Ordinarily I enjoy reflecting on the past year to open our Annual Report but this year, well . . . 2020 happened. We started the year by expanding our Head Start program into three new counties and by starting to plan to integrate a Financial Opportunity Center into our toolbox of services.

When the COVID-19 pandemic struck, everything changed.

Our Family Resource Centers and Head Start centers had to close while we sorted out the information and guidance we were receiving. We shifted some employees to virtual work and set them up at home while we added safeguards for those who must work on-site. State and federal funders have been extraordinarily flexible throughout and we owe them an enormous debt of gratitude for helping us keep our programs operating. The team at CMCA has stepped up in every possible way to maintain services to people that need us and I am so proud to represent this group of caring, compassionate people. In addition, our local donors have supported us more than ever before. They recognize that contributions to CMCA are a good investment in their community and their neighbors. The need for our financial opportunity and other work supports like Head Start are more important than ever as our economy grinds out a few more rough quarters. We at CMCA have turned our attention to attracting more resources to central Missouri to serve those in need. Over the next couple of years, we will be part of the ongoing economic recovery as we all define our new reality together.

As if the pandemic were not enough, we are also experiencing social, racial, and political upheaval. Climate change is also bringing worse drought, worse flooding, worse fires, and consuming our resources in so many unsustainable ways. For CMCA, we see that poor people and people of color and the LGBTQ community fair far worse in each of these circumstances. When one does not have resources to fall back on, and when families are just barely getting by, the smallest crises sends them into a spiral of poverty. Central Missouri Community Action supports justice, equity, and inclusivity. Diversity and inclusion are not just catch phrases for us. Rather, diversity and inclusion are a celebration of what makes each of us different and all of us better. Black Lives Matter. GRATITUDE A letter from the Board President As a Board Member of Central Missouri Community Action the last three years, and as President for the last year, I am always impressed with the breadth of work and commitment to serving our communities.

Our staff are passionate about helping people and we see their impact all around us. While the COVID-19 pandemic added a great many challenges to the work, we were able to re-open with new safety protocols and new ways of doing things, but with the same commitment to those we serve.

As you read through this 2020 Annual Report you will see how all the resources we receive from local donors, and federal, state, and local grants are put to good use. Every month we recite the Promise of Community Action and reflect on how CMCA is meeting that promise: Community Action changes people’s lives, embodies the spirit of hope, improves communities, and makes America a better place to live. It is almost always the case that when disaster strikes, people living in poverty are often affected disproportionately. This has certainly been true with the COVID-19 pandemic. Prior to the COVID-19 outbreak, many of the families served by Central Missouri Community Action (CMCA) were just getting by financially So, when news of the virus began to spread and people began to stockpile resources, those with fewer financial resources were left without basic necessities.

These same individuals were also the first to lose their jobs due to the impact of COVID-19 on businesses.

Throughout the pandemic, CMCA has remained dedicated to serving individuals and families in poverty and has responded to the crisis with innovation and compassion.

In March, CMCA Head Start centers were forced to shut down, along with other schools and businesses, to ensure the safety of the children, their families, and our CMCA staff members.

At that time, members of the Head Start team began to collect and distribute basic need items for Head Start families. These same staff members also created and delivered educational care packages to the children attending Head Start to keep them actively learning during the shut down. And, throughout the shutdown, Head Start teachers and Family Support Coaches used Google Meet to deliver learning opportunities for children and family support coaching sessions for parents and caregivers.

In addition to the ongoing support of Head Start families, members of the Show Me Healthy Relationships staff also continued to support their clients using Zoom to meet with them virtually.

The virtual format has proven to be an effective way to deliver this program and will likely continue to be used for some groups in the future.

The Missouri Women’s Business Center (MoWBC) has been, and remains, especially busy during the pandemic. From the moment the pandemic began impacting small businesses, members of the MoWBC team were counseling small business owners on how to complete applications for financial support and offering virtual workshops designed to teach small business owners how to engage in E-commerce. Offering virtual learning opportunities has helped the MoWBC expand their reach, allowing more rural small business owners to participate. Because of this, the MoWBC will continue to offer virtual options for programming moving forward. In addition to increasing services to rural communities, the pandemic has allowed the MoWBC to focus on supporting black-owned businesses as well. As a result of the pandemic, the City of Columbia offered small business grants to assist business owners in remaining viable during the pandemic. Because of its focus on black-owned businesses, the MoWBC was able to assist black business owners in applying for and receiving funds.

Throughout the pandemic, CMCA’s community organizing team and energy assistance teams have also remained active serving clients.

Community Organizers support citizens in the eight counties served by CMCA through local initiatives designed to address the specific needs of that community. Organizers also support individuals and families by connecting them to the programs and services best suited to meet their immediate and long-term needs. While in-person meetings have been suspended for now, Community Organizers have continued to host meetings and work with CMCA members to ensure their needs are being met.

Like the Community Organizers, members of the CMCA Energy Assistance team are also continuing to serve clients remotely. Throughout the pandemic, applications for energy assistance have remained available and members of the

energy assistance team have worked to process applications in a timely manner.

Through these on-going and innovative responses to COVID-19 , CMCA has been, and continues to be successful in serving families in Audrain, Boone, Callaway, Cole, Cooper, Howard, Moniteau, and Osage counties. Not only in helping people survive the pandemic but also in helping them continue to thrive despite it.

This annual report includes stories and statistics that reflect CMCA’s work both during the pandemic and before the onset of the pandemic. It reflects the resilience of our employees, community partners, donors, and most of all the families we serve.

We are deeply grateful to everyone who has contributed to the success of CMCA during FY 2019-2020.

A WHOLE FAMILY APPROACH Strong families are the foundation for strong communities. When parents succeed, children succeed and vice-versa. A two-generation approach to supporting families ensures that both generations are receiving the support needed to make positive progress together.

This Whole Family Approach to supporting families recognizes that reaching large goals, and maintaining them, is dependent upon meeting the needs of all members of a family.

Central Missouri Community Action uses the Whole Family Approach whenever possible to ensure that both the adults in a family and the children have what they need to not only succeed but thrive.

According to a survey conducted by the US Census Bureau, the median income for women living in the United States is 81% of the median income for men. This disparity often leads to a higher percentage of women living at or below the Federal Poverty Level (FPL). Women like Ashley. A single mother of four children, Ashley’s income made it difficult for her to find safe, affordable housing. Because of this, Ashley had little choice when she moved her family into a neighborhood known for violence. Exposure to this violence filled her first-grade son Ricky with fear, causing him to begin acting out at school. Ashley’s concern for Ricky’s well-being lead her to seek support through CMCA’s BRIDGE Program. The BRIDGE Program is a special program offered to the families of children who have graduated from the Head Start program. BRIDGE is designed to help transition children into elementary school by building strong, cooperative relationships between the child’s parent and his/her teachers.

“I could tell that Ashley was a hardworking woman and a dedicated mother,” said Molly, the Family Support Coach (FSC) assigned to Ashley. “She just needed some help, and I was ready to do whatever I could to assist her.”

After talking with Ashley, Molly set up a meeting between Ashley and Ricky’s teacher where they worked together to develop a behavioral modification plan for Ricky. Ricky also began seeing a counselor to address the trauma he experienced due to his exposure to violence in his neighborhood. Through these efforts, Ricky began to show improvement in his ability to control his emotions and was able to engage more positively at school.

When Ashley realized the impact of the violence on her son caused by living in a violent neighborhood, she used all the financial resources she had to move her family to a safer neighborhood. When Molly found out what Ashley was paying in rent she said, “I knew that the family wouldn’t be able to afford that level of rent forever,so I began to talk to Ashley about the USDA home loan program.”

Working together, Molly helped Ashley compete the paperwork necessary to apply for a home loan, and soon Ashley was approved to purchase her first house!

“Because of CMCA, the BRIDGE Program and our Family Success Coach, my family is doing so much better,” says Ashley. “My son is doing well in school now and we love our new house! I never dreamed I’d ever be a homeowner!”

CHILD OUTCOMES The future of our community is dependent on the well-being and success of our children. More than 13% of Missouri children, ages birth to 18 years, live in poverty. Studies show that the best way to end the cyclic effects of poverty is through early intervention and high-quality, early education.

When children succeed in school they set a path toward a self-sustaining future. To get there they must have support from both their family and the community.

In response to this, CMCA offers several early childhood programs that address the specific needs of children living in poverty. These programs also address the needs of the adult(s) with whom these children live. These programs span from prenatal to early elementary.

Early Head Start (EHS) provides early, continuous, intensive, and comprehensive child development services for infants and toddlers (ages birth-3 yrs.) living in low-income homes. It also provides family support and education for parents and expectant mothers to ensure a safe, healthy start for young children and mothers. The goal of the EHS program is to provide safe and developmentally enriching care that promotes the physical, cognitive, social, and emotional development of infants and toddlers, and prepares them for future growth and development. The program also

supports parents/guardians in their role as primary caregivers and teachers of their children.

Head Start (HS) is a program for children ages 3 yrs. - 5 yrs., that provides opportunities for children to learn and experience success. Children participating in Head Start learn to socialize with others, solve problems, and have experiences which help them become self-confident. The children also improve their listening and speaking skills, preparing for future success in school.

Parents of children in the Head Start program also receive support to be the best possible care giver and teacher for their child.

For children who graduate from the Head Start program, CMCA’s BRIDGE Program helps children and parents transition successfully from pre=school to elementary school. The program’s primary focus is on building student success by bringing the parent(s) of the child and the child’s teacher together so that they work collaboratively to support the child’s academic, social, emotional, and physical needs.

These high-impact initiatives help children overcome the negative effects of poverty and provide young children an equal opportunity at future success.

CHILD OUTCOMES The onset of COVID-19 in the United States in early March, 2020, led to the shut down of schools across the country. Central Missouri Community Action’s Head Start Centers were no exception.

When Governor Mike Parsons issued a mandatory shut-down of schools and businesses, CMCA teachers and staff sent the children in their programs home not knowing when or if they’d see them again. Fearing it might be a long time before the children could return to the classroom they began preparing care packages filled with educational materials and books to hand deliver to their students. These packages were important to ensuring that children had the materials necessary to continue to learn, despite the fact that they couldn’t be in the classroom.

Throughout the shutdown, CMCA Head Start teachers and staff also came up with innovate and creative ways to keep children and families engaged and supported. Many provided on-line learning opportunities for students that included games, songs and the use of at-home materials for learning. Parents were also engaged by family support coaches and home educators through weekly meetings on the computer. At the writing of this report, most Head Start centers are open and accepting children but because the pandemic continues, numbers in the program are lower than normal. Throughout the pandemic, opportunities for skills measurement and other areas of development have been limited. This report reflects the good work still being done despite these limitations.

March 18, 2020 is a day that many of our CMCA students, families, teachers, and administrators will remember.

During the summer of 2019, oversight of the Head Start Centers serving Benton, Hickory and Morgan counties shifted to Central Missouri Community Action (CMCA). Oversight includes establishing new Head Start Centers in each county.

At this time, the Hermitage Head Start is fully operational in Hermitage, MO, through an agreement with the Hermitage School District. Prenatal and in-home services are also being provided in the three counties and progress is being made toward acquiring or building space for programs in Benton and Morgan counties. The data reflected here is specific to the Head Start programs currently active for these three counties.

School Readiness Goals for Children in all 11 Counties Where CMCA Head Starts are Located.

CMCA’s School Readiness Goals focus on ten key areas of child development and measure the percentage of kindergarten-eligible children who are currently “school ready.” CMCA’s School Readiness Goals are a more reliable predictor of school readiness than child assessments alone. Third quarter results indicate adequate progress toward reaching school readiness goals for kindergarten-eligible children.

Data reflects school readiness for children in Audrain, Benton, Boone, Callaway, Cole, Cooper, Hickory, Howard, Moniteau, and Osage counties. Outcomes were significantly impacted by COVID-19.

HOMES It was the middle of winter when Mike, a CMCA Weatherization Inspector, visited Carla’s mobile home to do an initial audit of the property. The heating and cooling system wasn’t working well so Carla and her family were using space heaters and the family’s kitchen stove for warmth. As Mike spoke with Carla he heard the anxiety in her voice related to the situation.

His first step in inspecting the home was to crawl under the mobile home where he found the trunk line completely disconnected.

In addition to the heat pump, Carla’s home received air infiltration sealant, LED lights, and an exhaust fan for the bathroom making the home more energy efficient and comfortable.

After the work was complete Mike called Carla to schedule a follow up inspection. Carla said she and her family were thrilled with the improvements made to their mobile home.

FAMILY OUTCOMES Economic stability is vital to the well-being of individuals and families. Economic stability includes a safe place to live, food to eat, clothing to wear and opportunities to expand one’s social, emotional and intellectual horizons. At CMCA, our goal is to help individuals and families achieve self-reliance. As a leader in the movement to end poverty, CMCA offers programs and services to support low-income families using a whole family approach. This approach helps families improve family well-being, build economic stability, and develop healthy and lasting social connections.

Each of these elements fosters the other and provides a strong foundation for families who are seeking to move out of poverty.

CMCA has many initiatives that support economic stability including our energy assistance programs.

The Low Income Home Energy Assistance Program (LIHEAP) keeps families safe and healthy by assisting with energy costs. This, in turn, reduces the risk of health and safety problems that often arise from unsafe heating and cooling practices.

CMCA also provides programs to support affordable and accessible housing. These include the Housing Choice Voucher Program and our

Housing Development Program. CMCA’s Housing Choice Voucher Program (Section 8) provides rental assistance to qualifying low-income individuals and families in Callaway, Cole, Cooper, Howard, Moniteau, and Osage counties. This program is funded by the U.S. Department of Housing and Urban Development.

CMCA’s Housing Development Program is a collaborative effort between CMCA and community partners. Working together, CMCA and our partners either build or rehab multi and single-family housing units to provide affordable, accessible housing options for low-income families.

As part of our housing support, CMCA also offers packaging services to help first-time home buyers with low-incomes apply for USDA home loans.

During FY 2019-20, two first time home buyers received loans!

These initiatives, along with the Missouri Women’s Business Center, which supports entrepreneurs as they launch and sustain businesses, are some of the many ways that CMCA is working to help families help themselves not only survive - but thrive.

SHALL PASS In the summer of 2019, Anna says her life was, “spiraling out of control”.

“At the time I was desperate. I had lost everything - my home, my dog and I was unemployed.”

In an effort to start her life anew, she packed up everything she had into her car and moved from Kansas City to Columbia.

Upon arriving in Columbia her first goal was to find a place to live, find a job, and find other supports to help her create a solid foundation for herself.

“My Social Security Disability (SSD) was not enough to live on,” she says. “I have a car note, insurance, cell phone bill, gas, and food etc. and these expenses weren’t covered by my SSD.” Because she no longer had young children and was not in fear for her life she found it difficult to find an agency that could help her on her journey to stability. Without money for a hotel, she slept in her car. Throughout this time she kept telling herself, “This too shall pass”.

It wasn’t until she met her CMCA case manager Mia, that Anna’s life began to take a turn for the better. Mia assured Anna that CMCA specifically works with people like her, helping them overcome the challenges that keep them from successfully reaching their goals. During her initial assessment with Mia, Anna revealed that she was a retired teacher and that she would like to become a substitute teacher. She also told Mia she had lost her certification to teach and would need help to get re-certified.

Working with Mia through the Skill Up Program, Anna was able to earn her Substitute Teaching Certificate.

Today, Anna is employed part-time as a teaching assistant through Columbia Public Schools and also works for a local funeral parlor.

“Without CMCA I wouldn’t be where I am today,” says Anna. “I am so thankful and grateful! My future is looking brighter now!”

COMMUNITY OUTCOMES CMCA engages citizens of all socio-economic levels in initiatives that support the economic development and growth of communities.

These initiatives are designed to increase civic engagement, and strengthen social connections.

One avenue to developing stronger civic engagement in the communities we serve is through our Community Action Teams (CATs).

CATs are community specific teams that develop projects to address the causes of poverty and find solutions to those causes. Through CATs, individuals with low-incomes find a voice to impact meaningful change in their community, and individuals with higher incomes become more informed about the realities of poverty.

Like CATs, the Foster Grandparent Program (FGP) also provides opportunities for low-income adults to make a meaningful impact in their community.

A program for seniors, ages 55 and up, FGP volunteers mentor children at schools, day care centers, and other community centers. Volunteers work with children individually and in small groups to provide support, guidance, and friendship for kids needing additional supports in the classroom.

Sometimes, an individual may want to engage in civic opportunities or leadership opportunities but may not have the skills and confidence to do so.

For these individuals, CMCA offers two programs, Show Me Healthy Relationships (SMHR) and Step Up to Leadership.

The Show Me Healthy Relationships program teaches participants how to develop and maintain healthy personal and professional relationships.

Participants learn communication skills that enhance their ability to engage with others and that provide them greater confidence in building long-term relationships and strong social networks.

Participants in the Step Up to Leadership program often have a desire to engage in public service.

The Step Up to Leadership program provides them the opportunities to practice public speaking skills and connects them to leadership opportunities in their community.

These initiatives provide people with low-incomes opportunities to become actively involved in addressing the causes of poverty and finding solutions to end poverty in their community. They also provide them with opportunities to engage with a variety of people living in their community and to strengthen their skills and relationships giving the skills and confidence to teach others about the realities of what living in poverty really means.

COMMUNITY OUTCOMES Community engagement is an important way to build social networks to support the ongoing success of people working toward self-sufficiency. Participation in CMCA initiatives aimed as supporting personal development help individuals in quest to improve their own lives and the lives of others.

Individuals demonstrated improved mental and behavioral health and well-being.

Individuals who participated in wellness and exercise/fitness classes to reduce stress and improve overall physical and mental health.

PARENTS/ CAREGIVERS demonstrated increased sensitivity and responsiveness in their interactions with their children.

Central Missouri Community Action’s fiscal year ends each year on September 30th. The organization was audited by Wipfli Financial Advisors.

The audit report expressed an unqualified opinion that the organization’s financial statements have been prepared using Generally Accepted Accounting Principles, the financial statements comply with relevant statutory requirements and regulations, and that the organization complied, in all material respects, with the types of compliance requirements that could have a direct and material effect on each of the organization’s major federal programs.

Donor Spotlight Dr. Roger and Judy Drake but was over-committed in her philanthropic groups. I took her place and loved every minute of it.

With so many non-profit organizations in central Missouri what made you want to support CMCA specifically?

Tell us a little about yourself.

I am the President of Central Methodist University. Judy is a kept woman that gets by completely on her good looks.

The head of our household is a 9-month old Shih-tzu named Whitley. We have seven grandchildren that love to run around the president’s home when they visit. Among our many hobbies, we love music, reading, and travel.

How did you become acquainted with CMCA? Central Methodist has a long history with board membership at CMCA. John Flanders, professor of economics, served on the board. Judy replaced John when his term expired.

I was in the first Head Start program in 1965. I give a tremendous amount of credit to that program and to my teacher, Ms. Jessica, for helping me close the educational gap between me and the more affluent kids in later grades.

The individual’s command of the material and presentation skills were impressive in every sense. After the meeting, I was intentional to compliment Darin on his incredibly professional staff member. When Darin told me that particular professional was a former client, I knew then that this was an organization that changed lives and I should play a larger role.

What led to your decision to become a monthly donor Is there anything else you’d to CMCA? like to add?

I saw the great work that went on in all levels of the organization. I heard the testimonies of clients whose lives had literally been changed by CMCA. I personally witnessed the dedication of the staff. I could feel the vocation, the sense of calling, that ran throughout the organization.

Are there any stories about your connection with CMCA? In a meeting, I was absolutely blown away by the talent and dedication of a member of the CMCA staff. This individual

There is great competition for our charitable dollars—I know because a large part of my job involves fundraising for the University. I know that my contributions to CMCA are going directly to help those in need. I know that CMCA is providing a hand up rather than a hand out.

As a former board member, I had a front row seat to view the contribution CMCA makes to its region. There is no better bang for our charitable bucks than Darin and his CMCA team.
