

The University Gender and Development Office (UGADO) is the lead unit in promoting women empowerment and gender equality in Central Luzon State University (CLSU). The office was officially established in November 2016 which became a way to fully implement gender-responsive programs, projects, and activities (PPAs) for gender mainstreaming in the university. Promoting gender equality advocacy is a huge responsibility but with the supervision of the current director, Prof. Janet O. Saturno, there is no struggle that can hinder the office to make the people understand the importance of gender equality at home, workplace, institution, media and other sectors of the society.
For the past five years, innovation of initiatives was one of the priorities of the office to be able to persuade the clients to embrace the gender-responsive attitude that can help people move towards peaceful and safe relationships.
With the theme, “We Make Change, Work for Women Juana Laban sa Pandemiya, Kaya!, the Central Luzon State University continued to support this advocacy. Still amidst the pandemic, henceforth, face-to-face interaction was not yet allowed, the university maximized the utilization of digital platform to celebrate this event.
Several activities were conducted such as installation of 2021 National Women’s Month campaign banner, Sayaw-Sigla Para sa Kababaihan, Imahe-Juana: Photo Essay Contest, Digital Poster Making Contest, distribution of National Women’s Month paraphernalia such as facemask and street sweeper vest, virtualorientation on Gender and Development for clsu newly hired employees, Bida ka Juana: Women Entrepreneur Forum , saGAD sa CASSayahan para sa Kababaihan: Online Quiz Bee, Juana Sing: Song writing contest by Communicators for Development (CODE), Sociology Week: Intersectionality and Inclusivity toward Gender Equality by Malayang Samahan ng Agham Panlipunan (MASA), and ASTS Women’s Month Celebration 2021 “Kabataang Juan at Juana Laban sa Pandemya: Kaya!”.
This advocacy is annually celebrated every month of June. It intends to uplift the situation of the LGBTQIA+ community in the Philippines and it works for equal opportunities among the LGBTQIA+ community, as it recognizes their contribution to the society.
Series of webinars were conducted such as webinar on LGBTQIA+ community, webinar on Psychological Impacts of the Social Stigma in the LGBTQ+ Community, webinar on SOGIESC-Based Anti-Discrimination Bill, and daily postings of trivia information on the CLSU Gender and Development Office Official Facebook page about sexual attraction, behavior, and orientation.
Through the digital platform, the university intensified its campaign on gender equality and women empowerment by launching the saGAD Kaalaman Webinar Series. This was the second year of the activity. Because of the overwhelming acceptance of the participants from the different demographics in the country, the university featured more topics that would help all Juan and Juana to understand the importance of gender equality in all aspects of life.
This online learning GAD advocacy campaign was implemented as COVID-19 response of the university since face-to-face interaction was not yet allowed. Different gender issues and concerns were highlighted by the invited experts through Zoom conferences and simulcasted in livestream via CLSU Gender and Development Office Official Facebook page. The GAD webinar series served a total of 5,812 participants.

This initiative is one of the major events of the university in gender and development programs. It gives avenue to GAD researchers and advocates to showcase their GAD research result findings so that they will encourage more researchers, hence, gender issues and concerns will be identified as bases in the formulation of GAD programs, projects and activities (PPAs). Twenty - four research, 5 developmental papers and 11 posters were evaluated. It was held through Zoom conference and simulcasted via CLSU Gender and Development Office Official Facebook Page since social gathering and face-to-face interaction were not yet allowed due to the pandemic. This is in collaboration with Central Luzon Agriculture, Aquatic and Natural Resources Research and Development Consortium (CLAARRDEC), and CLSU Research Center.
Every November, GAD advocates support the campaign to end violence against women and children for 18 days from November 25 December 12. It aims to promote awareness on the forms of violence that women and girls experience, engage the CLSU employees and students in the information dissemination campaign on VAW, and increase the awareness of CLSU employees and students on VAW.
Series of activities were conducted such as 18-day Campaign to End Violence Against Women and Children Kick-Off Ceremony, Digital Poster Making Contest, Spotlight: VAW Advocacy Campaign Making Contest, End VAW: Online Quiz Bee, Round Table Discussion: End Violence Against Women, and daily posting of information trivia on how to end VAW.
Also, the university hosted the 2021 Central Luzon Regional Gender and Development Committee (RGADC) Advocacy Program to End Violence Against Women with the theme, “ VAW-Free Community Starts With Me: Ending Violence Against Persons with Disabilities.
Promotion of gender equality and women empowerment needs concrete GAD programs, projects and activities (PPAs) so that gender mainstreaming in the university will be easily accepted and practiced by the CLSU community.
Part of the responsibilities of the GAD Focal Persons is the formulation of their unit or college GAD initiatives. Through this, gender-based violence will be prevented. GAD Planning and Budgeting is one of the ways to utilize the 5% GAD budget allotted in all government agencies.
To this effect, GAD Year-End Review was conducted to monitor the status of accomplishment for the whole year and other activities so that gender issues and concerns are addressed accordingly.
Gender-Responsive Research is one of the keys to identify gender issues and concerns so that interventions will be implemented cognizant to the result findings. The training was attended by the CLSU employees for them to integrate gender dimension in their research field. Moreover, this is to increase the number of GAD -related research projects in the university wherein, they can request a funding assistance from the University Gender and Development Office. This training was in collaboration with the Department of English and Humanities, College of Arts and Social Sciences.
Publication of research is believed to be the best avenue to disseminate findings and research results. The training was attended by the CLSU faculty members and researchers so that they will become knowledgeable on the process of publication especially the newly-hired employees. It aims to increase the number of scholarly paper/articles prepared for submission to refereed journals especially the GAD -related studies.
To heighten the campaign on the prevention of sexual harassment, new unit under the University Gender and Development Office was established. This is named Anti-Sexual Harassment Unit (ASHU). It shall be headed by a coordinator, appointed by the university president upon the recommendation of the UGADO director and is composed of selected members of the GAD Focal Point System (GFPS) of the university.
The ASHU will operate using the Anti-Sexual Harassment (ASH) Code otherwise known as Implementing Rules and Regulations of the Anti-Sexual Harassment Act of 1995 (RA 7877)” approved by the Board of Regents (BOR).
Any complaints against sexual harassment will be easily reported and will be provided immediate action. This will be led by the Committee on Decorum and Investigation (CODI) for gender-based violence.
During the year in review, the ASHU was led by the dean of Office of Student Affairs.
One of the goals of the University Gender and Development Office is to assist CLSU employees and people from nearby communities to create a gender fair and conducive learning environment for the children through the establishment of childminding center. It targets to undermine reproductive roles and sustain productivity for the pursuit of quality life.
In the school year 2021 – 2022, GAD CDC accepted 58 pupils wherein 50 were nursery with 24 male and 26 female and 8 were toddler with 5 male and 3 female. The center continues to serve the pupils using the new modality of learning system through online classes and provided packaged modules to the pupils since face-to-face interaction was not allowed due to the COVID-19 Pandemic.
GAD Child Development Center is open to children aged 2-3 years old for toddlers and 4-5 for the nursery program.
Tilading Production is one of the remarkable and sustainable projects of the university. The project provides livelihood to women as an additional source of family income. This also serves as a training ground for BS Fisheries students for their research projects and other academic undertakings.
In 2021, the project produced 2,942 packs with a weight of 100 grams per pack coming from 1,835 kgs of fresh fish. Moreover, new flavor called spicy Tilading was developed and is ready to enter the market.
The success in the production shows how women are dedicated to the operation of the project.
Gender-responsive research is one of the main keys to identifying issues and concerns that can help eliminate gender stereotyping and discrimination. These are the GADfunded research for the year in review.

effort to make distance-learning and the overall academic experience efficient, productive, and pleasant, the virtual academic assistance program called Central Luzon State UniversityAssistance Committed to Solution (CLSU-ACTS) was created. It is a program under the Student Information Drive Task Force that aims to ensure all students are reached out and empowered. This platform
receive, process, document, and address the academic concerns of students
adhering to the principles of professionalism, transparency, accountability, and confidentiality. Consequently, concerns and issues of students will be properly channeled to the various concerned offices/departments/units of the university for appropriate action. Managed by the Office of Student Affairs, University Gender and Development Office, and the University Supreme Student Council under the Student Information Drive Task Force (SIDTF), the program is a collaboration and partnership of administration, faculty, and students.
