A major tax package backed by President Donald Trump cleared a key hurdle last week, as the House Ways and Means Committee advanced the president’s “big, beautiful bill” — a 389-page legislative proposal that includes a 5% excise tax on remittance transfers sent by individuals who are not verified U S. citizens

The committee voted to move the legislation forward, retaining the remittance tax provision, among others The proposal now heads to the House Budget Committee, which will consolidate it into a single legislative package for consideration by the full House of Representatives

According to Section 112105 of the bill, the 5% excise tax would be imposed on remittance transfers and paid by the sender Remittance transfer providers (such as Western Union, MoneyGram, etc ) would be responsible for

collecting the tax and remitting it quarterly to the Secretary of the Treasury If the tax is not collected at the time of the transfer, providers bear secondary liability for the unpaid amount

There is an exception for transfers sent by verified U S citizens or U S nationals, but only if the transaction is completed through a qualified remittance transfer provider —

defined as a provider that has entered into a written agreement with the Treasury Department to verify senders’ citizenship or

Guyana-born philanthropist Dr. Michelle Gill gives back to Georgetown children

This summer, Guyana-born U.S.based philanthropist Dr. Michelle Gill is continuing her tradition of giving back by supporting children in her hometown of Georgetown, Guyana

Jamaican gov’t to review sex offenders registry law amid national protest

The Jamaican government is moving to review legislation governing access to the country’s sex offenders registry, following mounting public pressure and national outrage over a recent surge in brutal attacks on women and children

Gender Minister Olivia “Babsy” Grange made the announcement Monday as she joined scores of nurses, medical professionals, university students, and advocacy groups protesting violence against women and girls in the Corporate Area

“We’re going to look into the act that governs the sex offenders registry,” Grange told reporters “I remember when we were debating the legislation in Parliament, there were those advocates who said we must protect the rights of the offenders, although they are offenders, and therefore the registry wasn’t made public But the information can be accessed But the ordinary woman, the little girl, and their families do not understand the bureaucracy They don’t understand how to access this information And so we have to make the information more available and more accessible ”

Guyana ramps up border patrols after attacks on troops

The Guyana Defence Force (GDF) has intensified its presence along the Cuyuni River following a series of recent attacks on its troops by armed men in civilian clothing believed to be operating from the Venezuelan side of the border

Chief of Defence Staff, Brigadier Omar Khan, confirmed that the GDF has stepped up riverine patrols between Eteringbang and Makapa and is fully prepared to respond to any further aggression The move comes after three separate incidents in which GDF personnel were reportedly targeted while conducting security operations in the area

“The entire Cuyuni River is Guyanese territory,” Brigadier Khan stated, emphasizing that both the GDF and the Guyana Police Force have full authority to patrol, stop, and search vessels navigating those waters “Since the first incident, the GDF has heightened its operational posture and implemented drills designed to mitigate and respond effectively These drills have been executed successfully ”

One hotspot identified by the GDF is an area known as Baboon, located on the Venezuelan side of the river According to Brigadier Khan, it is notorious for intercepting civilian boats and extorting money for safe passage The remote area is far from major settlements, as no gunfire was heard in nearby Makapa, roughly 20 kilometers away

In response to the attacks, the GDF has begun enforcing vessel stop-and-search procedures in the area a measure previously deemed unnecessary Brigadier Khan noted that personnel are currently stationed in nearly all of the 13 villages along the Cuyuni River, and that communities have so far welcomed the heightened military presence

“During visits to four border villages, residents expressed relief, not fear,” Khan reported

Trinidad considers age limits and song ban for Vybz Kartel concert

Trinidad and Tobago’s Defence Minister, Wayne Sturge, is considering imposing restrictions on the upcoming One Unity Music Festival, which is set to be headlined by Jamaican dancehall star Vybz Kartel

The proposed measures include limiting the concert to patrons aged 18 and over and barring certain songs from being performed

The move follows growing public backlash over the explicit content of some of Kartel’s lyrics, which critics, including religious groups, have condemned as vulgar and offensive particularly a song that controversially compares the quality of a woman ’ s genitalia to Jesus

In a statement released on Friday, Minister Sturge acknowledged the need to balance the artiste’s right to freedom of expression with concerns about national security, the public interest, and the protection of minors

“In so doing, the Honourable Minister has given consideration to restricting attendance to the concert to be held on May 31 to persons of the age of 18 and over Upon receipt of a legal opinion, a decision would be made on this issue,” a statement from the Ministry of National Security read

Minister Sturge also confirmed he is exercising his discretion to prohibit Kartel from performing the controversial track Good like Jesus within Trinidad and Tobago, citing its potential to offend those who hold Christian beliefs The restriction would extend to “ any

Trinidad & Tobago welcomes major gas discovery at Perenco’s Onyx Field

The government of Trinidad and Tobago is celebrating what it calls a “ very positive development” for the country’s energy sector following the successful appraisal of the Onyx Field, operated by Perenco Trinidad and Tobago Limited

The Onyx Field, located offshore in the Columbus Basin between the Teak and Poui fields, has revealed gasbearing sands after appraisal drilling operations began in January 2025 Perenco, which holds a 70 percent working interest in the field, began drilling the ONYX02B01 appraisal well and a planned sidetrack on January 17

Last week, Perenco confirmed the discovery of “significant columns” of natural gas in two separate geological compartments on the eastern section of the Onyx Field The find, made at a depth of 180 feet, marks a major milestone for the company and potentially for Trinidad and Tobago’s future gas supply

“Our objective was to prove sufficient gas reserves to unlock field development,” said Gregoire De Courcelles, General Manager of Perenco Trinidad and Tobago “The wells’ findings are testimony to the hydrocarbon potential which remains in the TSP acreage and highlight Perenco’s commitment to providing future supplies of natural gas to Trinidad and Tobago ”

The Onyx Field was initially discovered during exploration drilling in the Columbus Basin and lies within the Teak, Samaan, and Poui (TSP) license area a joint venture between Perenco TT, Heritage Petroleum Company Limited, and the National Gas Company (NGC) Perenco is currently reviewing subsurface data, with development options expected to be evaluated ahead of a final investment decision

In a statement released on Monday, the Ministry of Energy and Energy Industries noted that the appraisal results bolster national energy security and align with the government’s broader goal of maximizing the production of natural resources

“We continue to work with stakeholders such as Perenco to ensure that the development of Trinidad and Tobago’s hydrocarbon potential benefits all citizens,” the ministry said

The United Nations Humanitarian Country Team (HCT) in Haiti is raising alarm over the growing number of vulnerable Haitian women particularly those who are pregnant or breastfeeding being deported from the Dominican Republic, in what the team calls a violation of international humanitarian standards

15 US lawmakers demand urgent action to address Haiti security crisis

A bipartisan group of 15 lawmakers sent a letter this month to Secretary of State Marco Rubio expressing urgent concerns over the rapidly deteriorating security situation in Haiti, where violent gangs now control the majority of the capital and are expanding into new regions

“We write to convey our grave concerns over the deteriorating security situation in Haiti,” the lawmakers stated, “ as missionaries, humanitarian aid workers, and countless innocent civilians face deadly threats from criminal gangs that have overrun major urban centers ”

Stop making fighting violent crime a political issue

For the past several years, Jamaica has been beleaguered by violent crime, resulting in the deaths of several Jamaicans Facing tremendous pressure from Jamaicans at home and abroad to eradicate violent crime, the incumbent government has implemented several strategies in pursuit of this goal

One widely used approach between 2018 and 2023 was the declaration of 15 States of Public Emergency (SOEs) across regions heavily affected by violent crime However, this strategy became entangled in Jamaica’s fierce political divide, with the opposition People’s National Party (PNP) arguing that the SOEs were unconstitutional

The PNP filed a lawsuit against the government in the Jamaica Constitutional Court, contending that the SOEs declared during that five-year span were unconstitutional Last week, the Court ruled in favor of the PNP, stating the SOEs “ were not made for a constitutionally valid purpose, were not demonstrably justified in a free and democratic society, and were inconsistent with the Jamaican Constitution ”

This ruling vindicates the PNP’s position and renders the contested SOEs void and unconstitutional

But the decision is deeply frustrating for many Jamaicans who live in constant fear, even though the murder rate has significantly declined in recent months. Many residents felt a greater sense of safety when SOEs were in place in their communities, noting the increased law enforcement presence as a deterrent to criminal activity

Since 2023, the government has opted for periodic curfews in violence-prone areas instead of declaring SOEs Additionally, it has directed the Jamaican police to adopt more aggressive tactics against violent criminals This shift has led to numerous fatal police shootings and is credited with a significant drop in

murders and other major crimes According to the Jamaican government, the country recorded fewer murders in the first quarter of 2025 marking the third consecutive quarterly decline since mid-2024 Shootings, rapes, robberies, and break-ins have also declined steadily since the third quarter of 2023

Despite this apparent success, the aggressive policing approach has drawn sharp criticism from human rights organizations and some sectors of society, especially in light of the surge in fatal police encounters

Frustration among Jamaicans is understandable particularly when crime-fighting strategies are either deemed unconstitutional, as with the SOEs, or viewed as cruel and inhumane, as with aggressive police actions

The truth is, fighting violent crime is a challenge for most nations Citizens everywhere want to live free from the fear of violence Yet even in countries that build more prisons, implement harsh penalties (including the death penalty), and adopt tough policing tactics, crime especially violent crime persists A more effective approach lies in addressing the root causes

It does not take a rocket scientist to recognize that persistent violent crime in

Jamaica and across the Caribbean is fueled by poverty and the accompanying sense of hopelessness among youth With limited access to legal employment, many young people see crime as their only viable means of survival Crime should not be a political issue in Jamaica or anywhere else Violent crime has plagued the country under both PNP and JLP administrations Unless the root causes are addressed in a bipartisan manner, crime will continue to fester

In the 1970s, when Jamaica was gripped by political violence, then-Prime Minister Michael Manley and his PNP government declared national SOEs To ensure constitutional legitimacy, Manley framed the violence as a threat to national stability and governance While those SOEs temporarily curbed violence, they did not eliminate it

Notably, the Jamaican Constitution contains no provision specifically addressing the management of general violent crime waves Perhaps its framers never imagined a time when so many citizens would be murdered annually This constitutional gap must be considered in any serious reform effort

In the meantime, this newspaper reiterates the urgent need for Jamaica’s major political parties government and opposition to collaborate meaningfully on identifying and addressing the root causes of violent crime Lawsuits and political point-scoring are not viable crime-fighting strategies Jamaicans deserve to live in safety Jamaicans abroad deserve to return home in peace
