local vendors, and fantastic live music in celebration of Women’s Week. This event is free to the public and not to be missed by me.

You can also celebrate Beer Week with over 40 breweries, plus ciders, distilled spirits, and wine, at the Central Coast Craft Beer Fest on March 23 from 12 to 4 p.m. in our famous Sunken Gardens. It will be a fun day filled with music, food trucks, a street fair, lawn games, and, of course, beer. Tickets sell out fast, so be sure to get yours soon. Even though I don’t drink alcohol, the music and food make it an option for me to consider.

Birthday money and spring fashion make me want to shop at our local clothing stores, too. Farron Elizabeth, Black Sheep Finds, Little Bit 805, Ernest Grace, Ametza Clothing Boutique, Anna & Co, and RoCoco Luxe Resale are just a few.

It looks like I have plenty of ways to celebrate my birthday this month. I may need to extend the celebrations to next month. Happy March everyone!

Over the past few weeks, our dedicated Chamber team and I have had the privilege of working closely with the bright young minds in our community as part of our Jr. CEO Program. Our goal? To equip these budding entrepreneurs with foundational business skills and inspire them to embark on their entrepreneurship journey! At the Chamber, we firmly believe in sharing knowledge that paves the way for our kids' future success, ensuring they have the tools they need to chase their dreams and become the future leaders of our community. In a short while, their hard work will come to fruition as they launch their first businesses later this month.

But before we dive into the exciting details, let me provide a brief overview of what the Jr. CEO Program entails. This six-week digital course is geared toward youth aged 6-16 and is designed to help grow their entrepreneurial spirit. It covers five vital categories: Business Fundamentals, Cost Models, Safety & Food Prep, Marketing & Customer Service, and Money Management. Each session was guided by myself and featured insights from a local business leader as a guest speaker. All of this was made accessible to our community's youth at a remarkably affordable rate of $25 per student or $40 per family.

The moment we've all been eagerly awaiting is nearly here — Business Day! Our talented students have poured their hearts into developing their businesses; we couldn't be prouder. We invite you and our entire community to join us at Sunken Gardens on March 24 for Business Day! Come out from 11 a.m. to 2 p.m., show your support, explore their creations, and shop around. Let these young entrepreneurs know they're doing a fantastic job. They're the future of our community!

Green with Envy: Famous Shamrock Shades to Celebrate St. Patrick’s Day: Colors are making a comeback with new cars — and we are all here for it. Let’s look at some of the most iconic shades of green in the auto industry that have influenced the many variations we see today.

British Racing Green: Arguably the most recognizable green in the automotive industry, dating back to the early 1900s, the 1950s Jaguar D-Type might come to mind first and has been used on Aston Martin, Jaguar & Mini, just to name a few. The classic combination of British Racing Green with a tan interior even has a cult following with multiple Instagram accounts.

Viper Green: Viper Green

originated as a factory option for the 1972 Carrera RS 2.7. This bright, eye-catching color has since returned to the Porsche palette for the 911 GT3 and 911 GT2, contrasting well with the optional carbon-fibre accents of the modern motorsport models. Porsche has clearly influenced the rest of the Volkswagen Group, with Viper Green being a popular choice as either a factory or special-order finish for various models under the Audi, Lamborghini and Volkswagen brands.

Dark Highland Green: This forest shade of green is a hallmark for Ford. A Mustang featured in the 1968 film Bullitt, driven by the one-and-only Steve McQueen was Dark Highland Green. Since the original movie car, Ford has released three generations of Mustangs in this color, making it a sought-after, nostalgic color choice for move and vehicle buffs alike.

Sublime Green: This eye-searing lime green was first introduced on various Dodge models in the 1970s. Best known for its use on the Charger and Challenger models. This exotic green color has seen a second resurgence in popularity in 2019 in the luxury import market of the Middle East.

E.G. Lewis himself is immortalized on the façade, urging all to focus on the positive aspects of life, to turn their faces to the sunshine and away from shadows. Finally, facing west, Sterling's evocative lines from "The Triumph of Bohemia" pay homage to the healing power of nature, offering solace to weary hearts and bruised souls.

Throughout its storied history, the Administration Building has served many functions, reflecting the evolving needs of the community. From housing the Chamber of Commerce to serving as a bank, post office, and even a school, its walls have witnessed the ebb and flow of life in Atascadero.

After changing hands multiple times, the building found itself repurposed as a school, embodying the spirit of education and progress. Frank Moran's Junior College breathed new life into its halls, offering young men an opportunity for academic and personal growth.

Subsequent transformations saw the building evolve into the Amerivet Technical Institute and later Acheson Polytechnic College, reflecting society's growing emphasis on practical, hands-on learning. Even after passing into the hands of the County of San Luis Obispo, the building continued

to serve, rededicating itself as a Veterans Memorial in honor of those who served their country.

Despite enduring the ravages of time and nature, the Administration Building stands tall, a testament to the resilience and determination of the Atascadero community. Following extensive reconstruction efforts, which included the meticulous restoration of its roof tiles and bricks, the building emerged rejuvenated, ready to continue its legacy as a beacon of history and progress.

Today, as the City Administration Building of Atascadero, this architectural gem continues to play a central role in community life. Its halls echo with the footsteps of past generations, reminding all who enter of the enduring values that have shaped the city's identity.

As we look upon the Administration Building, let us not only admire its architectural grandeur but also honor the spirit of innovation and perseverance that it represents. In a world of constant change, it stands as a steadfast reminder of the importance of preserving our history and heritage for future generations to cherish and celebrate.

Anew year has begun, and 2024 is off to a good start. With statistical numbers now available, it’s time to look back and review 2023. The housing industry looked very different in 2023 compared to 2022. I have been talking about the real estate market returning to a normalized market for the last two years and we’re finally starting to see that. The number of homes sold on the Central Coast took a dip, but don’t be alarmed, because home values have continued to rise. We’re going to look at how the housing market has changed and talk about what the predictions are for 2024.

Let’s dive into the numbers! North San Luis Obispo County saw an overall decrease in the number of homes sold for a second year in a row. Looking at Atascadero, 259 homes were sold in 2023 with a median sales price of $755,000. Compare that to the 353 homes sold in 2022 with a median sales price of $750,000. That is a decrease of 27 percent with a 1 percent increase in the median sales price. That is a sharp comparison to the 497 homes that were sold in 2021 with a median sales price of $640,000.

Nearby communities saw real market decreases as well. Looking at Templeton, there were 93 homes sold in 2022 and a median price of $930,000. In 2023, Templeton had 76 home sales and a median sales price of $1.05 million. Paso Robles home sales were 589 in 2022 and a median sales price of $672,452. In 2023, Paso Robles had 502 home sales and a median price of $660,000. Templeton saw a decrease of 18 percent in homes sold while Paso Robles experienced a decrease of 15 percent. Although

Templeton has a 13 percent increase in median sales price, Paso Robles saw a 2 percent decrease. Even though the number of home sales in Northern San Luis Obispo County took a dip, 2023 continued the unprecedented increase in home values.

I know this decrease in home sales may seem as a cause for concern but home appreciation is up 5.4 percent for San Luis Obispo County. This data is based on purchase and refinance data from January 2023 to September 2023 (FHFA.gov). This positive appreciation demonstrates that the Central Coast is still seen as an extremely desirable place to live, thus keeping home values rising in the upward trend.

The economy is something that’s on everyone’s mind this year, especially since it’s a presidential election year. Experts acknowledge that still-high interest rates and home prices will continue to create challenging conditions for many home buyers and sellers in 2024. Interest rates steadily rose during 2023. On January 19, 2023, interest rates for the average 30-year fixed mortgage were reported at 6.15 percent and the year closed with interest rates at 6.61 percent on December 28, 2023. (freddiemac.com/pmms). However, interest rates peaked at 7.79 percent on October 6, 2023. Experts are predicting that mortgage rates will go down gradually in 2024 as inflation improves with interest rates hopefully declining between 6 percent and 6.5 percent. This will be a key factor in starting to provide affordability relief to most homebuyers and especially to those first-time buyers that have been putting this major purchase on hold.

Supply and demand will continue to play a role in the sales forecast for 2024. The first week in January, Atascadero inventory shows a sharp increase when comparing January 2022 to January 2023 from 17 active homes on the market to 46. This increase has given buyers

more options when purchasing a home, but still a long way from previous years.

As we continued to see the number of active homes on the market increase in 2023 we also started to see a greater number of homes with price reductions. For buyers this is great news. They have more inventory to choose from and should be able to purchase a home for a negotiated price as opposed to a listing price with no flexibility that can happen when there aren’t substitutes available. For sellers, you may have to be a little more patient and a little more willing to negotiate your terms. That said, currently, homes in Atascadero continue to close at or close to the asking price. In 2023, Atascadero sellers received 96 percent of their asking price when comparing the average sales price to the average list price. So, whether you’re a buyer or seller, the housing market on the Central Coast is a solid investment.

Putting these figures into perspective is helpful when deciding to buy or sell a home. As most know, circumstances typically dictate when a real estate transaction needs to happen. Whether it is a new job, downsizing, changes in the family dynamic, retirement, or any other life-changing event, making a real estate move will likely be a consideration. Deciding to act on that consideration is then typically determined by whether or not the financials work. What makes sense and what is financially feasible certainly frame any real estate transaction or major move. Remembering that our local real estate market does not follow urban patterns is also helpful. We are a niche market, flanked by the Bay Area to the north and LA to the south with communities that have more to offer with respect to geographical beauty and quality of life while maintaining the convenience of being centrally located in the state of California.

Atascadero Welcomes Experienced Leader

Brings 20 Years of Law Enforcement and Military Expertise to Serve the City

For the last month, Atascadero's newest Police Chief, Daniel B. Suttles, has been serving the community. With 20 years of law enforcement under his belt and eight years of service in the Marine Corps, Suttles has brought a plethora of knowledge to the city since he officially took over on Monday, January 8, of this year.

Suttles was born in Ohio but grew up in Oregon, near Portland, until the end of high school, when life led him to California and steered him towards a life in law enforcement.

"When I was in high school, I was that kid who wanted to find a career job. I was like, whatever it is I do after high school is going to be my career, but I didn't know what it was," Suttles said. "I did know I really liked police work, and that was one of the things I was like, you know, hopefully I can be a cop."

Right before graduation, at the ripe age of 17, Suttles headed down to the Beaverton Police Department and asked for an application. He was told that he was too young to apply, but the department suggested that he join the military before coming back to apply four years later.

for me, especially in hindsight, looking back, because of all the branches of the military, and maybe I am a little biased because I was in the Marine Corps, but in the Marine Corps, they push leadership and leadership traits and leadership principles, and they really want you to understand these things and be able to step in and be a leader."

During his military career, which started at Camp Pendleton near San Diego, Suttles

"When I decided it was time for me to apply to be a police officer, I applied for whoever was hiring," Suttles said. "Luckily for me, Glendale was the one that offered me the job. It was a perfect fit for me, and it was a wonderful place."

While working for the Glendale Police Department, Suttles worked a bunch of different assignments, which he slipped into easily given his military background. He worked on its parttime SWAT team and as a patrol officer. He was also a detective and a sergeant for 10 years on patrol. He also did Internal Affairs investigations, was a public information officer, and then became the adjutant to the Glendale police chief, before his promotion to lieutenant. Suttles added that it was when he was adjutant to the chief that he grew an appreciation for the job. That was the moment he decided to advance past sergeant. That decision put him on track for becoming Atascadero's police chief after two years as chief of police in Bear Valley.

"So I did that. I went, and I joined the Marine Corps. I joined for four years, but then after four years, I ended up staying for another four. So, I did eight years in the Marine Corps," he said. "That was really important

volunteered for everything he could, including an indoctrination for an STA (Surveillance and Target Acquisition) platoon, which ended up being a sniper platoon. He then went into reconnaissance, which is where he spent the rest of his military career before applying to be a cop.

"When it comes to learning, it was a fast track for learning a lot of things. My experience of working with the chief as the adjutant in Glendale and then being the chief in Bear Valley — it was like drinking water from a fire hose," Suttles joked.

that Atascadero had an opening. He kept his eyes on the opening for about a year while the city went through management changes and hopped on applying as soon as the position officially opened up. He said when he looked into the actual department itself, how the APD runs sold him on applying for the position.

"Everything I looked into and researched about this police department got me more excited about it," Suttles said. "It seemed to be a fit for the type of person that I am, the type of chief that I've become. What really drew me to this department was that not only is it in a wonderful place but it's just a really good department. Quite honestly, where I spent my first 18 years in Glendale was a really wonderful department, and the similarities between the two are pretty incredible, actually."

Suttles also commented on how welcoming the community has been to him and his whole family. He says that most people instantly feel like new friends and that his main goal as police chief is to enhance the great work that the department is already doing.

"You don't change things just to change them; you change them for a meaningful impact," Suttles added. "Therefore, if we have something that's working, what I want to work toward is enhancing that or making it grow." Welcome to the community.

On February 8, the Paso Robles wine community came together to celebrate a couple who embodies the essence of Paso Robles Wine Country through exceptional leadership and foresight. Alex and Monica Villicana, proprietors of Villicana Winery and Re:Find Distillery, were honored as the 2023 Paso Robles Wine Industry Persons of the Year during our Annual Gala.

Since their inaugural vintage in 1993, Alex and Monica Villicana have been unwavering advocates for the Paso Robles American Viticultural Area (AVA), its wines, inhabitants, and camaraderie. Establishing Villicana Winery while residing and working in Pasadena, the Villicanas commuted for six years to plant their vineyard and cultivate their wines. Following the birth of their second child in 2001, they made the decision to permanently relocate to Paso Robles, establishing a tasting room on their property off Adelaida Road and raising their family within the Paso community. They persist in crafting estate wines from the vines they personally nurtured.

In a commitment to enhance sustainability in winemaking, the Villicanas initiated the region's inaugural distillery, Re:Find Distillery, in 2011. The distillery's inception aimed to repurpose the valuable saignèe typically discarded by wineries, transforming it into premium grape-based spirits. During the 2022 harvest, Re:Find successfully salvaged the equivalent of grapes from a 70-acre vineyard that would have otherwise

been wasted. This substantial conservation effort not only preserves resources such as fuel, water, and labor but also fosters a new facet of beverage tourism in Paso Robles, contributing to the region's allure.

“We are truly honored to be recognized by our peers in the Paso wine industry,” said Monica and Alex Villicana. “We are humbled to be included among such an incredible group of past recipients who have all done so much for the region. Our fellow vintners are not only our peers,

they are friends with the common goal of making great products, supporting an amazing community, and promoting Paso Robles.”

Alex has held positions on several industry-related boards, showcasing his dedication to the wine and distillery community. Currently, he provides a winery and distillery perspective as the vice chair of the County Planning Commission, serving as the sole vintner on the board in decades. Additionally, he holds positions on the boards of Travel Paso, where he serves as chairman, and

the California Distillers Association, where he acts as president. Previously, Alex has contributed his expertise to boards such as the PRWCA, where he served as both vice chair and chair, the Wine Institute, the Paso Robles Distillery Trail which he founded and presided over, and the Twin Cities Hospital Board of Governors.

Monica currently holds the position of vice president/treasurer at the Paso Robles Distillery Trail, of which she is a founding member. Since its establishment

in 2015, she and/or Alex have been actively involved in various capacities on this board each year. Additionally, Monica serves on the board of Project Zozu and contributes to the PRWCA’s Marketing Committee. Her commitment extends to initiatives like Art for Children, where she is a founding member, bringing art curriculum to Templeton students, and the Far Out Wineries, during a time when the Adelaida/Vineyard corridors were less traversed. Monica is deeply invested in nurturing the next generation,

particularly by advocating for the hiring, training, and mentorship of Cal Poly students, guiding them towards fulfilling careers within and beyond the industry, aligning with their individual strengths and interests.

Together, Alex and Monica epitomize the essence of Paso Wine Country – their ingenuity, innovation, benevolence, and innate leadership qualities make them exemplary figures in the community. It is with great enthusiasm that we bestow this honor upon them.

Atascadero's Annual FatherDaughter Sweetheart Dance

The City of Atascadero celebrated the month of love with its 19th annual Father and Daughter Sweetheart Dance on February 9, featuring daughters aged 12 and under dancing alongside their fathers or father figures. The preceding Saturday, February 3, catered to an older audience. Both evenings were sold out, accommodating a total of 750 attendees.

Themed "Boots and Beauties," attendees adorned themselves in country-inspired attire, contributing to the festive ambiance. Recreation Coordinator Ashley Zamora, who spearheaded the event, enthusiastically selected this year's theme. Reflecting on the planning process, Zamora shared her excitement, highlighting the incorporation of elements from popular culture, including nods to disco and Taylor Swift.

The dance, held at the Pavilion on the Lake, featured charming cowgirl-themed photo booths and vibrant decorations, fostering an atmosphere of joy and connection. Emceed by Manuel Medina of Medina Light Show Designs, the event boasted an eclectic musical repertoire, blending contemporary hits with classic country tunes.

Be sure to mark your calendars for the 20th anniversary of the Father and Daughter Sweetheart Dance next year on February 7 and 8, 2025.

Our unsung heroes

In our line of work, we often hear about those heroes who go above and beyond during a traumatic major incident. But in this column, I want to highlight those unsung heroes, who go above and beyond on a daily basis. Of course, I’m talking about the dedicated dispatchers who work at the Sheriff’s Office.

Quite simply, our dispatch center is the primary public safety answering point responsible for all 911 calls in the county of San Luis Obispo, as well as the cities of Arroyo Grande and Morro Bay. They maintain communication and direct resources to the citizens of these areas. That includes law enforcement resources as well as paramedics, and numerous county and state departments.

It’s important to know the Sheriff’s Office

is staffed 24 hours a day, 365 days a year, with Emergency Medical Dispatch (EMD) certified dispatchers. The center is responsible for receiving calls for service from the citizens of the community, and sending appropriate resources like law enforcement, ambulances, rescue helicopters, and other personnel as needed. That’s a tall order. Don’t forget we cover more than 3,000 square miles and serve more than 122,000 residents.

To give you an idea about the workload of our dispatchers let me give you some fast facts. In 2022, the Sheriff’s Dispatch Center answered more than 243,000 phone calls averaging over 20,000 calls per month. 911 calls were answered in 15 seconds or less, 99 percent of the time. That surpasses the California state standard of 95 percent.

No doubt about it. This is a high-stress job. As one dispatcher described it, “you are dealing with people who may be experiencing the worst day of their lives.”

That’s a lot to deal with every day. Calls for domestic violence, child abuse, and drug overdoses can take a toll over time. But there are also many rewarding aspects to the job. I always like to tell the story of one of our dispatchers who received a call regarding a person who was suffering from an apparent cardiac event and wasn’t breathing.

The dispatcher was able to dispatch an ambulance and then was able to give CPR instructions over the phone to a family member until paramedics arrived on the scene. The person lived and made a full recovery. They were so grateful that they showed up to our dispatch center and presented that dispatcher with a bouquet of flowers. Stories like that happen every day. Not necessarily the part about the flowers, but about our dispatchers saving lives and helping others.

And there are changes coming to our dispatch center. We are in the process of building a new 17,000-square-foot joint dispatch facility for the Sheriff’s Office and County/Cal Fire staff. The new facility will be located adjacent to the existing Sheriff’s North Station off Main Street in Templeton. When complete, the new facility will replace two antiquated and overcrowded dispatch centers with an efficient, state-of-the-art facility. It will address the need for improved communication between emergency response agencies. We broke ground last October, and the project’s estimated completion date is November of this year.

Side note: I know I’m a little early, but National Public Safety Telecommunicators Week is April 15-19 this year. It’s a chance to express our thanks and appreciation for dispatchers. I know I’m extremely grateful for everything they do. And I hope you are too.

the state budget process? ? What is...

Iam often asked about the state budget when I speak with Rotary groups, school boards, PTAs, and community organizations. The best explanation about the California budget I have heard is that budget is a process rather than a product. One colleague describes the California budget as the development of the Governor’s Budget, the Legislature’s enactment of a budget, and the executive branch’s administration of the budget as a combination of phases. Each of these phases contains all the ramifications and influences of political interactions, relationships with federal and local governments, public input, natural events, legal issues, the economy, initiatives and legislation, etc. In short, the state budget is a complex, multi-faceted, and ever-changing process.

Our California State Constitution requires that the governor submit a balanced budget to the Legislature by January 10. One interesting requirement is that if the proposed expenditures for the budget year exceed estimated revenues, the governor is required to recommend changes to balance the budget. The director of finance, as the chief financial advisor to the governor,

directs the effort for the preparation of the Governor’s Budget. Under the policy direction of the governor, the director of finance issues instructions and guidelines for budget preparation to agencies and departments. This effort typically gets underway even before the Legislature has passed the budget for the current fiscal year.

Even though terms such as Zero-Based Budgeting, Management by Objectives, and Total Quality Management are used by the administration, the process is essentially incremental budgeting with some lobbying added for good measure. The current departmental level of funding is considered a base amount to be adjusted up or down by change proposals. According to the Department of Finance, the general goal is to resolve budget issues at the lowest level possible. Departments should clear their proposals through agencylevel hearings and the Department of Finance generally attends the hearings. For non-agency departments, proposals are presented directly to the Department of Finance. Issues that are not resolved between departments and finance staff are discussed at hearings conducted by the director of finance and the most sensitive issues are ultimately presented to the governor for a decision.

Once the decisions are finalized, the Department of Finance coordinates the printing of the Governor’s Budget Summary

following year. Along with the summary is a detailed presentation of each department for the past, current, and budget years. The State Constitution also requires that the Governor’s Budget is accompanied by a budget bill itemizing recommended expenditures that are introduced into each house of the Legislature to be passed by June 15.

This year, education continues to be one of the largest California State Budget items. A greatly reduced Cost of Living Adjustment (COLA) at 0.76 percent, the projected reductions in Personal Income Taxes (PIT) or state revenue, and the projected state budget deficit all impact the amount of funding available for education. School districts and charters are preparing for spending reductions and reevaluating priorities to balance their budgets. Of particular interest for our county are the state’s efforts to expand the educator workforce pipeline. A goal of my administration has been to promote “Future Careers that are Locally Grown.” Several of the grants proposed by the governor complement my research on recruitment and retention, validate our work on apprenticeships, and if awarded, will benefit our county for generations. The organization called Wineries of 46 East tagline touts: “Take your senses for a ride.” That ride of winery visits can take you not just along the highway, but circles around the scenic hillsides and backroads to San Miguel.

Thanks to its annual Esprit du Vin, a wine and food event staged by a group of wineries of the 46 East, the spirit of wine happens under one roof. Ignoring a rainy night, the 21st annual soirée on February 3 brought aficionados to the expansive Riboli Events Center to savor the east-side experience.

Before the event, I revisited the wines of the Riboli Family with head winemaker Marty Spate, who gave us a tour of the winery adjacent to the Events Center.

“This was once an open field,” Spate commented on the state-of-the-art, solar energy-powered, SIP-certified winery that opened in 2016. We walked through the barrel room holding 6,000 neatly stacked barrels and the fermentation space equipped with 108 shiny tanks.

With over a century of winemaking experience, four generations of the Riboli family continue their legacy with third-generation Steve Riboli as CEO and fourth-generation Anthony Riboli as winemaker. An annual case production ranging between 130,000-140,000 cases, both luxury and premium wines, are produced here from the family’s estate vineyards in the Paso Robles AVA, Monterey County, and Napa Valley.

Spate conducted a tasting of wines from the San Simeon portfolio, the richly textured 2020 Cabernet Sauvignon Reserve (black label) aged for 24 months in new French oak and the 100 percent barrel-aged 2021 Chardonnay expressing an elegant layer of oak. The Napa Valley Rutherford Cabernet Sauvignon was another outstanding wine at

a friendly price of $65.

From the Opaque series we tasted the 2020 earthy Tannat and the 2019 Darkness’s, the Zinfandel and Petit Verdot-driven blend.

The Wineries of 46 East concept was spearheaded by Gary Eberle and Tobin James to bring awareness to the east side of Paso, explained Audrey Arellano, the organization’s president: “Our members are wineries and hospitality east of the 101 freeway and San Miguel is included.”

There was an impressive selection of some 30-plus wines offered by 16 wineries. Although I must add a good number of wines I savored were produced from westside vineyards. However, it’s not uncommon for Paso winemakers to blend grapes from both east and west, especially when it comes to Cabernet Sauvignon and Paso’s signature eclectic blends.

“I’m on the east side so I’m very supportive,” commented Edgar Torres, owner/winemaker of Bodega de Edgar. Specializing in Spanish varieties, Torres has two wineries, one on each side of town.

The lineup of five wines he offered were all from the westside, mostly from the steep Paper Street Vineyard that straddles westside’s Willow Creek and Adelaida districts.

“The attraction of vineyards on the westside is that you have more diversity, steep hillsides and sun exposure,” Torres said. However, he does source Cabernet Franc from the east side.

Torres offered the 2021 Gracias Blanco Torrontes, which was barrel-aged for two years giving the wine a richness on the palate. The 2020 Toro del Paso blend of Tempranillo and Graciano with a touch of Merlot for herbaceousness. The 2019 Gracias, a blend of Graciano and Carignan in the Priorat style and the 2019 Gran Reserva Tempranillo barrel-aged for three years and bottle-aged for another three.

Newcomers to Paso, Dina and Jeff Hevert

of Vinyl Vineyards presented their fragrant strawberry-laced 2022 Rosé of Mourvèdre and Grenache sourced from Templeton Gap. A wellknit Bordeaux blend was equal parts Cabernet Sauvignon, Cabernet Franc, and Merlot.

Pear Valley, renowned for growing a whopping 28 grape varieties, offered a lineup of four wines: the 2022 Viognier, 2019 Petite Sirah, and two 2020 vintages — a pomegranate fragrant Aglianico and a Bordeaux blend, the latter containing all six varieties including Carmenere.

At Vina Robles, I found their signature crowd pleasers Sauvignon Blanc and Cabernet Sauvignon; from Robert Hall, the 2019 Cavern Select Cabernet Sauvignon showing finegrained tannins and the 2020 GSM redolent of anise and lavender.

At the Allegretto table, I sampled the richly textured 2019 Tannat and the 2020 Heart of the Vine Bordeaux blend. Nearby, Brochelle’s raspberry-flecked 2021 Zinfandel paired well with honey goat cheese.

Other participating wineries included Broken Earth, Eberle, Tobin James, Four Sisters Ranch, Penman Springs, Riboli and Villa San Juliette. Many winery participants offered cheese pairings.

Paso’s popular entertainer Joy Bonner rocked the cavernous hall as guests enjoyed delicacies such as Maddelana Bistro’s lasagna, Stein’s BBQ’s pork tacos, Trattoria di Luca’s pizzas, Di Ramondo’s selection of cheeses and Jeffry’s Wine Country BBQ’s signature paella.

With a packed crowd on a rainy night, it was clear Esprit du Vin continues to be a successful event. Three of the four annual events staged by the Highway 46 East organization are fundraisers. However, Esprit du Vin’s “box office” supports the staging of the event.

“From our last event, [a Halloween Poker Run], we gave $10,000 to Zoo to You,” informed Arellano.

any years ago this Irish blessing was sent to me, and I tucked it away to use on St. Patrick's Day. I share it here with you.

Creamed Cabbage + Dill

St. Patrick's Day is celebrated each year on March 17 by the Irish and other people in many parts of the world. In fact, on St. Patrick's Day, everyone can be a "wee bit Irish."

We honor St. Patrick on March 17 because he died on that date in the year 461. Later, the Catholic Church made him a saint in recognition of the work he had done as a Bishop, caring for the Irish people. He built churches and schools all over the country and taught the people about God.

It's always fun to invite friends and family for an Irish feast of corned beef and cabbage. To put a twist on the menu, I found the following recipes for side dishes to serve with the corned beef.

Ingredients:

1 1/2 pounds white or red boiling potatoes

2 tablespoons butter

2 tablespoons safflower oil

Salt and freshly ground black pepper

1 large white or yellow onion, cut into 1-inch squares

1 green bell pepper, seeded and finely diced chopped parsley

Ingredients:

1 head green cabbage, about 2 1/2 pounds Salt

Freshly ground black pepper

1 cup light cream

2 tablespoons minced fresh dill, or 1 tablespoon dill seeds

Directions:

Note: Serve cabbage and its sauce as a side dish or over toasted Rye Bread or egg noodles, with your favorite link of grilled sausage.

Core cabbage and chop leaves into squares about an inch or so across. Bring a large pot of water to a boil and add salt to taste and cabbage. Boil, uncovered, for 3 minutes. Drain and rinse with cool water. Press out as much water as you can from leaves. About 30 minutes before serving, put cabbage in a wide skillet with salt and pepper to taste, cream, and dill or dill seeds. Bring to a boil, then reduce heat to low, cover, and stew gently until the cabbage is tender, about 20 minutes. The cream won't be cloying because of the water in the cabbage, but will end up as a thin, flavorful sauce. Serve hot.

Directions:

Put potatoes in a saucepan with water to cover and bring to a boil. Cook until tender when pierced with a knife but not falling apart, 15 to 20 minutes. Drain and let cool, then peel and slice thinly. Heat 4 teaspoons each of the butter and oil in a very wide skillet over medium-high heat. Add potatoes and fry, stirring occasionally, until nicely browned on both sides, about 25 minutes. The browning is important to their success. Season potatoes well with salt and pepper while they cook. Meanwhile, in a second, smaller pan, heat remaining butter and oil over high heat. Add onion and sauté until golden and crisp around the edges, about 10 minutes. Season with salt. Add bell pepper to onion, sauté for 1 or 2 minutes, and then add whole mixture to potatoes. Gently combine the with a soft rubber spatula so that they don't mush up. Pile potatoes onto a warm platter, add parsley, and serve.

Carrots with Shallots + Parsley

Ingredients:

1 pound carrots

1/4 cup finely diced shallots

1/4 cup chopped parsley

1 or 2 tablespoons butter

Salt and freshly ground pepper

Directions:

Peel carrots and cut them into bitesize pieces. Steam them over boiling water until tender, but not mushy, 5 to 8 minutes. Set a sauté pan over high heat with shallots, parsley, and butter. Add steamed carrots and sauté, shaking pan back and forth, until carrots are coated and shallots have just begun to gain a little color, after 4 or 5 minutes. Season to taste with salt and pepper.

Jimmy and Shelly Zanoli, driven by a shared passion for wine, embarked on their winemaking journey with their project, Zanoli The couple, united in Paso Robles in 2008 and married in 2010, cultivate their love for food and wine, focusing on vineyards with Limestone and Calcareous soils in California's Central Coast.

Jimmy's winemaking roots trace back to 1998 when his father planted a vineyard in Templeton Gap District. After honing his skills at Bella Luna and Eberle Winery, Jimmy made a mark in the industry. Meanwhile, Shelly, inspired while working for hospitality giants like The Mission Inn and Four Seasons Hotel, took a leap to join Justin Vineyards and Winery in Paso Robles.

Seeking to advance their careers, the couple moved to Napa in 2012. Jimmy contributed his expertise to Heitz Wine Cellars, Sodaro Estate Winery, and Failla Wines, while Shelly excelled in event coordination and hospitality roles at various wineries.

In 2015, the opportunity arose for Jimmy to become the full-time winemaker at Bella Luna and launch Zanoli. The couple swiftly returned to Paso Robles, channeling their focus on crafting wines reminiscent of the Rhones from Cornas, France, with minimal intervention and using grapes from Limestone and Calcareous soils.

We chose Chenin Blancs because it is a middle ground between a Chardonnay and a Sauvignon Blanc. When we started our brand in 2015, only a few producers made wine from this grape. We wanted to be a little outside of the box.

Why those sites?

Jurassic Park Vineyard is located in the sandy soils of Santa Ynez, planted in 1978, and is own-rooted; we look to source grapes from old vineyards as they tell a story of California’s wine history. This wine pairs beautifully with Oysters and Fish.

The Bailey Ranch Chenin is a dry-farmed, head-trained vineyard in the Adelaida District. Because it is dryfarmed, the wine has a lovely richness, making it more savory. We love to pair this one with prosciutto and melon.
