BIWEEKLY STRATEGIC PERFORMANCE REPORT

I am pleased to transmit the 22nd installment of the Community Building Leadership Team’s (CBLT’s) Strategic Performance Report (SPR). Please see attached.

AIRPORT AND GOVERNMENTAL AFFAIRS

AIRPORT AFFAIRS & IT’S CRITICAL IMPORTANCE IN COLLEGE PARK

As of 2024, ATL serves over 104.7 million passengers annually. In addition to being a major European cargo hub for North America, ATL offers nonstop service to more than 150 domestic destinations and nearly 70 international destinations in over 45 countries. ATL has a direct economic impact of $34.8 billion in metro Atlanta and $70.9 billion in Georgia. It also employs more than 63,000 people, making it Georgia's largest employer.

The below graphic illustrates ATL positioning among large hub airports. You’ll notice that ATL was #1 in passenger traffic in 2022 and only #14 in cargo tonnages for the same time frame. This disparity explains efforts in the recent years by the Atlantic Aerotropolis Alliance Board to increase logistics training and cargo handling at the ATL. Besides the Fulton Industrial Corridor, Metro Atlanta appears to have insufficient numbers of persons trained in cargo airport logistics which could provide an opportunity for area residents to become involved in the transportation sector focused on air cargo.

However, because Atlanta’s airport is physically located in College Park and Clayton County, we historically have had to be hypervigilant to ensure meaningful participation and direct benefit from ATL’s operations. Otherwise, College Park would likely forego tax revenue enjoyed by the city of Atlanta, cloaked by complicated FAA revenue diversion rules. This a condition of “disproportionate revenue sharing” is true in many US cities. Around the country, many municipalities with equally large economic engines like ATL experience urban blight and divestment in the areas immediately surrounding large universities (AAC, Howard, FAMU, Xavier), hospitals (University of Chicago, Cleveland Center, John Hopkins), factories (Inland Steel, Amana, Ford/Chrysler) and often times, airports. To combat what is referred to as to the “Jupiter effect” where local economic impact ends at the doorstep of the large institution, never reaching the surrounding communities, many municipalities have enlisted liaisons who directly navigate the interest of the city. In the case of College Park, that important role is the responsibility of the Director of Airport in Government Affairs.

Present Purpose per Job Description: To develop a comprehensive understanding of the impact of Airport operation including potential issues, challenges, and opportunities on the City of College Park, and to develop and implement a comprehensive strategy and action plan for City Staff to execute in coordination with the City of Atlanta and Hartsfield Jackson International Airport.

Future Purpose: Specific additions to future work scope of the Director of Airport & Governmental Affairs position could include ensuring that the City of College Park receives its pro rata share of economic direct impact creating a $34.8 billion engine of the world’s busiest airport to include but not be limited to development, concessions and hospitality tax revenue, job creation and youth technical training in partnership with local, State, and federal resources. CLEAN SPARK DATA CENTER

Rocklyn Homes is closing out phase 1 with about 200 single family homes. Meritage Homes is scheduled to construct another 100 units with 6 already under construction in phase 2. This project is located off Herschel Road, south of Camp Creek Parkway.About 74% of the completed homes with electrical service are now occupied.

Clean Spark Data Center is served by 22 large transformers totaling 35 megawatts of power.

PROMISE INSTITUTE

This is the site of the former McClarin High School on Main Street. The project is being served by a new underground fed transformer. The proposed opening is this Fall.

BARRETT PARK-UPDATE

Great news. The restroom is open for business. The ribbon cutting took place on Friday, May 24th. The demonstrations were great. We now have WiFi, new cameras, and smart technology at Barrett Park. We are poised and ready to resolve all issues if any concerns are expressed about the technology.

NEW CITYWIDE CAMERA UPGRADE

New Citywide Camera Upgrade: We are happy to report that four (4) cameras have been installed at Phillips Park. The other test site will be located on Old National Pkwy. Councilman Gay loves the new cameras. The Chief of Police and I reviewed the new cameras yesterday. We will be adding our access to FUSUS dashboard once this project is finished.

CYBER SECURITY TRAINING

We have an 80% completion thus far with the Cyber Security training. Out of the 500 employees we have 416 that have completed the training. I contacted the Mayor, Council and Department Heads to remind them to finish. All accounts that are not complete will be deactivated on Monday June 3rd.

SEE CLICK FIX(311)

We are ready to launch our “See Click Fix” app in the next few weeks. The app has been entered in the app store for testing. This app will allow our citizens, staff, and guests to report any issues (e.g. abandoned cars, high grass, down trees) they see around our city.

CHARLES PHILLIPS WI-FI

We are eager to report that our Wi-Fi vendor has sent us the quote to add Wi-Fi to Charles Phillips Park. Once the purchase order is complete, we will start the process. The goal is to have Wi-Fi in all city parks.

PARKS, RECREATION, AND CULTURAL ARTS

CELEBRATING OLDER AMERICAN MONTH

May is Older American Month and in celebration of our seniors in our Recreation and Cultural Arts a Seniors-by-Seniors Performance Showcase was held on Thursday, May 23, 2024, from 11:00 AM12:30 PM.

This is the second year that there has been a Seniors Performing of Seniors event at the Wyatt

The event was MC’d by Stacie Alexander and featured performance groups to include: In Spirit Group, Engele- Edeliegba, Soul Strutters, Seasoned Sisters, and Tony J. Scott. Admission was free and there were vendors who provided information to the seniors for senior services. 285E/Old National Ramp, Possession of Marijuana-With Intent/ Possession of Controlled Substance-Meth/Cocaine/MDMA/"Crack" Cocaine/ Possession of Firearm by Convicted Felon/ Possession of Firearm during the commission of certain crimes/Theft by Receiving Stolen Property.

While conducting routine patrols, special operations investigators noticed a wanted individual driving a Dodge Ram truck. College Park Police Department Investigators performed a traffic stop and took the driver into custody. Once the officers read Miranda and questioned the individual, they were able to secure a search warrant for a room located at 2451 Old National Hwy (Baymont Hotel). Located in the room was 1.72oz of Marijuana, 15.53g of Cocaine, 13.4g of "Crack" Cocaine, 16.74g of Methamphetamine, 6 MDMA pills, and two scales; one subject was taken into custody.

PUBLIC WORKS DEPARTMENT

BUILDINGS AND GROUNDS

During our Public Works Week, the entire department, Building and Grounds, Water and Sewer, Sanitation, Highway, Streets and Storm Water gathered at Zupp Park to celebrate.

It was a fantastic opportunity for everyone to mingle, relax and come together as a cohesive team. After the festivities concluded, our dedicated Park Attendants resumedtheir duties, diligently managing the park grounds and ensuring cleanliness. A big thank you to the entire team!

HIGHWAY, STREETS AND STORM WATER

The team initiated their sidewalk insulation project on Riverdale Road in Ward 4. The accompanying image visually illustrates the concept of insulating the ground beneath the concrete pavement, specifically the sidewalk.

This insulation process serves to prevent frost damage, minimize cracking caused by temperature fluctuations, and enhance the overall life and structural integrity of the sidewalk.

Following the recent ribbon-cutting ceremony for the new Smart Restrooms at Barrett, the Highway, Streets, and Storm Water team took on the responsibility of installing directional signs in Ward 1’s Rugby Avenue location. These signs were strategically positioned to provide visitors with clear and straightforward instructions on how to access the new Smart restrooms. By doing so, they aimed to reduce confusion, save time, and enhance the overall user experience.

The purpose of the Georgia Main Street Program’s Annual Year-end Assessment is to recognize program accomplishments made during the previous calendar year, to address additional downtown revitalization issues, and to discuss barriers that would prevent the local program from achieving future work plan goals and activities and to evaluate the success of local programs and the greater role it plays in community development.
