PRESIDENT & CEO Dear Friends and Colleagues, I thought it fitting to take a moment and reflect upon my time in Ventura as your President and CEO of the Ventura Chamber of Commerce. When I arrived in Ventura with my family a little more than 2 years ago to assume my role, I was fresh off a more than 10 year stint at the San Jose Silicon Valley Chamber of Commerce. I was immediately impressed by the incredible community that I found in Ventura. I was embraced by our members, community leaders and residents alike and found myself falling in love with Ventura and embracing all the incredible things that our community has to offer. I am proud of the relationships that I have been able to develop in my time here, and look forward to strengthening those partnerships and friendships further. Each day I am awed by the incredible fabric and history of Ventura. Whether downtown shopping or dining on Main Street, enjoying our beaches, walking out on the pier to enjoy the sunset, having breakfast at the Harbor or enjoying Kimball Park or the Botanical gardens, there is always something wonderful to see or do. And no one is a stranger in Ventura for long. Our business community is strong, and the Chamber is working hard to continue to provide opportunities, resources, advocacy and support to make sure that Ventura continues to prosper. I see my role as a facilitator, advocate and promoter of business. I appreciate the diversity that we have in our business community, from sole proprietors and home-based businesses to beloved brand giants like Patagonia. Your chamber remains focused on five key areas: driving a strong economy, providing networking and visibility,

With more than 200 events and programs each year for our members and the community to engage in, there is plenty of opportunity! This year the Chamber Board identified 4 key areas of engagement. First, to reach all areas of the city and have our membership reflect the diversity of our community, second, to continue to work with the City to help streamline the permitting process; third, to attract more high growth industries to Ventura and finally to participate in alleviating the issue of homeless residents. I am happy to say that we have made strides in each of these areas, and look to build on our success in the coming months. Ventura is one of those rare, beautiful places where the distant past, a vibrant present, and the promise of a robust economic future exist side by side.

entura is a place where place where history is preserved in the form of a Spanish mission and a wooden pier; where the Chamber of Commerce and City government support long-established Main Street businesses while helping to incubate the most adventurous start-ups that will define the city’s future. It’s a city dedicated to providing the finest education and healthcare for its residents, while attracting visitors from around the world. It’s an ecologically responsible community dedicated to preserving nature’s splendors from the rising mountains to the waves of its beaches. 6

“Ventura,” observes mayor Erik Nasarenko, “has the feel of an old time beach town, with its classic wooden pier, beachfront promenade and historic downtown. At the same time, we are a city of 110,000 people where city government, the Chamber of Commerce and the business community are dedicated to growth that is focused and responsible, that moves beyond the status quo in order to bring in new revenue, new ideas, new concepts and new members to the community.” According to a 2016 study conducted by California Lutheran University, Ventura County’s economy suddenly, and unexpectedly, started generating

significant numbers of jobs in 2015’s second quarter. One result is that the County has now exceeded its prerecession job numbers. Local labor force participation data lagged behind jobs data by quite a while. So, we’re unable to see the impact of recent job growth on labor force participation. Still, we have some idea of the trend. Ventura County is up 5,800 jobs since the pre-recession peak, but the County’s population is up more than 38,300 people. That doesn’t necessarily mean that that the County’s Labor Force Participation Rate is down, though. Ventura County’s proximity to Los Angeles’ huge job market and to a middle-class-starved South Coast

of Santa Barbara County seemingly provides Ventura County residents with abundant opportunities to work outside the County. Ventura County’s Gross Product recovered faster than jobs. On an inflation-adjusted basis, Ventura County’s 2014 Gross Product was about 6 percent greater than its 2007 Gross Product. This represents a seven-year average growth rate a touch higher than California and about three times higher than Los Angeles County, though it lags the United States’ average growth rate. At the heart of the city is the Mission of San Buenaventura. Its lush gardens and fountains can trace its roots back to

1782 and the arrival of Spanish settlers. The artifacts in the small museum reflect a bygone era when the pueblo of San Buenaventura was little more than the rural outpost of a distant European monarchy. Imagine what those early padres would think of Ventura today. They would see a thriving city of diverse neighborhoods, educational institutions and exciting business opportunities. They’d see a place where an enterprising entrepreneur/ mountaineer like Yvon Chouinard could establish a small wilderness outfitter in 1973 called Patagonia that would grow into a global enterprise with a global consciousness. He is the man behind

brand who once famously wrote, “If you want to understand the entrepreneur, study the juvenile delinquent. The delinquent is saying with his actions, ‘This sucks. I’m going to do my own thing.’ ” They would see Ventura Harbor with its vibrant marina and active lifestyle. They would see a multimillion dollar economy based on agriculture, oil, fishing and most recently, high tech, linked by rail, highway and fiber optics. “What I see,” says Mayor Nasarenko, “is a City Council that is very open minded about new business proposals and is also interested in insuring that the structure of Ventura supports those

businesses. In the last 15 years we’ve made available approximately $4.5 million to small locally based Ventura businesses. These are loans that are available at substantially lower interest rates than a small business owner can get from a commercial bank, either for capital investments, expansion or code compliance.” Supporting established businesses while providing a positive growth environment is a prime directive of the Ventura city government and the Ventura Chamber of Commerce. “It’s a question of balancing sustainable growth with the need to maintain the quality of life that makes Ventura the community it is,” says Chamber of Commerce president and chief executive officer, Stephanie Caldwell. “Like all cities Ventura faces challenges. Our goal at the Chamber is to advocate for the business community while maintaining the quality lifestyle our residents expect.” Well planned real estate development plays a key role and the city continues to grow. A variety of companies are involved producing everything from shopping centers to single-family homes. At the same time each neighborhood has its own character, zoning characteristics and lifestyles.

The historic downtown district is renowned for its early 20th century architectural personality along Main Street and the adjoining avenues. The area abounds with a wide variety of eateries and newly arrived brew pubs. The Westside is Ventura’s oldest neighborhood, home to family-owned businesses that have served the community for years. Currently a new vision is evolving for this neighborhood, which includes a revitalization plan with proposed new commercial and retail development, mixed-use housing projects, a live-work artist district, and new areas for industrialuse development. Ventura Unified School District is also located in this neighborhood. Ventura Harbor and Harbor Village are a popular destination in themselves while serving as the primary departure

point for the five northern Channel Islands. The visitors’ center features a museum, a living tide pool exhibit, a tower with telescopes, a bookstore, and a picnic area. Learning at the harbor will be significantly enhanced when the proposed educational aquarium is built. Ventura Harbor has a significant impact on the city’s economy. Its total impact is approximately $246 million a year, including $109 million in commercial fishing revenue and 975 local jobs. It also has the only major vessel service and repair center between Los Angeles and San Francisco. Midtown is one of the most diverse neighborhoods in Ventura, home to spectacular ocean views, picturesque craftsman style homes, neighborhood restaurants, and major professional buildings. Pacific View Mall, Community Memorial Hospital, financial institutions, jewelers, furniture stores, travel agencies, distinct restaurants, and shops are all found in Midtown. Ventura’s two major hospitals and several urgent care centers, family practices, specialty clinics, and assisted living communities all thrive in this neighborhood. The East End is an urban residential community with a variety of restaurants and retail. The Ventura Auto Center, and some of the city’s major office buildings. Ventura College, one of three community colleges in Ventura County, is located on Telegraph Road, at the western border of the East End. The Ventura County Government Center, the seat of government for Ventura County as well as the county courthouse, is in the East End. Assisted living communities, banks, specialty shops, grocery stores, coffee shops, and the City’s 100-acre community park are all found on the East End.

Some of the major real estate development projects that are in process include the Downtown “Triangle Site,” a 232-unit multifamily apartment development including clubhouse and resident amenities, a 20,000 square foot park and other open space, and a bluff-top public promenade. Other projects include a proposed expansions to the Patagonia campus and The Ventura Auto Mall; the Central Shopping Center on Telephone Road; a 40-room addition to the Holiday Inn Express Suites Hotel; Westside

The hospitality industry also plays a key role in the city’s economy, accommodating the more than one million visitors that come each year. They vary from the Crowne Plaza's ultimate on-the-beach location to the boutique charm of the Clocktower Inn located in a 1940s Spanishstyle firehouse in the heart of the Downtown district. 2017 - 2018 VENTURA GUIDE

A prime example of the city’s economic development success stems directly from the City’s incubator, Ventura Ventures Technology Center (V2TC). Mayor Nasarenko points out The Trade Desk, a worldwide online advertising company that got its start in Ventura. In 2009 the company existed as a onedesk operation in a tiny office in the incubator adjacent to City Hall. Today, The Trade Desk is a globally traded company on NASDAQ with 150 employees in modern offices and plenty of desks for future growth.. The Trade Desk powers the most sophisticated buyers in advertising technology. Founded by the pioneers of real-time bidding, The Trade Desk has become the fastest growing demand-side platform in the industry by offering agencies, aggregators, and their advertisers best-in-class technology to manage display, social, mobile, and video advertising campaigns. “Another way the city and the Chamber of Commerce help emerging businesses,” says Mayor Nasarenko, “is to provide office space so start-up

companies can incubate and grow. The city also recognizes the need to provide sound infrastructure, education and healthcare. We have to create an attractive climate where businesses, as well as their employees, will want to come and stay.” Part of that mandate is being carried out by members of the Ventura Office of Economic Development. These advocates reach out to new businesses to ask, "How can we help you find a location that's right for you? Is it a commercial storefront or something specifically built to serve your company's needs?" Housing is also crucial to the community's growth. According to the 2010 census, there were 42,827 housing units in Ventura, at an average density of 1,334.4 per square mile. Of those 22,600 (55.9%) were owneroccupied, and 17,838 (44.1%) were occupied by renters. The homeowner vacancy rate was 1.3%; the rental vacancy rate was 5.5%. 59,330 people (55.7% of the population) lived in owner-occupied housing units and 44,610 people (41.9%) lived in rental housing units. A large number of those households were, and continue to be, occupied by seniors. Good healthcare and education are critical to the lifestyle of Ventura, says Mayor Nasarenko. “We have an outstanding healthcare and public school system. Having great public services, whether it’s our healthcare providers, our schools

or the commitment to maintaining our infrastructure, helps us promote Ventura. It’s also important to me as a parent.” Particularly on the education front, local industries are partnering directly with the city’s community college to develop career-oriented studies. These programs allow students to develop specific career skills that guarantee them future employment. It is also crucial to Ventura, Chamber of Commerce President Stephanie Caldwell emphasizes, that the brand value of the city as a tourist destination be promoted around the world. “Ventura has everything tourists could want, whether it’s the beach, our wonderful wooden pier, our downtown, all of our restaurants and entertainment, and the diverse nature of our neighborhoods. As a result, the revenue produced by tourism, through the Transient Occupancy “Bed” Tax, is at its highest level in 10 years.” It’s no wonder Ventura is one of California’s great go-to places— to live, work and prosper. n 1973 Yvon Chouinard— an adventurous surfer and rock climber with the mind set of a rebel and a feel for the global environment— started a company called Patagonia in Ventura. It was a galaxy away from the way his business career began, selling the handforged iron pitons for climbers out of the back of his car in 1957. In Ventura, Chouinard saw an ideal location to start manufacturing the outdoor gear and clothing that would take Patagonia from the trunk of his car to a world-wide operation. That entrepreneurial spirit remains very much alive, well and thriving in Ventura. With the assistance of city government and the Chamber of Commerce, new business start-ups are finding the assistance they need to make a foothold in the community aided by programs like the Small Business Loan Assistance Program. With assistance from the city, companies like Trade Desk have been able to incubate their business, growing from single-desk operations to global electronic outreach. And in so doing, their staff has expanded with well paying jobs that attract new members of the Ventura community. From incubator, to start-ups, to established companies, the entrepreneurial spirit creates a ripple effect through the entire community as newly arrived families put down roots,

their children attend local schools, they rely on health services, add to the tax base and spend money that aids the Ventura economy. Ventura’s Economic Development Office is reaching out to new businesses and providing crucial information that will guide them to establishing their enterprises. The goal is to find exactly the right location for growth, whether it’s a prime storefront or undeveloped real estate that is suitably zoned for industrial growth. There is even assistance available that will allow emerging companies to build exactly the facility they need. “We want these companies to know we are business friendly,” says Ventura Mayor Erik Nasarenko. “Through the City's Economic Development Committee and the Chamber of Commerce we are reaching out in an effort to attract new businesses to Ventura.” Education with a vocational goal is also playing a key role in growing the Ventura business environment. Targeted classes at local colleges are designed in collaboration with specific industries to provide students with exactly the job skills they need to succeed in fields like alternative energy, healthcare, computer skills and high-tech. These classes guarantee students a career path that ultimately enhances the economic growth of Ventura.

A variety of shops line the streets featuring new and vintage clothing boutiques, antique stores, home and garden shops, art galleries, gift stores and other specialty shops. On any given night Main Street hums to the sound of live music and the walkable streets are filled with laughter and activity. Special music and art events also abound including the Ventura Harbor’s Sounds of Summer concerts, the Rock on the Dock series and Music Under the Stars, all local favorites. A joy of living in Ventura is that you hike on hillside trails, bicycle for miles in the mountains or along the beach, play golf, tennis or go surfing. You can picnic in scenic parks or on the sand. You can browse for treasures at the monthly flea market or seek out rare books and bargain clothes on Main Street. When you feel like eating, how about a steak, fresh seafood, an all-American burger, Thai, Chinese, Mexican, Italian, French, Farm-to-Table, Pub fair, a brew house or wine bar? They’re all here. Certainly Ventura’s greatest landmark is the Mission Buenaventura which can trace its founding back to 1749, a century before the great California Gold Rush. Today all that remains of the original Mission is the church and its garden. A small museum displays Chumash Indian artifacts and mission-era items. The Church remains an active Catholic Parish serving approximately 2000 families

The Pierpont Racquet Club is more than just a tennis and gym facility, it’s a “Healthy Lifestyle”! The place to be! In June of 1975, my brother Scott and I returned to Ventura to start developing our vision, a club that included racquet sports, swim and fitness options, and a social atmosphere to enjoy with family and friends. As fourth generation Venturans, we wanted to create a club that would be something in which local residents would take pride. With the support of our initial partners Betty & Joe Garrett, Ken Macleod, Don Carlton, Bill Corkins, Mattie Gleichmann and Ben Nordman, tennis play at the Pierpont Racquet Club began in late December 1976 and in January 1977 construction of the clubhouse began.

When the PRC opened its clubhouse on October 1, 1977, it was one of the nation’s first multi-use facilities. Tennis, racquetball and swimming were the most popular activities – and the one thing that gives Scott and me the greatest deal of pride is that through the PRC we have helped forge friendships that have lasted for lifetimes. Throughout the years, we have updated the Club to match the needs of its members while continuing to follow fitness and wellness research and trends. Today, the Club is a fun, active place to be! We are fortunate to have a wonderful staff who are interested in and care for our members.

As we look to the future we strive to offer the best facilities and services for our members and the community. We have exciting plans to expand and enhance our facilities, programs and health and wellness services! The first 40 years have been great and now we are looking toward the next 40. It’s a favorite hang out whether you’re ready to take to the waves or just watch the action along with others on the shore. Another classic ocean landmark is the Ventura Pier originally built in 1872. Once a cornerstone for agriculture, construction and the oil trade, today the Ventura Pier is a favorite attraction for fishing, picnics, sunset strolls and beautiful views of Ventura County's coastline and the Channel Islands. A more recent addition to the waterfront experience is Ventura Harbor Village. Its shops and eateries are uniquely situated looking out over the bobbing boats in the marina. Ventura Harbor Village is the sailing off point for sport fishing, visiting the Channel Islands or sighting a pod of migrating whales. West of the Ventura Harbor is the Pierpont and South Seaward area, which includes shopping, restaurants, beach access and bike paths. Seaward Village, Pierpont Community, and Ventura Keys make up this lovely seaside area in the middle of the City of Ventura. Ventura Keys consists of single-family residences alongside boat dock homes with easy access to the water. The neighborhood offers its own unique selection of restaurants, historic buildings, and housing options, including beachfront homes and homes with private boat slip access. The point is, there are so many reasons why Ventura is a great place to live and play. H

EDUCATION SCHOOL DAYS IN VENTURA W hen parents and wouldbe parents decide where they want to live and put down roots, one of their prime concerns is education. What type of pre-school, kindergarten, elementary schools, middle schools and high schools does a community offer? They want a community where parents take an active interest in their schools, from attending parent/teacher nights, to school plays and sporting events. Does a school have a strong academic tradition? How extensive are the arts programs and athletics? And for those looking to attend college, either a four-year university or a two-year community college, students today want to know how tied into career path training is a school? Will they be able to get a job following graduation? Ventura ranks highly in all these categories says the city’s Mayor, Erik Nasarenko, who has two children of his own that attend public schools. “Education is a personal issue for me,” the Mayor says with real emotion. “I have two children that attend public schools. One in fifth grade (Juliet), the other (Andrew) is a first grader. Ventura has an outstanding public school system. And it’s a city where parents are actively involved in their schools. There’s a real sense of community. We also have an excellent community college 22

that is actively creating occupational programs with local companies, which offer qualified graduates a guaranteed path to well-paying employment. That’s a great idea.” Erika D. Beck, a member of the CSU Board of Trustees and President of California State University Channel Islands, singles out the work accomplished by Joe Mendoza, Director of the Special Populations Educational Support Department for the Ventura County Office of Education. With 58 years of service, Mendoza has championed the often-neglected population of migrant, homeless, atrisk or foster children. Mr. Mendoza has inspired and motivated thousands of children who are now parents and professionals, many of them educators. In some cases his former students are now grandparents who are in turn motivating their grandchildren to become educators. Mr. Mendoza has long been an ardent supporter of higher education, especially within the migrant student population. “Diversity is important, but we need to celebrate what we have in common,” Mendoza has observed. “The strength of this country is not the diversity, but commonality of purpose.” In the words of Ventura County Superintendent of Schools Stan Mantooth, “In March 2017 the state

made big news by launching a public preview of its new school accountability tool. Known as the California School Dashboard, it gives parents and educators more insight into school performance by looking at factors that go beyond test scores. What you may not know is that the Dashboard is the latest step in a comprehensive effort to reinvent education funding and accountability in California that's been underway for the past several years. “It began in 2010 with the adoption of new state standards that place a greater emphasis on critical thinking skills," Mantooth continued. "The next major milestone came in 2013 when the state dramatically overhauled its education funding system to give local districts more control over their resources. At the same time, the state began requiring school districts to create detailed plans that spell out their goals and funding priorities. In 2015 came a new state testing system aligned with the changing approach to teaching. And now the Dashboard provides a way to see what's working and what needs attention in a variety of areas. “The goal of all these initiatives is to ensure that every student, regardless of their address or family background, receives a quality education that prepares them for college and the job market.” Ventura is also devoted to continuing education for adults. Ventura Adult and Continuing Education prepares diverse learners with academic, vocational and technological competencies for the 21st century global workforce. Ventura Adult and Continuing Education has been recognized on both the state and federal levels. The school was again granted a sixyear accreditation by the Western Association of Schools and Colleges in 2013. The program was identified as a “model program” that meets one of the five National Education Goals for “America 2000.” That goal states that every adult American will be literate and possess the skills necessary to compete in a global economy. The Career Technical Education program (formerly known as Technology Development Center) was selected by the California Department of Education as a Vocational Program of Excellence.

here are many reasons why people are drawn to live in Ventura: the beauty of the landscape; the deep connection to history; the diversity of local businesses; the quality of our schools; and the state-of-the-art nature of the region’s healthcare facilities and providers. Whether the need is pediatric childcare, advanced oncology, physical therapy or first-responder emergency aid, Ventura is a community that has services for every need. According to a 2016 study by the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute, the question of where we live is directly related to our health. The study also found, unfortunately, that one in five adults are not as physically active as they should be for optimum health. That is a situation that is easy to change since there are so many wonderful options in the Ventura area, from yoga to surfing, from riding a bike to hiking mountain trails. It’s really is a question of motivation. According to Rigoberto Vargas, Public Health director for the Ventura County Health Care Agency (writing
