OCEANSIDE — City Council unanimously approved an urgency ordinance that will put restrictions on wireless communication facilities, satellite dishes and antennas on Oct. 20. “It’s a great first step,” Holly Hargett, telecommunications committee member, said. “It’s absolutely where they need to go. The previous guidelines were outdated 13 years.” New guidelines pinpoint preference areas for cell phone tower placement in city-owned, industrial and commercial property before towers are put in public, open space, agricultural or residential areas. “We want them to co-locate,” Jerry Hittleman,

ENCINITAS — During the one o’clock hour on the 200 block of North El Camino Real two Wells Fargo Banks were robbed within two days of each other. So far this year there have been 133 bank robberies in the county, according to April Langwell of the San Diego Division of the Federal Bureau of Investigation. That number was calculated Oct. 25. “We seem to be really up this year. If you look back far enough, it was last year that was the anomaly in the opposite direction,” she said. In 2007 San Diego County had 171 bank robberies and in 2008 there were 167. “Last year we were way down,” Langwell said. In 2009 there were 102

District attorney investigates mayor By Wehtahnah Tucker
ENCINITAS — The San Diego County District Attorney’s office is now investigating complaints against Mayor Dan Dalager. The two-term councilman and current candidate confirmed the investigation and said he welcomes the opportunity to “clear things up.” An investigation by the state’s Fair Political Practices Commission has been temporarily suspended according to officials reached Oct. 26, in deference to the D.A. offices probe. “We have sus-
pended our investigation until the D.A.’s office chooses whether or not to exercise their options,” Executive Director Roman Porter said. He said nothing precludes the agency that monitors elected officials from continuing its investigation while the D.A. also inquires, but that the agency used its discretion to do so. “There is also nothing that prevents us from taking it up again,” he said. Dalager said the complaints are similar to those filed in August with the com-
mission that alleged the mayor received heavily discounted kitchen appliances from a local retailer and later voted in favor of the person on a matter before the council. A subsequent complaint alleged Dalager failed to report a $100,000 personal loan on state required financial-disclosure paperwork he filed with the city in 2007. Dalager does not deny the allegations, saying he “goofed” at a recent candidate forum by not properly disclosing the loan. He also
