WELCOME This online magazine has been prepared to illustrate a proposed Battery Energy Storage System (BESS) on lands at Colinglen Road, Belfast following a Proposal of Application Notice (PAN) submitted to Belfast City Council on 23 June 2021 in accordance with the Planning (General Development Procedures) Order (Northern Ireland) 2015. We invite you to digest the work carried out by the applicant and their professional design team to date. This work will support the preparation of a full planning application which will be submitted to Belfast City Council. Public engagement is an integral component of the planning application process as it allows the applicant to share their vision for the site and provides the local community an opportunity to provide constructive feedback. The feedback received will then be considered and responded to during the detailed design of the scheme which will ultimately inform a future application submission.

BACKGROUND

What are System Services?

The applicant has identified the proposed site as a suitable location for an energy storage project due to its proximity to the existing Hannahstown substation, approximately 600 metres from the site. Securing planning permission for the BESS will facilitate the applicant to participate in auctions ran by System Operator for Northern Ireland (SONI) as part of their DS3 programme to procure “system services”.

SONI have a statutory duty as the Transmission System Operator (TSO) to deliver the safe, secure and economic operation of the high voltage electricity system in Northern Ireland. To facilitate this, SONI must ensure that sufficient generation and/or demand is available to manage imbalances on the electricity system that might result in frequency variations. Traditionally, conventional fossil fuel generators have provided the system services required to ensure the safety and stability of the electricity system. Government environmental policy however requires SONI to significantly increase integration of renewable generation sources and reduce the dispatch of conventional generation, creating a pressing need for new technologies that are capable of providing essential system services. BESS have been identified by SONI as important new technology in this regard.


What is the DS3 Programme? “Delivering a Secure, Sustainable Electricity System” or DS3, is a dedicated programme of works for both SONI and Eirgrid (the other TSO in Ireland) to deliver 2020 renewable electricity targets by increasing the amount of renewable energy in our power system in a safe and secure manner. Unlike conventional fossil fuel generators, renewable forms of generation such as wind and solar do not produce the same amount of electricity all of the time. This makes it less reliable, and more difficult to bring onto the grid as they cannot produce power predictably. For example, renewable energy generators can produce high amounts of energy with demand is lower therefore making it difficult for SONI to manage system frequency and maintain system stability.

BESSs are therefore an essential component of the wider DS3 programme and the development of energy storage systems is an important step towards helping Northern Ireland to meet its renewable energy targets for 2020 and beyond. The pressing need for new DS3 system service providers is further evidenced by the actions of SONI, who are currently considering prioritising grid connection offers to DS3 system service providers.

The aim of the DS3 programme is to meet these challenges, allowing SONI to increase the level of renewable “nonsynchronous” generation on the power system in Northern Ireland, and to

THE SITE AND SURROUNDING CONTEXT The Site The application site, 0.99 hectares in size and irregular in shape, is situated approx. 700m North of 28 Colinglen Road, Dunmurry, Belfast.

SITE WASTE FACILITY

The existing site, part of a quarry, encompasses an existing entrance from Colinglen Road, internal track, hardstanding ground and a number of derelict buildings. The site is enclosed on all sides by dense vegetation and woodland/scrub with the topography of the site gradually sloping up from the public road.

The Surroundings The wider surroundings comprise Colin Glen forest park to the south east, business parks and residential development to the south and east and a number of quarries and waste facilities. There are a number of dispersed farms/ dwellings located along the Colinglen and Glenside Roads. The nearest receptor is situated approximately 135m west of the site.

PROPOSED DEVELOPMENT be designed to NIE/SONI specifications and will be secured via a gated palisade fence. The substation building within the compound will be single storey and comprise of the necessary control and switch rooms.

The proposed BESS will operate by absorbing electricity from the substation when a surplus is available and storing it until such times as there is a greater demand than supply where it will then be released back to the substation. The BESS will have a capacity of 25MW. There will be no electricity generated on site.

The compound will contain the grid connection point and associated equipment including 110kV grid transformer, post insulators, disconnector/earth switches, current transformers and cable sealing ends.

The BESS will be connected to the substation by way of underground cabling. The route will be identified and cabling installed and controlled by NIE. The proposed BESS will comprise of the following development: •

PLANNING POLICY CONTEXT AND COMPLIANCE Section 45(1) of the Planning Act (Northern Ireland) 2011 requires that all applications must have regard to the local plan, so far as material to the application, and all other material considerations. Section 6(4) states that in making any determination where regard is to be had to the local development plan (LDP), the determination must be made in accordance with the plan unless material considerations indicate otherwise. Local Development Plan The adopted LDP for the proposed site is the Belfast Urban Area Plan 2001 (BUAP). The site is identified within the BUAP 2001 as in the countryside and within an Area of High Scenic Value. Policy GB1 of BUAP 2001 states there is a presumption against development within the Green Belt unless it meets an exception. The draft Belfast Metropolitan Area Plan (dBMAP) 2015 has now reverted to draft status as a result of Court of Appeal confirming that the decision to adopt the plan was unlawful. In the version of dBMAP that was before the Planning Appeals Commission subject to public inquiry, the site is located within

the countryside and within Belfast Basalt Escarpment Area of High Scenic Value. The site is adjacent to Colin Glen Local Landscape Policy Area (LLPA) and Colin Glen Site of Local Nature Conservation Importance and Area of Constraint on Mineral Developments. Regional Planning Policy RDS The Regional Development Strategy 2035 ‘Building a Better Future’ (RDS) for Northern Ireland sets out two strategic aims which are of relevance to this type of development: •

RG5 ‘Deliver a sustainable and secure energy supply’; and

RG9 ‘Reduce our carbon footprint and facilitate mitigation and adaptation to climate change whilst improving air quality’.

The RDS establishes that Northern Ireland needs a robust and sustainable energy infrastructure. In doing so, this should deliver reliable and secure sources of energy to communities and businesses across the region. Fossil fuels represent over 90% of the Northern Ireland’s power generation and over 70% of households still use oil for home heating. Increasing the contribution that renewable energy can make to the energy mix will reduce reliance on fossil fuels and improve security of supply.

In considering how to reduce our carbon footprint, RG9 of the RDS recognises as an objective that we must increase the use of renewable energies. This will require increasing numbers of renewable electricity installations and importantly, the grid infrastructure to support them. SPPS Paragraph 2.1 of the Strategic Planning Policy Statement (SPPS) states: ‘…the planning system should positively and proactively facilitate development that contributes to a more socially, economically and environmentally sustainable Northern Ireland’. The SPPS (para 3.7) also reaffirms that furthering sustainable development also means ensuring the planning system plays its part in supporting the Executive and wider government policy and strategies in efforts to address any existing or potential barriers to sustainable development. This includes strategies, proposals and future investment programmes for key transportation, water and sewerage, telecommunications and energy infrastructure (including the electricity network). Para 6.238 states: ‘The aim of the SPPS in relation to telecommunications and other utilities is to facilitate the development of such infrastructure in an efficient and effective manner whilst keeping the environmental impact to a minimum’.

Under the SPPS, the guiding principle for planning authorities in determining planning applications is that sustainable development should be permitted, having regard to the development plan and all other material considerations, unless the proposed development will cause demonstrable harm to interests of acknowledge importance as per quote and para 3.8. PPS21 The site is located in the countryside where there is a general presumption against development unless the proposal meets one of the exceptions set out in the Planning Policy Statement 21 ‘Sustainable Development in the Countryside’ (PPS21) Policy CTY1. PPS21 Policy CTY1 states that there are a range of other types of non-residential development that may be acceptable in principle in the countryside, e.g. certain utilities or telecommunications development. Proposals for such development will continue to be considered in accordance with existing published planning policies. Policies CTY13 and 14 of PPS21 also stipulate additional criteria for any new building in the countryside relating to integration and rural character. The proposed substation building and battery units will not be a prominent feature in the landscape due to the existing screening.


PSRNI The Planning Strategy for Rural Northern Ireland (PSRNI) establishes objectives and policies for land use and development in the Countryside.

The following criteria are stated to be of importance to the consideration of such applications: •

Need for the facility;

Whilst the majority of the policies contained in this document have now been superseded by respective Planning Policy Statements (PPS’s), PSU8 ‘New Infrastructure’ remains relevant in the consideration of proposals for new infrastructural provision including electricity infrastructure, such as energy storage facilities.

Impact on the environment – in particular the visual and ecological impacts;

Impact on existing communities;

Impact on the natural or man-made heritage;

Existence of alternative sites or routes; and

Provision to mitigate adverse effects.

The primary policy PSU8 of PSRNI states that the need for new infrastructure including extensions to existing facilities will be balanced against the objective to conserve the environment and protect amenity.

These criteria have all been taken into account in developing the proposed scheme and a supporting statement articulating how these have been complied with will accompany the full planning application.

ENVIRONMENTAL MATTERS

ACCESS A Transport Assessment Form and Construction Traffic Management Plan have been prepared as part of the proposal which confirms that the proposal will not have an adverse impact on the local road network during the construction and operational phases. The existing access will be resurfaced and improved with vegetation cleared to provide visibility splays of 2.4x120m to the right and 2.4x110m to the left. The mouth of the access will be widened in order fo vehicles to position themselves perpendicularly to Colinglen Road. It is envisaged that the development will not generate daily traffic and visited occasionally for monitoring and maintenance as and when required.

DRAINAGE AND FLOODING A Drainage Assessment will be provided with the full planning application concluding that the proposal will not be affected by surface flooding or exacerbate flooding elsewhere. An undesignated watercourse traverses through the northern portion of the site which has been identified to be in poor condition thus a new open channel is proposed with short culvert for the road crossing. A Schedule 6 application will be submitted to DfI Rivers for the replacement channel with road crossing culvert in tandem with the full planning application. NOISE A Noise Impact Assessment has been carried out to ensure there will be no adverse impact on the amenity of nearest residential receptors. The nearest receptor, No. 17 Glenside Road, is located approx. 130m from the closest site boundary. The Noise Impact Assessment confirms that an 3m high acoustic barrier (close boarded timber fence) will be installed at the western boundary of the site to ensure that the proposal will have a low impact.


LANDSCAPE AND VISUAL Wireframe visualisations and a detailed landscaping plan will be included as part of the application. The wireframes confirm that the proposal will be not be visible from key viewpoints and will be integrated into the landscape given the existing mature and dense vegetation and woodland bounding the site on all sides. Given the level of visual containment, the proposed development at this site will not have a high degree of influence or bearing on the landscape character and amenity of the area. The existing vegetation will be retained as appropriate and augmented with native species planting enclosing the site. A 2.4m palisade fence is proposed around the site boundary to provide security. FIRE RISK The proposed BESS will be subject to a Fire Risk Management Plan.

ARCHAEOLOGY An Archaeological Impact Assessment will accompany the planning application submission which identifies that no archaeological sites are identified within the site or its surroundings. As a result of the site history as a quarry and associated industrial buildings it is unlikely that any previously unknown archaeological deposits exist on site. ECOLOGY A Preliminary Ecological Assessment (PEA) has been prepared which demonstrates that no unacceptable impact on priority habitat/species is likely to occur. A Bat Roost Potential and Bat Emergence / Re-Entry has been conducted and it is concluded that there is no evidence of roosting bats. Otter and badger surveys have also been carried out and no evidence of otters and their holts or badgers and setts have been identified on site.

SUMMARY Measures will be taken to ensure that: •

There will be no unacceptable adverse impact on nature conservation interests;

There will be no unacceptable adverse impact on built heritage interests;

The proposal will visually integrate into the existing landscape;

There will be no demonstrable harm to residential amenity by way of noise;

The proposed site is not at risk of flooding and the proposal will not cause or exacerbate flooding elsewhere; and

The access to the site and the nature and frequency of associated traffic movements will not prejudice the safety and convenience of road users or constitute a nuisance to neighbouring residents by virtue of noise, dirt and dust.


WHAT HAPPENS NEXT? We anticipate that a formal planning application for the BESS scheme will be submitted to Belfast City Council in September 2021 following the end of the 12 week notice period for public consultation.
