It’s that time again that we need to give back to those who are going through tough times and fill them with some Christmas cheer.
Approximately 23% of Australians start their working day with a takeaway cup of coffee, and the mood of the day is often set by how the barista greets you. For those looking for a cup served with a smile and a whole lot of ability, it’s worth looking for the BariStars coffee trailer.
Launched on 10 November by CatholicCare CEO Alastair McGibbon, with a blessing from Bishop Terry Brady, BariStars is an incredibly rewarding initiative from CatholicCare’s Disability Services – providing training and employment opportunities for people with disabilities.
In the past, NDIS Supported Employment offered as part of CatholicCare’s Disability Services has focused on gardening and cleaning services, however, an intensive training program and the purchase of a mobile coffee trailer thanks to a donation from the Estate of Bishop Bede Heather has seen a group of incredibly motivated and enthusiastic participants join the ranks of Sydney baristas pouring caffeine wakeups for regular customers. Bankstown Sports Club generously provided a mobile coffee cart coffee machine, and grinder for training purposes, and Vittoria Coffee generously gifted BariStars with two additional coffee machines and two grinders for the mobile trailer, along with a six month supply o coffee beans, plus tea, cups, sugar, napkins and syrups for both the mobile trailer and for training, ensuring the aspiring baristas are guaranteed to serve all customers only the finest coffee.
Every participant from the Supported Employment program receives full barista training and on the job support to learn the required hospitality skills to prepare and serve a variety of coffee orders, hot chocolates, and cold drinks along with an assortment of sweet treats and hot pies.
“The ability to serve a cup of coffee is taken for granted by so many, and it is a testament to the passion and dedication of each participant that our brand new BariStars are preparing drinks and serving customers with tremendous enthusiasm and enough pride to power the coffee trailer all week,” said CatholicCare Sydney’s CEO Alastair McGibbon.

Let’s talk about tax. Specifically, payroll taxes.
To understand any tax, it is valuable to look at the history of the tax and find out the problem that it solves for government at all levels.
With the Australian government burdened with finding new ways to fund returned veterans, war widows and growing demands on social services the government introduced Payroll tax in 1941 at the Federal level. Businesses that had employees were viewed as making money and therefore there was a political appetite to tax ‘well to do’ businesses and not individuals. Payroll tax initially was a 2 5% levy on all payrolls In 1971 the access to payroll tax was handed over to the States after much lobbying. The states would be essentially the sole growth tax available at state level to fund state benefits.
Over time states have introduced unilateral reform at state level with changes in rates, modifications of thresholds and other rules making payroll tax what it is today. Different in each state.
States are highly reliant on the revenue provided by payroll taxes to fund services for citizens States are restricted in their ability to impose efficient taxes to raise revenue. States bear the burden of providing services to their citizens with limited ability to make tax laws to fund the services they provide.
If states remove payroll taxes, what is the replacement? How do we fund our way of life?
There is a Vertical Fiscal Imbalance between the state and federal government in taxes. What does this mean?
It means that the Federal government can impose tax law on citizens however, the states have the burden of funding the services to their citizens that Federal taxes raise.
This makes the states reliant on the federal government for funding services to a large degree.
This then leads to a blurring of lines regarding who provides what and who gets the credit.
This requires the State and Federal government to find solutions together to overcome this vertical fiscal imbalance, like what we did with GST.
The problems for SMEs with regards to payroll tax are its complexities and inefficiencies.
The reporting of similar information to multiple state and federal governments needs to be streamlined to make compliance easier for business. Why can’t reporting be done to one place (ie. The ATO)?
The differing definitions, exemptions and rates within legislation across states makes compliance difficult for businesses operating across state borders. These same factors make the tax inefficient to administer by governments and the compliance cost high for business.
It would be so much easier if things were harmonised, rationalised and reported in one place.
The Tax Institute states ‘Payroll tax could also be made more efficient by harmonising policy, rates, base and definitions across states. This would lower the compliance and administrative burden both financial and time currently borne by individual taxpayers and businesses, especially those operating in multiple states.’
Whatever decisions are made there is a difficult process for reform ahead.
On the 9th April 1999 the then Prime Minister announced that all states and territories had signed an intergovernmental agreement to reform financial relations between states and commonwealth.
This was done in response to the introduction of the GST replacing funding in the form of commonwealth funding to the states. In return, states would remove several inefficient taxes levied at state level. This agreement overcomes the problems discussed above (vertical fiscal imbalance) by introducing horizontal fiscal equalisation. This means the GST overcomes the deficiencies and problems within the tax system and replaces funding to the states by co operation and agreement. Discussing the problems of payroll tax the complexity, high cost and burden of compliance for small business can be said right across our tax system. Our current tax mix is out of alignment with OECD averages. Our current tax mix is highly reliant on taxing individuals and companies directly and with an aging population and declining taxpayers to bear the burden of this tax mix will lead to either higher taxes or falling standards of living (lower productivity). It appears that we will pass on a lower standard of living than we have lived, without some change or reform to our tax system to help us reverse this trend (in part).
In discussing payroll tax and the problems in reforming it, the PWC report on payroll tax shows options on replacing payroll tax or reducing the burden of compliance by making it uniform.
The most efficient and effective way of changing the tax mix is to broaden and increase the base of GST. The Henry review examines a broad based consumption tax as being the most efficient of taxes. The Tax Institute states ‘The tax system is in dire need of holistic reform. In general, we should be seriously considering a move away from taxes on income and employment and towards more efficient taxes like GST and land.’
Currently GST is only running at 50% efficiency due to the extensive exemptions and concessions. The complexities provide a high burden of cost on business in compliance. It would be wonderful if we could remove this complexity by broadening the base and increasing the tax rate.
If only you could see what I see. Great tax planning can do a lot to reduce or eliminate taxes to people who can afford to get good advice. There is no way around GST. No tax planning will get you out of GST. Making it a ‘fair’ tax.
The disadvantage to GST reform is in its major strength. It is a blunt instrument for the vulnerable with a higher proportion of income going to cover the impost GST reform could not be considered without a good quality social reform package. A good quality tax system must be efficient, equitable and simple. It also must interact cohesively with other systems (social services).
Reform of GST is difficult Part 3 the intergovernmental agreement requires all states and commonwealth to agree on change. This will be a big conversation. For politicians this conversation comes with a level of fear. How can we have this conversation and get re elected? Items 31 to 36 Intergovernmental Agreement shows difficulties in reforming GST.
In reforming state taxes, you must look at federal taxes and the interaction of the two as well as the broader tax mix.

There are options for payroll tax and tax reform in general if we are willing to overcome our fear and have educated conversations on what we want our future to look like. It is a big conversation.
One thing that has become clear in the recent budget papers is that we are not paying for ourselves. We can do better. We can be best in class (worldwide). We are now faced with significant challenges and a rapidly changing environment.
Any considerations must generate revenue to support government services, support economic growth and create jobs. Any changes must also be future fit.
Above all else, help us to a better quality of life and improve equity for future generations
