SECTION 1: Getting to know SAAS Introduction Volunteering for a new organisation is exciting, but it can also be daunting. There is so much to learn, get your head around, and understand. Don’t panic! The volunteer orientation book will give you a brief overview of SAAS and how it works, which should make things a little bit easier. Most of your induction happens at your station with the people you will be working with. They have the local knowledge, expertise and confidence to help you settle in. History of the ambulance service In 1920 there were a number of ambulance services operating in Adelaide and its suburbs: SA Ambulance Transport, SA Police (Civil Ambulance), and various private groups. St John Ambulance Brigade used to borrow a vehicle from SA Railways to provide assistance at the Victoria Park horseraces. This resulted in many or no ambulances arriving at a scene. Usually, only minimal pre-hospital care was provided at the scene or on the way to hospital. By 1934, several private services had disbanded, leaving three main ones: SA Ambulance Transport, Northern Districts, Ambulance Service (owned by Prospect Council), and a service run by Hindmarsh Council. In 1940 St John Ambulance Brigade established a close association with SA Railways staff in country townships. As a result, many St John first-aid divisions were established by railways staff in townships such as Naracoorte, Peterborough, Port Augusta, Port Lincoln, Strathalbyn and Tailem Bend. In 1952 the South Australian Government formalised ambulance provision, with St John being chosen to provide all metropolitan ambulance services and most country ones. Calls for assistance were by phone to the communications centre, at the Hindmarsh depot, and crews were dispatched from other depots by phone. During the 1950s, 14 ambulance vehicles were fitted with a Pye two-way radio system. However, as the antenna and base were situated at Hindmarsh, transmission was only 50% effective in the metropolitan area.

Some medical officers were selected to write information on pre-hospital care, which became SA’s first ambulance officer manual, Ambulance transport nursing. St John provided ambulance services in South Australia until 1989, when the metropolitan workforce was converted to a fully paid career service (rather than a mix of volunteers and paid staff). Thus began the split from St John Ambulance Service and the formation of SA Ambulance Service (SAAS). More recently, in 2008 SAAS became part of SA Health in the Government of South Australia.

SAAS today SAAS provides ambulance services across South Australia. This means we serve a population of more than 1.7 million and cover an area of 984 377 square kilometres. The organisation is managed by a chief executive officer, who reports to the chief executive of SA Health. SAAS’s functions and powers are detailed in the Health Care Act 2008 (SA). We have more 1300 career staff (around 85% on ambulances) and 1400 volunteer staff (about 85% on ambulances), and we drive a fleet of more than 250 ambulances and nearly 130 other vehicles. Our Rescue, Retrieval and Aviation Services (made up of SAAS MedSTAR and the Special Operations Team) are also part of the organisation and use three helicopters, three aeroplanes and 11 on-road vehicles.

In country areas, calls for assistance were by phone to the local ambulance officer’s home (with the officer’s wife staffing the phone while he was on a job) or the local hospital.

In metropolitan Adelaide we have 20 ambulance stations and one aeromedical base (with the capability to respond by helicopter, aeroplane or road ambulance) which are all staffed by career employees. In the country there are also 22 stations crewed by career staff and more than 70 stations scattered across rural and remote communities, mostly crewed by volunteer staff.

Once the two-way radio system was introduced, with an antenna tower and base situated at the local hospital, calls for assistance were directed to the hospital, which would dispatch the town ambulance.

In addition, we have several volunteer Community Emergency Response Teams crewed by local people who are trained to provide emergency assistance before an ambulance arrives.

Around this time, medical officers in training began to be employed by the ambulance service during their holidays. The quality of patient care greatly improved.

SAAS also has an Adelaide-based volunteer team. These volunteers travel to the country to cover roster shortfalls at volunteer stations and also assist during periods of high workload.

SECTION 1: Getting to know SAAS We also work with and support companies whose employees are trained to provide pre-hospital care at their workplaces, such as mines. Our ambulance personnel are qualified to deal with everyday callouts and respond to large-scale emergencies. This makes SAAS a very important part of SA Health. We also work closely with SA Police, SA Metropolitan Fire Service, State Emergency Service, Country Fire Service and the Royal Flying Doctor Service. We communicate with and dispatch crews ourselves from our Emergency Operations Centre and answer more than 180 000 triple-zero (000) calls a year. We also have more-tailored ways to provide ambulance services. Extended care paramedics can treat patients in their homes (e.g. residential aged care facilities) and help reduce unnecessary hospital admissions. SPRINT (Single Paramedic Response INTervention) and bicycle paramedics in metropolitan areas respond rapidly in non-traditional ambulance vehicles (sedans and bikes) to get to patients faster. Their role is to begin life-saving treatment while a stretcher-carrying ambulance is on its way.

Patient transport We also provide a transport service for patients who, while not in need of emergency medical care, require ambulance transportation.

Emergency Operations Centre SAAS operates a statewide Emergency Operations Centre (EOC) that responds to all ambulance triplezero (000) emergency calls to ensure our services are provided 24 hours a day, every day of the year. The EOC also manages non-urgent requests for patient transport, coordinates the use of all ambulance resources across the state and dispatches the SAAS MedSTAR team when required. Mental-health nurses from Assessment and Crisis Intervention Service also operate from our EOC.

Education SAAS is a registered training organisation, offering nationally accredited qualifications to staff specific to the ambulance industry. Our Clinical Education team plan and delivers clinical education to SAAS staff.

Support services

A new initiative for SAAS is its community paramedicine pilot program. Community paramedics provide prehospital health care and education to their local communities. They treat patients in their home and provide health screenings and referrals to prevent medical conditions from worsening and requiring urgent medical attention. Community paramedics visit residential care facilities, GP surgeries, hospitals, and community nursing services to work out local needs and develop sustainable care pathways for patients.

Non-emergency ambulance services

Service delivery In order to provide South Australia with quality patient care and transport, SAAS has different types of response. Ambulance vehicles are dispatched by our Emergency Operations Centre using a medical priority dispatch system, which enables SAAS staff to identify a patient’s presenting condition and respond with the most appropriate ambulance resource. There are two main ambulance services: emergency and non-emergency.

Emergency ambulance services The primary role of this service is to respond to urgent, life-threatening cases. In the metropolitan area and major regional centres, each emergency ambulance crew includes at least one intensive care paramedic or paramedic. In smaller rural towns, crews are usually made up of volunteer ambulance officers. All officers have had training to provide emergency medical care at the scene and drive emergency vehicles. There is at least one emergency ambulance located at each ambulance station throughout the state.

Our non-emergency ambulance service in metropolitan areas is the Patient Transport Service (PTS). The PTS’s primary role is to respond to cases where minimal active treatment or monitoring is required. This is typically a patient who, for medical reasons, cannot drive themselves to a hospital appointment. PTS crews do not routinely attend emergency cases, unless they are the closest vehicle to a life-threatening case or they encounter an incident while on the road. The crew consists of two PTS officers who work various shifts. In country areas, non-emergency work is mostly carried out by emergency crews.

Intermediate ambulance services The Emergency Support Service (ESS) is an intermediate metropolitan ambulance service staffed by two ambulance officers. They work across all shifts and are trained to monitor patients, e.g. heart monitoring. They also have specialty vehicles and staff for obese (bariatric) and mentalhealth patients. ESS crews may also respond to more urgent life-threatening cases if needed. The Regional Medical Transfer Service (RMTS) is also an intermediate service located in some regional centres throughout the state. The crew consists of one ambulance officer (qualified to certificate IV level) and one paramedic. The primary role of the RMTS is to respond to cases where the patient needs treatment at the scene and en route to hospital but is unlikely to deteriorate during transport, or in cases where no treatment is needed at the scene but where monitoring is required during transport. RMTS crews may also respond to more urgent life-threatening cases if needed.

Country ambulance services

Volunteer team leaders

SAAS volunteers work in country areas only, and they are guided by the director, country operations. This director is responsible for country ambulance services and is supported by managers who undertake the dayto-day management within their region. Reporting to the managers are clinical team leaders (at career stations) and regional team leaders.

There is usually one volunteer team leader (VTL) at each volunteer station. (Sometimes they are also supported by an assistant team leader, or the role may be carried out by a leadership team.) Their role is to provide leadership support to ensure their team provides appropriate ambulance response, patient care and transportation.

Important roles and bodies

They also lead the team on issues of staff welfare, help them to develop a team culture, and facilitate the empowerment of team members.

Chief executive officer The chief executive officer is responsible for all aspects of ambulance services in South Australia, and reports to the Minister for Health through the chief executive at SA Health.

Executive directors/director There are a number of portfolios in SAAS, each covering different aspects of ambulance service provision. Each portfolio is headed by an executive director/director who reports directly to the chief executive officer.

Country management

They help their team relate well to patients and the wider community, and they work with their team, local ambulance committee (where relevant), and RTL.

Volunteer training coordinators At most volunteer stations there is a volunteer training coordinator (VTC). They lead, develop, coordinate and (if necessary) facilitate an annual training program, provide support for recruit training, and maintain local training records.

Recruit coaches

SAAS country regions are managed by the director, country operations, with support from country operations managers. Each operations manager also has regionally based administrative staff.

Each recruit is assigned a coach who works closely with the student throughout their studies. Coaches provide ongoing support and clinical guidance. Recruits are introduced to their coaches as part of the station induction process.

Regional team leaders

Employee Assistance Program

Regional team leaders (RTLs) have direct responsibility for the volunteers and operations in volunteer stations. They generally manage several nearby teams and report to the country operations managers.

SAAS has an overarching Employee Assistance Program which incorporates a number of different elements, all of which are in place to support its staff. One of these elements is the staff support program, commonly known as the Peer Support Program. The program provides early intervention welfare checks and the provision of psychological first aid after potentially traumatic events from peer support officers (PSOs), support for issues such as family matters, drug and alcohol use, gambling problems and work challenges. This network of peer support officers (PSOs), provide support, information and referrals on a range of issues, including traumatic ambulance cases, work problems, financial matters, substance or addiction issues (i.e. drugs, alcohol or gambling), family and relationship

They also facilitate training; have work health and safety responsibilities; and carry out administrative duties. RTLs play an important role in coordinating volunteer recruitment campaigns with their teams.

SECTION 1: Getting to know SAAS issues, emotional stress and loss and grief. If you need further specialist support, you can access oneon-one intervention with one of SAAS’s mental health professionals (MHPs), who are clinical and organisational psychologists. PSOs are SAAS personnel (on-road and support staff, including some volunteers) who have been trained to provide this support. They usually contact you if you are exposed to a traumatic incident. But sometimes they find out late or are not notified, in which case you are actively encouraged to self-activate to either your local PSO or to one of SAAS’s MHPs. So, please look after yourself and call a PSO about a case you have attended or any other issue you are concerned about. Your PSO is available to help you, whatever the issue. Your VTL or RTL will let you know who the PSOs are for your station. Volunteer equity contact officers are there to help volunteers with any equity issues they might experience. This could include discrimination, harassment or bullying. They provide support by listening, providing information about relevant policies and grievance procedures, helping find solutions, and being present at meetings in a support capacity to help you navigate through the process. Staff (including volunteers) also have access to external psychologists (generally four free sessions). Information about how to contact them is listed on brochures, wallet cards, and posters, located at stations and other worksites, and on SAAS’s intranet

site, SAASnet on the Staff Wellness & Assistance page. SAASIntranet > People and Support > Our People/Staff > Wellness and Assistance > Peer Support. In addition, there are several links on SAASnet about common mental-health issues and a downloadable copy of Taking care of yourself and your family by John Ashfield. This book is an excellent self-help text, and you will receive a copy of it as part of your study materials. SAASVHAC The SAAS Volunteer Health Advisory Council (SAASVHAC) provides advice to the SAAS chief executive officer and the Minister for Health on volunteer ambulance matters. The council also advocates on behalf of volunteers. SAASVHAC advises management on issues relating to the budgeting process of the Country Capital Reserve Fund and the Country Operating Reserve Fund. These funds are used to provide buildings, vehicles and training aids, and to cover other expenses associated with operating an effective country ambulance service. SAASVHAC comprises two delegates from each zone across the state, elected by their peers, and meets every two months. SAASVHAC members are joined at these meetings by management representatives.

Local ambulance committees

Your role

Many volunteer stations have established local ambulance committees (LACs). LACs are made up of community members who are interested in their local ambulance service.

Operational volunteers will:

SAAS’s country volunteer stations are grouped into zones, and each zone has its own zone ambulance coordinating committee (ZACC). This committee is made up of two representatives elected from the volunteer branches within their zone.

ZACCs provide a vital link between SAAS volunteers and SAASVHAC. They also give volunteer stations an opportunity to discuss common issues and provide coordination and liaison between the stations.

Volunteer Support Unit

>> actively participate in team training activities and maintaining clinical practice levels in line with the standard education and training program.

The Volunteer Support Unit provides support services to SAAS volunteers. This includes overseeing new and ongoing initiatives to support the recruitment and retention of volunteers, undertaking projects, and undertaking other work that will improve services to volunteers. Roles, expectations and entitlements Workplaces run well when people are clear about their roles and know what is expected of them. This is true for volunteer work at SAAS too. Here are some of the main things you need to know about what is expected of you, how to behave, what you should wear, etc.

Volunteer code of ethics and conduct All SAAS staff, including volunteers, are representatives of the organisation, and their actions may affect the community’s confidence in SAAS. To ensure the public thinks highly of SAAS, and to assist you in getting along with your colleagues, you will need to comply with SAAS’s Code of ethics and conduct for volunteers (see page 16) and SAAS’s Ethical clinical conduct document in carrying out your duties. In addition, SAAS also has a respectful behaviours strategy. SAAS’s expectations about respectful behaviours at work are outlined in a document called A brief introduction to the respectful behaviours strategy. Your VTL or RTL will talk to you about this.

Confidentiality Confidentiality means not passing on information about patients, or any other sensitive issues you are exposed to during your training or duties, to people outside of SAAS. It is a condition of your service as a volunteer that you do not divulge any such information. Any breach of confidentiality will be viewed seriously and may lead to us reviewing your position.

Privacy SAAS recognises the importance of protecting the privacy of your personal information and will not disclose it to a third party, except with your consent or in accordance with the Commonwealth Privacy Amendment (Enhancing Privacy Protection) Act 2012. We store your personal information for as long as it may be required.

SAAS intranet (SAASnet) SAAS has an intranet site (called SAASnet) for staff members to help them find information about the organisation. You will be issued with a username and password that will enable you to access the site. On SAASnet you will find a host of information. You can also locate SAAS personnel and teams with the internal phone directory and search for the latest information notices or internal publications.

SAAS eLearning The SAAS eLearning site (saaselearning.com.au) hosts a number of mandatory modules for you to complete, including what is specified in this booklet. Your login details for the site is separate from other SAAS login accounts. If you do not have an account for SAAS eLearning, please contact Health.SAASeLearning@sa.gov.au for assistance.

Photo identification card Once you have completed the selection process and have been given an ID number, a photo will be taken of you and sent to the VSU. You will later receive an identification (ID) card (sent to your home station). You must wear your ID card while on duty or on SAAS premises and be ready to present it for verification when requested. A new card will be sent to you when the date on the card expires. If you lose or damage your ID card, please contact your RTL.

Uniform Your professional appearance plays an important role in creating SAAS’s image. Our dress code is intended to ensure our professional image is consistent and to provide you with clear guidelines. A uniform will be issued to you if you are an operational volunteer. It must be clean and pressed when worn and will be replaced as needed. Please refer to the Volunteer entitlements document (available from your regional office or via SAASnet) for more information about items in your uniform allocation. The entire allocation must be cleaned and returned when you leave SAAS.

BiLock key Ambulance stations have a security locking system known as BiLock. A BiLock key will be issued to you by your RTL or VTL.

Please refer to the IT information you should have received with your welcome pack to find out how to access SAASnet.

It is essential you keep this key in a safe place. Do not transfer the key to any other person, as it will be registered to you and you are responsible for its security. You must not make a copy of the key. Some volunteer stations have individual locking systems and, if required, you will be provided with keys.

Work health and safety

Volunteer entitlements

SAAS has an obligation to provide all staff with a safe and healthy workplace, in accordance with relevant legislation. However, you are also responsible for your own safety and wellbeing. Therefore, you should take reasonable steps to ensure your own health, safety and welfare and that of others while you are volunteering.

SAAS reimburses volunteer staff for many expenses incurred while performing duties or training. For more information about your entitlements and how to claim expenses incurred, refer to Volunteer entitlements. Regularly updated copies of this are available on SAASnet or by contacting your regional office.

Non-operational volunteers will need to complete online training in work health and safety as part of their induction. Please visit SAASnet and go to the ‘Corporate induction’ section to complete the training.

Volunteer insurance

Fatigue-management system SAAS is committed to raising awareness of fatigue, helping you know how to measure your own fatigue levels and providing you with skills and strategies to manage it. We have a fatigue-risk management system that includes all staff members receiving a Fit for duty handbook and workbook. These help you learn what fatigue is, how to identify and assess it, what causes it and how to prevent and manage it. You will need to complete online training in fatigue management as part of your induction. Please visit SAAS eLearning to complete this training.

SAAS makes sure all its volunteer ambulance officers receive extensive training in work health and safety. In particular, much time is spent teaching new volunteers how to correctly and safely move patients in a wide range of using special safety equipment. However, accidents do sometimes happen. So we want you to be fully informed of our insurance policy and how it covers ambulance volunteers who are injured while volunteering with us. Please see the Insurance for ambulance volunteers document for more information.

SAASfit SAASfit is a health and wellbeing initiative for all SAAS staff, including volunteers. The aim of the program is to support SAAS staff in making informed decisions about health and fitness. There are many pathways offered, including:

SAAS has policies and procedures on a range of issues that affect volunteers. Topics include use of a fuel card, equity and diversity, discipline, uniforms and talking to the media.

Please take some time to look through the SAAS policies and procedures before and during your training so you are familiar with those that are relevant to you. If you’re unsure which ones to read carefully, please ask your VTL or RTL to show you.

Ambulance Cover Once you have completed all parts of the selection process you will be entitled to free Ambulance Cover for yourself and your immediate family. You will receive an application form with your welcome pack. For further information, see the SAAS document called Volunteer entitlements (available on SAASnet under fact sheets).

Volunteer diary Volunteers receive a spiral-bound SAAS volunteer diary each year. It contains useful information, such as contact details for country staff and meeting and conference dates. Local information

Volunteers are a vital part of SAAS, and the valuable roles they undertake in rural South Australia are duly recognised. To acknowledge the outstanding contribution volunteers make, we have developed a variety of initiatives to thank them and their families.

You should have already received some important info about SAAS. However, much of your induction into how things work at your station needs to be done locally. Once you have your welcome pack (or even before), your Volunteer Team Leader (VTL), Volunteer Training Coordinator (VTC), Regional Team Leader (RTL) will allocate a coach and provide you with a tour of your station to let you know how things work.

SECTION 2: Code of ethics and conduct for volunteers Introduction SA Ambulance Service (SAAS) wants to promote a strong culture of service excellence, founded on a good relationship with patients, other health workers and communities.

Responsibility of chief executive officer and other SAAS leaders Strong and visible leadership is a critical factor in achieving support for, and adherence to, the values and professional conduct embodied by this code.

Above all, this relationship must be established on trust and the guarantee that SAAS staff (including volunteers) will act effectively and with the utmost professional integrity.

The SAAS chief executive officer and other SAAS leaders have a special responsibility to demonstrate publicly their support for both the spirit and letter of the code through their actions.

It is intended that the Code of ethics and conduct for volunteers will help SAAS volunteers act with professionalism and integrity as they serve the community and the South Australian Government.

In addition to exemplary personal behaviour, the SAAS chief executive officer and other SAAS leaders are responsible for raising awareness of the code, promoting debate on application of its content, and responding to any issue—including requests for guidance raised by volunteers.

This code has been developed to complement and support the Code of ethics for the South Australian public sector. The Code of ethics for volunteers has four objectives:

It is the role of the public sector to support the government of the day, under law and the constitution, in achieving the common good, primarily by providing services to the community. An emerging feature of South Australia’s democracy is a higher level of collaboration between the public sector and the community in the design and delivery of services and the involvement of people in decisions that affect their lives.

>> to set out the standards of professional conduct expected of every SAAS volunteer.

Application of the code Responsibility of volunteers This code applies to, and is binding on, all volunteers who undertake activities for, or on behalf of, SA Ambulance Service (SAAS). Every SAAS volunteer must familiarise themselves with the content of this code and conduct themselves in a manner that is consistent with the values, behavioural principles and standards of professional conduct that are set out herein. Recognising that the code is first and foremost an embodiment of the ethos of the SAAS community, volunteers collectively are encouraged to take ownership of it and to shape its future development as a document which defines what it means to be a SAAS volunteer.

Impartiality SAAS volunteers must be detached from political influence, and the influence of partisan interests within the community. Instead, SAAS volunteers must rely on evidence to provide objective advice to government where required, and implement directions promptly and thoroughly.

Accountability Within a broad system of accountability under which ministers are accountable to parliament, SAAS volunteers are accountable for exercising their delegated authority and for performing their role within the values and standards of conduct outlined in this code.

Diversity The South Australian public sector, and therefore SAAS, should be as diverse as the community it serves. The views and experiences of all people should be respected and allowed to be canvassed freely and openly, regardless of nationality, gender, cultural or social background, sexuality, religion, age, or physical or intellectual ability.

Professional and courteous behaviour SAAS volunteers will not at any time act in a manner that a reasonable person would view as bringing them, SAAS, the public sector, or government into disrepute, or that is otherwise improper or disgraceful. SAAS volunteers will comply with a lawful and reasonable direction given to them as a volunteer by a person with authority to give such direction.

Respect Value every individual. Collaboration and engagement

SAAS volunteers will at all times treat other persons with respect and courtesy.

Create solutions together.

SAAS volunteers will be diligent in the discharge of their role and duties and not act in a way that is negligent.

Honesty and integrity Act truthfully, consistently, and fairly.

Public comment

Professional conduct standards SAAS volunteers must exhibit the highest standards of professional conduct in order to maintain the integrity of SAAS. page 18

Contravention or failure to comply with these professional conduct standards may constitute misconduct. Any SAAS volunteer who contravenes or fails to comply with these conduct standards may be liable to disciplinary action.

SAAS volunteers will only make public comment in relation to their duties, the public sector or the government—including policy and programs—when specifically authorised to do so by a relevant SAAS manager. Such comment will be restricted to factual information and professional advice and avoid the expression of personal opinion. Public comment includes providing information or comment to (or in) any media (electronic and print), including posting comments on the internet and speaking engagements. Notwithstanding the above, SAAS volunteers may engage in a private capacity in conduct intended to influence public opinion on an issue, or promote an outcome in relation to an issue of public interest. Handling official information

and/or their role as a SAAS volunteer.

By virtue of their duties, SAAS volunteers frequently access, deal with and/or are aware of information about issues, facts and circumstances that they know, or where a reasonable person in the circumstances should know, need to be treated as confidential.

SAAS volunteers will disclose in writing to the SAAS chief executive any actual or potential conflicts of interest at the earliest available opportunity and comply with any lawful and reasonable direction issued by a person with authority to issue such direction to resolve the conflict or potential conflict, including written direction.

SAAS volunteers will not access or attempt to access official information other than in connection with the performance by them of their duties and/or as authorised. SAAS volunteers will not disclose official information acquired through the course of their engagement with SAAS, other than is required by law or where appropriately authorised. SAAS volunteers will not misuse information gained in their volunteering capacity, including, but not limited to: >> purchasing shares or other property on the basis of confidential information about the affairs of a business or of a proposed government action >> seeking to use information for personal benefit or gain or for the personal benefit or gain of another. SAAS volunteers will maintain the integrity and security of official information for which they are responsible. Volunteers will also ensure that the privacy of individuals is maintained and will only release information in accordance with relevant legislation, policy, procedure or lawful and reasonable direction.

Use of government/public resources SAAS volunteers shall use the government/public resources that are the property of the Crown efficiently and only for appropriate purposes as authorised. Government/public resources (Crown property) include physical, financial, technological and intellectual property. The Crown retains ownership of these resources.

Conflicts of interest SAAS volunteers will avoid actual or potential conflicts of interest. SAAS volunteers will ensure their personal or financial interests do not influence or interfere with the performance of their volunteering role. They will ensure the interests of family members, friends or associates do not influence the performance by them of their duties page 19

SAAS volunteers should advise their manager (or if that person is not available, some other person in management in SAAS) if they are engaged in employment or other remunerative activity outside of their volunteering service with SAAS where the activity conflicts, or has the potential to conflict, with their role as volunteer. SAAS volunteers should tell SAAS if they are, or become, engaged in another government or health service while they are volunteering with SAAS.

Acceptance of gifts or benefits SAAS volunteers will not seek or accept gifts or benefits for themselves or others that could be reasonably perceived as influencing them in the performance of their duties and functions as a SAAS volunteer. Non-pecuniary gifts or benefits offered to SAAS volunteers by representatives of other governments may be accepted, as may gifts from non-government sources if they are obviously mementos or gifts of a symbolic nature. All SAAS volunteers will comply with the SA Health policies in relation to accepting, declaring and/or recording the receipt of gifts or benefits.

Criminal offences SAAS volunteers will at the earliest possible opportunity advise their manager (or if that person is not available, some other person in management in SAAS) if they are charged with a criminal offence; and, if admitted or proven, there would be a connection between the offending conduct and the volunteer’s duties/role or position and/or status. Reports to a manager or person in management will be in writing. SAAS volunteers will comply with all legislation, policies and procedures and lawful and reasonable directions relevant to their role as a SAAS volunteer and/or to the performance of their duties. Reporting unethical behaviour

Further information

SAAS volunteers will report to an appropriate authority, workplace behaviour that a reasonable person would suspect violates any law, is a danger to public health or safety or to the environment, or amounts to misconduct. This obligation does not derogate from the obligations on SAAS volunteers under the Directions and guidelines issued by the Independent Commissioner Against Corruption.

Legislation, regulations and documents, including:

SAAS volunteers who are potential witnesses, or are otherwise capable of assisting, will actively cooperate and assist with any investigation into the suspected or alleged conduct of a public sector employee or SAAS volunteer that, if proven, would amount to misconduct (including corruption and maladministration as defined in the South Australian Independent Commissioner Against Corruption Act 2012) and any other processes relating to the management of such suspected or alleged conduct. This obligation does not impact upon the right against self-incrimination or volunteers suspected of committing or alleged to have committed misconduct.

Our Training This section only applies if you have joined SAAS as an operational volunteer.

A detailed program will be supplied to you by your trainer at the beginning of your course.

Volunteers are an integral part of SAAS, our training focuses on ensuring you develop the skills, knowledge and attitudes required for you to carry out your duties.

Assessment information

SAAS believes that learning should be a positive experience and, where possible, a diverse range of methodologies and technologies should be employed in line with adult learning principles to ensure the best possible learning outcomes for all. SAAS is a registered training organisation (RTO Code: 0264); for information about SAAS’ scope or registration: http://training.gov.au/Organisation/Details/0264

Course information The learning material provided to you has been developed to meet the requirements of the Health Training Package (HLT). Qualifications provided to volunteers are at a Certificate II and Certificate IV level. SAAS provides training via: >> self-directed learning

Assessments are competency based, meaning they assess your ability to competently fulfil the requirements of your role within SAAS. Students may have experience and/or qualifications that may relate to their course of study and therefore enable them to apply for recognition of prior learning (RPL). Further information about RPL will be supplied to you at the time of enrolment.

Completion of course After completing your course you will be issued with a certificate. This is the official document stating the qualification you have completed. You will also receive a record of results, which will identify the units of competency studied as part of your course. If, for whatever reason, you don’t complete the course, you are entitled to a statement of attainment for completed units of competency.

CTL: clinical team leader: the person who provides leadership to a career team in relation to standards of patient care ECP: extended care paramedic EMT: Executive Management Team EOC: Emergency Operations Centre: SAAS centre that takes triple-zero (000) emergency calls and non-urgent bookings, and coordinates the dispatch and attendance of ambulances at emergency situations and routine transfers (previously called communications centre)

BRU: Bicycle Response Unit: paramedics who respond in the Adelaide CBD and some other heavily populated areas, particularly at major events, cutting through dense pedestrian traffic to get to patients faster

ESS: Emergency Support Service

CAA: Council of Ambulance Authorities is the peak body representing the main providers of ambulance services within Australia and the South Pacific region

ICP: intensive care paramedic: a paramedic who has completed an extra 12 months of study, enabling them to exercise a higher level of skill and judgement when treating patients (compared to a regular paramedic)

Call Direct: 24-hour emergency monitoring service provided by SAAS, where the customer can be connected direct to SAAS’s Emergency Operations Centre by touching a button on a pendant or telephone unit (purchased by individuals or groups, such as agedcare facilities) Career staff: paid SAAS employees (in the metro area all personnel are career staff, but in regional areas some stations have career teams and others are staffed by volunteers)

SAAScene: SAAS staff magazine, used to distribute important, informative as well as interesting and entertaining information to staff

PDW: professional development workshop (for career staff)

SAASfit: health and fitness program for SAAS staff to encourage fitness and reduce the risk of workplace injuries for employees

EAP: Employee Assistance Program is a service where staff (including volunteers) can obtain support and counselling from trained peers and/ or qualified psychologists, following their exposure to a traumatic incident, or for any other reason (including personal issues) PSO: peer support officer PTS: Patient Transport Service: a service provided by SAAS for non-emergency patient transfers (e.g. between hospitals, hospital to home) RAH: Royal Adelaide Hospital Rapid: issue-based information notice used in situations where staff need to receive information fast RFDS: Royal Flying Doctor Service RMTS: Regional Medical Transfer Service: similar to Patient Transport Service but operating in country areas RPL: recognition of prior learning: acknowledgement of skills and knowledge obtained through formal training, life and work experiences RTL: regional team leader: the person who manages people and operations in volunteer stations (generally have several teams reporting to them) SAAS: SA Ambulance Service: the name of the state government organisation that operates ambulance services across South Australia (not called South Australian Ambulance Service) SAAS MedSTAR: SAAS’s statewide emergency retrieval service, designed to reach victims of serious accidents and medical emergencies fast; crewed by highly trained medical staff based at Adelaide Airport who are ready to go at a moment’s notice SAAS MedSTAR Kids: Retrieval service (as above) but for babies and children SAAS REMOTE: SA Ambulance Service Rural remote Environment, Medical assist, Optimal Treatment and Evacuation are country paramedics and ambulance officers with specialised vertical access skills so they can reach and treat patients faster page 38

SAASnet: SAAS’s intranet site for its volunteer and career staff SAASVHAC: SAAS Volunteer Health Advisory Council: the body that provides a way for SAAS volunteers to advise their chief executive officer and the Minister for Health on volunteer ambulance matters and that also advocates on behalf of volunteers SACAD: South Australian Computer-Aided Dispatch: a statewide emergency call receipt and dispatch system for all SA’s emergency services SDM: state duty manager: contact point for any occurrence that may affect SAAS’s ability to provide ambulance services, e.g. staff injury, vehicle breakdowns or crashes, or any other urgent matters sitrep: situation report given by a crew to SAAS’s Emergency Operations Centre about a scene SOT: Special Operations Team: rescue paramedics trained in high-risk rescue procedures SPRINT: Single Paramedic Response INTervention are fully‑equipped all-wheel drive vehicles, crewed by one paramedic or intensive care paramedic to help reduce emergency response times for patients staff: people who work for SAAS, whether paid (career) or volunteer UMMVRRT: Upper Murray/Mallee Volunteer Regional Response Team VAO: volunteer ambulance officer volunteer ambulance responder: SAAS volunteer who provides initial life support and first-response treatment for emergency patients, according to ambulance responder protocols volunteer supported crewing: range of ambulance service delivery models designed to better support volunteer ambulance officers in their job of serving their communities, e.g. a paid crew operating on weekdays while volunteers continue to provide ambulance services overnight and on weekends
