Dear Saints:
Greetings in the precious Name of our Lord and Savior Jesus Christ. First Lady Evangelist Shelia Mosley and I welcome each of you to the 33rd Holy Convocation for the Barbados First West Indies Church of God in Christ Jurisdiction, here in beautiful Barbados. “This is the Lord’s doing; it is marvelous in our eyes.” (Psalm 118:23)
Our theme, “The Challenges We Face,” calls for the saints to depend more than ever before on the Lord God to strengthen us and help us to not only meet the challenges we face but to overcome and conquer them! We have faced challenges brought on by the pandemic; challenges in our personal lives; challenges within our families, churches and communities. Yet, the Word of God assures us that “. . . in all these things we are more than conquerors through Him that loved us.” (Romans 8:37)
While in Barbados for our Holy Convocation, we look forward to making a difference in the lives of those whom God has ordained for us to meet. Our Jurisdictional Purpose is “to passionately serve the needs of God’s people by engaging in the mission of Christ.” Our Jurisdictional Motto is to “Serve God. Do Ministry. Touch Lives Together.” It is my desire that each of us fulfills our Jurisdictional Purpose and actively practice our Motto throughout our stay in Barbados and in our personal lives wherever we go.
I thank God for each of you taking the time to worship with us and for being a valuable part of my first Holy Convocation as the Jurisdictional Prelate of Barbados First West Indies Church of God in Christ Jurisdiction. My prayer is that during Holy Convocation the Lord will be exalted and glorified, that souls will be saved, the saints encouraged and that when we return to our homes, we will be empowered to face whatever challenges await us with the assurance of guaranteed victory through our Lord and Savior Jesus Christ.

Greetings in the matchless name of our Lord and Savior, Jesus Christ!
Oh, how good and pleasant it is for brethren to gather together in unity. I am so pleased and excited to welcome you to the first Holy Convocation under the leadership of Bishop Arthur F. Mosley. I truly believe that God is about to do a new thing in all of our lives. I am honored and thankful to serve God’s people as the supervisor of women under such an anointed and compassionate leader.
As I reflect upon the God given theme, “The Challenges We Face,” I am mindful of the recent challenges we have all experienced during the COVID pandemic. During this time, many organizations folded, and many people drifted away. However, those of us in the Barbados First West Indies Jurisdiction found a way to become more connected and stronger than imaginable.
Despite recent challenges, we performed with outstanding effort and achieved much, as we learned the value of working together in harmony and love. I am sure there will be more challenges, but significant challenges create opportunities for great victories.
As we assemble ourselves during this convocation, I believe God will give us the strategies and the anointing to overcome any challenges we may face, personally and collectively. So, as we gather for this meeting, let us assemble with a spirit of expectancy, looking for the Lord to manifest his glory with signs, wonders, and miracles, as we press forward into the beauty of holiness.

History of the Barbados First West Indies Jurisdiction
In the year of 1989, the late Presiding Bishop James Oglethorpe Patterson with the approval of the General Board and General Assembly appointed Bishop Jerome Norman as the Jurisdictional Prelate of the newly created Barbados First West Indies Ecclesiastical Jurisdiction. Bishop Norman was consecrated by the late Presiding Bishop Louis Henry Ford.
Bishop Norman was the Founder and Pastor of the Full Gospel Mission Church of God in Christ in Jamaica, Queens, New York. This strong ministry in the South Jamaica area saw many souls saved, bodies healed and delivered through his ministry of prayer and deliverance. Bishop Norman Married Mother Joni D. Norman July 16, 1949. Their union lasted for over 70 years.
God called Bishop Jerome Norman to the Missions field and he served as the Jurisdictional Missions President for the New York Eastern First Jurisdiction for Bishop Otha M. Kelly and Bishop F.D. Washington. In the year of 1985, With the permission of Bishop F.D. Washington Bishop Norman explored the countries of Guyana and Barbados and became the overseer for those territories representing the Church of God in Christ with the help of the late Bishop Carlis Moody.
Bishop Norman chose Mother Mary Brockett as the first Jurisdictional Supervisor of Women for the Barbados West Indies First Jurisdiction in 1990. Mother Mary Brockett was Installed and Consecrated as the Jurisdictional Supervisor by the late General Supervisor Mother Mattie McGlothen in November of 1990. She represented the Barbados first West Indies Jurisdiction well in the International Department of Women and International Missions Department. Supervisor Mary Brockett went home to eternal rest on March 26, 2013. After prayerful consideration, Bishop Norman selected Mother Doris Smith as the Jurisdictional Supervisor of Barbados First West Indies Ecclesiastical Jurisdiction.
Bishop Norman continued to serve God, his people, his local church, Full Gospel Mission Church of God in Christ and the Jurisdiction of Barbados First West Indies until the the Fall of 2016 when Bishop Norman requested to be emeritized as a Jurisdictional Prelate and to focus on his local church and family. Therefore, Presiding Bishop Charles E. Blake and the members of the General Board accepted his recommendation unanimously. Bishop Emeritus Norman went home to be with the Lord April 12, 2020.
In 2019, then Presiding Bishop Charles Edward Blake along with the COGIC General Assembly approved and appointed Pastor Arthur F. Mosley Jurisdictional Prelate of the Barbados First West Indies Jurisdiction. Bishop Elect Mosley was consecrated Jurisdictional Bishop by Presiding Bishop J. Drew Sheard and the General Board on June 23, 2021. Bishop Mosley selected Mother Rozetta T. Allen as the Supervisor of Women for the Barbados First West Indies Jurisdiction Women’s Department. Mother Allen was consecrated Jurisdictional Supervisor by the COGIC International Women’s Department General Supervisor, Mother Barbara McCoo Lewis on November 12, 2021.
The Barbados First West Indies Jurisdiction is blessed to have the following Barbados churches, their pastors and church families: Overcomers Church of God in Christ, Pastor Superintendent Pierson Scantlebury (First Lady Cheryl Scantlebury), Next Level Ministries Church of God in Christ, Pastor Elder Glen Jones (First Lady Jackie Jones) and Husbandman Pentecostal Church of God in Christ, Pastor Elder Johnny Samuel (First Lady Sheron Samuel).
Under the leadership of Bishop Mosley and Supervisor Allen, the Barbados First West Indies Jurisdiction has assisted the churches in Barbados in many ways. Pastor Jones lost his entire church in a fire. Resources were sent to Pastor Jones to assist in the rebuilding of his church. Funds were sent to Superintendent Scantlebury to assist with the repairs of their church van. Supervisor Allen oversaw the sending of 5,000 masks to assist the churches during the pandemic. Supervisor Allen also assisted Lady Scantlebury with her ministry to homeless men by sending supplies which were distributed to the homeless men. The Jurisdiction sent funds to Barbados to assist after the volcanic eruption which poured ash over the island covering many homes and streets.

Mother Rozetta Allen
An Atlanta native, Mother Rozetta Allen is a prayer warrior who desires to see God move in the lives of His people. Alongside her husband, Dr. Roosevelt Allen Jr., she is the co founder and assistant pastor of Holy Bethel Church of God in Christ. There, she has worked with the church’s faithful to implement and develop many ministries that have helped Holy Bethel become the thriving church it is today. In 2019, Evangelist Allen was appointed by Bishop Arthur F. Mosley as the Barbados First West Indies Jurisdictional Supervisor of Women.
Allen is a humble, devoted servant whose zeal for youth and passion for restoring families is the underlying purpose of her ministry. It is apparent that the hand of the Lord is profoundly upon her, and the anointing that destroys yokes, and lifts burdens is evident as she ministers.
Her love and passion for others led her to pursue a degree in human services. She graduated in 1984 with a bachelor’s in sociology from Georgia State University and a master’s in counseling with honors. She also holds a master of Christian studies degree and is currently pursuing her doctoral degree at Liberty University in Virginia. She obtained her Evangelist ministry license through the Church of God in Christ School of Ministry.
Allen works diligently and faithfully as overseer of the Scholarships for Scholars program, which has raised more than $300,000 in college scholarship funds since its inception. She serves as president of the Women’s Department at Holy Bethel, where she frequently hosts workshops, seminars, retreats, and study programs aimed at strengthening the gifts already bestowed unto women by God. Known for her unyielding faith and works, she is the founder and leader of the 5:00 a.m. Awakening Prayer, the 7:00 a.m. Morning Manna Prayer, and the Tuesday Topics women’s empowerment program. She has been a leader in various mission driven organizations and is recognized for her philanthropic work and service to women and youth.
Evangelist Allen’s most significant charge in ministry is to be a supportive and devoted wife to her husband, a loving mother to their six children, all successful professionals, and a doting grandmother. She remains faithful and committed to parenting her children, no matter how old, in the fear and admonition of the Lord, with the love of Christ leading the way.
