— The city of Carlsbad is pivoting away from plans for a traffic roundabout at Carlsbad Boulevard and Tamarack Avenue in favor of a smaller pedestrian-focused project, due to a lack of construction funding and the potential loss of local grant funds.
On Tuesday, the Carlsbad City Council voted unanimously to proceed with plans for a scaleddown project at the intersection, featuring enhanced pedestrian pathways, crosswalks, pedestrian signals, and ADA-compliant curb ramps. Project costs are estimated at $2 million.
The council also considered whether to continue with the roundabout design approved in 2023 or pursue a traffic signal with accompanying sidewalk improvements. The costs for the first two options were estimated at $19 million and $17 million, respectively, with no construction funding identified for either option.
“I think that intersection has been running smoothly all these years. I think that it could use a little facelift, and it doesn’t cost nearly as much,” said Mayor Keith Blackburn. “Normally, we would say safety is more important than dollars, but in this case, I don’t see the safety that overrides the issue of the dollars.”
SANDAG approved a $1.5 million grant for traffic improvements at the intersection back in 2016, and has granted two extensions on the grant funds
since then. This grant will expire on May 8, and the city will lose the remaining $455,000 balance if the SANDAG Board of Directors does not approve an additional extension.
Two SANDAG committees have recommended that the SANDAG Board of Directors reject the request, which is why the item was brought back to the council to consider paring down the project.
“Given that SANDAG is now asking for progress to be made much sooner than we had targeted, and they’re asking for us to complete the grant or they’re going suspend awarding the rest of it to us, I’m using that opportunity to bring that item forward to council to see if a roundabout is what we’d still like to have at that location,” said City Manager Geoff Patnoe.
In 2023, the City Council approved a conceptual design for a roundabout but stated that they would like
to see how another roundabout at Carlsbad Boulevard and Cannon Road performs before moving ahead with construction.
Councilmember Teresa Acosta said while the city preferred a “wait-andsee” approach for a possible roundabout, SANDAG is not willing to wait that long.
“It’s been almost 10 years since the original promise of that funding, so I understand why SANDAG is not really in favor of keeping that on hold for us,” Acosta said.
The Tamarack Avenue and Carlsbad Boulevard intersection is frequented by vehicles, bicyclists, and pedestrians accessing Tamarack Surf Beach, and it
connects to a separate path to the southwest that leads down to the beach. Proposals for a roundabout have long been a source of controversy.
City staff and supporters argue that roundabouts are effective in slowing traffic, reducing the severity of accidents, and enhancing safety for motorists, pedestrians, and cyclists. In contrast, opponents claim that they can increase congestion and hinder the ability of emergency vehicles to reach their destinations.
At the Tuesday meeting, speakers encouraged the council to abandon the roundabout plan, with the majority supporting the $2 million scaled-down proj-
ect option.
“To me, I think everything is moving fine,” said resident Barbara Segal. “My question is, why should there be a roundabout there when I don’t see a problem?”
Residents also noted that the high costs of a roundabout or signal, as well as the risks to the SANDAG grant, are not worth it.
“The SANDAG grant is important for this project. By delaying as stated under option 1 or 2, we are risking a ‘no’ vote from SANDAG to continue their portion of the grant,” said resident Kris Wright.
Carlsbad Transportation Director Tom Frank said city staff will advise SANDAG of the council’s decision and work with them to see if they will approve an extension. Compared to the roundabout or traffic signal proposals, the city is more likely to find
local funding options in a shorter period for the pedestrian project, he said. In addition to adding high-visibility crosswalks, the project would realign the bus stop in the intersection along Carlsbad Boulevard and remove the bench and guardrail to add more walking space for pedestrians.
“I think there are definitely pedestrian improvements that need to be made, and I'm glad that this option would still allow for us to make those improvements. I can tell you from firsthand experience, and I'm sure there are others, that we definitely need to improve that area,” said Councilmember Priya Bhat-Patel.
Patnoe said the council will discuss next steps for the planned roundabout at Cannon Road and Carlsbad Boulevard, including possibly tabling the project, in the near future.

A favor from Lawson-Remer
Supervisor Terra Lawson-Remer did a big favor for residents recently by making known how she wants to lead county government. She also made clear that voters in the upcoming District 1 special election will face a profound choice, between indulging her “bold” ambitions to expand the scope of county government or taking a more moderate, practical approach to solving problems.
Democrat aligned ideologically with Lawson-Remer — would hand control of the Board of Supervisors to a progressive bloc. With that majority, the board would be free to pursue the agenda outlined in the State of the County address: higher taxes, expanded bureaucracy, and an even broader reach of county government into areas traditionally outside its scope.
inside the development. Maintain access via Segaze and Tremont streets, as is currently done.

s neighbors of the Oceanside Transit Center (OTC), we would like to raise some concerns about your current operations and activities. While we generally support most of your work — including the proposed development with Toll Brothers — we believe there are several areas where NCTD has not upheld past commitments and, overall, could be a better neighbor.
As a public agency, earning and maintaining public trust is essential— especially when seeking future funding. Unfortunately, public trust in government has declined at every level, in part because agencies have failed to follow through on their promises. In this era of reduced funding for most public institutions, we hope our feedback is helpful in identifying areas where NCTD can improve.
Many of us moved to this neighborhood partly because of the OTC’s benefits. In researching our properties, we consulted NCTD staff, SANDAG, the City of Oceanside, Toll Brothers, and their consultants regarding past, present and future operations. Below, we outline areas where we believe NCTD has not fulfilled its commitments and where you can demonstrate better community stewardship.
2. Proposed Bus Exit Onto Missouri Avenue Issue: A plan to route buses onto Missouri Avenue, a residential street, was introduced late in the community review process. It had not been addressed early or clearly until residents asked for more information.
Restoring Public Trust: Again, do not relocate the bus bays. If relocation proceeds, limit bus access to existing routes through Segaze and Tremont to avoid increasing traffic on Missouri Avenue.
3. Coaster Engine Idling and Parking Too Close to Residences Issue: Public meetings
reduce engine idling noise and emissions. This has not occurred, and no updates have been shared with the community.
Restoring Public Trust:
In addition to relocating the train to a northern position when using shorter trains, NCTD should follow through on its commitment to explore and communicate about installing shore power infrastructure.
5. Buses Operating on Residential Streets, Including S. Cleveland Street Issue: NCTD previously had an informal agreement with the City of Oceanside to avoid running buses on certain local streets near the OTC, including S. Cleveland Street. This agreement seems to have been forgotten. S. Cleveland is only 33 feet, 8

inches wide, making it too narrow for safe bus operation. Bus traffic interferes with postal delivery and safe pedestrian access.
Lawson-Remer, Vice Chair of the Board of Supervisors, outlined an expansive vision for San Diego County in her April 16 2025 State of the County address. Absent from her message was a status report on where the county government now stands. There were no current performance metrics — like homelessness rates, housing production, crime statistics, fiscal benchmarks, or satisfaction with existing public services. Nothing to help assess the actual “state of the county” or whether the county’s existing initiatives are succeeding or failing.
Lawson-Remer acknowledged the widely recognized challenges associated with homelessness, high housing costs, and behavioral health crises but did so mostly as justification for future spending. Her rhetoric fails to admit that in great part these problems are the result of prior failures of government policy.
Instead, the supervisor from District 3 proposed a sweeping set of new programs, including a $1 billion per year tax measure, a county-run managed healthcare system, massive investments in climate action, and major public infrastructure spending. The address sounded like a campaign platform.
Rather than insisting on accountability, performance, and fiscal prudence, the board would be dominated by a philosophy that views government expansion not as a tool to solve specific problems, but as a goal in itself.
This approach exacerbates the foremost problem facing San Diego County residents — the intensifying pressure on our cost of living. More expansive government increases that pressure and drives people and businesses away from the Golden State.

1. Lack of Public Input on Bus Bay Relocation Issue: Many neighbors were told there would be a robust public outreach process regarding the possible relocation of the bus bays farther south. That process never occurred. The original agreement with Toll Brothers moved forward during COVID-19, when public participation was limited. Efforts to correct this lack of outreach have since been rejected by both NCTD and Toll Brothers.
Restoring Public Trust: Do not move the bus bays to a new southern location. If relocation is absolutely necessary, conduct proper public outreach first, and contain bus circulation
However, the engine now parks farther south, closer to residential units, increasing noise and air pollution. Given that Coaster trains are now running shorter (often three cars), the train does not need to use the entire length of the new 1,000-foot platform.
Restoring Public Trust:
When using three-car trains, install an ADA-compliant (Mini-High) ramp in a more northern alignment so trains can park farther from residences, as originally promised. Parking near Missouri also provides more space for noise and exhaust to dissipate.
4. Lack of Shore Power Installation for Coaster Engines
Issue: During development of the new platform, NCTD said it would explore installing shore power to
Restoring Public Trust: Immediately halt all bus traffic on S. Cleveland Street and find alternative routing options that are better suited to bus traffic.
We believe these five items are a good starting point for improving communication and restoring trust. Some neighbors suspect these changes are related to community opposition to aspects of the Toll Brothers development.
While we appreciate your CEO’s assurance that this is not the case, we hope this letter will prompt a more productive and transparent relationship between NCTD and the surrounding community.
Thank you for your time and consideration.

Lawson-Remer’s idea to put county government in charge of a complex health service is daunting under the best circumstances, carrying with it immense financial liability.
Lawson-Remer also called for tapping into county reserves to finance operations, which is a cavalier approach to fiscal stewardship. Reserves exist to provide financial stability during economic downturns or emergencies. Redefining them as a piggy bank for new, ongoing spending initiatives is a risky departure from sound budgeting practices. Fiscal prudence demands caution when the county is facing a sizable budget deficit, as it is now.
Lawson-Remer’s address underscores the high stakes in the District 1 special election, which pits Imperial Beach Mayor Paloma Aguirre against Chula Vista Mayor John McCann.
Electing Aguirre — a self-described progressive
Paloma Aguirre’s opponent, Mayor John McCann, is a Republican who has served in Chula Vista’s local government since 2002, winning six elections, including two for the school board, in a city where Democrats hold a 44-24 registration advantage over Republicans. He did that by developing a reputation as a practical, solutions-oriented politician who could work effectively across party lines. McCann is a moderate, Aguirre an extremist. The District 1 election is a critical turning point. It is not merely about who will represent one corner of the county; it is about what kind of government will control San Diego County. A vote for McCann is a vote for moderation, practicality, and fiscal prudence, for living within our means. In contrast, a vote for Paloma Aguirre is a vote for larger, less accountable, costly government. It is a vote to entrust even more taxpayer dollars to politicians who have not shown they can deliver tangible results with the resources they already have. County residents deserve better. They deserve leadership focused on sound policy, practical solutions, and responsible stewardship of public funds. The choice is stark — and the future direction of San Diego County hangs in the balance.

Man arrested in stalking, exposure incidents
By Jordan P. Ingram CARLSBAD — A 23-year-old
Carlsbad man was arrested May 1 on suspicion of indecent exposure and stalking after allegedly following a woman and exposing himself to another earlier that morning, police said.
Officers responded around 8:34 a.m. Thursday to the 700 block of Laguna Drive following reports of a man in a purple vehicle who appeared to be following a female pedestrian, according to the Carlsbad Police Department.
During their investi-
gation, officers learned the same suspect had reportedly exposed himself to a different woman earlier that day near Laguna Drive and State Street.
Police later located the suspect at his residence and took him into custody. The individual was later identified as Max Rasul, 23, of Carlsbad.
Rasul was booked into the Vista Detention Facility on suspicion of indecent exposure and stalking. The case remains under investigation. Authorities ask anyone with information or who may have expe-
O’side adopts new drone pilot
By Samantha Nelson OCEANSIDE
— A new police-controlled drone program aimed at improving emergency response times will begin operating in downtown Oceanside following unanimous City Council approval on April 23.
Under the 13-month pilot program, a drone will be stationed on top of City Hall, ready to respond to service calls primarily west of Interstate 5. Depending on weather conditions, the drone’s range could extend east to Canyon Drive, Capistrano Drive, and parts of the Fire Mountain neighborhood.
According to police staff, the drone program will enable an immediate response to calls for service within approximately one minute of deployment.
The drone initiative will be paired with the launch of a new Real-Time Crime Center, a centralized facility where police officers will monitor crimes and incidents as they unfold, using a network of city cameras, dispatch and records systems, automatic license plate readers, criminal da-
tabases, mapping software, and drone footage.
The drone’s live feed will be streamed to the crime and dispatch centers and responding patrol units.
Together, the drone pilot program and crime center are intended to enhance efficiency, improve decision-making, and reduce response times to service calls. Police staff said the technology would also help de-escalate rapidly evolving situations, provide critical overhead views, and improve safety for both first responders and the community.
Police Chief Taurino Valdovino said the department’s current average response time is five minutes, but expects the drone program to cut that to just one minute.
Other jurisdictions with similar drone programs have found that drones can resolve up to 20% of calls without dispatching officers, said OPD Lt. Michael Provence.

Home Depot fire
Authorities are investigating a suspected arson that destroyed three vehicles early last Tuesday in the parking lot of a Home Depot in Encinitas.
Emergency officials said fire crews from Encinitas and Carlsbad responded around 1 a.m. on April 30 to a pickup truck fully engulfed in flames between two Penske box trucks. All three ve-
hicles were declared a total loss in the blaze, according to the city.
A Home Depot manager and San Diego County Sheriff’s Office deputies responded to the scene. Officers launched an arson investigation with the department’s Bomb/Arson Unit.
No injuries were reported, and no arrests have been made.
A Home Depot representative referred all questions to the company’s public relations department.

Vista crash
A 30-year-old driver who collided with a tree died from serious injuries after exiting the vehicle and fleeing the scene in Vista, authorities said.
The collision occurred around 6 p.m. on May 3 when a sedan failed to complete a right turn near the intersection of North Santa Fe and North Paseo Marguerita and crashed, according to the San Diego County Sheriff’s Office.
At around 7:15 p.m. on Saturday, deputies responded to reports of an uncon-
scious person in the 200 block of Apollo Drive, approximately 1.5 miles south of the crash site. Officials said they later confirmed it was the driver from the sedan.
He died shortly afterward, but it was unclear if it was at a hospital or the scene. The victim’s name was not immediately available.
Authorities urged anyone who witnessed or captured video of the crash to call 858-565-5200 or Crime Stoppers at 888-580-8477.. — City News Service
Quarrel ends town hall early
City
official, ex-mayor feud over filming
By Walker Armstrong ENCINITAS
— A community meeting hosted by Councilmember Luke Shaffer was abruptly canceled late last month following a dispute over whether a former elected official had the right to record the event.
The April 25 town hallstyle gathering at the American Legion was billed as an informal opportunity for Shaffer to hear from residents who may feel uncomfortable speaking at formal City Council meetings.
However, tensions flared when former mayor Tony Kranz, seated alongside local attorney Marco Gonzalez and Marlon Taylor, school board president for the Encinitas Union School District, set up a camera on a tripod and started recording the event.
According to several attendees, Shaffer asked Kranz to stop filming, saying he wanted to create a welcoming environment where people could speak freely without the pressure of being recorded.
“I have every right in the world to record the video,” Kranz told The Coast News. “It’s pretty common for elected officials to be recorded when speaking.”
The disagreement escalated, prompting two attendees to contact law enforcement. One resident, who asked not to be named, told The Coast News the exchange made the atmosphere tense and disappointing, especially for residents who wanted to speak with their elected official without being recorded or filmed.
Shaffer said he ended
the meeting following the exchange with Kranz.
“Look, I’m not going to let you make this an unwelcoming environment for my constituents,” Shaffer told The Coast News. “So this meeting will end, unfortunately, if you cannot just stop (recording).”
David Loy, legal director of the First Amendment Coalition, said the gathering was not a formal City Council meeting, and thus not subject to California’s Brown Act, which guarantees the public’s right to record open meetings of legislative bodies.
“This is not a City Council meeting, because it’s not the City Council itself,” Loy said.
Under the Brown Act, the right to record applies to official meetings, but not to events hosted by a single council member. The First Amendment protects recording in public spaces such as streets and parks, but not in all settings.
“The First Amendment most strongly protects the right to record that which occurs out in public, in a traditional public forum,” Loy said.
Since the meeting took place in a controlled, private venue — the American Legion — restrictions on filming could be legally permissible, according to
Loy. Without written rules beforehand, enforcing restrictions carries “the risk that restrictions on recording could be unevenly or arbitrarily applied.”
Thad Kousser, a political science professor at UC San Diego, said the dispute is part of a national trend in which town halls have become increasingly polarized.
“Town halls [have] increasingly become combative venues to shout out the issues of the day, rather than a deliberative conver-
sation between an elected official and their constituents,” Kousser said, noting that polarization, once primarily seen at the national level, has filtered down to local governments, resulting in “more contentious interactions even in nonpartisan municipal settings.”
Kranz defended his decision to film the meeting, saying it was intended to promote transparency and expand access to residents who could not attend in person.
“Providing people with the opportunity [to] hear him speak is for the public good,” he said. “I appreciate the fact that he had a right to ask people to not record video, but I have a right to record video, so I exercised my right and was not willing to give up my right.”
Kranz said his intent was not to intimidate or disrupt but to create a public record and promote government accountability.

API fest back in O’side
By Samantha Nelson OCEANSIDE
— After a yearlong hiatus, the Southern California Asian and Pacific Islander Festival returned to downtown Oceanside on April 26, drawing hundreds of visitors to celebrate a vibrant array of cultures.
The inaugural SoCal API Festival took place in front of the Oceanside Civic Center in April 2023. Although it did not return the following year, organizers announced it would be back for its second installment in 2025.
This year’s festival honored 20 different Asian, Native Hawaiian and Pacific Islander cultures, featuring traditional performances by local artists, cultural foods and beverages, and a range of activities along Pier View Way, which was partially closed for the event.
Visitors explored a health and wellness area, a martial arts arena, live mural painting, art exhibits and other cultural displays throughout the day.
The festival’s return also helped kick off May’s Asian, Native Hawaiian and Pacific Islander Heritage Month. The national observance began in 1977, when Reps. Norman Y. Mineta, D-CA, and Frank Horton, R-NY, introduced legislation to designate 10 days in May as Pacific/ Asian American Heritage Week.

For the fourth year in a row, Fairwinds – Ivey Ranch has been named Best Independent Living and Best Assisted Living by U.S. News & World Report.
We’re so proud to offer our residents the nationally ranked best of the best – from quality dining to active social calendars – because we don’t just care for you, we care about you. Visit us and see experience award-winning senior living.
“Our team is thrilled to honor the legacy of community collaboration and collective service led by Umeke in 2023,” said Tuyen Nguyen, 2025 project director and festival co-founder, ahead of the event. “We plan to bring back the festival with the same joy, vibrancy, and connection to create space for the community to showcase their talents, stories and creativity.”
Senators Daniel Inouye and Spark Matsunaga, both Democrats from Hawaii, soon joined the effort. The legislation was passed that October, and the celebration eventually expanded into a whole month.
For many performers, the festival was a meaningful homecoming.
“Returning to the SoCal API Festival feels like coming home to a celebration with close friends,” said Ilima Kam Martinez of Kuhai Halau O Ilima Pa Olapa
Among the groups performing was the Karen Organization of San Diego, which supports refugees from Myanmar (Burma), particularly from the Karen ethnic group.
Nao Kabashima, executive director and co-founder, said the organization works to keep Karen traditions alive by encouraging young people to learn cultural practices, such as dance.
“They are practicing two or three times a week — they’re getting really good,” Kabashima said, watching as several young dancers, including her son James Huang, took the stage at the festival.

Rescue pup tours Encinitas in coloring book
By jordan P. Ingram
ENCINITAS — A local multimedia creative hopes a coloring book inspired by his 12-year-old dachshund-Chihuahua mix will spark curiosity and a sense of adventure among Encinitas kids.
German-born photographer and videographer Andres Weishaupt, who has lived in Encinitas for the past decade, recently released "Pancho's Encini-
tas Adventures: A Coloring Book for Kids" to encourage children to explore their city with playful illustrations of local beaches, parks and landmarks as seen through the eyes of his dog, Pancho.
“‘Pancho's Encinitas Adventures’ is designed to help children recognize the places they visit or pass every day and develop a deeper connection with their community,”
Weishaupt said. “It’s an opportunity for kids to see Encinitas through the eyes of Pancho, our four-legged friend and adventurer, and learn about the landmarks, parks, and beaches that make this town so unique.”
Weishaupt, who admittedly brings his fourlegged friend everywhere, said the idea started with stickers featuring Pancho’s distinctive appearance and sharing them with friends
and children.
“Wherever I showed up with that little guy, people freaked out because his tongue hangs out,” Weishaupt told The Coast News. “He’s just a character.”
The coloring book features scenes with Pancho at Moonlight Beach, Encinitas Community Park, and the historic Encinitas Boat Houses, intending to help families rediscover the
places around them.
“A lot of kids don’t know about that stuff,” Weishaupt said. “Now they have the coloring book and can visit the local sites in the book almost as a tour guide.”
Pancho, 12, has become a fixture in the community, and Weishaupt is intent on leaving a legacy for the rescue pup.
“He’s already a local legend. I surf a lot and
he’s always with me. It’s just fun. It’s a fun project and he’s a cool character,” Weishaupt said. “It’s a great way to inspire kids and families to get outside again. I still see Encinitas with new eyes and explore things all the time. If you’re here your whole life you might not see it and take it for granted.”
The coloring book is available on Amazon and at www.pancho.info.

How long have you been in business? I’ve been in the professional media field since 2009, but just started Ravelle in 2024
What does your business do? Commercial photography, brand video production, and studio services
What services and/or specialty products do you provide? Our specialties lie in commercial photog-
raphy (product photos used in e-commerce, packaging, advertising, etc.) and brand video production including advertisements, “meet the team” videos, store tours, and more. We also offer studio services for those interested in adding or upgrading media production capabilities like podcast studios or product photography booths in their business.
What sets you apart from others in your industry? I had a very early start in my career with a wide range of experiences and learning opportunities. I was assisting on a corporate video shoot for Verizon while a student at High Tech High North County, started a long-term business relationship with Hunter Industries while studying at Palomar College, and opened my first business (UDA Media) before graduating from UCSD with a BA in digital media.

What is your favorite business success story?
My favorite experience by far was getting to go back to my old high school and completely renovate their
media production studio. 11 years after graduating, I had the honor of leading the process from initial sketches and construction of the studio space all the way to setup and calibration of the new cameras, audio, and lighting gear.
What motivated you to join The San Marcos Chamber? I joined the Chamber with 2 primary goals: Network with other businesses in my hometown and find ways to get more involved in the community. So far, things are going well! I’ve made some really amazing connections and look forward to supporting many businesses and people around North County as a direct result of my involvement with the Chamber.

Residents fight proposal to close police station
By Leo Place
CARMEL
VALLEY —
Plans to shut down the San Diego Police Department’s Northwestern Division in Carmel Valley to save money have elicited outcry from residents concerned about the impact on community safety.
San Diego Mayor Todd Gloria first introduced the proposal to consolidate the Northwestern Station, which serves a roughly 40-square-mile area, on April 15 as part of the city’s draft 2026 budget.
The budget includes service cuts and other adjustments to close a projected $258 million deficit over the next year. While the police department will technically see a $29 million budget increase from last year, they are cutting around $1.7 million in expenditures by consolidating the Northwestern Division.
Station personnel will continue to serve the Northwestern area — including Carmel Valley, Del Mar Heights, Sorrento Valley, Torrey Preserve, Torrey Highlands, North City and Black Mountain Ranch — but will be relocated to the Northeastern Division in Rancho Peñasquitos, about 15 minutes away.
Residents’ pushback to the proposal has been swift, with many stating that they will be left behind by the San Diego Police and face longer emergency response times.
“My immediate reaction was pure shock,” said Michelle Strauss, chair of the Carmel Valley Community Planning Group. “The idea that they would then close down our station, take away the senior staff that’s located at that station, and reassign all our patrol officers to Northeastern — it will be detrimental to our community if this happens.”
On Sunday, around 150 residents marched from Torrey Pines High School to the division station to protest the closure, and several spoke at the city of San Diego’s Budget Committee on Monday, urging the city to
change their mind.
“The community has done a fantastic job rallying around this issue,” said Adam Fox, who also serves on the Community Planning Group board. “We certainly hope the mayor and the council take our feedback seriously, and if they don’t, we’ll have to get louder.”
At the budget committee’s Monday meeting, Fox shared a personal story about how a quick response by the Northwestern Division led to an arrest after his home was burglarized in 2022.
Fox, who was out of town with his family at the
time, called the police after seeing on his doorbell camera that a woman was exiting his home dressed in his children’s clothes. Police arrived within a few minutes of being called and apprehended the suspect, who had fled on foot and had taken the keys to the family’s car.
“When I think about the possibility that those officers would have been coming from 10 miles away, it’s certainly very likely that this individual would still be at large,” Fox said.
While San Diego officials have said the cuts are necessary, they have also stated concerns within the
draft budget about the potential negative impacts of closing the Carmel Valley station.
“The consolidation of the Northwestern Division may impact patrol response times and could weaken collaboration between police and residents in surrounding communities. Eliminating detective positions may hamper our ability to solve crimes in a timely manner and will lead to additional workloads for remaining staff,” the draft budget states.
In addition, residents in the Northwestern Division already experience some of the city’s slowest response times, according to data obtained by NBC7.
Data from January and September 2024 indicates that the division had the second-highest average response time for Priority 0 incidents, with an average of 8.8 minutes compared to the goal of 7 minutes.
Priority 0 calls are the most urgent, indicating imminent threats to life or property. The only division with slower Priority 0 response times is Northeastern, where the Northwestern Division will be relocating.
The Northwestern Division also serves dozens of schools within various school districts, including the Del Mar Union, Solana Beach, and San Dieguito Union High School dis-
tricts. Officials in these districts say the station’s quick response times play a huge role in protecting student safety.
Solana Beach School District board member Katie Suel shared concerns about how student safety, particularly at middle and high schools, will be affected if the station is moved further away.
“When a crisis occurs, or there is a threat on a school campus, seconds matter. Having to wait longer for help is not acceptable,” said Suel.
Members of the San Diego Police Officer Association also share residents’ concerns about the budget proposals, which include cutting overtime, further straining resources and the ability to respond to emergencies.
“Cutting a police station and other patrol operations to achieve a few million in cuts is dangerous and irresponsible,” said SDPOA President Jared Wilson.
The city is facing backlash to its proposed budget on multiple fronts, with hundreds of residents pushing back against service cuts designed to save money. These other cuts include closing all libraries on Sunday and Monday, reducing the library tutoring program, and slashing recreation center operating hours.

Training the next generation of long snappers
By Noah Perkins
Afew minutes past 8 a.m., on the first Monday of May, Carlsbad resident Drew Ferris walks onto the football field at Vista Sports Park.
He’s the last of his group to arrive — a crew that includes longtime NFL kicker John Carney, NFL hopeful Gavin Lipkin, a senior long snapper from Southern Utah University, and two collegiate punters.
Gray skies hint at rain as 1980s chart-toppers play over a speaker on the adjoining field, where an ultimate frisbee game is played.
Ferris, wearing a black “Just a Kid from Carlsbad” shirt and gripping an energy drink, is zippy and talkative, giving his opinion about the New Orleans Saints’ quarterback situation to Carney, standing between an oversized, worn New York Giants duffel bag overflowing with footballs and a tangle of training gear.
“You do like to talk,” Lipkin says glancing at Ferris. “I thought no more energy drinks. It doesn’t look like you are lowering that caffeine intake to zero.”
With 4 inches of height and a leaner build, Lipkin looks more of an NFL player than Ferris, now 33, but he’s in North County specifically to work with Ferris, who not so long ago was one of the best college long snappers in the country.
“He's given me more confidence in the steps that I need to get to the next level,” Lipkin said of Ferris. “The biggest thing is relaxing and not trying so hard and trusting my own ability.”
Ferris, the starting long snapper at the University of Florida from 2010 to 2014, came out of high school at San Diego Jewish Academy ranked as the No. 14 snap specialist in the nation by Chris Rubio — the country’s preeminent long snap evaluator.
Ferris attended rookie camp with the New York Jets, then spent training camps with the Seattle Seahawks and Tampa Bay Buccaneers.
“He was a couple snaps away from being Tampa Bay’s snapper,” Carney said. “He was close to nailing down both of those jobs. It's a tight margin when you're a specialist because they only carry one. You have to do a

lot of things right and impress the right people in the organization. Drew was an NFL talent.”
“The NFL is a tough business,” added Ferris. “That was an eye-opening experience for me, competing and training with those guys. Growing up as a massive NFL fan since I was 8, it was surreal for me. I'll always cherish it.”
Bouncing between Carmel Valley, Vista and Carlsbad, Ferris trains 15 clients — from middle schoolers to college athletes — in the art of one of football’s toughest and most overlooked positions.
Once, he was flown out to Texas to teach a private lesson.
“Most of the time I see guys, they’re very raw — their technique is off, their body positioning is just a little off,” Ferris said. “What I do with all my clients is teach them how to snap first: stance, body position, weight distribution, how far to put the ball in front of them, how to drive your elbows, drive your legs, and really use your body with the right mechanics.
“I’m very much process over outcome; if your process is good, your outcome will be good. I have a drill bible — an email I send to all my clients with all the drills we do — so they can always fall back on it.”
The life of the long snapper is a pressure cooker. The position is responsible for accurately snapping the ball during punts, field goals
was consulted as a precaution due to concerns about a potential diesel fuel leak from the truck’s tanks.
The building was deemed temporarily unsafe and will remain closed pending a full structural evaluation, fire officials said.
SDG&E shut down power in the area, and crews are working to restore service.
Traffic on Coast Highway near the crash site was expected to remain impact-
was a lot on the line, not just for the game but for the history of the rivalry.
“Later that season, we ran a fake field goal against Georgia, and I snapped a great ball that set up a touchdown, which became a highlight in the rivalry. The last one was snapping the game-winning field goal in preseason against the Dolphins with the Buccaneers, my first preseason game.”
Ferris, a lifelong Chargers fan, named longtime snapper David Binn as his personal favorite.
through John [Carney] and he gave me a couple lessons when I first came out of college,” Ferris said. “We focused on the blocking aspects [of the position]. I had the snapping down but needed help transitioning into blocking, so he taught me how to move my feet, slide into the A-gap, and use my body — it was surreal getting tips from one of the best in the game.”
Among his local clients is Eli Gilmour, a Del Norte product and now the long snapper at Wake Forrest.
a lot of success stories of snappers here in San Diego County, which is really cool,” Carney said. “It’s a little legacy that he's creating.” Ferris described his coaching work as a full circle undertaking.
and extra points, while also having to block. Both the tension of the situation and the very real outcome that a mistake could end a career hang over every play.
“The quarterback goes 26 for 40, throws two touchdowns and one pick, and is hailed as a hero after winning the game,” Ferris said.
“The long snapper, though, goes seven for eight, and that one mistake could have cost the game. I teach my guys to take each snap one at a time, focusing on repetition and technique to avoid drastic errors — it's about maintaining a steady floor, not just performing at the highest level.”
Ferris tells the story of his own long snap career in three plays:
“One was a short snap during a triple-overtime game against Kentucky at home in 2014,” he remembered. “Florida hadn’t lost to Kentucky in over 30 years, so snapping those field goals in overtime, I knew there
ed for several hours, and motorists were advised to seek alternative routes.
“We are grateful that no serious injuries occurred, considering the scale of the incident,” the Oceanside Fire Department said in a statement. “The coordinated efforts of our crews, the Oceanside Police Department, and SDG&E ensured a rapid and safe response.”
The Oceanside Police Department is investigating the cause of the crash.
“Years later, I met Dave
“He’s had his hand in
“It's cool to be able to give back to the younger guys,” Ferris said. “Just like others did for me. It's not an overnight process; it takes time to learn, like riding a bike, but once it clicks, it's something you can always fine-tune, and it can be a really cool niche that opens doors at the next level.”

The Coast Guard searched over 520 nautical square miles for the remaining passengers using two aircrafts and two boats, but called off the search late Monday night. Border Patrol officers located eight missing individuals alive on land that same night.
On Tuesday, the DOJ confirmed that they had located and arrested a total of five people believed to be involved in the smuggling event.
According to two complaints filed Tuesday in the U.S. District Court for the Southern District of California, Julio Cesar Zuniga Luna and Jesus Juan Rodriguez Leyva were arrested on Monday and charged with bringing in migrants resulting in death and bringing in migrants for financial gain.
The two men confirmed that they had been hired to drive the boat from Popotla, Mexico, to San Diego as part of a human smuggling operation, and that they had fled after the boat overturned. They were arrested after their vehicle was located.
Later that night, Border Patrol agents identified two other vehicles involved in the smuggling events. Law enforcement success-

While city leaders expressed support for the program, some community members raised concerns about privacy and transparency.
Max Disposti, chair of the Community Relations Commission, emphasized the need for clear guidelines governing the drone’s use.
“I can see this is the future of policing, but without policies and procedures, we could enter something that could harm our community rather than support it,” Disposti said.
Provence assured the council that only sworn officers certified as drone pilots would operate the drone, and a rooftop visual observer would monitor the airspace for safety.
Police officials also emphasized that the drone and crime center will not conduct random surveillance, operate outside established policies, divert resources from high-crime areas, or share information beyond law enforcement agencies.
Council members unanimously approved the pilot programs.
“I think it’s a great program,” said Councilmember Rick Robinson. “I think

JAPANESE FURNITURE
The Group thrives on purpose, bonds
By Abby Gooch
ENCINITAS —
What began as a small coffee meetup has blossomed into a vibrant community of more than 400 local entrepreneurs, thanks to The Group, a heart-centered business network founded by June An.
Each Friday at 9 a.m., members gather at Goodonya Organic Eatery in downtown Encinitas, sharing a common mission: to inspire, support, and uplift one another in both business and personal growth.
The meetings blend professional development with genuine human connection, creating a space where entrepreneurs can feel seen, heard and encouraged.
An, a local entrepreneur, launched The Group after facing his own struggles with burnout and isolation in business. His goal was to create the kind of supportive community he once needed.
“I created The Group to be whatever people need it to be,” An told The Coast News. “A place to be seen, heard, supported and inspired in business and life.”
The Group has grown alongside a rising need for meaningful peer connection. According to the U.S. Small Business Administration, small businesses account for over 99% of all companies in California.
While traditional networking groups often focus on referrals, The Group stands out for its heart-centered approach and emotional intelligence.
This model resonates in today’s increasingly digital and frequently disconnected professional world.
Each Friday meeting includes guest introductions, two spotlight speakers, and a group discussion on a rotating business or life-related topic.
Attendees range from first-time founders to seasoned professionals, community leaders, and solopreneurs.
Jared Knapp of Jared’s Leads, a regular participant, said the experience offers something rare.
“As a business owner, I’m always looking for real conversations, not surface-level networking,” Knapp said. “The SD Group is full of people who

lead with heart. Everyone is there to grow, share, and connect without pretense. I show up each week excited to hear someone’s story, lend support, and contribute however I can.”
John Rotchford of Insight Seminars agreed, calling The Group “a special collection of heart-centered, conscious business leaders committed to supporting each other for the highest good of all concerned.”
Beyond its weekly gatherings, The Group has expanded into a broader ecosystem of connection.
Offerings now include men’s and women’s support circles, social mixers, a pickleball club for casual networking, and “The Heart of the Matter” podcast, which features member stories and inspiring conversations on life and business.
These programs reflect the community’s growing commitment to supporting the whole person, not just the entrepreneur.
Most recently, An has launched The Good Group Studios, a partnership between The Group and Goodonya, “to help professionals and creatives share their message, launch podcasts, and create meaningful content that connects with the community.”
But it’s more than just a studio. You can also rent the space for events, workshops, or photoshoots, making it a versatile hub for growth, storytelling, and impact.
That sense of unity is echoed by screenwriter Laney Raynr, who describes The Group as “a really unique opportunity with strong and confident people who know what kind of mark they want to make on the world.”
The Group continues to grow, drawing new members each week who are seeking more than just referrals — they’re looking for genuine connection and purpose.
And for many, that’s precisely what they find.
To learn more, visit www.thegroupcoastal. com and experience one of their uplifting “Feel Good Fridays” for yourself. Magic happens every week.
So, it’s no wonder Bowman Plant & Tree Care Specialists have been named the San Diego Union-Tribune Community Press’ “Best of North County” voters’ poll for tree and plant care for a 2nd year in a row!
He is lovingly referred to as the San Diego “tree doctor extraordinaire” by his clients, Bowman is known for transforming sickly trees and gardens into Disneyesque wonderlands.
Using his own happy juice, a proprietary blend of organic biological nutrition, Bowman uses techniques he picked up during his time as a horticulturist at Disneyland.
“When you feed plants, you need to ensure they have enough time to absorb the nutrition, before it is degraded by the sun’s rays,” he said.
He’s done more than just care for sick plants and trees, he’s revolutionized both residential and commercial properties by the use of his organic fertilizer tanks that inject his proprietary formula through your irrigation systems.
He fills these magical fertigation tanks monthly to keep your property looking healthy and vibrant all year long.
In a very short time, this program pays back through reduced water bills.
“When you give your body proper nutrition, it affects your overall health and boosts your immunity, so you don’t get sick. The same is true for plants and trees.” Bowman feeds complete “nutrition delivery biology” derived from earthworm castings to replenish the missing healthy soil biology.
This works with a client’s current irrigation system so that each time the landscaping is watered, the needed soil biology is replenished.
“This is the secret to keeping your property looking like a Disney five-star resort.”
Russell is quick to point out that healthy plants and trees are also environmentally friendly. A healthy plant will be more efficient at photosynthesizing sunlight into oxygen and the healthy soil/compost helps bring down uses far less water.
He donates his time and expertise for the trees for the Point Loma Association and gardens at the Rock Church in Point Loma, Fort Rosecrans National Cemetery, the YMCA, Barnes Tennis Center, Chili’s Restaurants, Stone Brewery in Escondido, and San Diego Botanic Garden.
He also served with the

Food and beverages provided, plus an opportunity to tour one of the iconic Encinitas Boathouses. The boathouses were constructed in 1927 and 1928. They are historical landmarks in Historic Encinitas on 3rd Street, and were placed on the National Register of Historic Places on October 19, 2019.
The Encinitas Preservation Association was formed to purchase and preserve the Boathouses for future generations—and now the boathouses are in great need of restoration. Without it, they will be lost forever! The SS Encinitas is listing to the South, and the SS Moonlight’s bow is sinking.
The plan is to give the boats a new foundation, restore their structural integrity, siding, windows, and doors—but we can’t do it without the community’s support.
Please RSVP by Wed., May 7th - Call or text Twink Bumann 858-414-0201
