3Bridges forms Partnership with Western Sydney University.
3Bridges CEO Raj Nair, is pleased to announce a new partnership with Western Sydney University to produce a White Paper on 3Bridges Early Years Support Service (EYSS).
The findings generated from the pilot study will be used to shape the future delivery of the program, inform policy change in the future, and highlight the role of early intervention during this critical time
Led by Associate Professor Danielle Tracey from Western Sydney University, the pilot study represents the first independent study of the Early Years Support Service Associate Professor Tracey says “this research will help us understand the needs of vulnerable mothers and what features of the EYSS they value the most. This presents an opportunity to directly inform service delivery.”
The Early Years Support Service is a vital early intervention program for mothers with children aged 0-3 years who are vulnerable due to isolation from family or friends, minimal support, multiple births, having ill health or disability in the family, have partners serving in the Australian Defence force, are new to the area, or experiencing post-natal depression, anxiety, or domestic violence
Trained and supervised volunteers, including family support workers for at risk mothers, provide weekly in-home support to mothers in the Sutherland, St George, and part of the CanterburyBankstown local government area
“Our Early Years Support Service has supported 2,016 families, with the assistance of approximately 2,000 volunteers to date,” said Raj Nair, 3Bridges CEO
“Informal evaluations have been positive, but this independent research will generate an understanding of the reported impact of the program to the lives of the vulnerable mothers and their child, as well as implications for the social investment from state and federal agencies,” Raj Nair continued.
The White Paper will be finalised in August 2022.

SUPPORT FOR COMMERCIAL TENANTS AND LANDLORDS UNDER COVID FIGHTING FUND Minister for Finance and Small Business MEDIA RELEASE
Eligible commercial tenants and landlords will receive greater support and certainty during the current restrictions with the NSW Government acting quickly to implement the Retail and Other Commercial Leases (COVID-19) Regulation 2021 as part of the $5.1 billion COVID-19 economic support package.
Commercial and retail landlords will be required to attempt mediation before taking certain actions, such as recovering a security bond, locking out or eviction against a tenant impacted by the Public Health Orders.
Minister for Finance and Small Business Damien Tudehope said this would provide certainty for businesses and landlords in this challenging time.
“One of the biggest issues right now for so many small businesses right across NSW is rent. This package says to landlords and tenants before you take any action, sit down, talk to each other and come to an agreement on what the next few weeks looks like,” Mr Tudehope said.
“It could be a payment plan, a reduction in rent, or an agreement not to take any action until restrictions end, but we all need to work together to ensure small businesses get through this lockdown and continue to create jobs, deliver vital services for local communities and power our economy forward.”
A $2 million boost to the NSW Small Business Commission will support additional staff to meet the demand for mediations and assist retail and commercial tenants and landlords.
“During the health pandemic we have seen applications for mediation increase with 2,600 applications received and approximately 90 per cent of the underlying issues resolved before or during formal mediation. The Commission is ensuring a costeffective, timely and independent process for landlords and businesses to seek assistance on a way forward,” Mr Tudehope said.
As part of the $5.1 billion COVID-19 economic support package, commercial and retail landlords will also be eligible for payments of up to 100 per cent of their land tax owed in 2021, when they provide their tenants with at least that amount in rent reductions from July 13
“Whether it’s direct grants, financial assistance to keep staff, payroll tax relief, or support for our vulnerable communities, our first priority is the health and safety of our local communities,” Mr Tudehope said.
“This package will help small businesses and landlords to work together to get through this challenging time.”

NEW OPPORTUNITIES FOR NSW BUSINESSES AND RESEARCHERS
The NSW Government has announced new seed funding opportunities, while calling on businesses and research institutions to strengthen the state’s entrepreneurship capability, as part of the third Innovation Districts COVID-19 R&D Challenge.
Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres said the challenge would see an additional $500,000 in seed funding invested in research and development solutions that address the long-term strategic challenges of the pandemic
“Through Investment NSW, the 2021-22 NSW Budget delivered more than $35 million to implement the Entrepreneurship and Innovation Ecosystems Action Plan,” Mr Ayres said. “We want to see inspired solutions that help realise our vision for a world-leading innovation and entrepreneurship ecosystem in NSW. The third challenge to business is to keep building our local strengths and global competitiveness.”
“The first two challenges have already seen $1 million invested in innovative ideas such as an artificial intelligence diagnosis platform for lung scans that helps improve COVID19 detection, a personal anti-viral filtration device and a simulation engine for logistics including rapid vaccine distribution ”
Parliamentary Secretary to the Premier Gabrielle Upton said, “The Third Innovation Districts R&D Challenge strongly supports the focus of the NSW R&D Action Plan which is to grow jobs and new industries through commercialising R&D. In the case of the Challenge, the bonus is that it will help solve challenges arising from the pandemic.”
Potential projects could include those that help sectors pivot to high growth opportunities, strengthen NSW’s sovereign capability and local supply chains, address workforce gaps created by international closures, or champion Indigenous entrepreneurs.
Eligible businesses must be at least 75 per cent Australian owned, based in NSW, have fewer than 200 employees, have operated for at least 12 months, with at least $75,000 in sales revenue, and have a product or service in development that could strengthen the state’s entrepreneurship capability.

Service NSW and Transport for NSW will trial Digital Vehicle Registration, a new digital service to make it easier to renew and manage vehicle registration.
Service NSW and Transport for NSW are trialling a Digital Vehicle Registration service, which will provide vehicle registration documents to customers electronically, instead of in the post. Eligible customers will be invited to opt into the trial to access their digital Certificate of Registration through their MyServiceNSW Account.
Customers will also be sent renewal reminders through their MyServiceNSW Account and by email.
If your business or organisation uses paper certificates, please check out the new-look digital version. The digital Certificate of Registration can be used for all the same purposes as the paper certificate.
Unlike paper certificates, digital certificates do not contain a notice of disposal or a transfer application. Instead, customers are encouraged to submit these online. Alternatively, paper forms can be downloaded and printed from the Service NSW website or can be done at a Service NSW location

PAYROLL TAX REDUCTIONS AND DEFERRALS TO SUPPORT BUSINESSES
NSW businesses are set to benefit from further payroll tax relief to help ease the financial burden of COVID-19 lockdowns.
Treasurer Dominic Perrottet said targeted support was being made available through Revenue NSW, with payroll tax deferrals already available for all businesses and a 25 per cent reduction on the 2021-22 payroll tax reconciliation for eligible businesses.
“Many businesses across the State are doing it tough right now with less foot traffic resulting in a decline of sales and transactions,” Mr Perrottet said.
“These payroll tax measures are part of over $4 billion in various business grants and assistance to help businesses stay in business and to keep staff in jobs.”
“We have said right throughout the pandemic that we would put people, businesses and jobs ahead of the budget, which is why we are rolling out a record business support program.”
Finance and Small Business Minister Damien Tudehope said the NSW Government was standing by to help businesses wherever possible.
“We know the effects of restrictions are being felt right across the state and that’s why we have ensured that all payroll tax customers are able to take advantage of the deferral and repayment options, regardless of size or geographical location,” Mr Tudehope said.
“We want to free up cash for businesses at a time when businesses are doing it tough, by waiving or deferring their tax.”
All NSW businesses who have a payroll tax liability have the option of deferring lodgement and payment of their 2020/21 annual reconciliation until 7 October 2021. Customers required to lodge monthly returns will also have the option of deferring their returns due in August and September until 7 October 2021.
In addition, all payroll tax customers that defer their payments are eligible for an interest free payment plan of up to 12 months
Businesses with wages between $1.2 million and $10 million that have experienced a 30 per cent decline in turnover will get a 25 per cent reduction of their 2021/22 payroll tax. This will deliver even more support to smaller businesses.

Key components of the NSW Government’s COVID-19 support package include:
The 2021 COVID-19 Business Grant is available to eligible NSW businesses that have a turnover between $75,000 and $50 million (inclusive), and a total Australian wages bill of $10 million or less. They can claim grants between $7,500 and $15,000 to cover the first three weeks of restrictions. Businesses can apply now by visiting service.nsw.gov.au;
The JobSaver scheme, to be delivered together with the Commonwealth, will provide cash flow support to help eligible businesses retain staff This will be up to 40 per cent of weekly payroll with a payment of between $1,500 to a maximum of $10,000 per week, provided staffing levels are maintained at the level as of 13 July 2021. Eligible non-employing businesses will receive $1,000 per week;
From July 26, the Micro Business COVID-19 Support Grant will be available for eligible businesses with a turnover of more than $30,000 and less than $75,000 that experience a decline in turnover of 30 per cent or more. Eligible businesses will receive $1,500, taxfree, per fortnight of restrictions;
Land tax relief equal to the value of rent reductions provided by commercial, retail and residential landlords to financially distressed tenants, up to 100 per cent of the 2021 land tax year liability;
Residential landlords who decrease rent for Impacted tenants can apply for a grant of up to $1,500 or land tax relief depending on their circumstances
Introduction of legislative amendments to ensure a short-term eviction moratorium for rental arrears where a residential tenant suffers loss of income of 25 per cent due to COVID-19 and meets a range of criteria;
No recovery of security bonds, or lockouts or evictions of impacted retail and commercial tenants prior to mediation.
